We consider those who had to lose their lives through a violent but undeserved manner of punishment to have been even more fortunate than these latter who from time to time foresaw their misery and died of starvation, it being well to consider that God will not bestow His blessing upon such a government where such atrocities are committed. We hope that this government will now be provided with a capable governor under whose direction the Company's affairs may flourish as by this. We have seen with much pleasure, from the letter of Governor Versluys and council of 30 June 1731, that the embassy of Captain Jan Willem Schnee to the King of Kandy was very agreeable and showed a new token of affection for the Company, whereby the free withdrawal of the elephants along the Puttalam land route to Jaffanapatnam was granted, and the free peeling of cinnamon in the King's forests. Regarding the thoughts of the ministers that the gift to the aforementioned king, currently limited to 28000, ought to be increased in order thereby to gain all the more of his favor for the furtherance of the Company's trade, we shall first await Your Excellencies' thoughts thereon, in order to then further declare and regulate ours concerning it. It having appeared to us again from the letter of the ministers of 21 November 1738 concerning the large quantity of horses, to the number of 558 pieces being on the island of Delft, we therefore once again very earnestly recommend to reduce this stud farm greatly, and to keep none but those that would be necessary to make essential presents from them, or that could be used in the service of the Company, so that the Company might at last be freed from these unnecessary expenses. We once again very earnestly recommend the ministers to continue the voyage to the Maldives in all respects, and to attempt, through the giving of some presents to the rulers, as we are informed the English and other nations do, to direct matters there so that the Company might obtain more cowries. The ministers again pretend to us in their letter of 30 June 1731 the poor condition of the cultivation of cardamom, indigo, silk cultivation, as well as pepper, recommended to them so repeatedly and with so much seriousness, without producing specific reasons why the same will not succeed, as Your Excellencies with much reason have made known to them in your letter of 31 July 1731. Therefore, by this, we come to expressly recommend to them our previous writing concerning this, and in case they should persist in this unwillingness or negligence, we shall then be compelled to issue such orders as will appear very disagreeable to them, for the promotion of the aforementioned cultivation is our earnest desire, and we understand that these our intentions are to be carried out and complied with, or sufficient reasons are to be given to us why the same should not be practicable. We still adhere to our writing of 30 August 1732 regarding the fact that under the ultimate of August 1729 there should still have been in cash according to the trade books ƒ2114595: 5:— and which had melted away to such an extent that Governor Versluys, for the continuation of daily expenditures, had wished to assist the treasury with 20000 pagodas at ¼ rixdollar higher than the ordinary rate of interest, regarding which matter we await Your Excellencies' consideration, adding hereto that we learn of such practices.

Concerning the decline of profits in the financial year 1730, as having amounted at that time to no more than ƒ209270:18: and consequently ƒ91965: 14: 8 less than the year before, which, according to the writing of the ministers in the subsequent year 1731, seemed to be of no better success; we can nevertheless give place to the reasons they bring forward for it, and understand with them that this loss of profit, in so far as it is caused by a stagnation in the sale of spices, is not so much to be blamed on them as on those of Malabar, who sold a great quantity of cloves, whose quantity cannot be estimated by us because of the varying expressions in the incoming and outgoing letters, but according to your general letter of 12 October 1731, appears to have consisted of 50 chests, to some English private traders, outwardly indeed according to the orders and at the fixed prices, but in return accepting the rupees in payment at 37½ light stivers or 7½ stivers above the current rate of the coin species, and thus not only allowing the said nations to profit from that surplus to the detriment of the Company, but moreover also giving occasion that the Honorable Company was left stuck with its cloves in Surat, where the said English had resold this purchased quantity, and in that manner the trading post was noticeably set back; we therefore praise the attention that you have given to this matter, and that you have fixed the value of the rupees just like that of the spices, in order to prevent such artifices in the future, as well as that you will make Commander de Jong account in particular, among other matters found to his charge, for the improper treatment, just as we also consider well done that you, out of consideration of what the ministers had indicated in their letter of 24 March 1731, that Bantam pepper is more in demand in Surat than Malabar pepper, have resolved henceforth to send no other than the Bantam variety thither, which appeared considerably more agreeable to us than having to see again from the letter of the ministers of 24 March 1731 that the ship 't Stadhuijs van Delft, which was dispatched with Papenburg and Duijnbeek from this directorate to Batavia, was laden only with merchandise to the value of ƒ55825: 8: — for the Company's account, which is surely no cargo for a ship of that charter and makes us once again remember here what we have complained about so often and recently with so much emphasis in our letters of 14 September 1730 and 30 August 1732, that the cargo space in the Indies and especially also at this trading post is so grossly abused by private trade, though regarding this we shall not explain ourselves further for the present, and await your answer and report on what was said beforehand. We cannot pass by without remark either that you, in your letter of 20 August 1731, reproach the ministers over a certain passage found in their letter of 24 March concerning the sale or retailing in lots and small parcels of a certain large quantity of salvaged goods, maintaining that the said ministers had overstepped on that occasion in some expressions, which you say, as their supreme commanders and sovereigns in these lands, never to expect from them again; but we judge that we ought not to expect such expressions, much less such assertions, from you yourselves, or rather from the writer of this matter, but since this, whether through carelessness or ignorance of the one who had the drafting, has fallen from the pen, we recommend the same to check article 35 of the Charter, which will be found by no means to agree with such assertions, and on the contrary dictates clearly enough that sovereignty belongs elsewhere than in the Indies, which may serve you for future guidance. As for the negotiating of 20000 rupees at the interest of 6 per cent per year, we can well believe with you that this was done by the ministers out of necessity and with good intentions, but in order not to deviate repeatedly from the fixed orders and to open a new door to all kinds of negotiations on interest, we also cannot exempt them from the penalty enacted against it, so that we then approve that you have had them debited on account with the exceeding one per cent.

Further extract from as before: Containing the matter of Mocha, that because the Company in previous times was so frequently and grossly deceived regarding the purchase price of the coffee, it finally caused us to resolve to fix the price of the same at 10 stivers the pound, yet in such a manner that we were willing to leave it to Your Excellencies to exceed this limit slightly and to do everything that Your Excellencies in case of necessity should deem to be most suitable for the best service of the Company, as can be seen from our letter of 28 August 1727. But having experienced, and for the reasons given by the aforesaid, also having had reason to believe that it could not be obtained in sufficient quantity at the aforesaid price, we further resolved, according to our letter of 14 September 1731, to raise the same to 11 stivers light money, provided it is free of all charges. However, although we have not yet been able to obtain any report on the success of this last increase, we nevertheless judge it useful to no longer delay our answer to Your Excellencies' requisition and question posed in the general letter of 28 December 1738, whether the coffee should henceforth be burdened with all gifts without distinction, since in our letter of 17 August 1728 mention was only made of those gifts to the Imam and further rulers of the realm, and not of those to the regents in Mocha. We do not wish to run the risk that the ships would once again have to depart underladen, or otherwise proceed to another proposal made by Your Excellencies, namely to dismantle the trading post entirely and henceforth sail back and forth, as other nations are accustomed to doing, with nothing other than a single ship with spices and other goods that are most in demand, without setting foot ashore, but awaiting the enthusiasts on board and having them fetch and buy what they desire on their own account. By which means we, along with Your Excellencies, can well understand that not only the expenses of this trading post, but also several kinds of vexations could be prevented, and particularly those that currently give cause to charge a stiver per year to the account for gifts and other miscellaneous expenses. Moreover, we also believe we have been able to notice from Your Excellencies' general letter of 25 March 1732 that, in order to achieve our goal of being supplied annually again with a good shipload of Arabian beans, Your Excellencies would not deem it unserviceable if the servants in Mocha were qualified for that purpose to make the purchase at 11 to 12 light stivers. 3853 Further Extract participating obtained from England and sent to Your Honors with our letter of 18 August of the same year, finds no more currency than what they heard said in Mocha, that coffee was supposedly planted by the said English on the islands of Saint Helena and Ascension, of which we have not the least news here, and therefore must conclude this to be entirely fictitious, or if any coffee should be cultivated on Saint Helena, that this is only for the use of the colonists and by no means in such quantity that it could make any change in the price of those beans, either in the Indies or in Europe; wherefore the attentiveness of Your Honors to the affairs of this residency remains always highly recommended, not only in regard to the purchase, but also of the sale of the Company's merchandise, which we find to our satisfaction has been put by Your Honors at the fixed prices, and forbidden for underhanded dealings to be conducted therewith, in order to circumvent all frauds and Timor. have to note, and make known to us in their reply, without further touching upon the matters that concern other offices, much less formulating any answer to that effect, or also to any other matters that of themselves require no further report, or that do not properly concern the ministers or servants of the offices. For as many servants as the East India Company has at the pen, they produce with continuous writing in a full year more paperwork than we are capable of examining or checking, even if there were nothing else to do at the Company than to read East India books. We shall therefore expect Your Honours to apply your minds in all seriousness to give us satisfaction herein and to endeavour to remove all further reasons for complaints, which have already been made so often but thus far always fruitlessly, since for the service of the Company we deem it to be utterly necessary to keep the work in such bounds that it can be managed. Extraordinary Jacob Christiaan Pielat, by letter of 20 December 1732, requesting his discharge in order to be allowed to repatriate within the time of 2 to 3 years, whereby it was brought into uncertainty when it might please his Honour to repatriate, and the Council of the Indies ought and served to be always provided with the required number of Councillors, both ordinary and extraordinary; so have we seen fit to grant his Honour by this his made request to be allowed to repatriate with retention of rank and salary, further thanking his Honour for his performed services to the Honourable Company. And we have further seen fit to appoint as Ordinary Councillor, in place of the person Mr. Jan Francois de Witte van Schooten, who has obtained his discharge by this, the person of Jan Paul Schagen; as well as to appoint by this to the vacant Extraordinary Councillors the persons of Hermanus van Sugtelen, Elias de Hase, and Isaac van Schinne the Younger, currently serving at Batavia as Advocate Fiscal. And since, through the assumption of office and advancement to Extraordinary Councillor of the said Van Schinne, the post of Advocate Fiscal at Batavia has become vacant, we have seen fit to appoint as Advocate Fiscal at Batavia Mr. Adriaan Bergsma, the said person being to depart from here with one of the Christmas season ships of the Amsterdam Chamber; the said Van Schinne being required to serve as Fiscal until the said Mr. Adriaan Bergsma has arrived at Batavia and been installed as Advocate Fiscal; the said persons being hereby advanced by us to the usual salaries and emoluments standing thereto according to the orders of the Company, in the expectation that each of them shall properly observe their honour, oath, and duty.
