Persia Under date 31 October 1742 From more less Carried forward 17224:5:8 ƒ30640:14:6 The pay book of the sloop De Valk Anno 1739/40 ƒ 2090:9:8 and of this year 1740/41 ƒ 1576:4:-- ƒ 514:5:8 The reason for this decrease is originally because in the past year the chief mate and commander sailing thereon, Claas Visser, on account of some short-delivered goods from the cargo of the ship Steenhoven has obtained ƒ [illegible] and secondly that in this year none of the crew assigned thereto, as in the past year fell to the lot of 2 men, have passed away and been buried, therefore those burial expenses also come as a credit of 18:18:-- furthermore, because fewer crew members of the sloop have lain in the hospital, so also is the debit for their wages less 44:19:-- which three items added together ƒ 655:2:8 but against this, to the crew sailing thereon on account of earned monthly wages, more than last year was disbursed 140:5:8 The Lodge Book Anno 1739/40 ƒ 37492:13:-- of this year 1740/41 ƒ 23215:8:-- The decrease of this last item is caused because the debits on the servants' salary accounts this year were not as heavy as in the past year, when solely on account of the short-fall of moneys in cash at Spahan by former head Pieter Aalmis was debited for ƒ17869:19:8, therefore from this year on this item alone comes a reduction of ƒ 13470:13:8 and due to the fewer servants, the disbursed wages were more than last year 7071:8:-- which 2 favorable items count together ƒ 15544:1:8 against this, to persons who re-engaged their service, in payment of their wages credited by the Company, more than last year was paid ƒ 1095:6:-- The burial expenses of the deceased servants of the Honorable Company amount to more than the previous year 47:5:-- and as in this year more sick persons have been in the hospital than in the past year, so also the half wages yield more ƒ 122:5:-- ƒ 1264:16:-- thus appearing in fact after subtraction of the said adverse items that this account is less as mentioned above 14279:5:8 Account of Repairs Anno 1739/40 Gamron Anno 1740/41 ƒ 4143:12:-- Bassoura 188:7:-- Spahan 323:17:-- 4655:16:-- This account would have been even less because through a frugal management at Gamron, on the yearly repair account of this lodge was saved ƒ 45:2:-- and at Bassoura 397:4:8 which 2 items added together ƒ 442:6:8 but against this, at Spahan more was expended 107:8:6 which adverse item being deducted from the favorable items, so the aforementioned decrease amounts to ƒ 334:18:2 Carried forward ƒ 17224:5:2 ƒ 45769:3:8 334:18:2 14279:5:8 591:5:8 ƒ 371 Carried forward Persia Under date 31 October 1742 Gamron Anno 1740/41 ƒ 346:7:8 Spahan 311:12:-- Bouchier 8:18:8 346:7:8 This decrease belongs for the most principal part to the commission location, because no vessel hire was paid as in the past year for the steward's vessel the bouthe, because the merchant goods and provisions were brought thither with the sloop De Valk, so this account this year is therefore less 1748:19:8 but as the assistant Huijbert van Poot for the curing of his leg, broken in 3 places, was sent to Bassoura, this account had to bear there ƒ 210:7:8 and on account of the provisioning of the bookkeeper Buffkens in Crown service with the sloop De Valk 136:--:-- which 2 debit items amount to [illegible] so that it appears that at Bouchier this account has decreased ƒ 1402:12:-- and as in this year no journey up to Spahan of a new second occurred, therefore there was also saved 595:8:8 Account of Travel and Journeys Anno 1739/40 ƒ 2079:4:-- but as in the past year the bookkeeper Steven Pruijmelaar and assistant Isaac de Crane were debited for the incurred expenses of their departure to 382:18:8 so this account can only be credited for 212:10:-- which 2 good items count together ƒ 1615:2:-- but against this, as the bookkeeper Willem Slaers was sent on a commission to Congo to his highness the field marshal Imam Verdi Khan and the incurred expenses were placed on this account, therefore this account is debited at Gamron ƒ 311:2:-- But from that should be deducted that which in the past year was spent by the junior merchant and second Bouchier commissioner the Honorable Gerrit Hendrik Terre to 108:16:-- so that it will then still appear this account at Gamron is debited 202:6:-- whereupon after deduction from the result, the above-mentioned decrease will appear of ƒ 1412:16:-- Subtract the excess from the deficit to 17224:5:3 so the fact remains that this directorship has lower expenses than the past year ƒ 29957:14:5 In the Netherlands Office Gamron, this last day of August Anno 1741. was signed S Clement Total ƒ 17224:5:3 ƒ 47181:19:8 666:8:-- 1412:16:-- more less ƒ 17224:5:3 ƒ 45769:13:8 Being

Persia dated 31 October 1742 From Further having been taken for confrontation and inspection the pay books of this office together with those of the sloop de Valk of the said year 174[illegible], which were found to agree both with the trade books and the disbursements made, whereby it also appeared that the estates of such Company servants as had happened to pass away during the course of these books amounted in total to a sum of ƒ1624:11:4 or 3822½ mahmudis, also that those moneys were delivered on the last of February and the last of August recently past to the Honorable Company's brokers and brought into the cash box by them and sent per the vessel the Ketel to Batavia for further favorable transfer to the heirs. Furthermore, the Honorable Lord Commander presenting for reading the letter received on the 24th of this month from the Beglerbegi Muhammad Taqi Khan, whereby he comes to requisition a considerable quantity of equipment and other goods for shipbuilding at Bushehr, as is very emphatically shown by the translation inserted hereunder: 173 From Persia dated 31 October 1742 Translation of a Persian letter written by the Beglerbegi Muhammad Taqi Khan to the Commander Clement and brought by his courier from Bushehr on the 24th of March, anno 1742: After preceding compliments, your Excellency may, next to God, be assured of my favor and true affection, and know that whereas some time ago, in accordance with the royal written order of which a copy was sent to your Excellency by courier by His Excellency Muhammad Ali Beg and Muhammad Samum Beg, a request was made by them that, in accordance with that highly ordered mandate, they might be provided with some shipwrights and goods belonging to shipbuilding, which their said Excellencies have now made known to me upon my arrival at Bushehr, as well as that, because up to that time they had not yet obtained any shipwrights or other necessities, they were consequently not capable of proceeding with the shipbuilding, but that everything had to remain idle for the aforesaid reasons, which is contrary to the intention of His Majesty, because he strongly desires that shipbuilding be undertaken in his realm as in other places of the Indies, and shall be pushed through whatever it may cost; therefore I come to request of your Excellency the following undermentioned goods in order to comply with that highly honored order, namely: 2 pieces of mast timbers of 35 gaz each (each gaz is 3 1/8 feet and thus 110 5/6 feet each mast) 6 strands of 22 gaz or 69 2/3 feet each 4 timbers for spurs of the masts of 20 gaz or 63 1/3 feet each 4 cross-trees of 15 gaz or 47 1/2 feet each 5 anchors of various sorts, as: 2 of 800 man or 4800 lb each 2 of 400 man or 2400 lb each 1 of 200 man or 1200 lb each 5 pieces of anchor cables, as: 2 heavy anchor cables of 200 gaz or 105 2/5 fathoms long and weighing 700 man or 4200 lb each 2 pieces Persia dated 31 October 1742 From request that therewith at the earliest may be [sent] 2 pieces of medium ditto, also of 200 gaz or 105 2/5 fathoms long and weighing: 1 of 500 man or 3000 lb each 1 small ditto of the weight of 400 man or 2400 lb 51 various ropes for stays and shrouds, as: 24 stay pieces of 14 1/2 inches thick each, together in length 440 fathoms 24 shroud [pieces] of 12 inches thick each, together in length 200 fathoms 2 heavy stay ditto of 16 1/2 inches thick each, together in length 60 fathoms 1 stay piece of 13 inches thick, 50 fathoms 2 topmast shroud pieces of 9 1/2 inches thick each 2 backstay pieces of 7 1/2 inches thick each 2 large jeers 4 foresail ditto of 6 inches thick each 3 topmast ties of 4 1/4 inches thick each 4 ditto of 3 1/2 inches thick each 4 top shrouds of 2 1/2 inches thick each 5 hawsers for braces of 1 1/2 inches thick each 5 ditto running rigging of 3/4 inch thick each 30 man or 160 lb of topmast grease 4 barrels of tar 2 pieces of heavy lead lines of 200 gaz or 105 5/6 fathoms long each 4 light ditto of 25 gaz or 79 1/8 [illegible] 60 lb of sail twine 42 pieces of sail needles 4 leech lines 90 various in sort 4 compasses 150 rolls of heavy Dutch sailcloth 10 pieces of hourglasses in sort, as: 2 of one hour 4 of 1/2 hour 4 of 1/4 hour With which I request that your Excellency be pleased to deliver them to His Excellency Muhammad Baqir Beg under a proper written bond, and furthermore to send me that writing by a trustworthy person when I arrive at Bandar Kong, to whom the costs will be gratefully paid; and as I know for certain that all the aforesaid goods are remaining in abundance with your Excellency, therefore your Excellency must upon receipt of this letter provide them; however, if there are no mast timbers in stock, 375 From Persia dated 31 October 1742 send someone immediately to the homeland to fetch the same, so that for lack of the masts the shipbuilding need not be halted; item, provide the above-mentioned goods, together with the shipwrights, as soon as possible, so that they may obtain speedy transport to Bushehr. Further, the conclusion with compliments; written in the month of Dhu al-Hijja, anno 1154, according to our style the month of February 1742. (Was underwritten:) Thus translated according to the statement of the Honorable Company's Persian scribe Qanbar Ali from the Persian into the Dutch language by (was signed:) Simon Clement. After the reading of which, the Commander inquired in a round of questions what could best serve as a reply to this, seeing that the courier is due to depart tomorrow and is only waiting for our answer; concerning this, after careful consideration and discussion with one another, it was approved to write to him that no other goods could be supplied than only those that were already known to him, which

From Persia under date 31 October 1742. which, by favor of Their High Mightinesses at Batavia, had upon his request been sent hither subject to current payment, as a list thereof has also been sent to him, as well as what was surrendered to Imam Verdi Khan under coercion, together with what still remained in our custody, regarding which he, by letters received on the 15th of this month, had come to request that the goods still on hand might be detained and not surrendered; so that these two letters directly contradict each other, and what is even more curious is that upon examination it was found both were written in the month of February without stating a fixed date, which brought not only us but also the interpreter and the mullah in doubt as to what the true desire of that beglerbegi is; wherefore we also resolved to answer him in such manner as has already been recorded. After which His Honor brought to our knowledge the affront suffered through the refusal of the shahbandar Mirza Hadi regarding the gift planned for him by Resolution of the 16th of this month on the Nowruz Feast, and also the unheard-of foul and malicious expressions made in that regard to the interpreter, together with various threats made, not only that upon the arrival of the beglerbegi Muhammad Taqi Khan he would be exceedingly detrimental to the Company's brokers and servants, but even that if we did not at least appease him with a present to the value of 50 to 60 tomans and thus clear this discord out of the way, he would by all sorts of ruses and snares bring it about and exert his best efforts so that this will cost the Honorable Company at least about 600 tomans or f 21,250, or else f 25,500. Wherefore, in order to forestall this, His Honor had on the 23rd of this month sent his complaints concerning that person in writing with two reliable foot messengers via Bushehr to the aforementioned beglerbegi Muhammad Taqi Khan and to His Highness, his brother the Duke of Gamron, Abu'l-Hasan Khan (since Muhammad Baqir Beg has assured that the said gentleman is a sworn enemy of that shahbandar), item to the shahbandar's only friend, Mirza Muhammad Ali, keeper of the seal of His Highness and a great friend of the Honorable Company; at the same time handing over those writings for reading and perusal, with notice that the same had also already been done in particular to His Highness by the naib Muhammad Baqir Beg; which proceedings were regarded as well done by the Council in full assembly. Subsequently, the Honorable Commander submitted for reading a written petition from the book- and storekeeper Jacob Carelsz. for his dismissal from this place, which request, because he has already served out his time twice over, was granted to him, and at the same time it was resolved and approved to have his transfer executed as of the ultimate of this month. Whereupon the Honorable Commander put the question to the assembly as to whom one might appoint in his place, making it known at the same time that the first clerk, Andries van Nes, had requested to be chosen thereto. However, the provisional Fiscal Emanuel de Poorter came to request that this appointment might not be made definitively, but that that office might be provisionally filled by a person whom the members would be pleased to nominate thereto until such time as the ships from Batavia appear, to the end of seeing then whether it had pleased Their High Mightinesses to favor him with the quality of junior merchant or not; since, if not, he, being the senior bookkeeper, would then request to be favored with that office, because it would otherwise be a hard case if, having to step back at some time, he should go idle and see another placed over his head through his own omission, having then already sat for about two years as a member of the Council of Policy, etc. Hereupon the provisional Secretary Cornelis Bylevelt came to offer his services to fill that office provisionally in the meantime; which two requests having then been taken into mature consideration, it was unanimously decided for the present to make no alteration in any office before the Batavia ships, which are expected here daily, together with the esteemed disposition of Their High Mightinesses, shall have arrived, but to assign that post in the meantime to the aforementioned Secretary, and to let the transfer take effect as of the ultimate of this month; just as it was still accomplished during the drawing up of this document, everything being found as shown below in the record of the finding by way of transfer. Honorable Sir and Honorable Gentlemen, The undersigned, having been expressly deputed by Your Honors and Excellencies to attend the taking of inventory and the transfer of the cash and goods mentioned below, as was to be done by the outgoing dispenser Jacob Carelsz. to his successor, the Secretary of the Council, Mr. Cornelis Bijlevelt, we have accordingly betaken ourselves in obedience to that esteemed order to the Company's dispensary, etc., etc., and have there observed such goods and shortfalls as is set forth below, namely: Cash, that is to say fourteen thousand three hundred fifty-five pieces of silver Persian mahmudis: 14355. Persia, under date 31 October 1742 Jan put to the further members for consideration whether necessity did not require that another capable person of irreproachable conduct should be chosen as a member of the Honorable Venerable Council of Justice, in place of the now relieved dispenser Jacob Carelsz, since through the honorable discharge of that person the said body was about to be deprived of a vote; presenting at the same time for this purpose the assistant Claude Anthoni Scoffier, who has functioned as paymaster since 1 October of the past year, which was also unanimously affirmed by all members together, and conferred upon that person under proper and fitting recommendation; and it was furthermore approved that at the first session of that court of justice, this decision taken by us shall be made known to the members having a seat there by the Lord President Christoffel de Slaan, as well as to thank the former dispenser Jacob Carelsz for his assistance thus far, and pursuant to this decision likewise to grant a seat as member to the said paymaster Claude Anthoni Scoffier. 391 From Persia, under date 30 October 1742 Also, the Honorable Lord Commander furthermore presented a written petition from the interpreter Abraham Sahid, regarding such monies as he had delivered and disbursed on various dates by order of the Honorable Venerable Lord Carel Koenad, according to the specification submitted therewith, amounting to mamudis 1204: — or ƒ 511:14:—, both of which writings are inserted below in detail for reasons of necessity, as follows: the request. From Persia under date 31 October 1742 In the Netherlands Office Gamron on the last day of February 1742 /:was signed:/ A=m Sahid Thus after reading it was resolved to satisfy the interpreter because the same was found to have essentially been disbursed by him by order and in respect of the Honorable Company, as also the written request of the mate of the sloop de Valk Marmiliaen Scheyl for 1 piece of coarse gerras and 1 piece of salempores common bleached for lint and plaster cloth is granted, since that which he received at Boucher in the month of August of the past year has already according to that writing been consumed. And lastly a request was presented to this Council by the provisional assistant Hendrik Diedeloff Bax, laid before the table by the Honorable Authority, whereby the same comes to request an increase of wages because, owing to the high cost of provisions, it was impossible to subsist on the ƒ9 he currently earns; and whereas this request is based on truth, the same is therefore advanced on his running contract to junior assistant and ƒ16 per month. Jan Gelmer Buytendijk of Campen per Scheybeek 1738 arrived as sailor in India, subsequently came here and transitioned to the sword as a soldier, is now at his request and the good testimony of his officer that he is a sober and capable person promoted to corporal at ƒ14 per month under a new three-year contract. Claas Symons Mars of Vollendam, arrived in India as under-carpenter in the year 1738 with Hilverbeek, also arrived here in the year 1740 per the sloop de Valk in the said capacity, having now made a request for an increase of wages; and whereas his time has expired by more than eight months, and the formidable orders command us to encourage such servants to a longer stay in India through a favorable improvement, though directed according to the orders, he is therefore now promoted to chief carpenter and ƒ38 per month under a contract of three years, and his outstanding wage of ƒ315:12:— according to the instance made conform the formidable orders shall also be paid to him after the submission of his account. With which this session comes to an end under the hope and wish that this, as well as all that is treated herein, may be seen crowned in due time with a favorable approval from their High Excellencies in Batavia. Thus done, resolved, and determined in the Netherlands Office Gamron on the day, month and year aforesaid /:was signed:/ J=n Clement, Christoffel de Haan, W: A: Van Jongstal, E: de Poorter and C=s Bylevelt councilors provisional secretary. Wednesday the 25th of April Anno 1742 All present After the members of the Political Council, upon the convocation by the Honorable Authority, had appeared at the ordinary meeting place, were seated, and the prayer was done, His Honor first brought to their knowledge how on the 23rd of this month the Lord Abol Hassan Chan, as Duke of Gamron, had made his entry into this city. Resolution taken in the Council of Policy at Gamron. Whereupon the visit was paid by him the following day according to the ancient usage and custom of these lands, and whereas ancient usage also entails that to such great persons at their entry, for the prevention of all sorts of frivolous pretexts, a proportionate present is demanded, as well by the English, as Moorish, Armenian, Banyan merchants, and also us; for these reasons His Honor submitted the question whether one should not, conform ancient custom, give that gentleman a small gift as soon as possible, since it would not succeed well without offering a present, as experience had often taught us that by long postponement only great trouble was caused and we in the end were nevertheless necessitated to make far more excessive dips into our purses than we otherwise would have needed to do; wherefore His Honor considered it would be better to accede to such forced matters the sooner the better in order to remain free of many affronts and tyrannies, as every member of this council also agreed, for which reason it was then unanimously approved to hand over this following gift, both to him and to his servants, to the value of ƒ1130:1:8 purchase and selling price ƒ2622:9:8, namely: Memorandum of the gift to Abol Hassan Chan, Duke of Gamron Purchase and selling price: 60 lb cloves ƒ19:18:— ƒ456:11:— 60 lb nutmegs ƒ5: 2:— ƒ140:17:— 80 lb cinnamon ƒ24: 3:— ƒ247:18:8 300 lb pepper ƒ39: 1:— ƒ154:12:8 300 lb candy sugar ƒ47:15:8 ƒ110: 7:8 600 lb powder sugar ƒ51: 8:— ƒ146: 8:— 5 pieces chintz Persian ƒ45:—:8 ƒ73:12:— 5 pieces ditto botid haar ƒ38:12:8 ƒ52:12:— 4 pieces ditto small sprien ƒ44:18:— ƒ62:19:— 5 pieces fine Santipoerse mulmuls ƒ78:11:— ƒ98:15:— 6 pieces cassas ƒ59: 2:8 ƒ74:18:— 5 pieces salogasjes ƒ46:16:— ƒ67:18:— 5 pieces ditto moeramath ƒ42:13:— ƒ55:15:— Carried over ƒ543: 1:— ƒ1737: 3:8

Since Mhamet Tackie Chan has now de novo by letter made a very urgent request that the Sloop be granted to him for the transport of provisions to Congo, under written assurance that if the said small Vessel From Persia under date 31 October 1742 Vessel should happen to meet with an accident which God however forbid, it would be reimbursed by him on the King's behalf, and because we had replied to his written request made previously for that purpose that the said small Vessel, being provided with insufficient crew, was not in a state to leave the Gamron roads to undertake such a voyage, he then wrote to us that we could obtain as many Moorish sailors as desired from his brother the Duke Abol hassan and Aga Backer Beeck, as will clearly appear from the Translation inserted here below: see Translation G

From Persia under date 31 October 1742 Translation of a Persian letter written by the Beglerbegi Mhamet Tackie Chan to the Honorable Mr. Simon Clement, Merchant and Principal Commander of this Directorate, and delivered here on 25 April 1742 by the Honorable Company runner Hassan Sjaboen. Preceded by customary compliments and titles: Next to God, Your Excellency can at all times be assured of my true affection and know that the letter written by Your Excellency on the 14th of the month of Sjaffar 1155 has reached me safely, all that was mentioned therein from beginning to end having been well understood by me. The goods previously requested by me from Your Excellency were not for me, but for my brother the Jordhaar; however, since they cannot be obtained, he does not require them and has postponed his desire until they are available. Regarding the ill-treatment by the Sjabandhaar Sjeeg Hadie, I issued an order a few days ago to my brother Abol Hassan, and sent an open letter addressed to Your Excellency, in order to prevent this from occurring again, just as is being done again now, with orders to ensure that the like does not happen anymore; and should it occur, he, Duke Sjeeg Hadie, will then have to be punished most rigorously as an example to others. Regarding this matter, I have also written a separate order to him, the Sjabandhaar, which also accompanies this letter for inspection, so that I believe such malice will no longer be committed by him hereafter, but that he will on the contrary now treat Your Excellency kindly and well. However, if the said Sjeighadie contrary to expectation should again perpetrate anything and not receive proper punishment for it, write the same to me, and I shall then myself punish him for it as an example to others. Concerning the contributions that His Highness Mhamet Backer Beek has imposed on Your Excellency's subjects, I have now also issued an order to him to the end of taking no contributions or other levies from Your Excellency's subjects, even though the levied contribution monies were done according to the King's order, and from which no one is exempted from paying pursuant to that order; nevertheless, because of the bond of friendship that I have with Your Excellency, I have ordered him, Mhamet Backer Beek, to demand nothing from Your Excellency's servants, but to make known to me how much their portion amounts to, which I shall satisfy from my purse into the King's treasury, whereupon Your Excellency and the Honorable Company can rest assured that he, Backerbeek, will not demand a single penny more from Your Excellency's subjects. As for the two vessels of Your Excellency and the Honorable Company, as soon as they arrive from Juphaar, I shall send them to Your Excellency at the earliest. Regarding Your Excellency's request that, if upon lending the two-masted sloop—God forbid—any harm should befall it, I would guarantee it, as you dared not lend the said vessel because of the weakness of the crew and the insecurity of the sea: I request Your Excellency once again, if possible, to please deliver the said sloop to Mhamet Backer Beek, who will then have it provided with as many Moorish sailors as required, and likewise, when laden with provisions, send it towards me to Congo. And for your own reassurance, Your Excellency may keep this letter as a contract from me, so that if it should happen (which God forbid) that something unforeseen should happen to the said sloop, causing His Majesty and the Honorable Company to suffer damage, the same will have to be accounted for to His Majesty by me, and the Honorable Company will likewise be compensated by me and held harmless, so that Your Excellency is and remains protected against all claims. Furthermore, if there is anything of Your Excellency's desire, you may freely write to me; I shall always endeavor to carry out your request. Written in the month of Sjaffar ulmhasaffas 1155. Below stood: Thus translated from the Persian into Dutch according to the statement of the Honorable Company's Persian writer Comber Alle by (was signed) G. H. Terre. And because we clearly saw that all our applied effort, zeal, and diligence were merely fruitless, and served no other purpose than to cause inconvenience, since this brutish nation, even though they clearly and plainly know our inability, nevertheless do not abandon a request once made, but will inflict every conceivable insult, scorn, and grief upon a person until they finally succeed in their accursed objective; therefore, in order not to be subject to that, it was unanimously thought best that this virtually impossible request—before we should sometimes be forced to it by violence—be granted out of compulsion, however very unwillingly. It was also made known here that regarding the written petition of the skipper Claas Visscher for provisions for the month of April under the first of this month upon circular inquiry, as well as upon his written instance made under today's date, it was likewise approved to have him supplied with two months' victuals for the months of May and June for his voyage to Congo. The Honorable Commander also brought forward that the soldier Jacobus Lefeber of Ghent had made a request for an increase in wages, since from 5 May of last year by that of the vessel De Ketel of Mattheus with 7 guilders here ashore until today he has not enjoyed any other wage; therefore, he, being a person of orderly conduct and who has discharged his duties to the satisfaction of his officers, was now upgraded to 9 guilders per month on his current contract of five years. As likewise the one advanced on 28 March last to corporal

409 From Persia under date 31 October 1742 the advanced soldier Jan Gelmer Buytendyk comes to request in writing to be allowed to enjoy his salary in credit to the sum of ƒ17:11: 4, which request was granted to him, since he has already engaged himself in a new contract. Wherewith this session came to an end under the hopeful trust that everything dealt with herein will in time be crowned with a favorable approval from their High Excellencies the gentlemen of the High Indian Government at Batavia. Thus done, resolved, and determined in the Netherlands Office at Gamron on the day, month, and year aforesaid. Was signed: Jn P=r Clement, C=l de Haan, W=m A=s v=n Jongstal, E=r de Poorter, and C=ls Bylevelt, Councilors, per secretary. Resolution taken in the Council of Policy at Gamron, Sunday the 13th of May Anno 1742. All present. the Persia under date 31 October 1742 From The council having appeared and been seated in the ordinary meeting hall and God's assistance having been fervently invoked, the Honorable Authorized Commander firstly placed upon the table the letter with the annexes belonging thereto from their High Excellencies the gentlemen of the High Indian Government, brought yesterday per the vessel the Cornelia via Malabar, which were opened, collated, and read with the required respect, and all the annexes were found to agree properly with the register; yet because of the impracticability regarding it, no complete decision was taken, but the same was delayed until a further meeting, yet it was perceived as an obligation under the chapter of the servants that it had pleased their High Noble and Severe, Right Honorable Lordships to favor the warehouse keeper serving here, Willem Allard van Jongstal, with the service of Fiscal, the bookkeeper and currently provisional Fiscal Emanuel de Poorter with that of Junior Merchant and secretary, likewise to favor the assistant and provisional head of Isfahan Pieter Aalmis with the rank of Junior Merchant and the absolute confirmation in that service. Under 411 From Persia under date 31 October 1742 Among the annexes there was also found an extract missive written by the Noble High Honorable gentlemen Directors in the beloved Fatherland under date 15 March of the past year to their High Noble and Severe, Right Honorable Lordships the High Indian Government at Batavia, together with an extract from the proceedings and resolutions of the said Council on 12 September of the past year, from which one and the other appeared how their aforementioned High Honorable Lordships have been pleased to interdict and forbid that henceforth no permitted chests or other consigned goods may any longer be brought to or from the Fatherland upon penalty of dismissal and confiscation of the goods for the carriers, and in order that everyone might be aware of this formidable order, their said High Excellencies have been pleased to command, both here and everywhere in India, that notices thereof shall be drawn up and the same must be publicly published and posted to the people, so that everyone in the future may beware of taking along or transporting permitted chests or other consigned goods. Therefore From Persia under date 31 October 1742 therefore it was now approved, pursuant to that esteemed order, to have the necessary notices drawn up at once, and also to have them published and posted here on shore and on board the said vessel the Cornelia in the place where such belongs. From the report submitted by the Fiscal and other judicial commissioners during the drafting of this, it appears that the inspection of the ship the Cornelia was properly carried out, yet that no private goods were discovered in that vessel, but indeed that the sailor Reynier Schamberg remained behind at Malabar, since he had gone missing there. Whereas on 28 April a courier from the King was sent here to obtain 10,000 misqals or 100 lb of extra good Radix China for his majesty, the Duke of Gamron Abol Assan Khan present here immediately let us, as well as the English, and likewise Moorish and Banyan merchants, request that root, 413 From Persia under date 31 October 1742 and since that root was sent hither by their High Excellencies only for the purpose of making presents, and one could not bestow them better than for the service of his majesty, it was approved to have the good ones sorted out from all that remained with us, which yielded a quantity of 62 lb, amounting in cost to ƒ 11:16:- and in purchase value to ƒ 17:14:-, since if it were later found out that such was on hand and refused, it could cause great trouble and mischief by them, for which reason that was given as a present for his majesty; and further, upon the representation of the Honorable Authorized Commander, it was approved and resolved to have the remainder garbled, and to pack the good ones coming therefrom with sugar to prevent further decay, and to sacrifice the bad or unusable ones to the fire through two specially appointed commissioners, so that the bad does not further infect the good. Also From Persia under date 31 October 1742 the Commander gave notice to the members that on the 21st of the past month of April the long-awaited Raqam regarding the free silk trade, accompanied by a ditto from the King wherein his majesty comes to offer his dutiful thanks to the Honorable Company for the crown services performed by us, with an urgent request to be accommodated with three ships for purchase, whether from the Honorable Company's own vessels or that they might be bought by their Honors at another place, as appears further from the translation inserted below.

415 From Persia under date 31 October 174— Translation of the royal raqam written by His Persian Majesty Nadir Shah in the month of Ramadan al-Mubarak of the year 1154 according to our style November 1741 and sent on 21 April 1742 by the Duke of Gamron Abolhassan Khan in the afternoon through the interpreter of the Honorable Company Ibrahim Sahid to the provisional commander Simon Clement inside the Honorable Company's fortress. At the top of the head stands The Prince's seal stamped in black ink, thereunder the words: In the name of the Merciful and Compassionate God, this supreme command is given so that the greatest among the followers of the Messiah, the Cap: of the Dutch Company, may be quietly assured and know, with heads held high, completely of our royal grace and favor, since for a considerable time now, everything that has been requested of him or made known and found necessary for the service of this realm, he has accomplished with a true, pure affection without excusing himself in the least from anything, as has remained completely and in all parts as clear as dawn to the champions of my realm, from which it is also easy to deduce with what great affection and friendship the high and mighty great ones of the aforementioned illustrious and highly exalted Dutch Company, the purest among the blessed followers of the Messiah and the lesser great ones around me, the King, regard me, from and for all which cited reasons my royal favor and true affection toward their people is also increasing more and more daily; and whereas His Highness Kalb Ali Khan, who is one of the principal Persia under date 31 October 1742 From of my, the Lord's, blessed countrymen, has been elevated to sardar, alongside His Highness Muhammad Taqi Khan to beglerbegi of Fars, all the seaports of this realm, and the Arabs, and I have already granted them departure to the aforesaid places, you must therefore, as before, continue with a true and pure sincerity in whatever you are capable of and whatever is necessary for the service of my realm, and likewise be completely assured of my royal favor toward you, and also whatever one has to request or propose, make it known with firm trust to my highly exalted, radiant throne by petition, under the assurance that you shall always obtain a favorable apostil on everything. Written in the month of Ramadan al-Mubarak of the year 1154, according to our style 9ber: 1741. On the right side stands: Again first the Prince's seal in black ink; thereunder: Muhammad Taqi Khan, beglerbegi of all Fars, has furthermore made known to my high and radiant throne the true, pure friendship and sincerity, as well as the manifold services of you, the purest among the followers of the Messiah; likewise that whenever any services for the well-being of my realm have been requested of you, you have always executed the same with a sincere heart, affection, and friendship. Therefore, I, the King, have instructed and strictly ordered Their Highnesses the new sardar and beglerbegi to show every possible friendship and assistance, but that this subsequent service be esteemed and recognized, namely: that since my only desire tending toward the advancement of navigation is such, you will, upon the sight of this my royal order, procure from whatever place it may be three pieces of well-equipped and mounted ships and hand them over to Their Highnesses the sardar and beglerbegi, which shall be paid for by the last-mentioned beglerbegi; but if it should happen that you could obtain no ships for purchase at another place, you must then sell three of your best and largest ships for such price as is desired for them 417 From Persia under date 31 October 1742 stood at the top of the head to me, the King, and likewise after delivery demand the money for the same from the said beglerbegi; I, the King, under God's blessing, after the execution of this service, shall then show my royal favor anew to you, the purest of the followers of the Messiah. On the back stood: the seal of Their Highnesses the First Raqam-Writer Mehdi Khan and of the new Mustawfi al-Mamalik Muhammad Taqi Khan, alongside 8 more seals of the Secretaries of State. Underneath stood: thus, according to the statement of the Honorable Company's Persian writer Qanbar Ali, translated from the Persian into Dutch by: was signed: P:r Clement. Regarding which the Honorable Commander inquired how best to write in reply to that Prince, it was resolved to answer him that we would make such known and propose it to our High and Mighty superiors, since regarding this we could make no firm commitment to His Majesty. The silk raqam, having been translated, was found to be of the tenor as can be seen in the following below: Translation of the Persian raqam granted by His Persian Majesty Nadir Shah in the month of Shawwal al-Mukarram of the year 1154 according to our style xber: 1741 to the Honorable Company concerning the free silk trade, and sent by His Highness the Duke of Gamron Abolhassan Khan via the interpreter Ibrahim Sahid inside the Honorable Company's fortress to the commander Simon Clement: In the

Persia, under date of 31 October 1742 From In the Name of the Great God, who is forgiving and bestowing of grace, and thereafter the sovereign's seal printed in black ink under which the words In the name of the merciful and compassionate God, this supreme command is given to all high-ranking beglerbegs, governors, and kalantars of this our blessed Kingdom. Since the Captain of the High and Mighty Dutch Company has, in the way of true affection and friendship, always rendered all required services to me, the King whose fortune daily increases, I therefore order that no one whosoever shall hinder the highest or lowest servants of the aforementioned Company in any place whatsoever, just as other merchants come, but on the contrary shall render all necessary help and assistance. This I have deemed necessary to order; therefore, one must not act against this my royal command, but hold this my order in high regard. Written in the month of Shawwal al-Mukarram of the year 1154 according to our style, September 1741. On the verso was written: The seal of the first raqam scribe, Mehdi Khan. Underneath stood as follows: according to the declaration of the Honorable Company's Persian scribe Qambar Ali, translated from Persian into Dutch to the best of my knowledge by, was signed, Clement. Furthermore, the Honorable Commander submitted for reading the royal raqam sent on the 24th of the past month by the Sardar Kalb Ali Khan with his dispenser Hadi Beg, granted to him, the Sardar, and Mohammad Taqi Khan, along with 419 From Persia, under date of 31 October 1742 along with a letter to the English gentlemen and us to lend a helpful hand in all respects, likewise to ensure that no violence, nuisance, or anything improper should be done to us by anyone. The cited dispenser also stated orally on behalf of his lord and master Kalb Ali Khan that we could punish by full name all those who had caused us any damage, violence, or harm, and report others to the King so that they might receive their deserts, etc. And as experience has taught us that such promises are made for no other purpose than merely to obtain something, it was resolved after mature consideration to write to the same at the first available opportunity and specify therein by full name the persons who principally did us much violence, in order to see what honorable satisfaction we may yet come to obtain, since we believe this will again come to nothing and be merely Persian bluster, as, God help us, it has never yet been experienced that their deeds agree with their promises; yet everything must await time, while we trust that this, as well as From Persia, under date of 31 October 1742 the proceedings herein, may in time be crowned with the favorable approval of their Right Excellencies, the Gentlemen of the High Indian Government at Batavia. Thus done, resolved, and decreed at the Dutch Office at Gamron on the day, month, and year aforesaid. Was signed: L. Clement, C. de Haan, W. A. van Jongstal, H. de Poorter, and C. Bylevelt, Council Member and Provisional Secretary. Resolution taken in the Council of Policy at Gamron Thursday, the 31st of May, Anno 1742. All present, except the Junior Merchant and Provisional Warehouse Master Willem Allard van Jongstal, due to indisposition. The Council having appeared and taken their seats in the ordinary meeting room, and the name of the Most High having been invoked for help and assistance, there was tabled by the Honorable Commander their Right Excellencies' most valued letter with its accompanying annexes received here on the 12th of this month 421 From Persia, under date of 31 October 1742 the 12th of this month per the vessel Cornelia via Malabar from Batavia, and read on the following day, the 13th, with all attentiveness, honor, and respect, in which some points were found that could not be deliberated upon before the present date; and it was simultaneously presented to the members how it had pleased their Right Excellencies to write that the 9850 lb of pepper had only been charged to the crew of the vessel Steenhoven at 289 3/32 per cent, whereas that grain, according to the complete return from 11 March to 17 May, Anno 1740, had been sold at an advance of 312½ per cent, on which account they ordered that the amount charged less than 312 1/5, or rather the difference of 23 1/60 per cent, should be reimbursed to the Honorable Company by those who had given their assent thereto; but as the Commander, upon investigation, discovered that those sailors were charged for the short-delivered pepper according to the then and still prevailing price of March, 7 17/10, or rather at fully 337½ per cent according to the trade books and strictly 336½ per cent according to the aforementioned return, and had seen on the other hand that their Right Excellencies had been pleased to have the calculation made according to the Steenhoven's invoice and not according to the books, as is an ancient custom at this office, as he reflected
