423 Surat, under date 17 April 1743 From posts, but also to append thereto the following Edicts and Notices, which it is understood shall likewise be sent for that purpose to the subordinate offices of Ahmedabad and Broach, to wit: An original edict issued by the Honorable Gentlemen of the High Government of the Indies against carrying on illicit trade in opium, and ordered to be proclaimed annually alongside the customary edicts; A copy of the publication regarding the extension of the Charter granted by their High Mightinesses the Lords States General of the United Netherlands to the Company for the period of one year, or rather the year 1742; A copy of a notice containing the promise of impunity to all those who may have given money or money's worth for any offices to the former Governor General Adriaan Valckenier, provided they come forward to report the recipient in such manner that he be convicted thereof, etc.; A notice or interdict concerning the sending to the Fatherland of the previously permitted small foot-lockers and other consignments; And Surat, under date 17 April 1743 From And lastly, a notice which is likewise to be translated into the Persian and native languages, containing a specific list of all merchandise brought in this year on the Company's account, thereby to invite the merchants everywhere to trade. After which it is approved to give effect here also to the order of their High Excellencies, by extract from the minutes of what was transacted and resolved in the Council of India on 19 June 1742, that incoming and outgoing ships shall no longer be inspected by the fiscal in the presence of two commissioned members from the Honorable Court of Justice, and pursuant to that order to let the same take place again in such manner as had been regulated prior to the instructions written by their Noble Great Honorables under date 15 September 1730. And although one is obliged to postpone the further discussions on handling their High Excellencies' highly esteemed letters received yesterday until a subsequent meeting, nevertheless, in order to lose no time, there was submitted by the Honorable Chief Administrator 427 From Surat, under date 17 April 1743 submitted an extract from the new Batavian Demand, which having been reviewed and examined, and it being taken into consideration that although the time is very short, and most of the goods required for the China trade, principally the putchuck, had already been bought up four months ago by the English, French, and other nations, it would nevertheless be most profitable to our lords and masters to try to secure these goods, if not completely, then at least for a large part, the more so because otherwise the trade in that empire would be deprived thereof for nearly two years; it is therefore approved by unanimous votes to purchase as much of the goods specified in the extract inserted below as will be at all possible at moderate prices. In conclusion, another translation of an English letter addressed in reply by the Lord Governor of Bombay, Willeam Wake, to the letters sent from here and inserted into the resolution of 14 November last, having been reread and found to be of the following contents: Translation of English letter written by the Noble Lord Governor of Bombay, William Wake, to the Right Honourable Lord Director of Sourat, Jan Schreuder. Received 11 Feb. 1743. Having had the honour on the 8th of the past month to receive Your Honour's letters of 30 November prior, I should not have failed to thank Your Honour as well for the kind congratulations upon the dignity which the Honourable Company has been pleased to confer upon me, as also to answer the principal points of Your Honour's letter earlier, if such had not been hindered by the enclosed papers, which first had to be properly translated. Having now read through all the translations and examined their contents with attention, I must say, with respect to what Your Honour cited regarding various treaties belonging to our respective nations, that if Your Honour please to consider what constructions and terminations are often given thereto, even though it concerns matters of the greatest importance, I do not doubt that Your Honour will change sentiment concerning what was said of the rebels or fugitives; Yet be this as it may, and in order to give Your Honour no further trouble with making useless applications regarding the estate left by the deceased Mr. Phoonsen, I testify to Your Honour that I cannot find that anything was left by him other than daily clothes and some very trifling furniture, from the proceeds of which his wife subsisted for some time, but such being consumed, she must now manage with what is bestowed upon her by the goodness of others, as Mr. Phoonsen before his decease was likewise obliged to do. And further to show to the said Their High Noble Lordships in all respect in the letter to be sent that the 50 lb of gunpowder issued to the vessel Woitkensdorp, as appears from the advices of this assembly of 15 April of the past year and what was recorded in that regard by resolution of the 19th prior, was not issued for the saluting of passing and arriving ships, but indeed for shipboard use. From Surat, dated 17 April 1743 letters of the High Government dated 4 November 1701 only two were permitted, to show with requisite respect that here are no more coaches on the Company's behalf than is known by the noted missive, to wit, two carts with their oxen or 4 pieces, as further appears from the following extract from another missive of 5 October 1714: Extract of a missive from the Right Honourable the Gentlemen of the High Indian Government to the Honourable, Right Respected Lord Director Joan Josua Ketelaar and the Council at Surat, written under date 15 October 1744 and received here on the 18th of September following: Whereby you must regulate yourselves according to our order given by missive of 4 November 1701, according to which Your Honour over there entirely had to make do with 2 carts and the requisite two pairs or four pieces of oxen for them, besides the saddle horses permitted therewith, wherefore Your Honours, after the receipt hereof, will have to reduce the number of coaches or carts and draft oxen accordingly and dispose of the rest in the most profitable manner. From Souratta, dated 17 April 1743 Then also in the past year, when the reduction of the establishment in Amed Abad was proposed to Their High Noble Excellencies, it was indeed the principal objective upon which Their High Noble qualifications were requested, if one judged such necessary and profitable for the Honorable Company's interests. And although concerning a notable vent of trade in the present confused constitution of the country times there, at first no great thoughts were entertained, and for that reason it could not be determined in what assortments it would actually consist, it is nevertheless to be expected with the slightest improvement for the better there, because the road from there to Amed Abad, Radenpour, Goedpour and other places lying further inland for the transport of goods lies open. Yet the effect thereof would have to be revealed by time through enterprise, as it is impossible for us to state anything with certainty regarding it, but rather to report respectfully to Their High Noble Excellencies that if it should be their pleasure to establish a factory there when the state of times and affairs, which are subject to all kinds of vicissitudes, allows it, we believe, should necessity require it and the goods previously demanded from Amed Abad be demanded again, that all those assortments of cloths that were made in Amed Abad—yet are now completed here with good success at this main factory through the arrival of the greatest number of artisans—could also be procured in Cambait, just as well and of the same quality, if not better. For regarding the printed cloths, according to the report obtained on the matter, the finest and most pleasant opportunity is found in the stronghold named Kerd, situated close to Cambact, abundantly provided with laborers, before which, right below the stronghold, there also flows a river with exceptionally sweet and clear water and a bank overgrown with snow-white sand, very suitable for bleaching the printed cloths to a bright white. Of this necessity, Amed Abad is deprived due to the entirely changed times, given that the place situated for that purpose named Herman Kiegaat near the village Atchier Mottera, situated four kassen from the city, because of the great robberies of the Cooly people, cannot be used except at heavy expense for hired warriors—where it is still risky—and therefore the bleaching there must now also take place on the brown sand of the river bank situated under the city wall. Moreover, the quality of the Patolas made in Cambait has always been more renowned than those of Amed Abad, and therefore the procurement of those silk cloths has more than once, as noted here before, been practiced there even by the chiefs residing in Amed Abad. The Braulus Lamby and Chiadder Boraals, as well as the white and blue Berampaats, all Amed Abad assortments, if ever demanded again, could, along with various other goods currently collected there by the English for the fatherland, find their procurement at that place. Also, the collection of the Chirges Indigo could take place with great convenience, since all the places where cultivation now occurs—due to the devastation and entire abandonment of the actual village of Chirges—are located around Cambait at about 5 to 6 hours' distance, and for that reason could be negotiated there with more advantage regarding the transit duties, cart freights, and expenses of the numerous escorts or native gun- and bow-men to which the suppliers who deliver that dyestuff to the Honorable Company here are subject and make their calculation accordingly; and with the Honorable Company's vessels could come hither by sea without all those transit duties. Meanwhile, regarding the toll, being 3/4 percent for outgoing and incoming goods according to the contract entered into in the year 1735, it is all the same whether the former are collected there or brought via the land road from Amed Abad, because the governor of Amed Abad also has that place under his district and will not tolerate the land road without payment of the sea-harbor duties. And thus the Honorable Company could, on such a footing as the times permit, be accommodated there with goods of such quality as formerly made in Amed Abad, but at present virtually no longer demanded, and apparently at more reasonable prices under the eye of its own servants, with the removal of such great risk as in the case of procurement through Banyans, who would indeed be found, but in that matter could not be trusted. Aside from the fact that this work is not everyone's trade, much less that it could be carried out in the manner that the collection of Indigo takes place here, because on that dyestuff, upon the responsibility of the Company's brokers, initially not more than 10 to 15000 rupees are advanced, and this sum having been recovered in that blue, a new advance is made; which, regarding a procurement of cloths to be made in Amed Abad by a native, as stated, could find no place, since they must simultaneously remain master of money and goods until the last or the full dispatch. For in order to enjoy their payment upon delivery and to stand on their own for good or bad success in these times, even if one wished to pay for the goods 20 percent dearer than they cost the Honorable Company, no one would be found, nor would it even be possible to undertake it on security, since in these days one can trust the sureties no more than the principal for the risk of the Company. Therefore, in our humble opinion, it would be closest and best if Your Right Excellencies would be pleased to defer to this council the permission to establish a small office with little overhead at Cambay whenever time and opportunity permit, and it was thought that after good consultation such profit could be gained thereby that the expenses and burdens to be incurred would be fully made good. 981 From Surat under date 15 April 1743 that at the requisition of the comforter of the sick Dirk Oortmans, he declared it to be true and truthful that the requester suffered a severe accident to his right eye accompanied by heavy inflammation on the 17th of May of the past year, and whereas through the aforesaid Chief Surgeon indeed all possible means were applied to that diseased part, it nevertheless would not heal, but on the contrary a cataract has grown on the pupil of the said eye, and he, through lack of the necessary instruments, was unable to lift the said film from it, and thus had difficulty in removing the inflammation while yet preserving its substance. Herewith the appearer ends his given statement, which he testified contains the pure and sincere truth, wherefore at all times in case of need and upon demand he is prepared to confirm the same by solemn oath. And whereas it is found that the expenses incurred, amounting to rupees 45 or 67:10 florins, do not by far amount to as much as was provisionally granted to such a person in the regulation inserted hereinbefore, principally because, although it was virtually in the height of the rainy season, he nevertheless made the journey without baggage cart, passenger cart, or cargo cart, on horseback from here (for which also only half the hire was paid because the horse belonged there), with some modesty; it is therefore resolved to approve the cited account as of now, and to have that amount of rupees 45 or 67:10 florins paid out to him at BrootChea from the Company's treasury. Was signed: Arthur Willem Ninaber After which they proceed to the examination of yet another account formed by the equipment overseer Barent vander Wet of what has been disbursed and provided by him in fulfillment of what was resolved on 15 August of the past and 23 February of this year for the rigging and preparing of the small vessels Speelman and Batavia, beside the shore boat and boat of the ship Watervliet, likewise the horrys the Lastdrager, Uytwinner and Broodrot; and whereas it appears therefrom that nothing has been charged but what is found highly necessary and in accordance with the aforesaid resolutions, and also that the cost at present amounts to less than in the past year, by a sum of rupees 1533 3/2 or ƒ 2399:12:8, seeing that for that purpose at present out of the cash rupees 1446 2/2, ƒ 2169:10:8 and in the past year rupees 1713 1/2, ƒ 2570:5:— thus now less rupees 267 1/12, ƒ 400:14:8 likewise that what was provided from stock amounts to ƒ 1287:1:8 and against that in the aforesaid year ƒ 3185:19:8 consequently also less rupees 1265 1/16, ƒ 1898:18:—.
