From Persia under date 25 December 1739. example and highly recommended management, in order that in the future he might, through this correction of such maxims that tend to the disadvantage of his purse, be the more on his guard, and therefore also let it serve for further information that the attested declaration concerning discovered shortages under the last of February of the current year on the following spices, viz.: on 1450 lb cloves, short lb 3½ or /9 per cent on 2538 lb nutmegs, short lb 29½ or 2 per cent on 1020 lb Javanese cardamom, short lb 27¾ or 2¼ per cent on 10055 lb iron, short lb 75 or ¾ per cent has thus been passed, as well as the cargo loaded into the yacht Binnewijzend, of which more below, to the amount of f14399:9: as shown to us by the invoice. Concerning the purchase of horses, we did indeed grant an order by our letter dated 3 February of this year for 2 to 3 ditto for the service of the Honourable Company in loco, and also after that date, or by letter of 3 March thereafter, learned that the Commissary was already in negotiations for 2 of those animals; but since this still involved many difficulties, and the riding horse purchased for the King of Kandy and then arrived on the 25th of that month by no means met the expectations formed according to the estimate of 1 April, nor had the Commissary written to us further on that point; so, in order to complete the missing requirement, and because the matter was still so fresh in our memory, the procurement of 4 to 5 horses, following the example of earlier times and the tenor of our letter dated 27 May, was devolved upon the Basra ministers. Reaffirming this, we had already notified the frequently mentioned Commissary by the oft-mentioned letter of 12 April beforehand that the purchase of 2 mares for the Jaffnapatnam studs could provisionally suffice. In the meantime, after reading that letter and shortly thereafter also the Basra papers, having clearly observed our said order therein, he nevertheless went ahead and, for his private account, besides one mare, bought up 3 stallions for mamudis 5500: - f 2337:11:. This purchase was consequently only recorded in general terms in the above-cited letter of the 7th of this month, without the time of purchase being found cited either in the daily journal, nor in the specifications, nor in the contents of that letter, to provide satisfactory conviction that the purchase of these riding animals had at least not been effected before the receipt of those writings, and that he had consequently been obliged to desist therefrom upon receipt of the counter-order. However, the contrary being sufficiently evident, it was unanimously agreed to write to him and order him to send the mare via the overland route by a capable native, if deemed advisable, with the first opportunity hither, in order that upon the appearance of that beast here it may be seen whether it might be worth the notified sum of mamudis 2400 or f 1020 and be provided with a fine foal, regarding which, however, the meaning of the wording expressed in that letter makes us strongly doubt. For the rest, with respect to the mares, no change will be made and what was previously communicated will be persisted in, but the Commissary will be informed for his guidance that he must keep the improperly purchased stallions for his own account and pleasure, with notice to keep his hands off another animal described therein in obscure terms, since the exclusion of some of the bad ones is by no means a good sign to us, or at least is not capable of exerting such an influence that the Commissary obtains a license for its purchase. Finally, observing the poor vent of merchandise and the considerably lower sales there, as here, of cloths and almost all linens, etc., as well as the ever-rising purchase prices of return goods in copper and the ditto currency, it was jointly considered and weighed how it was almost unbelievable to dare to think of, let alone put into practice, that which one sees brought into effect everywhere by the Commissary's letter regarding the aforementioned trade goods; for according to the calculation of the peisas on 1 May 1738 brought by de Bouche, the 9988 lb presently shipped in the yacht Binnewijzend ought to be worth fully mamudis 18315. They cost therefore in total mamudis 20000, but are more expensive by mamudis 1685.

Which yields an adverse difference of 8 7/40 per cent, since at least according to the latest notification in Boucheer the 6 lb. of peijsas come to cost . . . . . . . . . n: 22 3/1997. And in Gamron ditto - - - - - - - - - „ 12 7/25. etc. The old copperware differs extraordinarily and unequally more to the bad, as that received on 4 December 1737 cost 8 3/5 mamoodies for 6¾ lb. . . . and that of the Binnewijsent ditto „ 11:— ergo the 6¼ lb. is dearer than before by 22 per cent or n:t 2 2/5. But whereas the agent, instead of first elucidating matters to us as was requisite by letter of 10 December of the past year, did not hesitate immediately thereafter, in accordance with what was said in his letter of 12 January last, on his own authority not only to proceed to the price reduction of the pound and piece goods, but also moreover acted very detrimentally with regard to the purchase and exchange of products and otherwise, without taking the least regard of the considerable expenses to be made, hire of the vessel, risk, etc., all of which one must nevertheless indisputably incur, and which is entirely unjustifiable on his part, His Honor the aforesaid put the question whether, in view of this delicate matter and the agent's request, one should still abide by the opening already twice granted from here, and if the trade yonder would not blow up any better, whether one should entirely defer the breaking up and the departure to him or not. Whereupon, after mature deliberation with equal votes, it was decided first to recover the compensation for the damage that the Honorable Company comes to suffer through the aforesaid prejudicial diminution of prices from the agent, thus making him compensate from his own purse both for the expensive purchase of the minerals and the pernicious sale of the cloths, linens, etc., and to pay without delay into his cash office as many monies as the one is now understood to render more, and the other less, than in the past year; while for the rest we remain in the good expectation of obtaining hereafter more favorable tidings regarding the state of trade from those regions, so that upon the agent's newly formulated requisition of merchandise, we have again seen fit to take the chance and, as soon as it shall have received a caulking, to dispatch the vessel the Bouche, fully packed with the most profitable goods: 8264 lb. candy sugar 10029 lb. powder ditto 800 lb. spelter 6000 lb. sappanwood 1002½ lb. Terre (who, in case of fortification or otherwise, requests to be allowed to maintain his competent rank) in the company of a pilot's mate and 2 sailors to be sent thither, with the added earnest exhortation, in case the goods will not sell properly and at the former prices, to pack up bag and baggage; but if in such case more Larruwe or other products should be on hand than the Bouche could carry off in a single voyage, then, according to the circumstances of time and affairs, to hire if possible a large native vessel for assistance, or otherwise to have Monsieur van Buffkens remain there until such time as the Bouche can return thither to collect what remained behind; since out of fear for the danger one did not dare venture to entrust the roadstead of Boucheer once again to the yacht Binnewijzend upon its return from the Euphrates; therefore, in conclusion of this matter, it was also resolved to finally refuse both this and another request made by Schoonderwoert for the construction of a writing office, but vice versa to permit the purchase of a saddle and saddle-cloth for 160 mamoodies, ƒ 68, namely insofar as this price does not exceed the value; concerning the cited latest notification regarding the inventory of the ship's goods of the 't Hoff niet altijd zoomer and the completed presentation of the newly elected skipper From Persia under date 25 December 1739. skipper Jan Martensz, one has nothing further to report than that the same, after an inspection made of all equipment and other goods with the ship's officers still present, found everything properly indicated and accounted for by the journals and vouchers, and has thus reported to us, the report submitted thereof by the delegates reading as follows: Report made and delivered to the Honorable, Worshipful Mr. Carel Koenad, Senior Merchant and Commander of this Directorate, together with the Council. From Persia under date 25 December 1739. after reading and examining the entries, great excesses were reflected therein; yet, since in these times even minor necessities, through the malversations of the rulers, must by subsequent account be paid much dearer than in previous times whenever anything is needed, and which, as God knows, everyone experiences, so on that consideration one half of that sum, or m:s 4354: — ƒ1850: 9:— was approved, and the remainder or the other half was wiped out for reasons that it could not pass muster in a fitting and accountable manner; furthermore, the Honorable Company remaining without loss, and he, Vink, on the final balance of the account being liable for man:s 5960:¼ ƒ 2533: 2:2, for which nevertheless his successor Jacob Carelsz has been debited upon the transfer, and conversely is credited on the account of that Vink for as many moneys as previously had been advanced and furnished in his favor up to manr: 7643:— ƒ3248:5:8. However, even granting that this Vink had, as stated, repaired and altered one thing and another taliter qualiter, without such requiring immediate repair for the present, nevertheless to his sorrow that cannot pass in all respects, principally regarding certain defects, both new and old, of this lodge, which were already emphatically pointed out last year by report of the 1st of October, but up to now have remained untouched through his nonchalance, as is clearly certified by express commissioners in the following: To 247 From Persia under date 25 December 1739. To the Right Honorable Mr. Carel Koenad, Senior Merchant and Governor of this Directorate and its jurisdiction, together with the Council. Honorable, Commanding Sir and Honorable Sirs. The undersigned, having today by order of Your Honors conscientiously and properly examined all visible defects of this lodge, and having exactly surveyed the same in the presence of the newly appointed dispenser Jacob Carelsz, as well as the master journeyman of the carpenters Gerrit van der Leij and the mason Jacobus de Clercq, serve herewith a humble and detailed report: initially, that around the passage constructed in the manner of a half-moon in front of the frontispiece of the lodge, at the parapet, under the windows, stairs, and descents, being all defective and stripped of lime, both from shooting and otherwise, they must be plastered and the holes partly filled with stone. Also, some repair is necessary at the Company's stable, as the wall on the inside, as well as the well, are somewhat loose in lime and stone; also in one of the warehouses two beams are cracked, which must be lifted in time and others inserted, or in case of delay great inconvenience and damage must be expected; another beam in the dispensary was already provided with a prop on 23 May of the current year, and is currently still so well supported that in the opinion of the master journeyman nothing on it needs improvement. The embrasures on the bastions are here and there somewhat defective. An arch of the back gate and a gutter of the east bastion also require a slight repair. In front of the guardhouse, there is also a crack in the arch, and all around in the lodge under the windows, on some pillars, and in one kitchen the lime has flaked off. The sergeants' quarters, through numerous rat holes and cavities, highly requires an entirely new floor, and also, to prevent accidents, that other joists be laid and placed instead of those that have been completely hollowed out by white ants. The flat roof in that area is also not sound, since the sick even in the hospital suffer inconvenience from leakage during rainy weather, where internally at the top a crack continues at the first arch. The sailors' quarters was found to be no better, but rather just as bad, as the upper flat roof also leaked and 3 joists are broken into pieces, its further defects consisting of a large crack in the arch that must help support the load of the roof; and considering that both manifestly involve great danger and could have irreparable consequences, these defects require principal and sufficient repair, as well as the flat roof of the residence of the warehouse assistants, where it leaks considerably, and also three unsuitable joists ought to be removed and replaced with other good ones for the safety of those living therein. The room of the fiscal is likewise subject to leakage, which could perhaps still be remedied if one could somewhat lift the platform planks on which the ordnance of the southwest bastion rests; however, in that of the dispenser and the trade office, a new floor will suffice. Passing along, reflection was made on the two small secretarial offices, where the gentlemen clerks, sitting writing at the desks, are sometimes much inconvenienced and delayed by the sea winds, which blow sand and dust inside in large quantities, and even sometimes make the work useless; which, however, with apparently not a little effort and cost can be improved by low walls in front of the desks, as is also the opinion of the aforementioned craftsmen. The rooms of the junior merchants E:s Le Grand, G:t h:r Terre, and J:b O:n de Lelij also require new floors and windowsills, as they look almost more like a dwelling of rats and mice than of decent persons. In the lodging of the paymaster and the caravanserai, one must whitewash the walls again with lime, and provide the latter accordingly with a new windowsill. From Persia under date 25 December 1739. found in the same to grant him it, yet out of consideration of the impossibility and lack of more wholesome expeditions having been advised to let what was requested take place, we flatter ourselves in all submissiveness not to have done wrong therein, but under most favorable construction to have acted pardonably, just as we judged it consistent with the duty of friendship, and in truth also equitable, as well as not precisely detrimental to the Honorable Company, in order principally in this scorching climate to provide an unhealthy fellow member all possible satisfaction and assistance. Being therefore on account of the advanced motives, as well as on account of the uncertain arrival of the actual warehouse master Christoffel De Haan since this important office suffers no delay, this inventory was not only demanded from the provisional fiscal Michiel van der Crap, but pursuant to orders and usages, though principally for reasons mentioned in the resolution of 4 March last past, a vote was furthermore taken to elect him as adjunct and for the further disposition of their High Nobilities for approval and to let him continue, in order to prevent all disorders, and to have that post exercised in combination as is customary and contained within the service. 219 From Persia, dated 25 December 1739. were used at Julfa and lastly, whereby one of those vessels was so battered and rendered so helpless that upon its return here in front of the Lodge it was completely smashed to pieces, and at present being fit for nothing more than burning, the petitioner was, in addition to this, forced to pay the crew sailing on it out of his own pocket in this hot and at the same time calm weather, even double, if he did not want to see everything fall behind and find himself in the utmost embarrassment, in order to continue up to now with the bringing of water and firewood for the ship and the Lodge.
