From Surat under date 25 May 1749. After God's Holy Name was fervently invoked for a merciful assistance in this assembly, in order to be able to devise the best course with respect to a very weighty matter, the Lord Director made the following representation. Safdar Khan Bahadur, former Governor of Surat, left the Darbar, the city and the Government on 11 March last, and stayed first in the English, but afterwards in his own garden with some chosen troops. The reasons why are known to everyone, as well as that a written surety was given to him at that time, whereby Mia Atchent and all European and native inhabitants of Surat bound themselves that neither he nor his people would be harmed in the least. But this promise has not been kept in the least. For Wednesday the 25 September Anno 1748. All present are From Surat under date 3 April 1749 1643 first his Diwan was murdered on the public street, his moneychanger placed under arrest, and his people appointed in all manner of ways. He recently complained greatly about this on 15 August by a letter which is recorded in these resolutions of this meeting of the 25th of the aforementioned month, but having received no satisfactory answer to it, he has since then greatly strengthened himself, taken men into service, purchased powder, balls, artillery, and all kinds of war materiel, and made ready, and it appears that he is only waiting for the sanad from the Court, or else for a suitable opportunity, to fall upon the city and make himself master of the Government again. Mia Atchent, being the cause of Safdar Khan's fall and fully convinced in himself of having broken the most precious promises, knows very well what these preparations signify. He therefore seeks in all manner of ways to arm himself against them. He also takes men into service, provides the city walls, placing good guards upon them, and also around the garden of Safdar Khan, let From Surat under date 25 May 1749 lets no persons who are suspected by him go out or enter, and is only waiting for the arrival of Safdar Khan to receive him well. Faris Khan, a distinguished man and the King's Kotwal, whose friends have great influence at court, is moreover loyal to him and stands ready to help him if required. The Ambassador of Nadir Shah, having now stayed here for two consecutive years, is also believed to have chosen his side. Safdar Khan, being a royal servant and relying on the justice of his cause, thinks that neither we nor the Sidi can fail him, while he will easily draw the Marathas to his side through gifts and promises, and bring them so far that, even if they do not help him, they will nevertheless not oppose him either. Almost daily one must be ready for one or another confidant, to listen to them with vexation, and yet to answer them with friendliness. And one would almost be forced to surrender oneself completely, were it not that one knew this nation, and knew from experience that one must trust those the least who make the greatest verbal professions. Whoever promises them the most, and at the same time gives richly, is for that time their only friend and ally. But if another comes and bids and gives more, they are instantly the sworn enemies of their first friends. Thus not the least reliance can be placed on them, and one can be no further assured of their loyalty than one has the power in hand to compel them thereto. Otherwise one would firmly have to think that they could not abandon Mia Atsjent. For they have not only first sustained him against Saasterkan by the provisioning of grains and other foodstuffs, but helped him with a great force of people, and subsequently always left some hundred men here in the city with him, who have also remained here to this day, and have already frequently let it be known even in public, that their master the General Damagie was in such a firm contract with Mia Atsjent that the city belongs more to the first than to the last. We are therefore the only ones who will remain firmly on that side which they join, and it is for that reason that the whole city's eye is mainly upon us. Saasterthan could still be stalled somewhat, and appeased with sweet words, under the pretext that it is not our custom, nor in general that of the Europeans, to interfere in the affairs of the native regents beyond the absolute utmost necessity: but since the English publicly joined Mia Atsjent, he will no longer believe such excuses, and he insists very hard that we shall do the same regarding him. And likewise is Mia Atsjent. Since the English have indeed shown themselves hostile against Saasterchan, he desires that everyone shall follow their example. To that end all natives have already had to take an oath to him. And from us he now expects the same: he believes that we alone cannot exclude ourselves from the whole city, and everything that is said to him in that regard, he considers nothing else than a firm indication that one is not his friend. Therefore I request that everyone will weigh all circumstances well, and with the utmost prudence will give his advice: what we shall do or not do in this delicate matter. Mia Atsjent is in the city; he holds all the power and the castle alone in his hands. Facherodien still has his ships and various other goods at Bombay, and must for that reason remain with the English. Mier Mahomet Alie is at one with Facherodien, and his bosom friend Jaggernaat is bound by oath to the English broker Rognadas, and Callichan again to both of these; so that all those who presently have anything to say along with and at the same time as Mia Atsjent pull on one and the same rope to our detriment, and consequently neither we nor the whole city have anything good to expect from him. Saasterchan, on the other hand, sits in the outer city. He has no European nation upon whose strength of troops, bombs, powder, and shot he can rely. The whole city is compelled to hold him as an enemy. If he wishes to be inside, he must nonetheless first scale or throw down the walls. And it seems therefore not to be so easy for him to attain his objective as he desires, but yet it could also happen very easily. In case the English are not quick enough to bring their promised aid here, he is presently already actively engaged in drawing the Marhattas firmly to his side. And if these truly let themselves be persuaded and remain faithful to him, then one need not in the least doubt a good success of his undertaking, and this would indeed also be desirable. For although he is likewise very harsh with respect to the inhabitants, he nevertheless rules alone; the orders he gives are executed; if one has won him over, one needs to go to no one else. All the rabble that out of arrogance does not even know itself and commits nothing but wantonness would quickly be set aside; the Marhattas would also quickly have to evacuate the city; the English and the Siedie would surely stand quite far behind with him, and we, on the contrary, would be richly favored. And in short, his government will far surpass that of Mia Atsjent, and having become wise through adversity, he will surely listen to good counsel, and for the improvement of his previously committed errors try so to arrange everything that the city and inhabitants prosper, and no one can complain of him with reason. Moreover, Saasterchan is an officer of the King and has his sanad or letter of confirmation as Governor of the city; just as his son actually has a sanad as Governor of the Castle, and consequently the lawful possession of the one and the other belongs to them both. But Mia Atsjent has intruded himself into their places through treason and violence, without being able to demonstrate the least lawfulness of his actions. His only support, the Imperial Chancellor Nesaam Ulmollok, of whom he called himself a servant, is dead, and one must therefore assume as certain that however powerless and unfeeling the King may currently be regarding this contempt of his most explicit orders, he might nevertheless wake up one day or another, and will surely avenge himself severely upon all those who have in the least helped toward the downfall of Saaffterchan, or shall further help toward it in the future; for justice commonly prevails above all injustice, and when one presumes it to be most suppressed, it shines forth at the highest peak. 1665 From Souratta dated 25 May 1749 having shown how he, pursuant to the decision of this meeting, had conducted an inquiry into the neglect committed regarding the salvage of the goods from Nieuwwalcheren, and found that the Brootchia factors, both in issuing the necessary orders and in providing personal supervision, had not in the least done their duty and had made themselves guilty of negligence and committed neglect; but because the evidence gathered thereof was nevertheless not sufficient enough to convince the court of it satisfactorily, and he would thus have to proceed against them in the ordinary manner, he felt hesitant to summon them for this on his own private authority, and therefore requested to be strengthened with the wise counsel and order of this assembly. It is thus resolved, after reconsideration of the same, in consideration of this unnecessary and very ill-timed request, and in contrast to that which was already ordered of him at the session of 17 July last in explicit and distinct words, to return this original writing back to the Fiscal, Bassourd From Souratta dated 24 May 1749 and only to place an apostille upon it, as was also immediately placed upon it, stating that it was entirely unnecessary to make such a request, since he had already received order and command once by extract from the resolutions of this meeting to prosecute the guilty parties before the honorable Council of Justice according to customary practice; and that in complying with this he therefore need not feel hesitant in any way. A specification from commander Jan Fredrik de Wilde, entered with the resolution of 25 August just past for ro/a 251¼, but rejected on the 31st of the same month for reasons, and now submitted again with a reduction of ro/a 50, so that it now amounts in total to only ro/a 28¼, for which he offers to take the oath: it is thus deemed proper to accept this offer as sufficient and therefore to excuse him from the oath, but to have the mentioned small amount of ro/a 20¼ paid to him from the treasury at the expense of the wrecked ship Nieuw-Walcheren. From Souratta under date 27 May 1749 On the 9th a letter was received from Mocha, addressed to this council by the free-captain Marten Wouter Tempezel and his supercargo Butel du Docage under date the 9th of the just departed month of August, to complain in the highest degree about the violence and injustice done to them by the supercargoes Hendrik van Nimweegen and Pieter van Jongstal, as they cite several examples thereof, and at the same time matters which, if they were true, would greatly affect the respect due to the Honorable Company. But since one has nothing to do with such matters here, it was solely deemed proper to give notice thereof to Their High Excellencies at the first opportunity, and for that purpose to offer them a copy of this letter in all deference. And: On the 15th, a writing of 13 August was also received from Mocha from the aforementioned supercargoes, directed partly in answer to what was written to them under date the 12th of the same month pursuant to the resolution of 8 April of this year, but mainly filled with improper remarks and a detailed account of what the free-captain Tempezel is said to have done, whereof they also transmit two copies of resolutions and three declarations, together with three copies of bills of exchange drawn upon this council to an amount of ro/a 8387. But he nevertheless persisted so strongly with requests and proposals that His Honor was obliged to promise him to give an answer thereupon the next day. The reasons giving rise to this apprehension were mainly contained in: 1. that he had indeed granted many favors and privileges to the Honorable Company which one would otherwise never have obtained; 2. that one ought to show oneself grateful for this in some way or another, or else expect nothing further from him or from anyone like him ever again; 3. that this was a small matter which could not do much harm to the Honorable Company even if it should lose such a sum; 4. that even lesser people embraced these considerations and supported him with money thereupon according to their means, as he had not only made known but also showed by example, that two merchants under the protection of the Honorable Company, Lala Cnieuw sinker and Manchergie, had already lent him 30000 rupees; and 5. that if one did not do at least as much as they did, it would give rise to much resentment in him and not only provoke great indignation but also at times lead to bitterness, and would be very detrimental both to our persons in particular and to the interests of the Honorable Company in general. The papers having become completely wet, and therefore torn. On the 15th, a letter was received from Brootchia dated the previous day, but in which nothing else was mentioned than that the factors request, because of the approaching Divali or Heathen New Year, to invest the broker with the customary poshak, and as this was to take place on that same or the next Thursday the 14th of November Anno 1748. On the same day, Safdar Khan also sent a request again for 10,000 rupees, but these too were refused him with the advice and consent of the collective members, for such reasons as are set forth at large in the resolution of the 30th of September just past. On the 31st, a new Chief of the English gentlemen from Bombay arrived here, named Thomas Dorrill. But as he did not give notice of his arrival according to custom, just as the recently deceased Mr. Marsh had not done, and has not even paid the return visit to the Director, it was therefore approved, with the advice of the collective members, that His Honour shall now just as little have him complimented by two Council members according to the ordinary custom, as go to welcome him in person, at least not for so long as he does not first show himself inclined to a better friendship. From Souratta, dated 25 May 1749 to maintain friendship as Mr. Marsch, for reasons one believes ought to be inferred from this and several other incidents, that the English gentlemen in general, both at Bombay and here, have resolved to do and put into practice whatever is possible to diminish the esteem and prestige of the Honourable Company in these regions. On the 2nd current, the merchant and fiscal Abraham Cornelis de Lastaije presented the following petition regarding the goods stolen from Nieuwwalcheren to the Director: To the Honourable Worshipful Mr. Jan Schreuder, Director and Supreme Commander of this Directorate, as well as the further members of the Council of Policy. Right Honourable and Worshipful Sir and Sirs! The undersigned having been informed that three vessels have been equipped at Bounager with muskets and loaded with some linens which the pirates took from the Honourable Company's stranded ship Nieuwwalcheren, and furthermore that the same are currently at Goga to collect various necessities, and from where they are to undertake the voyage within a few days; it is therefore that the undersigned, in the line of duty, brings the same to Your Honours' notice herewith, so that through Your Honours' wise counsel and advice something might be devised whereby the Honourable Company could not only obtain those goods, but also the remainder that was stolen from the aforementioned stranded ship Nieuwwalcheren and is still stored at Bounager, Goga, and other surrounding places. Whereupon, having deliberated with the Council, it was taken into consideration that it was indeed highly necessary to equip the vessels belonging to the Honourable Company, reinforce them with crew, and take back the stolen goods by force from the pirates; but such being judged impossible at that time because one had extreme need of men and vessels oneself due to the ongoing war between Saafterchan and Mia Atsjent, and one could consider oneself safe scarcely an hour from an unexpected assault: thus the sole resolution made was to abandon this for the present, or at least to postpone this undertaking until one should have freer hands, but in the meantime to dispatch the following letter to the Governor of Goga and the Radja of Bouwnager: Draft letter, to be sent separately to the Governor of Goga and the Radja of Bouwnager after being translated into the Persian language. Some time ago, one of the Honourable Company's ships had the misfortune, upon entering the Brootchia river, of running aground on the banks. The strong wind that was blowing then caused it to strike hard and sustain a rupture underneath. And since much water immediately ran into the ship as a result, not only did the entire cargo become completely wet at once, but all the food and drink also became spoiled by the salt water. The numerous crew on board, being unable to remain together on board for these reasons, divided into two parties. The largest part went to Brootchia to fetch provisions, water, and vessels, and 15 to 20 remained on the ship to keep watch. Those who had gone to Brootchia were detained there for many days by an unjust treatment from the Zewas Pandet, so that I was compelled to send two warships with soldiers thither from here. And when they arrived there, all the watchmen were absent from the ship. Where they actually ended up I do not yet rightly know, but I believe that some pirates murdered them: for not only were these people not found, but the ship was also almost stripped of all its goods and as if plundered. And the little that remained in it was brought to Brootchia by my servants, from where I shall have it retrieved shortly. Afterwards it was reported to me that some of your subjects brought most of all the goods missing from the ship to Bouwnager and Goga; and as soon as I heard this, I ordered my brokers to write to you amicably about it, so that I might know in what manner those people actually came by them: but they have received no answer to it up to this day. And since I believed I had to infer from this that those goods were taken from the ship in an unjust manner, as one would not otherwise keep silent about a just matter when asked in friendship: so I resolved to dispatch one of my people as soon as I should have the opportunity to have the aforementioned goods brought here from Brootchia. All Present Except the junior merchant and storekeeper Brandijn Kijser for reasons as stated in the latest resolution Two Council Members of the English Gentlemen, namely Padlair and Lembe, having appeared very unexpectedly before the Director in the afternoon at 4 o'clock, declared they had come on behalf of their president, Mr. Thomas Dorrill, who had ordered them to propose the following, Namely: that he was very grieved over the dispute that had now already for some time taken place between our mutual nations, and now seemed to take place even more than ever, because upon his arrival he had not even been complimented or welcomed according to custom; but that overlooking this, he nonetheless offered with heart and soul his inclination towards friendship, to maintain the same in all respects according to equity; and that for that reason he had asked whether His Honour might also be inclined to act together with him, as he had received not only men, bombs, powder, and lead, but also orders from Bombay to make an end to the Surat war. The Director, finding this message very equitable, and considering the offer of Mr. Dorrill as a means to settle all old matters and to restore the united hand for the prosperity of the city and inhabitants, gave them as answer: That as far as the dispute between the mutual nations was concerned, everyone must be convinced that Mr. Marsch had given cause for it, or if not, that it could still be investigated and settled in an equitable manner for whoever was in the right; that what Mr. Marsch had done could not be attributed to Mr. Dorrill, and that he had also not intended not to have His Honour informed of his arrival according to the custom of the Europeans, and that he therefore had to attribute the reason why he had not been welcomed solely to that, yet that everything would be repaired if Mr. Dorrill would only promise or give his word to establish and maintain a true friendship, and regarding the Surat war, that he could not immediately declare himself yes or no in that respect, since it was a matter of great importance that first needed to be further considered, that if Mr. Dorrill could approve of holding a separate Conference about it, it would bring very much advantage to the interests of both nations; and that in order all the more to show his inclination to promote the well-being of the city, he would not fail even to come in person with his whole council to the English factory; but since Mr. Marsch had formerly once refused, on a similar occasion, to send even mere delegates to the Dutch factory, and that this was well known to all natives, that it would therefore also not be proper for him now to go there immediately, and that therefore Mr. Dorrill might choose a third place for holding a Conference, where he would also appear, and could give a positive answer to the question asked; requesting in the meantime to be informed of the opinion of Mr. Dorrill as soon as possible. Herewith the delegates departed again, promising to bring the answer in person that very same evening, and the Director, relying upon that, immediately convened the meeting, and therein not only repeated all the aforesaid, but also desired to know the advice of the council, whether it had been done amiss to have such a Conference offered. Every one of the Members declared no to that and on the contrary not only highly praised the well-given answer of His Honour, but also testified to conform fully therewith, and to deem nothing more necessary than such a separate meeting in which all old disputes could be settled, since then the new union would take place so much the better, and to promote which all the sooner it was judged not unserviceable if His Honour now first also sent two delegated Council Members to Mr. Dorrill, and had the customary Compliment paid to him on his safe arrival here; which His Honour fully approved, and therefore on the spot appointed the junior merchants, the Cashier Sanderus and the secretary, to perform that courtesy tomorrow morning at the customary time. Yet barely was this done when a Native servant of Mr. Dorrill appeared, who, with respect to what was said to the delegates concerning the Conference to be held, brought for answer that it was all the same to his master where he should go.

From Surat under date 21 May 1749 would send, and if it pleased the Director, he would then meet the next day in the Castle or in the Darbar. His Honour, having expected the commissioners to return in person according to their own offer, found it somewhat strange that now only a servant came, and that, moreover, Mr. Dorrill had chosen the Castle or the Darbar for a third party location. And therefore, discussing this anew with the Council, they were of the opinion that His Honour should not accept the same: partly because there would impossibly be time or opportunity to hold a proper conference, as all indigenous merchants etc. would also be present; and partly because it would cause too much talk among the indigenous population if they saw and heard that the European nations could not agree so far as to meet each other at a neutral place outside the Castle or the Darbar. But considering that Mr. Dorrill, being ignorant of the customs of these countries, might have done this without malice, His Honour could therefore send the commissioners to him somewhat earlier the next day to instruct him otherwise, or even propose one of the factories for the meeting, provided he gave his word that, regardless of private or courtesy visits, such would always alternate, and lots would be cast for the first time. The Director was also pleased with this proposal, and therefore further commissioned the aforesaid junior merchants to go to Mr. Dorrill very early tomorrow morning, not only to congratulate His Honour on his safe arrival here and give every assurance of friendship, but also to make the necessary proposals regarding a separate conference and at the same time ask whether His Honour might also be inclined to maintain the verbal contract regarding deserters, as entered into with Mr. Marsh and renewed with Mr. Johnson; while the servant of Mr. Dorrill was immediately sent back, and charged solely with this message: That the Director did not like to communicate through natives about such matters, and that he would therefore send two commissioners the next morning to speak further with His Honour. On this occasion, a petition is also taken up again from a sailor, Christiaan Michiel Jansz of Lamburg, who, having been on loan to private shipowners for some time, now requests to be accepted back into the service of the Company in his former capacity and at the wage of ƒ11:–. And it was thought fit to grant this to him, and to let his wage commence from yesterday, when he submitted his petition. Furthermore, a note was kept of the following incident, namely: Roederam Ruijdas, the Honourable Company's broker, having for some time housed in his home some female persons of his family, though married to a servant of Safdar Khan, named Nielkjent, Mia Achand on the 14th of this month had them taken out of there by a good number of soldiers and placed under arrest. The Director, receiving word of this on the morning of the 15th, immediately wrote the following note to Mia Achand: Draft letter to be written in the Persian language to the present Governor of the Castle, Mia Achand. Yesterday evening you sent a large number of soldiers to the house of Roederam Ruijdas, had the doors broken open by force, and had four of his family, two women and two children, taken out of there. That this is very easy to do in such a manner, everyone knows; but everyone should also know that it nevertheless cannot be done, and especially that no violence ought to be committed against the house of a servant and broker of the Honourable Company, since it is a very well-known matter that cannot easily slip the memory. But it seems that nowadays the Dutch are no longer taken into account at all. The promises made to them are not kept, and almost every day new reasons for displeasure are given. What more shall I write, therefore, than that by this incident, not only was the custom of the country violated, but a great affront was also done to the honour, respect, and privileges of the Honourable Company. The court emissary, who had personally handed the same to Mia Achand, brought back as his verbal reply: "That it was true that he had had those women seized, but that the Director might spit in his face if they had been taken from the house of Roederam and not from a dwelling standing next to it, as he had not intended to do any harm to a slave, much less to a broker of the Honourable Company." And as he could well imagine that it had to be the very same soldier whom he had seen and spoken to while still bound in irons during his presence in the Castle, he judged it unnecessary to continue his way, but immediately turned back by way of the meydan, and having seen the dead body himself there, he brought that sorrowful message to the Lord Director. Before he had returned, which was around four o'clock, His Honor had already heard the same from various others and therefore, being unable to doubt the truth in any way, the meeting was immediately convened, and therein not only was a detailed account given of the foregoing, but it was also put into serious deliberation what one should undertake in response to this. Everyone, upon hearing From Souratta under date 25 May 1749 1727 upon hearing this grievous news, was equally astonished, and judged it utmost necessary to take emphatic and public revenge for it; since otherwise such an incident, which has never before happened in Souratta, would serve in the course of time as an evil example and give the rulers courage to treat other servants of the Honorable Company in like manner who might oppose their unreasonable actions even a little, whereas on the contrary it would deter the dependents of the Honorable Company, and especially the natives, from delivering to them even a harsh message. But in what manner, and upon whom this revenge could and should actually be taken, could not be determined with any certainty, because the reports that were received were so contradictory that one could as little know with certainty for what reasons that soldier had been seized and murdered, as who had actually caused him to be seized and brought up in such a manner. For some said that this had happened with the foreknowledge and Bassoura From Souratta under date 25 May 1749 and by order of Mr. Dorvill and Mia Atszent. And others believed to know for certain that neither Mr. Dorvill nor Mia Atsjent, but only Jagernaat and Mier Mahomet Alie were the cause thereof.
