that whereas the Company's contracted butchers possess the right, whenever any casks are shipped from the jetty and they the butchers have any presumption that those casks might perhaps be filled with salted meat, to detain the same and cause them to be opened, without however those butchers on the other hand having been subjected until now to any inspections or other restrictions regarding the shipment of their casks with meat; and which might thus also be counted among those means and opportunities to carry on illicit trade with any of the aforementioned products by that route, Commissioners have deemed it necessary to bring this point also under the discerning eye of Your Right Honourable and Worshipful Council, with a respectful request that Commissioners may be authorized, judging it necessary, likewise to examine the meat barrels of the butchers in order thereby to prevent all smuggling, and in respect of which Commissioners then offer to govern themselves to the best of their ability. 5 That it may please Your Right Honourable and Worshipful Council to issue such orders in time whereby the transport is prevented, both from here at the Cape as well as Rondebosch and further, of corn, rye, barley, bread, flour, biscuits, beans, whether by wagons, horses, slaves, or otherwise, to False Bay; for which purpose, with submission, it would be best that a guard be posted at Muizenberg, with strict orders to allow nothing of that nature to pass, and that Your Right Honourable and Worshipful Council please instruct the Postholder at False Bay likewise to watch that no products are shipped off and exported from there; and concerning which Commissioners leave to the wiser judgment of Your Right Honourable and Worshipful Council whether the said Postholder could be authorized to take an inventory there in False Bay of the stock of corn, barley, flour, etc., held by private individuals, in order thereby to prevent all pretexts of a lack of those products so as to obtain by that route any transport of the said products to the aforesaid False Bay. Commissioners, having now demonstrated which means could be employed to prevent and obstruct the export of such products as must serve as indispensable food for the community here, will now proceed to those means which have appeared to them as the most suitable to provide, if possible, the inhabitants with their daily bread, and regarding which they take the liberty most respectfully to propose: 6 That it may be the pleasure of Your Right Honourable and Worshipful Council to suppress the notice of 30 December of the past year 1785, whereby the price of corn was set at 40 rixdollars, and that, on the contrary, the bakers be granted the freedom to purchase the corn needed by them at such prices as the same can be obtained; but that those bakers may be strictly required to deliver coarse and white bread without distinction at not less than 4 lb for two stuivers, under a heavy fine for offenders, since otherwise, as experience has already shown, that the same bakers have dared to sell the ten-cent white bread for a schelling, they would always act arbitrarily in that regard, all the more so as a calculation made has shown that a baker, from a mud of corn calculated at the ordinary 180 lb, makes 11¼ rixdollars from every mud of corn that is baked by him in that manner. And Commissioners are, with due deference, also of the opinion that the said bakers in this matter could be held to the obligation of delivering the bread at the stipulated weight to the inhabitants, if Your Right Honourable and Worshipful Council should see fit to assign the supervision thereof to them, the Commissioners, and at the same time authorize them to investigate the matter as often as they deem it necessary, and to correct the guilty according to the findings. 8 That further, in case the bakers should declare themselves unable to continue baking, it shall then be open to anyone who might perhaps have corn in stock to bake and deliver bread for the convenience of the inhabitants here. 9 That in case a quantity of wheat or rice should be brought in by any ships, Commissioners may be authorized to purchase those grains for the Cape Colony; or, in case the Honourable Company (as Commissioners assume) should purchase the same, Your Right Honourable and Worshipful Council may then favourably be pleased to relinquish to Commissioners either half or a third part of the purchased quantity of those products according to the proportion of the entire bulk, in order to use the same to distribute to the needy and indigent community. While Commissioners find themselves obliged herewith to bring further to the notice of Your Right Honourable and Worshipful Council how, with the prior knowledge and obtained consent of the Right Honourable Governor, a purchase of 6 to 7000 lb of rice has already been made by them to be employed for the aforesaid purpose, which purchase having thus been made solely to support the indigent community and

and the supply thereof to them of that product occurring strictly at the same purchase prices, the Commissioners therefore most respectfully request that your Right Honorable, Respected, and Honorable Worships, in consideration thereof and seeing that the Colony Treasury cannot contribute thereto, will graciously assist them in this instance with a sum of 3 to 4000 Rixdollars from the Company Treasury without payment of any interest, and for which the required bonds, under the Commissioners' signatures, shall then be drawn up and signed with the promise of restitution upon first demand. Finally, the Commissioners take the liberty to propose to your Right Honorable, Respected, and Honorable Worships that, since pursuant to the highly respected orders of the High Governing Lords Masters the Commissioners are among other things to be charged with inspecting and causing the repair of the common roads, streets, houses, and canals at set times of the year, the preparation of the taxation lists regarding that which must be furnished to the Burgher Treasury, the direct appointment of the rattle-watchmen, and the conferring of other minor offices salaried by the citizenry, and finally the leasing out and regulating of everything pertaining to the Burgher Mills; thus collectively matters that previously belonged to the office of Burgher Councillors, the Commissioners therefore, subject to correction, are of the opinion that as soon as these various duties are assigned to them, the remaining three Burgher Councillors would have to be considered as being out of function and excluded from the administration of all Burgher affairs, and thus solely regarded as simple members of the Council of Justice. The Commissioners leave the further judgment thereof to your Right Honorable, Respected, and Honorable Worships, and at the same time most respectfully request that it may please you to make such an alteration regarding the appointment of Commissioners, that instead of these who have already been appointed, the three other Burgher Councillors, as well as the two remaining Company members of Justice who otherwise, as has already occurred, would mostly assist in matters of importance, might also be nominated and appointed as Commissioners, whereby consequently all matters relating to that Board, of which some members are moreover daily occupied with duties in the service of the Honorable Company, could be dispatched in a much more reliable and easier manner, and the daily occurring minor burgher matters could then be handled in rotation, regulated amongst themselves, by four Commissioners each time. The Commissioners, submitting all this with all respect to your Right Honorable, Respected, and Honorable Worships, take the liberty to sign with all due respect. Underneath stood: Right Honorable, Respected Sir and Honorable Worships, your Right Honorable, Respected, and Honorable Worships' humble and obedient servants, was signed: O. E. Cruywagen, Joh.s Smuts, S. V. Echten, A. v. Sitkert, C. G. Maasdorp, P. M. Horak. In the margin: Cape of Good Hope, the 10th of May 1736. After reading of which, it was decided further to prohibit the export mentioned herein, and that on the annexed penalty for transgression. Having deliberated thereon, it was decided, by renewal and amplification of the prohibitions issued under date of 30 December last concerning the export of products, to further prohibit that no one without distinction shall be permitted directly or indirectly to sell, offer for sale, or ship off to sailors passing by here, whether from Company or foreign nations' ships, the least quantity of wheat, rye, barley, peas, beans, rice, bolted or unbolted meal, nor biscuits of whatever kind it might be, on pain that anyone who acts contrary to this, over and above the confiscation of the traded grain, meal, or biscuit for the benefit of the Colony to be distributed among the needy, shall for the first offense forfeit a fine of one thousand guilders, to be divided half for the officer and the other half for the benefit of the Burgher Treasury, with a doubling of the said fine upon further transgression, or else that the same shall then, according to the exigency of the case, be subjected to corporal punishment. Furthermore, as it might happen that out of necessity one or other of the aforesaid articles included under the export prohibition cannot be denied to this or that sailor for consumption during the voyage, and since experience has shown how some residents have been driven by private interest to abuse the permit granted for that purpose for the smuggling of larger quantities than for which license had been granted, it has in that respect been decided to further enact that of that which is to be permitted to the ships for the aforesaid purpose by the Governor, who will grant a license slip, one must, before carrying out any shipment, present that slip to one of the serving Commissioners from the Council of Justice and the Fiscal pro interim, who, in token that the slip has been presented to them, must sign the same, on pain that anyone who is found to have made any delivery for shipment of that which that slip contains in a larger quantity than is expressed therein, shall, in addition to the penalty, be punished as above.

While under like penalty it has also been thought fit to prohibit those who make their living by plying with zollen to the ships lying in the Roads or in False Bay from bringing any fresh bread, or baked goods of whatever sort it might be, nor any articles hereinbefore prohibited from being exported, with their zollen or boats to the ships, or selling them there, on pain that, besides the forfeiture of that which shall have been taken along or sold by them contrary to that prohibition, the offender shall each time, through Commissioners, incur a fine of fifty rixdollars for the benefit of the pro interim Fiscal, with the owners of the zollen being held responsible for the slaves who ply upon them. Just as also no privileged bread bakers or any other private persons shall be allowed to bake, sell, or send around for sale any small baked goods under whatever name they may be, much less shall such be allowed at funerals, and Commissioners are, as much as the Fiscal, qualified to inspect the goods, on forfeiture of all such small baked goods and a fine of fifty rixdollars for the benefit of the officer who shall bring the charge; just as, in addition thereto, no grated bread, cracknels, or other reheated baked goods may be presented or served at any funerals, on pain of a fine of one thousand guilders, to be divided half for the officer and the other half for the benefit of the civic treasury. In order the better to counter and prevent all smuggling trade concerning the aforesaid provisions, it is understood that the aforesaid Commissioners are qualified, as they are hereby qualified, during the prevailing shortage and for as long as our ordinance regarding this shall consequently remain in force, as well as the pro interim Fiscal, as often as the Commissioners shall deem it necessary, to cause the barrels, chests, or boxes that people wish to ship out, even if from the contracted butchers, privileged wine merchants, or lessees, to be visited, examined, or opened in such manner as they shall judge sufficient to be assured and certain, to the end that smugglers be charged and punished in the aforementioned manners, because the limitation placed on the price of wheat on 30 December last did not answer the intended purpose. To be certain that the same barrels, chests, or boxes contain none of the prohibited articles. And in case anything of the aforesaid products should be discovered therein, not only to subject the same to immediate confiscation in order to be distributed among the needy inhabitants, but the supplier or shipper thereof shall moreover incur a fine of f 1000 to be divided as is said hereinbefore, or otherwise he shall be corporally punished according to the exigency of the case. And whereas it had been hoped and expected that the precaution taken by the aforementioned interdict of 30 December last, to set the price of wheat at forty rixdollars the load so that the same might not climb too high to the oppression of the common populace, would have had its intended effects, yet it is now experienced that the scarcity increases more and more and that at that price no wheat has been obtainable, neither enough for the Company's warehouses nor for the feeding of the inhabitants, it has also been deemed necessary to revoke the aforementioned interdict in so far as the price was thereby determined, in order that those of the outer members who, out of a human feeling for the lamentable shortage here, could and would still spare some grains of their own and contribute them to the relief of that shortage, may all the more be encouraged thereto by obtaining a higher price, so as to encourage those in the countryside as much as possible to make deliveries, and the bakers are permitted to make their bread lighter. Just as furthermore, because through the conduct of the bakers in baking and selling bread at the price of one schelling, the common populace can very hardly remain able to provide themselves daily with a small loaf of bread for their necessity, in order to remedy this, it has been thought fit to decree that the said bread bakers shall be obligated to continue selling both coarse and white bread for a dubbeltje: with the understanding nevertheless that, since by reason of the excessive price of the corn the bread can no longer be baked and sold at the previously determined weight, freedom is left to the bakers to make the dubbeltje bread to a lighter weight.

which shall once be subject to the examination of the Commissioners of Justice, who shall be permitted to purchase wheat and rice from passing ships, to make and to sell it, provided in all cases that both white and coarse bread be no lighter than three-quarters of a pound each for two Stivers, and also good and virtuous bread, and to be obtained at the established times. In order to hold the aforementioned bakers strictly to the lease to deliver the bread at the aforesaid weight to the inhabitants, it is understood to charge the aforesaid Commissioners with the oversight thereof, so that they may investigate this as often as they deem necessary, in order to turn over the guilty to the Fiscal Office to be punished accordingly after findings. While understanding that the eighth article of the proposal by the Commissioners regarding the granting of permission to anyone who might possess any supply of grain to bake and sell bread—in the event that the privileged bread bakers might declare they are no longer able to continue baking—can for the present be held in suspense; the same Commissioners are meanwhile authorized, in the event that during this shortage a quantity of wheat or rice might be brought in by any ships, insofar as the Company might not require and wish to purchase the same grains for the garrison, to secure the same for the Cape Colony. If the purchase should be made on the Company's behalf, a certain portion thereof shall be surrendered to the Commissioners for the Colony, depending on the quantity and as circumstances permit, to be distributed to the needy and destitute members of the community. Resolution to pay off all capital sums still bearing interest to the Honorable Company. The Chief Administrator authorized to purchase a consignment of teak wood. And whereas there is currently still a sufficient amount in hand of the funds received into the Company's treasury to be able to redeem the capital sums borrowed here for the Honorable Company, and because the capital sums paid off pursuant to the resolution of the 2nd of February last did not, among other things, sufficiently meet the motives for which that resolution was taken at the time with regard to the inhabitants, it has therefore been decided, in order to avail of this opportunity and entirely relieve the Honorable Company of the substantial interest that must be paid annually, to also pay off to the holders of the certificates the remaining capital sums still bearing interest. Whereas by the placement of the Reverend Minister Petrus van der Spuij as permanent teacher to the Swartland congregation, the reasons have ceased why the performance of the ministry there had to be assigned to the Reverend Minister of this Cape church, it has further been approved—in order somewhat to relieve the Minister at Drakenstein, Dominus Robbert Nicolaas Aling, in the service of the Stellenbosch congregation, and so that the said church may not at the same time be burdened too much by the costs of the constant transport of the ministers from here thither and back—to make such arrangements in that regard that the aforesaid Dominus Aling, on the same footing as has been done hitherto, continuing to perform the preaching service in the Stellenbosch congregation, the administration of the Holy Communion at the appointed times, whenever such shall occur in the aforesaid Stellenbosch congregation, shall have to be undertaken by the ministers here. It being furthermore taken into consideration that already for several days in succession it has been represented by the Postholder in False Bay how, on account of the lack of vessels there to ply to and from the ships, as well as to spare the Company's wagons and oxen from fetching provisions from Kalk Bay, it frequently happened that upon the arrival of any ship in the said bay, several days had to pass before any intelligence concerning the same could be obtained, and that thereby very much delay was caused in the dispatching of the Company's ships, because the same could not be properly assisted with any vessel, both for bringing on board the required water, provisions, and other ship's necessities, and for unloading the goods loaded in the same for this government. And whereas, moreover, partly through the offloading at Kalk Bay of the provisions that are urgently required from the Cape to False Bay for the service of the ships, very many of the Company's wagons and oxen that must be employed for that purpose—which latter are generally unfit for such transport at this season, or cannot even be spared from other necessary work—could be economized, and partly shells for the burning of lime and thatch could be transported thither to maintain and repair the Company's buildings without employing Company wagons, by having the necessary vessels at hand there, not only would very many of the Company's wagons be spared, but also greater speed could be made in dispatching the ships appearing there; it has therefore, upon the proposal of the Governor, been approved and resolved to keep a boat and skiff in the said bay for the aforesaid service, and to have a quartermaster and fourteen sailors serve as their crew. While it is at the same time agreed, in order that the Company's buildings in the aforesaid bay may not fall into total decay through the lack of any craftsmen, but on the contrary may be gradually repaired and subsequently properly maintained, as well as to repair the Company's wagons and otherwise, likewise to provide the aforesaid bay with the adjacent craftsmen for the maintenance of the Company's work, namely: A Carpenter, A Mason, A Blacksmith, and A Wagonmaker. Wednesday the 17th of May 1786. The Governor proposed and explained the difficulty for the Commander of the Troops in performing everything alone. The Governor was pleased to submit to the council that, upon considering the necessity of introducing the military service in this government according to the required strict order and on a firm and regular footing, his Honour was fully persuaded that it is almost impossible for the Head of the Militia, having to concern himself with the whole—with which he already had more than enough to look after given the increased extent of these so populous colonies—in addition accurately to observe the details of the garrison service as required. Furthermore, because in the event of illness or absence of the Head of the Militia the garrison must be commanded by another senior officer, such an officer ought always to have at hand an officer who could not only assist him every morning with all specific circumstances that occur daily and must be observed with all care in these colonies, and provide reports to the Gentlemen Majors, but also serve him with advice and assistance. And that principally another senior officer, being a Town Major, was required for assistance in that command. This had made it utterly unavoidable and necessary that a Town Major be nominated and appointed, provisionally with an increase of emoluments, to function in that post both inside the Castle and outside it, where the service has now expanded so greatly. That, along with the mentioned necessity, it should meanwhile also be kept in mind that the person to be appointed Town Major ought to be a man whose physical character was suitable for it, especially because distinguished foreigners were always ashore at this place, and furthermore very much attention and a constant watchful eye were needed to maintain good order among a multitude of common seafaring folk of all sorts of nations, such as were incessantly present here. All of which having been taken into consideration, and whereas the members of the Council found themselves fully persuaded by the reasons alleged by the aforementioned Governor for the aforesaid appointment, his Honour further proposed that for the aforementioned post of Town Major, both for the Castle and the town, a suitable and capable officer in the garrison could well be found who provisionally, without the burden of any higher salary at the expense of the Honourable Company and solely upon an increase of emoluments such as naturally ought to accompany such a senior officer, would gladly undertake the performance of this arduous post, provided he be released from ordinary regimental service, in the hope that the High and Mighty Lords Masters would be pleased to attach a proportionate remuneration to it. Captain von Bonstetten, serving here in the Regiment of Meuron, is appointed Town Major. And after the aforementioned Governor proceeded to propose for this purpose the Captain in the Swiss Regiment of Meuron here, Charles Rudolph Baron von Bonstetten, the same was consequently, subject to the highly revered approval of the Most Noble Lords Majors, nominated and appointed to the aforesaid post of Town Major at his present salary of Captain with an increase in the emoluments pertaining thereto. It shall therefore be requested of their Noble High Mightinesses to grant their most favourable approval and graciously to allocate such a salary to the aforesaid Town Major as their High Mightinesses shall find appropriate in consideration of the utility and difficulty of the said service. The aforementioned Governor further proposed which senior officer was separately required for the corps of the mentioned Head of the Militia. Furthermore, it was made known by the Governor that his Honour, immediately upon his arrival here, having experienced the necessity of appointing a senior officer to the corps under the Head of the Militia, Colonel Gordon, in order to maintain care over the domestic economy and the daily drilling of the troops and to effect the same—since it cannot be demanded of the Chief of a Regiment, nor is it customary in any service or corps, that when the Head of the Military Establishment is the actual Colonel thereof, as is the case here, he should remain burdened with the said details and concerns—the necessary proposal regarding this had nevertheless been postponed by his Honour until now, because the senior Captain in the corps of the said Mr Gordon, Lodewijk Christoffel

While furthermore for reasons and in the magazines is appointed Cap- tain Lieutenant Bleumer. — of which part the [illegible] Christoffel Warneek, although a capable and Captain Warneek requested Your Honour: meritorious officer, due to his very advanced age and weak health could no longer come into consideration for that service; but that, as the said Military Captain Warneer, owing to a lack of certain abilities for the necessary fatigues, had requested to be excused therefrom, the Lord Governor now proposed to favor the eldest Captain following him, Warneer, namely Carl Mathijs Willem de Lille, for the aforesaid reasons, with the Majority in the Corps of Colonel Gordon. And hereupon it was approved and resolved, also on account of the necessity adduced by the said Lord Governor, and consequently subject to the highly favorable approbation of the Most Worshipful Lords Masters, to appoint the aforesaid Captain de Lille as Major with the salary belonging thereto of ƒ150 per month. While likewise upon the proposal in said manner, besides mentioned to Town of the said Lord Governor on this occasion it was understood, that for the garrison the service, at least provisionally, of a Town Major, as was previously observed, is now more than ever also deemed to the utmost And that Commis of the Heavy Ammunition, the same: Lieutenant Ruts necessary to be reintroduced, and on the same footing as said herebefore with respect to the Grand Major, provisionally with an increase of emoluments, and awaiting such salary as the High Ruling Lords Masters shall be pleased to attach thereto, to charge Military Captain Lieutenant Johan Arnold Bleumer therewith. And since the Lord Governor further in the magazines the said gave to understand that military affairs had now been placed on an entirely different footing than before, and the heavy ammunition of war already being much increased, just as it was noticeably bound to increase, the Master's interest concerning the conservation and administration of the said ammunition goods on the one hand, and on the other hand the order of affairs, in order in time of need, where such should be required, to issue the necessities from the stock of the magazines in a regulated manner, did not permit postponing any longer to appoint a Commis of the Magazines of the Heavy Ammunition, both those in the Castle and in the town; upon the proposal of the said Lord Governor, as such was appointed — which last-named for these troubles shall receive a monthly douceur of Rs 50. observations the title of those holding this post is proposed. — appointed the Lieutenant of Artillery Hendrik Willem Ruts, as a person of whom the Lord Governor was pleased to testify that he had shown all zeal in the advancement of the gun-carriage making and other works concerning the Artillery, which must be made at the various workshops near Battery Imhoff daily and continuously, with which he was still proceeding to exceptional satisfaction. For which difficult services has been allocated to him an extra salary of Rs 50 per month, to be enjoyed here from the Company's treasury. — Upon the observations made next to this, Furthermore, from considerations that the Resident in False Bay for the Resident or Postholder in False Bay, presently the Titular Merchant Christoffel Brand, having sometimes been described in the Company's papers with the title of Postholder and Resident, he was afterward only constantly called Postholder, a title which the Lord Governor gave to understand had from time to time appeared to His Honour to cause displeasure, when that person, especially before foreign nations, upon the appearance of of the State's ships in the aforesaid bay, had to be employed for one or another ceremonial or the necessary commission, because one very abusively equated him with the Postholder on Robben Island, although this latter holds only the quality of Sergeant. And it is therefore likewise, upon the proposal of the aforesaid Lord Governor, for the aforesaid reasons, in order to remove the entirely mistaken notions arising from this regarding the insignificance of that office and the further very detrimental consequences for the service of the Honorable Company, as well as so that the lack or mistaken designation of the appropriate and throughout the whole of the Indies customary and more fitting title and necessary respect competing to him shall not be an obstacle to him, the Resident or Postholder, in the exercise of proper authority, understood to maintain the aforesaid official in False Bay with the designation of Resident, consequently the title of Postholder shall henceforth also be avoided in all commissions and dispatches to him. By the Dispenser Tobias Christiaan Ronnenkamp it was furthermore reported to the meeting, that His Honour, pursuant to the resolution of the last session, having entered into negotiations with the burgher Captain Lieutenant Dirk Gijsbert van Reenen as owner of the brewery of Cape home-brewed beer, concerning the continuation of the brewery to the necessary arrangements, said van Reenen had submitted for consideration that, since until the time of the coming harvest few ships could be expected here in the roads, and the consumption of beer would therefore be of so little importance that such would cause no noteworthy consumption of grains, it would therefore be very indifferent to him in his private interest to remain idle with the brewery until the time of a new harvest, if in proportion to the remaining time of the lease, a proper reduction of the lease money were granted to the lessee.

has made an offer to assist, on condition of which the continuation of the brewery was granted, but seeing that the people who had established themselves in the retailing of the said beer by small measure would thereby find themselves destitute in their meager livelihood and would take something else in hand, whereby in the course of time very much prejudice would have to be brought both to the aforementioned brewery and to the lease of Cape beer; the said van Reenen had offered the Honorable Company some grain, so that, whenever the continuation of the brewery could be permitted, he would surrender to the Honorable Company so many muids of the barley which he had bought in advance for that purpose, and likewise to assist the Honorable Company with as much wheat as he, after an estimate to be made of the utmost needed for his household, would be able to spare, together with another 100 muids of that grain, which were under negotiation by him with the burgher farmer Jacobus Louw Adriaansz, if the same might still be available; whereupon, the brewery being granted, after consideration of all the same it was approved to let the aforementioned brewery proceed under the aforementioned offered and in all respects deemed very reasonable conditions. And it is in consideration thereof and in order to preserve the aforementioned brewery against all prejudices that might be undertaken thereto by one or another lessee of the public revenues, likewise understood that at the upcoming leasing of the Cape spruce beer and subsequently yearly it shall expressly be conditioned that no lessee of the same shall simultaneously be able or allowed to be lessee of any other beverages. Upon resumption of the lists of necessities for the national frigate Juno, submitted to the meeting by Commander Silvester as Commander of the National Squadron, sent to the Lord Governor along with the ship's requisites for the said frigate, regarding which latter the necessary decisions had already been taken at the meeting of the 25th of this month, and now also presented to the meeting by the well-mentioned Lord Governor; it having appeared, upon examining to what extent the various articles requested therein could be supplied, that a large quantity thereof cannot be spared or will be wholly unobtainable, it was resolved to return those lists to the well-mentioned Commander Silvester, with marginal notes added indicating what can or cannot be obtained or is on hand. However, since the extreme shortage of bread, which we ourselves cannot view without great apprehension, strictly prevents us from parting with even the least bit of our small supply, it was deemed best to commission and authorize the fellow member of this meeting, Mr. Tobias Christiaan Ronnenkamp, to go in person to False Bay in order to confer with the aforementioned Commander Silvester whether any means might be found to provide for that essential article, and thereupon to carry into effect whatever shall be deemed best. On the occasion that the two Company return ships, the Africaan and Het Slot ter Hooge, are currently in the aforementioned False Bay and will as soon as possible be repaired of the damage sustained and made ready to continue their voyage to the Fatherland, the Lord Governor having taken into consideration whether, as no more Company ships are expected for this year's return fleet from the Indies, it would be expedient, for their security against hostile enterprises, to request the convoy of the national ships; It was, after consultation on the matter, agreed to request the well-mentioned Commander Silvester that, if the said ships might still be readied in time, as all possible efforts will be made thereto despite the lateness of the season, in order that they may not be detained too long to wait for the departure of one of the national ships for the aforementioned reasons, they may be convoyed thither by whichever national ship shall then be in readiness. It was further reported by the members Oloff Godlieb de Wet and Tobias Christiaan Ronnenkamp that, pursuant to the commission and authorization granted to them by this Council in its session of the 17th of this month, they had purchased from the burgher Jacobus Johannes van den Berg his warehouse and adjoining buildings mentioned in the resolution of that date, with the ground thereof, for the sum of 36000 Cape guilders or 12000 Rixdollars; as well as that, since in the meantime the opportunity had also presented itself to purchase from Lieutenant Engineer Pieter Laurens Cloete a well-situated and sufficiently built warehouse and plot, they, with the prior knowledge and approval of the aforementioned Lord Governor, had provisionally purchased that warehouse also, subject to the approval of this Council, for 27000 Cape guilders or 9000 Rixdollars; which prices being considered to correspond with the value of the aforementioned buildings and grounds, it was consequently resolved to approve both of the aforementioned purchases. Furthermore, the Governor was pleased to communicate to the assembly that the aforementioned Commander Silvester, by a letter of the 31st of May last, in answer to what had been requested of His Honour regarding the convoy for the Company's return ships 't Slot te Hooge and d'Africaan, having declared that he would give the necessary orders thereto when the time of sailing should be there, unless an all-too-marked difference in the readiness of the ships should take place, about which His Honour would speak further with the Governor; subsequently, upon His Honour's arrival at the Cape, had been pleased to declare orally that, since the ship the Meermin, which had already departed from here on the 30th of the past month of May for False Bay, being laden with the necessary provisions both for the Company's and the State's ships, had not yet appeared there, and the dispatch of the State's ships was solely dependent thereon, so as soon as that vessel should be or arrive in the aforesaid bay, he would be able to determine positively when the State's frigate the Juno, being the first to be brought into readiness, could depart. After which, by the Senior Merchant and Storekeeper Mr. Tobias Christiaan Ronnenkamp, it was reported that His Honour, pursuant to the resolution taken at the last session, having proceeded to False Bay in order to confer with the well-mentioned Commander Selvester whether any means could be found to provide for the request made for bread for the State's frigate Juno, had found in that regard that in order to be able to supply the mentioned frigate, it would necessarily be required to furnish at least two thousand pounds of hard bread, alongside 10 mudden of peas and beans and 50 live sheep; that furthermore, since the State's ship Goes likewise required a considerable quantity of hard bread, the Captain of that vessel had been pleased to be satisfied if in place thereof he could obtain 10000 pounds of rice, 4 mudden of peas and beans, and 50 live sheep; which provisions for the mentioned two State's ships it was consequently approved to have furnished to the same. While it was also further considered that, To reduce the ordinary refreshments to the squadron. Report of Commissioners from the Council of Justice on the purchase of grain from the country people. on account of the prevailing lack of provisions, it could not be continued to provide the State's ships daily with the necessary refreshments, to determine the furnishing thereof for the same at two times fresh bread, and four times fresh meat and vegetables per week. authorizations to the aforementioned gentlemen Members of the Council to divide the house plots, which, according to the conditions described below, shall be sold. Furthermore, upon the proposal of the Lord Governor, in order to effect the sale of the grounds of the old hospital in accordance with the resolution taken at the last Session, it was approved to authorize the members of this Council, Messrs. Oloff Godlieb de Wet and Tobias Christiaan Rönnenkamp, to cause the surveyor to divide the aforementioned ground into such plots as shall be most convenient for the construction of suitable houses; as well as to produce a map thereof for the approval of this Council, it being understood that the aforementioned plots shall subsequently, after prior posting of notices, be sold publicly on Monday the 31st of the upcoming month of July, with the purchase price to be paid in three installments or terms, as is customary with the sale of real estate, and moreover, on account of the location of those plots in the vicinity of the church and on the south-east side of the largest part of the Cape, in order to prevent the spread of fire in the event of such a disaster, to stipulate expressly that the buildings to be erected thereon shall all be built with flat roofs and thus under no circumstances with thatch roofs, as also as well as some other plots in two as yet unbuilt blocks of the Cape, that the plots on the north-west side must have their drainage toward the street on that side, and not across the plots situated behind them. And since the shortage of medium-sized and smaller houses here is so great that the rental prices for the same have risen excessively high to the distress of the community, so that necessity also demands that some plots be newly issued for the construction of houses, it was on this occasion, likewise upon the proposal of the aforementioned Lord Governor, approved and resolved to proceed herein to the greatest profit of the Honorable Company, by first selling publicly at the same time to the highest bidder one or two of the blocks of land still lying unbuilt, and to that end to have the same blocks likewise divided and mapped by the aforementioned commissioners, subject to further approval of this Council, into such plots as Their Honors shall judge most fit and suitable for such dwellings. To the Captain Lieutenant of the Artillery in the service of the English East India Company, George Ball, since—owing to the dangerous condition of the Danish ship Lucia Amarensia stranded here, on which he, along with a child in his care named William Morley, aged 10 years, and an Indian domestic named Jacq, was registered as a passenger—he may, upon paying the standard transport and board fees for himself as well as the said child and the domestic, continue his journey with the aforementioned ship 'T Slot ter Hoge. To the Soldier Johannes Schreuder, being incapacitated from performing his duties as a soldier any longer due to wounds sustained by the Bushmen Hottentots to his leg and the kick of a horse to his chest, and on the other hand having an elderly father here with whose maintenance he found himself burdened, to be discharged from the Company's service and granted burgher freedom on such terms as the High Commanding Lords Masters shall see fit to determine, in order to earn his living with butchery. To the ordinary seaman Coenraad Weijser, likewise to transfer from the Company's service into burgher freedom on the same terms, seeing that he had the misfortune, at a time when he was among the spectators of the garrison's exercises, of being injured in his left arm by a musket ball with which one of the fired firearms had erroneously been loaded, which arm has retained such stiffness as a result that it renders him utterly unable to perform any heavy work, and he on the other hand was in a position to earn his living by practicing his tailor's trade for the convenience of the inhabitants. Both out of dutiful consideration and to comply with the wishes of the Right Honourable Lords Seventeen, being urged to proceed to answering their High Mightinesses' very revered letter of 23 November last, it was resolved, after having accurately reviewed the same, that on the one hand their Right Honourable High Mightinesses shall be most humbly begged for forgiveness over the delay thereof, as manifold pressing duties and other writings which in our view had to take precedence have impeded this. What was reported regarding the commanding officer's negligent conduct in Saldanha Bay, without adducing the least reason for it, as well as regarding the manner of answering the questions posed in the year 1782 concerning the unloading of the aforementioned ships, the insufficient grounds adduced to excuse the disorders that occurred at that time, and the reasons adduced to excuse those who directed the measures taken for the security of the aforementioned ships lying in Saldanha Bay, is understood to be kept constantly in view, in order to serve us as a rule and guide to handle matters in the future with greater deliberation on certain grounds, and with the required exactitude. Regarding that which their Honors, the Right Honorable, have further been pleased to remark upon the negligence brought forward by us of the commanding officer on the hooker De Snelheid, which was also lying in Saldanha Bay at that time, in executing the order so clearly given to him to set fire to the said hooker, in order thereby, if not completely to prevent, that he was prosecuted by the Independent Fiscal and dismissed by the Court of Justice, having appealed that sentence to Batavia and being reinstated there, then at least to make it very difficult for the enemy to transport the aforementioned ships; when a detailed account was received by the Council here concerning the capture of four of the aforementioned ships by the enemy and the burning of the fifth, and it was thereupon resolved to place the same account in the hands of the Independent Fiscal in order to conduct an exact investigation into how far the officers of the ships had or had not answered to their duty, the said Fiscal was also naturally led to the discovery of the thoroughly punishable failure of the aforementioned commanding officer to set fire to the aforementioned hooker according to the order given to him, so that the enemy was able to recover the sails from it and employ them to transport the aforementioned four ships. That the said Independent Fiscal, having already been requested on the part of this Council to prosecute the officers of the said four ships before the Court of Justice here if they were found guilty, also could not bring himself to treat the case of the aforementioned commanding officer as connected with that of the other ship officers, and to proceed against him in that regard by criminal action without awaiting a new mandate from the Council for that purpose, as was then indeed performed by him, the Independent Fiscal; with the result that the aforementioned commanding officer, named Roelof Pietersen, was by sentence of the Court of Justice stripped of his rank and capacity that he held in the service of the Honorable Company, and declared unworthy and incapable of ever being employed again in the same service, with confiscation of all his earned and credited wages and condemnation in the costs of that trial. But that the said commanding officer Pieterze, having placed himself as appellant from that sentence to the Court of Justice in Batavia, this government was informed by missive from their Excellencies, the High Indian Government, dated 24 February 1784, that upon the written petition from the Court of Justice there, by sentence of 10 December 1783, which reinstated Roelof Pieterzen, former commanding officer on the hooker De Snelheid, their Excellencies had seen fit to allow his wages to continue again since the day they were written off here; but that regarding the requested resolution from the Honorable Company's treasury for the trial costs paid by him, the petitioner had been referred back to the repatriated Independent Fiscal, Master Willem Cornelis Boers, or his attorneys here to obtain the same, for which purpose the necessary recommendation was granted. That, however, no copy of the sentences has reached us in this regard up to now, nor has the said Pieterse appeared here since, but according to private rumors he died in Batavia. Their Noble Great Honours shall further be informed that the flute ship whose circumstance this concerned was the Hoop, which was stranded in the year 1784 near the projecting point of the Lion's Rump, having been sent from here to proceed to False Bay and there to take in the heavy pine beams which had to be brought hither from the ship De Vrede en Vrijheid, but could not be loaded into the ship Jagtrust, as we had the honour to inform Their Noble Great Honours in our humble letter of the 20th of June 1784; and that it sustained the misfortune of the leak, whereby the officers were forced to turn back, on which occasion the ship went ashore. While concerning the sick of the ship De Schelde reference will be made. to the preservation of which mortals the conduct of the ship's officers must contribute most, one shall, in order to introduce a rule in this regard, require the necessary information from Duminy. among these slaves mostly depends on the conduct of the ship's officers who have had the opportunity to learn the nature, constitution, way of life, and customary food of such people, just as we have had reason to rely on the directions in this regard from Captain Duminy, as has also subsequently appeared from the successful outcome of the next voyage, concerning which we had the honor to report in our humble dispatch of 4 March last, that the aforementioned sickness and great mortality on the previous voyage was accidentally caused by the infection before the embarkation; it having nevertheless been resolved, in order in future to be able to prescribe a suitable rule for the conservation or restoration of the health of the slaves, to require from the aforementioned Captain, the present Master of Equipage Duminy, as having the best experience in that trade, an accurate statement of all such means as he shall deem serviceable and proper to be ordered and put into effect to that end, so that when the present shortage of provisions may happily be restored, and to give orders to him as well as the Fiscal to conduct a proper investigation in future; report on the adduced reasons of the owners of Constantia concerning their wines, restored, and the slave trade can be undertaken again, such use may be made thereof as shall be deemed necessary and best; and therewith to order the Fiscal and Master of Equipage that, upon resumption of that trade and return of the vessel sent out for that purpose, they shall each time make a strict investigation into the cause and mortality among the slaves, and whether in all respects such and other suitable means have been observed and put into effect for their preservation as shall be prescribed for that purpose. Concerning the article of the Constantia wine, and in order to inform Her Right Honorable regarding how far the reasons adduced by the owners of the estates at Constantia, Hendrik Cloete and Nicolaas Colyn, appear acceptable to us, as well as dutifully to submit our considerations as to how, with respect to the requisitioning of the Constantia wines, it would be best to act for the greatest profit of the Honorable Company. It has been approved, regarding the first matter, to testify that we cannot admit that all that which has been brought forward by the first-mentioned owner Hendrik Cloete to his grievance is to be accepted in that broad sense as he has made it appear; although on the other hand it cannot be denied that when he, Cloete, became owner of the estate that constitutes the largest part of Constantia, because both buildings as well as vineyards and orchards had been very far neglected, he, by applying considerable costs, care, and trouble, has now brought that estate into a very advantageous state; and that truly the multitude of destructive insects to which the estates there are subject more than elsewhere, necessarily require that continually, even before the vineyard shows its first bud until the fruit is cut and brought into the winepress, a large number of slaves is required to search through them and thus protect the grape from their devastation; that possibly for the preparation of the Constantia wine, the grape requiring a greater and further considerations regarding the requisitioning of all or a part thereof for the Honorable Company, greater ripeness than that observed regarding all other wines here, this causes a lesser amount of liquid, which thus also brings about a great difference in the quantity of the wines; but that besides this it cannot be denied that, besides the mentioned Cloete, through the wealth and means that he possessed for that purpose, very few could have been found who would have been in a state to restore the said estate to the present condition; that the second mentioned, Nicolaas Colyn, or the owner of the smallest part of Constantia, is indeed in that situation as has been stated by him. That with respect to the second matter, we find ourselves obliged very respectfully to submit to Her Right Honorable that if the owners of Constantia were obliged to deliver all their wines or indeed the largest part thereof to the Company for the price set on the same, this this would involve both a hardship for them and a disadvantageous effect for the Honorable Company: the first because, since they purchased the estates for enormously high prices and must apply considerable costs both for the maintenance thereof and the equipment belonging thereto as well as the preparation and further treatment and care of the wines, beside the heavy interest which in the one case must be calculated on his capital invested therein, and in the other case must indeed still be paid, a price that is paid for those wines on behalf of the Company cannot be proportioned thereto; the more so since all foreign ships passing by here on their way to Europe use all kinds of flattering means to obtain those wines from the owners, and at the same time pay very high prices, which have now already risen to 80 piastres in sounding coin for the half-aam, white as well as red; which high prices the aforementioned then also consider as sweetening that which is paid to them on behalf of the Company, and therefore still willingly undergo the

And having to refer partly also to our just-mentioned humble missive in reply to that which Your Right Honorable Worships were pleased to remark concerning the goods received here which were requested in the Year 1783 by a separate memorandum—and regarding which goods the proceeds, so far as the sales thereof took place in the past Financial Year, were offered to Your Right Honorable Worships in that of 1 May last—the liberty will furthermore be taken to report thereunto very respectfully that, having conferred authorization upon the gentlemen Secunde Hacker and Senior Merchant Lesieur pursuant to our resolution of 29 March of last Year to sell those goods in one lot through a negotiation with private individuals to the greatest profit of the Honorable Company, since this could by no means succeed, it had to be further resolved on 28 April following to authorize the said gentleman Secunde as Chief Administrator to sell the said Company goods by public auction, which then has indeed already been disposed of on various occasions with the most marketable of various items thereof; but the remainder is still too large to be sold all at once without some considerable loss for the Honorable Company. And since it is indisputably true that at the time our Respectful missive of 12 June 1783 departed to Your Right Honorable Worships, such a shortage of all kinds of European wares existed here that various items thereof were sold with some Capital advance, and it was thought regarding such an opportunity that one should not be careless in making use thereof for the Interest of the Company; also proceeding from that principle in order, at a time when care had to be taken to provide this Colony with the required money or goods and to destroy the introduced paper currency again, to effectuate this not only in a harmless manner, but moreover in the most advantageous way for the Company; just as indeed would have happened if the goods requested at that time could have arrived here early enough, and against which the matter of the prices, with respect to which difficulty has since been encountered, would then also not have been able to cause any hindrance; but that since the foreign Nations also informed themselves accurately of this opportunity in that same period, and having entered into various agreements with various Inhabitants regarding the wares to be brought along, forestalled this through a sudden supply, and partly drew to themselves and partly brought into the purse of the Inhabitants the profits which had been envisioned for the Company through an immediate sale of the goods had they appeared early enough; while in the meantime, due to the multitude thereof, the Cape was as it were filled up, we think, under favorable correction, that to this alone is to be attributed the unfavorable outcome of a course of action with which one had otherwise flattered oneself to render an agreeable service to Your Right Honorable Worships for the interest of the Company; and we therefore hope that it may also please Your Right Honorable Worships graciously to view our conduct as such and to attribute the unfavorable outcome to the particular influence of the vicissitudes of fortune upon commerce. Indiasche Regeeringe op nieuw te versoeken dat daarop reguard genomen en aan de resp=ne Eijsschen van Houtwerken mag werden voldaan, ondertusschen dat om de voltooging van het gemelde Hospitaal niet verder te vertragen zodanigen middelen bij der hand genomen zyn als ons bevlogt van den 19 april laatstl: komt te dicteeren, gelyk meede hoe mij ook ropen, dat wanneer het kappen van Timmer en ander Hout in de Plettenbergsbaaij, waartoen men alle mogelyken pogingen aanwanden zal, mogt komen te succedeeren, nadien aldaar een Soort Hout gevonden werd het welk in duurzaamheid aan het hojaten hout gelyk is, naderland zeer veel van het sajatenhout, zal kunnen werden gemenageerd. Gelyk wwij reeds met zeer veel leedwezen uit het schryven van de Hage Indiaschen Regeeringen hebben moeten vernemen, het ongenoegen bij Hoogstdeselve opgegoot, borg over den Slegte en Sobere voldoeninge aan de respn: Eysschen van Taren, severt 'tIaar 1781 en wij ten dien belangen onsen verontschuldigingen 5 omt o mitsgd=s nog omtrent de ver„ „koop denselve 't nevenstaande berigt werden. — verontschuldigingen derwaards hebben voor„ gedragen, is verstaan ook die zelfde reedenen aan Haar Edele Hoog agtb: openteleggen in hope dat sulx nevens het geene dien aan„ gaande bij onse onderdanigen van den 19 april deezes Iaars over de zaken van dit gouvernement zeer nedrig hebben vertoond ook by Hoogst, deselve ter onsere verontschuldiging zal mogen werden genomen. — En ons ook tot evengem: onse onderdanige gedeeltelyk moetende refereeren ter b'antwoor dingen van het geene haar wel Edele hoog agtb: omtrent de alhier ontfangen goederen die in den Iare 1783 by eene afsonderlyke memorie waren gevraagd geworden, hebben gelieven aantemerken, en ten belangen van welke goedern, het rendement voor zo verren de verkopingen derselve in het af„ gelopsen Boekjaar is geschied bij die van den 1 Maij laatstl: Haar wel Edele Hoog agtb:s aangeboden is, zal verders de vryheid werden genomen, daarbij nog zeer respectieuselyk te beregden dat wij ingevolge ons besluyt van den 29 Maart des voorleeden Iaars bij eene verleende qualificatien op de heeren Lecende Hacker en oppercoopman Lesieur gebragt hebbende, door een onder handeling met particulieren die goederen 2 Retal: van de readenen en op wat deren in overgem Iaar à ee„ daar. — ten meesten profeyte der EComp: in eene massa te verhopen, dewijl sulx geensints heeft mogen reuseeren, op den 28 april daaraan nader besloten heeft moeten werden, gemelde heer Secunde al Hoofdadministra „teur te qualificeeren om de gem: goederen Comp: wegen p:r publicquen vendutie te mogen verkopen, het geen dan ook reeds op diffrenten reysen, bij de bequaamste van onderscheijdenen articuls denselve, van de hand is geset geworden dog het resteerende nog te groot is, om eens„ klaps buiten eenige merkelyke schade voor d'ECompagnie te kunnen werden verkogt. — Ondertusschen dat men omtrent deselve en wel voornamentlyk de wolle manufactuuren op ginstiger tyden blyvende wagten, alle mo„ gelyke voorzorgen gebruikt om die goederen voor de slot en ander bederf te preserveeren. — En nadien het buiten tegenspraak waar gronden den Eexch van die goe is, dat ten tyde onse Eerbiedigen van den 12 Junij 1783 aan Haar wel Edele hoog agtb: is afgegaan, alhier een sodanig gebruik aan allerleij Europeesche waren heeft plaats gehad, dat onderscheidene articulen daarvan met eenige Capitalen advans verkogt wierden en m meende meende omtrent eene zodanige geleegendheid met agteloos te moeten zyn om daarvan voor den Interest der Maatschappij gebruik te maken ook uit dat grond beginzel te werk is gegaan „ om in een tyd dat gesorgd moest werden, om deeze Colonie van het benodigd geld of goed te voorsien ende ingevoerden papiere munten weder te vernietigen, sulx te Ettectueeren niet slegts op eene schaadeloosen maar daar en boven op de meest voordeeligste wijze voor d' Comp: gelyk ook waarlyk gescheied zouden zin, indien de als toen gevraagde goederen tydien genoeg alhier hadden kunnen aankomen ƒ ƒ en waar tegen als dan ook geen hinder zoude hebben kunnen toebrengen het stuk der prysen, ten opsigten van welke men zedert de swarigheid ontmoet heeft Maar dat nadien de vreemde Natien zig van deese gelegendheid in hetselve tijd„ stix meede nauwkeurig g'informeerd, en omtrent de meeden te brengenen waren met deeze en geene de Ingeseetenen onder„ scheyden accoorden aangegaan hebbende door eenen schielyken aanbreng daar in voorgekomen zyn, en de winsten welken men door eenen dadelyken verkoop decaart van de grond van 't nieuwe Hospitaat aan de hoog Edele heeren Meesters overteztonden verkoop der goederen, wanneer die tydigh genoeg waren komen te verscheenen voor de Comp:e beoogd had, deels na zig getrokken en deels in de beurs der Ingeseetene gebragt hebben; terwijl middelerwijl door de menigten daarvan, de Caab als opgevuld wierd wij on„ der gunstige verbetering menen dat daaraan dan ook alleen toeteschryven is, den verkeerde uitslag eenen handelwyze, met dewelke men zig andersints gevleyd had, haar wel Edele Hoog Agtb: voor het belang de Maatschappij, eenen aangenomen dienst te zullen toebrengen, en wij mits dien hopen, dat het haar wel Edele Hoog agtb=s ook zal mogen behagen, ons gedrag gracieuselyk als zodanig te beschouwen en den verkeerden uitslag toe te schryven aan den bysonderen invloed der wisselval„ ligheeden van 't geluk op den knoephandel. — Dat thans meede zeer nedrig om ver„ schoning zal werden gebeden wegens het gepleegd versuim in de eerderen oversending van het plan der grond, van het mits dies volkomene bouwvalligheid te afbreuk verhogten oude Hospitaal, ende vryheid Genomen
