The Master of Equipage having reported to the Commander that both; The 9th May Anno 1785. report thereof both water gates of the wharf, of which the one, according to the report of the general survey of all the Honorable Company's buildings on the wharf etc. of the 23rd December, was noted and stated as repairable, now after having been lifted from their hinges and brought up, are both completely decayed and irreparable; and His Honor thereupon having ordered Warehouse Keeper Wiardi and Second Resident of Brootchia Meijer, who performed the aforementioned general survey together with the Sea Captain Udemans and the aforementioned Master of Equipage Lotsz, to examine the aforementioned water gates anew, the following report concerning this was presented today: To the Right Honorable Abraham Josias Sluijsken, Commander and Chief Director of this Directorate. Right Honorable Sir, Pursuant to and in fulfillment of Your Right Honorable's honored order, we, the undersigned, proceeded to the administration of the Master of Equipage Lotsz, etc. The 9th May Anno 1785. 2 new ones to be made and there examined more closely both water gates of the Honorable Company's wharf, of which the one was noted as repairable in the report of the 23rd December by us as commissioners for the survey of the Honorable Company's buildings, and found that both of them are completely irreparable; whereas all the woodwork and laths of which they consist are entirely decayed. The previous report made thereof is therefore erroneous in this instance, and arose from the fact that at that time the same gates, being hooked in and within their framework, could not be examined as accurately as now after they have been taken off their hinges and are thus better visible. We hope herewith to have complied with Your Right Honorable's order and have the honor to be with the greatest respect, was written below: Right Honorable Sir, lower: Your Right Honorable's humble servants, was signed: E: M: Wiardi and [illegible], in the margin: Souratta the 24th April 1785. Thus it was approved and resolved to have two new ones made instead of the aforementioned irreparable water gates of the wharf, in view of the unavoidable necessity thereof. Subsequently, the Commander having made known that His Honor had reached an agreement with the Master of Equipage Johan Lotsz, that he would rebuild, replaster in masonry, and make watertight the large water well or rather cistern, 16 feet long, 18 feet wide, and 24 feet deep under the The 9th May Anno 1785. contracted out. In dutiful observance of the resolution adopted by your Right Honorable in the Council of Policy on the 24th of the past month of March, whereof the extract handed to us is annexed hereto, we the undersigned repaired to the administration of the 427 The 9th of May Year 1785 Report on the dilapidated state of the Honorable Company's Cemetery Warehouse Master, and there accomplished the commission assigned to us in the presence of the Fiscal Monté in the following manner, to wit: The large linen tent consisting of seven middle and two head cloths, which two last are provided with flaps hanging down to the ground, likewise all provided with the necessary guy ropes; is completely new and, as far as we can ascertain, made of good strong dhotis of three thicknesses, stitched through and hemmed with the necessary straight and cross shear lines; the props and necessary pegs for erecting the tent were also all shown to us in good, new, and strong condition. Of the constructed 2000 pieces of gunny bags, 1625 pieces of good Bengal gunny were shown to us, and the rest were used for preservation around the remaining cloves bales during transfer from the city to the Company's wharf and are still kept around them. The fence of bamboos around the site where the linen tent is erected, as well as the lean-to inside it, likewise two gates thereto, is very firm and strong; however, we must, subject to correction, inform your Right Honorable according to our best knowledge that in the construction, materials that were too costly and more than necessary were employed. Another portion of venerable tombs can, some with heavy and others with light repair, be brought back into decent appearance, both by absolute renewals here and there and by general plastering and whitewashing, along with renewing and restoring the memorial inscriptions belonging thereto. Thirdly. The tomb of his late High Honor van Rheede, may his soul rest in peace, is indeed still fully intact, yet the outward appearance and magnificence previously attached to it is for the most part ruined, as for example are the fine vases;

129 141 The 9th May Anno 1785. ...and railings above and around the same, which have either all fallen off or what remains of them is beyond repair, and therefore must be entirely reconstructed anew. The masonry has fallen out in many places, and the glazed plastering is completely damaged. This monument, as venerable as it is magnificent, has at all times been the object of wonder in Souratta, both in terms of architecture and accompanying grandeur, having this attention always drawn as well to the imposing tomb of the late Honorable Jacques de Bucquoij, former Director of Sourat, of blessed memory, which stands opposite it and thus forms the center passage, and regarding which the same observations apply as are mentioned hereinbefore with respect to the grave tomb of His High Right Honorable Van Rheede. Fourthly: The perimeter wall enclosing the graves is still entirely sound, being cracked only in a few places, and therefore needs nothing done to it other than plastering and whitewashing, both on the outside and on the inside. Fifthly: The doorframes or posts of the gate are completely rotted at the bottom and crumbling throughout, as a result of which the heavy doors that close into them may at any time run the risk of falling down outwards or inwards. The ironwork on them is entirely rusted. Sixthly: The framework of a so-called gatekeeper's lodge is beyond repair and needs to be rebuilt entirely anew. Seventhly: The water well existing at the graves is in a deplorable state, with all the upper masonry and the winch used for drawing water completely dilapidated, as is the gazebo that previously served as a seating area. And eighthly: All the open areas and pathways, as well as most parts of the tombs, are so overgrown with weeds and brush that one can scarcely take a step without fear of burrs, thorns, or vermin that may nest therein, over and above that these stumps and plants greatly detract from the dignity with which this revered memorial has always been acclaimed. Wishing: 130 The 9th May Anno 1785. ...to have repaired. We hope to have executed your Right Honorable's orders to satisfaction and have the honor to subscribe ourselves most obediently. And it being found thereby that all the graves, virtually none excepted, are very dilapidated and ruined, as is also fully known to each of the members, and naturally cannot be otherwise given that for twelve years virtually nothing has been done to them and they, as well as the entire city, suffered greatly during the storm of 21 April 1782, it was taken into consideration to what extent one could and might carry out some necessary repairs to this burial ground. And it being considered in this regard that, although this assembly on the one hand deems itself completely unauthorized to have any repairs made on behalf of the Honorable Company to the graves of company servants, it would nevertheless on the other hand be very negligent if a monument such as the grave tomb of the High Right Honorable Lord Commissary General Van Rheede—which attracts the curiosity and wonder of every foreigner, which cost the Company a considerable sum, and belongs to Their Honors themselves—were to fall completely into ruin and turn into a heap of rubble, as long as the same can still be preserved without very excessive expense; and if one at the same time completely neglected the perimeter walls around the same burial ground, along with the gate and the gatekeeper's lodge, and allowed them to fall further into decay, whereas one has examples as the last time in Anno 1762, when Their High Right Honorables, by respected missive of 11 November, permitted that the tomb of the corpse of the Lord Van Rheede be repaired out of the funds collected annually for the benefit of the graves, and that the shortage be supplemented in the meantime from the treasury, to be reimbursed thereafter as soon as the said fund had accumulated enough in advance. Thus it was approved and agreed to have the aforementioned grave tomb of the corpse of the Lord Van Rheede, together with the perimeter wall of 132 The 9th May Anno 1785. to have the cost submitted. to enclose with a bamboo fence. Specification of the linen. the burial ground, its gate, and the gatekeeper's lodge, as well as the water well, repaired, plastered, and whitewashed with the least possible expense, and to have the amount thereof paid in like manner from the treasury, to be reimbursed from time to time as the grave fund advances, but to first have the Dispencier provide an estimate of the cost of this repair in order to see whether the same can be contracted for less. It was approved and agreed to have the piece of land belonging to the Honorable Company, situated next to the Jap or Castle Gate, where the inner warehouse once stood that burned down while the Directorate was in the hands of the English, enclosed all around with a fence of bamboo and spars, in order to prevent the ownership thereof, which there is currently no need to build upon, from being disputed in whole or in part through the passage of time. 1815 145 The 9th May Anno 1785. Having been presented by Warehouse Master Egbert Nicolaes Wiardi what has been expended and paid by him for the making of a new linen tent with its canaats and poles for storing the return goods brought in readiness, as also for the making of 2000 pieces of double gunny bags, and the purchasing of diverse goods and necessities for the service of the trade warehouses amounting to 8,333:37 rupees. Which having been reconsidered with all attention, the meeting was unanimously of the opinion that, whereas the report recorded hereinbefore from the fiscal and commissioners who, by order of the Honorable Commander, examined these goods, clearly declares that the tent and gunny bags and all the aforementioned goods are found to be very good and properly made, the amount paid for the linen tent etcetera up to 4303:2: rupees is not too much, when one calculates against that what private individuals here must pay for ordinary tents, that with regard to the gunny bags, which now cost a quarter rupee each more than some years ago, such must be attributed to the extraordinary 134: The 9th May Anno 1785. and inserted. extraordinary dearness of gunny, while nevertheless they are now still a quarter rupee less than what was last paid for them, and finally that in regard to the further purchased necessities, some of those could have been made cheaper by self-production, but that one must therefore take into account that everything which one must have on the spur of the moment and cannot do without must be paid much dearer than when one has proper time and is not in urgent need, while the Warehouse Master solemnly declared that he had not been able to obtain them for any lesser price, wherefore it was then approved and agreed to approve the aforementioned specification as such and have it paid out of the treasury, as well as to insert the same into this. A letter dispatched to the Gaikwar and Ahmedabad with a gift. enriched and made more prominent, for what is a country without trade; we have since all that time remained in the peaceful possession of the factory of Brootchia, none of the native princes having disturbed us therein, until the war between the Europeans forced us to abandon the factory. And since your Excellency is presently the sovereign of Brootchia, and furthermore it would be just as good and advantageous for the city and its inhabitants as it would be pleasing to the Honourable Company to re-establish the factory at Brootchia and to come trade there again as before, enjoying the same prerogatives and privileges, I therefore request your Excellency that your Excellency may be pleased to return to us the factory of Brootchia with all the prerogatives that were granted to us by the Mughals in so many firmans; and thus to permit us to reside and trade at Brootchia again, just as we have resided and traded there for one hundred and fifty years, likewise to the great benefit of the city, and that your Excellency may be pleased to issue his order and firman to that effect to his governor there: What more shall I write than to wish that your Excellency's fortune increases daily, and my heartfelt desire to be gladdened with a letter from your Excellency so that I may communicate his answer to my high masters. Secondly, that no other natives, whether Banians, brokers, or so-called merchants, who usually come under the pretext of viewing the ship, but in fact to seduce the crew and conclude with them all kinds of detrimental contracts of buying or selling, shall be admitted on board, unless they show a special permission slip signed by the hand of the Master-in-Charge or the fiscal of this Directorate. Thirdly, that furthermore on board or in the roadstead, no prohibited or illicit trade shall be conducted with any of the foreign European or other native nations, much less that anything be delivered to them or received from them without special written permission from the Master-in-Charge, even if the same consisted of no merchandise but only of necessities. 159 35 71 The 9th of May Anno 1785. here, to counter the insolent behavior of the servants, the following regulation was renewed: whereupon, having deliberated, it was approved and agreed to embrace the aforesaid proposal in all respects and, by virtue of its utility and necessity, to transform it into a Resolution of this assembly. While furthermore it was approved and agreed, out of consideration that the disorderly and disobedient as well as arbitrary and sometimes insolent behavior of the native servants has for some time again noticeably increased and become unbearable, to which the state of prisoners of war has contributed very much, to renew in like manner the regulation enacted against it on the 8th of February 1772, which it was furthermore agreed to insert herein with some small alterations, with orders to all the servants of the Noble Company to conduct themselves accordingly. Secondly, that a master wishing to dismiss any of his aforementioned native servants without any reasons shall be obligated to give him a similar declaration of his good behavior. 168. Maseijk & Dooremans to provisional assistants at ƒ 16:-:-: Thirdly, that if it should happen that any of the Company's subordinates refused to give a declaration of his good behavior to a native servant who has served him properly and desires to leave him, or whom he dismisses from service, such servant may address himself in this regard to the fiscal, who shall act therein according to findings and equity. Fourthly, that henceforth no servant, peon, kahar, etc., who has served with any of the Company's servants after the enactment of this ordinance and is not provided with such a declaration, may be taken into service by anyone, to which end all of them must show their certificate as soon as they are accepted into service by anyone. Fifthly, that whenever any servant gives such valid reasons to his master that he is forced to dismiss him from service and turn him away, or if the same servant should happen to run away of his own accord, he shall from that moment be kept out of all service, and no subordinate shall be permitted to take him into service again; however, it shall be permitted to such a servant, when he thinks he has been wronged, to address himself to the fiscal, who, with the prior knowledge of the Director, shall judge therein as appropriate. Letters from the Ceylon Ministry addressed to this assembly, the one in original dated the 11th of March last containing a recommendation from that Ministry on behalf of the free merchant Johannes Franchel for the recovery of his two-masted vessel the Elisabeth, and the second in duplicate dated the 18th of February preceding addressed to give notice of the decease of the Right Honorable and Valiant Gentleman, Ceylon's Governor Falck, and the accession of the Right Honorable and Valiant Gentleman Van de Graaff to that government, as well as conveying a duplicate requisition for this year 1785. It was resolved to pay due regard to the said recommendation whenever a request thereto shall be made by the interested parties; to dutifully congratulate the Right Honorable and Valiant Gentleman Van de Graaff by the first outgoing letter; and to satisfy the requisition at the first Company opportunity. One must regulate oneself according to the stipulation made in the demands, even if the samples should not contain the established length, width, and weight, yet on the delivered cloths, 1¼ or 1½ wiesa and 1 or 2 fessa not counted, nothing must be lacking in that respect. For the delivery of all the aforementioned goods as specified under Article 1, the suppliers will be paid the same prices that were paid for them at the aforementioned last contracting of the 4th of November 1784. With this condition nevertheless and under express stipulation, that they will continue to enjoy the privileges which they enjoyed at Brootchia when the Honorable Company had an office there, and that they will thus remain permitted, as before, a duty-free export of all those goods which are produced at Brootchia as well as those which are brought hither from Brodera, Amed Abaath, and elsewhere via the aforementioned place; and that in case the Company unexpectedly should be unable to maintain the said suppliers in these privileges and cause them to enjoy the same, now that there is no office, then to them, above the previous year's prices agreed upon hereinbefore, will also be paid an increase on the same of three and a half per cent, being the amount of the outgoing tolls which must be paid at Brootchia by the most privileged merchants, and such on all the following linens, to wit: sarogesjes, narrow bleached baftas, all niguaniassen, bherms, corroots, cotton yarns, along with all the black baftas. In order that the suppliers may begin the work without loss of time, they will immediately be advanced 50,000 rops, which subsequently will be increased to one sack, but the suppliers may not ask for more before the arrival of the ships from Batavia. In return, the suppliers will be obliged to bring nothing but good quality goods to the bazaar, and in case any pieces might occasionally be found among them that are deceitfully woven or otherwise extraordinarily bad, the same will not simply be rejected, but will be confiscated for the benefit of the bazaar commissioners. Also, they together with the commissioners will have to make good all such pieces as might occasionally be found short, damaged, or defective in well-conditioned packs upon opening in Europe or India according to conclusive evidence, to wit: they, the suppliers, three-fourths, and the bazaar commissioners one-fourth of their cost. The suppliers expressly oblige themselves to fulfill and bring to the bazaar by mid-December next all the contracted linens, yarns, etc. for the fatherland as specified in Article 1, along with the Indian goods, and also the silk patholaes which remained unfulfilled in January last. Finally, everything that is not ready by that time and might come in later will not only be left for the account of the suppliers, but they will also be obliged to return immediately in cash that which they might have already received thereon by way of advance, in order thus to settle the contracting account properly in due time. Lastly, the first-signed Governor together with the Council will be free to increase or decrease this aforementioned contract with respect to the goods for the Netherlands within the time of three months after the date hereof, but after that time no further change may be made therein. For the compliance with all this, the suppliers bind their persons and goods according to law. Your Right Honorable Worships' humble servants Egbert Nicolaes Wiardi and Matthijs Monte most humbly make known How they, by power of attorney of the 1st and dispatch of the 3rd of March last, appended hereto in copy, were requested and nominated by Mr. Johannes Franchel, member of the Honorable Boards of Matrimonial and Small Judicial Affairs at Colombo, as His Honor's special attorneys, so that upon the arrival or discovery of the two-masted vessel named De Elisabeth, commanded by Captain Elgersman, they may claim and demand the same from him, as well as have the said Elgersman arrested, and this for the reason that this Elgersman has wandered about in many places with the aforesaid vessel belonging under the direction of the said Honorable Franchell, such as to Mallabaar, Pegu, Queda, Achin, and finally has sailed to western India, passing himself off under very different names, at one time for a Frenchman, then for an Englishman, and then again for a Dutchman, which he truly is; and that they are currently informed that the said vessel, De Elisabeth, is said to be in Goa; and although the petitioners' co-attorney, Mr. David Scott at Bombaij, has already addressed himself to Goa for the aforesaid purpose, we are nonetheless as yet in doubt regarding its outcome. The petitioners therefore take the liberty to inform Your Right Honorable Worships of all the foregoing and to solicit Your High Mightinesses' assistance herein, and especially that it may please Your Right Honorable Worships at present, most favorably, to grant the petitioners a letter of recommendation to the High Honorable Lord Governor General of Goa, etc., etc., etc., mainly containing a request to kindly grant the co-attorneys of the aforesaid Mr. Franchel, Messrs. After the titles of honor: Just as the sun in the morning gladdens and illuminates everything, so has Your Highness's letter rejoiced me upon observing his affection and friendship therein. I wish that Your Highness may see his desires fulfilled and may soon return to his capital Ugheen, which will give me the opportunity to send Your Highness a confidant to present all my wishes to you. In the meantime, however, I expect in three to four months the ships of my masters, the honorable Dutch Company, from Batavia and Holland. These bring along many goods, which we also sometimes send to Brootchia, and we are accustomed to purchase many goods there, such as linens, etc., to ship back with those vessels. For this reason, I request Your Highness to send an order in the interim to his governor at Brootchia to allow me, on behalf of the aforementioned honorable Company, to trade on the old footing and as has always been the custom before, without introducing any new customs duties.
