127 From Souratta the 9th of May Anno 1748. or the little power it has to divide, and weaken itself, is already well known to Your Right Honorables, so that we would dare to give a long account here from our experience, and into what embarrassment, danger, and anxiety we were brought recently through the contrary. Indeed, the ship Leyden we would never have dispatched, much less been able to prescribe such laws to the unusually enraged Mia Atsjent, if we had not had this place on the riverbank, but as previously had been forced to remain in the old, dilapidated, inconvenient, and cramped lodge, since he would certainly have prevented us from reaching the mouth of the river, not to mention other advantages that depend thereon, both with respect to the present increased trade and others, of which we have already had the honor to say something briefly in our aforesaid letter of the 19th of March last, and all of which reasons, added to what is further stated in detail concerning this in our resolution of the 31st of August of the past year, we trust will be found sufficient enough that, even if the Honorable Company might not choose to build a new lodge on the site projected by us, as we nevertheless cannot think, that yet a good wall around it would be very proper and necessary, and consequently our taken liberty in raising Souratta the 29th of May Anno 1748 the same without waiting for Your Right Honorables' authorization will find its justification therein, as resting upon this fundamental rule so very much recommended and advised by Your Right Honorables, that one must seize a long-sought opportunity by the hand as soon as it presents itself. The expenses required for this purpose will amount to little with respect to the wall, but somewhat more for the revetment, because we intend to make it as substantial as is ever possible. Nevertheless, the same will also not run much above 100000 rupees, and the Honorable Company will not even miss that, if it only pleases Your Right Honorables to send us for two consecutive years a full ship's cargo of assorted merchandise and more than usual. Not to speak of the many expenses that will thereby be avoided, and which, as long as this does not happen, one will as little be able to avoid as spend with fruit. For everything is old, dilapidated, and confused, nothing that has a fixed design, or that one can make with a certain foresight. Everything that is done is done merely to keep it somewhat going, and the expenses that are incurred must not run high in total, because otherwise they would lose the name of repair expenses; nevertheless, the multiplicity makes a large sum, and Your Right Honorables already in Anno 1694 from an examination of the Souratta trade books of the year before were pleased rightly to note that the repairs alone since the last 129 From Souratta the 2nd of May Anno 1748. 12 years amounted to more than 80000 guilders, more than for which one could possibly have built an entire new lodge; for the simple repairs having risen so high then in 12 years, the same being calculated thereafter currently amount in the last 60 years already to over 400000, and yet the Honorable Company has for all that money not a single piece that is good, capable, or properly usable. It is impossible, as long as it must only be remedied, to make anything that could be of service for the future in itself, and this gives us so much the more hope that our action will be favorably approved by Your Right Honorables, since one will then nonetheless have a very firm design, and can draw this advantage therefrom, that everything which one might be forced to do instead of useless repairs can be so arranged and ordered. Whereto we wish from our hearts that God will grant His blessing and will soon bring to fruition a work of so much utility for the Honorable Company. At present, in our humble opinion, the right time has arrived to be able to obtain everything as one would wish, whether by soft or harsh means, according as Your Right Honorables might think fit. The present ruler of this city, Mia Atsjent, as said, is indeed not a man of his word, because he allows himself very easily to be turned around. But this matters nothing, because we shall also get means in hand to win over one of his councillors to our side, if we only know what has actually stood in our way. The only

Souratta, the 29th of May, anno 1748. the only thing that causes us pain is actually that we are presently unable to offer Your High Noblenesses our humble proposal regarding its construction. Yet we very humbly request that, for the aforementioned reasons, it may be favorably excused, as well as the fact that we now also send a separate specification of what was spent and disbursed during the war. In our meeting on the 8th of April last, we indeed commissioned the fellow members of this assembly, the cashier Johannes Sanderus and warehouse master Brandyn Ryser, to draw it up; but until now, owing to the multiplicity of their other work and the great scarcity of clerks, they have not yet been able to begin upon it. And since, besides this, we know of nothing further that has any bearing on the continuation of the Surat disturbances, with the dismal, yet now restored, state of the Honorable Company's interests resulting therefrom in this directorship, we shall now conclude that point therewith. Further proceeding to answer Your High Noblenesses' ever-esteemed letters of the 3rd of May, 18th of July, 25th of August, and 3rd of October of the past year: they were indeed delivered to us successively, the first via Coromandel on the 28th of February last, the second by Oostcappelle on the 13th of September 1747, the third by Leijden on the 5th of November following, and the fourth by Langewyk via Malacca and Bengal on the 2nd current. However, three of them have served mainly 131 From Souratta, the 29th of May, anno 1748. only as conveyances for the ships mentioned therein and some papers, which according to the registers have duly arrived, and therefore leaving no more than the one of the 25th of August just mentioned, regarding the contents of which we consider ourselves obliged to elucidate Your High Noblenesses with all respect. Thus, we first request the most humble excuse for the mistake committed in making known Your High Noblenesses' circular order concerning the opium, which indeed would not have been committed had we not thought that this had to be done on account of the native, to whom one could not properly send letters. We would by no means fail to send the cachou annually with the first ship; but this is not possible for us, because it is always brought here for sale in the months of March or April, and that in such a small quantity that we cannot even fulfill the requisitions, much less purchase anything for stock. Meanwhile, it grieves us very much that we stand in such poor credit of trustworthiness with Your High Noblenesses regarding the contributed 600 rupees for a general gift for the poor. For of this expenditure Your High Noblenesses may be as surely assured that it is completely authentic, as we trust will now also have appeared from our humble letters by Knappenhoff, that we have by no means acted weakly regarding the small loading of pass-money caused by the large quantity of private goods, Souratta, the 29th of May, anno 1748. goods which had been stowed in the hold by the crew members alongside those of the Honorable Company. The Honorable Company has enjoyed double freight for everything that lay in the hold outside its own, and we have moreover disciplined the officers in a palpable manner for their frivolous return to Cochin, so that each of those who co-signed the resolution taken thereto has been condemned to a fine of 6 months of his earned wages for the benefit of the academy of the marine cadets at Batavia. We shall endeavor to observe to the utmost of our ability the order to borrow no money for the Honorable Company against 9 percent, and also not fail to exert all efforts to negotiate as much reduction on all purchases here in Souratta as is ever possible; but Your High Noblenesses may as little believe that the high price of the olibanum had its origin in it having been foisted on the Honorable Company at so dear a rate, as that a pretended relief was made regarding the reduced prices on the piece-goods; on the contrary, we can assure Your High Noblenesses in all conscience that we have sent from here the best sort of olibanum that was to be had, and have also stated the pure and simple truth regarding the price reductions. It is true, the gum transported to China by Wickenburg was certainly charged dearer than perhaps that of other or private merchants, but we believe, however,

133 From Surat, the 29th of May, in the year 1748. to be assured, however, that the same was by no means purchased here for a single penny more dearly than the other. The difference has its origin solely in the quality of the goods. The private traders buy and dispatch the same just as it is, with stones, dust, and all kinds of filth, and since we could not deem it proper to load the ships with useless wares, we too have bought everything mixed together, because it cannot be obtained here otherwise, but we have nevertheless not dispatched the same without first sorting out the bad and spoiled parts, along with the stones, dust, and filth, and increasing the price of the good goods in proportion to the loss of weight caused thereby, through which it has then come about that the 100 lb thereof came to stand at 12 7/16 rupees or 18-9-8 (and not 23 guilders, as is stated in the demand), while the remainder belongs to the charges, which, due to the chests made of expensive Cochin planks, and the customary percentage calculated thereon for brokerage, toll, Surat charges, etc., also run somewhat high; as appears from an extract from the extended invoice which we have the honor to present to your High Nobilities in all respect herewith under No. 29, for the humble demonstration that we have by no means foisted that merchandise upon the Honorable Company at a higher price than the same was purchased here, and the truth of which will become even more apparent when the supercargoes of Nimwegen and De Wend, who have been here this year, return from China, because while it may well be that the unpurified yields proportionally more profit in that empire, From Surat, the 29th of May, in the year 1748. empire than the purified, although we have indeed always imagined that a buyer would rather pay more for good quality goods than purchase bad goods for a low price: we have therefore, with the consent of the said supercargoes, dispatched thither this year 1/5 of the demanded quantity purified in chests, and the remaining 2/5 unpurified packed in mats. The first, or the purified lot of 10370 lb, was sorted out in the presence of the first two signatories and the said supercargoes by special commissioners from a total of 21017 lb of unpurified goods, of which the remainder consisted of 4250 lb of stones, 935 lb of wet and spoiled goods, 5316 lb of dust, and 196 lb of underweight, and thus raised the good goods in price to 11 3/8 rupees or 15-8-8 per 100 lb excluding brokerage and all other charges, notwithstanding that the same as well as all the rest had been purchased at 7 14/16 rupees per 100 lb. The report drawn up and submitted thereof lies for the inspection of your High Nobilities under No. 30 herewith, and we very humbly request that this small demonstration may be accepted as sufficient, not only to excuse us regarding the high price of the olibanum, but also sufficiently regarding all goods purchased here, and to serve as proof that we commit no unfaithfulness regarding that which is entrusted to us, but deliver good quality wares to the Honorable Company. And if this latter should be found otherwise, namely that the goods purchased by the private traders at the 135 From Surat, the 29th of May, in the year 1748. same time and place as those of the Honorable Company, cost less than those of the Honorable Company, and yet surpass them in quality, or even merely equal them, then we will gladly subject ourselves to such penalties as your High Nobilities shall judge that we deserve. This is the utmost that we can offer, and if it might please your High Nobilities to take any trial thereof, we request that the findings thereof may be kindly communicated to us, and at the same time positive orders may be given whether we shall abide by our method of always selecting the best of its kind, or whether we shall content ourselves with purchasing and dispatching everything just as it ordinarily occurs here and is purchased and transported by the private traders! For the difference in this respect is all too great, not only in the goods for China, but also in all the rest that are found here, and to make this so much the clearer, we shall still speak of a few varieties separately here. The olibanum ordinarily comes from three places, namely Mocha, Muscat, and Sarkhej; the first is the best, but rarely to be obtained here, because the merchants find it more to their account when they bring cash from there rather than that kind of goods. And the last from both places is nearly equal; but here it is nevertheless commonly distinguished and sold in two kinds, namely: the purified from 11 to 14 rupees the 100 lb, and the unpurified from 7 to 9 rupees the 100 lb. Myrrh From Surat, the 29th of May, in the year 1748. Myrrh was sold here this year according to its quality: The first sort from 53 to 68 rupees the 100 lb The second sort from 26 to 45 rupees the 100 lb The third sort from 20 to 25 rupees the 100 lb, and The fourth sort from 16 to 20 rupees the 100 lb. Putchuk is brought here from Sindh in large bales, which one is not allowed to open entirely upon purchase, but one must content oneself with merely cutting a hole in them of about 2 spans square, and then accept or reject them accordingly. Since we could not deem it proper to dispatch the bales just like that, as it is impossible that one would not sometimes be deceived in that manner: we have therefore always had everything emptied out, had knowledgeable men sort out the inferior parts under the supervision of the Secunde, had the dust winnowed off, and had them re-packed anew, whereby the price thereof has then risen to far above the purchase costs, and specifically: That dispatched with Wickenburg to 105-10- guilders Ditto with Polanen to 79-12-8 guilders the 100 lb with Ditto with Horssen to 75-5- guilders and all charges Ditto with Pasgeld to 74-19- guilders Yet of that with Leyden, by consent of the supercargoes, not a single piece was sorted out, and it therefore costs only 63-15-8 guilders the 100 equal pounds, although what concerns that great difference between the first and second mentioned lots

And we are well assured that if this year those people had not suffered from fire and misfortunes on account of the war, and if we had not kept the arrival of the ship secret, the 100 lb would not have been obtained under f 100.—; so that the supercargoes themselves have experienced this, and if necessary we could demonstrate it further by the differing prices of that which was acquired in the first or last part of the season. False amber is properly brought from the African coasts, but here mostly from Mozambique, Paran, Qishn, Mocha, Jeddah, and Calicut by native ships and vessels. The purchase takes place according to the size and clarity of the pieces at ro/a 10 to 50 per 100 lb. And when there is much in the city, one can also obtain it reasonably cheap. 141 From Souratta, the 29th of May, Year 1748. we reported, when one took into consideration the reduction on the ropyen: so we considered ourselves obliged in all reverence to place before Your High Noble Honours that the standard coin of Souratte is and remains a ropy, whose value among the natives never increases or decreases, even if it were reduced by the Honourable Company however high or low, and that we are consequently unable to create a false impression regarding this during the gathering, even if we were willing to, as one still pays the workman and supplier with the very same ropyen with which one paid him previously, and one counts 30 stivers for it in the books just as they were previously counted for it. It would have been an entirely different matter if the ropy had been set at 30 heavy stivers and yet the light money had remained in the books, since we would then have conducted all purchases 25 percent less profitably, and on the other hand all sales 25 percent more profitably, from which an apparent false impression would notoriously have followed; but since the ropy is only changed in name and the calculation has remained the same as before, its reduction can make not the slightest alteration either to the purchase or to the sale here in Souratta. This does take place at other trading posts where there was another standard coin than ropyen, and where now, by the use of heavy money, all Sourat goods must notoriously yield 25 percent less, notwithstanding that they are charged and also sold there for the same price for which they were charged and sold at the time of From Souratta, the 29th of May, Year 1748. of the light money. However, this is better known to Your High Noble Honours than to us, and we would therefore step too far outside our purview if we were to proceed on this and also wish to speak of something that lies outside our domain. Regarding the packaging of the goods for China, we have, to our knowledge, never acted differently from other nations, except with the false amber, for which, to prevent breakage and crushing, chests were used instead of baskets, and concerning which we never gave any orders to the ship's officers, because we assumed that they would receive ample orders in China with respect to the cargo, either from Your High Noble Honours or from the supercargoes present there. However, recently, in accordance with Your High Noble Honours' esteemed order, the necessary instructions have been prescribed to them in writing, and we have furthermore dealt with them regarding the purchase, as is stated in the instructions for the supercargoes of Van der Thol and Penbroek. The medical doctor Pieter de Grys, who arrived here with the Oostcappelle, we have thought fit, upon the receipt of reliable news of Nader Shah's death, to send back again to Your High Noble Honours, in the company of an assistant surgeon who was likewise projected for Gamron, but in whose place another from the Nieuwalcheren was put ashore there. We have proceeded to this so much the sooner because we shall in any case have no opportunity before the coming month of November to send them to Persia, and by which time they can go thither as well from Batavia as from here, if Your High Noble Honours might still remain inclined to place them at that trading post; but if this has nevertheless been done improperly by us, we very humbly request excuse on that account. Of the cotton bales this year, to fill the spaces in the corners and gaps, we have not let any be cut loose, but had them all stowed whole into the ships, which was the cause that the Oostcappelle could take no more than 700 bales, and so much the less because on account of the war we were unable to have small bales pressed. Nevertheless, we cannot fail dutifully to submit for Your High Noble Honours' consideration whether it would not be better to allow the ship's officers a more ample underweight allowance than usual on the cut-open bales, and to remain with that method, rather than to leave open space here and there, which cannot possibly be filled with small bales. For the difference between the Wiltrijk, which took 929 bales from here, and the Oostcappelle, in which no more than 700 were loaded, is too great, or consists properly of 229 bales, on which surely 50 more can be gained than the extra underweight allowance will amount to that the ship's officers will need to have in order to be able to come out of it comfortably to their satisfaction. The flat bar copper of which Your High Noble Honours were pleased to make mention has not been received for the present. The rest is all described in our two most recent letters, to which we respectfully refer, only mentioning here that in our meeting on 31 August last we thought fit to draft a General Instruction for all ships lying here in the roadstead during their presence, which we take the liberty to present herewith to Your High Nobles under No 46 for your favorable review and approval. Regarding Surat, 29 May Anno 1748 Regarding the provisions supplied to the ships that have been here, we could likewise, because of the small importance of the matters, refer to the extract from our resolutions speaking thereof, lying herewith together in separate bundles under No 14, 15, 16, and 17, were it not that Nieuwalcheren compelled us to add something regarding its case. This vessel, having arrived here from Persia, lacked everything. The skipper appeared insane, the chief mate ignorant of everything pertaining to the ship and cargo, because he had only been placed on board as such shortly before the departure from Gamron. The second mates likewise claimed to know nothing about anything; some of the deck officers seemed of little competence. The common crew for the most part lay miserably sick. The provisions for the voyage were far from sufficient; neither the Batavia nor the Gamron expense accounts could be found, any more than the consumption book, the ship's inventory, or even the notes that are usually handed over to the skipper by the deck officers. When the steward or the steward's mate was asked for the drafts thereof or their notebooks, they excused themselves either with illness or other reasons for not having preserved them. From Souratta, 29 May Anno 1748 whereby it will, as we hope, appear to Your High Noble Lordships' satisfaction that from the merchandise brought by Zeyden and Oostcappelle from Batavia, Nieuwwalcheren from Persien, and Oostcappelle from Cochim, according to the circumstances of the time, a considerable capital of ƒ446096:1:8 has nonetheless been gained, calculating with the spices on average 161 3/16 per cent and without them 74 1/32 per cent. Furthermore, since the drawing up of the aforementioned yield, during the unloading of Langeweyk, we have also sold, but because of the shortness of time not yet delivered, the following items from the warehouses: The remainder of cloves and nutmegs at the fixed prices. The first three articles of sugar, mace, and Japanese bar copper will, in our estimation, not lie long in the warehouses, but: The copper in cakes cannot be sold except at a loss of 6 3/8 per cent, because in Persien the 100 lb was purchased for ƒ10-16-8 higher than we had stated in our requisition. The red lead likewise, due to the high purchase price noted in our last year's letter, could not be sold except at a loss of 36 13/32 per cent. For the oil of mace, no more than 12 rupees per pound was offered, so that we have been as little able to dispose of it as: The Bengal silk, whereof that of last year described in our letters of 28 May 1747, after being put up three times at public auction, and besides having sought every possible opportunity to get rid of it privately—we even offered to the merchants who might buy it to arrange that it would be transported toll-free out of the city, and if necessary brought with one of the Company's vessels to Bouwnager, Brootchia, or other surrounding places—but the highest bid that has been made to us Souratta, 29 May Anno 1748. from hitherto, yields at least a 20 per cent loss. With that recently brought by Langeweyk it seems it will go in like manner, for having made a trial therewith at the latest auction, there was indeed ro/a 4 7/64 or so much offered for the first sort that one could calculate a profit of 5 1/16 per cent on it, but the second immediately gave a 6 7/16 loss, also the third 22 23/32, the fourth 35 3/4, and the fifth 42 23/64 per cent, so being compelled to hold back the one with the other, we subsequently, in the presence of the Captain Lieutenant and Schout, with the help of knowledgeable people and some prominent native merchants, confronted and appraised the same against the samples sent last year to Bengale, of which the sealed halves are kept here, and found matters to be such as is detailed extensively in the report annexed hereto under No. 31; and although we do not rest content with this, but will furthermore exert all efforts to dispose of this silk, if not with profit, yet without notable damage or with small loss, we nevertheless request by the first opportunity to be fortified with Your High Noble Lordships' orders as to what we shall do in case of finding the contrary, as well with the silk as the copper in cakes, the red lead, and oil of mace; since otherwise a considerable capital will lie not only without interest but useless in the warehouses, without 159 From Souratta, 29 May Anno 1748. the Honourable Company having any service thereof. Meanwhile our requisitions have already been sent to Bengalen and Cochim, as their copies No. 35 dictate, and whereby Your High Noble Lordships, if pleased, may observe that not only are the prices noted at which the goods sent hither must be charged in order to obtain a considerable profit thereon, but that we have also requested the administration at the last-mentioned place to give us the necessary notice by overland route as soon as feasible, in case they might at times be unable to purchase a full shipload for it, to the end of not sending a ship hither in vain at times; our requisition to Persien will also depart at the earliest, as soon as an opportunity presents itself. The cash balance as of the last of the past month of April was very meager because of the large capital needed to pay the Mocha bills of exchange as well as for gathering the required returns; for the receipts in cash for merchandise as well as otherwise from 10 April 1747 to the last of April of this year amounts, with the balance of the first-mentioned date, to ro/a rupees 859595 13/32, and the expenditures against that in the said period, as well for gathered returns as for the payment of the Mocha bills of exchange and daily expenses, to 842609 38/48, thus there remains as of the last of April in the cash balance a remainder of ro/a 16985 3/84.

Peckock, not only had the same demanded back orally from the local chief of the French by two commissioned council members, and lodged a protest against this capture, but that we, upon the unsatisfactory reply obtained from him, even wrote a letter to the commander of those two ships, and dispatched the same by a small vessel, by a clerk of the secretariat to the latitude of Bombay for delivery, and that this clerk had been sent on after the already departed French to Goa by the Governor of Bombay; thus now, in continuation thereof, that our envoy returning from Goa on the 15th of November brought us a letter signed by a captain of those two ships named De la Mabonnois, and which we, after having translation made, found to contain the most impertinent expressions and remarks that one could imagine, namely that the commander of the two ships had departed from the harbour of Goa with those two prizes, that he, in the latter's absence, had opened the letter written by us, and with the utmost astonishment

167 From Souratta, the 29th of May, Anno 1748. ...noticing thereby with wonder the reclamation which we came to make of a ship that everyone on this Coast knew to be English; that this conduct on our part, and the safe-conduct granted by His Right Honourable Lord van Imhoff, would make known to the King his master how much he could rely on the worthless assurances of friendship from a nation that, with great hypocrisy, seized every opportunity it could find to favor its enemy in violation of the most sacred treaties, and who, sacrificing everything to foul gain, daily put at risk the close union that existed between His Most Christian Majesty and Their High Mightinesses; that what he said here actually concerned only some particular daredevils, in whose unrestrained conduct Their High Mightinesses had no part; that all the trouble we took upon ourselves in favor of the English would be useless; that he had to render account of his conduct to no one but the King; that the ship, according to the 11th article of the latest ordinance, was a good prize because the first three officers aboard were English; that they had seen several papers thrown overboard, but that they had nevertheless found sufficient proof to know the status of the ship and our bad intentions; and that he therefore advised us... Souratta, the 19th of May, Anno 1748. ...advised us to abandon a demand in which we could gain no honor. Having in no way expected such an answer to our polite demand, we were not a little astonished at the audacious extravagance of this captain, which we could view as nothing other than a preliminary institution of an action upon which he would subsequently demand the confiscation of that ship before the council of Pondichery; and therefore, thinking to anticipate them in this, we had ourselves further informed by the second Peacock concerning the alleged condition of this vessel, and subsequently prepared a writing under the name of a memorial, in which we first gave a short account of what had occurred, and at the same time inserted our letter with the proofs upon which we had made the reclamation; thereafter also recorded the received answer, and, having shown therefrom the calumnies, lies, insults, and impertinent expressions to be found therein, made our remarks regarding them, and at the same time refuted six points which had been adduced both to demonstrate the unreasonableness of our reclamation and to justify their actions; subsequently we proved from the foregoing both the unlawful capture of the ship and the impermissible and punishable act of Captain de la Mabonnois; and... 169 From Souratta, the 29th of May, Anno 1748. ...and having lodged our complaint about it, we demanded not only the restitution of the former with all damages caused thereby, unnecessary expenses, and loss of profit for the owners, but also sufficient and public satisfaction regarding the latter; and we concluded by saying that if both were not done speedily, but our reasonable demand were again disregarded as before, we would then protest de novo in the strongest manner against such unreasonable conduct, leaving all damages and inconveniences that might follow therefrom to the account and responsibility of those in whose power it was to prevent the same: since we held ourselves assured that in such a case our High Authorities would in no way tolerate such injustices, but would take revenge for them on all upcoming occasions, in such manner as they should deem proper. This memorial having been addressed to the local French chief, Mr. Le Verrier, and he being requested therein among other things to ensure that our complaints might be sent speedily to Pondichery, we had it delivered by the secretary Serff; but upon his return, he reported that the chief had refused to keep the same after reading it, and that he had therefore been compelled to leave the document lying on the table. Thus having to presume that sometimes our complaints might not reach the proper place... From Souratta, the 29th of May, Anno 1748. ...might not reach, we ourselves sent a copy thereof with a small covering letter to Pondichery, at the same time complaining about the conduct of Mr. Verrier; but no other answer was received to it than that the council of Maye had declared the captured ship a good prize, and that we must therefore address ourselves in Europe, whither they would ensure that the writing sent to them was conveyed. Before the same arrived, the second Peacock informed us de novo that the captured ship Fakkiro Miachib had been brought into Goa to be sold there, and he simultaneously requested a letter of recommendation to the Lord Viceroy, in order that he might request of His Excellency to take the ship, captured and brought into Goa, away from the French again and hand it over to the owner, on the basis of the treaty of peace and confederation concluded between His Royal Majesty of Portugal and Their High Mightinesses on the 6th of August, 1661, and lastly ratified on the 24th of November, 1662. We granted this request, and pursuant thereto not only provided such a letter of recommendation, but also lent him a clerk, whom he sent with it to Goa in the company of another subordinate, provided with a power of attorney and the necessary instructions regarding what he must do and refrain from doing; but we fear that this too will be of little avail, and we shall not fail to inform Your Right Honours of the outcome thereof...

Meanwhile, all the papers mentioned earlier lie in a small bundle No. 24 for the contemplation of your High Excellencies, with their French and Latin translation herewith, and we very humbly request that, should your High Excellencies discover any errors upon the resumption thereof, the same may be favorably accommodated or turned to the best. We have done that which, after good deliberation, we believed we could and ought to do. But since this is nevertheless not enough, and it might well happen that one encounters more such things in the now opened free navigation and trade: so we request at the same time from your High Excellencies' goodness an explicit order and instruction: how far we may go in such a case, and whether we can with full peace of mind take the treaties as a foundation for our demands. And if so, that some collection of the treaties may then be sent to us. For the lack of this and that has often brought us into great embarrassment, of possibly doing too much or not enough. The toll of private merchants trading under the Honorable Company Surat the 29 May A:o 1748. from merchants, owing to the absence of your High Excellencies' esteemed order on the slight consideration of the Director regarding the regulation of the opened free navigation, having provisionally been set and also taken in our meeting on 8 December 1746 at 5½ per cent, the Jew Moses Tobias and several others found themselves very aggrieved by it, and we, taking the same into consideration, decided on 28 January last to alter this provisional arrangement of ours again, and, to accommodate those people, to set it at 5 per cent until such time as we shall be further supported by your High Excellencies' order concerning this. Also, on 17 October of the past year, for such reasons as are stated at large in the resolution of that day, on the occasion that a private gurab De Hoop departed for Mocha, we thought fit and resolved to appoint there provisionally and subject to the approval of your High Excellencies as broker and money-changer of the Honorable Company, two persons whose ability Captain Bloek greatly praised upon his return from Mocha, and who for that reason were already in separate letters from the first two signatories dated 28 September before, proposed with all respect to your High Excellencies as such, and in order that this appointment might have all the more prestige and take effect, even against the inclination of the Governor, who, the aforementioned Captain had assured, would not easily consent to it, because 173 Surat the 29 May A:o 1748 from because he was accustomed to force upon the merchants arriving there, both of the Honorable Company and private ones, a worthless subject as broker, with whom, acting together, he practiced shrewd schemes, and thus brought great damage upon those who were served by him; so we sent to those people not only proper deeds of this provisional appointment in such form as is recorded in the said resolution, but we also wrote about it to the Governor, and having handed all these papers to the free-skipper of that gurab, we even brought it so far with the owners of this vessel that they gave their skipper orders that in case the Governor should at times oppose this, and might force a broker upon him again as before, he should rather return on board and go to Jeddah, than willingly permit such a thing, or allow himself to be compelled. However, the same occurred contrary to our expectation, not to this skipper, for having stayed at Mocha for some ample years, and being fully acquainted both with the language and the manners of the local people, he executed his order well; but to the supercargoes of Nimwegen and Jongsteel, who arriving there on 29 December last, while he was not yet in dispute with the Governor and did not want to go ashore, immediately, as we have been told, followed the inclination of the Governor, Surat the 29 May A:o 1748 from followed, and took the one for broker whom he forced upon them, without strongly enough opposing it. 175 From Souratta, the 29th of May, Anno 1748. the same immediately, certainly with the intention of prosecuting the free skipper Jan van Lesmond over it; but he, getting wind of this, immediately addressed us with a petition, and not only made his apprehension known, but also requested to be exempted from all inquiries and consequences that might arise from it, demonstrating that these two chests with cloves did not belong to him, but to the Jew Samuel Abraham, who had crossed over as a passenger on the Honourable Company's ship. He had purchased the same at Cochim under his name from His Honour's cash office, as evidenced by a note issued and signed in his own hand by the fiscal there, Nicolaas Bonyn, and had given them along with him on freight; and that he had also not refused to take the same along, on the presupposition that, if such were not permitted, the Lord Commander Siersma would not have sold them to him, nor would the fiscal have given permission for the transport by a note in his own hand. We having resumed this petition in our meeting on the 8th of April following, and having given the matter some thought, believed we could indeed conclude from the circumstances that these cloves could not well belong to the free skipper, nor could they have been obtained in an indirect manner, since otherwise they would not have been brought ashore so publicly and into the Honourable Company's latthy. But it was nevertheless also not possible for us to understand why then, in the note from from Souratta, the 29th of May, Anno 1748. from the fiscal at Cochim, the name of Lexmond stood recorded as the owner. And having to take the same as true on that account, we could not fathom, on the one hand, how it happened then that they were sold to a servant or subordinate of the Honourable Company, when it was nevertheless so strictly and even on pain of death forbidden to these people to trade therein; and on the other hand, if different orders existed regarding this at Cochim, for what reasons then only a simple note was issued by the fiscal, and not much rather a resolution taken on it in a full assembly and an extract from the resolution issued, or at least mention made of it in a letter to this place; since Your High Excellencies yourselves had not only previously done this regarding a parcel of spoiled cinnamon, but had also always applied great care to prevent, through the reduction of money and other means, the spices from being transported from one Honourable Company office to another. That while we were in uncertainty about this, and having also received as an answer from our fiscal De La Haye after questioning, that the aforementioned Jew had indeed reclaimed the cloves as his own property more than once, and had even shown a note obtained from the free skipper Lexmond at Cochim, whereby the latter acknowledged having received two chests from the Jew on freight, but 177 From Souratta, the 29th of May, Anno 1748. but that he nevertheless could not accept this as the truth, because the note from the fiscal stated otherwise, and on which grounds he believed he had to prosecute the free skipper. We therefore judged it most advisable to order the fiscal to desist from this until further orders, and in the meantime to investigate accurately and provide us with a true report: who actually is the buyer or owner of the cloves, and at what price the same were purchased; how it happened that the name of Lexmond was recorded for them; whether such took place with or without his consent and prior knowledge; whether the Lord Commander Siersma had granted special permission for the transport from Cochim; and whether the Jew Samuel Abraham is a subordinate of the Honourable Company or not. And this was also properly accomplished. The fiscal delivered a report to us, annexed with two statements, wherein he circumstantially shows that the Jew was no subordinate of the Honourable Company, but was indeed the true owner of the cloves, which he had purchased on the 19th of January, Anno current, for 68 fanams the pound from the Honourable Company's trade warehouses at Cochim; that the same were transported with the prior knowledge of the Lords Commanders Siersma and Stevens; that neither the Jew nor the free skipper knew for what reasons the name of the latter had been recorded for it, as neither the one nor the other had ever requested it, much less granted authorization thereto; From Souratta, the 29th of May, Anno 1748. thereto; but that the note had been procured from the fiscal at Cochim by the Jew there, Esechiel Rabbie, specifically at the request of Samuel Abraham, because the free skipper Lexmond would not otherwise have taken the cloves on freight; and that the latter had indeed received this note upon his request, but nevertheless had not read it at Cochim, since upon that receipt he was suffering from a severe fever and had been satisfied with merely hearing the message that it was a permission note concerning the cloves, without reading the same once or asking for the bearer thereof. Although we do not believe that it will present the least difficulty in his regard; since he not only took the oath before the assembly of Justice with full readiness, but also brought a proper surety from the free merchant Moses Thubias for the sum of ro/a 819 1/32, as noted in our resolution of May 2 last, and further a small bundle under No. 22 is annexed hereto, wherein all the previously cited and related papers are to be found, along with the extracts from our resolution, which we could no more fail to offer to your High Noble Lordships for your consideration than to add here a brief demonstration of the manner in which the private merchants on Cochin, From Surat, May 29, Anno 1748. can purchase spices on Cochin at the fixed price, and here sell them again at that same price with a reasonable profit, since this was also shown to us very clearly during this case, and the situation stands in this manner. The pound on Cochin, according to the testimony of the aforesaid Jew, is paid into the Honorable Company's treasury with 68 fanums, and these cost, calculated according to the common exchange rate of 25 to a rupee, no more than 2 2/15 rupees. Here in Surat, on the contrary, an equal pound is sold according to the fixed price for no less than ro/a 3 1/3, which gives a difference of ro/a 3/18 or 22 3/62 percent, so it is also certain that all those who buy cloves there, and bring them here, make that much percent profit on them, and this proceeds solely from the fact that on Cochin, according to the common exchange rate, one can everywhere exchange 24, 25 to 26 fanums for 1 rupee, and yet can pay that same rupee with 20 fanums into the Honorable Company's treasury. The situation is, in all likelihood, the same with the remaining spices, and no less with all merchandise in general that is bought there and sold here again, but of which we defer further investigation in all respect to your High Noble Lordships, and here only report that the toll of the private individuals in the recently past book year yielded ƒ 5164:13:— From Surat, May 29, Anno 1748. yielded, and thus exceeded the previous year's ƒ 3746-19- 8. Of the closed factories of Ahmedabad and Agra there is nothing to say, nor of The factory of Broach, except that the regents there constantly make a distinction between the goods of the Honorable Company and those of the private individuals, and wished to take more from the latter than from the former, and that in order to remove this dispute, we ordered the factors to attend to the goods of the private individuals that might be purchased or brought there just like those of the Honorable Company, provided they receive therefrom 2 percent on the cotton, and 1½ percent on all other goods, for the so-called invoice charges, being somewhat less than before, and especially what was charged to the Honorable Company in the last year, and in our opinion not at all too much to pay for the permission for shipping and the stamping, as well as the coolie and cart hires, on which account we also trust that the same will be favorably approved by your High Noble Lordships. However, regarding the drawing up of a new price current for the current year, one has not yet been able to proceed to date, for the reason that the Honourable Company, as appears from extract No. 28, would suffer too much disadvantage thereby, and therefore the administrators must for the present still deliver the goods under oath at market prices, which we hope will be pleasing to Your High Excellencies, and that the entire procedure may obtain favourable approval. The ensign Jan Christiaen Wyke stationed here having requested us to be permitted to petition Your High Excellencies for his release or advancement, this was granted to him, and his petition is annexed hereto under No. 43. The administration of the equipage warehouse we have assigned to the fiscal De la Hage, to serve ad interim until such time as we shall obtain a qualified individual. And the now departing former equipage master De Wilde has indeed, concerning the faithful administration since the first of September of the past year until the day of his transfer, taken the oath, but has not yet posted any sureties, of which we have deemed it as necessary to give Your High Excellencies the requisite notice, as that these favourably granted provision monies have been distributed and paid out by resolution of the 31st of August last, and for Souratta the 29th of May Anno 1748. for which favour we and all the other servants offer our bounden gratitude.
