the last voyage, having sailed with his ship to False Bay, in the mouth of that bay, due to contrary winds, had first been obliged to anchor before the Daaij Gouw and subsequently, due to worsening weather, before the Y; whereupon he himself, when under sail the anchor was weighed again, had discovered that of both anchors one fluke was broken off, so that the deponent immediately upon his arrival in the bay had requested two other anchors; however, since no more than two anchors of 4000 lb were found there, which were consequently too heavy for the respondent's vessel and unusable, he had therefore sought to manage as best he could with his remaining two usable anchors and the two aforementioned unserviceable anchors. Finally, the relator testifies that he and the officers, as well as the further crew on the aforementioned vessel, have done everything that they, so far as was in their power, had judged necessary for the preservation of his ship, but that the raging storm and frightful winds, combined with the bad condition of the relator's anchors, had rendered fruitless all efforts applied thereto; the relator, however, with the help of the people of the postholder of False Bay and not without great effort and circumspection, having been able to save his crew as well as most of the equipment and cargo as aforesaid, while furthermore the crew, in salvaging the Honourable Company's goods and equipment, continued in the service of the Honourable Company up to the moment that the relator departed from False Bay. Declaring nothing more, the relator gives for reasons of knowledge as in the text, being prepared to confirm the same further. Thus related at the Cape of Good Hope on the 15th of December 1786 before the Messrs. W. I. V. B. V. Oudtshoorn and I. M. Betterman, members of the Honourable Worshipful Court of Justice of this government, who duly signed the minute hereof together with the deponent and me, the secretary. Respectfully shows your Right Honourable, Valiant and Honourable Worships' humble servant, Captain-Lieutenant at Sea Hans Barends: That the petitioner, who already since the year 1763 has served the Honourable Company at sea in various capacities, and in April 1786 was appointed as commander over the frigate De Meermin belonging to this government, having with that vessel made different voyages both to the various bays of this corner and other expeditions in the service of the Company, has applied his utmost ability to give good satisfaction in his aforementioned service. That although the petitioner may flatter himself to have succeeded happily therein, however much he also finds himself convinced to continue showing his service where such might be required for the interest of the Company, he nevertheless trusts on the other hand that Your Right Honourable, Valiant and Honourable Worships will receive favorably the liberty he takes hereby to represent that a continuation in command of the aforementioned vessel not only deprives him, the petitioner, of the prospect of being advanced in the service by favor of the Most Honourable Lords Directors in the Fatherland, alongside others who have already preceded him and might still jump over his head, but that the petitioner also, by the dearness of provisions here, given the small salary of a Captain-Lieutenant and the lack of other incidental advantages that those members, according to what is permitted to them, can usually make on their voyages, has now already completely consumed in his service the little that he had left over through frugality from his former sea voyages, without being in the possibility of furthermore providing for his wife and children residing in the Fatherland for their subsistence and necessity. The petitioner therefore very humbly requests that it may please Your Right Honourable, Valiant and Honourable Worships to cast a favorable eye upon these his circumstances, and, as he has already taken the liberty repeatedly to solicit for this, to discharge him from his command over the aforementioned vessel De Meermin, and, in his capacity as Captain-Lieutenant, in service, or else for lack of opportunity thereto with suspension of pay, to allow him to repatriate on one of the return vessels present or still expected. Answer of Captain Henri Le Nieps to the question or demand made by Mr. Brunet. In the month of July of the year 1781, my brother and I jointly formed a depot at Versoix for the recruits that we had to deliver to the Regiment de Meuron; Mr. Nicod, Captain in the said Regiment, was ordered by our Colonel to establish himself at Lyon, in order to receive there the recruits of the various persons employed by him to recruit upon their passage through, and also to take care of mine. Although each transport, at the time that it passed the office and the commander of His Most Christian Majesty at Versoix, was sufficiently provided by me with the necessary money to advance its route, I informed Mr. Nicod of the credit that I had at a certain house in Lyon, of which he made use for the recruits that concerned me. In the month of October 1781, having orders to join the general depot, I passed through Lyon, whence Mr. Nicod had recently departed. Mr. Brunet showed me an account, saying that the said account for expenses of recruits had remained unpaid to him by Mr. Nicod. I refused him satisfaction thereof because I had not the least knowledge of that supposed debt contracted by Mr. Nicod, and Mr. Nicod could not have needed credit, since he had received money from the house of Lafabrecque, Algalier & Company for what concerned me. I promised Mr. Brunet that I would inform Mr. Nicod of his claim, and placed with him one of my sick sergeants, warning him, Brunet, not to give anything without money, and left with the said sergeant 240 lt. Having arrived at the Regiment, I spoke to Mr. Nicod about the claims made by Mr. Brunet and shown to me, but his answer was that he owed him nothing, that he had greatly to complain of the treatment, embellished accounts, and various tricks that he had played on him; adding furthermore that since this concerned him, as he had been charged with this direction, he reserved the right to write to him and to settle this matter with him. According to my promise, I wrote twice to Mr. Brunet in the month of November 1781; as much as I can recall, the subject of one of those letters was the above-mentioned answer of Mr. Nicod, and the other was to have news of the sergeant left by me with him. Having received no answer nor any the least news after the lapse of nearly five months, I settled my account with Mr. Nicod, who claimed 1200 lt as the balance, which I paid to our Colonel, to whom Mr. Nicod was indebted; that balance is stated under date of 7 April 1782 on my account settled with the Colonel on the 12th of the same month and signed by his Honor, which I undertake to prove. From the foregoing it follows that if it is true that Mr. Brunet credited the recruits of the Regiment, this was not done for my consideration, much less at my request, but indeed at that of Mr. Nicod; that the aforesaid Nicod, charged with the expenditures in Lyon, reimbursed himself for them and liquidated them in the manner aforesaid, and already so burdensome to me, that by the calculation of Mr. Nicod, each man for simple passage through Lyon cost me 8 lt, a sum sufficient for 10 days of maintenance. It is no less undeniable that I had to settle with Mr. Nicod and satisfy him, because he alone having been charged with providing my recruits in Lyon with what was necessary, also alone had the right to produce an account and to demand satisfaction upon it. Copy Answer of Captain Lieutenant Prachaud to the question or demand made by Mr. Brunet. On August 27, 1781, escorting to the general depot 23 recruits belonging to the Messrs. Brothers Henry, Captains in the Regiment de Meuron, I departed from Versoix. Upon my passage through Lyon, Mr. Nicod accompanied me, together with my transport, to Mr. Brunet, innkeeper, settled the expenses upon my departure, received to that end money from a merchant in Lyon on account of the Messrs. Brothers Henry, and gave some of it to me for use during the transport to its destination. Since that time I have passed twice through Lyon. Mr. Brunet, knowing well that those expenses could concern only the Messrs. Henry to whom the same recruits belonged, or else Mr. Nicod as specially authorized by them to provide the same with what was necessary, did not tell me that he had not been paid. I therefore answer that the claim of Mr. Brunet according to his account in the amount of 144 livres is unlawful, and that I have nothing to account for to him; that if it were natural to assume that he had not been paid for the expenses incurred by the above-mentioned recruits during their stay in Lyon, he ought to have addressed the Messrs. Henry, to whom the same recruits belonged, or else Mr. Nicod, who was authorized thereto by the same gentlemen, as already stated above. when the provision ship has sailed from here toward Batavia, to be dispatched likewise from here as soon as will be in any way possible. In our humble letters of 15 June ultimo we also duly informed Your Right Honourable Worships, among other things, that the provision ship the Batavier, having departed from this Cape anchorage on 19 May for the return voyage to Batavia, had nevertheless, due to severe storms and maritime disasters suffered, been forced to put back into Simons Bay. Work having been carried out since then with all possible speed on the repair of the damage sustained to the spars, sails, and other rigging of that vessel, and the said ship the Batavier having thereby been placed in a condition to undertake the voyage to India's capital with complete confidence, that vessel, after having been newly furnished with the necessary victuals and ship's provisions in place of those that had been both lost and spoiled in the storm suffered, sailed again from False Bay toward Batavia on the 29th of the aforesaid month of July. Furthermore, on the adjacent dates, the following two private ships chartered by the Honourable Company have appeared, both in the aforesaid False Bay and here at the Cape anchorage: namely, in False Bay on 13 August the Berkshoven, and in Table Bay the Jonge Franc. Of these hulls, the first-mentioned departed from Batavia on 28 May and the last-mentioned on 2 ditto previously. The ship Berkshoven, which now lies ready to sail, is destined as a return vessel for the presiding Chamber, and the Jonge Frans, which is to follow likewise within a few days, for that of Zeeland; the original short invoice of the cargo of the first-mentioned vessel Berkshoven, together with the copy invoice of the lading of the Jonge Franc, are transmitted enclosed herewith. When the outward-bound ship den Arend, having appeared here at the anchorage on 8 February of the year past, had sailed toward Batavia on 13 January thereafter, we had the honour, in our humble letters of the 29th of the last-mentioned month, to report to Your Right Honourable Worships that, when the money chests belonging to that vessel were to be transferred again from shore to shipboard, it was discovered that one of them was missing. And that since the Acting Fiscal, the Adjunct Gabriel Exter, found himself prevented by illness from acting in that matter, the undersigned Senior Merchant and member of our council, Mr. Jacobus Johannes le Sueur, had been expressly authorized to act as the Fiscal in this case, and to observe everything in that regard that accorded with the duty of that office, in order to recover the missing chest and the money, or to indemnify the Honourable Company, as well as, in any case, to proceed according to merits against those who might be guilty thereof through intention, neglect, or carelessness. Afterward, in our humble writing of March thereafter, we advised Your Right Honourable Worships that, through the possession and lavish spending of Spanish reals by one of the soldiers of this Castle, a strong suspicion having arisen against him that, on the occasion of finding himself posted on sentry duty before the room in which the said money chests had been secured, he, with the assistance of others, had committed the theft of the aforesaid money chest, no trouble nor means would be spared to investigate that matter further along that track. We now take the liberty, dutifully to bring to the notice of Your Right Honourable Worships, regarding the result of the proceedings held up to now in this matter against the aforesaid soldier as well as three other common soldiers of this garrison who have made themselves suspected as accomplices, that by the aforesaid Senior Merchant le Sueur such a report has been submitted to us as we have the honour to present herewith to Your Right Honourable Worships in authentic copy, from which it appears: That upon a thorough investigation in this thoroughly knotty and obscure matter, nevertheless so many vehement, pregnant, and probable indications had manifested themselves against three of the above-mentioned persons, that, since the same could not be brought to a voluntary confession notwithstanding all those strong proofs, but had sought to save themselves with all manner of far-fetched and futile evasions, he, Senior Merchant le Sueur, in his official capacity, had thought it proper on grounds of law to proceed to a stricter examination against them, which demand the Council of Justice here had also granted to such an extent that the aforesaid three persons were brought to torture up to a certain degree; but that these delinquents persisted in the stubborn continuation of their denial, and the full execution of the demand, pursuant to the further disposition of the aforesaid judicial council

The Council of Justice having been adjourned until further indications should be received, the Senior Merchant le Sueur, in the absence of others who were sufficiently qualified before him to make a demand for torture, had found himself compelled, since this matter appeared to him to be so constituted that in time discoveries might arise that could place the same in full daylight, to address himself by a representation to the aforementioned Council of Justice with the request that the aforesaid three tortured persons might remain confined on Robben Island for the aforementioned purpose, while the fourth had been sent to Batavia by resolution of the said Council, which request was also granted, three of the same being provisionally placed on Robben Island by resolution of the Council of Justice, and a fourth sent to Batavia, the judicial papers relating to those proceedings being sent to the Presidial Chamber, and we take the liberty respectfully to refer to the aforementioned report, which, with the relevant judicial inquests, is now also sent to the Presidial Chamber for which the ship den Arend has sailed: And whereas in the beginning of the past year, when it was discovered that an attempt had been made by means of a false key to open the front door of the Company's small money-chest, but this undertaking having failed, the key had remained stuck in the lock, the undersigned Governor had then immediately given orders to place, in addition to a sentinel who, standing at the inner gate of the Castle, at the same time kept watch over both the small money-chest and over the compartment in which the money-chests from the Company's ships are stored, yet another sentinel purposely before the doors of both these rooms standing next to each other, but notwithstanding these precautions taken, the theft of the aforesaid chest of money was nevertheless committed here at the Castle out of the money-room, it has now been found that indeed, apparently through the corruption of this sentinel and the use of false keys, the theft of the aforesaid chest with Mexican dollars was accomplished, although immediately after the discovery of this theft the aforesaid money-room was examined by us in person, and nothing could be detected on both locks of the door thereof: Measures having therefore been taken anew, as mentioned here alongside, in order to prevent such in the future: In order further to hinder and prevent similar thefts, we have deemed it best to have an inner door made for the money-room, provided with a sufficient lock and a padlock, as well as to have the lock of the outer door altered, with a change of the padlock currently used on it, as well as to order that, just as the money-chests must be fetched from the ships by two commissioners, these commissioners also remain obliged to be present at the storing away of such chests, and to lock the aforesaid compartment, and likewise the inner door shall subsequently have to be sealed by them each time, after which one of these two commissioners shall have to keep under his custody the key to the fixed lock of the inner door, and that to the padlock of the outer door, while with the other commissioner shall rest the key to the padlock of the inner door, and that to the fixed lock of the front door, provided also that the commissioners shall have to deliver their report in writing, both regarding the bringing ashore and storing away, as well as upon the reshipment of the money-chests, to the Governor as well as to the Chief Administrator, so that it can also be checked with greater ease whether the aforesaid established orders will have been observed and complied with by them in every respect in this regard, to the end that the commissioners may be held From the Cape Burgher Councils. Dogwatch: the wind increased heavily in squalls and shifted further to the west again, and the sea grew furious, causing the ship to labor heavily and take on much water. We resolved to heave to, secured both topsails, and brailed up the reefed mainsail. Immediately thereupon, we were hit by a severe squall accompanied by wind, hail, and heavy lightning. During this squall, we let the ship run before the wind under the foresail. At 6 o'clock we brought to, while pouring oil, under the single reefed mizzen, with the head to the north. We found that the pouring of the oil had a great effect in breaking the sea. The wind increased in force with flying squalls, constantly veering from SW to NW, accompanied by hail and rain, and the sky seemed on fire with lightning and overcast with heavy clouds. The buntlines of the foresail and mainsail broke, causing them to tear to tatters. The sea from the SW and NW grew more furious, causing the ship to labor heavily. very detailed, it came to light that two soldiers serving at this fortress had rendered themselves highly suspect of having, in one way or another, had a hand in the theft of that chest, both through the exchanging and the lavish spending of that coin, which at that time was very scarce here in this country; to whom a third and a fourth were subsequently added. That upon a closer, meticulous investigation into this altogether dubious and murky matter, so many vehement, pressing, and probable indications nevertheless manifested themselves against three of them that, since despite all these strong proofs they could not be brought to any voluntary confession, but sought to save themselves with all manner of contrived and futile excuses, the undersigned, on grounds of the law, believed he was justified in proceeding against them to rigorous examination. Which demand the Council of Justice granted to the extent that they were subjected to the question up to a certain degree. Secondly, that a competent person should be appointed who, at the opening of the new trade books of 1787/8 or as of 1 September next, shall keep the books of the artillery and ammunition goods separately from the ordinary trade books, whose duties shall principally consist of: 1. Keeping a journal, compiled from the list of remaining balances of the said goods, with their values in money, and subsequently following up with the monthly writing off of whatever is issued pursuant to the respective warrants granted, in order to charge the accounts to which those supplies relate; as well as entering the ammunition goods that are successively delivered for the use of this Government; of which issues and receipts he shall prepare a monthly specification, signed by the Storekeeper for the true receipts and expenditures, and by the said Bookkeeper for the conformity that the said specification must have with the books. 2. And finally, Fourthly, it is no less necessary that, the aforesaid books being kept in the manner as aforesaid, a secret committee be appointed annually at the closing thereof, to make a report on the state of the remaining goods to Your Right Honorable, Highly Esteemed, and Honorable Worships. to than Yet, notwithstanding all these beneficial measures and precautions, it is nevertheless not practicable to keep secret the quantity of ammunition goods brought here from time to time; since upon the arrival of the ships that carried the same, an extract from the invoice by which those goods are charged, and according to which the ordinary commissioners must regulate themselves upon the receipt thereof, must be delivered to the ship's authorities. In the same way, the matter also stands with the supplies of gunpowder and other war materials that must be made, both for firing salutes and signal shots, and otherwise, to the Company's ships calling here; because the quantity thereof, according to an ancient order, must always be made known in the ship's expense account, which, validated by the signature of of the from Cape Burgher Councillors of the respective commanders, makes them responsible, both in the Netherlands and at Batavia and elsewhere in the Indies, consequently at all the places for which they are destined, for that which they enjoyed at this government. That this request was made by the petitioner's brothers residing in the Netherlands on the basis of what he, the petitioner, had agreed with his brother who repatriated from here, the former Burgher Councillor Jan Serrurier; but that the petitioner's aforementioned brother misinterpreted his intention, though certainly with the best intentions, the objective of the request to be made by him being limited solely to the liberty, whenever he might think fit to repatriate, to then remit his funds to the fatherland via the Company's treasury, but not firmly to solicit his discharge from the service of the Honorable Company and of the congregation, which discharge he knows very well he can always obtain from Your Right Honorable and Honorable Esteemed Sirs, and never doubted he would obtain whenever he respectfully insisted thereon; as therefore also the petitioner, when a copy of the request presented in his regard by his brothers to the High Commanding Lords Majors was sent to him some months ago, took the liberty immediately to give notice thereof to the Right Honorable Esteemed Lord Governor, and to declare without any reserve the embarrassment into which the first part of the request urged therein placed him. — That both the domestic circumstances of the petitioner and the currently prevailing scarcity of ready cash in this colony do not allow any favorable prospect of collecting his funds invested here in order to remit the same, even if it were through legal means which ought carefully to be avoided, making it, if not entirely impossible, at least very difficult for the petitioner to take a firm decision for the present to repatriate. — That, taking into consideration the very high price of foodstuffs that has greatly increased for some time at this place, the petitioner, if he were to be deprived of his minister's salary, with his numerous family, would have to subsist very narrowly upon his private means, the aforesaid obtained discharge, whereby he believes he may presuppose that the High Commanding Lords Masters [illegible] on the contrary would serve as an oppressive obstacle to him if he were to be considered in the terms thereof. — But since the most highly mentioned Lords Majors, by the aforesaid resolution with regard to the petitioner, which he acknowledges with the purest sentiments of a grateful heart, were pleased to give evidence of a particular favor and affection, and he thereby presumes to flatter himself that the same, being further informed through the intercession of Your Right Honorable and Honorable Esteemed Sirs of the circumstances set down in truth by the petitioner as abovementioned, and thus taking into benign consideration that what Their Right Honorable High Esteemed Sirs have granted and conceded to him as a favor, would come to work out precisely the opposite, entirely contrary to the true intention and objective for him and his family; and moreover, that he the petitioner, although on account of his advanced age and long years of service having been able and permitted to request his retirement pay, yet out of a sense of the solemn obligation of his office, as long as his strength and capacity by the assistance of the Almighty permit in any way, as he has been allowed to do until now without any interruption, as long as the indicated obstacles do not permit him to depart from this colony, will gladly continue to perform; so the petitioner believes he may flatter himself that it will graciously please the most highly mentioned Lords Majors to alter their venerated disposition regarding the granted discharge in his respect to such an extent that he the petitioner may again continue in the service of the Honorable Company and consequently in his teacher's office here: Reasons why the petitioner therefore also takes the liberty herewith to turn to Your Right Honorable and Honorable Esteemed Sirs with a request as humble as it is urgent, that it may please the same, after favorable consideration of the motives brought forward above, provisionally to leave without effect the said highly respected resolution taken by the High Commanding Lords Majors, as being grounded purely and solely on the request made on behalf of the petitioner, but not well understood by his brothers, and on the contrary to permit the petitioner to continue to proceed in his service as before until further letters from the said most highly mentioned Lords Majors, as well as to make such a favorable recommendation to the same in his favor, through which he might obtain the positive continuation in the aforesaid service, and that he at the same time, whenever in the course of time a change of circumstances might permit him to return to the Fatherland, may then enjoy the said favorable disposition regarding the liberty to transfer his funds via the Honorable Company's Treasury. has very falsely slandered the Right Honorable, Valiant Lord Cornelis Iacob van de Graaff, Governor of this Establishment, as a Chief Ruler who did not shrink from causing his governance to serve for the oppression of the burgher inhabitants of this Colony. A falsehood of which, for reasons that shall appear more fully in the sequel, no one from the entire burgher estate here could have been held suspect; and which was then also met at this Place in general with detestation and indignation, because not only did the entire Cape Community as yet have the clearest proofs to the contrary before it, but also the writer himself, even if such vile falsehood might have been supplied to him from here and the intent shining through it did not spring from his own bosom, could have taken a certain path to be informed in the most accurate manner concerning the truth thereof in the sequel. But a short time ago, the Hollandsche Historische Courant of 13 March of this Year having been brought anew to this place, one had to encounter therein further proofs that that same vile pen, far from wishing to heed the truth, deliberately and entirely shamelessly continues in the contrary and publicly divulges new, scandalous, fabricated, absolute falsehoods to the disparagement of the well-mentioned Lord van de Graaff. The accusations contained in this divulgation, which, if they were in accordance with the truth, would indeed bring very grievous burdens upon the burghery, have not only caused renewed grief to the undersigned Burgher Councillors, but are also unanimously detested by everyone to whose knowledge they have come: for just as no one in the whole extent of this Colony is otherwise convinced than that the Chief Governance at this Place, merely considered in the observation of those affairs which previously belonged thereto, has been accompanied with trouble and care, so too everyone daily has the most evident proofs that the scope and the care of that same governance has since increased more and more and still continues to grow: wherefore it would also much rather correspond with equity, if ever a Governor, through the conviction that it is not possible for him to handle and settle these or those affairs with the required speed and accuracy, assigns the same to one or more of the subordinate officials, to acquiesce therein and submit oneself to it: but this not being done by the well-mentioned Lord Governor van de Graaff, except in matters that must necessarily be executed by others, it is nevertheless not His Honor's custom merely to content himself therewith, without even investigating and examining everything himself with the greatest possible accuracy: indeed it can be said with complete confidence that the well-mentioned Lord Governor van de Graaff, completely contrary to an arbitrary authority of which one seeks to make His Honor suspect by inference, extends his care and attention to the very least affairs that unceasingly occur; which must cause a continuous occupation: wherewith His Honor, Saturday and the days for the meeting of the Council here excepted, daily devotes himself to the general audience, which usually lasts from eight o'clock in the morning until twelve o'clock at noon, when access to his person is refused to no one, yea, not even to a slave: the manner in which this audience was granted for a time in a closed apartment and still takes place, which audience has nevertheless been very ill-interpreted as serving for a princely display, whereas it is entirely untrue that it was accompanied by the stated apparatus, being precisely suited to give an opportunity to several of the Inhabitants, who might otherwise arouse suspicion by asking for a private audience, to open up their deepest secrets entirely intimately to His Honor: the undersigned shall, in order that a further conception might be formed of the manner in which His Honor further employs his time, add here that His Honor in the evening secludes himself in his cabinet, without then receiving any company except extremely rarely and in the presence of distinguished Persons of our own or foreigners; while His Honor also frequently employs the afternoon to inspect the Environs on Horseback and to examine the labor on the fortifications: without His Honor, whenever anyone outside the aforesaid Audience time has urgent need to speak with the mentioned Lord Governor, ever having refused an audience to such a person, so far as the undersigned know. could have arisen, as if His Honour had engaged himself in any trade, the keeping of lodgings, or whatever else might privately be undertaken to turn a profit, much less that one would ever have heard that His Honour is a shareholder in keeping a general lodging house for foreign nations: since such a lodging house has never even existed here, and all foreigners arriving at this place enjoy complete freedom to take lodgings and have their business conducted by and through whichever of the inhabitants they choose; while, moreover, the English do not exclusively keep their lodgings, or conduct their business by and with the two persons who are named in the newspaper as being associated for that purpose with the aforementioned Lord Governor; and also those persons themselves have never yet lodged any Frenchmen: the mendacious nature of that fabrication appearing even more clearly from the fact that the widow of the late burgher councillor Petrus Iohannes de Wit continues as before, both in the possession of the house which was alleged to have been planned for that lodging house, and in the small business she has been accustomed to conduct. The undersigned burgher councillors, therefore, being extremely sensitive to the insult and slander inflicted upon the aforementioned Lord Governor van de Graaff by the writer of the noted passage in the aforementioned newspaper, would have contented themselves with a certain expectation that this writer would be sufficiently refuted by the public knowledge that everyone possesses of the utter falsehood of his assertions: yet they have since taken into consideration that perhaps, if this villainous writer, as he indicates his intention to do, persists in making public the falsehoods fabricated by him, some doubt might arise among Your Right Honourable Worships as to whether, out of all those accusations, some might not be more or less founded on the truth, and that, if this should not succeed, there might nevertheless be brought about among the common people—who are easily inclined to place some credence in matters made public through print—very detrimental impressions and conceptions against their chief ruler; by which consequences that writer might then at last perhaps succeed, and those efforts which the most aforementioned Lord Governor van de Graaff employs to revive trust among those members of this colony who have found themselves divided by the presented, and currently for a large part still undecided, grievances of the citizenry, might be rendered fruitless. And as these are the reasons and motives by which the undersigned burgher councillors find themselves compelled to approach Your Right Honourable Worships with this their humble writing, and on account of which they could not falter in laying their attestations of the utter untruth, villainous falsehood, and most detrimental design of the writer of the above-designated passage in the newspaper at the feet of Your Honours, they also believe they may safely trust that this same attestation and this writing, being simple and conformable to the naked truth, as well as proceeding from the innermost conviction of their conscience, will be favourably received by Your Right Honourable Worships, and that Your Honours will know how to obtain means whereby the scandalous and dangerous design of the said writer may be frustrated and cut off. Finally, Right Honourable and Highly Respected Sirs, we would do an unjustifiable violence to the impulse of our conscience if we were to let slip this opportunity, which affords us the honour of approaching Your Right Honourable Worships' high presence with this writing, without openly and dutifully thanking Your Right Honourable Worships with the most ardent emotions of our souls, that it has pleased Your Right Honourable Worships to restore our Reformed Religion, which is dear to us, to its equitable and indisputable rights, by opening access to serve as members in the principal governing bodies solely to those who profess the same; thereby Your Right Honourable and Highly Respected Worships have once again raised the languishing courage of many who with sorrow saw the moment of the gradually approaching decline of the prevailing religion draw near, and have anew enabled the religion of our fathers to await its revived flourishing; thereby Your Right Honourable Worships have shown that you also wish to be nursing fathers of the Church in this our distant region, and we hope that Your Right Honourable Worships will not take it amiss that we take the liberty of most urgently beseeching Your Right Honourable Worships, in spite of all efforts which we do not doubt will be made to Your Right Honourable Worships in order to alter or mitigate the same, to maintain unchanged these entirely praiseworthy resolutions and to persist in them, whereby very many and the best of our inhabitants will be encouraged, and we shall lead them in this by our example, to bless Your Right Honourable Worships' revered names, and to perpetuate the memory of the same as dear to late posterity. Meanwhile, the ship Sint Laurens, lingering in False Bay, is merely awaiting the arrival there of the frigate de Meermin, into which the provisions for the said ship Sint Laurens have been unloaded, in order to then likewise be dispatched to the said capital of the Indies; the said frigate de Meermin, which had arrived here with goods from False Bay, having already been dispatched back thither on the 4th of this month for that purpose. Now concerning the aforementioned private flute ship de Goede Verwagting, we take the liberty dutifully to advise Your Noble and Right Honorable that, since there are no goods on hand here with which the said flute, after the discharge of the goods it brought for this Government, could be laden again in return for the Netherlands, it was therefore, pursuant to the contents of the charter party, considered best for the greatest service of the Honorable Company, and consequently resolved, to send the said flute ship de Goede Verwagting on to Batavia after its discharge, laden with such goods as can be gathered to satisfy the requisition received from there. The The undersigned Governor having received a report from the burgher Jacobus Laubscher, living at Saint Helena Bay, that on the 29th of July last there had again arrived in the said bay an English merchant ship, without however mentioning the name of that ship, and that he, Laubscher, having spoken to the captain of that vessel and informed him that he had to depart from there, the said captain had nevertheless answered him that he had not come out of want or to do harm, but as a friend, with the intention to fish for right whales, and that, having obtained his cargo, he would immediately depart to club seals on one of the islands lying thereabouts, called by him Pikawino. Communication having been given in that regard by the said Governor in our meeting of the 25th of August last, and it having been taken into consideration that when in the month of March of this year two ships had likewise appeared in the aforesaid bay, which were suspected to be of the English nation and which remained there for some time, from whose maneuvers it was observed that they had no other design than the whale fishery, it was then deemed sufficient for the present to let matters rest with the orders already given at that time by the Governor to the aforementioned burgher Laubscher and subsequently communicated for his information to the nearest burgher veldwagmeester in that vicinity, to allow no one from the ships that might arrive there to go inland, as well as to prevent any provisions from being brought to them, so that they might obtain nothing other than drinking water; and that furthermore, following the report given thereof to Your Noble and Right Honorable in our humble letter of the 24th 24th of April of this year, the orders and instructions ought to be awaited which were requested therein from the same, as to how far the aforesaid fishery, as long as it might still be undertaken by foreigners outside the closed and occupied bays, should also be prevented in the future. However, since it could be deduced from the aforesaid report that they were undertaking the fishery inside the bay with the said ship, which at all events ought not to be permitted, and that communication was also taking place between the same and the inhabitants, from which manifold irregularities could arise, besides the fact that the report itself happened to be very defective, we have therefore, and upon the proposal of the more-mentioned Governor, thought it best and consequently resolved, pending the receipt of the aforesaid venerated orders and instructions from Your Noble and Right Honorable, to dispatch at once a military officer with some men to the aforesaid bay, and, for lack of other accommodation there, to have them take up their quarters at the house of the aforesaid burgher Jacobus Laubscher.

to be kept, to whom will then also be paid in fairness whatever shall be delivered by him in the way of provisions to the said officer and men. And that officer was further instructed in writing that, upon the arrival of any ship there, or also if the aforementioned ship should still remain in the said bay, and any crew from it should come ashore, the officer shall have to warn them in a friendly manner that they are not permitted to come into the bay there to refresh, much less to fish: that that, whenever they should desire any provisions or refreshment, they will have to proceed for that purpose to this Cape anchorage or else to False Bay, further admonishing them to depart from the bay there as speedily as possible. Yet that, in so far as any ship arriving there, and having no intention of whaling, might lack drinking water in order to be able to leave the bay again, the officer, under close supervision of the military, shall only allow them to bring ashore and fill a few water casks, and meanwhile cut off all all communication by which, beyond that most necessary drinking water, they might be able to provide themselves with any, even the least, provisions: that consequently the officer shall also first have to notify them in a friendly manner that they are not permitted to come ashore there, and whenever one should nevertheless wish to undertake such, to prevent the same, however sparing as much as possible with caution from employing extreme force for that purpose; and that the often-mentioned officer shall finally have to report on everything occurring there to the Governor in the best practicable manner as speedily as possible; which which provisional measures put into effect we therefore hope may meet with your Right Honorable Worships' honored approval. Commanding Lords: Under the 23rd of June of this year we had the honor to dispatch our last humble letter to your Right Honorable Worships per the return return ship Beverwijk, which vessel having departed from False Bay for the Netherlands on the 1st of July thereafter, there have since appeared, both there and at this anchorage, the following ships sent out by your Right Honorable Worships, to wit: in False Bay: the 19th of July: Surcheance, Company's ship, with 2 dead, 16 sick the 31st of July: St. Laurens, the same, the same, 23 dead, 150 sick in Table Bay: the 9th of September: De Vreede, chartered ship, which, having fallen off toward the Brazilian coast after its departure from the Netherlands, subsequently stayed at the island of Tenerife from the 4th of April to the 16th of May last. Of which three vessels, the Surcheance having continued the voyage to Batavia on the date of the 14th of August last, the ship St. Laurens, which, on account of its many brought-in sick, has had to remain for a considerable time in the aforementioned False Bay, is now also to be dismissed from there one of these days; just as we shall also not fail to have the ship De Vreede likewise proceed on its voyage as soon as possible, as soon as it shall be discharged of its cargo brought for this Government. And we had the honor to receive with the last-mentioned two keels your Right Honorable Worships' highly respected letters of the 24th of August and the 28th of December of the past year 1786; alongside which the first-mentioned being sent, among other things, to the undersigned Governor, a plan and three profiles of the city and fortress at Galle, with the pieces relative thereto, the aforementioned Governor will have the honor to supply his respectful reply with regard to that as in duty bound. We further express our respectful thanks to your Right Honorable Worships for sending the Ceylon letters and papers which were found on the ship De Factor, yet among which having also been the original long and short invoices of the lading of that keel, we take the liberty to send the same back herewith.
