The outcome having now repeatedly demonstrated in an altogether satisfactory manner that in exploiting the forests situated along this east coast, such as is now taking place in Plettenbergs Bay, there lies enclosed for the Honorable Company a new and very lucrative branch of trade, the benefits of which must continually increase in proportion to the diligence exercised in establishing that trade on good foundations and conducting it in proper order; and the duty of the undersigned requiring of them that they continually remain active in advising Your Honorable Gallance and Honorable Worships according to their best understanding and insight regarding the means that ought to be employed to that end, they may consequently not omit to propose to Your Honorable Gallance and Honorable Worships with requisite respect the following order of business, as deemed suitable in their judgment to attain the proposed objective, namely: 1. The requisitions in future should always be drawn up in January and delivered into the hands of the undersigned, because the cutting of the timber in Plettenbergs Bay must begin annually in mid-March, the intervening time remaining then being required to send those requisitions to the country, to make the distribution among the suppliers there, and also to prepare the service notes and dispatch them to the same, which requires a great deal of clerical work, because everything must be expressed distinctly and specifically; and at the same time it should be observed here that not every administrator deliver a separate requisition into the hands of the undersigned, but that each of them, having handed his over to the Lord Chief Administrator, a general petition henceforth be formed by His Honor out of all of them, which subsequently ought to be submitted in the Council, in order either to be approved or to be altered in such manner as Your Honorable Gallance and Honorable Worships shall deem advisable. 2. The aforesaid petition subsequently having been fulfilled in whole or in part and the timber having been brought here, the newly delivered timbers should not immediately be stored together with the remainders of previous years, if any should still be on hand, but should initially be stored separately until the entire cargo has been unloaded and the timbers found defective, if any should happen to have been brought, shall have been reported by the ordinary commissioners who will have assisted at the unloading. 3. The timbers reported as defective ought then to be shown to the undersigned to be examined, in order that, being found by them to be in accordance with the report, the overseer of the magazine in Plettenbergs Bay may be charged for them at the buyout price according to the 14th article of his instructions. 4. While the increase of suppliers for the Company will bring about that, the project once properly underway and one having thereby gotten the upper hand, while it can present to the aforesaid suppliers as often as circumstances might demand under conditions and lower prices, with the well-founded prospect that the competition of so many participants will cause them to accept the same without much reluctance, at the same time can give that extension to its affairs which one shall find advisable and for which the same shall be susceptible. And that having divided the forests, which counting from Mosselbaaij lie along the entire east coast and, besides the just mentioned Bay, also border at a lesser or greater distance upon the Plettenberg, there Kromme Rivier, Zwartkops Rivier Bays etc., into sections as far as the same are known, in such manner as nature itself visibly indicates that division, as well as the unknown and suspected into as many parts as it is assumed that there will still be found navigable places under the report of this Government, one then, beginning with the felling of others, leaves the first section to be exploited as long as timber is found, or until such time that one begins to perceive that what is still left in it is nothing but young growth and un-grown trees, and having closed such section, moves the timber-cutting to the second section, as well as moving the Company's business to another adjoining Bay, and so forth from the one Bay and section upwards to the other, until one judges that one must not move further away from the main settlement, whereupon returning to the place where one first made a beginning, which very likely will not need to happen in the first 50 or 100 years, one will find the new growth as well as the young trees again in their full maturity, and thus also find new stock again; in such manner the purpose that one has envisioned in this will be achieved. Yet since it will greatly depend on the manner in which one proceeds in the employment of the timber, that one will be forced sooner or later to change location, and the Company could possibly balk at the costs with which the moving of its business every 25 years must necessarily be accompanied, however much those costs cannot be of great importance and in their consequence would otherwise bring great benefits to the Company and the country. And in order to be able to find stock in the same place for so much longer, one ought to make some use of all the timber that is good for anything, one should in the course of time not limit oneself in the making of requisitions to such items as have up to now been contracted out, but for a trial could also once, as well for the use of the Company itself as for the trade with the residents, requisition pieces of timber for doors, window frames, laths, timber door jambs, rims and fellies for wheelbarrows and palisades, etc. etc., for which the planks that have cracks in the tail, and the trees that, being felled for beams of a certain length, have heart-rot or other defects within the specified length, as well as most tops or boughs of the trees—all of which currently still remain lying unnoticed and consequently are also lost—can be employed. The undersigned commissioners over Plettenberg Bay, in fulfillment of your Right Honorable and Honorable resolution of the 19 May last, having laden and dispatched from there the ships de Ionge Frank and 't Duifje, which had put in at the aforementioned Bay and recently returned to this roadstead, with such salvaged goods from the Ceylon return ship de Maria, wrecked in the past year, and timber, as the bills of lading signed by the officers of those vessels purport to show, and having subsequently also returned here, have the honor dutifully to bring to the notice of your Right Honorable and Honorable Gentlemen that upon the taking over of the aforementioned goods belonging to the cargo of the ship de Maria and having stood to the account of the officer Abue, two linen bales No 478 and 501 were found slashed open and, upon recounting the pieces that each of the same was to contain, 2 pieces of checkered linen from the first-mentioned and 3 pieces of torn white linen from the last-mentioned were found missing, without the undersigned—notwithstanding that a piece of coarse ship's bread was found near one of the aforementioned bales, from which one must infer that the theft was committed by someone of the crew of the ships, who, notwithstanding that a sentry stood at the warehouse both by day and by night, skillfully knew how to slip into the same through one of the windows and subsequently to get out of there again in the same manner without being discovered—having been able by investigation to trace the perpetrator or ascertain where the stolen linen, which in itself is of very little importance, may have gone; that the success or entire failure of the now so well accomplished shipment of the linen having depended upon the preservation or the loss of the flat-bottomed vessel, and the commissioners, being so destitute of all requisite means as one must necessarily find oneself in such a remote place, not having dared to venture, without risking that vessel and putting it in the greatest danger, to ship the three pieces of cannon taken over for the account of the Honorable Company from the master of the frequently mentioned wrecked vessel de Maria, the sending of which to this place your Honorable and Honorable Gentlemen expressly pleased to order to the undersigned in the extract of your aforementioned resolution handed down for information; those pieces therefore this time had to remain behind in spite of the aforementioned order. — That furthermore, of the equipment goods purchased from the Company's auction, the ship's pumps, the kedge anchor, the grapnel and the cooperage consisting of 7 half-leaguers and 4 half-aams, being able to be of service both at the annual appearance of the ships that will in the future be dispatched to fetch the wood from there, and at other unforeseen events, the undersigned, pursuant to the qualification granted to them by your Right Honorable and Honorable Gentlemen, have accordingly retained the aforementioned goods there. — And that, because the small plank house which the undersigned purchased in the past year from the burgher Harling for the shelter of 4 common soldiers and a sergeant, who were summoned by them from Mossel Bay for the guarding of the aforementioned salvaged goods of the Maria, can now no longer serve the aforementioned purpose, both through its own bad condition and also because the military detachment presently comes to consist, through the augmentation deemed necessary, of an officer, sergeant, corporal and 9 common soldiers; nor can those troops longer remain housed in the wood shed, in which, in order to be under cover, they are currently still lodged with their weapons, provisions etc., whilst the timber, because it cannot be stored in the remaining space, must currently remain lying partly exposed to the sun and the rain; or the people who are sent ashore from the crews of the ships to serve there for their speedy loading

to do duty, and now already two years in succession, during the entire time of their arduous service, have had to camp exposed to the severity of the winter season and the open air, as a natural consequence of which many of them have continually become incapacitated, can no longer be treated on that footing without absolute necessity, all the less so since one has the means at hand to provide for this in a manner very inexpensive to the Company, and the undersigned have therefore been obliged, with the prior knowledge of the Noble Governor, to order the necessary lodgings for the military stationed at Plettenbergh Bay, and the sailors serving ashore there, in such a manner that, through the arrangements made by the undersigned, the same will cause the Company no other costs than the wages and emoluments of two craftsmen, together with the necessary ironwork and some further minor matters of little consequence, in order to have those structures erected as quickly as possible according to the available means; having had to detain in the frequently mentioned Bay 6 convalescents of the Line who had been stationed on the Jonge Frank, to be employed there for some time as assistants in the aforementioned work; all of which the undersigned, hoping it will be approved by Your Noble, Strict, and Honorable Worships for the stated reasons, furthermore take the liberty of offering to Your Noble, Strict, and Honorable Worships herewith a specific specification of such timbers as have successively been issued from the storehouse from the supplies deposited over there and used for the service of the Honorable Company, with the request that those timbers, by order of Your Noble, Strict, and Honorable Worships, may be written off in the trade books here. Just as they also, in accordance with their duty, urgently request that, in order to satisfy the beneficial objective of Your Noble, Strict, and Honorable Worships (namely, that the interest of the Company in this new branch of trade be promoted, while keeping in view a fair livelihood for the suppliers, and on account of the weighty reasons existing for it, a reduction in the price of timbers for the inhabitants in general), a fixed basis be determined according to which the timber brought in now and hereafter shall always, until circumstances might require a change, have to be sold, with the fixing of the prices of each article on its own. And that, since the prospect of an extraordinarily opulent harvest of wheat and other grains in Mossel Bay requires that—given that one cannot store more than between 3 and 4000 mudden of grain in the storehouse there, and consequently an arrangement and order will need to be devised for its receipt in order to prevent all confusion and inconvenience—the dispenser may be requested to confer as soon as possible with the undersigned on the best way this might be accomplished, so that Your Noble, Strict, and Honorable Worships, being furnished with his and the undersigned's considerations on this matter, might in due time be able to determine how much wheat one will have to receive for the account of the Honorable Company at the forthcoming delivery in Mossel Bay, and how that reception will have to take place. Copy Examined To the Right Honorable Cornelis Jacob van de Graaff, Governor of the Cape of Good Hope and its dependencies, etc. etc., who has been pleased expressly to commission us, the undersigned, pursuant to the resolution adopted in the Council of Policy on 7 August of the year 1787, to taste in the presence of Sea Captain Jan van Straalen, commanding the Honorable East India Company's ship de Pollux, five leaguers of white Cape wine, numbered from 1 to 5, which today have been shipped to the Fatherland in that vessel per invoice; we, the undersigned, have carried this out, and found those wines to be of good quality and the leaguers to be in good condition; the aforesaid casks being branded with the Company's mark, and from each leaguer, in the presence of the said Captain Jan van Straalen, one bottle was tapped; which bottles were sealed with the Company's mark, numbered corresponding to the leaguers, and delivered to the said Captain van Straalen to serve as a sample.
