159 From Persia Ultimo July 1740 to help save this time not passed by in Chiraas, for then the European houses that can do the most service may expect the most favors, or otherwise some vexations that can embarrass someone; but because the monarch himself wrote to the musketeers on the 13th of this month, it is hoped that matters will still turn out for the best, and we hope from further news that is promised from Kirman to perceive a better outcome. Under the Gamron regents presently still falls the said sea admiral Meer Alie Chan [illegible], who for the repair and further necessary use for the King's ships has in such manner urged the said Agar Backer for the acquisition of heavy anchors, planks, ropes, and other goods, which have been demanded of us almost daily since June 9th and continually attempted to be extorted from us despite our inability; but our evasions having been used in vain, and the willing accommodation once again of the English gentlemen (of which everyone can testify) having been seen, it became impossible for us to keep excusing everything for long. In this is spoken of a matter that already in the resolutions of March 17th previously formed a project for the new solar year called Nouroes for ordinary donation, and which in all has amounted to ƒ 1785: 2: — selling price and purchase price ƒ 906:2:8. From Persia, the last of July, Anno 1741. The officers of Middenrak have, after the presentation of certain valid documents, been relieved of neglect or guilt regarding their successive departure, as far as the text briefly dictates, costing under the extraordinary expenses merged into the ordinary specification of the month of April 1738, since no above-ordinary salary had been spent, and they were satisfied with the honor of seeing the ships. Yacht Middenrak, at the latitude of 19 to 20 degrees, parted from the ship Steenhoven and the chaloup, but in proof of the necessity thereof, having submitted on 28 January a ship's resolution as well as a declaration, this was allowed to pass, as was another certificate regarding the jettisoning of 1600 lb of cadjang, with 600 lb of pepper spoiled by leakage, although the latter was under the taking of an oath for clearance, and upon the request made by those crew members on 11 February, 6 pieces of bunting and 10 lb of sail yarn were issued, in addition to which, on 30 March, as well as 27 April, provisions were supplied from time to time in accordance with declarations and petitions. 161½ From Persia, the last of July, Anno 1741. Citation of the findings upon its unloading, with our brought beers and various timber and other ship necessities, likewise good months for the crew, planks, spices of various sorts, and some minor items with 500 lb of gunpowder, since their supply was small and, as already shown by the submitted powder account, had unavoidably been consumed, 1150 lb of beans, which was then permitted to be written off on this basis. This small vessel was discharged on 17 March, although certain goods projected for Bassoura remained therein. However, the findings having been drawn up and incorporated into our resolution of that date, we resolved on that day to debit our brokers for the 5 barrels of good beer already sold at ƒ 331:10:-, but to settle the 2 pairs of bad ones, and those previously already poured into the sea, onto the profit and loss account, the same having been done with the dust and refuse, collected during the resifting of the pepper brought last by this yacht and the ship Steenhoven. The ship 't Hof Niet Altijd Somer, which returned on 11 March from Gwadar and His Majesty's service, but because the situation regarding its inspection and the muster of the crew was in the manner stated concerning the aforementioned vessels, this was therefore communicated on the 17th ditto, and the write-off of a mooring cable with a boat grapnel was held accounted for by two declarations made under oath; but on the contrary, the incorporated report of skipper Martensz concerning his expenditure of food and other goods was not only offensive, and his reply in council that it was still from the old ration objectionable, but his enormous demand for ropes and timber also appearing no less highly suspicious at that time, it was resolved to specifically commission skipper Monk, the commander Nozeman, along with the chief pilot Claas Visscher (owing to the illness From Persia, ultimo July 1740 commission our reports of skipper Hopaert) as 3 impartial mariners for the survey of that ship, in order to report to us after the work was done. The domestic affairs or the ordinary management of the Company's business here provides us this time with an extraordinary and also unpleasant subject, which we shall then treat somewhat circumstantially yet as briefly as possible, as well as feasible, and as orderly as the context of the matters here will allow, noting to that end how the warehouse master De Haan, having learned something of spice fraud through a native on the last day of December past, immediately made this known to the Director, who subsequently ordered the fiscal with commissioners to go and inspect the indicated garden house, properly rented and occupied by the steward Jacob Carelsz, though in which the assistant warehouse master Michel van der Crap also had some furniture, and to report on what was found upon their return. From Persia, the last of July 1740. not being an eminent member in political affairs, was kindly thanked according to custom by the members of both colleges. Amid these and other occurrences, the fiscal and the commissioners were occupied with the inspection of the sealed warehouses. They also found pure copper, up to 912 lb in 6 standard sacks, placed in such a manner as had been brought to our knowledge a few days prior, which at the same time was augmented with 88 lb which were lifted from Crap's room, amounting in all to 1000 lb, just as both matters are clearly stated for Your High Excellencies' consideration in a certain report drawn up to that end under date of 8 January, while another bearing the date of the 13th of this month reports on the contrary that during the survey and inspection of the cloves and other spices, nothing of importance occurred beyond some small remarks of 44 7/8 lb or 1/40 per cent short weight, and 3 lb of dust on a quantity of 21373½ lb. The former was settled as tolerable on the profit and loss account, and the dust and sweepings were decided to be sent with whatever might turn up under the last of August next during the customary annual survey, should further instances of Crap's insolent behavior happen to occur. In addition to this, however, it is also our duty to humbly inform Your High Excellencies that 27¼ lb of found nutmegs and the discovered surplus weight of 257¾ lb of mace, both from the general warehouse, were duly taken into custody without any sum of money, all in accordance with what was agreed upon and made known in the estimate of 26 January, to which we now refer for the rest. Now one would certainly expect from someone who presumably fluctuates in a precarious condition a quiet behavior and no shouting or other insolences; on the contrary, according to the note in the aforementioned resolution, we were necessitated because of such bad conduct to call the said Crap to account by 3 commissioned members from our council. They brought back as an answer in that regard that he had done so out of dejection, with a request for forgiveness and promises to refrain from such in the future, although one could not observe the effect thereof. And on 11 February, when certain points of interrogation concerning the copper as well as other matters were laid before him once again by those same commissioners, upon their return, instead of granting his request for liberty in the lodge, the council resolved on the contrary to clip his wings once and for all and, without further delay, to place him in the common prison. From this, however, after receiving the advice, he barely escaped through immense tears and lamentable entreaties, under a final warning also serving the matter, which has since had the required effect. And since no other evidence of alienated spices has appeared as yet, we let the matter rest there, but the copper theft was consequently transferred according to the nature of the case to the court of justice for examination, whose further proceedings, no longer serving any purpose here, will find their conclusion in the proper place. Meanwhile, with Your High Excellencies' permission, we must further state that under date of 6 February last our previous resolution of 29 August past, to distribute native wine for rations owing to a lack thereof, was cancelled, and by means of the relief received per the Middenrak, French French wine was immediately provided. Furthermore, on the 11th of the said month, 7264 lb of moldy cadjang, brought by the aforementioned vessel but entirely rejected by the fiscal and commissioners in a report of 8 February, was publicly auctioned at a loss of 63 1/5 per cent, or for the sum of f 127:18:8, as shown by its sale list. On the other hand, on 18 April we again purchased a spirited stallion for Ceylon at the cost of f 765:—:—, and along with its dispatch thither per the ship Steenhoven there will also go 2 other jumpers, one being a fine young animal brought with Binnewysent from Bassoura, and the third is the same stallion received from Bonchier for the Candian prince on 25 March of last year, because it is presumed that through a change of air against hotter climate and fresh nourishment it will revive sooner than here, lacking both; and as it is not always summer at the court, two mares and a foal will now be sent to the said Government according to the estimate of 9 June just passed, in order to comply with the humble requisition on this good occasion. To the Company's buildings and masonry little has been repaired for some months past, since necessity or severe defects did not yet require it, except in the assembly hall, where we noticed a considerable bending and sinking of the beams through the weight of the upper floor. From this the hope is formed that the associate and dispenser of Bassoura will also acquit himself of his duty according to his ability, deeming it furthermore our duty to thank your Right Honourables most humbly for the relief of clerks so graciously sent to us, of whom however 3 died on the voyage hither, while some of them as well as of the old ones are afflicted with illnesses, although otherwise no change has taken place among the qualified personnel of the pen, except only that of the adjunct warehouse master Crap, who as has already been noted above; but among the military some, though no special change, has occurred this time, since in accordance with the resolution of 10 March, upon the request made thereto by the Lieutenant Anthonij Jansz van Bergeyk on account of the weakness of the garrison who were no longer able to guard the necessary posts, that officer was permitted to recruit 6 persons from the naval service for the reinforcement of his men; which number, on 18 April for similar reasons, was increased by another 4, and on 30 March previously was also taken ashore upon his petition, one Harmanus Slagtman of Santeele, former gunner's mate of the Middenrak, who was also permitted to retain his original pay of ƒ 14. From Persia ultimo July 1740 information, after the received documents and held deliberations, was found well-founded, but for now pro re nata noted and settled in such manner as appears from the resolution of the 29th of the said month of March and from the accompanying documents concerning this matter, in accordance with which this fellow, after first offering apologies to commander Nozeman under a pecuniary fine and a charge on his account for a Company flintlock thrown overboard for f 30, reusis sumptibus, was stripped of rank and wages, also on account of his foolish and in any case unseemly fits, regarded as simple-minded and sent away on the vessel, and placed first on Steenhoven and then on 't Hoff, in order thus to sail towards Batavia in case it might yet happen that he would mend his ways. In the meantime, the pending case of the aforementioned Crap was also resumed and on 14 April pronounced in such manner as the council's decision of that date demonstrates, the present parties, namely the junior merchants Gerard Hendrik Terre and Willem Allard van Jonstal, being ipso facto relieved of their charges, but regarding the relief of the crew members of Binnewijsent, Jan op Zee and Ian Zion, the necessary notes were made on the outgoing expense accounts, the 1100 lb of found copper being retained for the account of the Honorable Company, and the remainder of that mineral delivered short here, or 157 1/4, to be paid by Crap, who was consequently deported, declared unfit for any office or service, and furthermore condemned for the benefit of the poor and the treasury to 12 months of wages cum expensis, of which the decision under the ultimo of the aforementioned makes further mention, and in that condition was sent on the ship 't Hoff not always summerward for the further disposal of Your High Excellencies. Notwithstanding his enormous actions being evident everywhere, that person emancipated himself so far and had the audacity to demand, the day after the verdict, or on 15 April, by a written act of appeal and consequently a copy of the documents, in a case where the corpus delicti was as clear as the sun shines at noon; thus, considering that the appeal of a verdict is indeed a privilege granted to the wronged and damaged against the bad cause and bluntness of the lower judge, but by no means should serve to defend or cover notorious wickedness, everything was flatly refused to him on that account. And in order to abstract from the dubious dispute between him and our brokers as claimants of f 632:8:-, known as Crap Morogabeler, and scheduled for the 23rd of the frequently mentioned month, it was then judged to be just as little worthy as the skipper of the aforementioned Hatter, Iuin Martensz, in a similar request cum clausula inhibitionis, also an exorbitant case of which something was alleged in the political resolution of 21 March; further from the fact that a certain paper entitled Annotatio quotidiana, by way of report signed by the bookkeepers Slaars and Canter and accompanying this in copy, was handed over to this Council and subsequently to the fiscal on the 22nd following for investigation, in which many scandalous examples of that skipper's frivolity and, even to the great grief and shame of the commander, spoken slanderous language were described, consequently increased here with other inveterate false maxims already mentioned under the chapter of the ships. Jan Persia, under date 31st July 1740— His Honour, being brought to the end of his patience, rose from the place where he sat, and with very many forceful expressions made known to the members collectively that in such a manner he was disabled from properly attending to the Honourable Company's affairs; for Crap had very often insolently flown in his face and thwarted him, and as he feared thereby to become suddenly subject to heavy accountability before our noble lords and masters, he would therefore—if he were not maintained in his authority, yet without starting an unpleasant dispute, as had indeed happened previously, though that had arisen from other grounds—rather absent himself from the council, and meanwhile prepare himself to make a general transfer of this directorship to such person as should dare undertake to wrest the authority from his 22 From Persia, under date 30th July 1740. hands, at the same time offering the presidential chair to Crap, saying, "I believe, sir, that you would gladly sit there; now I cede the place, go and sit there if it seems good to you." With the utmost respect, Your Honor's very humble servant, the assistant Pieter Aalmis of Rotterdam, makes known how he, petitioner, on 4 May through Your Honor's great favor was advanced to provisionally second of this office in Spahan, and after he, petitioner, had been here for some time, its head, the honorable Mattheus van Leijpzigh, passed away here on 20 November, so the petitioner takes the liberty, with the requisite respect, to cast himself at Your Honor's gracious feet, very humbly beseeching Your Honor's exceedingly great and extraordinary favor to be allowed to succeed into the aforementioned late Mr. van Leijpzigh's second office, since he, petitioner, notwithstanding having been here for a short time, nevertheless after the death of the frequently mentioned late gentleman has maintained the same decorum and the Honorable Company's precious honor, according to his bounden duty as befits an honor-loving servant of the Honorable Company.
