slaves, with the intention of the captain to sell them here, we, finding ourselves obligated on such an occasion to watch over the interests of the Honorable Company and those of this colony, considered that, although on account of the very poor outlook regarding the then upcoming grain harvest the increase of mouths in this colony ought to be restrained, nevertheless, because the increased multitude of inhabitants demands a so much greater cultivation of grain, and precisely for that purpose so many more slaves were required, after which many country people were still seeking to that end, it was deemed useful and serviceable to allow that supply of slaves to serve for this; but since their importation could have been ruinous for the colony if the sale to private individuals had been permitted and thereby, amid the still only too prevalent scarcity of cash money, a considerable sum had again been drained out of the country, just as, despite all possible precautions, is experienced to occur in a clandestine manner on such occasions, and that thus, both to prevent such a harmful outcome regarding cash money and to obtain some advantage for the Honorable Company, it was best in this case to purchase those slaves on the Company's behalf, we have, for the same cited reasons, on the proposal of the undersigned Governor, had separated out from the aforesaid cargo a number of 65 who upon inspection were found to be emaciated or wasted away, and purchased on the Company's behalf the remaining 194 slaves at 110 Spanish dollars each, the Spanish dollar calculated at 54 stivers, making a sum of Rds 24007: 4: or ƒ 57618: Holland current, for which we have taken the liberty to grant to the said captain four drafts together constituting the total amount. Paragraph 23. Of the same slaves, subsequently only 17 having been taken out for the service of the Honorable Company, representing the purchase amount of Rds 2103: 6:, the remaining 177 yielded Rds 37091: 6: at public sale, from which sale a profit of Rds 15130 was thus derived. Paragraph 24. Such an advantageous result has subsequently, for the aforesaid alleged reasons, when in the last preceding month of November there also happened to appear here a French private vessel named Le Telemaque, encouraged us to purchase again on the Company's behalf a number of 75 of the best from the slaves brought along with it, at 120 Spanish dollars, calculated according to the previous value each, which amounts to a sum of Rds 10125 or ƒ 24300, likewise settled with three drafts, which we took the liberty to draw on the Honorable Company in the Netherlands, with the captain who had cleared here and the supercargo Poutreville; there having been derived from these latter, after public sales of all of the same were held, a sum of Rds 15455: 4:, making an advance of Rds 5330: 4: on the purchase. Paragraph 25. Furthermore, on account of the lack of East Indian timber here for the works and buildings under construction for the Honorable Company, we have seen ourselves under the necessity of having to purchase on the Company's behalf from the private inhabitants of this place the following timber at the prices specified herewith, namely: 30 pieces of teak beams, long 28 to 30 feet, thick 11 to 12 inches, at Rds 40 the piece. 3000 whole leaguer staves at 40 Rds the hundred. 900 half ditto at 20 Rds ditto. Wherefore we hope that Your Right Honorable Excellencies, being pleased to understand the necessity of not holding up and delaying the Company's buildings under construction, will most favorably approve the aforesaid purchase of that timber made by us. Following upon this preceding main section of Purchase, now comes the chapter of the Paragraph 26. Sale We take the liberty, pursuant to the advance notice in our aforesaid humble letter of the 3rd of April accompanying this, now to offer to Your Right Honorable Excellencies the proceeds of the goods and merchandise sold upon our extraordinary requisition, received successively from the Fatherland, and alongside which also goes over the proceeds of the aforementioned slaves purchased and resold by the Honorable Company from both ships Estrella d'Afrique and Le Telemaque, with which breaking off this main section, we shall proceed further to that of the Paragraph 27. Products Concerning this article, we had the honor in our humble missive of the 13th of February of this year to present to Your Right Honorable Excellencies the great scarcity, and the sad yet well-founded prospect of a general lack thereof. were taken to bring over quickly from Europe a large cargo of wheat and flour to this place, it was thereupon agreed and contracted by us with the aforementioned Captain of that North American ship, after the repatriated former Dispenser Adriaan van Schoon and the undersigned Cellarmaster Mr. Jacobus Johannes Le Sueur had previously been in negotiation with that Captain on that matter on account of his shipowners or principals for the delivery of wheat hither, § 29 that the same Captain, with one or more ships or vessels in the service of the Honorable Company, shall deliver from North America to this place and to this roadstead one million pounds of good, sound North American wheat, at three Spanish dollars per one hundred pounds Amsterdam weight, as well as, within that quantity or indeed in addition thereto, another one hundred thousand pounds of fine bolted flour at five Spanish dollars per one hundred pounds of the same weight; and in the event that, for the stowage of the ship or vessel, it might be deemed necessary to have a part of the aforementioned quantity of wheat ground and loaded in barrels or sacks, for such ground wheat or unbolted flour there shall be paid, above the aforementioned price of three Spanish dollars per 100 lb of wheat, six stuivers on every 100 pounds for milling costs. § 30 That, upon payment having been made into the Company's Treasury here, there having been delivered to the said Captain ten leggers of aged Cape wines in order to take the same along as a trial venture upon his return, freedom shall be granted to him, in proportion to the profits to be made on those wines, to accept a portion of wines in payment instead of having the remainder of the cost of the cargo of wheat and flour paid in bills of exchange, at such prices as shall be further agreed and contracted at that time. § 31 The aforementioned Captain having further undertaken to deliver here the aforementioned quantity of wheat and flour at the above-stipulated prices, at the latest by mid-October next, or indeed as much earlier or sooner as shall be at all possible for him by employing every effort. § 32: But in the event that the aforementioned wheat and flour should only be brought here after the aforementioned mid-October, we shall have the preference and complete liberty to accept the said cargo of wheat and flour at the previously stipulated prices, or else to agree further regarding and concerning the same, or to permit him, the Captain, to sell the same to private individuals here. § 33. Which agreement and contract having been drawn up and executed as a formal contract with the said Captain Carpenter, we take the liberty to present the same to Your Honorable Worships herewith in authenticated copy, in the hope that our measures taken in this matter may receive your esteemed approval. § 34 Since Your Honorable Great Worships will furthermore observe from the separate dispatch that we had the honor to submit under date of 19 April last to the High Honorable Lords Seventeen, and which now also goes in copy to Your Honorable Great Worships, what means of redress in this Colony appear in the honored dispatch of the presiding chamber of 28 July, noted above under the section on letters, we shall therefore, begging Your Honorable Great Worships' kind indulgence regarding a lengthy relation of matters in this regard, take the liberty to refer ourselves most respectfully to the contents of our aforementioned dispatch for that purpose. § 35 But meanwhile we must testify to Your Honorable Great Worships that, notwithstanding the precautions we had taken, if possible, in the aforementioned scarcity to prevent the price of grain, the principal and indispensable sustenance of everyone in this Colony, from climbing too high, this nevertheless could not prevent wheat from already having been sold at more than one public auction for one hundred, yea one hundred thirteen rix-dollars, and barley up to eighty rix-dollars per load or ten mudden. § 36 And since the privileged bread-bakers are already unable to provide the public with bread, and all provisions of wheat, biscuit & rice in the Company's warehouses will not be able to extend further than until the end of the upcoming month of July, these circumstances cannot but cause very distressing prospects, which cannot be thought of without dread. § 37 But since it was our duty in this dismal state of affairs, under the blessing of the Almighty, to devise means of relief until the time of a new harvest, and the agent of His Most Christian Majesty here has come to offer us, if we might see fit to charter for that purpose the French private ship Le Fabius present here in the roadstead, to request the ministry on Isle de France to be willing to surrender a cargo of either wheat or rice from the provisions in the King's warehouses, which he held himself assured would be large enough there for that purpose, to this government and to send it with the said vessel, we found ourselves under the pressing necessity to make use of this very delicate offer; for which purpose, also on the 12th of this month, we specially commissioned two members from our Council to enter into an agreement with the Captain of the said French ship regarding the freight money, and whereby we, with the support of the aforementioned Monsieur the agent, have made representations to the said Ministry, expecting without unforeseen adversities that the said vessel would

could be concluded before the end of next August, and we shall not fail to report further to Your Right Honourable Excellencies on the outcome of the said agreement with the Captain. §38 And further, on the same day, we had to decide, in order to make the meager supplies in the Company's warehouses last for the garrison until the last day of July aforesaid, to fix the rations—for as long as the wheat remains sufficient—at half bread and the other half rice, and after the total consumption of the wheat, at one part rice and one part still available biscuit. §39 It being moreover forbidden by proclamation under severe penalties to bake and sell pastry, to use the same at funerals, and to ship out and export wheat, rye, barley, peas, beans, rice, sifted or unsifted flour, nor biscuit of whatever kind it might be; and likewise that none of the dinghies plying the roads shall be permitted to bring and sell any fresh bread to the ships lying here in the roads nor in False Bay. §40 Having, in order if possible to encourage the country folk so that they, out of a humane feeling for the lamentable shortage here, might surrender whatever they could spare and part with from their supplies, lifted a prohibition issued on 30 December last against selling wheat at higher than forty rixdollars per load or ten mudden; and having also qualified two commissioners from the Council of Justice to present themselves without the slightest delay inland to all such inhabitants as they shall be able to ascertain may still have something of their own to spare toward the relief of this shortage, and to purchase from them, on the Company's behalf, whether wheat, barley, rye, peas, or beans, at such prices for which, under present circumstances, all such grains might be obtained. §41 And we have further found ourselves compelled by this necessity to cause fresh bread to be furnished to the Company's ships only twice a week instead of daily. §42 All of which measures we hope, under Heaven's gracious assistance, may have a fortunate effect in preventing further feared misery and calamities, and that we may meanwhile, in one way or another, obtain a fortunate relief from abroad. §43 Monetary affairs. In our respectful General Letter of 17 May of the year 1782, we, among other things, also informed Your Right Honourable Excellencies of the decision we had to take at that time—owing to the war that arose between our republic and the Crown of England, and the shortage of cash caused thereby for the Honourable Company in this Government—to negotiate some capital sums from private inhabitants at an interest of ½ percent per month. §44 In which regard we have the honour to report that, having taken into consideration that through the frequent employment of money among the inhabitant-capitalists a scarcity of ready money was found, which caused much hindrance to trade and real estate to the prejudice of the Honourable Company, while on the other hand, owing to the unfortunate outcome of the grain crop, only a meager delivery thereof to the Honourable Company was to take place, for the payment of which therefore no large amount would be required, against which again, through the remittances of the inhabitants to the Fatherland, a considerable sum was to be received in the Company's treasury; we took a resolution on 2 February of this year—in order to relieve the Honourable Company on this occasion as much as possible in paying the annual interest on the capital sums borrowed for it, amounting in all to a sum of 318516 2/3 rixdollars—to redeem first to the holders of the bonds, by lottery in two or three lots, a sum of one hundred thousand rixdollars; and this having been done in that manner, we subsequently resolved on the 12th of this month to discharge likewise the remainder of the cited capital, and thus to relieve the Honourable Company entirely from the burden of the interest. Section 55 This having happened and thereupon, upon the return of the aforementioned honorable governor van Plettenberg, it having been made known by his Honor in our meeting of 1 December of the same Year 1778 how the aforesaid inhabitants in the Camdeboo had strongly and urgently pressed their grievances upon him, the governor, and his Honor himself having experienced the weight and the necessity that in that so far distant district, in the same manner as at Stellenbosch and Swellendam, a magistracy should be established, consisting of a Landdrost, heemraden, and a Secretary. Section 56 We have thereupon, by our humble letter of 1 March of the following Year 1779, presented all this in detail to the Right Honorable Lords Directors in the fatherland, with a respectful request to take favorable consideration thereof, and if not permitting the establishment of a magistracy in the aforesaid Camdeboo district, at least at least to authorize us to appoint a person who, invested with the capacity of Junior Merchant, accompanied annually by a clerk or writer, would be sent as commissioners to the said far distant district, in order that all such disputes which could be resolved without the formality of a lawsuit may be settled there; but that concerning criminal or other matters which absolutely must be decided by a judicial sentence, they should obtain the proper evidence there and subsequently deliver the same to the respective Landdrosts under whose jurisdiction the matters shall have occurred, so that the guilty parties may be prosecuted according to law, before which commissioners also, at a certain time and place to be appointed for that purpose, the far-residing inhabitants could annually perform their military exercise and pass muster. was sent to Your Right Honourable, and to which we therefore take the liberty of referring ourselves most humbly. Yet, since the aforementioned Lords Majors, pursuant to their honoured dispatch of 10 November 1780, did not reject that proposal, but for the time being suspended the decision upon it because of the views then existing regarding the affairs of this Government, we must certainly trust that, through consideration of the subsequent additional circumstances, the decision of the Right Honourable Lords would be brought to a more favourable outcome, so as to proceed with the establishment of such an important Drostdy and therefore grant us the authority for it. In which case, however, it would be difficult, upon receiving the same, to find immediately a person possessing the required qualifications to occupy the office of Landdrost and to establish the Magistracy in so distant a place, so that meanwhile much time would be required for the one and the other, for which the circumstance of affairs is no longer suited. §52 We have therefore, after mature deliberation upon all this, had to resolve to effect the establishment of a magistracy in the Camdeboo, in such manner as was proposed to their Right Honourable Lordships the Lords Majors, subject to their most favourable approval, the urgent necessity of which was presented to their Right Honourable Lordships in our humble dispatch of 6 September of last year, of which an authentic copy also accompanies this present letter. §59 The circumspection that therefore had to be observed, on the one hand, in determining the choice of a person as Landdrost there, and on the other hand the difficulties that arose in persuading an individual possessing the required qualifications for such a post to take up his residence in so distant a place, were hindrances that were foreseen and also arose in fact to prevent earlier compliance with this resolution. §60 But having fortunately overcome these at a time when daily complaints were coming in about the disorders which in the said distant regions are increasing rapidly, as well as about the no longer endurable violence and molestation of the Bushmen Hottentots, it was, upon the proposal of the undersigned Governor at the meeting of 13 December last, resolved that the burgher Maurits Herman Otto Woeke—being a person judged not only competent for the execution of that office there, but for whom a request to that end had also been made by the aforesaid inhabitants themselves in the year 1783—was appointed Landdrost, subject to the honoured approval of the Right Honourable Lords Majors. And since no other or better choice was at hand, and the said Woeke felt burdened about leaving his prosperity in the village of Stellenbosch and departing with a large family in order to take up his residence in that distant place without any prospect that his livelihood would thereby be improved, the arrangements required in respect of an assessment for the said magistracy were, for the sake of that matter, suspended until a further opportunity. While also this Colony established in the distant fields, being hereby separated from Drakenstyn and Swellendam under which it had resorted, will have to be more closely delimited in its district; and we have given to the same Colony, to distinguish it from the others, the name of Graaff-Reijnet. The aforesaid Landdrost over that new Colony having meanwhile, upon his departure thither, been authorised by us to investigate and examine carefully, upon his arrival there, which place in the Camdeboo or its environs is best suited and situated for establishing the drostdy of the aforesaid Colony, so that the surrounding inhabitants may have all possible convenience of access thereto; and that such a place would for that purpose be resumed on behalf of the Company, leaving to the person who happened to possess the same on loan the choice of one or two places to be selected by him, with the promise that upon his leaving it, proper compensation would be observed for the aforesaid place to be resumed. §64 And the said Landdrost was instructed to establish order and take the required measures to make such provisional arrangements on the aforesaid place, at the expense of the Colony, as could serve as an aid, in order to have there for the time being shelter and further quarters for the servants of the magistracy and subordinates of the Landdrost, and this as close to one another as possible; after which, in due course, proper housing and what belongs thereto would conveniently be constructed on behalf of the said Colony on the said place. A small present shall have to be handed over by him, the Landdrost, to each of the said captains as a token of friendship on behalf of the Honourable Company, consisting of a grenadier cap, a piece of sheet copper, some copper wire, beads, and some tobacco. After it had become necessary in the year 1781, owing to the breach of peace with the Crown of England, to seal off as much as possible the access to this place should the enemy wish to undertake a landing in the bay behind the kloof between the Table Mountain and the Lion's Head, to which end the road leading from there to this place had to be completely destroyed and rendered useless, which road was subsequently found very necessary to be kept continually in an unusable condition, for which reason the undersigned Governor had likewise continually to reject the requests repeatedly made by Christoffel Otto van Kamptz to repair said road, as it served solely to transport hither the produce of the farm which he owned situated near the aforementioned bay; The said van Kamptz addressed us by petition on the 31st of January of this year, representing that by keeping the aforementioned road unusable he had been cut off from the opportunity to enjoy the produce of his farm, whereby the same farm had also become entirely unfruitful to him, besides which, during the war, a guard of burghers and Hottentots continuously having had to be stationed and maintained on the said farm, these men had caused much disorder and neglect on the said farm, by which great loss had been inflicted upon him. That since he had derived his subsistence from the said farm, and the same was now coming to an end, he had decided to sell that farm publicly, and therefore, before proceeding to do so, offered the same to us for the sum of ƒ 30000 Holland currency to be purchased on behalf of the Company. among which in the first place occurs the appointment of the Burgher Maurits Herman Otto Woeke as Landdrost in the aforementioned newly established colony of Graaff-Reinet, as we have already had the honor to note here above under the domestic resolutions. We take the liberty to add further that upon the nomination of the undersigned Governor, there has been appointed as secretary of that colony the messenger of the Stellenbosch and Drakenstein colonies, Johan Jacob Fredrik Wagenaar, as a person of the requisite capabilities, in the rank of Bookkeeper and at a salary of f 30 per month. The ordinary committee members Johannis Adolph Kuuhl and Fredrik Godholt Holtzapfel—the former by reason of advanced age and physical infirmities, and the latter frequently hindered by illness from performing their duties with the requisite vigilance in the same, whereby it sometimes happens that the operations for the unloading and loading of the ships, or other matters in which their presence is required, must suffer very great delays—it was, upon the nomination of the first-undersigned, in consideration of the said advanced age and therewith the long years of service of the first-mentioned, as well as the hardships and fatigues suffered by the last-named during his various voyages made to Madagascar, Mozambique, and Zanzibar, and there in the capacity of Commis conducting the slave trade to the great profit of the Honorable Company, approved in a meeting of the 11th of November last to appoint to their assistance, likewise as ordinary committee members with the rank and salary of Bookkeeper at f 30 per month, the assistants Hendrik Oostwald Eksteen, son of Hendrik, and David Kuuhl, with the understanding, however, that upon the vacancies arising in the posts of the aforementioned Kuuhl and Holtzapfel, the number of these officials will be restored to two, as before. And we have, furthermore, upon the nomination of the undersigned Governor and the good testimony of the co-undersigned Colonel Gordon regarding the competence and zeal in the service of the Honorable Company of the foreman at the armory, Johan Fredrik Heidenreich, and the appointment of a master armorer at the said armory with the salary of f 50 per month, appointed in his place as master armorer there, at f 30 per month, the swordsmith Christiaan Godlieb Zoon. Both of these aforementioned appointments having been made for the reasons adduced, we hope that it may please Your Right Honorables to express your satisfaction therewith. The undersigned Governor, having brought forward for consideration in our meeting of the 13th of July of the past year that by the Right Honorable the Lords Mayors in the Mother Country under date of 3 May 1784, a resolution among others was adopted on the following point, namely that it had repeatedly become evident what lack was suffered in the Indies of persons properly experienced in the work of the engineers; that a similar and possibly even greater lack occurred there regarding the artillery service, and that experience showed how difficult it was to provide for those deficiencies when the men for the engineers and artillery had to be sent directly from Europe; that with regard to the aforesaid point, the requirements would be met if arrangements were made at the Cape to have a few members successively obtain the necessary instruction in the requisite sciences under the direction of the Director of Fortifications and Chief of the Artillery, Gilquin, and further to train the same for the work of the engineers and artillery, in order to be able to employ them in the Indies; that furthermore it was approved by the Right Honorable Lords in that respect to charge him, the Governor, by the aforesaid resolution, upon his arrival here at the Cape of Good Hope, to examine and consider what arrangements would need to be made there for the achievement of the objective in this matter, and to provide their Honors with advice in that regard; that in order to comply with the aforesaid highly esteemed order and beneficial purpose in this matter, he, the Governor, immediately after his arrival here, spoke regarding the same point with the Director of Fortifications, Gilquin, and had deliberated with him to draw up a draft or plan whereby, in the view of Your Right Honorables, this could be accomplished, as he would then have the honor to submit that plan to their Honors as soon as possible; that the aforesaid resolution was likewise communicated by him, the Governor, to the Head of the Militia of this Government, the undersigned Colonel Gordon, and his thoughts having been gathered in that regard, he, the Governor, deemed it necessary to propose to us, in order to lay a provisional foundation for the aforesaid plan, that because there was at present no method among the national troops of the Honorable Company here in this country to educate and train young men from good families in the first principles of military service, whether it might not be approved to take a resolution to engage in the service of the Honorable Company, both in the corps of the aforementioned Colonel Gordon, above the fixed number of enlisted men thereof, two to three cadets per company, and in the artillery corps, provisionally, four in total as cadets, whenever the opportunity for this should present itself, and to salary them; but since it would be impossible for the same to find a decent livelihood from the pay of a common soldier and also to fulfill the aforementioned objective, he, the Governor, consequently proposed to fix the pay of the said cadets at 20 guilders per month; that, considering one could certainly expect

Having now approached the last head of Exiles, we have the honor, according to custom, to offer hereby to Your Right Honorable Nobles a list of those who are currently still living under this government. And since, due to the small number of those exiles who can best be employed as attendants to the Judiciary, the Fiscal's office cannot be properly provided with those who are lacking therein, we take the liberty respectfully to request Your Right Honorable Nobles that it may please Your Supreme discretion from time to time to cause this government to be provided with some exiles for the service aforesaid. This having been written up to this point, regarding the aforementioned misfortune of the State ship Holland, it was further reported to us by the postholder in False Bay that Captain-Commandant Silvester, having arrived in the bay yesterday afternoon, had his flag hoisted this morning on the State ship De Beschermer, and was to come towards the Cape the day after tomorrow with the captains of the two above-mentioned ships, De Beschermer and De Ceres; furthermore, that due to the continuing favorable weather and calm sea, many goods from the shipwrecked vessel were still being brought off with rafts, and that Captain Silvester was of the opinion that many barrels of biscuit, barley, peas, beans, etc., being close at hand, could still be saved, as perhaps also some pieces of artillery, although there will be much difficulty in transporting the latter from there. successive letters of 8 May and 12 Nov. of the previous year, as well as 23 and 28 January and 22 Febr. of this year, in friendly reply to which serves that the Tuscan ship of Capt.n Verij, of which Your Honour makes mention in your letter of 8 May, did not call at this government, and we therefore have not received the packet from the ministers at Cochim to the Gentlemen in the fatherland sent by Your Honour with the said Tuscan ship to us for further forwarding to the Netherlands. At a subsequent, next shipping opportunity, there will be sent to Your Honour the requested report on the memorial of Mr. Raijmond, Lieutenant Colonel of the Regiment of Luxemburg lying in garrison over there, concerning the men who, according to the statement in that same memorial, remained behind here from the transferred Detachment of Colonel Hugonet. And since the contents of Your Honour's abovementioned various letters require no particular reply, we further let this serve for friendly communication that, pursuant to the resolution 17 May resolution of their High Mightinesses, a squadron of four national warships having once again been dispatched to the Indies under the supreme command of the Right Honourable Gallant Captain Willem Silvester, of the ships composing the said squadron, the following have already arrived at this government on the dates below, namely: Here in Table Bay 17 April The Frigate Scipio, Captain Engelbertus Lucas In False Bay De Beschermer, Captain Frijkenius Ceres, Mr. van Halm Which ships, together with the national warship Holland commanded by the aforementioned Captain Silvester, departed from Texel under His Honour's command on 17 Decemb. of the previous year. When the aforementioned vessel Holland likewise attempted to make for False Bay on the 10th of this month, it had the misfortune of running aground between the so-called Blue Mountain and the Elephant's Bush, being properly between the outermost African point point and Hout Bay, and from Captain Silvester the following information was obtained regarding the circumstances concerning this fatal incident: that when on the evening of the aforesaid 10th of this month he had wished to lay the ship to the south and offshore, and for that purpose took all the reefs out of the topsails, the ship nevertheless refused to answer the helm, so that all attempts to steer her offshore were in vain, and the ship, on the contrary, running bow-on into the shore and being driven forward by the sea and currents, subsequently grounded on the bottom and thereafter became trapped among the rocks; the entire crew of that ship, except for eight men, having been happily saved, people are presently still actively engaged in saving and salvaging the goods and provisions that can still be retrieved from the ship, but it will be utterly impossible to get the ship itself off the place where she lies, as she has had from from the beginning so much water in her that she stands full up to beneath the orlop deck. Of the aforementioned national ships arrived from the fatherland, the frigate Scipio being presently ready to sail to depart for Ceilon, we make use of the opportunity to send Your Honour with the same these our letters, serving among other things to accompany the requisition of supplies for this government in the coming year, the complete fulfillment of which we request as much as possible in friendship from Your Honour. While furthermore in reply to Your Honour's missives of the 25th of January and 10th of February, we must particularly note that upon the arrival of the aforementioned State ships Utrecht and Wassenaar, all possible searches were made for the crew members who, according to Your Honour's said letters, had deserted from Ceylon with the ships of the State squadron; however, according to the statement statement of the gentlemen Captains, they found no deserters on the said two ships. We shall nevertheless try to obtain further information regarding those absent crew members from the gentlemen Captains of the State ships Goes and Juno, which appeared on the 16th and 17th of this month in False Bay, and then give Your Honour communication thereof. The aforementioned two ships Goes and Juno, along with the Princesse Louisa, already parted from the two other aforementioned ships Utrecht and Wassenaar on the voyage hither from Ceylon on the 30th of January, after which separation the ship Goes having received some damage, the said three ships Goes, Princesse Louisa, and Juno steered for the island of Mauritius in order to repair there, from where the ships Goes and Juno sailed away hither again on the 20th of March; but the ship the Princesse Louisa, because some damage was likewise discovered on the same afterwards, for the repair of the same had to be left behind at the aforesaid island, so that it would not be able to follow from there earlier than towards the coming month of September. Pursuant to a resolution of Their High Mightinesses, a squadron of four ships having again been dispatched to the Indies under the supreme command of the Noble and Valiant Gentleman Captain Willem Silvester, there have already arrived of the ships composing that squadron at this Government on the dates below, to wit: Here in Table Bay: 17th of April: The frigate Scipio, Captain Engelbertus Lucas. In False Bay: 17th of May: The Beschermer, Captain Frijkenius, and Ceres, Captain van Halm. Which ships, together with the State warship Holland, commanded by the well-aforementioned Captain Silvester under His Honour's command, departed from the Texel on the 17th of the past year. The aforementioned vessel Holland, when on the 10th of this month it likewise tried to make False Bay, had the misfortune to run aground between the so-called Blue Mountain and the Elephant's Bush, being properly between the outermost African coast and Hout Bay; and regarding the circumstances concerning this fatal case, the following report was obtained from the gentleman Captain Silvester: that when on the evening of the aforesaid 10th of this month he had wished to stand with his ship to the south and offshore, and for that purpose had taken all the reefs out of the topsails, the ship nevertheless would not answer the helm, so all attempts to steer the same offshore were in vain, and the ship, on the contrary, running with the prow towards the shore and being driven on by the seas [illegible], struck the ground shortly thereafter and was subsequently lodged between the rocks. Having been communicated to us by the first undersigned Governor, Right Honourable, Valiant Sir, Good Friend, Your Honour's most honoured missive of the 22nd of this month, we have first taken into consideration, regarding what was petitioned according to the annexed list so far as the ship's gear of the State frigate Juno is concerned, that several articles thereof are already lacking in the Company's warehouses, and that the furnishing of such assistance to the said frigate Juno alone, in addition to which a heavy cable provisionally had to be supplied to the ship Goes, together with the considerable supply of equipment goods already made to the two State ships that passed through, Utrecht and Wassenaar, to further their voyage home, not only have the Company's warehouses here become stripped and stand to be further depleted to such an extent that, should more of the Company's ships happen to arrive here in a state of absolutely requiring the same, one would be completely unable to assist them properly; but also that the equipment goods laden in the ships the Vrede en Vrijheid and the Nesthuis, the discharge of which Your Honour is pleased to propose, are found to be of the utmost necessity for the supply of the Company's return ships at Batavia, so that the total employment of all the same for the benefit of the State ships here would have to result in a most detrimental consequence for the Company with regard to its precious vessels. The consideration hereof on the one hand could not induce us to enter fully for the present into Your Honour's aforesaid proposal; but since on the other hand both the distressing circumstances of the extreme shortage on board in this Colony and the State's service require that the said two ships Goes and Juno are prevented by lack of their necessities from having to winter here, and we therefore find ourselves most ready to render to them all possible assistance, the necessary orders have already been given so that, in order at least to assist for the present the oft-mentioned frigate Juno in furthering its voyage after examination, the necessities for that purpose may be discharged from the aforesaid ship the Vrede en Vrijheid. And with respect to the further lists of necessities for the oft-mentioned frigate Juno, we have also examined everything that could be furnished in that regard by way of assistance, as we have the honour to return those lists herewith to Your Honour with marginal notes of what is or is not to be had, or is on hand. Thereupon, upon examination of the list of equipment goods that the Honorable Commander Silvester, alongside various other necessities in large quantities, came to request solely for the aforementioned naval vessel Juno, in which, as far as the ship's inventory was concerned, the undersigned Governor had the Master of Equipment investigate to ascertain to what extent this could be complied with, it became apparent that several items sorted thereunder are lacking in the Company's warehouses, and that rendering this assistance to the aforementioned ship Juno alone, whereby provisionally to the ship Goes, on the occasion that one of its heavy ropes came to break in the forebay, had to be added one of the cables that were unloaded from the aforementioned flute ship Vreede en Vrijheid for this government, together with the considerable provision of equipment goods already made to the two passed naval vessels Utrecht and Wassenaar for the furtherance of their voyage, not only will have drained the Company's warehouses here and will further deplete them, so that whenever the Company's ships might appear here in an absolute state of needing such things, one would be entirely unable to assist them properly, but also that the equipment goods loaded in the aforementioned ships De Vreede en Vrijheid and Neptunus, being of the utmost necessity for the care of the Company's return fleet and being required at Batavia, the complete employment of all the same for the benefit of the naval vessels would result in a most disadvantageous consequence for the Honorable Company with regard to its costly keels.
