Furthermore, we consider it superfluous to point out here the Bassora and Bender Bouchir remnants, as Your Right Noblenesses will already have been presented with the same directly from the own writings of those residents, to which we refer in that regard, and will only mention that the sale concluded by the Bassora residents on six months credit of 900 pieces of mallemollen amounting to ƒ12960:—:— was disapproved by us by resolution of 8 June, and left to their own account. Regarding the passing of the gifts given both here and at the offices of Bassora and Bouchir in the years 1743/44 and 1744/45, we express our humble thanks, giving also into consideration whether the aforementioned persons have become a matter of some greater reflection, now that the peace in Europe apparently also was to bring all sorts of unusual navigators to the Indies; under respectful assurance that we shall henceforth manage those disbursements according to our ability and keep our own eye somewhat more upon them, rather than trusting such to the interpreter, as has now for some time been practiced by Commander van de Welle. Having debited to the account of the deceased First Resident Pieter Aalmis the gifts at Spahan disapproved by Your Right Noblenesses as well as according to our resolutions, as has already been cited above under the charges. And those given after the date or since the space of more than two years, or from the last of June 1746 until the present here and at Spahan, are described in our resolutions of 10 February, 10 April, 8 June, and 25 November past, as well as 4 April and 13 August of the current year, likewise in the compendiums and summaries sent over, in which latter manner we shall continually proceed according to the order. The navigation of the foreign nations from India into this Gulf has been of little or no note for more than two years, and the English did not unload their ship that arrived here from Europe last year either, due to the imperial troubles and the flight of their resident from Kirman, but left it a prey to the French, into whose hands that vessel fell off Bombay; however, on 30 August last, they received another small vessel from there, and discharged from it over 200 small bales, as is understood mostly woolens, in order to re-establish the said factory of Kirman therewith, having received orders thereto from Europe as well as from Bombay, notwithstanding their suffered damages. The captain of the last-arrived ship, named Philip Jodrell, saw fit, at and around the same time of his arrival, unexpectedly to board the free merchant vessel De Karsseboom, lying here in the roads at the time, belonging to Mr. Joan Kerseboom, second of the Honorable Company in Bengal, and at the same time to demand inspection of its cargo and charter party, and instantaneously, before he had made the inspection, to strike the Dutch flag flying from it; and all this notwithstanding not only that the Persian vice admiral Molla Aliesjah also lay here in the roads, but was even against it, testifying that he well knew the ship belonged to the Dutch and not, as was alleged, to the French nation; and consequently, seeing the attempt, he also sent his men on board to prevent Jodrell from committing hostilities. Captain Barton, from here to Chormandel [illegible], also giving for consideration whether the aforementioned persons have become of any greater reflection, now that the peace in Europe apparently also stood to bring all kinds of such unusual navigators to the Indies, [illegible] to verify that opinion through true indications, and as much as possible to attach it to the experience of nearly 20 years past, upon which in my opinion enough of a reckoning can be made, the more so because one does not have the slightest prospect that this formerly so flourishing Empire, at least in the span of the first ten years, will yield such or similar fruits as were formerly or in the days of old enjoyed from it, seeing that the inhabitants are not only entirely exhausted and impoverished, but also, as one may firmly state, reduced to perhaps a fifth part of their number, besides which, if the Honourable Company is pleased to maintain its previous establishment, there will in my humble opinion be little or no profit to be gained for the private merchant, but much more the likelihood of detriment, if not total ruin, while on the other hand the Honourable Company will also not be able to profit much because private individuals, as is experienced with the English, being unable to let their goods lie over and thus yield no interest, will always let them go, whether with much or little concession, and that often below the fixed prices of the Honourable Company, which will then notoriously be left sitting on its goods, to which is added that the trade may then become so heavy that everything becomes, as it were, glutted and, through the abundance, unsaleable or reduced to a very low market. It is indeed true that the more the shipping of our nation increases, that of the English and all foreigners will decrease, but one must firmly establish that this will again only last as long as there are no profits to be gained, when our people will also have to contract, and that whenever an opportunity arises again, the English, principally through the proximity of Bombay, will immediately be at hand, and may already have supplied that for which our people will come, unless one thought by that means to render them entirely destitute, which is too far a prospect for me to express an opinion on. My principal consideration in this shall therefore merely be to demonstrate that the Honourable Company from the year 1730/1 to the year 1745/6 has profited little or nothing in this entire Directorate, and that, on the contrary, by leaving its common trade to private individuals, it will be able to make considerably more profit, without much risk, money interest, care, and trouble caused by its equipment being subject thereto, and that in the following manner: Firstly, the general profits of this Directorate from the year 1730/1 to the year 1745/6, according to the net yields (since the book profit is merely apparent profit, and certainly on the dispatched specie and possibly also further returns more will have been lost than gained), have amounted to a sum of ƒ3134081:14:—. church and the other half for the deaconry poor here, likewise in the costs of the suit, with rejection of the further or other claims; from which judgment the interim advocate fiscal Master Albertus Waals, having requested on the 2nd of April by petition and obtained from us admission to revision, has already on the 9th of that month served claim in that case, and the case having been fully pleaded between the parties on the 23rd following, and subsequently by sentence dated the 10th of May declared that no error resides in the aforesaid sentence of this council dated the 26th of March, with compensation of costs, all appearing more fully from the accompanying copies of the said sentences, to which we respectfully refer for the rest, and add here in a single word that the frequently mentioned Master Iacob Pompe van Meerdervoort thereupon immediately by petition Captain Barton, from here to Chormandel [illegible] also suggesting for consideration whether the aforesaid persons become of any further reflection, now that the peace in Europe apparently was also about to bring all kinds of common navigators to the Indies, having requested by petition to the noble High Indian Government that he might again be granted a seat in this council, likewise the resumption of salary and emoluments from the time that the same had ceased, with this success: that their aforementioned Honors understood by resolution of the 10th of May aforementioned to grant the first part of the said request, and thus to let the same Master Iacob Pompe van Meerdervoort again take a seat in this council, and likewise to let his salary and emoluments resume from that day forward, without prejudice to the freedom left to him to address himself further regarding the rest requested by him where and as he might be advised; subsequently on the 14th of the said month addressed himself by petition to us and thereby requested that pursuant to the aforesaid decision of their High Honors he might again be granted a seat in this council, likewise the lifting of the order issued by us under date of the 14th of November of the past year and ratified by the litigating parties, and consequently to restore him in integrum as and in the manner he was in before the issuing of the aforesaid orders, and that we have granted the said two-part request as and in the manner it was made to us. The lawsuit initiated on the 30th of April of this year by the water fiscal Henricus Jacobus van Suchtelen against the Captain Lieutenant at Sea Jan Reijnderts, tending toward the confiscation of such a parcel of linens as was allegedly imported by the same Reijnderts with the transport boat on the 21st prior in secret, without giving notice thereof, much less paying the proper customs duty for it, and was overtaken and seized on the anchor wharf here, likewise toward condemnation according to the 4th article of the conditions drawn up for the lease of the boom, being properly pleaded between the parties, and also terminated thereon, Captain Barton, from here to Chormandel [illegible] also suggesting for consideration whether the aforesaid persons become of any further reflection, now that the peace in Europe apparently was also about to bring all kinds of common navigators to the Indies, being terminated, by definitive sentence dated the 9th of July (this attached in copy) the aforesaid claim and conclusion was rejected by us, and the defendant absolved therefrom, but nevertheless for reasons condemned in all the costs. In contrast, after the pleading and closing of the suit between the parties, we have by definitive sentence dated the 3rd of September last, this also accompanying, adjudicated the claim and conclusion made and entered on the roll on the 22nd of November 1746 by the now deceased water fiscal Master Hantke Gales in his official capacity on and against the burgher Jan Cassier, toward the confiscation of 10 Koyangs of rice intercepted on the 16th prior in three proas, which the said Cassier intended to import in secret into the Tangerang River, likewise toward condemnation in the forfeiture of the double value of the said rice, half for the treasury and the other half for the leaseholder, all according to the 9th article of the lease conditions drawn up on incoming and outgoing rice. Subsequently, also being fully pleaded and brought to the state of judgment, the criminal suit initiated by the aforementioned former advocate fiscal Master Cornelis Rosenboom in his official capacity against Bernard Macaffrij and Gregore Thousselier, prisoners of the Lord, repeatedly cited in our preceding advisements, we have by definitive sentence dated the 24th of September aforementioned rejected the claim and conclusion for death made and entered on and against these prisoners, absolved the same from the aforesaid claim, likewise discharged them from their detention without cost or damage, and condemned the officer in the costs of the suit, as your Right Honorable Worships may if you please observe from the annexed copies of those sentences, for whose honored examination in the meantime the opinions rendered at the conclusion of this case, distinctly noted down, have been preserved and deposited in our secret chest.
