37 From Persia under date 1 October 1748 Upon which spirited answer the aforesaid gentleman has been spoken to repeatedly, and in return it was obtained as a decision that he would settle accounts with the said office within a few days and then satisfy their claim. The Commander of the yacht Leijdzaamheijd, which departed for Basra the day before yesterday, having delivered upon his return from the cited place two pieces of original ship's declarations dated 30 December of the past year and the first of January of this year, concerning the loss on the voyage thither of the bower anchor with 70 fathoms of cable, as well as the kedge anchor with 25 fathoms of the same rope; but notwithstanding that it appeared from the said verifications that the aforesaid loss must not be attributed to the neglect of the authorities, but rather to divine dispensation, the deponents were nevertheless made to confirm this under solemn oath; From Persia under date 30 October 1748 while, upon taking the rounds, the request of the said commander for 3 months of provisions, as well as some equipment goods on letter Eugurs, was acceded to as far as feasible, yet it was nevertheless necessary to purchase an anchor rope of 9 and a half inches, long about 100 fathoms, besides 2 hawsers and 2 small cables together for the sum of mamoodies 1200, or ƒ360:—:—, from the goods remaining here from the freeman's small ship D'avonturier, because the said vessel was in extreme need thereof. In which manner the necessary medicines were also provided to that small keel at that time, and furthermore, upon their written and verbal petitions, the following persons were increased in pay, namely: 339 From Persia under date 10 October 1748 Matheus Westerling of Middelburg in Zeeland, on account of the expiration of his term, from third surgeon at ƒ14 to under-surgeon at ƒ24:—, under a new engagement of 3 years. Claas Rheede of Nieuwerkerk, from gunner at ƒ12 to boatswain's mate at ƒ14, on his current engagement. Joris Vasterhout of Amsterdam, from gunner at ƒ10:— to boatswain's mate at ƒ12, under engagement as above. Claude Du Bois of Merzig in Lorraine, from sailor at ƒ9:—, also upon promotion, to under-cooper at ƒ12:—, under engagement as stated. Finally it is agreed to garble the nutmegs remaining at this office in the Company's warehouses because of their bad condition, as well as to demand once again from the former Commander van de Welle all the Company's papers and effects remaining in his possession, while the pay books of the year 1746/7, now having been properly redressed from their errors, were today resumed in council, and such entries as have connection with the trade books were found to be in agreement; so that the pay memorandum brought hither in the year 1746 by the ship Horssen has now also been properly answered, and by so doing many unsettled matters have now received their proper conclusion, in hope and expectation that the transactions herein may in due time be crowned with the gracious approval of their High Nobles, the High Indian Government at Batavia. Thus done, resolved, and decreed at the Dutch East India Company office of Gamron, on the day, month, and year as in the heading. Presentibus omnibus Whereas on the 23rd of the recently elapsed month of June, by an English courier from Spahan, 2 letters were received, namely one from the former bookkeeper David Buffkens who remained there, dated 26 May previously, and a French ditto from the head of the French nation Mr. Johan Pierson of date 13 May Old Style, in the company of two mandaments granted by the From Persia, under date 10 8ber 1748. newly appointed sovereign of these lands, Addel Sjah, etc.; so were the same today, after appearance and the performance of the usual prayer, exhibited by the Honorable temporary Director (:from the first-mentioned disgusting and obscure contents of which it was then once again noticed, not without the utmost vexation, that the said Buffkens de novo (:notwithstanding our successive prohibitions:/ had presumed to draw a bill of exchange on us to the amount of tomans 1960:—, besides also stating down that when the same should be paid, he would then send over the account concerning it and give proper proof and settlement thereof, etc.; upon which one and the other being noted, as well as taken into consideration that the often-mentioned Buffkens was not only dismissed long ago from the service of the Honorable Company, but also had already previously been ordered to draw no bills of exchange on us, nor to take money from anyone on credit, as the first would remain unaccepted, and the 379. The book- and store-keeper Andries van Nes having at the conclusion of this meeting urgently requested that he might be permitted to charge the carga or 6 pots of Isin drinking water costing more, namely at 4 mamoodies instead of 3 in the monthly specification, since he gave to understand that everything was determined according to the regulations, whereas on the contrary his predecessors up to that date had always enjoyed such profits that they had not considered it worth their trouble to speak about this loss, but that he now insisted that his modest request might be taken into consideration for the aforementioned reasons, etc. Whereupon it was unanimously resolved to grant the purser permission to charge 4 mamoodies instead of 3 mamoodies per carga, since every one of us is aware that the same is truly disbursed by him in that manner, to take effect with the new book year 1748/9; especially as, on the other hand, the fetching of water from Isin has stood still for several days due to the rebellion of the governors, in the full hope and expectation that what has been transacted herein will in time be graciously crowned with the benevolent approval of their High Nobles, Severe, Most Honourable the High Indies Government at Batavia. Although one had thought that with the dismissal of the former Commander Abraham van de Welle on the 1st of May last, everyone would have considered himself obliged to attend to the service of his masters with all candour and vigilance, this has nevertheless turned out entirely contrary to our good intentions and expectations, considering that the Junior Merchant and petty cashier Matthijs Krijgsman, named for his conduct, continuing daily in his scandalous, debauched and no less insolent behaviour, did not hesitate on the 1st of this month finally to contradict and oppose the orders of the Honourable Temporary Commander, and at the same time to refuse to demonstrate the balance of his cash on his balance sheet, which was grounded in the fact that, as the same had up to that date already fallen short by not only 25 tomans or ƒ 750:— in the aforementioned cash, on which account a watchful eye had to be kept, but especially because that morning he had lost most of his most precious furniture as well as his ready cash gambling, and wilfully squandered several ducats on certain porters for recklessly breaking his goods to pieces, and undoubtedly employed the Company's money for that purpose; for which reasons his aforementioned Honour also had him placed under civil arrest at that time (conform the notes in the political minutes) and again demanded the state of his cash through commissioners, to which he did not listen at all, but on the contrary departed leaving the matter unsettled with insolent expressions. 389. And notwithstanding that we shall never fail to spur them on daily, to the best of our ability and bounden duty, toward the discharge of those considerable debts, we must nevertheless in conscience and truth declare with regard to those people that, through unfortunate intervals, monetary extortions, and other acts of violence, they are continually and all too often, God mend it, forced to endure everything by right or wrong; and their increased families are indeed to be pitied, and as yet they are unable to pay anything of note. Nevertheless, we shall in the meantime, for the settlement of their debts, leave no means in the world unsought in order to give some measure of satisfaction to the objective of Your High Noble, Stern, and Greatly Respected Worships, and continuously to urge them thereto in accordance with our duty and obligation; while we still keep hoping that once these lower lands have been truly brought to peace.
