From Persia, the 2nd Year 1748 Regarding Amboina: Although the quantity of cloves that the natives delivered to the scales according to the letter of the ministers of 26 June 1743—amounting to 141885 lb—exceeded the calculated estimate previously made thereof, the amount that we received into our hands could nevertheless produce no more advantageous effect for the Company (due to the fact that we had in the meantime become destitute of that spice crop) than to have them sold publicly, as we already communicated to you in the main heading of our demand for returns from the Indies for the year 1746; and since the quantity that we could bring into the sale 33. From Persia, the 10th of October, Anno 1749. to evade them, with those ships, whether to send them on to Bassoura or back to Zouratte. But we promise your Honourable and Highly Esteemed Worships henceforth not to agree to any lending of them, so that the Company might not again suffer such a disaster as happened through the loss of the ship Ridderskerk. The order established by their High Excellencies to have the ships anchor behind Onrust Island, and to send their skiff or boat from there to notify them of their arrival, appears to us for now the best precaution that can be taken, whenever there was danger, to avoid as far as possible being forced into those continuous ship loans. Looking forward to the considerations of the ministers concerning some measures proposed by Your Worships in order to avoid such extreme ship lending, we meanwhile learn from the letter of the ministers written to our assembly and dated 31 October 1742 that they were once again coerced into parting with the ship Ridderskerk for the transport of two Indian commissioners to Diwel; the same, on its return voyage, was stranded by an extraordinarily severe hurricane, without having been able to save anything at all of the cargo, through the petulance and insolence of the native, and of 55 seafarers saving no more than 17 Europeans, besides 9 Moors. We 39. From Persia, the 30th of October 1740. Regarding this, we refer to the aforementioned extract dated 5 September 1744. We must here reiterate our writing of 5 September 1744 on this matter, namely that it did not appear to us from the letters what was set down in the margin of the ministers, whether or how much the Persians paid for those ship loans, likewise not whether they have paid 1000 of the same for that year out of the old Court debt amounting to f7000 tomans, as they had promised according to the writing of those ministers of 12 January 1740. Meanwhile, it is most equitable and reasonable that the damage which the Company has suffered thereby, estimated at f255000:— to f297500:—:—, be compensated by the Persians, as we also see that the ministers have already made representations to that effect to the Persian monarch, From Persia, the 10th of October, Anno 1748. Regarding the silk trade, we have had the honor to respectfully maintain to Your Noble Grand Reverences, already long ago in the margin of your demand for return shipments for the year 1742, by demonstrating that there was practically not the slightest likelihood ever to arrive at a contract, since on the one hand the King would not wish to deliver that yarn at Gamron, and on the other hand could not see his interest in it because silk at Spahan and here is now substantially more expensive than what the Honorable Company previously contracted it for, as the pound currently costs from f6, f8, up to f30.--.-, and no Persian, whether great or small, will ever do anything for the benefit of a European to the detriment of his own interest; apart from and besides the fact that Gamron is truly the very worst place in the entire Persian Empire to negotiate silk for Europe, considering the great expenses to which that yarn is subject through the passing of forty radhars, or toll guards, item tolls and otherwise. Thus, we hope Your Noble Grand Reverences will no longer dwell on this, as we cannot conceive that the Company could find its account in this route. That yarn, so far as is known to us, is principally contracted and bought up in the province of Ghiloen through timely advance distributions of 6 and more months to poor people in small parcels of 100, 200, and more or less werpen, commonly by Muscovite, English, and Armenian merchants, the maron of 12 for the first sort at f48:--:-, the second sort at f36:--:-, the third sort at f30:--:-. But, as the same is then still wet, it dries in by a full third before it arrives in Europe, thus retaining no more than 8 to 9 pounds, according to which the first sort would come to stand at f5:7.-, the second sort at f4:--.-, and the third sort at f3:7.-. Thus we do not know how those people can expect profit on Europe from that, of which one has sent samples from here to the Fatherland, where the highest sample was valued at f5:8.-; or whether they were able to contract it even lower, or saw even more profit, or more properly less loss upon it, than upon other return goods, of which we cannot judge here with good foundation. In the meantime, the factory at Spahan was evacuated according to given orders, except that the bookkeeper David Butkens was left there to maintain the Honorable Company's right and possession, but the latter was nevertheless ordered to come hither speedily with the writings left behind there, which according to his letters he was unable to comply with on account of the unexpected arrival there of the Nadir Shah, whom he was obliged to welcome and present with gifts to an amount of f6691:8:- in total. This gift, although considered by us as having been given almost under duress, was nevertheless only yielded subject to the approval of Their High Nobles, and the funds borrowed for that purpose were charged to the account of the expenses of the said Butkens, so that these have also differed even more during the last years. Likewise, we have endeavored to demonstrate a steady diminution of expenses and a notable difference for the better, and now, by means of a newly made regulation, the expenses for the financial year 1741/1742 have amounted to a sum of f186733:1:4, in order to show an extremely necessary economy; and while the factory at Ispahan had no good to hope or expect for the Company during that financial year, but rather was burdened with a notable sum of charges, so that not a single stiver of profit can be expected from its trade, of which Your Nobles had high expectations, yet the outcome of the request of the ministers must be awaited, as to whether it can ever be delivered at Gamron. From Persia, 10 October 1748 [illegible] with repeated [illegible], Your Honour did well to break it up after the return of the said Nader Shah, at which time, not remaining at home according to our orders, he went to meet him a second time accompanied only by an interpreter, and subsequently was forced once again to deliver a present to the value of ƒ3066: 16:—, for which he took up the monies to be repaid in 4 months at 40 percent increase, which was disapproved by us ipso facto. However, [illegible] the native, and to settle a part of that debt which had accrued, sent us a bill of exchange of 286 tomans or ƒ 8580: -:—, but which we immediately rejected and sent back, besides which we have thought proper to dismiss Butkens positively from the service of the Honourable Company and to give notice thereof to the King as well as to the Governor at Isfahan, in order to avoid any slander, to maintain the Company's rights and possessions, and to leave to time how matters will further proceed, as well as remaining in expectation of how Adil Shah, to whom we among other things have pointed out that such usury has never been heard of nor is practicable in any country in the world, will conduct himself in this regard. At least we have no intention of paying a single duit towards it and shall rather await the extreme, and show the raging Persian that the Honourable Company cares little anymore for its small power in this empire, nor to attend to matters here. As to the trade, which here at present and also for the past 3 to 4 years has been of no significance, and therefore the reduction in price or the accompanying license could be of little or no avail, we have sent all our white as well as the successively imported linens onward towards Basra, where most of them have already been sold. Against which we hope that the qualification which Your Honour has given the ministers to sell the homeland manufactures at 50 to 60 and the Indian linens at 30 to 40 percent in pure and real profits, and also for higher, but for no lower prices, in order thereby to bring about a greater turnover in the merchandise to increase the profits of this Directorship, will meet the expectation which Your Honour has thereof. For the rest, we approve Your Honour's further orders, as well as Your Honour's reproaches, recommendations and instructions given to the ministers and imposed upon them, in the hope that they will thereby be encouraged and spurred on to promote the interest of the Company with zeal and candour according to honour and duty. Honourable, Valiant, Our last letter to Your Honour having been of the 6th of December last, which was dispatched from here with several ships, we hope that it will have reached Your Honour safely, and referring to its contents, we further note that on the account of the equipment of the previous year, since our aforesaid writing, there have also put to sea etc. As also on account of the provisional equipment specified in our previous letter, the undermentioned four ships etc. from the Chamber of Amsterdam, to Persia, Wiltrijk, 14 November 1745 etc. Whereas we find that many difficulties and confusions arise in the Indies in the matter of holding the judicium praeferentiae et concurrentiae, and we perceive that it ought once to be brought onto a fixed and equal footing, such that in case of an over-demanding of creditors from the homeland to the Indies, in all likelihood no objection will be raised about it by a judge in this country, but that the same will be agreed to at once, we have therefore thought proper that in holding the judicium praeferentiae et concurrentiae of insolvent estates of the Company's servants in the Indies, so far as the movables are concerned, proceedings shall in future have to be conducted with the following distinction: Firstly, that whenever such insolvency occurs in the estates of persons born in the Indies and there engaged into the Company's service, the said judgment shall then have to be held in the Indies. Secondly, that the same judgment shall also be held in the Indies in the insolvent estates of widows of the Company's servants, if, after their husband's death, they have resided for a considerable time in the Indies with the intention of establishing their fixed domicile there, being then to be considered no differently from free burghers; but Thirdly, that whenever the insolvent estates are of persons who actually died in the service of the Company, whether they had a so-called fixed domicile in the Indies or died while navigating or otherwise, as well as of their widows who have not voluntarily continued their domicile there for a year and a day after their husband's death, the [illegible] One shall not fail to heed and comply with this order.

From Persia, 10 October 1758, it being to our regret that the profits have not only yielded a considerable sum of f 180462:5:3 less in the book year 174 1/2 than in the previous book year, but also the charges have increased and consequently affairs have declined to a notable amount of f 37595:3:4. But since we cannot judge that the ministers of that time are to some extent guilty of this, the Honourable Company will have to put up with that bad period, as well as the fact that the book years 1744, 174 4/5, 174 5/6, 174 6/7, and 174 7/8 have not turned out much better, and of which the total ruin of these lands, and the uncommon lack of money, together with the continuous rebellions, are all the cause. In the meantime, we pray that we may assure Your Right Honourables that we shall not fail to make Persia flourish again as in the days of old, as we aim for nothing other than to regain that fame that has long lagged behind, namely that we have attended to the interest of our respected Lords and Masters with all candour and zeal, to encourage them to the observance of their duty, and to the advancement of their interest and the interest of the Company, setting aside their own filthy and improper gain. And we also hope and expect that the servants will give us much clearer proof of improvement in that regard, as failing that, we would find ourselves compelled to proceed to other measures, which would however be disagreeable to them; for it is shameful, and we are astonished that this Direction in the book year 174 1/2, also due to the additional notable charges, has declined in this last book year by a sum of f 37595:3:4, which has not happened during this century, as the books since all that time have not been closed with a deficit more than twice, namely in the book year 1704/5 with f 7135:2:15 and in the book year 1735/6 with a small sum of f 658:18:8; and apart from those two book years, among which there have already been many years of four, five, six, and seven barrels 55. The ministers have done well in so far as they have written off the wages of the incapable among them who, on account of their youth, are unable to perform anything to the benefit of the Company, and for the rest would await Your Honour's orders on that subject. For therein we had in view youths who, on account of their youth, could not perform their employment, and not those who can perform something to the benefit of the Company, for one might well make a child of three years do that. From Persia, 10 October 1748 have found to be of a very voluminous extent, and properly to continue a sort of daily register or journal of everything that has occurred during his administration in this government, with citations of so many orders given by Your Nobilities and resolutions taken by the ministers on all kinds of matters, that from this one would certainly have to presuppose that Governor Albinus must be a stranger in Malacca, though he has nevertheless been second in this government for five years. Your Nobilities shall therefore, whenever it may occur, 61. Just as we have already been favored by him in return with a very favorable letter in reply to our congratulations upon his accession to the throne, accompanied by a royal decree, which was also considered satisfactory, whereby in brief all the prerogatives granted to the Honorable Company not only by Nadir Sjah, but also by previous kings, are confirmed of his own accord, as the accompanying translations under No. 28 will further demonstrate to Your Right Excellencies. So that we do not consider it necessary to make any further overtures, and thus also no expenditures in that regard, but think to maintain matters well therewith. Accordingly, by letters of the 7th of May and the 1st of July, enclosing with the latter authenticated copies of the said royal decree and answer, we have also requested the Residents at Boucheer to make no separate solicitations, since such would not only confuse the business, but would also give the Persian a wrong impression. Our wish concerning the empire is merely that the new Pretender may retain the government, which, according to the latest reports from Spahan dated the 12th of June last, is very doubtful, since one learned thereby that he was defeated by his brother, the aforementioned Ibrahim Miersa, and put to flight toward Teheran, so that as yet there is little likelihood that this formerly so flourishing empire will once again be brought into a desired state of tranquility, but rather will hover for a long time yet in great uncertainty. For from all sides one hears mention of nothing other than revolts, some favoring the prince and others his brother, which also causes the roads to be kept unsafe, and everything has completely bogged down. Bad condition of trade in this country. Regarding the trade of the Honorable Company, which in this country, to our inner regret, has been in such a bad condition during these last three years that one can only proceed with trepidation to its demonstration, noting firstly: That through accurate investigation regarding the silk trade, the following report has been obtained, namely: That it falls principally in the provinces of Ghiloen and Chiriwoen, and is there commonly contracted for and bought up in small parcels through seasonal advance payments of six and more months to poor people who have 100, 200, and more or fewer worms, by Muscovites, Englishmen residing in Ghiloen, and Armenian merchants, the maon of 12 lb for the 1st sort at f 18, the 2nd ditto at f 36, and the 3rd ditto at f 30. But that the same, being then still wet before it arrives over the Volga in Europe, dries in by almost one third, and thus only 8 1/2 to 9 lb are retained, according to which the pound of the first sort would come to stand at f 5:7:-, the second at f 4:-:-, and the third ditto at f 3:7:-, wherefore we cannot yet comprehend how those people can make a profit thereon in Europe, unless those sortings were better than those sent from here to the fatherland, where the highest sample was only valued at f 5:8:-, or that they could contract it for even less, or perhaps saw more profit or, properly speaking, less loss thereon than on other return goods; of which we can judge here with good reason. And just as little, on account of the great distance, can we specify to Your Right Excellencies in how large a quantity that thread is produced in Persia, and how much remains over from what is employed here in the country for all kinds of gold and silver, as well as plain silk fabrics, and sewing and embroidery silk, to be transported outside the empire, but certainly that what leaves this Gulf is very slight. Our considerations in that regard. Slight and not worth mentioning, and possibly will not amount to one thousand pounds in a year. As also that the price of that spun yarn commonly comes to stand at Spahan at f 6, 8, and 10, and here, when in an isolated case it is brought for the daily use of the local inhabitants, at 10, 12, and 14 guilders per pound.
