From Souratta, dated 25 May 1749 shall be free of toll, as well as everything that each person requires for his own bodily needs, consumption, and provisions. Article 1711. 8th Article: 1711. Pepper shall not be counted as contraband goods here, if it comes from places where the Company has no trading posts or cannot prevent its export; but if it is brought from such places where the Honorable Company has trading posts or can prevent its export, then the fiscal shall be obliged to act in that regard as the orders dictate and entail. And whereas recently, with the ship the Isaac Fregat belonging to the former factor of the Portuguese, Moses Thubias, currently under our flag and protection, 59 bags of Malabar pepper were brought under his name on freight, the undersigned likewise requests to know how this shall be considered and treated, as well as whether Malabar pepper here locally must also be counted among the forbidden articles. In the past year, an order was received from Batavia by the ship Oost-Cappele, dated 20 July 1747, with this introduction: 1521 From Souratta, dated 25 May 1749 Introduction: Separate order of 200 packs of painted linens, which Director Schreuder and the Second Lecock are recommended to procure, etc. The same was brought in today by the latter, and instruction was requested as to whether the commission money calculated thereon should be distributed across the whole body like all other commissions, or rather only among those named in the order. The Director gives as his opinion: That the distribution must take place only among those who are named in the order, and the reasons why His Honor believes this are evident enough in that the address or introduction would otherwise have followed the common practice and the procurement would not have been expressly recommended to the Director and the Second alone, if the commission money calculated thereon were not to be distributed among them alone; just as this was further explained in a certain instruction granted in the year 1744 to the supercargoes of the China trade, Van den Tholle and Lembroek, and sent here in copy to be followed thereafter in calculating and distributing the commission money on Chinese goods, in which not only the Director and the Second alone were named, but also each person's portion in the distribution was designated, and they were even ordered in a postscript that, since the instruction and the supercargoes pertained to them alone, they should also be mindful to keep it secret otherwise. The Second, Johannis Pecock, is of this same opinion. And the other members consider themselves obliged to declare that they know of no contrary reasons that would be solid enough to overturn the declaration of the Director, and also that they would not take it upon themselves to attempt such a thing, because it was clear and evident enough that it was expressly the pleasure of Their High Mightinesses to leave the benefit of fulfilling the aforementioned separate order separately for the procurers alone; to oppose which would certainly be regarded as nothing less than an unpardonable offense of disobedience and could justly be punished by the withholding and deprivation of all other, even the slightest, marks of favor. Yet they very politely requested that the Director might be pleased, not as upon their insistence, but of his own accord in this regard, to make some proposals in their favor to Their High Noblenesses and Right Worships, the High Indian Government at Batavia, so that the little that is designated and granted to them solely from the commission money for their portion as an honest livelihood may indeed and in fact provide and yield an honest livelihood for them. They believed that His Honor would find sufficient reason for this if he would kindly take into consideration, on the one hand, how much the fellow members of this council here in Souratta, compared to other places, absolutely needed merely to live decently according to their rank, and nevertheless in their household management before the locals and foreign Europeans:

From Souratta under date 25 May 1749 household as council members, and to conduct themselves only slightly more spacious and visibly more respectable than the other clerks; and how meager on the other hand their means of subsistence would turn out to be if it should happen frequently /:like this year with Leijden/ that a good part of the same was taken away by strangers who had no connection to the factory, had no accountability for its well- or ill-faring, and for that which they were obligated to do often did not even have enough experience, while after all everything had to be performed by the permanent subordinates of the factory themselves and also had to be accounted for mainly by the council of policy, each of the members for an equal portion, not only concerning the purchase and sale of goods, but indeed sometimes matters that could confound the wisest minds, and whose good or bad outcome nevertheless commonly alone came into consideration. The Lord Director, having heard everything, did not exactly consider them to be in the wrong here and even testified to be heartily inclined not only to divide his share among the joint members of this assembly immediately, but also to make another proposal than this one to Their High Excellencies, namely to take something away again from the portions of some of the clerks and other lower servants, and to add that to the superiors who had the least benefits and the most work in their offices, because it was already evident from experience that the greatest part of the lower servants, unaccustomed to having anything more than their daily bread, already regarded this gracious gift as an obligatory and competent reward due to them, and in the certain expectation thereof spent before or more than they received afterwards, and thus that which was bestowed upon them with a good intention was misused, and they fell into dissoluteness and neglected and failed in their duties, besides that according to their status in comparison with that of the council members they could very easily manage with a little without in the least prejudicing their decency: but His Honour nevertheless declared that one must proceed here with none other than the utmost caution, and should rather keep satisfied with a little than put everything to lose in the balance, since it could very easily happen that Their High Excellencies might take such a proposal ill; as surely both the ship Leijden and the aforementioned separate demand were sent here with deliberation, and consequently their actions therein could not be contradicted without danger of causing displeasure. But the aforementioned members assured anew that they had not the least intention thereof; on the contrary, they requested very politely that if His Honour found the least disrespect in their proposal, not only not to submit the same to Their High Excellencies, but also not even to keep a record of it in this matter, as they sought to obtain nothing other than only this favour: that since they had to stand for the entire accountability of everything that concerned this directorate, everything that had to be done therein might also be entrusted to them. Which His Honour was pleased to accept; and besides all the foregoing, he also had it noted down in this matter that at the first opportunity they will submit this matter to Their High Excellencies in the best manner. By letters from Fort Saint David of 21 June last, we obtained information that on the 18th of that month eight ships and one sloop flying French flags arrived at Madras, having landed some soldiers there with some money, and on the other hand took in water and refreshments again, and that seven of them departed again immediately, so it is believed, for the Bay of Bengal, leaving behind a small ship and the sloop, which were taken from your nation. Four of the said seven ships each have two tiers of guns, but the others are small vessels. Honorable, Respected, Ruling Sir and Gentlemen, The three specifications received from Brootchia of expenses incurred in defraying the living costs of the ship's crew who arrived there, as well as the washing and drying of the salvaged linens etc. from the stranded ship Nieuw Walcheren; likewise the salving and storing of the same in the warehouses, and lastly of advanced monthly pay and board to the native mariners assigned to the vessels sent thither from here, having been handed to me for examination as to whether no omissions were committed therein, I have the honor to furnish Your Honors with a report; that the following remarks have occurred concerning them, Firstly The specification of the washing, drying, and salving of the linens etc. The factors enter 6 5/8 rop:s for massoor wages to bring the salvaged baggage of Commander de Wilde from a fishing vessel to the lodge: whether the Honorable Company or the said Commander de Wilde is obliged to bear these charges, I shall leave deferred to the judgment of Your Honors: likewise whether it would not have better agreed with the interest of the Honorable Company, that the factors had the 808 corg: of salvaged linens unloaded from the vessels and brought to the beach by our own 124 From Souratta, dated 25 May 1749 native mariners who enjoyed our own wages and board, instead of having this done by specially hired massoors and paying 19 ro/a for it; also whether the second specially hired vessels to bring the said goods to a sandy place for drying, and to pay 3 ro for it, might not well have been saved if the fishing vessels already in hire had been used for that purpose. Also, 38 3/4 ro/as was paid for transferring the said goods to the warehouses after they had been dried. Whether now these expenses might not also have been saved by the use, as mentioned, of our own people, I shall respectfully leave deferred to Your Honors' judgment. The cordage, sails, copper plates, blocks, shot etc., which are entirely suited to be handled by mariners, were likewise transferred into the warehouses at an expense of 28 3/4 ro/as by specially hired people. In the transfer of the said specification, 842 7/8 is summed up, yet it counts only 242 7/32; thus 1/32 rop: is counted too much on the principal sum of 273 3/4, which will have to be redressed. In the specification of advanced board and rice money, to the ship's crew etc. who were present there, 1539 From Souratta, dated 25 May 1749 passengers are entered for 8, and the slaves for 6 pice per day for their defrayment, and furthermore 1/4 ro/a travel money for each upon their departure for Souratta, regarding which the question arises: whether those expenses ought not to be left off the specification and remain at the charge of the owners; but to whose account the expenses of the passengers shall have to come, I leave deferred to Your Honors' pleasure. The factors enter in their specification a hired sedan chair for Chief Mate de Rode for conveyance to Souratta, because the same, through an accident sustained to his leg, was unable to use the road, paid 12 ro/a. The very same charge of payment for a dooly or stretcher for transferring Chief Mate Rode to Souratta is likewise entered by Commander de Wilde in his submitted specification, with the difference that the said de Wilde enters only 10 ro/a. Which of the two made the actual payment, I shall respectfully leave to Your Honors' investigation. From Souratta, dated 25 May 1749 Now, whereas the amount thereof, totaling 251¼ rupees, is judged a little too excessive, and moreover is found listed here, as well as in the aforementioned Brootchia specifications, for the hire of a dooly or litter in which the chief mate was conveyed hither: It is therefore resolved to suspend the approval or disapproval thereof until it shall have been inquired of him by the First Sworn Clerk Willem Hoeffman whether he finds himself able to confirm the truth of his expenditure by oath or not; but meanwhile to ask the Brootchia factors which of the two actually hired the said litter and paid the money for it, and also how it comes to pass that 12 rupees were entered for it by them and 10 rupees by De Wilde, whereas one is otherwise not accustomed to give more than 4 to 5, or at most 6 rupees in the rainy season, for such a conveyance. Proceeding further to the reading of the Brootchia letters dated the 23rd of last month and the 2nd and 7th of this month, regarding which the disposition has been deferred until today, and perceiving among other things from the last that the regents there have prevented the factors from bringing some of the salvaged goods from Nieuw Walcheren from a collapsed warehouse to the Honorable Company's factory, with the declaration that they would not permit this unless the Souratta brokers Roederam and Kissourdas had conferred further with them about it according to promises made: it was regarded as nothing other than a pretext made by the regents to renew their claim on those goods, just as they have had an eye on them from the very beginning and therefore have now sought, under one pretext or another, to keep the same under their power and outside the Honorable Company's factory; against which, as appears from the notes of the session of 17 July last, objection was indeed already made, and assurance was also obtained from the factors at that time regarding its settlement, but nevertheless entirely different reports were subsequently heard from the Honorable Company's brokers, and they were therefore greatly suspected of not having acted herein properly and with the requisite vigilance. For who would otherwise have put him out of the city, or in what state has his opposing party been to look upon him with a fierce eye? Upon this promise, everyone not only gave their word, but also swore to the same with oaths upon God and Mahomet, and confirmed it with seal and signature; even Mier-maij ud-dienchan and his servants swore to the same upon the Quran and promised to keep it. Nevertheless, the Gentile Manektsjent was recently treated in such an unheard-of manner, and moreover, my money changer of 30 years has now been seized and forced by violence to sign a promissory note of 20,000 rupees, for the collection of which Callechan has been appointed. When someone breaks his oath, made upon faith in God and Mahomet, where then remains his religion? Your Honours stood as guarantors; now that such a thing has occurred, where is then the given word, and where lies the religion? Secondly, after their departure, by the illness of the undersigned, and lastly but principally because most of the accounts of the native servants had to be audited, and by whatever trouble we took, they were nevertheless submitted to us not earlier, but only recently. And whereas time had already elapsed thus far, we have, in hopes of a favorable interpretation, also entered the further expenses incurred, according to various council resolutions chargeable to the Surat war, into the said general account, and thus collected together and itemized all charges incurred in that respect up to the date of this document. Wherewith we subscribe ourselves with deep respect, which was, underneath, Honorable, Esteemed, Ruling Lord, and Lords, Your Honorable and Esteemed humble and dutiful servants, was signed, J. Sandereus, and B. Rijzer, in the margin, Surat the 30th of August 1748.
