38:— The 17th of February, the year 1785. to make to their High Excellencies regarding the conveyance and taking along of Persian servants. of the Honorable Company, that repeatedly, both from here and from Cochim and masquetta, many Persians pass over to the main office aboard Company and private ships under the guise of servants or passengers, as these people, who all speak and understand the Dutch languages, return from there with the strangest and, in times of war, often very harmful tales and reports regarding Persian and other native matters, which they gather in the streets and embellish according to their imagination, not only this, but, which is also among the worst of it, when they return with the Sourat ships and come ashore as soon as the anchor is dropped, they immediately spread and make known among the merchants everything the ship is carrying as well as those goods and linens that are most in demand at Batavia, so that the merchants are often informed of everything before a single European letter has even come ashore; and regarding all of which the High Government of these lands had already, by dispatch of the 30th of July 1765, ordered this administration to be vigilant against this and the 39: The 17th of February, the year 1785. Order to the Pay Bookkeeper regarding the books of the Moorish mariners etc. expressly commanded the skippers not to take them aboard their vessels—: it was thus approved and resolved to very respectfully request their High Excellencies, in the first outgoing dispatch, to renew this order to the ship commanders, not only with regard to those ships that sail to and from Souratte, but also expressly with regard to those that sail to and from Cochim and masquetta, as experience has shown that most of these Persians depart via the two aforementioned places, and then return directly hither on the ships. It was approved and resolved to order the Pay Bookkeeper Monte, by extract hereof, to leave the old books of the Moorish mariners as they are for the time being without transferring them into new books, until we are confirmed by their High Excellencies' venerated order regarding their handling in the future, after, however, these mariners have first been debited on their respective accounts in the same books for the yearly 40. The 17th of February, the year 1785. to act regarding the sureties for the respective administrators in accordance with the resolution of their High Excellencies of the 20th of July 1767. remittances paid to them for three years, being six months, and meanwhile to form new books of the native mariners sent with Trompenburg. While at present, because the number of servants at this office is so small and most of them hold one administration or another, it is hardly feasible for the Governor, the other members of the Council, or the minor administrators to provide the proper sureties for their respective administrations, it was approved and resolved, in accordance with the resolution of their High Excellencies of the 20th of July 1767: that neither the Governor nor any of the other servants who have any Company goods or funds under their administration, such as the Warehouse Master Wiardi, the Equipment Master Lotsz, and the Dispenser de Sille, shall be permitted to receive or be paid any of their earned wages until they have accrued as much in salary as the amounts for which they are respectively required to provide surety. And regarding which one shall further propose to the Most Mentioned High Authorities that he, the Lord Administrator here in Souratta, received or actually helped salvage from the Company 10183:41 rupees, which, according to the intrinsic value determined by the aforesaid evaluation, are worth to the Company ƒ132220:12:8; that, in satisfaction of his obligation, he was to pay this ƒ132220:12:8 at any Company factory according to the intrinsic value of the standard coin of that place where he should discharge the same; and that the exchange value of the Chinese commercial coin, being the tael, is fixed by Their High Excellencies' frequent evaluation as equal to 72 4/5 Dutch stivers, he, to discharge the debt there, had to pay 36525:1/10 taels; from which it follows that the 30885 taels which the Chinese servants received for him must, according to the same evaluation of 72 4/5 stivers per 1 tael, 43 55 The 17th February Anno 1785: To have issued from the treasury to the Lord Administrator 10318 2/3 rupees and to accept in return a bill of exchange on the Noble Lord Governor of Cochim. be credited to him for ƒ111803:14 and for which the aforesaid servants in China ought to have granted a receipt instead of a draft upon Their High Excellencies. That he, the Administrator, after payment of the aforesaid 30885 taels with ƒ111803:14:—: having become unable to pay more due to the plundering of the ship by the English privateer Millerij and the robbery of the gold and pearls, still remained owing 5640 7/8 taels with ƒ20416:18:8; that in satisfaction of this sum there was counted into the treasury at Batavia by his attorneys 1620 rupees, while he himself paid 20000 at Cochim, making 21620 rupees or ƒ25944:—:—; and that he consequently, according to the evaluation of coin species throughout the whole of the Indies, has returned more than he received by ƒ5527:1:8, making 4605 17/12 rupees. Translation of an English missive written by Mr. Thomas Day, Esquire, Chief on behalf of the British Nation, together with the Council, to the Right Honourable Abraham Josias Sluijsken, Esquire, Administrator and Commander on behalf of the Noble Dutch Company, together with the Council here:— Gentlemen, In accordance with the instructions of our superiors at Bombay, we request permission to inform your Honours that the restoration of your factory must commence from the day that the same actually took place, or with the 15th of the preceding month; and that the Lord Director cannot be permitted the display of any flags in his state until the time that your flag shall be publicly restored; however, the customary marks of respect shall be paid to his Honour upon passing our guards. It has likewise pleased our superiors to inform us that their Honours have no objections to all necessary repairs being made to your factory or wharf, and whatever may be needed for its upkeep or preservation, whether against the season or the river; and to which end, upon representation being made for that purpose to our Chief, proper persons shall be appointed to carry out the requisite inspection. And that their superiors have no objection to all necessary repairs being carried out on the factory or wharf, and whatever may be needed for its maintenance or preservation against the seasonal weather or the river, while upon the presentation to be made for this purpose, suitable persons to carry out the required inspection will be appointed by their Chief. The toll from before the 15th of January, since then the customary toll of 2½ per cent. A deputation sent to the English Chief. And to begin the said repairs. The remaining spices have been transferred from the packhouses in the city to the wharf. It was, after preceding deliberation, approved and agreed to comply now, as one cannot do otherwise, with the demand of the toll officials mentioned in the resolution of this meeting of the 22nd of January aforementioned, and consequently to allow the clearance of those goods that were stamped and shipped before the date of the letter from the English administration, or rather before the actual handover occurred on the 15th of January, at 3½ per cent; whereas both the Nawab and the English have declared that it is agreed that for those goods which, on the morning of the 15th of January aforementioned and thereafter, were stamped and shipped, the customary toll of 2½ per cent shall be paid according to the Company's privileges. Furthermore, to make no further instances regarding the flying of the Company's flags for the present time. And to send immediately a deputation to the English Chief requesting him to send the inspectors mentioned in the letter, in order to be able to commence thereafter with the much-needed repairs etcetera. Finally, it was also recorded that all the spices which remained in the packhouses in the inner city were transferred from there on the 22nd of this month into the ordinary spice packhouse on the wharf, without anyone from the native or English government opposing it. And since one may thereby be considered to be restored in the right and the custom of some years to store the spices on the wharf and weigh them out from there, it was approved to let the remaining sugar, which will also be collected soon anyway, remain there for now in order to prevent great expense and wastage, the more so because one needs the lodge where it is stored for receiving, preparing, and storing the piece-goods, and one cannot save any rent by removing the sugar. After which, a missive to Their High Right Honourables of today's date having been read, it was approved to send the same by the private vessel The True Briton, which is carrying wheat to Ceylon, to the Cochin administration with a request for further dispatch. And with which missive it was furthermore resolved to send along, besides the duplicates of the most important papers sent with Trompenburg, the expense account of the aforementioned vessel, which, due to a lack of copyists, could not be sent along with that ship itself. Tuesday, the 9th of March, the year 1785, in the forenoon. All present except the junior merchant and secretary Jan Jacob van Polanen de Bevere owing to indisposition. Initially, the last preceding resolution of the 27th of February was resumed and approved. After which the Lord Commander informed the assembly how His Honour of late, just as in the preceding year after the demise of the late broker Mandchergie Gorseetjen, had daily been troubled with complaints and claims against and upon his heir Bouwmandjen Rustumtjee by his numerous creditors; that he, the Lord Commander, for several reasons, had always attempted to appease these creditors of his with gentle words and to make them be patient until the books of the monthly trade of Mandchergie and Govindram, which were said to be quite eighteen years in arrears, would be put in order and closed, and the affairs settled and concluded between this Bouwmandjen as heir of his uncle Mandchergie and the present third broker of the Honourable Company, Pramsinker, as heir of his father Govindram; and that he had even interceded with all these creditors who belonged under the protection of the Dutch Company, such as being the banker or money-changer Nagerdas Wasboekendas, the money-changer and present second broker Tappidas Nagerdas, the Bania merchant Nandalal Samboodas, the widow Rutton-Comer, and Jemsidjee Rustumjee, the latter being a brother's son of Mandchergie and brother to the said Bouwmandjen.

Price list approved. as has already been noted in regards to the tent and gunny sacks in the aforementioned resolution of the 14th of December, it was agreed to have them examined by a committee in the presence of the Fiscal Monte, and to have their findings serve as a report; appointed to this committee are fellow council member George Christoffel Roeff and the Provisioner de Sille. Next, the Lord Commander made known to the council how his Honor's experience over the many years he has been Head Administrator has taught him that in Surat it is practically impossible to be truthfully informed daily of the market price of whatever is needed for the Company's administration; and that every time something is purchased or work is performed for the service of the Company, it requires endless effort to be reliably informed what the prices of such goods were on the days of their purchase or consumption. The administrators ordered to present their monthly specifications before the middle of the month on penalty of 3 months' salary. Upon the proposal of the Lord Commander, it was approved and agreed to order the respective administrators by extract hereof: That they must ensure to present their monthly specifications and accounts to him, the Lord Commander, for the purpose of examination and approval on or before the 15th of each following month, and this on a fine of three months' salary on each occasion, to be forfeited for the benefit of the graves. 84 The 24th of March, Anno 1785 And must henceforth submit a separate specification of what was supplied from stock. Whereof the Trade Bookkeeper shall compile a memorandum every 4 months. The Cashier must also have his cash book in order by the end of each month. And that they shall not combine in their specifications or accounts of the money disbursed by them in cash for the service of the Company that which was handed over or supplied from stock, but that they must draw up and submit, alongside their account in cash, a separate specification of what was supplied from stock. Whereas the Trade Bookkeeper shall herewith also be enjoined to compile and present every four months, from these specifications of supplies from stock thus submitted and approved, a memorandum and order for the writing off of the same in the trade books. And this having been deliberated upon with all the attention that a matter of this importance requires, it was taken into account mainly on the one hand that these large contracts made both by the Portuguese and private English, which will yet be increased by a contract for the English Company, seem to indicate that the Surat piece goods are presently in high demand in Europe and fetch high prices; and that it will undoubtedly be agreeable to the Lords Masters if one can dispatch the ship to Ceylon in the month of December, at the customary time, with a full cargo for the Netherlands, at least as large as the last requisition that was requested for 1782, instead of sending 119 108. 9 May Anno 1785. at present it may be considered that Their High Nobilities will also be pleased and the Company served if one secures for them at present at the prices of previous years as many linens as shall be requested from the Main Settlement, and puts oneself in a position to fully satisfy the demand projected for the Indies for this year 1785, which is otherwise impossible unless one holds up a ship for it, as it is a known matter substantiated by long experience that in Surat linens are never manufactured except upon preceding contracts, and never, as in Europe, to always have something in stock for trade; while moreover everything that has been said here before regarding the prices and quality of the linens of the Fatherland assortments is also applicable to those for the Indies, it was approved and agreed to indeed enter into negotiations with the aforementioned Linen Suppliers regarding the prices they shall receive for the linens, without however proceeding to any increase, to the end of thereby putting them in a position to have woven during the rainy season a sufficient quantity of Niquanias, which they could not deliver last year, as also the linens for the Chintz Palempores, Cotton Blankets, and black and white Baftas, in such manner that they require nothing more than printing and dyeing, but to leave the quantities of goods undetermined until such time as the demand for the Indies shall have been received, as one cannot properly determine the same, and the Suppliers, now that the linens are so much in demand, will indeed find opportunity to dispose of the quantities woven beyond what is needed to others, after which the Honorable Authority requested all members to also investigate the prices of the goods with all diligence. Copper helm of a still kettle, which is unfit and can serve no purpose other than as scrap copper in trade, the same weighs 9½ pounds. In the Administration of the Dispenser: 1 piece old, dismantled hearse; of this, all the wood is decayed and rotted, the iron consumed by rust, and the remainder stolen; the entire carriage has already collapsed upon itself. The church books are all unusable; however, a few might still be repaired and made usable. In the Administration of the Equipment Overseer: 2 pieces fire engines, are indeed unfit but can be repaired here; on the handle of one of them, detachable arms were made before the war in order to be able to use double pump brakes, since single ones are too light and continually broke to pieces, and it would in our opinion, subject to correction, be very beneficial if the second engine were improved in the same manner. 4 pieces fire hooks, good and strong, but whose chains have become unfit through rust; likewise, the remaining pieces of handles and ends of rope on them are completely unusable. 2 pieces leather hoses, unfit and irreparable. 14 pieces leather fire buckets, unfit and irreparable. 5 sleeper beams and 9 pieces of planking of the wooden piers are, through rot and cracking, entirely unfit and of no use. 3 pieces stocks, all indeed unfit, though one could be repaired.
