From the notice of the Beglerbegi regarding the departure of Doctor Heselman toward Mashhad, the same shall set out on his journey thither the day after tomorrow on horseback, properly provided with a carbine and otherwise, free of expense pursuant to the resolution dated 20 March of the past year, and shall take along for delivery 3 letters, not only to the Wali Ahad himself and his vizier Mirza Nahim for the representation of the Company's interests, but also one to our Wool Factor in Kerman, in order to give him full knowledge thereof and at the same time the opportunity to assist that physician and provide the necessary guidance in matters, should he require anything there. From Persia, dated 14 May Anno 1739. vessel according to orders was completed, and no contraband merchandise was discovered, nor any of its crew found absent, it was therefore thought fit not only to mention its effect, but also here according to custom to grant verbatim place to the report concerning this, submitted while minuting the present document. Report respectfully rendered to the Honorable Carel Koenad, Senior Merchant and Governor over the Company's important interests in the realm of Persia with its dependencies, Honorable Lord and Ruler. In compliance with the well-known and highly respected orders of our Lords Principals and Your Honor's further verbal instructions, the undersigned, as specially appointed committee members from the Council of Justice, today proceeded together with the provisional fiscal of this directorate, Michiel van der Crap, on board the yacht Binnewijsent lying ready to sail here in the roads, destined to head toward Bandar-e Bushehr, and having mustered its crew according to custom, inspected the same to the best of their ability, found no private goods therein, and noted its keel drawing 13¾ feet at its stem and 15 ditto at its stern. Furthermore, to avoid further spoilage, 2 7/8 pounds of garden seeds at 6 mahmudis, 2 guilders 11 stivers, and 1 piece of damaged cambric, 72 mahmudis, 30 guilders 2 stivers, have been sold at the highest price at public auction pursuant to orders, as appears from a loose report and auction roll, the entire proceeds of which, amounting to 78 mahmudis or 33 guilders 3 stivers, will be paid into the treasury as soon as practicable. The Council members of this office having assembled upon the convocation of the Honorable Governor, and the ordinary prayer having been read attentively, the council first proceeded to deliberate upon our requisition to be made at present; and although we have already, concerning the demands for the year 1739/40 dated 2 April 1730 and 20 January current year per Opperdoes and the Adriana—the latter referring specifically to the first regarding some reduced notes, and the repetition therein—most humbly requested Their High Excellencies to be allowed to postpone the sending of a formal requisition for this directorate until such time as something of that nature from Basra might appear, with which one had flattered oneself after their last request of 1 November 1737, we From Persia, dated 14 May Anno 1739. we were nevertheless quite mistaken in that regard. Yet through Their High Excellencies' special favor, we are now no less enabled, through God's goodness and the safe voyage of the Anton, to express ourselves through a formal requisition, as well as to secure ourselves regarding what has been deemed proper upon consultation with the Company's brokers concerning the items required as of today, and that for which the local prospects now appear favorable; the outer offices having also been included in the said requisition, with the addition of the former ones. However, in case what was demanded before should be fulfilled prior to the arrival of this one, such could at least serve in reduction of the present requisition, or else its complete fulfillment would then approximately suffice for the financial year 1740/41. Wherefore His Honor now submitted for review, and subsequently also put to the vote, whether this requisition of merchandise in this form, together with the requested gifts for From Persia, dated 14 May Anno 1739. for the Persian grandees, etc., might not safely be dispatched at the same time. No sooner said than done; it was thus unanimously approved and likewise resolved, to respectfully request, in addition and among other things, 70 soldiers with 2 drummers, both for our reinforcement and for the relief of those who, due to the ample expiration of their time, wish to be relieved, besides what further provisions and necessities cannot be avoided for the benefit of the troops. Whereupon, it being considered that the Basra requisitions constantly arrive here too late for forwarding, whereas in the months of June and July one is much more assured there than here of obtaining opportunities toward Bengal; and whether on that account it would not be advisable to permit those ministers, while providing them with a copy of the requisitions made and dispatched for that residency in the years 1737/38 in the months of July and April, in case with what on the said requests

From Persia, dated 14 May Anno 1739. petitions from them was expected after a rough estimate, or specifically whether, with a desired vent of the Bengal sample linens, they would not be able to manage, to then be allowed to make a requisition for further necessities directly from that directorship. Nothing can be said against that either, and the general decision has turned out such that one will write more specifically to those servants at the first opportunity regarding our opinion on this eventual point, and thereby also, in the aforementioned case, grant authorization for its execution, on the condition, however, that they must give us due notice of everything, in order to still be able to provide in case of need upon any misstep, and as far as possible to keep everyone out of troubles that might otherwise arise from this to their account. Of the recently received Ceylon coffee beans, one has gotten rid of the man of 6 lb for m:s 8. — ƒ3: 8:- or 1 lb at ƒ -:11:5 1/3, or rather 837 1/2 percent with 187 2/5 ruttl, on account of which we have also requisitioned 9000 lb of that sort in the note, but have poor expectations regarding the sale of the Javanese ditto, because it is unwanted and there are not even the slightest prospects of ever being able to vend that produce against the price licensed for Surat up to that 9 st:r light money (see Batavian letter thither dated 16 December 1738). The Cardamom of Malabar, named toa, obtained for examination, 100 lb costs for the 6 lb purchase ƒ5:11: sch:s and can be sold for m:s 25: — ƒ10:12:8, thus yielding a rough profit of 84 1/2 gross and at the net yield 44 percent schillings, but we have not wished to push this produce off the hand for such a bid, and for the present keep it at m:s 30: — ƒ12:15:— the 6 lb, gaining at this price according to the books 121 1/3 percent gross and 72 1/4 gross after deduction of everything. This is done solely to discover whether the said sort could match the Cabessa in sale prices—whereof 6 lb costs only ƒ5:3: sch:s, consequently differing 11 stivers—and notwithstanding that the first sort differs greatly in quality to the worse from the latter, we have nevertheless, besides what was mentioned before, also sent off a sample of this to Bassora and Bushire, together with some ginger and Curcuma, about which we have likewise requisitioned nothing, though received indeed, but are of the opinion that, if we wish otherwise to prevent their spoiling, we will have to think of a speedy turnover. This all being what we have experienced and now remarked concerning the aforesaid up to this date, it has been judged best with regard thereto not to dispose of anything further or earlier than after the reports expected from the aforementioned two offices shall have strengthened us and given us good assurance of its inspection, at which time we can establish a further declaration and also regulate our respectful demands accordingly. From Persia under date 14 May Anno 1739. Report made in all reverence submitted to the Honorable Carel Koenad, Senior Merchant and Director of the Persian Direction, together with the other Honorable Members of the Political Council. Honorable Governing Lord and Honorable Lords, Pursuant to Your Excellencies' highly esteemed order, we, the undersigned, as commissioners extraordinary, in the presence of the bookkeeper and storekeeper of this office, Anthonij Vink, have duly weighed and counted the bridles brought from Ispahan on the 2nd of this month in a sealed box, as we demonstrate below in all reverence, to wit: 1 piece silver bridle weighs 62½ matts, consisting of 164 pieces and 3 chains, which should weigh 51; ergo 11½ matts too much and 10 pieces short. Weighs 108 matts, and corresponding with the letter 224 pieces, should weigh 122½ ditto, so that on the latter there is a shortfall of 14½ matts. Herewith we hope to have performed our commission to Your Excellencies' satisfaction, wherefore we take the honor of being, underneath: Your Excellencies' humble, obedient, and obliged servants; was signed: G. P. Sas and D. Siersz; in the margin: in the presence of me, signed: Anthonij Vink, Gamron the 6th of May 1739. Thus, the offered oath was not acknowledged as satisfactory, wherefore it was unanimously resolved to have them formally take the oath of purgation regarding this, to prove that they have not enriched themselves therewith, nor could further verify the one or the other. However, the crude incident or encounter with the Russian Kaloetskij, extensively detailed in a separate report, and partly also by letter of 12 April, as well as the excessive expenditure amounting to f 385:18:13½ on purchases and sales, and f 3983:10:8 handed over to the local Governor etc. to obtain satisfaction in revenge for the blows received from sticks and whips, could not be passed over so easily at the same time, as this has offended us in the extreme; and considering that it already happened on 4 January of last year, but was only communicated to us on the 12th of the expired aforementioned month, we are all the more obliged to submit the entire handling of the matter without reserve to their High Excellencies' respected disposition, since we still believe they should have directed this responsibly, and should have given us notice thereof by express messenger as soon as possible, as was done only post festum after more than 3 months had elapsed. From Persia under date 14 May Anno 1739. Done, but with irreverent reference to the cases at the time of Jacob Sulthoen, King Assjeraff, and the present Beglerbeg, not even half of the business was finished, let alone entirely; yet nevertheless, again without the least necessity, thus directly against our prohibition, they promised premiums to the messengers. And considering that they had performed the journey sufficiently according to the agreement, and consequently had now earned the promised payment, it also seemed fair to deliver such moneys up to number 50, f 67:10:-, to them, and to have this reimbursed locally out of their salaries by the two signatories, Van Leijpzigh and Pruijmelaar, at 75 matts or f 33:15:- each, to the end of showing once that it is serious and that one is not inclined to continue conniving at such evil steps, but to provide redress by this and, if necessary, by a harsher measure. For notwithstanding that they were warned of damage in abundance, and particularly the trading on credit was also prohibited, it has nevertheless once again appeared to us with much astonishment that this undertaking was taken in hand again, and the sale of various goods was concluded on 3½ months' time; for which reason the risk was not only left entirely for their account, but it was further understood and Leijpzigh was written to today, as secretly as otherwise, that he must take care of this in the future, or in case of further contravention otherwise be certain to expect his recall and dismissal. In such manner, in order to avert such-like improprieties, the second-in-command Steten Pruijmelaar and the assistant Isaac de Crane are recalled hither, since it is supposed that all such and other offensive doings and papers, which out of due high esteem for our Lords and Masters will pass here unmentioned, were practiced or at least supported by their honors; it being further ordered to have those two persons, following the example of earlier precedents, make the transfer to the interpreter Elias Sahid in the presence and co-responsibility of the chief Meerman. From Persia under date 14 May Anno 1739. Meerman; while in the meantime a certain Pieter Aalmis has been chosen as second-in-command, and to that end, after the dispatch of the yacht Anthonia, is to proceed thither. For the rest, the requisition for merchandise from those ministers, in order not to confuse our framework therewith, shall be attached to ours, and the petition of Van Leijpzigh for discharge from this country will be sent on among the Batavia appendices. Today, letters having also been received from Bassoura via Boucher, nothing extraordinary was learned, wherein Mr. George Gutchie among others, together with a requisition of trade wares, received two statements of the merchandise sold from the end of August 1738 to the end of February 1739, item of the remainders found under the same date, and whose requisition will go over to Batavia in the same manner as that of Spahan; but concerning Boucher, the commissioner's request for the administration of the Gamron warehouses was also forwarded, and meanwhile approved.

In compliance with your esteemed requisition, the undersigned judicial commissioners, together with the master carpenter, proceeded to the upper gallery of this Lodge to inspect closely the back wall that collapsed there on 16 February last, where, after inspection and measurement, it was found that the same, with a length of 80, height [illegible], and a thickness of 2 feet, had fallen in, so that, according to the opinion of the aforementioned master journeyman and both the masons, it was necessary, in order to prevent further threatening decay, to demolish a length of 55 feet, thickness and height as mentioned. For although the Isfahan ministers in their letter of 12 April past promise to give satisfaction for around the 100 pieces of small Japanese coats as soon as they might indeed be obtained, they nevertheless state alongside this that they can as yet give very little hope for obtaining them. This, together with the genuine assistance rendered to date on significant occasions, may well be made known, especially when His Royal Highness Reza Qoli Mirza arrives, and carefully presented, as mentioned before, with an applicable emphasis of arguments: the considerable expenses and damages which the Honourable Company has had to bear in all cases for many successive years, without all this having caused almost any notable and well-deserved regard among the regents here, let alone having been fairly acknowledged by them, etc. For the rest, Your Honours will be able to gather from the accompanying copy everything concerning the empire and this directorate that was submitted in all humility to the Right Honourable Gentlemen, the High Indian Government, on 25 February last; with a sincere, repeated admonition to formulate Your Honours' reports concisely in the future and to have them reach us, so that we may make such humble, obliged reports according to the high orders even shorter, which we then remain expecting to see complied with. From Persia under date 14 May Anno 1739. letter among others relating thereto, and expecting that Your Honours, as honor-loving servants, will give satisfaction in one way and another through a dutiful and cautious procurement as soon as possible, while furthermore meticulous care must be taken not to accept any poor goods, since what we previously received from Your Honours and forwarded on to Batavia has been declared entirely defective by an expert there, as shown by the accompanying copy of the report obtained thereof, to which we refer ourselves with the further venerated remarks herewith; meanwhile, also being unable to supply the amount that might be required for this and for the satisfaction of several other demanded goods (of which the extracted requisitions respectively will give distinct indication, as they accompany this letter), we have, after mature deliberation, deemed it necessary to have Your Honours inquire among the merchants of credit over there whether they might be persuaded to advance ready money there, in order then, upon Your Honours' notification, to allow them to receive through their wakils here their guarantee from the purchase price of the merchandise on hand, in such assortments as Your Honours, to the best advantage of the Company, would conscientiously know how to stipulate and as was feasible for us to fulfill; to which end our remaining merchandise under real February and that brought by the Hoff not always summer (the cargo of Binnewijsent will indeed for the most part be required for Bassoura and Boucheer) is added hereunto on a separate list, so that in case of good success they may govern themselves accordingly, and keep themselves all the more easily clear of the harmful drawing of bills of exchange; serving also for information that the rate of exchange from here to Cottij is 12 percent and will not run much higher than up to 15 ditto. Furthermore, we shall respond to the one and the other in the speediest manner after the receipt of this (the requisitions in the margin according to the esteemed order), and likewise expect to continuously look forward to a price current of all merchandise, together with together with Your Honours' remainders thereof, and whatever may be related thereto; Your Honours subsequently having to pay close attention and see to it that the velvet fabrics, etc., but all of the best quality, are faithfully inspected and purchased, to the attainment of honor and avoidance of damage, no more velvets being presently demanded from Ceylon, possibly because of their poor nature from the start. Further, by the cited highly esteemed Batavia extract, there will fully appear to Your Honours what has been graciously approved, held in reserve, and further ordered by the said Their High Excellencies with respect to Your Honours' previously performed duties concerning the estate of the late Mr. Schorer; thus Your Honours are dutifully to execute those respected points with everything that shall be further ordered therewith, and cause to be brought to account by the one whom it incumbs, the loss fallen on the sold mallemols Cantipoerse to 97 guilders, 16 stuivers, 1/3 pennings, along with whatever these cloths were relinquished below the fixed ordinary advances, having therefore judged it proper for information to note here that the same at the net yield yielded 30 percent, and by the books 72 2/5 ditto locally, amounting proportionally to the total of 150 2/5 guilders that the Honourable Company will have to be compensated. Since by the said gracious orders it is required that Your Honours' endeavor must be to obtain the brokers' outstanding debts through a firman, Your Honours will obligingly have to exert yourselves, and also to the best of their ability assist the offices in recovering the debt that, among others, is outstanding at Sjamachij; yet it makes a great difference whether the Company's brokers at Cottij, or wherever it may be, are of sufficient means or not; however, whether the successes of this will be much better than the outcome of the good expectations which Your Honours' letters of 26 October 1737 led us to form regarding the attention to and assistance in promoting a Khorasan trade, etc., remains to be seen, to the end of being able to supply Their said High Noble and Respected Excellencies with a most humble report thereof on a further occasion; although according to sound judgment it is to be presupposed that the said gentlemen ambassadors of the Moorish sentiment will have had enough to do attending to their own affairs, and have hardly dared to contribute anything toward a profitable redress of trade, or to speak more plainly, to raise any opposition against the monarch's insatiable finesses for the sparing of his treasures in order to cause the land and people, let alone the guest-friends, to be free and exempt from extortions, as may be hoped from a noble-minded prince; and how it will consequently fare with these realms must for now still be awaited. Herewith is enclosed, with respect to the Chief, by order of the most highly mentioned Their High Excellencies, a comparison in writings submitted over the course of 40 years by the Lord Visitor-General.

345 From Persia under date 14 May Anno 1739 submitted, and whereby the gross mistake will consequently be seen, and furthermore can not otherwise be corrected, or indeed the aforementioned High Noble Indian Government's generous favor can again be satisfied and gratified, than through an accountable, frugal management, without tapping into the Lords Masters' purse for unnecessary pomp and avoidable large gifts, unless the utmost necessity requires it, in all of which the one and the other can be seen clearly enough in the accompanying highly respected writings, to which we refer; as well as to the requisition concerning the sale of saffron over there, since with the consumption thereof, be it in food or required for other matters, the aforementioned Her Noble High Reverence this Directory would see to it to provide sufficiently, and which could also succeed via Ceylon, because the route is short, and the goods upon arrival are consequently also fresher than over a longer route, and on which we shall also await the Opperhoofd's sentiment, From Persia under date 14 May Anno 1739. for here not as much is thought of saffron pilaf as in the capital over there or Julfa, according to information obtained. For the rest having nothing more noteworthy to communicate, other than that this is further accompanied by a Persian copy of the Viceroy's Vizier Mirza Nahum's letter received on the 19th of this month, and reading to that effect, is in gratitude for what was received from us under date 13 May anno passato, as will appear thereby; it being further necessary to inform Your Honour that Mahomet Tackie Chan was personally met by us on horseback on the 16th of this month close to the naibanong and, at the friendly request of Mirza Abul Hassan, introduced into that garden for lodgings, treating us himself that day decently, and we did our best the next day in accordance with the reciprocal respect of our noble masters of Batavia; finally he had us very amiably assured of His Majesty's favor regarding the restitution of the 17000 thomans 347 From Persia under date 14 May Anno 1739. thomans and his true affection to pay 1000 thomans in cash every year; and whereas between His Highness and us matters during conferences still seem to be ongoing here and there, the consequences can best be reported when everything has come to fruition, the Beglerbegi having also urged us with persuasive arguments for so long that, for the service of the consort of Nadir Shah, or the Valiahd's mother, one of the best chief surgeons of the Honourable Company has been ordered to depart shortly for Mashhad for the healing of Her Majesty; and thus Your Honours, through this and all evident services to the empire, with God's blessing, may well succeed with Abul Hassan Chan or whoever is the first regent over there, in negotiating the silk according to the old footing in the best sort, if only at the rate of a 10th part of the faithful services that have been rendered to the empire, with sincere and fair arguments (if necessary) are presented for debate to the regents. From regions where the true cortex medicus has been requisitioned in the quantity of the country's weight up to one masha, provided that a small quantity of each sort is kept for peace of mind so as not to lack any upon requisition; everything must be properly taken care of and sent to us with Dutch weight and purchase amounts, keeping in mind that in loco the said Gum Ammoniacum, Galbanum, and Sarcocolla, have been inspected, approved, and obtained here by a chief surgeon named Kornman, to be sent to the Fatherland at the first opportunity, so that these three medications do not need to be sent from there, but rather we should be informed whether that [illegible] can also be obtained and what it costs. Finally, accompanying this is a translated copy of the Armenian letter that we sent to the former winemaker Godje Auwannees concerning the known claim of the late Governor Dames Heij, deceased, as Your Honours will discover from it, 351 From Persia, dated 14 May Anno 1739. and therefore we order Your Honours, as he is there, to call him to account and, according to the contents of the letter, have him render an account and payment, if at all possible. From Persia dated 14 May Anno 1739 from the ship d' Anthonia taking the time for it in somewhat too many details, thus we shall only report that concerning His Highness's departure for Chiraes, as little as regarding the continuation of the war or making peace with the Arabs, the true report is as yet not known, but it is indeed understood that on the 11th of this month, or 2 days before the said Hezelmans's departure for Masjet via Kirman, the replacement of the agent, namely Mr. Decker, dispatched two expresses with the bought-off insinuations of the said beglerbegi and his second Mirza Maat Alie, along with their petitions, to His Royal Highness at the aforementioned place, if one will, to avoid about 5000 tomans in white money, which the Vali Mahomet ordered His Highness per sos aut nesas to take from that nation. Time will apparently best, and possibly in a few days, reveal the outcome thereof circumstantially before he, Mahomet Takkie Chan, is exposed, for he is possessed of a scheme against the British, according to common opinion, to help them even more.
