199. 1 2115 The 18th June Anno 1785. Resolutory dispositions on the adjacent Report taken in Council of Policy at Surat on the 10th June Anno 1735. In dutiful observance of what was written by Their High Nobilities in the venerated Missive dated 21st September 1781, received with Trompenburg, and the decision taken thereon in Council of Policy dated 4th November 1784, the alongside mentioned amounts of 70 pieces 42 were paid by the Honorable Company's moneychanger Gouwendas Rigsigdas into the Honorable Company's petty Cash. On the 4th November 1784, it was also decided in the Council of Policy to have compensated the alongside mentioned 1 piece unfit weight found short of what was charged; however, because the necessary extract has through error not yet been issued, no warrant of compensation has yet been drawn up for it, and for that reason it is now decided to have the mentioned weight, with its written-off cost amounting to ƒ 19:6:8, compensated to the Honorable Company by the attorney of the former Warehouse Master van Citters. To the Right Honorable, Abraham Josias Sluijsken, Director and Commander-in-Chief over the Honorable Company's Trade and affairs in this Directorate, Together with the Right Honorable Commanding Lord and Lords. The papers sent per the Honorable Company's ship Breedenhoff from Batavia via Ceylon having been received on the 30th of the month of May just past, and from the same having been handed over by Your Right Honorables to the undersigned Acting Bookkeeper of Trade an Invoice dated Batavia In the Castle the 12th August Anno 1781, he has the honor to inform Your Right Honorables that thereby the following has been charged to this Directorate as well as credited, namely: Charged: The amount of 42 pieces of Surat silver rupees, which were found short out of the 150,000 pieces recently invoiced per the ship 'T Huijs ter Spijk to Batavia in 8 well-conditioned chests, the amount of which, pursuant to Their High Nobilities' resolution of the 21st July 1781, is charged back to this Directorate, in order to be compensated here by the packers at ƒ 1:4:- each, is: ƒ 50:8:- One piece of 50 lb unfit pound weight, which is accounted for short of the 5 pieces charged on the invoice of the ship 'T Huijs ter Spijk, since in a small box in which the said weights were packed nothing more was found than the 4 pieces agreeing with the packing slip, the one sent less than charged being charged back pursuant to the resolution taken by Their High Nobilities on the 21st June Anno 1781, with: - The Council The 200 The 18th June Anno 1785. 201 213 The 18th of June Anno 1785 The English Chief summoned regarding a dispute with Souriabjie. Honored Decisions to be confirmed, in anticipation of which he subscribes with high esteem, stood below, Right Honorable Worshipful Commanding Lord and Lords. lower, Your Right Honorable Worships' Very obedient Servant was Signed, M:s Monte. in the margin, Souratta the 7th of June Anno 1785. Hereafter the Lord Commander gave to the meeting to know how the Company's Broker, Palla Sien Naraen, had come to report to his Honor on the 13th of this month that the English Chief, Mr. Day, had sent to his house that morning first two Company Peons and then a mace-bearer, with orders to appear before him immediately; that he, the Broker, had indeed objected to this and declared to the aforementioned mace-bearer that such a mode of proceeding was entirely novel and contrary to custom, and that he therefore requested to be permitted to go first to the shipyard to his own master before he was brought to Mr. Day, but that this had been of no avail, as he was forced to go along immediately; that having appeared before the said English Chief, he also found there the Parsi merchant under English Protection, Souraabje Mandchergie, with whom he alongside his fellow Brokers had a dispute 202 The 18th of June Anno 1785. had over the sale of 101 Canassers of Powder Sugar, which the said Souraabjie had bought from their Brokers on the 15th of April last, and had partially received and paid for, but the remainder of which he now refused to receive and pay for; that Mr. Day, having asked him in the presence of the said Parsi what the cause of their dispute was, he had related the matter in substance, and that Mr. Day, after having spoken for some time with the aforementioned Souraabje Mandchergie in the English language, had said to him, Lalaatjent, come back here the day after tomorrow, then I will settle your case; that he, the Lord Commander, considering what detrimental consequences it might have if the English government arrogated to itself not only to command the Company's Brokers arbitrarily in such a manner and to summon them to appear before them repeatedly in such a way, just like all other Natives, or otherwise have them brought by force, contrary to the ancient customs according to which it had always been usual that an English Chief, nay, even the Nawab, whenever he desired to speak to the Brokers of the Dutch Company, repeatedly sent a request to the Director to be pleased to send the same, 203 23 The 18th of June Anno 1785. A letter sent to Mr. Day on this account. same, but that they furthermore wished to undertake to pass judgment in matters between these Brokers and the merchants over disputes that may arise in trade concerning the Company's Merchandise or otherwise, as such would be an open path to all kinds of vexations and in the course of time would make the Brokers entirely dependent upon them, whereas on the contrary all Rulers are obliged to assist the Company in the collection of its debts, the Lord Commander had sent the following letter to the English Chief, Mr. Day. Our Company's Broker, Lalaatjen Sieuw Naraam, has reported to me that two of your Sepoys came to him yesterday morning with an order to attend upon you, and that a chobdar brought him away directly without permitting him to come to me first, and as this is entirely contrary to our privileges and ancient customs, I must request permission, in order to prevent all public complaints, to recall to your memory that it has always, and even up to the time that the present Governor was Chief here, been the steadfast custom that whenever the English Chief ever needed to see the Brokers of the Dutch Company, he sent to their Chief, and likewise whenever an English subject or those who are under English protection had any claim

204. The 18th June Anno 1785. Correspondence regarding that matter, to the Dutch servants and brokers of the Company who likewise were sent to the Chief, and thus back and forth. And it is for this reason that I take the liberty to request that whenever you should need the said brokers, it may please you to send to me, whereupon they shall be sent immediately. With regard now to the dispute for which the broker has been ordered to appear again tomorrow, as it is of great consequence to the Company that no person has the liberty arbitrarily to break contracts made with the said brokers regarding the Company's goods, and which he has signed with his own hand, I must send a public letter against Souraatjie in case he further refuses to receive the sugar which he has purchased, and I have instructed the brokers not to accept any decision in matters which they carry out in their public capacity, but to bring their complaints before us, when we shall bring it before you if it is necessary, and such has always been the constant custom at Souratta in accordance with our privileges. It will likewise be necessary that the complaints which you mention be laid before them at the same time against Souraabjie, so that they may have full knowledge thereof, to which end permit me to request the whole of it from you. Chief etc. Sir I had the honor to receive your letter of today, in answer to which I request leave to remark that, when I wrote to you yesterday, it was not to make any complaints against you; it was only to inform you of what had been done and to request that you would in future follow the former customs and send to me whenever you wish to have the brokers. This I did in a friendly and amicable manner and to prevent all unpleasant disputes. In case Souraabjie further refuses to receive and to pay for the sugar which he has purchased from the Company, I will certainly apply to you for assistance, and will in that case lay the entire matter open before you. I have the honor to receive yours of this date, and having, in accordance with mine of this morning, referred yours of yesterday to the Council, I must request that you please inform them in what manner I have acted contrary to your privileges, so that a proper reply may be prepared thereto.
