267 255. The 11th of July Anno 1785. at least prevent the progress thereof, and which Commission has presented to his said Honour the following written Report. To the Right Honourable Sir Abraham Josias Sluijsken Governor and Commander-in-Chief of this Directorate. Right Honourable Sir. Pursuant to and in compliance with Your Right Honour's esteemed written order, hereto annexed, we the undersigned repaired to both bulwarks or palisades on the North-East side of the Honourable Company's wharf, and examined, as accurately as possible, the damage and injuries which the unexpected drainage occurring on the 2nd and 3rd of this month brought upon the same, and furthermore, assisted by experienced persons, consulted on the best possible way the said damage and injuries can be remedied; we have the honour to present on that account the following Report. 1st: That the large bulwark or palisade, with respect to uprights, piles, and anchors, has suffered no visible external damage, some of the anchors that were previously cracked being in their former condition; however, that the earth with which the same is filled up has for the most part washed out and away, in such a manner that nothing but an immediate backfilling can save it from total ruin, and thus preserve the wharf on that side from the same misfortune. The persons with whom we consulted are the Honourable Company's Modi, whom we caused to be accompanied by another knowledgeable man known by the name of Bouman Mannikje, and these have declared to us that the aforesaid washout, and to prevent an unexpected similar occurrence, cannot be better averted than by replenishing the washed-out ground with misbak, which according to their and our own judgment is the only thing to promote preservation; 256. The 11th of July Anno 1785. After deliberation. and furthermore to subsequently cover the same misbak with earth, which must be brought from the other side of the river, but which is not yet feasible in the present stormy season. And 2ndly: the bulwark enclosing the weir of the house of the former Heer Secunde is entirely intact; only the replenishment of some earth is lacking. We have herewith, as we hope, fulfilled Your Right Honour's high command, yet we consider ourselves obliged at the same time to add that the stone stairs, which join between the large palisade and the Honourable Company's wharf, are undermined in one place, and that this must be repaired as soon as feasible, both for the preservation of the repeatedly mentioned palisade and of the said stone stairs. We further take the liberty hereby to bring to Your Right Honour's high notice that, according to our observation and that of the persons with whom we consulted, the aforesaid occurrences are principally to be attributed to a new bulwark or palisade which the English gentlemen have recently constructed for the preservation of one of their castle's bastions, which causes the force of the yearly drainages to largely break upon it and flow back onto the said palisade, which must serve to cover the Honourable Company's wharf. Whereupon, having deliberated and taken into consideration that the backfilling of the large bulwark can brook no delay if one is not to run the risk that a subsequent drainage, which is not impossible, completely carries away the remaining earth and leaves the palisade as a mere skeleton and thus, stripped of earth, causes it to cave in; it being known to everyone that 269 257. The 11th of July Anno 1785. never before has any drainage and flooding caused such an upwelling of earth, of which no other reason can be given than that stated in the aforementioned report, namely the new palisade that the English Company has caused to be made this year before the northern bastion of the castle; it was therefore approved and resolved to have both bulwarks, and in the first place the large one, replenished as soon as possible with misbak and large hard stones, filled up and stamped down in between with smaller stones and rubble, and to leave them as such until after the rainy season, in order to then be further filled up and levelled with earth, which cannot be obtained at present; furthermore, to have the place in the stone stairs where some stones were dislodged or half washed out by the force of the current now filled, bricked closed, and secured as much as possible, in order to be able to investigate how matters stand regarding the settling of the stairs after the river shall have returned within its usual banks; and in order to make an immediate beginning with the aforesaid necessary work, lest a subsequent flood cause even greater harm, the Honourable Company's Modi was summoned into the meeting.

The 11th of July, in the Year 1785. undertaken to be completed for 913½ ropijen. henceforth, instead of 24, to charge 32 heads for 1 ropij of liquor money. called inside, and agreed with him there to fill up both of these bastions and put them back in repair, in accordance with the resolution set forth hereinbefore, for a sum of nine hundred thirteen and one-half ropijen, to be paid when the work shall be completed and inspected and approved by a Committee from this assembly. Finally, the Honorable Officer-in-Charge also made known that His Honor, upon reviewing the specifications of the respective Administrators, had observed that they had fallen into the habit of entering in their aforesaid accounts the two peisen that each craftsman receives daily above his ordinary daily wage, according to the custom of the country, calculating the ropij at 48 peisen, and thus 24 heads for one ropij, whereas, even when there are sometimes 70 peisen to a ropij, they actually satisfy 35 heads with one ropij; therefore proposing to the assembly to rectify that detrimental practice. Whereupon, after deliberation, it was approved and understood, in view of the daily rise and fall of the ropij, to order the Administrators by Extract hereof that in the future, instead of the 24 heads now charged for one ropij, not less 259. 271. The 11th of July, in the Year 1785. A petition received from the Company's moneychanger. not less shall be charged in their accounts than 32 such heads for the same ropij, the ropij being calculated at 64 peisen in the daily market. Thus done, Resolved, and Enacted in the Dutch Factory of Surat on the day, month, and Year aforesaid. Was signed: A. J. Sluijsken, E. N. Wiardi, M. Monte, J. J. van Polanen van Beveren, and G. C. Roeff. Friday, the 15th of July, in the Year 1785. Forenoon. All present except the Warehouse Master, prevented due to indisposition. After invoking the Name of the Lord, the Honorable Officer-in-Charge made known to the members of the assembly that he had called Their Honors together solely to resume the last resolution of the 11th instant, which was thereupon submitted by His Honor for resumption and fully approved in all its parts. Subsequently, the Honorable Officer-in-Charge submitted a petition from the Honorable Company's moneychanger, Gowendas, 268. The 15th of July, in the Year 1785. to be allowed to obtain 215 ropijen from the treasury. to propose. the above-mentioned Gowendas Rigsigdas requesting, on the grounds alleged therein, that there may be paid to him such sum of 215 ropijen as was due to him from the Honorable Company at the time this Directorate was taken by English arms, and this for checking and weighing the cash, as well as for the supply of money bags, from the 1st of September 1780 until the 14th of June 1781; as he has not been able to obtain any payment from the account that he submitted for this to the Right Honorable present Governor of Ceylon and then Director of Surat, which, as he is informed, was also handed over to the English, despite the efforts he made for this with the aforesaid government, having been answered each time that the English Company had nothing to do with the debts of the Dutch Company. Whereupon, after deliberation, it was approved and understood to present respectfully the aforementioned request to Their Right Noblenesses in the first departing dispatch, accompanied by a favorable recommendation from this assembly, considering that it would be hard for this poor man, whose service as a moneychanger gives him nothing more than a meager livelihood, 263. 273. The 15th of July, in the Year 1785. The resolutions of several years past being in a disorderly state. to have to forfeit such an amount, which is considerable for him, especially since he has had to compensate the Honorable Company this very year in the sum of 42 ropijen for the shortfall on the funds sent in the Year 1780, from whose exchange commission the aforesaid sum originates. The Honorable Officer-in-Charge then made known to the assembly that, upon checking and leafing through the original resolutions, it had come to His Honor's attention that many of them were in a very defective and disorderly state, especially with regard to the registers: finding that of the Year 1770 with an index only up to the 23rd of November, that of the Year 1771 with an index only up to the 24th of June, that of the Year 1772 with the entire index without any entry of folios, that of 1777 with the index only up to the 23rd of November and even the resolutions since that day without any marginal notes, and finally that of 1780 without any index whatsoever; that this, besides showing an incredible negligence on the part of the Secretary and First Clerk of that time, while it is impossible for a commander constantly to fix his attention on all such small matters,

The 15th of July Anno 1785. former Secretary and First Sworn Clerk of that time ordered to put them all in order. causing much trouble in looking up these or those resolutions which one often must know at a moment's notice, and to find them one is compelled to search through entire books; and finally, that it was the duty of the former Secretary and present Warehouse Master Wiardi to see above all things that the Resolutions were kept in proper order, and thereby answer to the trust placed in him by his superiors; his Honor proposing accordingly to order the said Warehouse Master and former Secretary Wiardi, who besides it being his duty also has very little to do, by Extract hereof, to put the aforementioned resolutions in good order, and properly to provide the Registers and marginal notes on them where they are lacking; whereupon, having deliberated, it was approved and understood to turn the aforesaid proposal of the Lord Commander into a resolution of this assembly, and accordingly to order the Warehouse Master Eybbert Nicolaes Wiardi, as former First Sworn Clerk and Secretary successively of that time, to comply with this as quickly as possible 263. 275. The 15th of July Anno 1785. Received two missives from the Maratha Court. and to bring the registers and resolutions into a required state. The last preceding resolution of the 13th of the past month having been resumed and approved, the Lord Commander submitted the following Missives, received by His Honor with the returned Pattammars from the supreme ruler of the Marathas and His Highness's First Minister of State, Nana Phadnavis. Translation of a Persian Missive written by His Highness Madhavrao Narayan, supreme ruler of the Marathas, to the Honorable Abraham Josias Sluijsken, Commander, and received with two returning Pattammars on the 20th of July 1785: After the titles of honor. — 264. The 5th of August Anno 1785. Your letter has reached my hands very well and has been brought before my powerful and auspicious sight; also everything relating to the Passports for the fleets or ships of the Noble Dutch Company has been presented to me. We have not yet decided anything regarding that, yet it is a matter which the Court will take into closer consideration, after which we shall write to you regarding it. What more shall I write. The address was: To the wise, attentive, and prudent Abraham Josias Sluijsken, Chief of the factory of the Dutch Company at Surat. Translation of a Persian Missive written by the First Minister of State of the Poona Court, Nana Phadnavis, to the Honorable Abraham Josias Sluijsken, Commander, and received as above: After the titles of honor. I have received your very friendly letter, together with a request to the Court. I am very glad about this and also highly approve of its contents. I have presented the said request for Passports for the ships of the Noble Dutch Company to His Highness, but he has answered me that he is not yet sufficiently informed in that regard, but when he has knowledge of everything, he will then make a decision; and this is what I must bring to your notice. What less shall I write. The address was: To my good, esteemed friend Abraham Josias Sluijsken, Chief and Director of the Dutch Factory at Surat. And 265. The 5th of August Anno 1785. disinclination to grant a signal for the ships of both sides; to make no further application regarding this. And whereupon, having deliberated and taken into consideration that these missives seem clearly enough to indicate the Maratha Court's disinclination to grant the required Passes and to establish a recognition signal for the ships of both sides, it was approved and understood for now to make no further public application to obtain these Passes, and for the present to let the matter rest there, as much to not let the Marathas see our desire for these Passes too clearly and thereby make them bolder, as in the meantime to wait and see whether this Court, seeing our indifference, will also make some attempts to renew the negotiation; for which a visit that the Lord Commander had received a few days ago from the chauth collector or agent of the Court in this city seemed somewhat suited, as he had informed His Honor that the Passes would indeed be granted, just as was done in Anno 1774 by the then ruling Pretender Prince Raghunath Rao, commonly called Raghoba, provided that someone was sent with some 277.

Was signed: A: de Sille It was resolved that the account of Native Military, which was formed in the books according to the resolution of this meeting of the 22nd of January of this year, shall be transferred on the last day of this month upon the closing of the books to the account of Native Servants' monthly wages, to which it has the closest relation, and henceforth to enter the same into that account. The Lord Authority having thereupon made known to the meeting how it had appeared to His Honour upon exact confrontation of the monthly pay roll of the Native Servants, as they have been paid for some time, with the regulation of Their High Noble Lordships in Their High Lordships' separate letters of the 10th of August 1774 and general missive of the 7th of August 1775, that during the re-establishment of the Directorship, The 5th of August Anno 1785. due to the multitude of other work and the lack of papers, some slight errors had been made therein which, although of little consequence, ought to be corrected and the said roll thereby brought into conformity with the aforementioned regulation. Saturday The 27th of August Anno 1785. forenoon All Present. Initially, the last resolution of the 5th of this month was resumed and approved. Whereupon it was subsequently communicated to the meeting by the Lord Gesaghebber that, pursuant to what was resolved on the aforementioned 5th of this month, the following Missive was delivered on the following 8th to the English Chief by the Council Members Monte and van Polanen de Bevere. To Mr Thomas Daij, Chief for all affairs of the British Nation, as well as Governor of the Mogul's castle and fleet, Together with The Council. Gentlemen. Ever since the British and Dutch Nations have been established at souratta, it has been the constant custom that both nations, the one to the commanders of the other when they are preceded by the flags of their sovereign, have reciprocally rendered the full Military honor just as is given to their own Chief. After the British nation took possession of the castle and has been the Governor thereof, this custom has continued, and it is solely the late unfortunate disputes between the two Powers that caused it to cease; the same Military honors having reciprocally consisted of the presenting of arms, saluting with the spontoon and standard when it was on guard, and the beating of the march as often and at whatever time the Chief, preceded as stated by the flags of his sovereign, passed any guard, as can be proven by all those Europeans who have been here for 20 to 25 years; and the undersigned Members of our assembly, Monté, Wiardi, and Roeff, as well as the commander himself, can solemnly declare this. Indeed, there is currently still someone under your protection who, during the period of 8 years, or from the year 1768 to 1776, enjoyed those marks of honor in the capacity of Dutch Director, and must always declare the same. We therefore firmly assumed that these Military honors would now also be rendered to our Chief, or rather to the flags of the state of the United Netherlands, in the former manner and just as they are rendered to your Chief by us, the more so when Your Honors were so kind as to write to us by letter of the 16th of February of this year that the customary compliments would be paid to our Director upon passing your guards. Yet far from this, this Military honor is now rendered from Your Honors' side not as from one nation to the person who holds authority at the head of the other, reciprocally on an equal footing, but in such manner as is granted to an inferior or servant of his sovereign. For some time after the Direction was restored, the first-undersigned was saluted with the presenting of arms and three ruffles each time and at all hours whenever His Honor passed a guard; thereafter this was omitted at some guards and he was saluted solely by day, until finally on the 1st of this month, when the first-signed Commander proceeded to Your Honors' inner Lattij, all the guards failed to render him the least Military honors, neither upon his return nor upon his going thither. For all of which reasons we take the liberty to request Your Honors to be pleased to give such orders that henceforth our commander may be rendered the full Military honor that former Directors have had, just as we on our part have never failed to render the same to Your Honors' Chief as the Head of the English Nation. A request so equitable that we cannot doubt for a moment but that Your Honors will immediately comply therewith, the more so when the same, upon examination of former times and especially what occurred here in the beginning of the year 1764 concerning the salute between the then Chiefs, Messrs Hodges and Senff, will find that all Military marks of honor have always been equally rendered and enjoyed from both sides or by both Nations reciprocally, and that according to reason it ought henceforth to remain so, at least until such time as the British Nation shall have declared itself master and Sovereign of this city. As it has pleased you to state in your letter of the 3rd instant that all honors which have been customary, as far as you could ascertain, have been rendered to me, I find myself in the unpleasant necessity of informing you once again that the guard rendered me no military honors yesterday when I was in the city twice, in the afternoon and in the evening. I am assured, Sir, that your own superiors will disapprove of this conduct, as it is directly contrary to their declaration that it is their most firm intention to restore to us all lawful liberties and privileges which we enjoyed before the war. We have the honor to acknowledge receipt of Your Honors' missive of the 8th instant, and in reply to the same we request to inform Your Honors that the same military honors which have always been rendered to Mr. van de Graaff, your late Director, shall be shown to your present one in all respects, except that of the drum, the beating of which from sunset to sunrise having been discontinued by our guards for some time. But the outcome having shown how much one had flattered oneself in vain, as the English continued in the same manner and only saluted the Lord Commander with three ruffles, this had again given subject for conversation with the oft-mentioned English Chief, wherein the latter maintained that the same military honors were now being rendered which Mr. van der Graaff had received during His Honor's tenure in this Directorate, since His Honor was never given the march, but always three ruffles, and His Honor had been content therewith. Wherefore the Lord Commander, judging that it could be of no consequence even if the assertion of the English Chief might conform with the truth, since Mr. van de Graaff, who very rarely passed the guards, might possibly not even have noticed this deficiency in the salute, or might perhaps have had reasons at that time to let the same pass unnoticed, while it can be proven throughout all Souratta that the march has always been rendered reciprocally, and that no lesser honor can be given to the Head of a Nation, proposed to the assembly to dispatch once again to the English Council the letter prepared by His Honor; whereupon, having been deliberated, it was approved to give effect to this and to insert the letter itself herein: To Mr. Thomas Daij Esquire, Chief for all Affairs of the British Nation and Governor of the Mogul's Castle and Fleet, together with the Council at Souratta. After further examination, to be handed over for the accounting of the Warehouse Master. is always given to our Chief as set forth in the letter which we took the liberty of writing to Your Honour already on the 8th of this month on this subject; so we trust and very earnestly request that Your Honour may be pleased to cause this error to be rectified and to give to our Chief the same military honour with the beating of the march which, as is demonstrable, has previously always been given reciprocally by the British and Dutch nations to their Chiefs. It was approved and agreed to place a copy of the same report into the hands of the Commissioners who will take the customary annual inventory on the 1st of September next at the Trade Warehouses, with orders to inspect the aforesaid sample cloths exactly and, having found them corresponding, 298. The 27th of August Anno 1785. The price current for the administrators for the year 1785/6 approved. having been found to correspond with the aforesaid report, thus to enter them into the administration and for the accounting of the Warehouse Master, the report itself remaining filed at the Secretariat. The Price Current for the upcoming book-year 1785/6 having been drawn up by the Lord Commander and presented in the meeting, it was, after careful examination, approved and agreed to confirm the same accordingly and to insert it into these minutes. 303 The 27th of August Anno 1785: Resolutive Decision taken in the Council of Policy at Souratta Since the short weight of 1 7/16 per Cent on this article is below the permitted 2 per Cent according to the regulation, being One per Cent on delivery and an equal per Cent on sale, it was approved to write off the same accordingly. As is understood in like manner regarding the short-coming 4½ per Cent on the opposite Nutmegs, since the short weight exceeding the permitted 2 per Cent must be attributed to drying out, to which they are always subject. Beside the aforementioned petition follows. And the Judicial Commissioners who assisted in the weighing out of the aforesaid spices shall, according to the regulation, take the Oath for the faithful handling thereof. The short weights opposite, as not exceeding the permitted validation, are also understood to be written off, as: 245¾ lb or 1 per Cent on the iron [illegible] the Council of Justice of this Office. The distance of this transport is almost a quarter of an hour, along narrow, muddy streets, provided with very many side roads, which are all very convenient for smuggling, and against which it is utterly impossible to guard, considering that most of the so-called native guards themselves are generally to be regarded as the prime instigators. 311: The 27th August Anno 1785. nutmegs likewise have not yielded a very great loss in weight, it nonetheless seems, in their opinion and under correction, better for the circumstances of this office to have the spices once again in chests in the previous manner, rather than the last sent in gunny sacks, as the moderate loss in weight that the spices have now yielded must primarily be attributed to their speedy sale, and that it is beyond doubt that these spices would have yielded a greater loss in weight if, as often happens, they had had to lie over for a year, which is confirmed by the following observation of theirs: Upon arrival, all bales, chests, and succatoons with spices were weighed gross at the King's Chiapport and, as said, transported by carts to the warehouses, or rather the so-called Old Lodge, and stored there in the old clove warehouse. Since, or rather up to and including the 19th February of this year, 256 bales of cloves and 6 chests with nutmegs and cloves were delivered, which according to the invoices must contain net cloves: lb 16820:—: and were accounted for therewith: lb 16624 5/8. Short by 1 3/16 per cent Surat weight, or lb 195 7/8. The remaining 200 bales of cloves and 6 chests with nutmegs and cloves were transported on the 22nd February by carts from the Lodge to the wharf. These had to contain, according to the invoice: lb 13180:—: Yet upon outward weighing were found to be only: lb 12906:½. Short by 2 1/16 per cent Surat weight, or lb 273½: Whereby it is apparent that the loss in weight and the drying out have considerably increased due to lying longer in the warehouses in the hottest time and warm winds, which would have been even greater had they not been quickly weighed out in the middle of the rainy season. Besides this, there are still many other reasons concerning the thefts during the discharging and the outward weighing, which necessarily give preference to the delivery of the spices in chests. The last preceding Resolution of the 27th August having been resumed and approved, it was thought fit to record herein. That the Missive to the English Ministry, decreed by resolution of the 27th August, was delivered on the 29th thereafter by the Committee Members of this Council, Wiardi and Roeff, and that in reply to the same on the 31st of the same Month there was received from the hands of the English Council members Seton and Roberts the following Letter.
