The loss of the valuable cargo in the Gulf of Orixa caused by a heavy hurricane causes us great sorrow, wishing to hope that the projected earlier dispatch on the ultimate of August instead of 8 October will henceforth grant the same a safer passage, and above all praying to God that it may please Him to mercifully preserve the Company in the future from similar damages amidst so many blows and disasters that reach it so abundantly and from all sides. We have seen with much pleasure from the missive of the Governor Versluijs and Council of 30 June 1731 that the embassy of the Captain Jan Willem Schnee to the Candian Prince had been very agreeable, and had shown new tokens of affection for the Company, whereby was permitted the free departure of the elephants along the Putulang land route to Jaffanapatnam and the unhindered peeling of the cinnamon in the King's forests. With regard to the thoughts of the ministers that the present to be made to the above-mentioned Prince, and limited to ƒ 8000, ought to be increased in order thereby, through his favor, to gain all the more toward the furtherance of the Company's trade, we shall first await your Honor's thoughts thereon in order then to further declare and regulate our own in this regard. 75. The merchandise stowed near the galley was mostly damaged by leakage that is frequently found in that area, so we recommend to those who are charged with the care of the cargo not to load any valuable goods near there. Further extract from the above containing the matter of Malabar. The affairs of this commandery having appeared to us very confused, caused by the bad conduct of Commander de Jong, we highly approve of Your Honour having recalled him without rank and pay in order to render an account of his actions, and in addition that you have sent thither Extraordinary Councillor Wouter Hendriks as commissioner to investigate matters and to make such redress therein as he shall find consistent with the service of the Honourable Company, so that we must defer writing on the affairs of this trading post until we have received the findings thereof and the redresses made by the said commissioner. In the meantime it appeared strange to us that in the instructions given to him mention was made of certain adopted resolutions intended for his information which could not be found at Batavia, so that he, the commissioner, will have to search for them elsewhere, which clearly denotes a great carelessness with which the Company's papers are handled, besides a great blunder of citing documents and papers that are missing. In the future better care will have to be taken of the Company's papers. It was pleasing to us to see from the letter of the ministers of 19 October 1731 that the pepper contracts were renewed again, and that with 50 candies more than the last contracts were concluded, to which delivery all diligence may be applied so that the same may increase from year to year, as it has been in preceding years. The expenses of this commandery over and above the profits, amounting to the sum of ƒ208598:9:8, have appeared excessive to us, but since the management of this trading post was very bad and entirely contrary to the service of the Company, we will have to await the report of Commissioner Wouter Hendriks. In the meantime, we recommend that the ministers take all care and apply all diligence to recover the goods and papers that might have come ashore or been salvaged from the wrecked ship Borselen. We highly approve of Your Honour's resolution taken on 1 September 1730, not only with regard to the prevention of private goods brought by the ships, but also in regard to the illicit trade in opium that was brought from this commandery with the ships Adrichem and Meijden to the quantity of 19 chests, seized by the Water Fiscal Van Imhoff and confiscated by the Court of Justice. And although the carriers of the same were not discovered, it appears plainly evident that the officers of the above-mentioned two ships cannot have been ignorant of it, for no goods may come on board without their permission, so that it seems the perpetrators in this have devised a new way to facilitate their illicit smuggling, which must be countered with all diligence and effort. Further extract from the above containing the matter of Surat. Although we again to our regret have encountered in the letters of this directorate matter of having to complain about the decline in profits in the book-year 1730, having at that time amounted to no more than ƒ209270:1:8 and consequently ƒ965:14:8 less than the year before, which according to the letter of the ministers did not seem likely to have any better success in the following year 1731, we can nevertheless accept the reasons they provide for it and understand with them that this loss of profit, in so far as it is caused by a stagnation in the sale of spices, is not so much to be blamed on them as on those of Malabar, who sold a great quantity of cloves, the quantity of which cannot be determined by us because of the varying expressions in the incoming and outgoing letters, but according to Your Honour's general letter of 12 October 1731 would have consisted in

From Persia, the 24th of August 1735. have sold in 50 chests to some English private traders, ostensibly indeed according to the orders and at the fixed prices, but in contrast accepted the rupees in payment at 37½ light stuivers or 7½ stuivers above the exchange rate of the coin species, and thus not only let the said nations profit from that surplus to the detriment of the Company, but moreover also gave cause that the Honourable Company has been left sitting with its cloves in Souratta, where the English had resold this purchased quantity, and in that manner the trading post has been noticeably set back. We therefore praise the attention that your Honour has had regarding this matter, and that your Honour has fixed the value of the rupees just as that of the spices in order to prevent such artifices in the future; likewise that your Honour, among other matters found to his charge, will make the commander de Jong give a particular accounting of the poor management. Just as we also consider it well done that your Honour, out of consideration of what the ministers had made known in their letter of the 24th of March 1731, that the Bantam pepper is more in demand in Souratta than the Malabar sort, has resolved henceforth to send thither none other than of the Bantam sort, which has appeared to us considerably more pleasant than having to see once again from the letter of the ministers of the 24th of March 1731 that the ship 't Stadhuijs van Delft, which was dispatched from this directorate to Batavia with Papenburg and Duijnbeek, is laden only with merchandise to the value of f 55825. 8. for the Company's account, which is certainly no cargo for a ship of that charter, and reminds us once again here locally of that which we have complained about so many times, and still recently in our letters of the 14th of September 1731 and the 30th of August 1732, with so much emphasis: that the ship's space in India, and especially also at this trading post, is so grossly abused by private trade. However, concerning this we shall not explain ourselves further for the present, and await your Honour's answer and report on what has been said as aforesaid. We also cannot pass by without remark that your Honour, in your letter of the 20th of August 1731, reproaches the ministers over a certain period found in their letter of the 24th of March concerning the sale or retail peddling in parcels and small lots of a certain large quantity of remaining goods, sustaining that the said ministers had overstepped on that occasion in some expressions, meaning that as their supreme rulers, sovereigns in these lands, they should never expect this of them anymore. Yet we judge that we ought not to expect such expressions, much less such propositions, from your Honour yourself, or rather from the writer of this matter; but since this has slipped out, be it through imprudence or ignorance of the one who was charged with the writing, we recommend that the same check the 35th article of the charter, which will be found not to agree at all with such propositions, and on the contrary dictates clearly enough that sovereignty belongs elsewhere than in India, which may serve your Honour for information in the future. The negotiating of 20000 rupees at the interest of 6 per cent per year, we can well believe with your Honour that this was done by the ministers out of necessity and for good intentions. Yet, in order not to deviate repeatedly from the fixed orders and open a new door to all kinds of negotiations on interest, we can also not dispense them from [illegible]. Still a further extract from as aforesaid, containing the matter of Mocha: that the Company, with regard to the purchase price of coffee, has in former times been so often and grossly deceived, has finally made us resolve to fix the price thereof at 10 stuivers the pound; however, in such a manner that we indeed wished to leave it to your Honour to go somewhat beyond this limit and to do all that your Honour, in case of necessity, would judge to be most convenient for the service of the Company, as can be seen in our letter of the 28th of August 1727. But having experienced, and for reasons, the penalty established against it, we therefore approve that your Honour has had the exceeding one per cent account charged to them.

The first, or our cash might have held considerably more, in case the wool harvest of last year, after the submission of a neat account by the Armenian factor Ouwannees at the meeting on 7 February of this year, had not rendered a considerably higher amount of 83345 mamudis or 35421 florins 12 stivers 8 pence, for the reason that after a careful examination of that account (which is inserted in the resolution of 5 March following) with the papers pertaining thereto and the reports handed in, one saw that he was vindicated, considering that his produced orders were deemed sufficient, in such manner as we most humbly hope will likewise appear to Your Right Honourable High Respected Natures from the first-cited resolution, the premises. And whereas the cost of the present wool of 35 mamudis per 6 pounds can now be compared with the harvest of the year 1732/3, when the same was worth 28 1/5 mamudis per the same maund, the first-mentioned thus differs scarcely 7/5 mamudis for the worse; further, in the said resolution of 7 February, the difference is calculated as 12 39/40, namely reckoned after the first-made calculation of 22 19/40 mamudis, making up the said present price of 35 mamudis, and so we, on account of the 30 mamudis stated there (which by him, the wool factor, upon his arrival here in the presence of various members of the council before departure for Surat on 20 January was stated verbally, though as it were taken in passing), make an explanation, there also comes a difference of 5 maunds shortage; in all of which, however, we hope to have acquitted ourselves according to our obliged duty and to have acted according to the worthy intentions of Your Right Honourable Valiant High Respected Natures, reserving at the same time to stipulate with him that should reasons of infidelity on his part occur to us hereafter, he would nonetheless be bound to have to give us the satisfaction required at that time. As was also strictly inquired into at that time with the English Agent Mr William Cockhill by the junior merchant and former provisionally appointed warehouse-master, the late Jacob Pollaart, whose oral report is recorded in the said resolution of 7 February, containing among other polite expressions regarding the wool, that they likewise had traded for about as much, and it seemed very necessary for the interest of our masters, the payers, to bind themselves here with each other by contract, in such manner as could be agreed upon, to the end that the factors on both sides might be prevented from driving up the prices against each other; so that regarding this, and that which concerns this matter in general, the very same business will fully demonstrate that nothing has been left undone by us (as we humbly trust) to ascertain whether any blame could be imputed to the cause of the frequently mentioned Armenian Auwannees, and that consequently it would be unjustifiable for us to make him pay the remainder of his borrowed money, but that, as said, with the addition of 4 mamudis for the hazard of each maund, it must be accounted to him in the invoice according to what is shown under the following discrepancy: On 25359 pounds sent per Barbesteijn: 95836 mamudis, 4708 stivers, 982 pence. From Persia, 24 August 1735 agreed upon in the past year, matching very closely, we have let him be contented under the aforementioned conditions, in the hope and prayer that the same will be graciously approved by Your High Noble, Stern, and Highly Esteemed Excellencies, seeing that in effect no delay could be used therein, lest one should appear to be subject to hindrance in that capital matter, according to our design which was nevertheless constantly kept secret from him. And thus he was subsequently ordered nothing else than to procure the requisition of 72 head of goats and billies, provided that young kids up to 20 head that could march were negotiated along with them at the same time. The success of this has also not been bad, considering that on 16 May we acquired 89 head in total, as is quoted among the humble marginal replies, to wit: 47 head old goats, 24 head billies, and 18 head small ditto, of which 1 head died on the spot, and one of the old goats died during transport, so that 88 head now still remain in being together. The aforementioned wool factor has spent on purchase, maintenance, and herder wages 950 Mamudis or 403 guilders and 15 stuivers. The rest of what has been spent on those animals since they have been here and what might still be necessary will only be known when they embark, which the skippers, both of whom are presently mortally weak to our regret, perceive will be best done 8 days before departure. From this we shall turn back a little and proceed again to the article of the wool trade, in order most obediently to reveal to Your High Noble, Stern, and Highly Esteemed Excellencies our further required actions regarding the present matter; how the same was undertaken, in the humble confidence of obtaining Your High Noble, Stern, and Highly Esteemed Excellencies' esteemed approval, and established by decree of 21 March of this year, seeing that the time seemed to approach when it either had to be continued or discontinued. Having no order for the latter, the decision then fell to try anew, not without first providing the Armenian with a capable person upon whom one could rely, not only in unexpected events of extortions or with one of the two contrary to our wish, but who might possibly in the future, with good expectations, imagine being able to put the continuation of this trade on an accountable and less perilous footing, especially if we then had some docile clerks at hand in order to choose someone from among them for his assistance and the peace of mind of the Company. Thus, in that consideration and state of the times, looking out for the first and most necessary person, it was unanimously found good to select the bookkeeper and, having been ordinary commissioner for a time, Simon de Clement for this purpose, in the same manner as a person named Bartholomeus Lispensier had resided at Kirman in the year 1720. We therefore deemed it utterly necessary, in the future, no longer to make use of this detrimental weight, but to receive and send the said paisas with the recently received one, so as to prevent your Noble Lordships' legitimate displeasure in the future; and to avoid this, regarding the placement of the bags, the officers of the Valkenisse, with which the copper coins currently on hand, together with two sealed sample bags, are to depart in accordance with number and weight pursuant to the highly wise instructions, will be ordered to take all possible care and effort that they may deliver the said packaging dry and in good condition again, just as the same are shipped off here in their presence, not doubting that this serious warning will make a proper impression on those crew members.
