Subsequently, the settlement of accounts held with the Company's brokers was produced by his Honour, by which it was established that the debit of those heathens on the ultimate of February was still a great amount of M:s 103534 5/8, which was deemed proper to insert herein. Gamron this 12 March 1746: Thus it was also approved by circular resolution that the sloop should be allowed to depart to Laft for inspection, in order to be examined further there on the dry dock, to the end that, upon receipt of a report, whatever was necessary for its repair might be procured if possible; and whereas a further more extensive report, also submitted by the cited mariners, dictates that the said sloop, provided that the materials necessary for its repair could be obtained, would be fully put in a condition to undertake the voyage via the Malabar Coast to the capital of the Indies, it was therefore deemed more profitable for the Company to have everything procured in the best practicable manner, and thus to put the same into a condition to make that voyage in order to finally be relieved of this troublesome burden, while letting the report and the annexed memorandum of some required items flow into the speculation of Their High Excellencies. According to the order of the Honorable, Respected Abraham van de Welle, Senior Merchant and Commander of this Persian Directorate and its dependencies, we, Jan Willemsz. van den Briel, skipper on the ship Oosterhoud lying at anchor here in the roads, and the carpenter Louwerens Wiebens, assigned to the above-mentioned vessel, departed on 25 March 1746 in a native craft for New Laft, in order to inspect the Company's sloop De Valk further there, together with the provisional master Pieter Roode and the carpenter, to see whether it was possible to repair the same. On 27 March 1746 the aforementioned sloop stood entirely on the dry dock, and we found that its sheathing, which consisted of Chinese planks, was completely rotted and eaten away by worms. We dismantled the same and found most of the seams of its inner hull to be open, which was the cause of the leaks. Aside from this, the entire inner hull was sound and good, except for three bad small spots that are rotted, each about 1½ feet long, which is of no importance. For that reason, we found the sloop in a condition to be repaired here at New Laft, provided that the proper materials can be obtained, such as pitch, tar, rosin, etc. We have no doubt that, once the same is properly caulked and well greased, and a new piece of wood is inserted here and there, the aforementioned sloop De Valk will then be in a condition to sail again for some time, both outside the Gulf and domestically, or wherever it shall please Your Honorable Worships. From Persia under date 31 July 1746. informed, so that finally, after much back and forth deliberation, the same was approved together with the travel expenses for the reception amounting to m:s 975:- or ƒ292:10 -, although our order dispatched thither upon their earlier request dictated the contrary, since it was carried out by us for the best intentions, yet nevertheless in some cases necessity knows no law, the more so because an outright refusal could also have had much greater consequences, as His Majesty currently, even by his order, has had Duffkens notified that he may request a ragam in favor of the servants of the Dutch Honourable Company, and has also granted it, comprising free housing and friendly treatment from the regents and other grandees in these regions. And whereas he, Duffkens, has purchased some gift goods on a term of 3½ months' credit for making these presents, 200 tomans in cash will be remitted to him at the first opportunity, but alongside this he will be very strictly ordered not to give gifts in the future without our prior knowledge, nor to draw bills of exchange upon us, because the latter will not be accepted and the former will be left to his own account; but if they should be at a loss concerning one thing or another, he will be obliged to request our permission regarding that. Furthermore, the expenses incurred there over a period of 4 months, namely from the first of November of the past year until the last of February of the current year, amounting to ordinary expenses, m:s 3565:- ƒ1069:10 and for extraordinary expenses, m:s 700:- ƒ210:—: totalling together m:s 4265:- ƒ1279:10:— will be approved for this time, on the condition that henceforth nothing more shall be charged other than what is stated in our resolution of 20 February last, except for the necessary writing materials which they will have to buy from outside and must be charged to the account of necessary household expenses. Regarding the two written petitions presented by the bookkeepers Andries van Nes and Huijbert van Loot to be appointed as dispense-keeper, these having been brought forward by His Honour, they were ordered to stand outside, after which His Honour presented how one ought to act in this regard, since that post was not vacant, he maintaining that it would be better to await the arrival of the order of Their High Noble Honours, but the other members were of a different opinion, and maintained that since Their High Noble Honours have everywhere been pleased to make a reduction in the number of their servants, this office could well be occupied by a council member, and these two petitioners also having had to step down from the functions they had held, it would therefore be hard if one gave preference to the junior over the senior; in view of all which, it was then resolved to have the bookkeeper and dispense-keeper Cornelis Sonnevelt step down and to nominate one of the two petitioners to this post that has now fallen vacant. We have approved because it seemed nothing improper occurred therein, and accepted the comparison of the weights against the gauge for information, as well as the portion regarding the satisfaction of the demand made by the Bengal ministers to the residents there, and the 100 lb pistachios and 100 lb raisins still missing thereon; but the request to supply that fruit on occasion from here has been refused, yet the residents there shall be instructed that whenever the Bengal ministers should demand something directly from us, satisfaction thereof would follow according to every possibility, but being required of them now, they may also satisfy it. Their expression of gratitude for the merchant goods sent with the ship Oosterhoud has been received, there being, upon unloading according to the findings drawn up thereof, 337. Further, upon their made request, one shall forward to the residents by the first opportunity, if possible, the 86½ cans of ration wine that are still lacking for the full ration of the year 1745. Lastly, thanks were expressed for the sent junior assistant Diriksz, in place of the assistant Bax, recently recruited here on 8 March with the aforementioned vessel Oosterhoud. Persia under date 30 July 1746 Resolution Taken In the Council of Policy at Gamron on Thursday the 7th of July 1746 all Present With the safe arrival of the vessel Wildrijk from the Dear Fatherland on the 2nd of this month, the letters and their annexes dispatched for this directie by Their Noble High Mightinesses our lords and masters having been delivered, the Members of this Board were invited and appeared at the appointed hour; and after the customary prayer had been performed, His Honour put forward the proposal that, whereas through the untimely decease of the junior merchant, provisional fiscal, and also secretary of policy, the Reverend Pieter Palma, on the 16th of the past month of June, those duties had been assigned to the following Member, the junior merchant Frans Canter, and thus it fell upon him before proceeding to the transaction of any matters to take the oath prescribed for that purpose, this was unanimously agreed to by the entire Body, and the new secretary, after having solemnly sworn to this office, was congratulated and assigned a seat. Subsequently, His Honour produced anew the aforementioned Fatherland packet, and from it particularly an invoice and bill of lading to the amount of f 99164:4:– consisting of various manufactures, namely: 800 pieces of perpetuans 120 pieces of broadcloth with says 184 pieces of Leiden broadcloth 16 pieces of velvets 238 ounces of gold and silver lace 15 pieces of cambric cloths 3 spyglasses 12 charcoal pans for hats 4309 iron bars or 200000 lb 14 bars in flat steel However, since it appeared here in the highest degree necessary to consider the poor sale of merchandise, and principally that of the broadcloth and perpetuans, before one could rashly and thoughtlessly assume anything good regarding these manufactures as well as the velvets, lace, etc., some hours were spent in weighty deliberations upon this delicate point of trade, wherein at first glance there occurred to us the sad outcome of the 25 pieces of the first-mentioned and 50 pieces of the last-mentioned of these, received in the year 1742 per the ship De Cornelia, which through lying long in the warehouses fell prey to decay, because in all that time virtually no buyers appeared for the one, and very few for the other, until at length one was compelled to offer the damaged goods at public auction, unless one wished to expose the good together with the bad to a total and far greater loss; just as at present, God mend it, one can with reason expect nothing better from the newly received precious manufactures, seeing that trade is at present completely buried in the sand, and not a single merchant appears in this place, much less are any known who maintain their permanent domicile here, quite apart from the fact that the abundant importation of broadcloth and perpetuans by the British nation would be detrimental to the turnover of these goods even in calmer times. Wherefore it was deemed good to inform Their High Nobilities of this in the next letters and, for the indemnity of the Company's interests, at the same time to request permission to remit the said broadcloth and perpetuans to the Indian head settlements, or else to be authorized to send them to Kirman, Spahan, or elsewhere under the supervision of commissioners, in order if possible to dispose of them there for cash, or else to barter them for wool, copper, or any other profitable returns; while in the meantime no effort shall be spared to promote the masters' interest in the turnover at the main factory regarding both matters, and to dispatch the bearer of these manufactures to Bengal as speedily as possible.
