Demonstration of the resources, revenues, and expenditures of the two Portuguese churches of this capital city of Batavia, from primo January to ultimo December a:o 1738, being at that time the capital of the submitted account under ultimo December a:o 1737, a sum of sixty-four thousand three hundred ninety-three Rijxdaalders and twenty-eight stuijvers, which will subsequently be presented to their High Nobilities with all due submission, as is proper, by the undersigned churchwarden Pieter Boockesteijn, and first of all: As much collectible money, on account of the legacy of six thousand, which the deceased native citizen Thomasz Anthonisz bequeathed by testament in a:o 1730 for the making of five gold baptismal basins for the five churches named below, the aforementioned six thousand Rijxd:s was received by the undersigned churchwarden on the 20th of July a:o 1734 from the native citizen, the heir of the aforementioned Thomas Anthonisz named David Anthonisz, and the executor, the citizen Carolus Tilanus, namely: for the Castle, Dutch, and Malay churches, each rijxdaalders 1200, making rd:s 3600. for the inner and outer Portuguese churches, each rijxdaalders 1200, making rd:s 2400, total rd:s 6000. As much as the true capital of the aforementioned two Portuguese churches amounted to on the last of December a:o 1737, in accordance with the submitted account, firstly: A remaining capital of five thousand rijxd:s out of a sum of forty-five thousand rijxd:s, which according to the resolution of the High Indies Government dated 22nd January a:o 1732 was brought and paid into the treasury of the Honorable Company for safekeeping by the then churchwarden Mr. Ioan de Hartog, say as before Rijxdaalders 5000. Item: forty thousand rijxd:s which, pursuant to the highly respected resolution of their High Nobilities of 11 June 1734, was withdrawn from the treasury of the Honorable Company for the construction of the Dutch church by the bearer of this, and as a loan on 28 June following, according to the receipt, was counted out and handed over to the then churchwarden, the late Mr. Jan van Cloon, Rijxdaalders 40000. Item: five thousand rijxd:s which was also counted out as a loan by the undersigned on the 22nd of November a:o 1736, by order of His Nobility, the Right Honorable Abraham Patras, Governor-General over the Netherlands Indies, to the late churchwarden of the Dutch Church, Mr. Willem Timmers, to serve for the payment of some contracted work in and for the aforementioned church, against a receipt, out of these church funds which were in the keeping of the undersigned at that time, Rijxdaalders 5000. Examining the charges and expenses now as required is entirely impossible, because of their obscure and confused write-offs, and moreover that the expenses are not all recorded in the specification or expense book, for if one adds up the summaries thereof, the charges amount to no more than ƒ41439:9:— whereas the expenses according to the journal, see the preceding table, add up to ƒ91806:7:8, differing by ƒ50366:18:8. It is indeed true that upon transferring the charges to the general account, the journal states that they are written off. Yet above all, this administration must to the utmost disapprove of the obscure and confused write-offs of the charges and expenses without forming a proper specification or expense book thereof, although this was so clearly ordered from here, among other instances in the marginal reply to the findings of the year 173¾ under letter C, rightly cited alongside this by the visitor general, and which we therefore understand must henceforth be punctually followed according to its form and content, both to avoid the displeasure of this council. Pursuant to the resolution taken in the council of this office, it was approved, in accordance with their High Excellencies the High Indies Administration's taken resolution and order dated 19 January 1661 and 6 September 1694, to balance on the general account with broad and specific indication of what they consisted of. From which one would have to conclude that a proper specification thereof was made, and the expenses were summarized and examined in the meeting, yet of neither the one nor the other is the least evidence found, much less the matter itself, so that one must presuppose that this was set down in its write-off out of habit and routine. Therefore, with the approval of your Right Honorable and Most Respected Excellencies, the order issued thither by marginal note on the findings of the trade books of this office of the year 1704 under letter E on 18 March 1707, having fallen entirely into oblivion, could and ought to be renewed, reading as follows: Accordingly, before closing off the charge entries to the general account at the end of the books, one shall form a clear summary and specification thereof, which must then be brought into the meeting, Carried forward: ƒ8649:9:8. and N. and compared against that of the previous year, and furthermore, in case of an increase, the reasons shall be examined as to why such an expense account rose so much higher that year than the preceding one, and whether, on the contrary, this ought not to be reimbursed, and could be prevented in subsequent years through more economical management, all of which must be very clearly demonstrated in the resolution of that day, and both sent hither in order to be further compared and examined at the office of the general inspection. Conforming then to the said summary and with that broad detail in the journal, one shall henceforth have to close the charge entries to the General account, and no longer be permitted to do so in general terms with a single line of writing, as has crept in at various places for the sake of greatest convenience. Due to higher charges, and primarily coconut oil, of which fuel monthly in the past year for the guards and posts within Speelwijk and the beacon lanterns 40 to 49 cans were written off, which in the present year amounts to 73 cans every month, without finding any reasons for this other than that one more beacon lantern was brought into account, its price having also risen to 4 cans for a rijksdaalder, while in the previous year it was purchased at 5 and 6 cans per rijksdaalder; moreover, its supply to the post Carangantoe this year is 1 can per month more, as 6 cans were brought into account for it in these books and no more than 5 cans in the previous ones, whereby the writing-off of that night light charged to this account surpasses the previous year by f 404:10:8; the remainder arises from a greater consumption of wax candles and other goods for daily use. This adjacent matter regarding the considerable increase in the charged coconut oil compared to the previous year is quite a suspicious and ugly affair, especially because no satisfactory reason has been given for it, which is hereby still required, and in the future such dealings will no longer be expected, but rather such increased charges will be made to be reimbursed to the Honorable Company by those who brought them into account, because this government will no longer validate them. Just as we understand on the one hand that the use of written-off medicines and instruments shall always be accurately specified, though of what they consisted and to what they were employed is not stated, so on the other hand it does not seem defensible to us that the Commander has, since September 1731, enjoyed 2½ bundles of wax candles monthly, which is one bundle more than was entered in previous years. Regarding the failure to specify the employment of these cash amounts, though to what purpose is not specified, we adhere to what was laid down just above at the first article of the marginal reply under letter C, as well as the note on the previous year's finding under letter B. Garrison expenses amount to f 158746:8. Firstly, this account has been favored less on account of received arms supplies by f 206:13:8. In addition, it bore during the current year f 136:14 for medicines and instruments, though it is not expressed what they consist of or where they were employed. Which, if such excesses are committed further, we shall cause to be charged without any dissimulation to the private account of the Commander since September 1731, the remainder consisting of: More consumed and written-off writing materials, arms supplies, gunpowder, steel, sheet lead, nails, linen, armozines for banners, etc. Condemnation and Confiscation: f 752:7:8. Increased by the apprehension and execution of several delinquents. Ship expenses: f 704:10:8. Running higher due to delivered provisions for the needs of the ship Oudenaarden to the sum of f 675:19:8. Item, some supplied necessities to various sloops cruising thereabouts. The further increase being of little importance and the decrease being accidental, we proceed to deal with the account of Profit and Loss, and firstly the gross profits arising from: The traded and on-account supplied merchandise and other goods against earned monthly wages, on which, mixed through one another, this account has been credited 53 percent, being in total: f 1569:3:8. Sale of 2500 passes: f 135:18. The 4 stivers agio per rijksdaalder on the disbursed cash and cloths in deduction of the earned wages, and 3¼ stivers per rijksdaalder on the handed-out subsidy monies during the course of these books: f 262:17:8. 4 stivers agio as above on 4¾ rijksdaalders, being the cost of 2 coffins wherewith 2 deceased crewmen were buried: f -:14:-. The gross profits mount to f 19308:10:8. From which are again deducted the spillages liquidated and written off during the course of these books to the debit of this Presidency; namely: Carried forward: f 19308:10:8. It is inconceivable how people in Bantam consign to oblivion such an old and standing order as exists everywhere in India to specify with all written-off spillages what percentage it amounts to. Regarding the accounting of the leaguers of arrack at 360 cans, the necessary order having already been made on 1632½ cans, regarding whose entry I respectfully refer to the marginal reply to the just-mentioned finding of the past year under letter E, the observation thereof is still earnestly recommended. 6174½ lb of rice found short, as: 1125 lb upon the delivery of 20 lasts or 60000 lb, of which no percentage stands expressed, calculating 1⅞ percent. 2935 lb upon the inventory on the last of February 1732, through shrinkage and remeasuring of 19613½ lb, no percentage being specified, making 5½ percent. 2314¼ lb on the last of August 1732, as above on 153935 lb, yielding 1½ percent. 6174½ lb of rice settled at f 297:7:-. 60½ cans of arrack apeij taxed according to the previous finding in the books of this office of the year 1731: f 11:13:-.
