From Persia, under date 10 December Anno 1736. borrow from Armenian or Banyan merchants or other residents, even if the English and Dutch captains were willing to assist your Excellency in lending some money on bonds, for which your Excellency might pledge the revenues of the toll of this year; for it is necessary that all residents and guest-friends of this realm in these times render service to the Crown as much as lies in their power. After your Excellency shall have accomplished everything, your Excellency must come to me by post, either in Chiraas or in Costien. Upon this unexpected message, after consultation held among one another, our inability was immediately made known to the said toll-master by both the Company's servants, the interpreter and the molla, in an emphatic yet civil manner, with a positive reply that such was a matter beyond our scope, which we would in no way dare to undertake nor submit to, being contrary both to the highly esteemed order of their High Noble Mighty and Worshipful Excellencies, and to the good customs of the enjoyment of the ancient royal privileges granted to their aforementioned High Noble Excellencies' servants in these regions; and that on the other hand we did not doubt but that From Persia, under date 10 December Anno 1736. he, the Mirza, considering the same with mature deliberation, would also set it entirely aside, and then also know how to devise other means so that everything might yet go well and the friendship between us might continue. Thus, upon these representations and explanations having been made, the envoys delivered to us a return message in the name of the said toll-master, stating that he was very well aware that the old ways greatly differed from the new, to his own great regret, and that he indeed wished that he had never been employed in this commission which went far outside and above his office and understanding, since he had well been able to suppose beforehand that it could produce nothing but unpleasantness among his good friends; yet that it was in no way his fault that he had to execute the orders to the best of his ability. Showing, among other things, that no more was lacking than merely 500 tomans, namely 250 tomans in an assignment by bill of exchange on Sheikh Cosjet, being required for the purchase of the 2 ships, and an equal amount in cash for the procurement of pearls; also that if he were provided by our neighbours And From Persia, under date 10 December Anno 1736. and other merchants with their imposed quota, he would tomorrow afternoon, that is to say today, dispatch one of the chappars with his report to the court, and thereby report how far he found himself assisted in the execution of that commission. And therefore he earnestly and humbly requested the Chief, without however being disturbed, to be so good as to advance those funds, since the said courier dared not and would not tarry any longer, and it was also impossible for him to detain the same any longer if he wished to avoid His Highness's displeasure for the preservation of his life, etcetera. In all these past occurrences, the Principal Chief, now consulting with the healthy gentlemen members of this board, sent to the aforementioned shahbandar a letter of the following content: Translation of a Persian missive written by the shahbandar of this city in the name of Mirza Mhammed, in the name of the Honorable Chief Carel Conrad, dated 2 November, and brought early in the morning into this lodge by his servant: After From Persia, under date 10 December Anno 1736. After compliments rendered. In sincere friendship I write this to your Excellency, with prior assurance that I am convinced of the true and pure affection that your Excellency bears towards the Crown, even to such an extent that my pen is unable to bear sufficient witness to it, as knowing that everything commanded by His Highness has been fulfilled by your Excellency with sincerity according to ability at the time of the expedition of their Excellencies Lessie Chanbeecq and Maad Zaid Beecq to Dieul, when no ships were even anchored at this roadstead, but had been sent away out of necessity due to mortality and lingering illness, which nevertheless, despite even the bad trade, with heavy expenses and great trouble, was at that time of a gratifying success; so that for my part I find myself endowed with no small reassurance from the very ancient, amiable conversation maintained and proven with your Honor, that in my present friendly request I shall not be refused. (Omitting here the further compliments made in this translation.) Stating that, whereas His Excellency Mirza Cachie, His Highness's own plenipotentiary of these low lands and your Excellency's special friend, has by writing positively ordered a capital of 4 to 5000 tomans to be furnished for the pearl and ship procurement, the latter with Sheikh Zaljet and Hadje Kerhoen at Bassaidoor, and has furthermore given to know that His Highness attached extraordinary importance thereto; for which I was to employ the available money from the toll revenues and borrow the remainder from the high and exalted Dutch and English captains, as well as the wealthiest merchants, with the condition of then being able to deliver to their Honors my binding assignment on the said tolls as a kind of pledge. In all these so weighty affairs, since the receipt of that order, I have not been able to come closer to a conclusion.

677 From Persia, dated 10 December Anno 1736. could find yesterday, when I was still short 1500 tomans, and yet very kindly accepted 1000 ditto both in cash and bills of exchange, which is why I presently take my sole refuge with Your Excellency, to accommodate me now with only 500 tomans Hawiseh money as stated, so that I may be able to finish this journey for His Highness, the important and delicate work so repeatedly recommended to me, as everything is waiting for it, under sincere assurance that I shall apply my upright and dutiful care so that Your Excellency's advance of these monies will not only be restored before all others, but also that Your Honour's true serviceability may be brought into even greater lustre and esteem than before with His Highness and His Excellency Mirza Taqi. After this unfolded explanation, one further considered oneself obliged to ponder what, in such a calamitous state of the times, was to be done for the maintenance of the dearly acquired prerogatives on the one hand, and no less for the so delicately valued benevolence of our noble High Masters on the other, as appeared in the latter case; whereby agreeing to this, one would sin against the high orders from Batavia issued under dates 13 August 1706 and 27 September Anno 1726 concerning money loans, and by refusing, no satisfaction could be caused either to this regent governor or at court, the more so as it 678 From Persia, dated 10 December Anno 1736. seemed inclined to let the matter rest upon that, in order to use and esteem the Company's aid quasi-amicably; wherefore, after having considered all that was serviceable, and especially for two reasons, namely: firstly, that the expenses already incurred on behalf of the Honourable Company and spent on the Sindhi ambassadors, according to their assurances to His Highness, might not be rendered entirely futile in case of a too great refusal in the present subject; and on the other hand, so that the way of true reason might not be disputed to us in due time in soliciting the remaining toll monies on the royal assignment of the notorious 5000 tomans; it was thus noted with unanimous votes as inevitable to decide to make use of a little compliance, and to let it be announced to the said toll-collector that in case this affair could be brought to progress and completion with the help of 300 tomans, he should then declare it and make use of it, also to show in the end that one was not always directly ready 679 From Persia, dated 10 December Anno 1736. to satisfy whatever was demanded out of hand, the more so as it still differs considerably from the sincere services rendered by the Honourable Company to His Highness or the realm in a few years compared to those of other nations, since the regents themselves have testified that the English were regarded by the aforementioned Tahmasp Khan as salaried servants of the crown. The interpreter, having then brought word of this in our name to the cited Mirza Muhammad, and having shown among other things that our intention also required not accepting to pay any more, and that on the understanding that an assignment must be granted to the Honourable Company on the toll revenues in an honest, valid, and lawful manner in order to recover those monies to the last penny, whether he remained in loco or departed; so the same, after making it apparent that he had indeed relied on the principal of the said 500 tomans, and having set that resentment aside, gave as an answer to the interpreter that the Captain, meaning the principal Commander, doubts 680 From Persia, dated 10 December Anno 1736. doubts my word, but I shall tranquilize myself until I have sufficient means at hand to prove to him my sincerity, more than I have expressed thus far, to the point of conviction; and therefore tell him that I, on account of our mutual friendship, will content myself with that little, claiming therefore only 50 tomans in cash, and the remaining 250 ditto he can draw by bill of exchange on Sheikh Rashid, so that if I might be in distress and have no credit, it can then be received, either by myself or another who might at times be employed on that commission, but the Captain need not advance that latter sum sooner, even though I hand over to him the full assignment on the tolls for the said 300 tomans. All of which, being further weighed in consideration, and also seeing how that man sought to treat us incomparably more civilly than others in this case, one found unanimously most necessary and serviceable on behalf of the Company to let the said 50 tomans be paid by the brokers for the account of the Honourable Company

From Persia under date 10 December Anno 1736. to advance, and concerning the remaining 250 thom:s also likewise to leave the care for the aforementioned Sjeeg Casjet entrusted to the provisional authority, so that the Company's esteemed reputation and credit in our given word might be maintained; the aforementioned assignments are therefore divided in two, though validly and properly sealed and duly accepted by the tabieldhaar and deliverer of the cash regarding the tolls Nagha Gosjael starting tomorrow in the hope that, the Almighty willing, not only will the advanced cothomans be collected again soon, but that through this a footing will also have been gained in order to be able in time to remind His Highness regarding the aforementioned great toll assignment, according to the highly wise intention of Their Right Excellencies; subsequently the aforementioned 2 assignments were properly preserved and kept in the secret bag in order to settle the toll moneys thereafter, and one being paid to return it, as also the other when full payment for it shall have been obtained, which God grant, and also that at last an end may be made to all such From Persia under date 10 December Anno 1736. adversities by the upcoming great imperial assembly; and that the claims on the tolls, both old and new, may be completely collected and liquidated. On the 19th of this month from Kirman from the factors 2 bills of exchange, one by Nagha Natta Wal for black thom:s 150.-.- and Nagha Fettitjant for black thom:s 100.-.- together 250.-.- black thomans, valued at 200.- white thom:s or ƒ8500.-.-, having been presented with the condition to pay the first in 15 days and the latter in one month after sight, it is hereby made known that both were then accepted by general approval upon a round of votes, to be satisfied in due course as specified above by the Company's broker according to custom; in like manner, having been discussed further concerning the Company's factors, that since it could very easily happen that those people during the cited imperial assembly, or rather an entire new centering, might also not remain free from outrages by one or another regent, especially if the brave duke of Kirman, or his naib, were to be replaced by a tyrannical usurper (such as Mirza Tackie and his whole following) or rendered powerless From Persia under date 10 December Anno 1736. to protect our people, it was unanimously resolved, in view of the danger residing therein and also because one could always resume that freight trade when the greatest peril was set aside, to recall the factors as of now, which was then also conditionally effected yesterday by letter, as everyone has read; wherefore we will touch upon this no further, other than expressing our most heartfelt hope to eventually enjoy and be deemed worthy of the gracious approval of Their Most Esteemed Right Honorable Excellencies over that entire resolution. Thus resolved and decreed with unanimity of votes in the Dutch Company's office at Gamron on the day, month, and year aforesaid. Having From Persia under date 10 December Anno 1736. been seen this morning on the horizon and appeared about an hour ago in the roads here (praise be to God) the Company's ship Stadwijk with the highly revered letter from Their Right Honorable Excellencies dated Batavia 16 August of this year, we proceeded with great respect to its reading; and first of all it was answered that Their Excellencies had been pleased to assist this direction by sending a junior merchant named Jan Barkey, to be employed in the wool procurement or other work according to the circumstances of the time; thus the highly wise order concerning such newly appointed persons came under consideration, and consequently it was found necessary to have him appear in the meeting hall, where the high order issued in this regard was made known, and after taking the oath as council member he was welcomed with his seat at this table; further proceeding to read the aforementioned highly esteemed letter, we found ourselves deeply moved by the recorded notice regarding the untimely decease on 10 March of the current year of His Right Excellency the Right Honorable Mr. From Persia under date 10 December Anno 1736. Mr. Dirk van Cloon (God rest his soul), but at the same time also cheered and comforted again by the welcome news that on the day thereafter, in the illustrious assembly of Their Right Excellencies at Batavia, the Right Honorable Lord Extraordinary Councilor of the Dutch Indies, Abraham Patras, was chosen for that highly distinguished and no less onerous governance, with further honored orders from now on to honor and acknowledge His Right Excellency as Governor-General of the Dutch Indies and our supreme commander, and according to oath and duty bound to be faithful provisionally, and until such time as orders concerning the public inauguration should be received; on which account the provisional authority showed the members their required loyalty and obedience in the said manner, and in accordance with that tenor also regarding his own person, being ready in future obedience, and thus collectively confirming to love and respect His Most Esteemed Excellency the Right Honorable Lord Abraham Patras with due humility as cited above, for which reason from the bottom of our hearts to God

From Persia, dated 10 December, Anno 1736. God being prayed to graciously pour out the horn of salvation over His Honour's illustrious person, so that he may enjoy a perfect health for many years to come, and his government may be and remain blessed everywhere for the prosperity of the Honourable Company, to His High Honour's singular glory, and the solace of us, his humble servants, with all those who enjoy the happiness of standing under his patronising and gracious supreme command with its worthy elevation. After further harmonious congratulations and also the resumption of the highly esteemed enclosures obtained therewith, all of which agreed according to the register, taking into consideration the severe indisposition of the fiscal already mentioned in the heading, and that the junior merchant and provisional warehouse master, the Honourable Willem Meester, as evidenced by the resolution of the 18th of this month, performed that office; it was accordingly required that someone be nominated and dispatched by virtue of office and according to orders for the ship's inspection. Upon asking around who should now be employed for this purpose, the said Mr. Meester also willingly offered himself, and this having been mutually approved, that task was assigned to him to carry out properly. The also-arrived skipper Jan Bouritius having mentioned in the discussions a leak, it was deemed good upon consultation to address him on this matter in council. Entering after convocation, and upon being asked, he answered in the affirmative, stating that this must presumably be hidden between wind and water. He requested that he might first of all be relieved of the loaded timber, beams, etc. Which, after he had stepped outside again and the matter was further considered, was granted with unanimous votes. From Persia, under date 10 December, Anno 1736. which might be required of us jointly to maintain respect thereby, and also for the further welfare of the Honourable Company to the best of human ability in these unstable circumstances of the time, and was deemed necessary, thus upon further consideration following the said proposal, which, though still wavering in hope and fear, presented the last-mentioned as being more liable to succumb than the first, to the end of acceptability with a solid foundation; having hereupon proceeded further in a similar manner of reasoning as to how the discharging could best be regulated so that everything should reach an orderly and skillful conclusion, down to the bulkiest goods such as candy and powder sugar, iron, etc., and at the same time it being reiterated for reflection that the present time (as appears above) was nonetheless not yet truly to be trusted as to what one ought to undertake, in order not to bring trouble upon oneself either, or to become subject through an unexpected accident of these troubles of a new revolution of the empire, which are mostly peculiar to the principals in this country, in case it were resolved to dispatch that vessel immediately to the said Surat directly or via the Commandery of Malabar, since in the event of such dispatch, if one should subsequently at times fall into distress through one's own actions (which may the Almighty be pleased to prevent), one would become subject to a very heavy accountability, just as if the same were detained, because it was well to be assumed that within a couple of months some credible news from the upper lands concerning the imperial assembly would emerge, and in the meantime progress could be made with the debarkation of all the woodwork, victuals, and further provisions, and likewise that by then, in all likelihood, the ordered Kirman sheep and wethers would also have arrived with the wool that is on the way, besides that which has long been demanded from Isfahan and recently reiterated again in our dispatched letter of the 19th of this month; From Persia under date 10 December Anno 1736. An exact investigation with the weights in use against the calibrated weights must take place in the previous manner, perfectly confronting them reciprocally, and with the ordinary findings then also to make citation thereof. From an extract from the general missive written by the assembly of the High Noble Lords 17 in Amsterdam to Her Noble Great Reversible the High Indian Government in Batavia, dated 12 March of the past year, as well as among the highly honored appendices obtained, the memorandum concerning the salaries exhibited by the head of the general pay-office and Curator ad lites in Batavia, the Lord Thomas van Spreekens, at the last mentioned place on 9 August of this year, it has again appeared to our sensible sorrow that, according to the dictum of the first-mentioned highly esteemed extract, the qualified rolls sent over presumptively in Ao 1730 and 1731, although provided with 2 registers, the one indicating the offices and the other the names of the qualified persons with their folios, were nevertheless still so faulty upon inspection that Her Noble High Reversibles were not only frustrated thereby, but also necessitated, on account of the scandalous actions of whatever person from whom this may have originated, with the greatest reason of the world to have had to alter them; added to this the errors pointed out in the said memorandum, which can be no less offensive to the holders. Thus, following a proposal made, it was unanimously approved to have the persons who were formerly and are still in the service of the Curator ad lites appear one by one in the assembly, and to have them, but principally the one whose duty it was, not only hear the tenor of those highly honored writings read out, but furthermore in the sharpest manner to impress upon them properly and urgently the dissatisfaction caused by the previously mentioned and by such inept work, to the end that it would once again be brought about that such servants in the future should perform in their administrations with the required fear, and might especially cease such inexcusable mistakes, which tend to nothing else than causing offense or a disruption upon visitation and inspection. The junior merchant Jan Verhellouw, who stepped down at the end of August, having been informed on this as stated, thanked them humbly and added that these errors had been committed before his time, after which his predecessor Carsten Muller was let in, and having also been addressed in the aforementioned manner, found himself, upon this resentful reprimand, culpable and inwardly affected to have sinned so grossly in that regard. He therefore requested that he might obtain our intercession on his behalf, since he hoped that it would be of such force with the High Noble Great Honorable lords superiors that his deserved disgrace might be changed again and, next to God, Her favor would be sufficient for him; all the more he trusted this with much sorrow, if only the testimony of the enduring, frail bodily state in which he had found himself at that time might at the same time be enjoyed, as having been the principal cause of his obtained discharge from this so deadly climate, and that he had had to entrust such capital work to the copyists to finish, etc. The same having thus been granted his departure, and the recollection of his made excuse having been confronted with the memory of the former times in this generally known, truly miserable region, one could indeed concede somewhat with respect to the previously reported illness, but not speak for his committed faults according to the content of his request, considering that our undertaking to do so might perhaps even be taken in the highest degree amiss. And therefore it was unanimously judged best to let the same stand and humbly defer it to the high and gracious judgment of Her aforementioned High Nobilities, seeing that he was indeed to depart from here shortly himself. To administer any estates that may occur in which more might be found than the burial expenses, to bear the end thereof and to give a required satisfaction thereon, as is proper. Considering that the junior merchant Ian Barkeij, recently co-opted in council as a member, has until today remained without employment in order to establish himself at the designated place of the logie, and also that he, in the present harvest season of the Kerman wool (even if he might have had the required ability and knowledge, though he himself testified to the contrary), nevertheless could not be employed with any peace of mind, all of which being fully known to the council, it was submitted for consideration that, following the old honored order, such persons were each time provided to the warehouses with the ordinary commissioners, and at the same time ordered not to help collate the secretarial work but to assist in order to see what occurred and thereby (having ambition) also to learn something; for which reason it was then asked as before whether it would not be convenient, in accordance with the customary practice and in line with the highly wise orders, to allow the said junior merchant Barkeij for the time being to perform his service in that manner; and the necessary points having been brought forward back and forth on this matter, since this might otherwise undoubtedly turn out reproachable for us, he was in that regard appointed commissioner by common consent as stated, and congratulated therewith. On the 25th of this month, a report on the conducted ship inspection by judicial commissioners, following the ancient order, in the presence of the junior merchant and provisional warehouse keeper DE Willem Meester (on account of the severe indisposition of the fiscal mentioned at the head of this document), was submitted, and upon confrontation with a duplicate thereof drawn up for the said ship Stadwijk, sailing from the Batavia roadstead, by the gentlemen commissioners from the honorable Council of Justice of the city there, accompanied by their honors' covering letter, both dated the 18th of August of this year, showing that this vessel drew 20 feet forward and 23½ feet aft, and according to the first-cited document had also thus arrived in loco without any private goods having been discovered therein, which, pursuant to duty in this matter, is now made known; as well as that, out of necessity on the above-mentioned day, or the 25th instant, a Caffre had to be hired again in order to discover whether the fiscal will now be able to manage with 4 ditto, and if not, then another ditto servant shall be granted to him. After this was concluded, on the proposal concerning the calling at the Muscat roadstead with the cited Stadwijk as above, it was unanimously approved to call its officers into the meeting to account for what had moved them to undertake that, and having been admitted inside, they replied to the question put to them that they had lay there for barely two full days to fetch some water, and had been practically forced thereto, requesting that the same be interpreted in the best light and that they might refer for the rest to what was drafted on board ship in that regard, as appears below: Saturday, the 12th of November 1735. Ship's meeting held, present all the members of the council, together with the boatswain Cornelis Schout and the gunner Harmanus Lareman. Regarding the rastapaat cloths, it was observed how, since the prevailing price of 172 7/8 and the following fiscal year up to 20 mamudi each, a total of 180 pieces have been turned over, namely 458 pieces in 172 3/4 and 22 previously, but afterward only 128 pieces during that entire period. Even though the price, etc., was set from 26 to 25 mamudi by the aforementioned resolution of 5 May, and we had believed that the merchant would come to collect the cloths, the entire remainder thereof being 3204 pieces, costing 23310 florins, 4 stivers according to the balance of the books, and consequently too large not to observe strictly the duty of trying whether the merchant might not, with a little accommodation in this matter, also be encouraged to collect them.
