Pursuant to Your Right Honourable's honoured order, we the undersigned have betaken ourselves on board the ships lying here in the roadstead named Zeekerland and Bredenhoff, destined for the fatherland, and there accurately inspected and visited such weapons and further goods belonging to defense, which were found to be provided with everything except for what is lacking, and to exchange in place of what is unserviceable, as is reported hereunder with respect, to wit: Found present, serviceable, unserviceable, still required, surplus, total required according to order: The ship Leckerland, length 150 feet: Musquetoons, common iron: 5 pieces, 4 serviceable, 1 unserviceable, 2 still required, 6 total required. Short statement of the state of the Honourable Company at this head office of Batavia, as the same resulted upon the closing of the trade books as of ultimo August Anno 1748, namely: The General Charges in the 12 recently passed months, calculated from primo September 1747 until ultimo August Anno 1748, amount to a considerable sum of ƒ3730698:7:12, which amount has been written off to the debit of the following accounts, namely: Checked de Leeuw To His Excellency the Right Honourable Lord Gustaaff Willem Baron van Imhoff, Governor-General of the Netherlands Indies, and the Right Honourable Lords of the High Government at Batavia. Right Honourable Lords, The outrages which for some time have been committed both against our honourable Masters and against ourselves by the gentlemen at Padang are so manifold that we should rightly be counted among the greatest fools if we were to delay any longer in showing a proper resentment; so that we first bring the same before Your Excellencies, and then, should the desired satisfaction be refused, nothing else remains for us but to seek justice from those who are capable and willing to assist us therein. What crime have we committed that the Commander and Council of Padang, contrary to the laws and treaties existing between our two nations, carry out piratical reprisals on our vessels when they are sent to neutral ports to trade? As was done with two prows which departed from here in past June and July for Sinkel, Poelo Nias, and Natal, where at the first of these places they were seized with all their merchant goods, amounting to nearly twelve thousand dollars. This was done by a well-manned pantjallang commanded by a Dutchman who, after having violently broken the seals of the Honourable English East India Company and torn their passports to pieces, in an inhuman manner ordered all the crew of the prows to be massacred, being thirty-seven in number; which was quickly carried out in a reckless and public manner without reflecting upon human or divine laws established for the well-being of all. We must say, if these cruelties and injustices go unpunished, and if one should refuse to give absolute satisfaction to the owner (being a Chinese here under our protection) for all his losses and damages that might befall him on account of this matter, that we are of the opinion that the most solemn contracts do not suffice to bind such men who set themselves in a treacherous manner against the principal foundation of the laws established thereby. When we received the said news, we wrote a letter to the Chiefs of Padang, in which we expressed our great astonishment at their latest domineering proceedings, and demanded immediate restitution to the full value of that which had been taken by way of theft; but in the answer which we have since received, they informed us that they were well pleased if we were to complain aloud to Your Excellencies, adding thereto that on their part they did not doubt being in a position to give sufficient causes and reasons why they have taken the said vessels which are now in their hands. These gentlemen certainly allow themselves to be carried away by a deceitful sophistry, if they presumed, after so public a violation of the laws of nations, to excuse themselves.

to know: we cannot refrain from expressing our sentiments, since the Dutch have treated so many of our passports so contemptuously, and regarded them as void and of no effect, so that thereby our privileges and freedoms in the Indies are greatly infringed upon, of which we have not hitherto wished to take proper notice, for the reason that we did not want to disturb and truly disrupt the peace existing between our mutual sovereigns. But your High and Well Noble might now see that we have at last awakened from the long-lasting sleeping sickness, and it compels us to confess that several great affronts which we have formerly suffered from yours now come into our imagination at once, and spur us to use our best ability so that the same may be prevented in good time. A brigantine, named the Fanny, belonging to our place, was likewise dispatched last October by the owners on a merchant voyage to Priaman, Natal, and Singkil, which places in our opinion without doubt are free and open ports, entirely independent of any nation, the Dutch not excepted. We were alarmed anew when we saw that the Commander and Council of Padang still persisted in their unjust resolution to exclude us from the complete freedom to trade on Sumatra's West Coast, even though it was not within their territory and dominion, which we learned upon reading a very haughty protest delivered to the master of the brigantine and signed by the aforementioned gentlemen, declaring that if he failed to behave according to its contents, namely that he should immediately go out of their territory to another place, they would inevitably be compelled, as lawful protectors of India, to act according to the orders of their lords and masters, by whom, according to their saying, they would be acquitted of all breaches, extensions, and consequences that would certainly happen if he did not wish to act according to the said protest; so that the vessel has returned here again without finding a chance to dispose of any part of its cargo, to the great damage of the owners.
