...made no alteration under the Company, at least detained governor Vuijst [illegible] have occurred, as one now pretends, that the Company's residential and warehouses will have to be demolished to the ground, and renewed, just as it also seems much more understandable to us that the construction of that excessive country house of the aforementioned Vuijst, of which mention was already made in our previous letter of 14 7ber 1738, did not do much good there, seeing that he was able to lay out such an estate, and with such incomparable materials, without anyone having had prior knowledge thereof until after the aforementioned Vuijst was removed from the government and brought to Batavia in detention. We could cite such and similar matters here in as great an abundance as the Ceylon material, however extensive it is, provides almost from page to page. But since we see that little progress would be made with that, we shall leave the same deferred until there will be time and opportunity to give a more proper interpretation to the words of our letter of 30 Aug: 1729, and to demonstrate that what is said therein, namely: that the constitution of the Company and the order of government by no means permit that any single person in its service in the Indies should be found who has outgrown the subordination and obedience to his superiors, even if he were an ordinary councillor or other fellow member of the Council, since that character, in case such a member is employed on a commission, or in any government or directorship, does not relieve him of the accountability that he owes on that account, as being in that circumstance no more to be considered than the least chief, has a different meaning than what the Ceylon writers give to it in the letter of 27 8ber 1730, this being solely understood as the subordination and accountability to which such persons appointed to any government or directorship, along with others, are subject on account of their maintained conduct and administration, and which we therefore still desire shall even be demanded regarding the financial matters of both these last governors, Vuijst and Versluijs. And as regards the servants whom they both have removed from their posts, that their cases shall be examined and those who are found to have been demoted without reason, in order to make other employment of the vacant offices, be restored, yes, even promoted to higher offices if deserving, in compensation for the damage and the injustice that they have unjustly suffered, which we then also intend to have observed henceforth in all other governments and directorships throughout the whole of the Indies, as often as it shall appear to us that incoming chiefs have proceeded with such a high hand in dismissing old servants. Regarding the demolition of the gunpowder mills, on which Your Excellencies come to request our orders, we must say that Your Excellencies can be better informed of their usefulness and necessity, and consequently are better able than we to judge whose reasons carry more weight, those of the ones who recommended their construction, or those who locally advise in favor of demolition; likewise regarding the fire engines, since the former governor Versluijs provides no reason in the world why they could be of no use, but with [illegible] a set of groundless reasonings. But the navigation to the Maldives, we understand, shall be continued until experience shall have shown us that it is better to wait for the Maldivians to bring the cowries to Ceylon, than that one goes to fetch them from there with our own vessels in barter for merchandise. Finally, it must also be investigated most closely where the large capital that remained in cash according to the trade books as of the ultimate of Aug: 1729, amounting to the sum of ƒ2114595. 5, has melted away in such a manner that it appeared with no less astonishment than Your Excellencies expressed in Your Excellencies' general letter of 30 9ber 1730, how the aforementioned governor Versluijs, for the continuation of daily expenditures, wanted to assist the treasury with 20000 pagodas at ¼ rixdollar higher than the permitted rate was, so that Your Excellencies, with much reason, have left the bill of exchange drawn on that account unpaid. But since the books and papers on hand here are not capable of forming any clear indication from them, we shall await a pertinent account of this capital by the first opportunity from the Ceylon ministers, for according to our calculation there must still have been a considerable sum in cash at the time of this present loan. Further extract from as before, containing the subject of: Mallabaar. The reports from this commandery received this year containing nothing new that merits any reply, we shall have to leave it for the present with what was written on this subject in our latest letter of 14 7ber 1731, and in the meantime also await what Your Excellencies might have seen fit to decide regarding the proposal of the merchant Sunderdas, made by missive of 30 April 1730 to the Commander de Jong, concerning the reduction of the selling prices of certain merchandise that the Company is accustomed to sell in the Canarese lands. Surat, the king Samorin, we shall likewise, before being able to explain ourselves more fully on this, have to await further reports as to what the consequence of that matter may further have been. Further extract from the aforesaid, containing the matter of: The Surat matter has likewise produced nothing extraordinary that merits any reply, except that from the letter of the ministers of this directorship dated 26 February 1730 we have understood that, after inquiries made, they had found the coffee at Beit al-Faqih to have been purchased at the bahar of 28 farasila, each of 27 lb, for 100 to 107 heavy Spanish reals, and in Mocha, the bahar of 15 farasila for 57 to 72 said reals, which according to our calculation, counting the real at 66 stuivers, would bring the coffee at Beit al-Faqih to barely 9 stuivers, and in Mocha from 9¼ to fully 18½ stuivers, which then, not differing much from the Mocha prices as the ministers calculate for it, reassures us to the extent that they have acted properly, and in this regard there is nothing to say. We also consider ourselves very satisfied that the prominent gentile in Delhi, Jiewendas Herridas, had finally not only succeeded in obtaining, and obtained from the reigning king Muhammad Shah, a firman for the construction of a new lodge outside the city in the Company's garden, and thus on the Company's own land, but also the confirmation of the ancient prerogatives successively granted to the same by the Mughal princes, and all this for a modest expenditure of 30,166 rupees, not counting the loss of 5½ percent, which, along with the further achievements concerning the Surat governor Sohrab Khan toward obtaining a written assurance or parwana, we note with Your Honor as a very desirable matter for the Company, to which various commissioners and ambassadors in earlier times have indeed devoted much effort and expense, without all their applied endeavors together having had better success than that which was accomplished by the aforementioned gentile alone with the Mughal king, and by the brokers Ruderam and Dearam with the governor. Wherefore we then also fully approve not only the aforementioned expenditure of 30,166 rupees, but also that which in addition was given to the said brokers as a gift of 1,000 [illegible] in order to encourage them further in the service of the Company. Just as we can also well conform to the orders given by Your Honor to remain provisionally at a standstill with the construction of a new lodge until the councilors shall have given further elucidation regarding some obstacles that militate against it, as well as against the transport of elephants on the Company's ships for the service of the governor; for however much the Company needs the favor of that lord and one must everywhere seek to court it, one can nevertheless, as the saying goes, buy gold too dearly, since the use of the cargo space costs the Company all too dearly, and what one accommodates to please one governor might serve as an example for others, whom one then in the course of time would not be able to refuse such conveniences without giving offense. That one ought not to part with coarse merchandise such as sugar, 5438, and the like for a small profit, and less than 50 percent, we have already mentioned in our previous letter of 14 September 1731, both under this and the Malabar matter. And especially if one saves cargo space with regard to such great lords as the governor of Surat, on whose favor the Company sets so much store, one must above all take care that it is not at all abused by private individuals by loading goods therein that in quantity, in weight, and thus volume, would be even considerably more harmful to the Company than the elephants for the governor. Whereby then the profits will be able to make up somewhat better than in recent years for the upcoming expenses that we well foresee will again have to be incurred for the construction of the new lodge, particularly if the ministers proceed on that footing on which they have now begun to our satisfaction, so that a net profit of 484,744 guilders, 1 stuiver, 13 pennies has been gained on the merchandise, and that even the trade books have been closed with some greater profit, although it was not very large due to the increased unavoidable burdens, than the year before. Which we wish may long continue in this manner through a faithful and upright conduct of the ministers under God's blessing, who, by doing so, will then also merit our consideration for their promotion when the time and opportunity present themselves for their demonstrated fidelity and vigilance. Further extract from the aforesaid, containing the matter of: Mocha: what the ministers say in their letter of 16 August 1730, that for the ship Kassenhof they had not been able to obtain more than 726 bahars or 186,998 lb of coffee at 10 stuivers and 3 pennies, we can well understand and accommodate them for the reasons given for it. But since the intention hitherto is to maintain the trade in Mocha as long as it can still be conducted with reasonable profit, we hope that the increased price of coffee according to our latest letter of 14 September 1730 on that subject, up to 11 stuivers in hard currency, without counting the customary annual gifts or burdening the coffee with them, as we have now moreover further approved, authorizing the ministers for this purpose, will henceforth enable them to obtain complete ship cargoes. By a late resolution, or on 7 May, our trade bookkeeper made a verbal request that, since many illegible books and writings had been consumed by vermin, his office might take stock, in debita forma, of what was still good but liable to cause unforeseen damage. The same was granted to him, and a written report of his findings having been submitted by him and the appointed special commissioners on 5 July, after exact review and with general approval in conformity with previous practices, the fiscal was ordered to reduce to ashes all that was entirely illegible and no longer usable, as designated in the said report, books and writings, in such manner as is all very humbly shown to Your Nobilities hereabout by the accompanying copies of that resolution, with the most obedient prayer that we refer thereto, as well as trusting we shall not have done wrong not to have inserted that report and its great volume into that resolution, but to have annexed it in separate copy to the enclosures of this letter, the execution by the said fiscal in this regard having also been dutifully accomplished, and his report likewise cited on 14 July just mentioned. as shown by his letter delivered at the same time to us and the English; containing the flight of the cited Inhamed Boloeds Chan, and requesting that ships be sent out to dispute his passage at the shoals, thus conferring with that nation and us regarding the weight of this matter. We deemed it best—because Seeg Agmed Madenn had formerly offered stronger resistance and still had plenty of forces—to keep him lingering on the 14th ditto or the day thereafter with a dilatory reply, to see whether the outcome between the contending parties might meanwhile become apparent, and we presupposed that by the 22½ month, after the dispatch of a further writing to the same, it might also be obtained that we would at least be excused from employing the ships for cruising. This lasted until 29 March, the Commander writing in response separately, pointing out the actual places where the enemy remained, with a request that the ships might be dispatched according to those orders.
