families, the good harmony existing until now without interruption may continue to be preserved; and should this come to pass, as is to be hoped for the reasons alleged, I then also deem that I may flatter myself, through a favorable disposition of their Honors, the High and Mighty Lords, with being replaced before long upon the seat which I have now been ordered to vacate; to which end I most respectfully implore the well-meaning cooperation and powerful recommendation of Your Honors, the Right Honorable, to the frequently mentioned respective Lords Directors. For the rest, I cannot omit to testify in all sincerity to Your Honors, the Right Honorable, my sensible grief that the Lords of the Direction, being highly displeased regarding my promotion to Member of this Council, understand as if such had been done by Your Honors, the Right Honorable, without necessity. Yet, in order to make the contrary thereof manifest to their Honors, the High and Mighty Lords, I find myself necessitated and obliged in that regard to declare in full Council that, far from that, the Right Honorable Lord Governor principally, not once but repeatedly, made known and seriously declared to me that if, among the qualified servants of the Reformed Religion at that time, there had been found anyone who could have laid claim to the vacant Council seat with an equal right, whether by virtue of long and proven services or superior abilities, His Honor, dutifully executing the venerated orders of the Lords Majors, would surely and firmly have preferred him to me; and since I am moreover also aware that the other Honorable Members of the Council, who at that time constituted the body of the Government, were of the same sentiment, and that there had also further been taken into consideration that by this step the peace and unity in this country, upon which, especially in the present circumstances of the times, so much depended, would be very considerably promoted, it notoriously follows from this that Your Honors, the Right Honorable, did not have the least thought of deviating from the aforesaid high order except for convincing reasons. And herewith taking my departure from this Honorable Council, I once again testify to Your Honors, the Right Honorable, my sincerest and most humble gratitude for the favorable consideration which Your Honors, the Right Honorable, so rightfully as well as equitably, and without prejudicing or curtailing anyone thereby, were pleased to take of my person, with the most heartfelt and no less fervent wishes that it may please God, the supreme ruler of all, ever to abide with Your Honors, the Right Honorable, with His enlightening grace, to the end that Your Honors, the Right Honorable, through this Divine support, may find yourselves more and more enabled praiseworthily to direct and decide all the arduous and worrisome matters which daily occur without cessation in this Government, to the general benefit and to the welfare of the Church of this land; humbly requesting at the same time that Your Honors, the Right Honorable, may be so good as to have this Memorial inserted into today's Resolution, and subsequently transmitted to the High and Mighty Lords Masters in the Fatherland, so that their High Mightinesses may thereby be further informed regarding myself that I have always applied myself to be found worthy of the precious favor of their Honors, the High and Mighty Lords, wherefore I shall also spare no effort in fulfilling my further services in all faithfulness. Having deliberated thereon, it was judged that the request made therein could not be rejected, and that accordingly the said Memorial, besides the aforesaid insertion into this Resolution, should also be sent over in copy to the High and Mighty Lords Majors. There being further appointed as President in the aforesaid College of Commissioners, the fellow member of this assembly, Mr. Oloff Godlieb de Wet. And it was furthermore taken into consideration that whereas the Right Honorable and High Mighty Lords Masters, having not only been pleased to make further known their disapproval regarding the aforesaid Neethling as Member of the Council of Justice, but also their absolute will and intention concerning the persuasion to which alone the persons forming that Council must belong, and that it also naturally follows from this that at the said Council of Justice, the Pay-Bookkeeper Clement Matthiessen Junior and the Burgher Councillor Johannes Matthias Bletterman, both being members of the Lutheran congregation, and who were subsequently appointed as members of the said Council on the 19th of September and the 27th of December of the past year respectively, for reasons made known in the resolutions then taken, can also no longer retain a seat; Wherefore, in obedient compliance with the highly venerated orders of the most said Lords Masters, the aforesaid Neethling, Matthiessen, and Bletterman are discharged from their further session on the said Council of Justice, they as well as the aforementioned Neethling being granted the rank of former members thereof.

Written declaration of the junior merchant Egbertus Bergh concerning his sentiments on the matter of religion. undertake, and for which moreover his continuous official duties would leave no time: While with regard to the aforesaid Egbertus Bergh, the Governor having examined, prior to being able to propose him, which religion he might adhere to, it was attested by His Honour that on that subject, after a verbal declaration made by the said Bergh, the latter, upon His Honour's request to declare himself on this matter in writing, had addressed to His Honour a response, reading: Cornelis Jacob van de Graaf, Governor and Director of Cabo de Goede Hoop and the jurisdiction thereof, etc. etc. etc. To the Right Honourable, Respected Sir. Right Honourable, Respected Sir, Having been honoured this afternoon with a missive from Your Right Honourable Respected Sir, stating in substance that whereas, in accordance with the orders of the Lords Majors, a promotion of new members to the Council of Justice will take place, and that my person would certainly come into consideration for this, had it not appeared to Your Right Honourable Respected Sir from the oral conference which Your Right Honourable Respected Sir was pleased to hold with me on that subject, that although I have made no public profession of any religion, my sentiments in this matter were nevertheless more in accordance with the Lutheran doctrine than with that of the predominant Church, and I thus also fell within the terms such that the aforesaid order of the Lords Masters also applied to me, with the desire that I should further declare my opinion and intention in this regard in writing to Your Right Honourable Respected Sir; I take the liberty, after having most humbly expressed to Your Right Honourable Respected Sir my dutiful thanks for the honour enjoyed in this matter, to reply hereby most submissively that, repeating what I have already told Your Right Honourable Respected Sir by word of mouth, I must declare my sentiments on the matter of religion to be in conformity with the Augsburg Confession to such an extent that, were I forced to make an immediate confession, I would not hesitate for a moment to embrace the Lutheran doctrine. Yet since these principles, on which I build my happiness hereafter, are so directly in conflict with my temporal and worldly interest that, if the aforesaid order of the Lords Majors were not most graciously interpreted by the government in my favour in such a manner that the same shall only apply with regard to the actual acquisition of a seat in the respective colleges, I would entirely have to abandon all hope of further advancing my fortune, because no zeal, no loyalty, nor devotion to the master's service could, for the aforesaid reason, ever again be taken into any consideration in my respect; I therefore most humbly pray Your Right Honourable Respected Sir so to direct the matter in the Council that, if the intention of the Lords Majors can allow this interpretation, it may also be given to it, and consequently, if in the present upcoming promotion, servants who follow after me in seniority in the service should be promoted to members of Justice, there may then also be granted to me the title of Merchant with rank next to that master who currently sits as the most junior member among the Company's servants in the aforesaid Council, so that I may thereby obtain the opportunity, according to the satisfaction I shall further give, also successively in my turn to be able to push forward my advancement. I base this request, Right Honourable Sir, on the services rendered to the Company by my ancestors since the founding of this Colony; for more than a century, after having passed through the subordinate ranks, they have helped govern this Colony as members of the Government in a manner that, as the authentic proofs thereof are at hand, has enjoyed the approval of their respective masters; but above all on those of my late father. It is known that, through the performance of the duties of his weighty office, he had almost no earthly enjoyment of his life; the confusion in which his domestic affairs were found after his death, and still are, provides speaking proof that his entire lifetime was dedicated to the Company; also on my own, Right Honourable Respected Sir! It is true, I have not served the Company longer than fourteen years, and of those, as the circumstances of the times were most unfortunate for me, the first twelve only as a clerk in the Political Secretariat; yet I dare safely appeal to the testimony of the government itself, and especially of those to whom I have been subordinate, that it has always been with as much zeal and application as I might be capable of doing, especially now that through the goodness of Your Right Honourable Respected Sir and the Council I have been placed in a position to tread in the footsteps of my ancestors. Nevertheless, it might be that, since the above-mentioned orders of the Gentlemen Masters are not susceptible to any interpretations, my petition would also find no acceptance with the Council. In this case, Right Honorable, Noble Sir, I most humbly request that I may not only be permitted to transmit to the Netherlands, under the Company's papers, a most humble petition to their Right Honorable, Highly Esteemed, the Gentlemen Directors assembled in the Meeting of Seventeen, for the purpose aforesaid, but that this request may also then be supported by a favorable letter of recommendation from the government here. Herewith, after having prayed for the blessing of the Almighty upon your Right Honorable, Noble person and government, I have the honor to call myself, with the deepest respect: Signed: Right Honorable, Noble Sir, Your Right Honorable, Noble's most humble and most obedient servant, was signed: C Bergh. Thus the stipulation which one now has to observe causes no small concern in the election of capable members to the aforesaid Council of Justice, whereas on the other hand one finds the cost-saving for the Company so earnestly recommended by the High-Commanding Gentlemen Masters, and the promotion of members in the said Council from among persons not holding the qualification of Junior Merchant would entail a new objection, because such persons would not fail to aspire to the aforesaid qualification of Junior Merchant with the rank of Merchant, as has been granted by their Right Honorable, Highly Esteemed to the members of the aforesaid Council, since it would be very improper to let someone hold a seat in the Council under a lesser rank than the other members hold. Appointment of the Private Secretary Carel Mappa as Member of the Council of Justice. However, taking into consideration that, regarding the Private Secretary to the Governor, Carel Mappa, a favorable disposition toward his promotion to Junior Merchant may well be hoped for and expected from the aforementioned Gentlemen Masters upon his request made under favorable recommendation of this Council, and from the proofs of ability in the service given by him thus far, it is to be expected that he will be a useful member of the said Council of Justice. So it has also been approved, subject to favorable approval of their aforementioned Right Honorable, Highly Esteemed, for the present to appoint the aforesaid Private Secretary Mappa as Member of Justice with the rank pertaining thereto. While furthermore into consideration has been taken the request made by the Junior Merchant and Storekeeper Egbertus Bergh in his aforesaid letter, tending to obtain, on account of the reasons adduced, and in view of the fact that no seat in the Council of Justice can be granted to him, the title of Merchant with the rank next to the one who presently has a seat as the most junior member among the Company's servants in the said Council; upon which it has been understood that, if this were complied with, and similar requests were also to be made by the other Junior Merchants who likewise on account of the aforesaid alleged impediments could not become members of the said Court of Justice, such could then not be refused to them and also in the future to others in similar cases with any appearance of equity, and that thereby that degree of distinction would be removed which has been specially granted to the Members of the aforesaid Council by the Gentlemen Major for wise reasons; for which reason it has also been understood that such a favor depends solely on the disposition of the aforementioned Gentlemen Masters, when their Right Honorable, Highly Esteemed shall be pleased to take into consideration the grounds upon which the said Bergh founds his request, and that therefore this Council cannot enter into the said request; nevertheless, the repeatedly mentioned E Bergh is permitted to transmit his petition for that purpose to their Right Honorable, Highly Esteemed under the Company's papers, in order that this request may then be accompanied by favorable recommendations of this Council. with orders in the meantime to make the necessary provision for the administration of that post, Captain Voltelen is qualified to perform it, and their Honours have decided to appoint another person to that post, and to do so on a further occasion, with orders that in the meantime the necessary provision shall be made for the proper administration of that post; thus, in dutiful obedience thereto, Francois du Ming is discharged from the office of Master of the Equipage, and until the person who shall be nominated and appointed thereto by their Worshipful Excellencies shall have arrived at this place, in order to perform the said office pro interim, the Sea Captain Jan Arnout Voltelen, who is provisionally staying here, is commissioned and qualified to discharge that office provisionally, whose discontinued salary shall accordingly run again from today. The highly esteemed Lords Majores, having likewise given notice to this Government by the aforesaid much revered Dispatch, that having obtained his discharge from the service, which was however contrary to his Reverence's intention and purpose, that upon the request made thereto by the well-esteemed Minister here, Jan Pieter Serrurier, their Worshipful Excellencies have seen fit to discharge his Reverence from the Company's service while retaining his rank, with an accompanying order to accept into the Company's treasury, by bill of exchange to the Mother Country, the funds of the said Reverend Minister Serrurier, amounting to between f 150,000 and f 200,000, within the period of two years or in such terms as we shall judge reasonable and fair according to the circumstances of matters. To which end, by the said Reverend Minister Serrurier, with the addition of an Extract from the Resolution of the High and Noble Lords Seventeen dated 22 December 1786, covering the aforesaid instructions received concerning his Reverence, requests therefore to be allowed to continue in his service as before. Which reasons have given cause for the said discharge. And taking into consideration, on the one hand, that nothing else can be inferred than that the discharge granted to the aforesaid Reverend Minister Serrurier is purely and solely based on the request made on his behalf, which request, however, occurred contrary to the intention his Reverence had; and on the other hand that his Reverence, during an extraordinarily long service in the ministry at this capital place, both through an altogether exemplary conduct and through the zealous execution of his calling, has given the most outstanding tokens of a complete dedication to the edification of the congregation, and that from such dedication on his Reverence's side and the love and respect which thereby has also been returned to his Reverence from the side of the congregation, more and more the desired fruits can be hoped and expected from the continuation of his labor; without even the slightest objection having arisen or being known for which one might desire that his post here should be filled by another. of that specie in this Country, at that time very rare, had rendered them not a little suspect of having lent a hand in one way or another to the theft of that chest, to which later a third and a fourth were added: that upon closer, careful investigation into this entirely arduous and obscure matter, so many vehement, pregnant, and probable indications nonetheless came to manifest themselves against three of them, that since they, notwithstanding all the strong proofs, could not be brought to any voluntary confession, but sought to save themselves with all manner of far-fetched and futile evasions, the undersigned on legal grounds deemed it permissible to proceed against them to a sharper examination: which claim the Council of Justice granted to such an extent that they were put to a certain degree of torture. But since these delinquents persisted in their obstinate denial, and the full execution of that claim, pursuant to the further decision of the aforementioned Council, was suspended until further indications should have been obtained, the undersigned, in the absence of others that seemed to him sufficiently qualified to claim for torture, found himself compelled—since this matter appeared to him to be so constituted that in time discoveries might arise that could bring it into fuller daylight—to apply by memorial to the aforementioned Council with the request that the aforesaid three prisoners might, for the aforesaid purpose, remain confined on Robben Island: while the fourth, by resolution of the aforementioned Council, has been sent to Batavia. And whereas in the beginning of the past year, when it had been discovered that someone had attempted by means of a false key to open the front door of the Company's small money safe, but this undertaking having failed, the key had remained stuck in the lock, the Lord Governor had then immediately given orders to place, in addition to a sentinel who, stationed by the inner gate of the Castle, kept watch both over the small money safe and over the storehouse in which the money chests from the Company's ships are stored, another sentry intentionally before the adjacent doors of both these rooms, further provision has been made in that regard and the accompanying order established; yet, notwithstanding these precautions taken, it is found that, most likely through the corruption of both these sentinels and the employment of false keys, the theft of the chest with Mexicans was accomplished, although immediately after the discovery of this theft, the aforesaid money storehouse having been examined by the Lord Governor and Members of the Council in person, nothing could be detected on either of the locks of the door thereof; Thus, in order further to obstruct and prevent similar theft, it was deemed best to have an inner door constructed on the money storehouse, fitted with a sufficient lock and a padlock, as well as to have the lock of the outer door altered, changing the padlock currently used on it, as well as to order thereby that, just as the money chests by two commissioners, both also remain obliged to be present at the storing away of such chests, and the locking of the aforesaid storehouse, so also the inner door subsequently will have to be sealed by them each time, after which one of these two commissioners will have to keep under his care the key to the fixed lock of the inner door, and that of the padlock of the outer door, while with the other commissioner will rest the key to the padlock of the inner door and that of the fixed lock of the front door, as well as that the commissioners regarding the bringing ashore and storing away, as well as at the reshipment of the money chests, will have to deliver their report in writing both to the Lord Governor and to the Lord Chief Administrator, so that it may thus also be verified with greater ease whether in this regard the aforesaid established order has been observed and complied with in all respects, to the end that the commissioners may be held fully accountable in case any harm concerning the aforesaid money chests should arise through their neglect. However, some remarks having been made by the same regarding the declaration of Lieutenant van den Bogaard and the failure to bring the aforementioned Swart to trial, the ship 't Zeepaard having, insofar as concerns the measures taken for the preservation of good order and peace on that vessel, enforcing obedience to the commander Stuur appointed over it, in transmitting the collected documents to the High Indian Government, except that it was indeed desired by the very same to also receive the declaration given by Lieutenant van den Bogaard and other officers of that ship in favor of the said Captain Swart: that it was also not beyond Their Honorable High Mightinesses' observation that the said Captain Swart, according to his letter, had spent 40 days here without being brought to trial, and that the very same trust that both the said Lieutenant van den Bogaard and the Boatswain and Boatswain's Mate of the aforementioned vessel would since the alongside-mentioned report will thereupon be supplied would have since been brought to trial here, with added observations concerning the extremely punishable conduct of the last-mentioned. Thus it has been approved to transmit nonetheless to Their Honorable High Mightinesses a copy of the aforementioned declaration of Lieutenant van den Bogaard alongside other petty officers and some common sailors granted in favor of the said Captain Swart, with the addition that, on the one hand, the manner in which one had been informed that this declaration was obtained by the said Captain Swart, and in particular the conduct of the aforementioned first signatory of the declaration alongside the obstinate partiality of the same as well as of the fellow prominent signatory, the said Boatswain Gerrit van Os and Boatswain's Mate Hendrik Toggel, and on the other hand the strong conviction that the said Captain Swart, entirely contrary to that declaration, had exceeded his bounds in the disciplinary punishments administered, at least in the manner thereof, caused little trust to be placed in the validity of the same, and why the declaration was also not held in such esteem as to be transmitted to Their Honorable High Mightinesses, although the same in original accompanied the remaining documents which, concerning that matter, were sent to the High Indian Government: Adding thereto that Their Honorable High Mightinesses shall be informed that the aforementioned vessel the Zeepaard was at that time lying in False Bay, from where the officers could not be summoned to the Cape to hold the necessary judicial inquests without ship service being neglected thereby and the ship the ship would have been delayed, the judicial detailed investigation of that matter and the bringing to trial of Captain Swart during his presence of 40 days here, consequently, and moreover, was further hindered, given that the aforementioned Fiscal Mr. Serrurier having passed away two days before the arrival of the said vessel, the adjunct acting at the time in the fiscal's office could not proceed to False Bay for that purpose, as his person was required here at the same time. and to demand of the Head Administrator the drawing up of an account regarding the costs of the slaves traded at Mosambigue compared to those of Madagascar, seems to have had to prevent that trade; as well as furthermore upon that which appears by the following paragraphs 13, 14, 15, 16 and 17, which, with respect to the slave trade at Madagascar and Mosambicque as well as in regard to the navigation under the flag and the passport of the Portuguese, must serve for the elucidation of Your Right Honourable Great Respectabilities, it was deemed best to require of the said Sea Captain du Minij, who was employed in that trade and possesses the most knowledge and experience thereof, a detailed report with the considerations which he shall find capable of serving the matter, While the Head Administrator Johannes Isaac Rhenius was demanded to effect the drawing up of such an account, arranged in a merchant's manner, as must serve, which reports and accounts, having arrived, will be dispatched to the Lords Majors and thereby the very same will be given notice regarding the difference in prices of the purchased slaves from the ships le Telemacque and l'Estrella d'Afrique, must not only serve to show how much the slaves traded at Mosambicque cost the Honourable Company, but also to make a comparison of the costs which the Company in like manner calculatedly bore at the importation of the slaves from Madagascar: in order herewith, with the addition of the further necessary considerations of this Council, to be able to answer the points proposed by Your Right Honourable Great Respectabilities in the said paragraphs 12 through 20. And with regard to the difference in the prices of the slaves who were purchased from the French ship le Telemacque and the Portuguese ship l'Estrella d'Afrique, it shall be most submissively reported to Your Right Honourable Great Respectabilities that, although from the sort of slaves of which the one and the other of those two cargoes consisted a preferable distinction was to be found, the said difference was caused as well because the slaves of Le Telemacque were for the most part ill and had lost their outward appearance, and it was consequently not judged advisable to purchase the entire cargo nor even the largest lot thereof, for which one had moreover so much the more reason, seeing that shortly before the cargo of d'Estrella d'Afrique had been purchased and again disposed of, the sale of a multitude of slaves in such a short space of time could very easily cause the price of the same to fall in such a manner that one would have been left stranded with a portion of them, who, as generally happens with the slaves being brought in before they have become accustomed to this climate, the pleasure taken by Your Noble Great Respectabilities in the measures for garrisoning the remote bays are very subject to mortality: wherefore then from that cargo only the healthy, young, robust and most presentable ones having been selected, which the Captain would part with at no lesser price than that of 120 Spanish dollars each, one on account of the said reasons found such a price altogether reasonable, as among these selected slaves there was not a single one on whom no profit was anticipated, while the Captain, having to retain the remainder, had much loss to expect, just as of the remainder daily died here since, and very few only have survived. It shall further be testified to Your Right Honourable Great Respectabilities that it served this Government as a great honour, the pleasure which the very same were pleased to take in the measures taken here, and likewise the confidence which the very same place in the Governor concerning the defense establishment here, has always served this government as a great honour, both in order to obtain information with the requisite speed concerning all that might occur along the eastern coast, and for the garrisoning of the four bays extending thither, which had been completely destitute of guards. enjoy, furthermore also attentively deliberated, as well as taken into further consideration the objections which in this regard already arose at the meeting of 14 June of last year, and which, alongside the method that was then deemed best to secure that branch of the Company's trade for it, we took the liberty to propose to Their Right Honorables in Paragraphs 14 through 19 of our Respectful Letters dated 1 July of the same year. And it has been found that for the present no other or better means can be devised for that purpose, and that one will therefore respectfully have to abide by the same proposal. Their Right Honorables, furthermore in sections 44 and 45 regarding the proceedings held against those guilty of the committed beach robbery concerning the Danish ship Nicobas, having been pleased to indicate that one ought not to have neglected to report what the outcome of the said proceedings had been, forgiveness will be most respectfully requested for the neglect committed therein, as being caused by the fact that one has for the present remained unable to add thereto a dutiful notice regarding the consequences which the appeal lodged by Jacob van Reenen, who was also involved in that matter, against the sentence passed against him by the Court of Justice here, has had; there shall therefore be retrieved from the Judicial Secretariat and sent to Their Right Honorables copies of the proceedings and the documents belonging thereto, as well as the sentences passed both against the said Jacob van Reenen and the other accomplices in the aforementioned matter: with the addition that notwithstanding the aforementioned appeal lodged by the said Jacob van Reenen, the same is secured under the terms of the sentence passed against him here, and furthermore also remains deprived of all civic honors. concerning the navigation of the North Americans to deliver the received orders to the Fiscal Office to work against it, from which those of the ships have been separated, which arrangements have met with the approval of their Honorable High Mightinesses. And it was thought fit to have delivered to the Fiscal pro interim, Gabriel Faber, an extract from the abovementioned letter of their Honorable High Mightinesses concerning the navigation of the North Americans, with the addition of the report given by the same to their High Mightinesses regarding that subject, to the end that the Fiscal Office may be in every way watchful that, upon the appearance of ships of that nation at this corner, nothing will be done contrary to the clearly evident purpose of their Honorable High Mightinesses resulting from the aforementioned report. Wherewith the same shall most humbly be requested favorably, first, to request that favorable regard be given to the circumstances by which one was forced to enter into an agreement with one of that nation, under the representation of the distressing circumstances in which one found oneself at the time, and to the Lord Majors to be pleased to have favorable regard for the circumstances which forced us to take recourse to such a measure as was capable of saving this Colony from that extreme distress which was so close at hand, that no time was left to be able to hope for or expect any relief from the Fatherland; and that although the agreement entered into with the North American was not followed by any success, fortunately some assistance was nevertheless obtained just in time from the Island of Mauritius and likewise from Batavia, without which certainly the most lamentable consequences would have arisen from the lack of bread in this Colony and especially among the garrison; whereby, by the arrival here of the two hundred Lasts of wheat sent by the favorable and fatherly care of their Honorable High Mightinesses—acknowledged by us once again with the most heartfelt expression of gratitude—when one had been obliged to take those measures of which notice has already been given to their Honorable High Mightinesses, a harvest of the new grain crop had already long since taken place and the scarcity had disappeared; so that experience, as in earlier times, has now once again taught that the time which must elapse before the news of the shortage is brought to the Fatherland, and from there some relief can then still be expected, is too long for one to have been able to take recourse thither as in earlier times; which consideration has caused the Government here, under the approval of their Honorable High Mightinesses, to take such measures as we had the honor to report in previous humble dispatches, and by which measures the prevention of the export of grain is for the present still continued until one shall first have attained that intended stock in the Company's warehouses, whereby the Colony, in the event of an unexpected crop failure, can be kept out of danger of a shortage of the most necessary provision of life. from Her Right Honourable, touched upon that matter and submitted to this council for consideration, their highest intention having been understood as to what could serve to the relief of the Honourable Company. Upon the further consideration, how Her Right Honourable willingness to accommodate as far as possible the persons who find themselves in such circumstances as the aforementioned petitioners seemed to be in, ought not to result in too great a burden for the Company treasury in this country. How, furthermore, in proportion to the large size of the capital sums offered for deposit into the treasury, it is all the more equitable that the terms for the payment and disbursement in the Fatherland of the money accepted into the treasury be prolonged as much as possible, and how, under the benefit of such prolongation, such capital sums may, with proper management, serve in more than one respect for the benefit and substantial relief of the Honourable Company; for which reason Her Right Honourable was pleased to present the said considerations to us, in order to give the requisite heed thereto. Provided and furthermore having been understood by Her Right Honourable that the satisfaction of the demand for specie for this government could, without inconvenience to us, remain postponed for the present. From the combination of these intentions and dispositions of Her Right Honourable, it is understood, on the one hand, that they are confident that from the capital sums received here into the Company treasury by bill of exchange, relief could also be found for the Company at this place through good management, and on the other hand, that from such money counted into the treasury the inconvenience might be remedied into which one might fall through the demand for specie remaining unsatisfied. With indication of the means by which advantage could be found. However, having taken into consideration that the money received into the Company treasury on bills of exchange drawn on the Fatherland consists solely of the paper currencies introduced during the war and still circulating, and that this money is of no value outside the country, the benefit therefrom would therefore have to be sought here in this Country. That the only means by which alone such an advantage could be found would consist in this: that a considerable capital thereof be lent out to the inhabitants at the customary interest at this place of six per cent per annum. That one has indeed repeatedly considered this, especially when, during these penniless times and circumstances, several inhabitants have come to request money at interest. Then also the objection against it. Yet that it has come into consideration how, by means of putting out a large sum of paper money at interest, its value at which it has hitherto been maintained would ultimately have to be lost, because it would open a wide door through which luxury could be fed at the expense of the Company; the great levity that already prevails among most inhabitants to incur debts would increase even further and would also bring about that the Company in the end would only come to accumulate bonds payable by the inhabitants, while providing a means by which considerable capital sums could in the long run be remitted to the Fatherland on bills of exchange into the Company treasury; and that however much it would then appear as if only paper currencies had been advanced for the said bonds, the payments that were then to follow on the bills of exchange would nevertheless cause those same bonds to exist against nothing other than real, disbursed specie. That, in addition, the vigilance to which the Government always finds itself obliged in order to preserve the prosperity of the inhabitants would mostly restrain it from applying executions against defaulting debtors, and among the debtors a detachment and indifference to the continuation of the possession of this establishment for the Company might easily arise. In that happy prospect, however, that with the durability of the peace, one will not fail to manage with the paper money. Having therefore still always been restrained by these and other considerations and dangerous prospects from making use of the aforesaid means to derive an advantage from the paper currencies, nay, even if it were with other moneys: Thus it has been deemed necessary to give Her Right Honourable respectful report and overture of this; with the further addition now that one still continues in that happy prospect that as long as the peace may remain lasting (now that, through the stamped cardboard to be introduced shortly in exchange for the circulating paper currencies, a greater reassurance among the inhabitants against their counterfeiting can also be brought about), this government will also be able to manage very well with the paper money, provided that annually only

however, that in an unforeseen difficulty could arise in preserving the circulating paper currency at its value, only a certain sum of payment money may be added, and that in addition the possibility remains of making use of the said paper currency for counting into the Company's treasury upon assignment. However, one cannot fail to bring very respectfully to the attention of Their Right Honourables how easily, in the event of an unforeseen rupture, when no possibility could be found to provide this government with cash money, very great difficulty and trouble could arise in preserving the circulating paper currency at its value, or at least in adding new currency thereto; and that such a prospect alone makes it of the utmost necessity to have a supply of cash money on hand here against all such unforeseen circumstances. A sum of one million Dutch guilders being determined for this purpose. In order not to let that capital remain interest-free, a similar sum in paper currency was further invested. To have on hand. That although the size of such a necessary supply cannot well be determined, yet if the sum of one million Dutch guilders were set for it, the lying idle and interest-free of such a capital would certainly create a new grievance; but that in order to find an appropriate compensation for this, a similar sum of paper currency could be issued again among the inhabitants at the said interest rate of 6 percent, which sum, if not increased thereafter, would not bring about the detrimental consequences on interest that, as was said before, the investment of paper money avoids; because the circulating capital among the inhabitants is not large enough to alleviate the general distress in circulation and daily commerce. Under sufficient mortgages and securities, the matter will be submitted for further consideration and disposal by Their Right Honourables. One will reflect further upon the prolongation of the terms of payment of the assignments. To cause to cease: provided that in the investment of the capital that close care is observed which the money-managing boards and capitalists employ, namely, to require sufficient mortgage and locally housed and well-propertied guarantors as security for the capital and interest. Regarding this, our aforesaid considerations will be laid before Their Right Honourables, to the end that they, through wiser and better insights regarding these matters, may take such disposals and establish such orders as shall be found to be best and most advisable. While for the rest it has been judged necessary that one will reflect further on the manner in which, in accordance with the aforesaid intention and aim of Their Right Honourables, action can most appropriately be taken regarding To employ the two distilling kettles mentioned alongside for the use of the Hospital. prolonging the terms for the payment and disbursement in the Fatherland of the money that shall be counted into the Company's treasury here upon assignment. It being subsequently stated by the Chief Administrator Johannes Isaac Rhenius that, since the two distilling kettles that must serve for use in the Hospital are entirely worn out, and two new ones would therefore need to be manufactured for that purpose, unless it should be deemed better to supply for that purpose two suitable kettles from those sent hither from the Fatherland for sale, it was, in consideration of the fact that the said sent-out distilling kettles could not yet be sold with any profit, therefore judged best to employ two of them, the size of half an aam of liquid each, for the service of the aforesaid hospital. The church council of Stellenbosch requesting to be permitted to hold a collection for church buildings to offset the costs of repairing them, this was granted under the condition mentioned alongside. After which consideration was given to the request made by petition by the church council of Stellenbosch, tending to the effect that to offset the costs which must necessarily be applied to the renewal and repair of some church buildings, and for which there is as yet no suitable fund on hand in their treasury, nor could the necessary support be obtained from the church at this main place, to be permitted therefore to apply a collection among the Stellenbosch congregation. The members of Justice, both Company and burgher representatives, currently being obliged to attend to all judicial commissions equally, shall nevertheless, for such commissions as mentioned aside, only have appointed such servants as the Honorable Governor shall choose to select, being composed of burghers as well as Company servants; and that consequently, since the members from the same attend equally to all judicial commissions, and formerly under such commissions were also included those which were attended to by Company servants being members of Justice and which directly related to the domestic affairs of this Government; so, since this can no longer suitably take place in that manner, it is upon the proposal of the Lord Governor approved and understood that henceforth, for matters having their direct relation to the household of the Government or of the Company in particular, and not being purposely judicial, all such servants shall be appointed as the aforementioned Lord Governor shall come to appoint and commission as most suitable and capable for that purpose. The Lord Governor having communicated a report received by His Honour from the burgher Jacobus Laubscher, residing at St. Helena Bay, stating that on the 29th of the past month of July an English merchant ship had again arrived in the said Bay, without however mentioning the name of that ship, and that he, Laubscher, having spoken to the captain of that vessel and notified him that he had to depart from there, the said captain had nevertheless given him as an answer that he had not come out of want or to do harm, but as a friend, with the intention to fish for right whales, and that having his cargo, he would depart immediately to cull seals on one of the islands lying in those parts, named by him Pekewino. Whereupon it was taken into consideration, Saturday the 25th of August 1787, in the morning, all being present, and the orders already issued by the Honorable Lord Governor hereupon having been examined; that whereas in the month of March of this year two ships likewise appeared in the aforesaid Bay, which were suspected to be of the English Nation, who stayed there for some time and from whose maneuvers it was gathered that they had no other purpose than whaling, it was indeed then understood at the meeting of the 28th of the said month of March to let the matter rest for the present with the order previously given by the Right Honorable Lord Governor to the aforementioned Laubscher and afterwards also communicated to the nearest burgher field cornet for his information, not to allow anyone from the ships that might arrive there to proceed inland, as well as to prevent any provisions from being brought to them, and that they thus might obtain nothing other than drinking water; that furthermore, upon the report given thereof since to the High Commanding Lords and Masters, the orders and instructions should be awaited which have been requested from their High Mightinesses, as to how far or not the aforesaid fishing, as long as it is still undertaken by foreigners outside the closed and occupied bays, should be prevented in the future. which orders shall be given to the same honorable Lords Major, to dispatch immediately a military officer with some troops to the aforesaid bay and, for lack of other accommodation there, to have them take up their residence at the house of the aforementioned citizen Laubscher, to whom will then also be paid equitably whatever shall be supplied by him as provisions to the said officer and troops; the said officer being ordered in writing: that upon the arrival of any ship there, or also if the aforementioned ship should still remain in the said bay, and any people from the same come ashore, the officer shall have to warn them in a friendly manner that it is not permitted for them to come refresh in the bay there, much less to fish; that if any provisions or refreshments are desired by them, they will have to proceed to the Cape Roads or else to False Bay, further admonishing them to depart from the bay there as soon as possible; but that in so far as any ship arriving there, and having no intention for whale fishing, might lack drinking water in order to be able to leave the bay again, the officer, under close supervision of the military, shall only allow them to bring ashore and fill a few water casks, and meanwhile cut off all communication by which, beyond that most necessary drinking water, they could provide themselves with any, even the least, provisions. That therefore the officer shall also first tell them in an amicable manner that it is not permitted for them to come ashore there, and whenever one should nevertheless venture to do so, then to prevent the same, however managing with as much caution as possible to employ extreme force for that purpose. The second surgeon Pontyn is granted burgher freedom in order to function as Colony Surgeon at Stellenbosch. Upon the submitted request of the Sea Captain and former Equipage Master Francois Duminy. By the Landdrost and Heemraden of Stellenbosch and Drakenstein, in order to function as Colony Surgeon under the last-mentioned district, the second surgeon Cornelis Pontyn has been discharged from the service of the Honorable Company and granted burgher freedom, on such footing as shall henceforth be determined by the Right Honorable Lords Majores. After which was read the submitted request of the Sea Captain Francois Duminy, reading: To the Right Honorable, Valiant Lord Cornelis Jacob van de Graaff, Governor and Director of the Cape of Good Hope and its dependencies, etc., etc., together with the Honorable, Respected Political Council. Right Honorable, Valiant Lord and Honorable, Respected Lords! With deep due respect and submission, Your Right Honorable, Valiant and Honorable Respected's very humble servant, Francois Duminy, Sea Captain and former Equipage Master of this Government, makes known: That the High Ruling Lords Majores in the Fatherland have not been pleased to approve the petitioner's appointment as Equipage Master aforementioned, but on the contrary have ordered that he should be removed from that post, which has consequently had the vexing and painful result for the petitioner that he was obliged to vacate and resign the same. The petitioner, being convinced within himself that as long as he had the honor to serve the Honorable Company, his conduct was always in accordance with the character of an honorable officer, finds it impossible to comprehend what motives and causes could have given rise to this humiliation of his. But since his conduct might, through this striking event, be brought into the highest suspicion with the public, and his reputation consequently suffer much injury, the petitioner, in order to prevent the unpleasant consequences that such suspicion or bad presumptions might drag after them, finds himself necessitated hereby to take his refuge to Your Right Honorable, Valiant and Honorable Respected, with the humble request that it may please Your Right Honorable, Valiant and Honorable Respected to grant the petitioner such a written certificate, whereby he will find himself enabled, if necessary, to prove to anyone that his conduct and service have in all respects answered to the purpose and trust which Your Right Honorable, Valiant and Honorable Respected placed in the petitioner upon promoting him to Equipage Master; and that through dutiful obedience and the upright execution of his duty in the performance of that post, he has rendered himself worthy not only of the favor of Your Right Honorable, Valiant and Honorable Respected, but also of that of the highly esteemed Lords Masters. On which account the petitioner further implores the powerful protection of Your Right Honorable, Valiant and Honorable Respected, by assuring their Right Honorable Lords, through a favorable report in his regard, that the petitioner is always ready, and will remain prepared, further to sacrifice everything dependent on him to the service of the Honorable Company. A request having been made in council by Mr. Jacobus Johannes Le Sueur that, since the scope of work for the receipt and shipping of the wines of the colonists, both for dispatch to the Fatherland and to the Indies, in order to answer as much as possible to the orders received in this regard from the High Honorable Lords Seventeen, is increasing to such an extent that he cannot possibly continue to perform the required work properly without a competent assistant; wherefore regard might now be had to what appears in that regard in his report considered at the meeting of the 17th of January of this year; and it having been indicated by the said Mr. Le Sueur that the savings for the Honorable Company in this matter could be achieved merely by adding to the present wine cellarman Ernst Fredrik Schrader, as being very active and trustworthy in the department of the wine cellar, with his present salary, such a title as is suitable to give him some authority over the subordinate cellar employees; taking into consideration the said reasons adduced by him, Mr. Le Sueur, and also that by providing for it in such a manner no burden is caused to the Honorable Company, it was approved to promote and appoint the said wine cellarman Schrader, at the salary he is currently earning, to first provoost in the Company's wine cellar with the rank of Bookkeeper.
