From Cstl under date 24 Aug: 1735: Consul under date 24 Aug:s A:o 1735: From G 815. was firstly the unanimous opinion and conclusion to grant the writings in original their required referral, by offering the same under ours by first dispatch to their High Excellencies the High Indian Government at Batavia, because that path and right is open to everyone, and thus may be cut off from no one. However, in respect of our employed intercession, tending towards a favorable endorsement, the judge of each person, such could solely be granted regarding the solicitation for relief from the tax of the advocates, especially as that very intention already lies in our council resolution of the 7: Feb: of this year, when, in dutiful obedience to the aforementioned their High Excellencies' order regarding that affair, the necessary was framed, and consequently is also set to take effect. While the aforementioned latter requisitorial letters without our intercession will have to make do with their own presentation, in order to obtain forbearance and connivance. Thus far having dealt with the matters concerning the Company office at Basra, the Lord Commander brought up, as a concluding point thereof, by way of proposition, whether, in view of the present condition at the said residency, being risked at hazard, it would not be best to choose to assess the lot recently received for that office from Batavia of 60. pieces of superfine betilles in one chest, and 1 1/2 small parcel per Noordwijkerhout, also 22. pieces of fine betilles or red turbans, likewise brought in one chest per Valkenisse. Those from the first-mentioned vessel having been opened and found in well-conditioned state, but the last-mentioned package uninspected for the sake of speed. The order lies, that the high and mighty lord Satergen Mgeen Alie Subchoen, governor of the fortunate seaport Abassie, may know that after my arrival at the mentioned place, the mighty lord Captain of the Dutch Company made known to me how certain persons, such as brokers, workmen, and other servants of that Company, having been exempt from taxes from of old, might also remain exempt after that manner, and having presented to me the number of his servants, so I also ordered the soldiers in all cases, recognizing them as exempt, not to impose anything of the contributions, and because I have now arrived in Ispahan, and that the Captain residing in Ispahan has also made a request to grant an order yet more detailed concerning that matter, so I have wished to authorize that highly exalted person again, to the end that, as customary before, the brokers, workmen, and other servants of that mentioned mighty lord residing at Gamron, and such as was ordered from of old, are to be recognized as exempt, and not to be molested in any respect, which you shall then strictly obey, and not act contrary to what has been ordered. The prudence that the bookkeeper Mathijs van Luypsigh stationed at this factory neglected, to the detriment of our involved brokers, who possibly otherwise, on which occasion also the restitution of the aforementioned extorted monies, or indeed the aforementioned translated missive might have been taken into consideration, would now have to continue bearing that unjustly suffered damage with no hope of recovery, and therefore was of the opinion that this neglect of reflection merited a noticeable reprimand: The members, having attentively heard and weighed all that was presented, concurred, in order thereby to expect better accuracy and attentiveness for the future in occurrences of whatever nature or in whatever respect might concern the service of the Honorable Company. The aforementioned bookkeeper Matthijs van Leijpzigh, on the day that the aforementioned letter of 16 June was already sealed and about to be dispatched, having received from the former ambassador to the Mughal court, Alie Mordoon Chan, a certain written testimony or marginal response concerning the sailing of ships to Diu and that monsoon, upon a petition drawn up by him, van Leyzigh, in the name of the Lord Director (according to His Honor's order by private letter dated 20 May Anno 1735) for the aforementioned purpose; and that paper having been delivered to the bearer under a separate cover. Out of friendship, with a sincere and pure heart, writes the present Gamron Captain of the Dutch Company as a wish, established in truth: To Your Honor in this manner: at the time that Your Excellency had arrived at Gamron to travel as ambassador to Hindustan, you then requested a ship to sail thither with Your Excellency's people, but because at that time it was not the monsoon, and according to the orders of our powerful superiors one was not permitted to dispatch a ship to that or any other place contrary to the hope of the monsoon, the then Captain dared not consent to that request, being fearful. At the time that I, as ambassador, had to travel to Hindustan, I arrived at Bender Abbas, when the monsoon for sailing thither had already passed, and I, for reasons that were not provided with any order, made great haste to depart quickly; and that Captain then gave me many reasons, that it was not the monsoon, and no less presented the danger of remaining stranded therein, to which I would by no means listen, but took a ship, and thereby placed ship and keel in danger and distress. Most respectfully shows your Honors' humble servant Jacop Diepenbagh, how he, petitioner, most recently on the 5th of May of this year, upon his humble request submitted at that time to your Honors in Council, requesting his release from this distressed country, it was first resolved by your Honors to hold the granting of the apostil charged, as on the 15th of June following at your Honors' further meeting had very favorable consequence, by not only granting him his discharge, but also at the same time appointing him bookkeeper of the Company's vessel Noordwijkerhout, for all which tokens of favor the petitioner hereby offers his humble thanks to your Honors with the utmost respect, under the assurance that he will always endeavor to perform the duties of said bookkeeper to the best of his ability as befits an honor-loving servant, and to that end he has already accepted the books of the aforesaid vessel from the hands of the bookkeeper and paymaster of this office, Jan van Hellouw, where the same had ended up upon the death of their keeper Coenraad Bentom, to inspect the same and see how they are situated, having then found that they principally consist of the wrongful handlings of the said Bentom with the goods of the deceased gunner Cornelis de Bruijn sold on board the said vessel, as appears from a note on the muster roll on 28 January without the year being stated, to the amount of 380 rixdollars and 12 stuivers, as is also evident from this inventory in the form of a vendue roll, which is likewise unsigned and provided with a false date, as it states that the sale occurred on 29 February Anno 1735, whereas the said vessel had already appeared in this roadstead on the first of the said month, the petitioner in further examination having also found no one's account debited for that which they are recorded as having bought on the said vendue roll, but rather that the said Bentom, through carelessness, left everything as it was without properly debiting anyone for his share, which he certainly did not intend to do, as appears from the account of the upper-surgeon Kramer relieved from the said vessel onto this shore, whose account Bentom merely closed without debiting that man for his purchases made at another auction held on board to the amount of 40 rixdollars and 1 stuiver, an auction unknown to the petitioner, as it only appears from its vendue roll dated 9 November of the past year, also unsigned, and in the header it is not apparent of which person, found that with various gross errors, found that From Castle dated 24 August 1735. 843. Persia under date 24 August Anno 1735 Translation of a Persian mandate written by the lord Thamas Chan to the head of this office, and personally handed over on 27 October Anno 1734 by the Governor of this city, the Lord Hassan Alie Chan, to the bookkeeper Matthijs van Leijpsigh, stating as follows: I take my refuge in God and the highest Command is that the elite among his equals and the best among the Christian nations, the Captain of the high and mighty Dutch Company, being assured of our manifold favors, may know that since in this time the highly exalted lord Prince of the Great, Thamas Coelij Chan, mighty Sardar of Candahaar, and absolute lord over the lands of Faars, Coegilum, Kerman, the seaports and their dependencies, has undertaken the journey to Isfahan and has been ordered to depart from there to Faars for the execution of further matters, and furthermore that some affairs must be consulted with the same, so it is that now, in observance of this written order, and upon the arrival of the said highly exalted Sardar at Isfahan, he will have to go to the same in order to hold counsel with one another regarding the matters that have already been ordered to him; item, upon His Highness's departure to Faars, to send along with him a capable person so that whenever a ship or ships might be needed near and around the seaports, he may go take the same from the authorized representatives of the Dutch Company there and deliver them to the commissioners and the people of the said His Highness; and in respect of which ordered matter, observing the required obedience, if he furthermore has anything to request, he may freely petition.
