Persia under date 25 Febru: 1739 From consequence after deduction of the freight charges and further expenses a small profit will still remain, it is thus resolved and decreed to authorize the Residents thereto, and at the same time to order that it must be pure goods and not burdened with any burnings or iron, and also that thereafter there may be no delay of those goods required pro dato. Thus done, resolved, and decreed in the Dutch factory Gamron, day, month, and year aforesaid. Was signed Carel Koenad, Abraham van Suchtelen, Willem Meester, Anthonij Jansz van Bever-Eijck, Simon Clement, Michiel van der Crap Member of Council and Provisional Secretary, and Egbertus Le Grand. Resolution taken in the Council of Policy on Monday the 29th of September 1738, all present except the members Willem Meester, Anthony Jansz van Beverrijck, and Egbertus Le Grand, the two first-mentioned on account of indisposition. 241 From Persia under date 25 Febru: 1739, The Commander delivers for resumption, revision, and consideration all such papers as were dispatched hither by the Bushire Commissariat under date of the 16th current and were delivered here on the 27th thereafter, at which time there came first into consideration the request made therein for positive orders regarding his staying or departure thence to Gamron. And considering, moreover, after extensive deliberation had been held concerning that which was decided in this regard by the Resolution of 8 August last past, and pursuant to that, the one as well as the other was left to his own discretion and responsibility, and was prescribed to him in clear terms in our letter of one day later, it is thus resolved and decreed, for such reasons as can be observed at large therein, still to persist therewith without deviation, not ordering him further than to regulate himself strictly according to its contents, in case no other difficulties should have arisen or already burst forth than those which he set down in the said letter, as well as in a copy From Persia under date 25 Febru: 1739 copy of the same written by him to the Basra Residents and served up to us. While according to another specification the expenses on merchandise during the entire book year amounting to 711 Mamoodis or 302 guilders 3 stivers 8 penningen, and since no bad impression could be drawn from that either, but rather it could be assumed that the same was properly spent, and the first could not be avoided, these expenses are therefore approved. And furthermore, the declaration regarding the discovered shortages in the last-mentioned time, which was submitted under offer of oath, is recognized as valid, both regarding the candy sugar and pepper, on the grounds that this does not appear excessive. Honorable, From Persia under date 25 Febru: 1739 Honorable, ruling Sir and Honorable Sirs, With all submission and respect, your Honors' humble servant Anthonij Vink, bookkeeper and storekeeper of this Directorate, makes known how, since the departure of the Beglerbegi Mahamet Tackie Chan, he has had to suffer an extraordinary damage through his brother Mirza Abol Hassan in the loss of sometimes one, two, and at times even all of his vessels, which by the said Mirza or his order were at first politely requested for the embarkation of the men for the intended assault on Muscat, and finally even without giving notice to anyone, were dragged away from here in front of the factory. Also, when he intended to employ those vessels in the service of this factory to fetch firewood and water, the men were so severely forced by cane beatings that they had to bring the vessel from the sea back in front of the Moorish castle for their service, for whose release the interpreter Monsieur David Sahid often made his best efforts (though most times in vain), as also to show daily with the boatmen that these services had to be borne like royal outrages.

257 From Persia under date 25 Febru: 1739 Out of friendship I make known to Your Excellency that your letter was delivered to me in good time, having taken what was communicated therein into my consideration based on those reasons which Your Excellency pleases to allege regarding the inability to send the ship of the High and Mighty Dutch Company to us at Julpha. The reluctance that Your Excellency has shown regarding that dispatch is clear to me, but God be thanked, the affair of Arabia is as good as settled, and consequently I have no need whatsoever for any ships or vessels from the said High and Mighty Company. And even if it should happen that the Seyf of Muscat were to offer opposition, by God's grace I have here in the roads of Julpha still 7 to 8 ships of His Majesty, one ship of the English Company, and one hundred large and small vessels belonging to both the Arabs and other subjects of His Majesty, whereas the aforesaid Seyf has only 2 rotted and disabled ships, so that I believe, under God's blessing and From Persia under date 25 Febru: 1739 and that of His Majesty, my fleet will be quite capable of standing against the said two rotted ships. From Persia under date 25 Febru: 1739 against which the present cases and condition of this Realm were confronted, as well as considered after deliberation, that the same cannot well be reconciled with one another, but are in all parts very different; also that a Council member of lower rank cannot suitably be charged with performing that ceremony, because it would be contrary to custom, and consequently can arouse nothing other than annoyance, in case such were reflected upon by this haughty people. For which reason the Resolution of the well-mentioned Lord Authority to pay the compliment himself in person, in company with the sworn Secretary vander Crapas, and under God's gracious blessing bring it to a desired end for the benefit of the General Company, was embraced with much inclination by the Council, since the Lord van Suchtelen at the same time still raised difficulties therein, and the debility of the Lord members following next to him in rank did not permit them to attend such a visit. 2 From Persia under date 25 Febru: 1739 At the same time, business was further conducted regarding what was additionally resolved in the more-mentioned resolution of 12 August with respect to the pavilion besides the 17000 thomans court debt, and it being considered how, upon ocular inspection performed by the joint members of this assembly in chambers on the 10th current in presence of the interpreter David Sahid, the said tent was not found to be as costly as had previously been supposed and is necessarily required for making a present to the more-mentioned Beglerbegi, who is not only eminently great in authority by the high character he still holds, but is also feared by everyone just as before, and whose orders one sees honored and obeyed up to this day. Nevertheless, it was now also at the same time approved, and its retention was meanwhile firmly established, after our aforesaid interpreter's sentiment had likewise been obtained in this regard beforehand, and it had been fully admitted by him not to be advisable that this big wig be accommodated therewith. While as such these two premeditations are now abandoned, and whatever might happen to occur during that visit is deferred to the prudence of the Lord Authority; however, according to the opinion of the joint members, the same tent can still find employment for lower-ranking lowland or upland regents with respect to the Honorable Company, and for this reason its retention until further respected orders was unanimously deemed best and most justifiable, also leaving the Warehouse Master unanswerable for all unavoidable accidents concerning its preservation, provided he does as much as is in his power. Also by a recent report hereunto also annexed it is shown that upon emptying of 9 canassers 81 lb deficit was discovered on the tare alone besides the wastage. From Persia under date 25 February 1739 to have fulfilled the order satisfactorily, wherefore with respect we presume to claim the honor of being, underneath stood, Your Honors' obedient and bounden servants, was signed, J:k Dewilt and A:s Vink. In the margin: Gamron the 5th of January 1738. Beside the head stood: Exhibited in the Council of Gamron the 20th of January 1738, signed, J:r Cleenert. Report to the Honorable Carel Koenad, Senior Merchant and Commander of the Persian Directorate, etcetera, together with the Political Council. Pursuant to Your Honors' honored orders contained in the resolution of the 16th of May 1738, we proceeded to the sugar warehouse in order to witness there in our presence the dumping of a lot of damaged canassers, to weigh their tare by the scale, and finally to keep a neat and accurate accounting thereof. Obedient thereto, we shall first demonstrate to Your Honors the true difference in tare between what they are always received and delivered for, and what we have discovered by the scale, namely: 183 canassers From Persia under date 25 February 1739 183 canassers weighed together gross: lb 53976. The tare found by the scale: lb 6303. Comes thus to net lb together: lb 47673. Against which, having been dumped into bags, found to weigh together in 193 bags gross: lb 48396. Counted at 8 lb per bag, comes for the said tare: lb 1544. Remains net: lb 46852. Thus the spillage in processing amounts to: lb 821, which is a bare 1¼ percent. For the rest, we shall furthermore have the honor to demonstrate to Your Honors the total loss, both from spillage and the difference between the true tare found and that for which a canasser is at all times booked in the warehouses here. A canasser is booked at 26 tare, and thus 183 canassers would amount pro rata to tare: lb 4758. Yet the true tare found by the scale amounts to: lb 6303. The loss solely through the difference in tare amounts to: lb 1545. Add to this the loss upon dumping: lb 821. Total loss: lb 2366. Wherewith we hope to have fulfilled our commission satisfactorily, and we presume the honor of being, underneath stood, Honorable Sir and Sirs, lower, Your humble and obedient servants, was signed, H:s Le Grand and M:s Boudron. Honorable Commanding Sir and Honorable Sirs, According to Your Honors' highly respected order, we the undersigned, as specially appointed commissioners, have betaken ourselves to the Honorable Company's sugar warehouse, where we, by reason of the indisposition of the Merchant and Warehouse Master the Honorable Willem Meester, were shown by the Junior Merchant and Provisional Fiscal of this Directorate the Honorable Simon Clement a quantity of some damaged canassers of powder sugar and candy sugar, which were dumped by us and put into straw bags, as well as properly cared for, as is demonstrated hereunder with respect, namely: From Persia under date 25 February 1739 9 canassers of powder sugar yielded net: lb 2059. The tare of these was found upon emptying to amount to: lb 315. And they ought to have amounted to only 26 lb each: lb 234. Which gives an excess weight of a full 3½ percent, or: lb 81. Candy sugar: 43 canassers found upon dumping to contain net: lb 10340. The tare of the said 43 canassers found to weigh: lb 1226. And they ought to have weighed only 26 lb each: lb 1118. Which demands a heavier weight of 1 percent, or: lb 108. Further in 41 canassers and 20 straw bags gross: lb 17957. The tare at 26 lb per canasser and 8 lb per bag is: lb 1226; Net: lb 16731. So that there remains in the Honorable Company's warehouse under this date a total of: lb 27074. Your Honors having been respectfully shown the difference in the canassers upon dumping, we cannot fail, under correction, to set down here that the said dumped quantity of candy and powder sugar, upon the dumping of the canassers and the filling of the straw bags, has been subject to [illegible], which could not possibly be verified, since the canassers, because of their poor condition, could not first be brought to the scales to be weighed gross.
