1419 From Persia under date 10 December Anno 1736. Today, the 3rd of July 1736, we have, by order of the merchant and First Resident of this trading post, George Gutchi, properly compared and checked on the scale the metal weights that have of old been in use here, and found that the same correspond with the new standard weights received from Gamron in the following manner, to wit: 8 pieces of weights of 50 lb each, equal with the standard, 4 ditto ditto, which were found to differ, as: 1 ditto too light lb 1/8, 1 ditto too light lb 1/8, 1 ditto too light lb 1/8, 1 ditto too light lb 1/8. 12 pieces of weights of 50 lb each, coming together to balance. Furthermore, the following weights were likewise balanced and found correct, to wit: one piece of lb 25, one piece of lb 10, one piece of lb 5, one piece of lb 3, one piece of lb 2, and one piece of lb 1. The aforesaid underweight weights having been corrected with an attachment of tin solder, so that all the Company's weights currently in service completely equal the standard or gauge. This is our performance, and we hope thereby to have fulfilled the order and good intentions. In the Company's trading post of Bassoura, date in the text. Was signed: A:n van Suchtelen, W:m Laars. Furthermore, there was exhibited and taken up for resumption the finding of the cargo brought by the Ritthem to Bassoura, reading as follows: Finding of all such merchandise and other goods as were, under date of 10 May of this year, laden at Gamron into the Company's aforesaid vessel Ritthem, and likewise brought here on 11 July. From Persia under date 10 December Anno 1736. 20 pieces of bedspreads packed in a wooden chest etc. No. 2. 22 pieces of betilles or red turbans No. 1. All properly opened, 2 pieces of chintz spreads, printed Coast, in No. 7. counted, and inspected, 2 pieces of gilded chintz No. 3. as well as accepted because of their good 10 pieces of cambric cloths No. 245 A. condition: and stored in the 12 ounces of oil of cajeput No. B. warehouses. 1 piece large balances with their pans 500 Bengalese gunnies Sapanwood had to be according to the Batavia invoice lb 32000. and of that has been delivered to Gamron 6249. So that according to the Gamron invoice there still had to remain lb 25751. against which only has been delivered here to the scale lb 23998. which makes an underweight of lb 1753. at fully 5 1/2 percent on the full lot mentioned hereinabove, being caused, as the ship's officers declare, by an extraordinary drying out, to which that dye-wood has been subject due to the heat of the ship's hold during a long period of 9 months or since its loading at the island of Onrust until the shore delivery here, along with the splintering and breakage through the handling and carrying by those thievish porters who, against all precautions taken, have nonetheless managed to carry out their dexterity in this matter somewhat too grossly; for which cause, and since the said officers testify in no way to have profited from this loss, they hope with much reverence to remain exempt from paying compensation for it. No. 3. lb 1753 shortage on 32000 lb: Gamron must bear for 6249 lb No. 342 1/3, but exactly 342 lb; Bassoura on 25751 lb: 1410 2/3 lb, or 1411 lb; which again makes as before lb 1753. Pepper the Cochin invoice dictates to have been loaded netto lb 100000. so according to the Gamron invoice there must still remain netto lb 50000. however, no more was weighed here at the scale of clean pepper than lb 43644. item the true content of the sample bag, see the annexed declaration lb 92 1/4. furthermore swept up dust collected in 3 sealed bags lb 280. Delivered in all lb 44016 1/4. Thus giving an underweight of lb 5984 3/4. or fully 6 per cent, whereas those grains nevertheless according to the sample bag, which instead of Netto lb 100 yielded no more than 97 1/4; could well have lost 7 1/4 percent or 1 1/4 percent more over the whole mass than on the cited bag, unless the aforementioned 50000 lb had been discharged from it at Gamron; and all this now merits good reflection in this subject, as it is well to consider that the said sample bags were invented and practiced for that purpose, so the ship's officers hope that in addition it will be taken into consideration that these grains cannot be handled, carried, or dropped without loss, and that all such unavoidable accidents will not be charged to them. Netto lb 5984 3/4 shortage on lb 100000: Gamron must bear for 50000 lb: lb 2992 3/8; and Bassoura for 50000 lb also 2992 3/8; so that makes again as above the underweight of lb 5984 3/4. Malacca tin in inkpots according to Batavia and Gamron invoice lb 45000. of which were discharged at this shore netto lb 25000. thus there remains for Gamron and this vessel lb 20000. after which, if any underweight is found, we shall await the esteemed notice from Gamron for our instruction. Powder sugar must turn out from Batavia lb 141753. and from Gamron lb 43937. or together netto lb 185690. And only was obtained here at the balance lb 182905. consequently short lb 2785. or 1 1/2 percent, which underweight must have been caused by the bad condition of some canasters, which at the shore delivery were found to be uncommonly damaged and fallen apart, besides that a good number of the canasters loaded at Batavia had already heavily started to run into syrup due to the heat of the ship's hold and the lower tier, against which no precaution could be found; the frequently mentioned ship's friends living in hope of remaining exempt from paying compensation on this account. Candy sugar according to the Gamron invoice had to be present lb 8532. thereof only delivered out lb 8426. for which reason short in all lb 106. or fully 1 1/4 per cent, which must necessarily have occurred due to the running into syrup that is very inherent to this sweetness by its nature, considering that it also may have diminished somewhat by handling and stealing. Bar iron according to the Batavia invoice loaded therein and inserted at Gamron lb 18000. Gamron ditto, further added lb 32000. making together lb 50000. of which the latter lot was demanded ashore, or lb 32000. however, only turned out from it lb 31449. thus on this there occurs an underweight of lb 551. being barely 1 3/4 percent, for which reasonable arguments to produce are the chipping off of the immense amount of rust with which the bars have been covered, besides that instead of 692 only 689, and consequently three bars of the lot turned out short, which without doubt have been stolen by the thievish porters between the customhouse and this lodge; there remaining further in this vessel for forwarding to Gamron the just-cited 18000 lb, for reasons to be simply cited in another place. From Persia under date 10 December Anno 1726: which yields 1/16 per cent amply, which may well be attributed to drying out inside the hot and sweltering ship's hold, as well as the spilling or rolling out of the bad and generally gaping chests which were considerably damaged. Nutmegs dictate the invoice: lb 2610 and brought to the scale: lb 2584 thus found here too little: lb 26 or 1 per cent scarcely, for which the same reasons as concerning the cloves can be supplied, as both are shown to be the pure truth. Cinnamon, fine Ceylonese, according to invoice well corresponded with lb 400. Gum lac, Siamese on racks, the invoice notes: lb 1221 and of it found present: lb 1206 thus falls short here: lb 15 yielding 1 1/4 scarcely per hundred, and necessarily caused by drying out on board as well as in the handling out, and again into the boxes during re-weighing here at the scale. From Persia under date 10 December Anno 1736. Brought by Ritthem from the Malabar, there was on the first in loco a shortage of 3 per Cent and on the second in Bassoura 74 per Cent. Taking into consideration that some smuggling and malversations might have been committed in this regard at Cochim, it was resolved to send notice of this to that command on the first occasion, as well as to transmit the copy of the Bassoura statement alongside it among the enclosures. Having also received two expense accounts from the aforementioned vessel Ritthem, one since 11 July until the end of August amounting to mamudis 3850 – ƒ16. 36. 5, since the end of August until 23 September mamudis 1424 – ƒ613. 14. —, sum total 5291 mamudis, ƒ249. 19.—, which having been submitted for reassessment, the entries were examined punctiliously one by one, whereupon it was found that the residents had improperly charged the latter expense account with an entry of mamudis 63, which had been advanced for the return of the deserter named Hendrik Dupree; and it was jointly resolved to credit the ship's account for this again, and to have the pay account of the said Dupree charged at ƒ - 8½ stuivers per mamudi, as well as to instruct the residents in the departing letters how to act on other occasions. Furthermore, after confrontation and examination were carried out, it was found that the aforementioned expense accounts were not exceeded and that the disbursement had been made in an equitable manner, for which reason it was decreed and decided with unanimous votes to pass and approve the same. Having noticed to our regret from the letter received from Bassoura that the red betilles or turbans there, since they could not be disposed of in loco to the buyer at a reasonable price, and the residents therefore also thought proper to return them back here, just as the same have already been received, it was put to the vote how to proceed further therewith and whether one should still keep the same here, or remit them back to Batavia. It being also reported by the frequently mentioned letter that upon the arrival of the vessel Ritthem, the currently ruling pasha was addressed by the residents there, and shown a buyuruldu or written order of privileges granted by Abdul Reman on 5 July in the year 1731, and his confirmation and approval thereof was requested; yet, far from doing so, he replied that he was not inclined to grant us those privileges and not to approve all that previous pashas had done, unless a present of 2000 crowns was offered to him. Whereupon, among other representations, the residents added to him that they would lodge a complaint with the court at Constantinople, and would request the state's ambassador residing there to maintain the same. To which he replied laughing that if it were true that our lord ambassador could achieve anything at the court, why during all that time that the Honorable Company had traded here had he not obtained a firman from the highest authority like other nations, adding that he did not even rightly know what kind of people we were. Which finally, due to his extortions, if they wished to maintain those prerogatives, went so far that they were forced to press an extraordinary present of 1000 crowns into his hand, whereupon he granted them a new buyuruldu again. According to the letter of advice, there was to be delivered of iron: 18000 lbs. and delivered here net only: 17805 lbs. thus a short weight of 1½ per cent or 195 lbs. concerning which the ship friends gave as reason for their discharge that the iron was extraordinarily rusted, and during shipment both to Batavia and here, as well as through handling, it had to scale off and in such a manner caused this shortage. From Persia under date 10 December Anno 1736. After some bales regarding the wool were found to be damp and infected, and a closer exact investigation would be made again as to how the matter stood, after which the inventory of those vessels was resumed and, upon exact inspection, was found to be accurate and according to order. Further concerning the dispatch of Stadwijk, the skipper Elewout was asked whether everything else on board was well, and whether he judged he had enough ballast, and if not, how much he still required, with the warning that he already had about 6 lasts of red earth in it for the Government of Ceylon, which had to be kept at hand; and the skipper's reply thereto was that more ballast was needed, though for the present he could not say how much, and that further nothing notable was wanting. Whereupon it was proceeded to deliberate to determine the time when the more mentioned vessel should be allowed to depart, but taking into consideration the manifold secretarial work at hand and the weakness of the From Persia under date 10 December Anno 1736. competent clerks, as also that some reports, principally from Kirman, were still to be awaited in order to be able to make an accurate report regarding the wool trade there, it was unanimously thought fit for the present not to set a fixed day, but to make a beginning in the name of God with the embarkation, having everything properly packed and dispatched, both of the goods and the cash from Basra along with ours. Further, it was discussed how to act with the black money and principally the copper work, since this was the first time that such broken pieces were dispatched from here, and whether we might also follow the method of the English in that respect; which being submitted to mature deliberation, it was thought fit first to speak with the Company's brokers about it and then further consider what should best be judged proper. Which then having also been effected thus, it was resolved to pack the copper work in double straw bags and with the From Persia under date 10 December Anno 1736. same coin to act according to former custom. Further, it was asked whether the goods for the western factories, together with those for Batavia insofar as they have been able to be obtained, should not be made ready and shipped at the same time; which was unanimously judged in the affirmative by the combined members. On account of the sheep and goats and the ruinas of the merchants being on the way according to report, item asafoetida and wool of the Honorable Company, there still being hope shortly before the departure of that vessel that at least something or other will arrive, and therefore it being impossible to make a perfect cargo list, it was put to the vote whether one should wait with the Kirman wool—before it was sent on board, which is cited by resolution of the 13th of this month as being at hand—until the remaining demanded amount had appeared, or not. Which, having been well weighed by each of the members, it was judged best by concordant votes to wait with the shipping of those small packages until they were complete together. Presentibus omnibus All the members of this political council, having appeared and being seated together upon convocation by the honorable commander, his Honor related how on the 29th of the just-passed month, by circular, each of the members had approved the testamentary disposition of the book- and warehousekeeper Jan Verhellouw, who had passed away the night before, and whereby it appeared that he had appointed executors over his estate. It is therefore ordered that the curator ad lites, by whom the deceased's goods had already been sealed, must desist therefrom and hand over the estate into the hands of the appointed proxies, as this does not conflict with the highly wise order of our lords masters, and it is deemed necessary to grant place to that instrument hereunder. And whereas the position of First Clerk at the directorate has also fallen vacant through that appointment, and a capable and exact person likewise had to be chosen for it, bookkeeper Joris Brand came into consideration for this, by whom that service had been performed ad interim, and who currently also showed reasonable vigilance and was a person of good promise, wherefore it was approved and resolved with concordant votes to elect and nominate the aforementioned Joris Brand to the said clerk's position. Regarding the wet bales of wool in the ship Stadwijk, discovered upon its turnover and ordered by the commander, with the prior knowledge of the council members, to be unloaded and brought ashore, it was found that some of them were already slightly infected, which were therefore given over for cleaning, and the report of which will be exhibited at a later session. A bill of exchange having been presented by Auwennees and drawn in respect of the wool, having received there 110 heavy tomans from Aga Mahomed, it was approved to accept the same and to have it paid at usance through the Company's brokers. And it was unanimously reflected upon that in these troubled and dangerous times, partly on account of the violent acts of the Persians, and partly those of the plundering Arabs, though the latter are now for the first time, as it appears, no longer to be feared, and we can at present again be accommodated with water and firewood, yet the fear among those pirates is caused solely by the fact that Dutch ships lie in the roadstead here (this being their own testimony; otherwise, by all accounts, this city would already have been ruined for them), upon which having then maturely observed and having weighed everything for the well-being of the Honourable Company and the state alike, it was resolved by concordant votes rather to detain that vessel a little longer for security, until we dare proceed in that matter with a calmer heart, or until a ship from Batavia shall have arrived here. From Persia, under date 10 December Anno 1736. arriving at the city, it might cause somewhat more expenses in gifts if a European were there, so it was put to the vote whether one shall continue both the European and the Armenian wool factor together, in order to make evident to the King that through the Honourable Company and their servants an enduring advantage was attributed everywhere to the realm, and thus undoubtedly cause ever more a more upright opinion to our benefit with that monarch; or rather to have one or both of them recalled from there, with that which was still on hand of the new wool, since one could also not know how matters might turn out upon the encounter of the Kandahar forces with the King's troops; whereupon, this having been maturely considered and everything weighed to the greatest benefit of the Honourable Company, it was jointly resolved and decided not to recall the said Emanuel Martijn for the present, but to leave it entirely to him to remain as long as they might detect any difficulty, or have positive report of the approach and arrival of the King, and concerning which a note will be sent to him so that he can always save himself; but with respect to the Armenian factor it was thought better to leave him stationed there, for the reasons that by his industry and a pretext he will always find himself well able to save himself, and it is also all the better so that he can at all times inform us truthfully of the state and condition of affairs there.
