From Persia under date ultimo March 1741. Furthermore, after some time had passed, an order came from the Honorable Respected and the council asking whether it was possible to sell to them the vessels lying in the roads at Gamron, to which I replied no, and also that we were not in a position to undertake such a thing without express orders from our higher authorities. At 3 o'clock in the afternoon, after I had been dressed in and presented with a robe of honor which had been brought forward by one of his favorites, I was again summoned by the Chan before the front of the army and, under the escort of his dispenser named Mahmed Beek, conducted hither. Thereupon he proposed to me, while reading out a letter which he would dispatch that same evening with the King's chappar to his authority, containing how he had commended the Honorable Dutch Company to his authority, and also communicated the faithful services which the Netherlanders had performed against the King's rebels with fame, glory, and courage, fighting to the utmost with heart and soul, and with the loss of some Europeans and wounded for the welfare of the Persian Crown; indeed, even in what a desolate state the Company's vessels had arrived back at Gamron back at Gamron (as the force of the rebels was too great to attack with 2 such small keels); and although it had turned out thus, the Dutch Company's servants burn with desire only to be of service to His Majesty, and more such uncommon expressions on the part of the Honorable Dutch Company, for which recommendation and favorable intercession I thanked him civilly on the Company's behalf, replying that the Honorable Company had never failed, wherever it was possible and feasible for them, to have served the Crown From Persia under date ultimo March 1741. to have served the Crown. For, as I have understood, your Captain is an old, sensible gentleman upon whose friendship and judgment I favorably rely on the King's behalf and have good confidence, especially in this juncture of times; also not doubting that the Honorable Respected will get along well with Mahmed Tachiechan in all occurring affairs, upon which I will also rest all the more assured, for I reckon that my Kingdom and that of the Honorable Company are so united that the friendship between them is unbreakable. Also, the Honorable Company must pay no regard to whether in an attack with the King's rebels one of the Company's ships might come to be crippled, for what does 1 to 20 thousand tomans matter to the Honorable Company that it should be troubled by it? Assure them once more on my behalf that it cannot fail to obtain the privileges for trading the silk merchandise, as well as whatever more His Honorable Respected might have to request from the Shahanshah (King of Kings), upon which His Honorable Respected may freely rely, and he may be assured that I am a sincere friend of From Persia under date ultimo March 1741. of the Honorable Company and of him. Upon the appearance of the council, the holy prayer was first offered, whereupon the Honourable Commander in this session brought to attention the nature of the rumours regarding the enemy, frequently accompanied by troublesome demands that the Company's vessels be allowed to convoy provisions, gunpowder, and ammunition to Zulphaar for His Majesty's troops, which they have had to manage, particularly having endured this from the 1st to the 29th of November last, when the Sea Admiral Mahmed Tackie Chan, by correspondence from Zulphaar to Congo to Imom Werdrechan, and the latter here again was pressed even harder by the said beleaguered army to relieve them as quickly as possible as before; and with the copy retrieved on the last-mentioned day, which is to be found among the incoming translations (where it can be examined further in its full extent); the said Honourable and Worshipful one further brought to the council's notice that several times, and especially on the said date of the 29th last, through reciprocal messages carried by the linguist bookkeeper Willem Slaars, the Duke had for the time being allowed himself to be persuaded to await the outcome of the galley sent on the 25th of the said November to Zulphaar, of which he had informed us, to see what news of the enemy it might bring. Meanwhile, according to the reports received around the middle of that month by a letter from the said Imom Werdichan, the said tidings seemed to promise nothing good regarding the success of the pending enterprise.

From Persia under date ultimo March 1741. it would be known that we had not been willing to lend any assistance to the realm after so many repeated urgent requests, in view of all the aforesaid and even more adduced reasons, including the danger in various respects of a persevering refusal and the favor of the monarch upon his approach into his realms, which one might hope for beyond and besides that of the new lower rulers, if this service were rendered to him to secure the highly necessary relief of the Julfa military forces. It was therefore subsequently, after putting it to the vote as to what would best serve to be done in this perilous state of the times, also maintaining our accountability before their High Noble, Severe, and Grand Honorable, the High Indian Government, resolved with unanimity of votes to grant His Highness the loan of the three vessels for convoy to Julfa, and to advise him at the same time to dispatch thither by his galleys and most capable vessels as many victuals and necessities as was indeed possible, since he could well gauge that it would not easily suit the Honorable Company again to let its ships be used in similar services, etc. Furthermore, the three vessels were specially appointed for that voyage for the reason that sometimes fortune seekers from the parties of Sheikh Rama—lying near Karts above Congo, to the westward—or Abdul Sheikh—the latter being still at Julfa Ghoor, to the south of here, and not far from the aforementioned Julfa—might be in the way, who might have set their undertaking upon plunder, and in such a case they could be repulsed by our forces, both in going and returning, since the splitting up of the Company's ships, and the weakness caused thereby, does not seem to us at all advisable thus far. Regarding the first request, after consideration some credence was indeed given to the fact that the Persians aboard who in such a case nevertheless consider themselves guests will have contributed to the depletion of the firewood, as such a minor courtesy however much nevertheless depends on whether one is provided with it or not in such cases cannot be refused without being subject to slight, wherefore it was unanimously resolved to grant that request in full, and likewise for similar reasons that of the Chief Mate Claas Visser, since his report has also demonstrated that the one and the other could not well be avoided. From Persia under the date of the last of March 1741. And whereas it has been found that they could not very well have made ends meet otherwise, those expenditures have been admitted, and furthermore, their specification concerning the expenses incurred over a full year on merchandise to the amount of f 2262:3:12 has been duly weighed; and since regarding the increase compared to the year 173 7/9 to the amount of f 1066:7:12, those officials have simultaneously offered well-founded arguments in their letters, that excess has been validated, as having mostly attributed the lighterage charges and coolie wages thereto; for the provision of some necessities from the warehouses in the most recently closed year has been less than in the previous one. Over and above that, it has been established by the report sent hither that the comparison of the ordinary against the standard weights was properly accomplished; thus, for approval, there was accompanied thereto a declaration dated the 25th of August 1740 last, concerning the shortages found in sweetmeats and Ceylon manufactured goods, reading word for word as follows: Report made and in all reverence delivered to the Honorable Abraham van Zuchtelen, Merchant and Head of this office: Honorable Commanding Sir, According to old custom and Your Honor's esteemed order, we, the undersigned, as express commissioners, have weighed the ordinary against the standard weights and found them in conformity, wherefore we hope to have hereby complied with Your Honor's most esteemed command, so we shall take our pride in bearing the honorable title of (below stood) Your Honor's entirely humble servants (was signed) W: Dumee and C: Sonneveld. On this day, the 25th of August anno 1740, we, the undersigned, by order of the Merchant and Head of this office, delivered to various merchants the remainder of powdered and candy sugar, item coffee beans Ceylon, and thus on that parcel found the following short weights, to wit: on 111065 lb of powdered sugar short 555 lb or — 1/2 per cent short on 18985 lb of candy ditto short 118 lb on 1912 lb of Ceylon coffee beans short 49 1/2 lb or 2 7/3 per cent round the decrease in the sugars being attributable to nothing other than the terrible damage which the large black ants, as well as the rats and mice (which former are here in an innumerable quantity near the warehouses), cause thereto both by consumption and carrying away, over and above that those sweetmeats are subject thereto here, and through the very poor condition of some of those canassers a considerable spillage has been suffered, not counting that in the weighing out one had to concede a considerable turn of the scale on each pan, because the merchants clearly demonstrated to us that the tare, due to the uncommon largeness of the canassers, was more than we could validate for it according to our account. And the short weight on the coffee beans arose principally from the so-called berket or extra gift, which every coffee trader here is accustomed to give on each weighing, and moreover that fruit has also been spilled, wasted, and to some extent dried out in this so grievous climate, all of which are the true and substantial reasons that we are able to cite in that regard; wherefore we also remain ready (if so required) to confirm the same further by oaths. 543 From Persia under date ultimo March 1741. for which underweight of the spices in general as well as the coffee beans, we can give no other reasons than that our warehouses here are uncommonly exposed to the dry winds and vehement heat of this region, and through which the same have dried in heavily, and the cloves thereby, as well as by their long lying in the warehouses, have in an extraordinary manner begun to crumble into dust, and the nutmegs have become mite-eaten, which then during processing must have caused much underweight, besides that the merchants and shopkeepers, on account of their costliness, come to fetch very small parcels of one, one-half, and also one-quarter man and yet claim a turn of the scale on every weighing. And to the decrease of the iron we can attribute nothing other than the heavy rust with which the same is continually affected, and that which again falls off from it during working. That these then are the true reasons which we know to bring forward in this regard; wherefore we concerning the spices can restfully say, that we have not profited therefrom directly nor indirectly, nor shall we profit; as we confirm the same herewith by raising the fingers of our right hand and uttering these words: Truly so help us God Almighty. From Persia under date ultimo March 1741. Carel Koenad, senior merchant and Director of this Persian directorate and resort thereof, together with the political council, concerning a discovered error in the trade booklets of the year 1739/40, recently received on 28 December of the past year from Spahan. Honorable, Respected Sir, and Honorable Gentlemen! The undersigned, upon reviewing and leafing through the trade booklets of the years 1739/40, recently closed under ultimo August of the past year at Spahan and brought here on 28 December thereafter by the Honorable Company's foot messengers Mahmet Gosrouwbeeg and Ewas, having discovered in their journal on pages 46, 47, and 48 a certain improper treatment and booking-off to the account of charges on merchandise of some incurred expenses on the merchandise sent up from here to there which remained in balance in the past year, but in the years 1737, 1738, and 1739, to the sum of f808:19:12, this improper treatment of theirs being based on the order given from here to there under date 22 April past, in conformity with the formidable commands dated 9 October 1738, placed in the margin by Their High Noble Severities, the Great and Respected High Indian Government, on the submitted findings on the Persian trade folios of the year 1735/6 presented and delivered to those nobilities by the senior merchant and visitor-general, the Honorable Mr. Lambert van Gessel, dated 10 December 1737, to balance henceforward all the incidental charges on merchandise, and what the ducats 569 From Persia under date ultimo March 1741 were reckoned less in price upon dispatch than they actually cost at purchase, separately with the general, and not to the debit of the profit account; that which was written from here to that end reading verbatim: Furthermore, you must, upon a sale to be made of the said goods—NB: hereafter—transfer per account of charges on merchandise all the aforesaid transit or freight expenses, etc. Which order was certainly read by those residents, or more properly speaking by the second person Steeven Pruijmelaar, upon whom incumbent is the keeping of those books, only cursorily or with half an eye, without it being rightly understood by him or paid attention to, for otherwise he would indeed have seen that it said hereafter, and not before this; now, to redress the same and bring it back into a proper form, there are, as the undersigned asserts, two remedies: the first heavy though proper, and the second light though not objectionable; the first remedy consisting in this: that the aforementioned pages not only be taken out of the journal, no, but also that such entries as enjoyed the improper relief be debited again in the ledger, and thus those folios, together with the yield drawn up and received at Spahan, since the greatest part of those goods are already sold, would have to be altered, copied de novo, and sent back up again as a guideline; the second redress consists in this: that in the set aside, but not yet closed books of this Directorate, the charges on merchandise be relieved for what it From Persia under date ultimo March 1741. it improperly has to bear up to f808:19:12, and the Spahan office be debited, while in the new trade folios the Spahan office new account should be credited, and the residents should be ordered to debit the previous year's profit and loss account immediately upon receipt of the letter for the amount of the already sold merchandise aforementioned—and not regarding what concerns the recently sent goods, since their freight and further expenses alone are included in the order—and upon the closing of the books to bring such to the debit of the profit-and-loss-yielding account, but to debit again in the new books what is still remaining thereof for that which was relieved thereof in these books; in which case the first cited, and great alteration would not only be avoided, but everything could be given its proper settlement without much trouble; however, since this is a delicate matter, the undersigned has therefore taken the liberty to draw up this small writing on it and to present it to Your Honorable Respected Sir and Honorable Gentlemen, to the end of most humbly imploring in this subject case their wise order on how he shall have to proceed therewith, so that he may thereby be put in a position to bring the general ledgers into a proper balance, and since its time is already long past, because those booklets have been waited for until now. From Persia, dated the last of March 1741. communicated under the necessary recommendation to observe our instructions somewhat more closely, and not, contrary to a clearer admonition of expressions wherein a command or demand is contained, even yet commit improper bookkeeping confusions and other oversights, if they wish to see themselves freed from more sensitive reproaches, which in case of continuation one might be obliged to put into execution. Passing from this to that concerning the Spahan comparison of higher and lower expenses with the financial years 1738/39 and 1739/40, the latter was found with satisfaction to be ƒ5703:6:12:½ less in the total of the most important items, namely: In the account of rations, native servants, monthly wages, also necessary house expenses, extraordinary charges; account of gifts, and that of repairs together . . . . . . . . ƒ7189: 1½ but regarding the forage and expenses of horses, with the cassets or courier wages, besides the account of travels and journeys, somewhat more than in the year 1738/39, or indeed . . . 1486: —:4 after subtraction thereof, there appears then, as said, less in the year 1739/40 - - - ƒ5703: 6:12½ for in this aforementioned year all expenses at the said office amounted to . . . . . . . . . . . . . ƒ41983: 5: 4: and in the previously mentioned . . . ƒ47686: 12:—½ place against the balance of this sum the said 5703: 6:12½ so it comes to, as stated . . . . . . . . . . . ƒ47686: 12: —½ And whereas nothing has been found to be noted concerning the given reasons of the servants regarding the decrease and increase, this has been passed over, and further reflected with attention on the excuse made by them in the said letter concerning a certain error arising from ignorance of drawing up judicial documents, and now having been provided with another sufficient declaration regarding discovered shortweights which at the same time speaks of the entire financial year, and therefore, with the withdrawal of the goods sent on date 18 May last year, since they themselves come to reject their previous certification dated 12 July last year by the aforementioned date, have now made their allocated particulars or indicated shortweights more acceptable, and which consist of the following lots as can be seen from that document, which reads: Today, the last of August 1740. We, the undersigned, certify and declare, as we do hereby, that after gifts given as well as the sale and delivery of the below-mentioned goods during the course of this entire financial year, the following shortweights were found, namely: on 550 lb cloves, short 76 lb or 13 1/15 per cent, round on 180 lb nutmegs, short 8 lb or 4 1/20 per cent, round on 400 lb cinnamon, short 44 lb or 11 per cent on 1400 lb pepper, short 137 lb or [illegible] on 2200 lb candy sugar, short 70 lb or [illegible] on 2200 lb powder ditto, short 165 lb or [illegible] on 30 lb Malabar cardamom, short 2 lb or 16 2/3 per cent on 1090 lb Java ditto, short 117 lb or 10 37/40 per cent And for which shortweights we know to offer no other reasons than that such is without doubt caused because the least goods have remained long in the warehouses in this penetratingly dry climate, besides that on the few merchant goods recently brought here a considerable gross in shortweight was found upon receipt, as a sworn attestation granted by the second signatory hereof dated 12 July last shows more at length, as also upon delivery of small lots, when always some spillage is inevitably found. From Persia, dated the last day of March 1741. After the collection of each maund of 12 lbs Dutch, it was certainly 50 to 20 mamoodies cheaper, both at Hedj itself and at Spahan, leaving the expenses of freight and customs duty excluded therefrom. Proceeding now to making a comparison of the 5 small parcels obtained from Spahan on the 7th of January just past, which have been entered under the parcels K, L, M, N, and O, with those that stand known under the letters from P to X inclusive, under the assumption at the same time that the most recently received will have been traded in a better time than the sorts of the Honorable Mr. van Leipsig; this having happened, almost nothing can be deduced from it. Letter K: Costs 128 mamoodies the 6 lbs, without expenses and solely prime cost; letter K is dearer by 23 mamoodies, or 17 7/32 percent. Number 6: 118 ditto, number 2 ditto 2 1/12 or 31 1/20 percent. Number 3: 120 ditto, number 7 ditto 30, or 25 percent. Number 8: 105 ditto. Number 6: 121 1/2 ditto. Number 6: 100 ditto. Number 1: 90 ditto. Number 2: 95 ditto. Number 1: 6 ditto. Number 4: 6 ditto. Furthermore, the silk that is to be obtained in Shirvan and Shamakhi is, in our view, not worthy of consideration, even though it has been remarked upon, and the letters of N and O have now been given to those recently received from Spahan; and in addition, N and O differ for the worse by 29 and 27 maunds with W in the purchase price, because W is reported only to cost 170 mamoodies the 12 lbs out of season, so that for more aforesaid reasons no reliance is to be placed on that distribution, as the silk expert says in his report that parcel D is better than number 3, or that of the years 1695 and 1738 (this stands known under letter A), seeing that for both assortments, according to the Batavia report dated 16 September of the year just mentioned, an account was given that nothing is good in either, etc. Confronting etc. with P: 4: in pounds and shillings, together with the time between both which also has its remark, especially the 10 parcels included in Z, and which together promise 17 3/320 shillings for 1 lb, which does not differ much from 4 percent, based upon the report of 5 September 1739, wherein numbers 1 and 2 of the Gilan sort are estimated above the best Bengal silk, as having fetched in the mother country 18 shillings and 2 pence, also 13 21/100 Rijksdaalders the lb; it being apparent by that proportion that in the times of letters F and G etc. (as making 6 times 589 ditto or 1/2 maund of 6 lbs) 17 3/20 guilders by addition, 107 7/10 guilders by comparison, some profit was still to be made, the statement of the Honorable Mr. van Leipsig of blessed memory regarding the difference between the spring (as the best collection time, or the prices in the autumn, that is, after the first collection is mostly done) of 50 to 20 mamoodies on the 12 lbs coming very close to F, which indicates 71 mamoodies, and V, after deduction of 25 mamoodies in the estimation of 6 lbs, makes then only 15 mamoodies; consequently, it is to be supposed that if the King, upon our supplication, is pleased to grant a roqam for access to that trade to Spahan, someone above all should be sent who is acquainted with that thread, both in the raw state and as to quality and the price in the fatherland; for the difference in that knowledge, cited in Spahan's report of 11 July 1737, consists especially in what time the purchase must take place, in order to have it cheap and also certainly the finest spun; not, I say, to trade in large parcels without further honored orders, but only to allow a usufruct to be taken from the roqam in small parcels and to buy them up. The goods sent under parcel K to M and purchased locally under letter I (since among these two assortments there are those that most equal K, L, and M), I therefore deem it necessary in the meantime, together with numbers N and O, to divide each into 3 parcels and have them packed: 1 parcel for Europe via Ceylon, 1 ditto for Batavia, and 1 ditto to keep by us here, also awaiting thereon the refined approval and revered orders as to how we shall conduct ourselves, since the small purchase of I, although good stuff, nevertheless does not promise much better progress than letters K to O, according to what F, G, and E indicate to be consistent with the Honorable Mr. van Leipsig his aforementioned report about the parcel V, or matching the effective sort Kadkhuda, or Bariga the 2nd sort from that spun silk, saying clearly that according to the rate of 12 lbs (out of season, indeed) it would then have been obtainable for 200 mamoodies, and besides, or during the delivery to the Court, it had only fetched 122 7/9 mamoodies the 11 1/3 lbs; ergo, this last weight would according to
