had perceived surf or breaking of the sea; that upon this they immediately lost the rudder and suddenly had 6 feet of water in the ship, having brought the ship with 3 pumps to pump it dry, but that because against all the pumping and baling the water in the ship began to increase strongly, they had tried to steer the ship with its bow into the shore, in order, if possible, to beach the ship on a good shore, and in that manner still save something of the cargo, yet the ship remained lying with its head into the sea; that having found at midnight that the water in the ship kept on increasing, they had therefore been obliged to resolve to abandon the ship in the morning around 5 o'clock, and having thereupon launched the skiff and boat, 87 people were saved on this, without being able to save the remaining 12, since the skiff and boat were smashed high and dry as well as in pieces on the beach; that it had subsequently appeared to them that the ship came to strike upon the reef lying south of Cape Agulhas, they therefore determined that the mentioned rock came to lie further east than is indicated on the chart, or that another unknown rock must lie at that latitude. Meanwhile Your Right Honourable Nobles will be pleased to observe from the letters accompanying this in copy written to us concerning this case by the Landdrost of Stellenbosch, that proper orders were immediately given by him to take the required care for the washing-up goods, of which we daily expect further reports. hospital here, as well as the senior officers of the aforesaid vessel, as verified by the attestations accompanying this letter, had to resolve to grant the request made by the said Captain Siereveld to the same, and consequently entrusted the command over the mentioned ship 'T Slot ter Hooge once again to the Captain-Lieutenant of that vessel, Lodewijk Elgenhuijsen, being a sober and experienced seaman, to whom the same could therefore be entrusted with peace of mind. With the aforesaid ship 'T Slot ter Hoge, your Right Honorable esteemed letter of the 16th of December of the past year was brought to us in our honor; having served solely as an escort for that vessel, and thus, under favorable interpretation, requiring no reply, we shall now let this serve as an escort for the muster rolls, as the same are recorded in the accompanying register of the Pay Bookkeeper, to which is also annexed a list of the persons who are repatriating from here with the bearer of this, the Ceylon return ship the Triton mentioned in the heading, among whom is also found the son of the undersigned merchant and dispenser Adriaan van Schoor, named Jan Meijnard van Schoor, who, having crossed over from the Netherlands hither to his parents in the past year on the ship Mentor as a passenger, is now returning again to the Fatherland, the transport and board for his passage having been paid here into the Company's treasury. It will appear to your Right Honorable from the bill of lading and invoice accompanying this letter that there have been shipped aboard the said ship the Triton: 5 aams of red and 5 aams of white Constantia wines delivered by Hendrik Cloete; 3 aams of red and 5 aams of white Constantia wines from the supplier Johannes Nicolaas Colijn. Meanwhile, it has been made known to us by the aforementioned suppliers, Hendrik Cloete and Johannes Nicolaas Colijn, how for several consecutive years, from the price currents of the sales held at the Honorable Company, they had noticed, among other things not without their greatest astonishment, the very widely differing prices for which their wines sent from here had been sold, without their being able to determine directly to what that great difference in the prices of those wines had to be attributed, although they were assured in their own minds, and also most solemnly declared, that they always delivered their best wines, and as far as possible those of the same vintage, for shipment to the Honorable Company. That they had, however, learned from experience that the wines sent from here were, upon arrival in the Netherlands, laid up there in the Honorable Company's wine cellars, where the casks in which those wines were tapped here locally were stored, and the ullages found being filled up, those wines thus remained lying until the sale day, at which time the casks were opened again to have the wines tasted therefrom. That they thus believed to have found from this a grounded cause whereby it could have happened that one cask differed so much in quality and aroma from the other, since experience both here and elsewhere had taught that most wines of such kind must especially be preserved from the air, because otherwise, if not entirely spoiled, they nevertheless lose much of their bouquet. That they, therefore, both to preserve the good reputation of the Constantia wines so much in demand everywhere, and principally to care for the interest of the Honorable Company and of themselves, who especially suffered not a little thereby, most respectfully requested that this matter might be brought before the attention of the Gentlemen Majors, and at the same time requested that henceforth all the Constantia wines which shall be delivered to the respective Chambers might remain lying without the casks being opened and filled up until the day of the sale, at which time the same could be opened and the wines tasted, and thus put up for sale. To which the supplier Cloete added for himself this request, that in order to prevent as much as possible that during the conveyance of the Constantia wines from here any leakages should be caused to the cooperage by any harmful insects or by other accident, it might be proposed that all the aams with Constantia wines which are sent from here to the Netherlands might be packed into crates made for that purpose and well nailed shut, to remain therein until the day of the sale of those wines. disposition of the Most Noble Gentlemen Seventeen of the year 1764: to the suppliers of the Constantia wines had been granted 10 per cent of what their wines upon sale would yield over and above a capital advance; and they, however, had now already for a long time consecutively been deprived thereof, since they had only received the usual returns of the sale for a portion of the wines that had been dispatched from here since the year 1780, they therefore had to take the liberty to insist that the Gentlemen Majores might be requested to devise such arrangements according to which the returns of the successive sales of the Constantia wines at each of the respective Chambers might accrue to their petitioners, and they petitioners might thus enjoy the aforementioned so gracious disposition in their favor. All of which requests having therefore been most respectfully submitted to the Most Noble Gentlemen Seventeen in our submissive letter of the 9th of April last, we could not fail duly to inform Your Noble Great Right Honourables thereof by this present. Having had the honor, in our humble letter of the 17th of December of the past year, duly to inform Your Noble High and Right Honourables that one of the soldiers reclaimed by the Chargé d'Affaires of the French Court at The Hague, Monsieur Beranger, from the Swiss Regiment of Meuron stationed here in garrison, named Pakman, was at that time indeed still found in the same Regiment, and was thereupon demanded from Colonel Count de Meuron by the repatriated Governor van Plettenberg, and taken over by us in order that upon arrival here from Batavia of the persons of Colin, des Mesnil, and Vaillant, also reclaimed by the French Court, all of them might be dealt with in accordance with the intentions of Their High Mightinesses and the honored instructions of Your Noble High and Right Honourables; we shall now take the liberty to report further to Your High Esteems with regard to this matter that the said persons of Colin, des Mesnil, and Vaillant have as yet not been sent to us from Batavia, and it is therefore very uncertain whether the same are still alive; we have therefore decided to send over the abovementioned Pakman with one of the return ships lying ready to sail; pursuant to which the same has been placed on the ship the Triton; the skipper of that keel, Hendrik Heedzel, having been ordered to hand the same over upon his arrival in the Fatherland to the Noble Great Right Honourable Director who shall come on board for the paying off of the ship, to whom we have therefore also caused a copy of this letter to be delivered: thus we hope to have acted in this regard in conformity with Your Noble High and Right Honourables' honored intentions. Whereas on account of the outbreak of War between our Republic and the Crown of England no ship could be sent either to the Island of Madagascar or the Coast of Africa to supply, by trading for slaves, the shortage into which the Honorable Company has fallen, and this obstacle now being cleared away, Your Right Honorable Gallant Sir and Honorable Sirs having thought fit to employ our vessel under command for the aforementioned trade and to send it to that end to the East Coast of Madagascar and Coast of Africa, leaving it to the Choice of the First-signed what Place or Places he would deem most advisable to visit in order to conduct the aforesaid Trade: thus has the First-signed, awaiting Heaven's blessing, resolved to call at the Places to be named hereafter in order to obtain a good number of slaves, and we the undersigned have the honor to assure Your Right Honorable Gallant Sir and Honorable Sirs herewith that we will exert our utmost endeavors to achieve the aim of Your Right Honorable Gallant Sir and Honorable Sirs, in the hope that our efforts therein will be answered. Furthermore, we dutifully attach hereto a detailed account of the outcome of this enterprise, referring, with respect to maritime matters, to the Journal kept by the First-signed as Captain of this Vessel: beginning that on Thursday the 8th of July 1784, when we had received our papers from the Right Honorable Gallant Lord Governor in False Bay, we the undersigned went on board. Monday the 9th ditto the wind was S to SSE; had a gentle breeze with which we came to an anchor in the afternoon at 3 o'clock before Foulpointe at a depth of 11 fathoms on coarse sand with shells, and found lying in the roads a French private vessel named Le Nicobar, being commanded by Captain De La Rechandrie, which was destined for Isle de France. At 4 o'clock we had the boat lowered and we the undersigned sailed with it to the shore to make our arrival known to King Iarie. But coming ashore we were informed that His Majesty the King of France had taken possession of this place a few weeks ago and had established a Commander named De La Cerve. We therefore addressed ourselves to the aforementioned Commander, who received us very kindly, and we made known the purpose of Your Right Honorable and Worshipful Honors. Whereupon His Honor, together with the other gentlemen, replied to us in answer that at this moment there was almost no rice to be had, and also that pursuant to the orders which Their Honors had received from His Royal Majesty, Their Honors could not permit any foreign nation to purchase or barter for rice or slaves here, assuring us that His Honor wished he could satisfy our purpose, but that there would be absolutely no possibility of doing so, and that if there had been an abundance of rice to be had and they had let it dry. From Tuesday the 3rd of August until Saturday the 7th ditto nothing remarkable occurred. Sunday the 8th ditto the wind was S to NW, had a fresh breeze. In the afternoon at 3 o'clock saw the land, being the east coast of the island of Madagascar. rice, Their Honors, out of respect and consideration for the Honorable Netherlands East India Company, would permit us to trade for a certain quantity of it; but this not being the case at present, Their Honors advised us to sail for Mahambo, because a sufficient quantity lay ready there for the French ships that were expected, and that the Directors on behalf of Her Majesty the King of France there might possibly resolve to sell us the required rice. We could thus understand from these reasons that, notwithstanding we would not be able to fulfill the purpose of Your Right Honorable and Worshipful Honors here, Their Honors nevertheless wished to offer us a helping hand to make us succeed therein at Mahambo. Nothing further remarkable happened. Bought refreshments and fresh meat for the crew, and returned on board again. Tuesday the 10th of August we the undersigned went to the shore and addressed ourselves to the aforementioned Commander, who invited us to the midday meal, and furthermore showed us many courtesies. In the afternoon we went to view the palisade, which is the residence of the French government, as well as the place of the natives, during which walk we had the opportunity to speak with the frequently mentioned Commander alone. But notwithstanding all our efforts to persuade His Honor to sell us some slaves, pretending that it would undoubtedly be a great pleasure to Your Right Honorable and Worshipful Honors to see that His Honor had protected this undertaking of Your Right Honorable and Worshipful Honors, and that we would then, according to His Honor's advice, steer for Mahambo in order to purchase a quantity of rice there if possible, His Honor repeated his statements of yesterday. We therefore returned on board again, our business unaccomplished. Wednesday the 11th of August we went to the shore again, and addressed ourselves to the often mentioned Commander, whom we found walking quite alone. We thus brought up yesterday's subject again. But as far as the sale of slaves is concerned, His Honor refused entirely. Mahambou In the afternoon at 4 o'clock, a French three-masted vessel arrived here in the roads named La Baillie de Suffren, commanded by Captain Guilbert, coming from Mahambou to take in slaves here; nothing else noteworthy occurred. Monday the 23rd of August we went ashore to pay our farewell respects to the gentlemen of the French government, returned on board towards evening, and sent with the boat a letter to the captain of the vessel Le Nicobar, containing a dispatch for Your Right Honorable and Worshipful Honors, which served to inform Your Right Honorable and Worshipful Honors of the good condition in which we found ourselves to date with our entrusted vessel and its crew, as well as the outcome of our efforts to achieve the aim of Your Right Honorable and Worshipful Honors. 28: resolved to submit the aforementioned request on Monday the 4th of October, to which we received the reply that we could rest assured their Honors would do everything to be of assistance to us, and ordered us to send the gunpowder and flintlocks we had on board to the Castle for safekeeping, which being an old custom, we could not refuse, and since it is not permitted to sell it to any private persons here under penalty of confiscation — thus the second undersigned went on board to dispatch the same to the Castle, and returned ashore in the afternoon, whereupon we rented two rooms with the aforementioned Mr. Rosario de Monteiro and took our board there, because we did not want to set up an establishment here amid the uncertainty of a favorable outcome for our enterprise.— Tuesday the 5th of October, having presented ourselves again to the three ruling gentlemen, their Honors informed us that another meeting concerning this would be held tomorrow; — through all these meetings we could perceive that, because the three aforementioned Chiefs are seldom in agreement, we are being delayed so long, and that we shall therefore have to cultivate harmony among their Honors by means of presents, which will inevitably be much more costly than when there was a governor-general as formerly, which expenditure, however, as stated here before, is better than retarding this enterprise, failing to meet the purpose of Your Right Honorable and Honorable Sirs, and thereby causing great prejudice to the Honorable Company. Monday the 11th ditto, the prices of various goods were asked of us by the Chief Administrator (which we stated according to the invoice) and we were requested by the said gentleman to send 32000 lbs of rice at 9 1/3 per 1000 lbs, 4000 lbs of assorted iron at f 11. 18. 11 the hundredweight, and 300 lbs of musket balls at 10 stivers the hundredweight ashore, in order to be weighed there and received for the account of His Royal Majesty; at the same time His Honor gave us hope that the government here would also purchase a portion of the gunpowder, but that the flintlocks, on account of their poor quality, could not serve their Honors.
