From Persia under date 10 December 1736. and to register whatever was possible thereof, as well as to serve with a report after the work was done for everyone's peace of mind, it being also judged necessary in this regard to note that the old merchant shall not be and remain arrested with a sentry anymore, but under civil arrest, provided that precaution and care are taken, although due to old age he can barely walk and stand. Shortly before this meeting, having received the duplicate of the letter from the residents of Basra, dated 16 December of the past year, provided with an appendix of 7 January subscribed thereto in Bitafarina, as now also checked in detail, and among other things their excuse for not signing their original of those letters received previously, and that such had happened out of haste, which was indeed accepted as such, and their previous writing thereby made authentic; but their request to be accommodated with the copy of our letter of 21 August of the past year sent toward Batavia, and also to the dear fatherland, was, after consideration that their people have already received the extracts therefrom by missive of 22 December, and that it would also not well be possible to take away the scribes who are still healthy and working on the backlogged work to let them proceed with that without shortchanging what is necessary here, and that also what the said extracts dictate besides are mostly matters concerning Isfahan, Kerman, etc., it has therefore, upon inspection and deliberation of everything, been judged best to avoid sending that copy, principally also for the reason that the circumstances that occurred therewith will already have enjoyed the good fortune, so we hope, of having been received by our Right Honorable High Authorities. Subsequently, the Council was informed by the said Commander of how he had received an answer on the 18th of this month to the letter of 26 November of the past year to the Imam of Muscat regarding the matross Baptist Clemenei who escaped from the boat of the Stadwijk, to be seen under the resolution of the ultimate of November of the past year, continuing that the said deserter had departed only about 6 days before the receipt of the first-mentioned letter by a native tranky or vessel to some various places up to and around Calcutta, the said Imam assuring that if he should turn up again there, he would not fail to send him on, with which one must rest content, until proof thereof is shown to us. This morning 2 bills of exchange were presented, being from Sheikh Rashid from Bassadore, the presenters of which are a certain Haji Abdullah, and Haji Hussein Nakhuda, the first for 250 tomans or 625 guilders, disbursed by us on this neck-breaking money to be advanced for the purchase of the ship for His Highness on date 22 December of the current year, as can be clearly seen by the entry under the same date and 23 November previously, so in this regard it was put to the vote by the Commander whether the Shahbandar Mir Samhamed, currently in Issien, ought not first to be written to about this, and to inquire whether that ship purchase had taken place, and if so, that the Sheikh Rashid should be satisfied, which was then also found good and necessary, in order to discover in reply how matters stood with that, and that we might be assured of the said toll collector for our greater peace of mind. Concerning the 2nd bill of exchange mentioned in our resolution of the 8th instant, agreed at Bassadore over the freight mentioned by the provisional Fiscal here, Mr. Cornelis de Haan, and the Company's interpreter David Sahid, it is now discovered that this exchange actually reads for 21 tomans for Sheikh Rashid's own claim, and another 1 toman to the Captain of the frequently cited ship Towackel, since such a person must always have or at least ought to have something separate for his trouble and care, on which very much depends, and without which, besides the testimony of our friends, the old Sheikh could not have been moved to the agreement so easily, and for which reason then, after consideration of this and that, accepting the bill of exchange as well as causing the payment of the 100 maunds was judged inevitable, to the end that in other occurrences the old credit of the Honorable Company might suffer no infraction or disregard, and therefore the brokers as cashiers shall disburse the entire amount of 22 tomans or 935 guilders, and the Basra office be debited in reverse for it, as having been incurred there. With regard to the remaining defects in the repairs and also that during the heavy rain recently obtained, it was again encountered on the upper works of which special mention was made in the resolution of 18 November of the past year, the roof or floor thereof was not as perfect as was assured at that time, since the unfinished material had since dried out a little and parted from each other, yet despite the repairs done against this it was of no avail but to our regret caused leakage, for which reason also, shortly after its discovery, having taken inspection over everything myself with our carpenter Gerrit van der Leij, in the illness of the recently arrived master journeyman named Jan Bronkhorst, because our best ditto Philip van Mompaaije had gone the way of all flesh, together with one of the most capable native master masons, in order to learn how this costly structure might be repaired, for its complete preservation, and the avoidance of further expenses to the great detriment of the Honorable Company, so in this, after investigation and deliberation made to our best knowledge, it was suggested as highly necessary that the entire floor, which previously consisted only of lime, where the slope by chiseling was more or less required

In our last estimate of the 8th of this month mention having been made that at a further meeting mention would be made of the handover of the secretariat papers, this is now respectfully done, since everything has been effected in due form by the retired Secretary, the principal Fiscal more often mentioned herein, to the incoming ditto the Junior Merchant Ian Barkeij in the presence of express commissioners, in accordance with the exhibited report, with the notification that some books out of all of them were indeed somewhat infested by the white ants, but were also at the same time set apart from the good ones and preserved to prevent damage and because the old ones are still legible and of use. Whereas the officers of the said vessel, according to the ship's resolution dated 24 February last, put into Mascat and took in 2 boatloads of drinking water there for an amount of 101½ rupees or 456¾ mahmudis, being 193. 9. 14 guilders, as appears from the expense account delivered to us at the same time on behalf of the private French chief here, Monsieur Delouche, who had received it from his attorney at Mascat, and founded on the resolution. December A:o 1736. indicating the still uncertain state of the realm, the rulers being mostly inclined to extortionate designs merely to obtain money or presents, and on the other hand the importance of providing for the said trading post in case the Council could approve thereof, it was therefore taken into consideration with mature attention, after weighing the layout of Stadwijk, that one daily expects to obtain good or bad news from the imperial assembly and concerning peace or war between this crown and the Ottoman Porte, with equal consideration of how the English and French nations had for some months fearlessly frequented the Basra waters again, and the residents had continually requested to obtain goods, so everyone thought and judged it might be considered irresponsible by our Right Honourable lords and masters if that residency were not provided with a good cargo in order to secure the market along with other merchants, and to help the ministers recover their presupposed damage in case of failure thereof by settling accounts on the tolls on account of the extortions. But with regard to the calling of Stadwijk, the present times still seemed too dangerous, since then or thereafter not only the Company's entire capital, but also the people, would be placed outside retreat and security (which may God in His mercy however prevent), and as for the persons, the ship drifting at sea and being unable to return, it might after all be equally difficult to justify that its dispatch had been carried out. From Persia under date 10 December Anno 1736. table could then send further, with the addition and reminder of our collective weakness, and that by the slightest change in the ministry here only a great embarrassment would be created, and that by leaving the Honorable van Suchtelen there until the gracious decision might be obtained from the Supreme Noble Indian Government at Batavia concerning that residency or this directorship in its entirety, everything that might otherwise affect us here regarding some confusion would be completely averted. Whereupon the Council, after mature deliberation on what had been proposed, and moreover that the said residents had offered their principal interest to the most noble, high, and honorable authorities, in such manner as had also been done very humbly from here with respect to the provisional fortifications made before that date, and upon which in a few months, according to all expectations, a gracious decision was to arrive, judged it to be far the best and even more responsible for the time being not to replace the said Honorable van Suchtelen, but to let him remain there until the highly wise Batavian orders shall have been obtained, since it will then also become clear what one will be grounded and permitted to put into effect in all respects. Since our last resolution of the 14th of this month, an opportunity having been obtained through the arrival from the upper country of good Shiraz claret wine, tarragon vinegar, and buckskins from Spahan, the members, upon canvassing and sending samples with their prices shown separately, were informed that after subtracting the goods expected from Spahan, the respective demands lacked: 400 pieces of dressed buckskins, namely 200 pieces of black, and 200 red ditto; 8 casks of tarragon vinegar, and 22 ditto claret wine; and thus subsequently considered together in passing, yet with all caution, the considerable time that presently seemed to be needed in ordering one thing or another from Spahan, and that such could now be obtained as a supplement as above, especially since it was good merchandise; so, according to the foundation already laid down here above, it was judged proper not to let this opportunity pass, but on the contrary responsible to make use of it. And thus confronting the samples and prices, it was found that the seller could not be disposed otherwise, namely: For 1 piece of buckskin, mamudis 6 1/5 or f 2. 14. 6 2/5; 1 case or 2 carboys of claret wine, mamudis 140.— or f 59. 10.—; 1 case or 2 carboys of tarragon vinegar, mamudis 120.— or f 51.—.—; as he declared not to be at a loss with them and had already been approached by other Europeans, etc. Wherefore it was then decided to enter into the agreement and, as far as possible, provide satisfaction for the honored demands, since not only was the heavy risk of first ordering those goods avoided, but the seller was also encouraged in the future to risk something again and bring it down for the convenience of those who need his wares. From Persia under date 10 December Year 1736 being 1¼ percent scarce, and with the addition of ½ percent outturn at Batavia this increases to 2¼ percent, for which loss no other reason can be given than that this must be caused by drying out in a hot hold, and diminishes, whenever a certain loss and decrease must be assumed. Black winnowed Bantam pepper should, according to the bill of lading and invoice, be delivered here on the scale: lb: 128213. At the first delivery it weighed: 124054 lb: and dust: 153 lb: totaling 124207 lb: Showing after subtraction a deficiency of: lb: 4006. Taken for further winnowing the above-mentioned lb: 124054 Yielded clean: lb: 119753. Resulting in an offcast of dust: lb: 4301. Whereby it is established that deliverable pepper received was: lb: 119753. Dust at first receipt: lb: 153. From winnowing as stated: lb: 4301. And the first deficiency: lb: 4006. Total: 8460. Yields as first stated: lb: 128213. Which deficiencies must be imputed to drying out and the ship's hold, wastage during loading, unloading, and weighing, as well as crushing caused because the same had to be dumped through the entire ship's hold to fill up the cavities between the canassers, packs, chests, and otherwise, whereby, due to the working of the ship and the rubbing and squeezing of those bulks, it was uncommonly crushed and bruised; it was also noticed by experience that all along the entire road, from the beach right up to the scale, there was a completely visible trail of pepper everywhere to be traced, showing how it constantly fell out from between the wrappers and bamboos of the canassers, to which must also be added that a substantial quantity of dust must have been spilled during handling on and off the scale, all of which are accidents that one cannot rightly attribute to the officers. 51 pieces bales or 3014 lb: Satsuma camphor, all sewn with gunny, and its net contents described, but because all aforementioned bales were brought in outwardly well conditioned, they were also stored as such, until and while upon delivery at sale the discrepant net pounds shall be discovered, in order then properly to make a report accordingly with due respect. Making an overweight of: lb: 906. Or about ½ percent, which after deducting the underweight makes again: lb: 180022. Which nevertheless does not suffice for the ample tare allowance of 3 lb: per canasser at Batavia; however, taking into consideration for the ship's officers a large number of canassers which, being damaged during handling at Batavia and here, burst open, resulting in a great loss both from hitting the ground and the roughness of the porters etc., whereas otherwise a greater overweight would have been found. Canassers of candy sugar according to invoice and bill of lading contents: lb: 50248. And the aforesaid canassers reached here at this place: lb: 49251. Thus there is a short weight of: lb: 996½. Or scarce 2 percent, and with the addition of fully 3 lb: overweight per canasser this increases quite considerably, for which decrease no other cause can be cited than that the canassers of this sweet commodity, in a hot hold, are subject to more syrupy leakage than the powdered sugar, and therefore, easily melting, turn to syrup and diminish, as likewise during unloading and weighing a loss must be presupposed. 1703 iron bars must weigh according to the bill of lading: lb: 72000. Subsequently, the report concerning the casting into the sea of the spoiled or suffocated grenadier caps, having been prepared and delivered according to the Council's intention upon the drawing up of this, its contents are also presented here in the following form: Report made and delivered in all deference to the Honorable Mr. Carel Kolnad, Merchant and Authority of this Directorship, as well as the Council. In obedient observance of Your Honors' ever esteemed orders, we the undersigned appointed commissioners, in the presence of the commanding Sergeant Sebastiaan Godbried Nauman, on 13 April of this year cast into the sea, to wit: 25 pieces of suffocated and unusable grenadier caps brought here on the ship Stadwijk on 24 November Anno 1735, as we notified Your Honors by a report at the time of the ship's inspection; with which, Honorable Commanding Sir and Honorable Gentlemen, we hope to have completed this our commission to your satisfaction, wherefore we presume to take the honorable title of, underneath stood, Your Honors' obedient and duty-bound servants; lower in my presence, signed: S: G: Nauman; in the middle as commissioners, signed: M:s Boudron and A: Plemp Fonteijn; at the side: Gamron, 13 April 1736.
