1713 From Persia, 22 February 1738 the treatments to be provided being separate. The Persian, but especially the beglerbegi, is firmly convinced that the Honourable Company cannot do without Persia, just as our competitors have observed and judged, and also that the Company is no match for him, and that we must therefore submit to all outrages and, in the long run, even more intolerable torments, violating according to his arbitrary whim the Law of Nations, the respect due to his masters, and that due to the Honourable Company by a single ta'liqa, to the inner grief of our souls. In the full course of hearings and out of thoughts wrung by necessity, we have expressed before the Company's humble community, in view of our present sworn duty, the true reasons for what has happened to us. We intend, however, to have the head at Isfahan sound out in all haste the sentiments there, and beforehand through the wool factor at Kerman, as to whether and how the King is disposed at this time toward the Honourable Company and the beglerbegi, after which action can be taken with greater certainty in this far-reaching, hazardous affair. For if he possesses sufficient generosity, it might well happen that he himself devises a means for various satisfactions, and if not, the contrary will be clearly evident. In that case, without having obtained the requisite power and positive, esteemed orders for it, it would be far best to sit quiet for a while longer and compose oneself in future suffering until it is seen how the progress of the King From Persia, 3 February 1738 and also of the beglerbegi might succeed. The first undersigned further thanks most humbly for Your High Noble Lordships' so generous decision regarding the previously imposed assessment on the assafoetida, for which he had been debited a sum of ƒ6669:6:8 as his share by decision of the Council of Batavia, but now by the new revered order an amount of ƒ2223:2:2 1/3 is relieved, although to his distress an assessment of ƒ4446:4:5 1/3 still continues to run, which indeed will oppress him severely here, were it not that he lives in full hope of Your High Noble Strict Great Worships' matchless compassion, who would much rather pardon a poor servant than see him succumb under his burden. Therefore, he, the undersigned, once again beseeches Your High Noble Strict Great Worships in the most respectful manner to deign to take a favorable disposition regarding himself and those who have been burdened along with him in the same case, and mercifully to have that loss written off on the debit side of profit and loss, which must account for so much anyway, and to forgive us collectively, as a benefaction that shall never decay in our grateful minds. In the matter of Bassora, contained in Your High Noble Strict Great Worships' From Persia, under date of 3 October 1737 aforementioned highly respected missive directed to Gamron, we have read with all reverence Your High Noble Lordships' truly very equitable astonishment and well-founded annoyance regarding the fatal loss of money actually caused originally to the Honorable Company by the former Persian Commander, the late Mr. James Hey, upon his departure from here, and subsequently by the broker Moeltjend in compliance with his reckless order, as well as it being Your High Noble Lordships' repeated pleasure that the required accounting regarding this should be rendered by the unfortunate and dejected unto death First Resident Gutchi. So the same, in obligatory obedience according to his small ability, assisted by the competent evidentiary documents at hand, shall hereby endeavor to bring forward his equitable excuses, and approaching this beforehand, humble himself with a sorrowful heart before the threshold of Your High Noble Lordships' formidable tribunal, in which beyond law and justice, relief and comfort for distressed minds is also to be sought and obtained. Were Your High Noble Strict Great Worships' customary mercy not more efficacious than the reasons of representation to be brought forward by the undersigned, he would have greatly to fear how he could extricate himself without burden from this dreadful path of confusion. But as grace is preferred over rigor in the exercise of justice, I may well hope that my affairs will yet be terminated in the most favorable manner through a gracious decision. 1723 From Persia, the 3rd of October 1737. I beseech, High Noble Strict Great Honorable and always beneficent Gentlemen, please take the trouble and time amidst Your Noble Great Worships' so endless and onerous preoccupations to read the attached appendices, and grant me, I pray, the permission to be all the briefer herein by referring to them, for from all of them it will be sufficiently evident to Your High Noble Lordships with what passion the Gentlemen at Gamron have acted against us in all kinds of ways, and how we have acted regarding their inspection and changing accusations. First Article: The first heading of this will not only be able to lay the foundation for the joint members to attribute the title of critical state to the office of Bassora, but is itself, in my opinion, already a sufficient preamble to inspire the council with some preconceived criticalities, which can provide leads to bring their recommendations as closely as possible into agreement with the Honorable Presiding Officer's highly wise concepts. The first heading of this will undoubtedly be able to lay the foundation for anyone who cares to remark upon the words critical state. The same was laid upon my conscience by the letters recently received from there, dated 25 May and 13 June last, it being also, in my opinion, not only read by Your Honors with as much astonishment as was possible for me, but indeed gave cause to attribute, in a similar manner, that never-supposed layout with its present condition and corresponding title. As I, this being so, shall proceed to respectfully remind Your Honors beforehand of my bounden duty. From Persia, dated 1 October 1737 To see the precautions already put into effect by separate letters and resolutions, and that the same will cause a different impression among the Residents, is as much to be hoped as to be wished, especially if the recent letters sent to them, dated 19 April and 10 June aforesaid, were not lost along the way. Consequently, this is apparently in doubt; yet it can still be remedied by sending copies thereof when a convenient opportunity presents itself. But even though this is being done now, I still remain fearful that they will undertake no redress regarding the broker Moeltjent. Second Article: This fair request for precaution regarding the election and appointment of another faithful broker, in place of the already bankrupt Moeltjent, clearly indicates that Gutschi was on his guard to protect the Honorable Company as much as possible against further frauds, as must likewise be noted. Since Mr. Gutschi outside the noted discharge in the first-mentioned Bassora letter, dated 25 May, wherein he speaks further, quite earnestly makes it known that it will be better and more reassuring for him if we appoint another broker, see pages 14 and 15, and at the same time to devise a means so that he receives his deserts for the abuse of too great a trust, pages 55 and 74, with the cited merchant and first Resident, concerning a capital of approximately 3,000 tomans entrusted to him, Moeltjent. 1735 From Persia, dated 1 October 1737 His request to devise a means of punishment, gladly wishing that the guilty Moeltjent be punished according to his deserts for abusing his good faith, is beyond dispute and already shown as clear as the midday sun. My timidity regarding the aforesaid subject increases even more when I confront the clear discharge in that same letter, as cited above, with the evidence under numbers 12 and 14, which Mr. Gutschi simultaneously puts in order as an indication and demonstration that the deceased Senior Merchant and Commander of this Directorate, the Honorable Mr. Dames Hey, deceased, effectively had such a considerable amount withdrawn by the said office before his departure, and at the same time left orders with the same then-secretary to satisfy the same from the forthcoming sale of the Honorable Company's merchandise, which was also essentially, but God mend it, that Moeltjent and Pogor, by order of the late Mr. Hey during his presence on site, and especially before the departure of Castor and Pollux, brought the much-discussed funds into the light of day with various people upon bonds and interest; unless something was still lacking for its further verification, or that all the obtained proofs and documents were not sent completely in original or copy to Their High and Honorable, Valiant and Respected Lordships in Batavia. Thus, the undersigned shall take the humble liberty to let this paper be accompanied by all such second set of attestations and declarations as he had acquired in duplicate from the respective deponents in due time and for the sake of peace of mind. And as regards Mr. Hey's order given to Moeltjent and the secretary to pay the same withdrawn funds from the proceeds of the Company's trading goods to be sold.

From Persia under date 1 October 1737. That goods must be paid and settled at the earliest opportunity to prevent the increase of the contracted interest is likewise a matter without dispute, because besides the broker's arbitrary declaration granted in loco, that man himself appeared in person before the Council regarding this matter, and will undoubtedly have orally confirmed what was written, being convinced of it himself; wherefore the undersigned in goodwill maintains that in the subject case he cannot be regarded by anyone in the world as an accomplice. This request which was made on thom. s 1030, vide their Honors' letterbook pages 69 and 70, which not only still ran at 2 and 3 percent per month, but will also have to be liquidated, the undersigned states for certain that it must cause not at all any wonder, but indeed a general lamentation by the entire world. And it were consequently to be wished that not only at Gamron so much in value had been left behind by Mr. Heij with which those considerable self-made debts could be satisfied, but that, in default thereof, so much stood deposited in the Orphan Chamber at Batavia for his Honor's share, that from it the Honorable Company could obtain its lawful guarantee, to whom it would undoubtedly be all the same whether that arrear could be recovered or pocketed from orphan or his cleared moneys. Thus requests to sequester everything, both here and what might be at Batavia, yea even up to orphan moneys inclusive of the aforementioned late Mr. Heij, until their High Noble Stern Great Honors, the High Indian Government at Batavia, had passed judgment thereon and decided those matters. Thus it appears that here reasoning is done with passion, for where two accomplices come to make themselves guilty in one and the same case, they are notoriously equally reprehensible, and this difference between both is that the one as master ordered the evil and the broker as servant executed it. Thus it appears that reasoning is done pro and con, condemning first that broker by not letting him receive according to his works, and the late gentleman likewise, by considering him to be such a man upon whom all that borrowing of moneys should indeed be incumbent, from which the ergo of the interest on this above-standing text is broken off so short that I imagine something must have been omitted here. We decide to make sequestration etc. The Gamron Council has properly and legally left the judgment concerning this to the penetrating ruling of their High Nobilities, the High Indian Government at Batavia; wherefore those gentlemen could well have provided the required elucidation to the said their High Nobilities without continuously and in many places in their written opinions making use of passionate, yet at the same time unfounded, expressions by which their Honors evidently tried to denigrate us as villains or prime causes of those money losses before the illustrious sight of their High Nobilities, and to make us suspect, whereas on the contrary it would have been far more Christian and humane if a little word of intercession had been framed with some compassion over this fatal accident, since I had nonetheless plunged into this labyrinth as innocently as lamentably. In order now for us jointly to estimate this questionable and no less dreadful affair as the first point and according to our best knowledge, and having shown their highest mentioned High Nobilities, under whose gracious and well-penetrating judgment we have each time tried to show ourselves entirely submissive and obliging, so that that high esteem remain well-disposed to us, from the motives felt by us, in all humility to discover who in the subject case is with the most reason culpable, and accordingly liable to satisfy to the Honorable Company not only the money damages already suffered, but also those to which it is subject in the future. Regarding this, I refer myself to the produced transfer done by Mr. Heij to Gutchi, which document indeed cannot be regarded other than authentic, but the Council will not have failed to notice therein that the outgoing to the chosen former resident fell short by a sum of M. 8371, or properly speaking from the Company's cash box, as clearly appears from the bond in current account granted under his Honor's own hand and following after this; a clear proof certainly that the affairs and the credit of Mr. Heij must have stood here on a very crippled footing, since he fell short of this small sum, in comparison with his considerable arrears, in the contents of the cash box and was unable to satisfy it. This reply I believe was done prior to the secret resolution of 10 June of last year, since we have founded the same upon the high, wise orders given in the year 1694 under date 12 November, in the compilation pages 14 and 15.

From Persia dated 1 October 1737 had to pay me with those cited notes, from which, without doing the late gentleman the slightest injury to his good name and reputation, one may well conclude that he sought to manage with all kinds of wondrous finances. What reasons the Honorable Sir in authority and the further members who do not know him at all, though knowing Godja Pogos very well, may have to reject this man's issued attestation so improperly, the undersigned cannot fathom in the least, as none of their Honors all, so I trust, would know anything to bring forward to that merchant's dishonor or invalidity, but indeed what all the world knows, that said Pogos is held in such respect and regard in this place that he is regarded among his nation here virtually as their Kalantar or chief secretary. Wherefore, in my humble opinion, such a person or his evidence would with good reason merit access in court, and that for so long until his conduct were to be so reproached that he must thereby be defamed as a vile and honorless person. And since neither this nor anything similar has ever appeared to this day to my knowledge, the undersigned under correction abides most expressly and entirely by said Pogos's issued attestation in all its parts. And what will the broker say of his proofs? That they may appear false and incredible to a single Armenian named Togor, both from his books and from the issued attestations. For just consider, my Lords, that such a single banian, residing outside the Company's lodge there, can obtain as much as 400 possen, but that upon the departure of Castor and Pollux on his authority alone, according to my recollection, such a significant capital of 3,000 thomans on mostly his own obligations could be obtained from so many people, or else surely all the aforementioned gentlemen, Gutchi, his Honor the Head of Suchtelen, the Secunde, or the native must also have known that he had nothing to do with it, and the bookkeeper Willem Schaars in all that time, before the advice of the late Mr. Heij's death appeared, would have spoken of it to him, either regarding the payment, even during Mr. Heij's lifetime, openly rather than secretly giving the necessary notice, since everyone will agree with me that it is reasonable to expect this through fear of theft, fire, etc. The Honorable Mr. Koenad and his further concurring council members may observe as it pleases their Honors. But that I, and so far as I am aware, neither the Heer van Suchtelen nor Monsieur Schaars have received any other or earlier warning of the state of the matter than through the death news received from the sea, we all jointly or each individually can calmly swear to, and may they please show us for once that equitable favor of being willing to believe and trust that in case the first, second, or last-mentioned had detected even a shadow of that thorn-like body, we would not have been foolish enough to let it smolder this far to our soul's distress, but would rather have provided some necessary prior notice beforehand. And what person is there, it is asked with respect, who could think otherwise? From Persia dated 1 October 1737 This again, though why I do not know, seems to be regarded by Mr. Koenad as seditious. And thus in doing so, from all our writing and friction, which is nevertheless arranged according to truth and conscience, everything that may serve to our advantage and to the exoneration of the charge will, if possible, be made illusory by the astute Council of Gamron, which least of all befits a conscientious judge, as such a judge will mostly lean toward grace instead of rigor, whereas on the contrary here and concerning these matters the Council of Gamron exhibits an apparent partiality, whereby things always fall out against us and never with us, which is truly to be lamented. Once again the pure truth is opposed here, even that which the Honorable Mr. Koenad himself alleges, namely that the stipulated interests do not accrue monthly but are added to the capital. Secondly, these same letters from Basra acknowledge that this gentleman in no way, neither by word of mouth nor in writing, declared himself otherwise regarding his outstanding debts than entirely to Pogos and to Mr. Gutchi only to the amount of 700 thomans, to be seen in the letter on pages 62 and 66. Thus the Lord Director is very scrupulous regarding the Mahometans and in this case, not daring to accuse that nation of usury, but I certainly do, and even more so, that those godless and unbelieving Muslim men would even trade their very souls for money if they could pass for currency at the bazaar! The taking thereof, according to Turkish law, is strictly forbidden, but when I lay ill there, it came to my knowledge in conversation that when they take money unlawfully, they add it to the principal, and the bonds are always drawn up in proportion to the fixed time, so that concerning that nation, I could not accuse them of practising usury so unpardonably. And much less the European friends at great expense, because regarding this I had the interpreter David Sahid ask, with kind compliments, a certain Monsieur Boulleron, of whom the account makes mention and who is currently present here, whether His Honour had or had not had any outstanding accounts with the late Lord Director at Bassora. For to speak plainly, and as we learned after his death, Lord Hey's credit, due to the long delay of ships or prior to the arrival of Castor and Pallux, had already declined to such an extent that he could not expect much on loan at interest in his own name; thus he was quite compelled to make use of these two individuals if he wished to be helped out of his embarrassment. Koenad, or whoever it might be, shown in our cited report to have been a truly virtuous and honest man in his lifetime, and in my belief, none of all the accidents that have now come to light and are so widely spread would have occurred had the same late Mr. Meij been granted just a little longer life, together with the help of his good friends. But alas, by the sad fate of nature that gentleman, to my soul's sorrow, had to succumb thus untimely, and consequently brought about the necessity of having to discover matters which, outside of this urgent self-purification, would much rather have been kept secret than disclosed. However, no matter how pious and honest Mr. Hey may have been, it nevertheless appears from all the circumstances encountered after his decease that necessity could also break laws, and he did in the meantime what he otherwise would have omitted. On which grounds, then, the written testimonies of the frequently mentioned Pogos and Moeltjent are all the less to be reproached if those individuals merely carried out, for the benefit of Mr. Meij, that by which a singular service and assistance in need was rendered to His Honour. For had those two persons not managed to furnish His Honour successively with money, in all likelihood the trouble here in Bassora concerning the state of the Company's cash box must have erupted long ago or during the presence of the Honourable Mr. Koenad. But, God mend it, that dreadful fate seems to have had to fall so lamentably to him. Here the gentleman in authority, Koenad, along with those who so eagerly agree with it, seems to want to institute a new rule of law, namely: that debts incurred by someone in his lifetime must devolve upon those who bring them up and make them known after the debtor's death. Just as the honest Mr. Heij, had he lived but a little longer and received his good friends, undoubtedly would also have effected; yet the afterpains remained for the unfortunate ones. And who could form any bad suspicion about the state of a man who, as I have already shown in Gamron, had likewise assisted the Honorable Mr. de Cleen during his presence as head with a handsome sum of 600 thoms, and let him depart for Gamron with that under a granted bond? So that I truly always formed an impression of this Molchand which seemed entirely different from that of a ruined man, the more so because this Molchand, before the death of Mr. Heij became public here, had already advanced to me in my impoverished state 250 thon., and to Schaars for the necessary house expenses about 30 thon., without me knowing where they came from. If it was the fashion in the time of the Honorable Mr. Coenad that the first resident kept the accounts with the broker, it is true that during my presence the late gentleman drew up the accounts with him, the broker, but we have kept our cash accounts with the presence of Gutchi no differently, yet kept so accurately that I, as the then second, when too ill to take money needed from the cash or bring it in, myself often gave the key to Mr. Schaars to be present there in my place, as that person will also be able to testify, principally at the time when I was lifted and carried in the upper room by 2 to 3 men, besides the use of crutches. But concerning that handing over of the key of the money chest to Mr. Schaars, and that taking out and bringing in of cash, Mr. Coenad seems to know as little as Schaars how that was done, and that such was never allowed to happen except around such times when an occasion was about to occur to send monies to Gamron, when those monies placed at interest were successively placed into the chest, and being fully completed, were then taken out again according to agreement; this is what can be reported of that sharpness at the time. From this follows the examination of what may or shall be undertaken upon embellished conjectures and unfounded guesses of what might happen and what might follow. The Pasha of Bassora has indeed made peace with the Arab, but the Honorable Company has only lost its interest thereby, for one may well suppose that that city is certainly about to be attacked by the Persian in revenge for the battle suffered through the actions of the English and French. But when that is indeed to happen, one cannot say. From Persia, dated 1 October 1737. the means had prevented, it appears, to provide in the residency in a suitable and industrious manner, as should have been reasonably discharged then, and God knows, if one considers everything of that lord Commander's actions, even if Your Honour along with me would or might think fit to consider even for a moment how miserably and harshly that Gutchi would have been treated there, for he who falls into the hands of his enemies is virtually surrendered to furious revenge, then, because in case Your Honour along with me might approve at this time to send one or two gentlemen from this table thither, the question is who that could be without exposing anyone from the remaining members to an unreasonable state by just a natural fatal fate occurring to them on the spot, unless Mr. Heynitz, through the importance of the matter and out of a pure inclination to the service of the Honourable Company, could dispose himself to accept that commission, and accordingly withdraw from his departure, in which case one could indeed agree with another gentleman upon his remaining regarding an expedition with him, and nevertheless negotiate and resolve what is necessary separately with each other according to the requirements of the affairs, so that after an end to all those ruined affairs, one could expect and also obtain to the glory and advantage of our high lords and masters.
