From Persia under date 31st July 1740. G: Shemmingh in margin Gamron the 30th April 1740. along the margin: Exhibited in the Council of Policy at Gamron this 5th May 1740. was signed G:l k:s Terre Council and provisional Secretary. And since during the drawing up of this the ship and chialoup's departure took place, item the proper mustering and inspection according to the order performed by the Fiscal and the commissioners, likewise written report made of both and no private goods or absentees having been found on either of the two vessels, therefore the necessary note of this was made and the insertion of those writings as is usual was excused, Middenrak being manned with 46 heads of European seafarers and 20 Bouginese military personnel, or 66 heads together. And the chialoup is strong 34 heads of European seafarers; with fervent wishes that Heaven may be pleased to grant them a speedy and prosperous voyage, and that in due time what has been performed in this matter may be approved by their High Noble Lordships. G: H:k Terre Council and provisional Secretary, and W:m A:s van Jongstal. Resolution taken in the Council of Policy at Gamron. Tuesday the 17th May Anno 1740. All present. After appearance of the members and invocation of God's holy name, the honorable lord administrator delivered for revision the writings brought here on the 13th of this month from Spahan, and firstly the monthly specification received from there for the month of March of the past year, being in ordinary From Persia under date 31st July 1740. ordinary funds Mamudi 2025:¾: or ƒ 860:18:14: and in extra ordinary funds 140:—: or ƒ 59:10:— or together Mamudis 2165:¾: or ƒ 920:8:14: which, because nothing therein was discovered that is against the rule or out of order, was passed with general approval; as well as the expenditures made by the provisional head Master P: Aalmis at Nowruz according to custom to some regents there to the amount of ƒ 319:11:8: cost, and sales price ƒ 1350:18:, item those to the governor separately upon his made request to the amount of ƒ 80:5:8: cost and sales price ƒ 163:18:10: under the assumption that it essentially could not have been avoided or refused without causing offense, but that the same had been required for the well-being of the Honorable Company. Furthermore was taken into consideration the request made by the servants there for the repairing of the Honorable Company's dwelling, and the demonstration of its necessity, in the written declaration sent over concerning it, reading verbatim: 515 From Persia under date 31st July 1740. We, the undersigned Pieter Aalmis, assistant and provisional head, and Elias Sahidtoek, both in the service of the Honorable Company and in that capacity appointed to this office, declare for the truth that we have inspected all the terraces and other masonry of the Honorable Company's dwelling to be able to perceive whether the snow, rains, and hard frost fallen this year had not caused any dilapidations, and having found that the said terraces are in several places bare of their plaster and cracked, and therefore the necessary repairs should be made to them, as also to the dome in the stable, and the floor in some places, the low bridges over the watercourse, of which the curb stones, together with the majority of those lying along the waterside, have been broken; item in the back house the wall where the water has its passage underneath has entirely sagged and within a short time is in danger of collapsing altogether, just as the watercourses are even entirely bare of their plaster; for that reason an estimate was made with two master masons of how much will need to be spent to remedy all of this, who then, after having inspected the same, said that to make everything sound and strong a sum of Mamudi 400 or at most 500 Mamudi would be needed, whereupon the same 517 From Persia under date 31st July 1740. would then again be well cared for. All that is written above we testify to contain the upright truth, and we therefore remain prepared to further confirm this our declaration, if need be. In the aforesaid office of Spahan, the 28th March 1740. signed P: Aalmis and E:s Sahid underneath: agrees was signed P:r Aalmis. And since it is a self-evident matter that for all buildings which one does not wish to let fall into total ruin, maintenance should and must be kept, it was therefore understood to authorize the servants to repair and restore all such damaged terraces, watercourses, etc., as can not be avoided, but are most highly in need of remedying, with the understanding however that the same shall not exceed the calculation made by themselves of Mamudis 500 at ƒ 212:10. Meanwhile it was deemed proper to hand over the estate papers now recently received from there to the Paymaster and two judicial members for examination, to the end of reporting thereon to that Board after execution, since already according to our resolution of date 18th April of the current year, that estate with its appurtenances has been handed over to that court of justice. Persia, under date 31 July Anno 1740 From after reading, consideration, ponderation, and reasoning thereof, it was, by parity of votes, deemed serviceable and resolved for the service of our praiseworthy paymasters, rather to let go the aforementioned linens for the prices made known and calculated therewith (since no more can be bargained for them) than, by keeping those cloths longer, to expose them to deterioration and thus leave the money lying without profit, as each of us is of the opinion that the aim of our lords and masters is met herein, since we have acted herein to the best of our knowledge and conscience in the service of our lords and masters. The officers of the ship 't Hoff Niet Altijd Somer having made a request by petition to be accommodated with one month of provisions and other necessities, see their supplication submitted to that end. To the Honorable, Respected Mr. Carel Koenad, Senior Merchant and Director of the Persian Directorate with the jurisdictions thereof, together with the further gentlemen members of the Political Council. The soldier Johannes Velman, having arrived in India in anno 1734 as a soldier at 59 per month, having made a request, as his term has expired, to be increased in wages, he has accordingly been granted, upon a new three-year contract, f 11 per month; just as it has also been granted to him, in conformity with the honored license of their Right Worshipfuls, to draw his wages standing to his credit up to f 49:10: and to have his account debited for the same. With the sincere wish that all done herein may in time be gratified with the honored approval of their High Honorable, Right Worshipfuls, the High Indian Government at Batavia. From the aforementioned 17078 lb underweight or 6 9/20 percent broadly, the ship's officers were credited with only 6500 lb or 2 3/20 percent, and for the remaining 10578 lb or 4 percent their pay accounts were charged, namely at the buyout price of 3 3/20 mamudis the man of 6 lb, totaling 6082 17/20 mamudis, but put at number 6082 at 2585:5:8 guilders. This noted here alongside as being too expensive, so the crew members are only granted 1727 lb or 3 1/20, or 6 19/20 percent charged to their pay accounts at the buyout price of 5 mamudis the man of 6 lb, totaling 2310 7/5 mamudis, but put at 2311:3:8 charged. To this, the officers give no further discharge than that it must have been caused by drying out, spillage aboard ship, as well as by handling on shore with sifting and cleaning, as can be seen in more detail in the report marked Letter D annexed behind this, served by the fiscal and judicial commissioners. Camphor satsuma in 14 bales according to invoice, bill of lading, 1212 lb, received in good condition and stored. 15 chests of ordinary benzoin according to invoice 3750 lb, and weighed here on the scales 3619 lb, thus short 3 9/20 percent broadly or 131 lb. For this the ship's officers give as reason that in all likelihood it must have been caused in the ship's hold by heavy heating and drying out. 12 chests of aurum pigmentum according to invoice 3000 lb, well received and testified. All of the aforesaid the declarants attest to be the pure and sincere truth, giving as reason for their knowledge that they saw it and were present at it in this manner, remaining therefore prepared, if further requested, to confirm the same with a solemn oath. All of which the attestants declare to be the pure and upright truth, giving as reason of knowledge to have thus seen and attended it, remaining therefore furthermore prepared, if required, to confirm it with a solemn oath. Upon reading through the successively received letters of the Western Offices, among others one dated 29 July 1739, written by the Honorable Lord Governor of Coromandel, Jacob Mossel, and Council there to Batavia to Their High Noble, Valiant, and Grand Venerable Excellencies, concerning Their Honors' request made therein to be provided with 500 lb. of auripigmentum for a trial; but because, by sending that mineral back here, the said ministers would certainly not obtain their requirement fulfilled, His Honor put to the vote whether one might not provide the said ministers with 500 lb. of auripigmentum instead of the 100 lb. requested by them, the more so because Their Honors, in drawing up their requirement, had certainly regulated themselves by the previously made petition; and since everyone was likewise of the opinion that one would not miss the mark if the said quantity were sent, it was therefore resolved to dispatch 500 lb. of auripigmentum instead of 100 lb. to Coromandel by the first ship's departure, in the hope that this good intention of ours will be approved by Their Honors there, and that this commodity may serve well for distribution to its subordinate offices in that distinguished government and yield a good profit. Meanwhile, it was also put to the vote by His Honor how one had best handle the 2 mares and 2 stallions for the Jaffnapatnam stud farm, since little hope of recovery had presented itself so far in this place regarding the ditto brought from Bushehr on 25 March of the past year, because the same, together with all the rest of the cattle, had not been able to obtain any grass this year due to the excessively dry winter season; whereas, on the contrary, if it were to arrive over there in Ceylon in a short time, it would fare better due to the pleasant climate and the good and fresh feed available there than if we were to leave the same standing in the stables here, just as we have also been advised to carry this out according to the opinion obtained from the bookkeeper Willem Haars in Cassubjeet; the Honorable Lord Director further asked the members—given the ample shipping space of these two vessels, and the safety of their dispatch according to Mahomet Tachi Chan's reply and list dated in the month of February last past, because one could now completely satisfy the long-desired demand of the petition made in the previous year by the Ceylon government—whether one should not, in addition to the aforementioned number of the Company's riding animals standing here in the stables, add thereto the 3 stallions on the Steenhoven and the 2 riding mares along with the foal on the ship 't Hoff Niet Altijd Somer, to the aforementioned
