61. From Cape of Good Hope dated 27 December 1749. Bearer of this being here before, the letters and papers lately dispatched from here to the Fatherland are enclosed in copy. Kerkwijk, on two persons banished to the Island of Edam. Kerkwijk, in which has been shipped from this place for Batavia the following, to wit: What manner of goods have been shipped to Batavia: 6 Lasts of Wheat 44½ lb diverse Garden Seeds newly harvested 50 lb Mustard Seed 21 Mudden barley of the First Sort. As all this will appear more clearly from the bill of lading and invoice made thereof and accompanying this, alongside which are transmitted in copy the letters with their appertaining enclosures, which on the 15th and 17th of this month departed from here with the aforementioned return ships het Slot van Cappelle, Lekkerland and the Princes van Orange, addressed to His Most Serene Highness the Lord Prince of Orange and Nassau, as well as the Most Noble Lords Seventeen; there are also sailing on this vessel two exiles, named Christoffel Willem Stiphout and Goose Jansz van Ek, who, according to the sentence of the Council of Justice of this Government enclosed herein in copy, have been condemned for allowing their ship to drift away, to the time From Cape of Good Hope dated 27 December 1749. From the Cape of Good Hope, dated 1 January 1750. is detained, there has arrived here during the past night in good condition, with only 4 dead and four sick, the ship Anna, which, having departed from Zeeland on 31 August last in company with the ship Wijvervreugd, subsequently called together at Saint Jago from 10 to 18 October following, and furthermore became separated from each other on 9 December last; and the officers of the said arrived vessel have reported here that the return ships Vosmaer, 't Fortuijn, and Zaamslag had arrived safely in the Netherlands prior to their departure, and that they had furthermore encountered some Company ships in the Channel which they firmly believe to have been return ships, the more so because one of them carried the Admiral's flag; wherefore, to give Your Right Honorable worships dutiful notice of all this, this letter serving solely that purpose, we shall therefore also conclude briefly herewith, and after having commended Your Right Honorable worships' highly esteemed persons, together with the important interests of the From the Cape of Good Hope, dated 1 January 1750. The arrival of the return ships: Elswout with 6 dead, 5 sick; Gustaaf Willem, 1 dead; Arnesteijn, 3 dead, 2 sick; Pasgeld, 5 dead, 4 sick; and further From Cape of Good Hope, dated 23 January 1750 Councillor Extraordinary and Admiral Mr. Jacob van den Bosch also landed here in good condition. and further all being in good condition. With the first-mentioned vessel, the Honourable Lord Councillor Extraordinary and Admiral of this annual return fleet, Mr. Jacob van den Bosch, has also landed here in good condition, who was received properly and according to custom. On the 19th of this month of January, against the knowledge of the east coast, below False Bay, French ship the Centaure, below False Bay in fair weather, the French ship Le Centaure was lost, manned with 400 hands, among whom fully one hundred passengers are counted, coming from Mauritius. Of which accident the undersigned Governor received the first news from twelve sailors of that vessel, who arrived at this Castle on the 24th following, after a difficult march of five days through a wasteland. His Honour, upon the further report of those sailors that their further shipmates, along with nine women and some children who had also been on that ship, due to the difficulty of 75. What orders have furthermore been set concerning the goods that might still wash ashore. the journey and lack of provisions could not proceed any further, and would have to remain lying on the way, immediately dispatched some people and wagons of the colonists of Stellenbosch, provided with provisions, ordered thither with instructions that those miserable people should not only be properly provided therewith, but also that the women and the weakest of the men should be brought hither with the aforesaid wagons. On which account they are expected here at any moment, while today some more crew members of that vessel, and among them some officers, have also arrived here. Also, the Substitute Landdrost of Stellenbosch has been sent with a commando to the place where that ship was lost, in order to keep watch on the goods that might occasionally wash ashore from it, although according to the report of the French themselves, it is not to be expected that much will be recovered, all the more because the often-mentioned From Cape of Good Hope, dated 25 January 1750 ship, the day after it ran aground, was completely shattered. On the aforementioned ship Woutkensdorp, the Reverend Minister Henricus Silvius is now crossing from here to Batavia, along with his wife Cornelia Appollina Lever, whom he married here; the former burgher of this place, Jan Coenraad Smith, having obtained our permission for that purpose and paid the corresponding passage and board; furthermore also the sailor Barend de With, who, for missing his assigned ship, has among other things been sentenced by the Court of Justice of this Government to labor for one year in the Company's ropewalk on the island of Edam for board and clothing. From Cape of Good Hope, dated 7 February 1750: The bearer of this, the ship Duijnenburg, having now been fully reloaded with other products of this country in place of the goods and provisions which it brought here, said vessel is accordingly sent back with them on the date of this letter from this place to Batavia; its officers having delivered the cargo that they had on board for this Government reasonably well, except for the following, which was found to be either short, broken, or spoiled, namely: 13 pieces of platters out of 50 pieces found broken, being 26 percent, 25 soup plates out of 50 pieces also broken, being 50 percent, 32 flat plates out of 150 pieces delivered broken, being 21 1/3 percent. Right Honorable, Highly Esteemed, Valiant, Most Wise, Prudent, Most Generous Lord and Honorable Lords. Reasons why one thing was allowed alongside the other: 5 rinsing bowls out of 50 pieces as above, being 10 percent, 907 lb of rice out of 310,000 lb delivered spoiled, 2,774 cans of arrack out of 50 leagers delivered short; counting among these one leager that was found empty, being 15 7/16 percent, 2,187 floor tiles out of 5,000 pieces delivered broken, being 43 3/8 percent. Which broken goods and spoiled rice, for the reasons presented by the officers of this ship Duijnenburg, and because the broken floor tiles at their public sale still yielded some percentage of advance, alongside the short amount of arrack as not exceeding here, have been passed under the favorable interpretation of Your Right Honorable, as will further appear from the Resolution adopted regarding this at this castle under the 9th of the past month of December, of which a copy is sent herewith; while on the other hand, it appears from the bill of lading invoice accompanying this that the following goods were shipped in this vessel from here for Batavia: 255 lasts of wheat, it not being likely that much more of that grain will be able to be shipped from here hereafter, because when it was threshed, it yielded much less than had been estimated at its harvest. 61 lb of diverse garden seeds 47,000 pieces of hard almonds 7 small jars of preserved mulberries 200 pieces of seal skins 800 pieces of rabbit skins 50 lb of rosemary herb 20 lb of thyme 50 lb of laurel leaves In addition to this, the body of the late Prince of Madura is sent over with this ship, and there also depart with the same the sailors Claas van Bommel and Tamme Strawits, who, for letting slip the ship with which they arrived here, were condemned among other things by the Council of Justice of this Government to labor for one year for food and clothing on the Island of Edam in the Company's ropewalk. Furthermore, we have the honor to present to Your Right Honorable herewith our requisition of necessities for the coming year 1751, for the complete fulfillment of which we are most urgently requesting by this letter; while from the accompanying copy of the role it will appear which persons on the bearer of this, upon the approval of Your Right Honorable, had to be advanced at this place. Of Dutch goods, because those were not in stock here, and likewise that the tithes, on account of the previous poor grain crop, yielded less than the year before. Everything possible shall further be put into work by us in order that the burdens may decrease and the profits on the contrary increase, and lastly concerning the general description of the affairs of this Government, we merely note here that to the local farmer Pieter Hugo were granted in freehold two cattle posts situated inland, each to the size of 60 morgen, for which has been paid by the same to the Honorable Company a sum of one hundred and sixty rixdollars, and on condition that the taxes imposed thereon From Cape of Good Hope, dated 7 February 1750. From Cabo de Goede Hoop, 10 April 1750 Regarding the obtained discharge from the service of the Honourable Company of the Governor, Mr. Swellengrebel, as well as the promotion of the Secunde Rijk Tulbagh to Governor, and the person of Sergius Swellengrebel to Secunde of this place, and the expression of gratitude from the outgoing Governor Swellengrebel for the good correspondence maintained with Your Right Honourable, with the newly elected Governor Tulbagh most urgently requesting the continuation thereof. From the late letters of last year, from the latest of which notification will be given to Your Right Honourable, it has pleased our aforementioned Lords and Masters to grant to the first undersigned, Governor Hendrick Swellengrebel, upon his urgent request made in this regard, his discharge from the service of the Honourable Company, with permission to repatriate in full dignity and with all honor alongside his family in the year 1751, provided that he retains authority in this place until that time; and furthermore, that His Serene Highness the Prince of Orange and Nassau, upon the nomination submitted by the Directors commissioned to the Meeting of Seventeen, was pleased to choose and elect as Governor of this place the Secunde Rijk Tulbagh, and further from the same nomination to elect as Secunde the person of Sergius Swellengrebel, presently still residing in the Fatherland. Accordingly, the outgoing Governor Hendrick Swellengrebel hereby most humbly expresses his dutiful thanks to Your Right Honourable for the good correspondence which Your Right Honourable was pleased to maintain with this Government in the service of the Honourable Company under his administration, and likewise for all further favors he enjoyed from Your Right Honourable during that time. Meanwhile, the newly elected Governor Rijk Tulbagh, on the other hand, takes the liberty of most urgently requesting Your Right Honourable to be pleased to continue Your benevolence toward him, and further to continue to maintain with this Government in the future that same amicable correspondence for the greatest service of the Honourable Company, under the respectful assurance that all his efforts will constantly be directed toward giving satisfaction in every respect, as much as possible, to our Lords and Masters as well as to Your Right Honourable, through faithful and vigilant conduct in attending to the interests and concerns of the Company, and by promoting the peace and welfare of this place. Regarding the reduction of the recognition money on the cattle stations and the sale of certain unsaleable beads, which have been left by the Superiors to the decision of Your Right Honourable, orders are respectfully requested as to how to proceed with the said beads, and further elucidations concerning the aforementioned loan places and the recognition money imposed thereon are set forth. And whereas in the respected letter from the Lords Majores of October last two clauses are found concerning which Their High Honours leave the decision to Your Right Honourable, namely regarding the reduction of the imposed recognition money in the sum of 24 Rex yearly on the cattle stations granted on loan here, as well as the sale of the glass and copper beads which were brought back here upon the abandonment of the post Rio de Lagoa and remain unsaleable in the Company's warehouses here, having not yet been disposed of in the slave trade at Madagascar—specifically regarding the latter, whether to sell the beads if there is no way to dispose of the same beads in India with the hope of any profit: We therefore now take the liberty of sending to Your Right Honourable, alongside this letter, by the ship Kieviets heuvel, a small box with samples of the said beads, with the respectful request that You will be so good as to order us in due time whether the said beads, or a part thereof, should be sent from this place to India or sold here. From Cape of Good Hope, the 18th of April 1750 real value of each of those cattle posts, because they are mostly inland, yea some located up to one hundred miles from here at the Cape, are very unknown to us, as well as because those who could best make any distribution in this matter, namely, the Heemraden in the outer districts, themselves have such a great interest therein, that upon that which they could regulate in this regard, no or little reliance could be made, we, subject to the wiser judgment of Your Right Honorable Grand Worships, must say that the aforesaid tax, which was already imposed in the year 1732 by the government at this place by an increase from 12 to 24 Rixdollars per year, could well continue, and especially in this oppressive time, the more so because none of these inhabitants is forced into taking such cattle posts on loan, but on the contrary everyone comes to request it voluntarily, and that also moreover, for some time past, again by various of these 143. Some defects were found in its topmasts, sails, and rigging, which, however, were remedied so quickly that that vessel could be mustered on the 19th of this month of May and depart from here on the 24th thereafter with a breeze from the south. Nor have we failed to discharge as quickly as possible the goods intended for this Government from the bearer of this, the outward-bound ship Het Fortuijn, which safely arrived in this Cape roadstead on the 6th of this month of May with only two dead and as many sick, and in place of that to reload it with other goods from the produce of this Government. Consequently, that vessel is now in a condition to proceed on its voyage from here to Batavia with the first favorable wind that comes along. Reasons for this. because the 255 lasts of wheat sent from here to Batavia in the recently passed month of February with the ship Duijnenburg, both in order not to leave Your Right Honorable Excellencies entirely destitute of it and because a second provision ship was counted on, as well as especially because it was trusted at that time that sufficient wheat to somewhat supplement this would later be brought in from the countryside into the Honorable Company's warehouses here, were taken and shipped from our own grain supply. Since it has subsequently become apparent from the outcome that the recent grain harvest turned out much worse than was first thought, no further wheat could be delivered to the Honorable Company. The aforementioned rice now comes in very handy to replenish our said stock of grains again and to place us beyond embarrassment in that respect. The written orders are now being conveyed to this place, and the ordered quantity of salt beef and pork, as well as from homebound ships, will be lightened. and so that it will be possible to send some corn from here in return to Batavia with the aforementioned ship Polanen; meanwhile, in order to fulfill as much as lies in our power that which was laid down in your honored letters of 25 and 27 November last, we presently send to the same with the bearer of this not only thirty lasts of beans, as was previously mentioned, but will also gradually cause to be lightened from the homebound ships arriving here two hundred barrels of salt beef and four hundred barrels of pork; but as we shall thereby obtain a larger supply of these salted provisions than could be disposed of here in several years if no other outlet were found, considering that in a whole year for the consumption of the Honorable Company at this place and for the ships that occasionally require it, roughly about 50 barrels of the one as well as the other are needed, we have then, in order to provide for this in the best possible manner for the time being, respectfully requested the Lords Majors in our humble letters of the 19th of this month of May, which accompany this in copy, that they would have the goodness not to send hither the salt beef and pork recently requisitioned from here from Europe. What now concerns the exiles who arrived with the so often mentioned provision ship Polanen, they will be dealt with according to the orders given. While we have the honor now to transmit herewith answered the requisition received from your Honors with the said vessel. The requisition recently received from Batavia is sent answered herewith. The last time that we had the honor to write to Your Right Honorable High Mightinesses was on 31 May last, with the ship Huijgewaard, which departed from here on 9 June following. 179. Cape of Good Hope, 7 August 1750. Which defects occurred on the ship 't Fortuijn; being not long thereafter, on the 16th of that month of June, safely arrived in False Bay: arrival in False Bay of the Bengal return ship Huijgewaard, which had previously put to sea on 25 February with the ship Ouwerkerk from the Ganges. Having subsequently in two severe storms, which overtook the Huijgewaard shortly after one another on the Agulhas Reef, sustained some damage above the water and especially to its waist-plank; for the inspection of which and of further defects that might further be found on that vessel, and likewise how matters stood with the cargo contained therein, there were sent from here to False Bay at the very earliest opportunity by the first undersigned the Equipage Master of this place and the master shipwright of the Company's yard. Who, having carried out all this together with and in addition to the skipper of the provisioning ship Polanen still tarrying over there and the commanders of the vessels belonging under this government, which they found on that keel, have declared in their report, accompanying this in copy, that the defects 0 Cape of Good Hope, 7 May 1750. Repaired. which were indeed found on that vessel were not only not of such significance as its officers had reported in their letter, which also accompanies this in copy, but also that the same defects could be repaired in False Bay without delay in such a manner that that keel could subsequently undertake and continue the voyage from here to the Netherlands with complete peace of mind; and furthermore that they had found twenty-seven packages as well as crates in the frequently mentioned ship Huijgewaard to be somewhat wet on the outside. Wherefore, it was deemed best and most advisable for the service of the Honorable Company that they should have the defects found on that vessel repaired with all possible speed in the manner indicated in the report of the commissioners, how the same are, and thus put that ship into a state ready for departure; likewise further to have the packages found wet aired, washed, dried, and repacked by the commissioners specially appointed for that purpose, according to the state of affairs. To all of which work was subsequently carried out with so much diligence that all of this could achieve its proper completion within a few days, and 181. Cape of Good Hope, 7 August 1750. Matters arranged. and that the ship Huijgewaard hereupon departed from the aforementioned False Bay for the Netherlands on 7 July last. Your Right Honorable High Mightinesses will further please be able to see from the statement provided by the commissioners appointed for that purpose, which is also attached hereto in copy, and how matters were situated with its cargo, that the wet goods which had to be washed or merely aired from the aforementioned vessel consisted of fourteen bales of silk, nine packages of linen, and two crates; and furthermore that from one washed package, No. 169, seven pieces of ditto had to be retained and used for the repacking of the other packages. In our respectful letter of 31 May last, cited in the heading of this, which accompanies this in copy, we gave notice to Your Right Honorable High Mightinesses of the departure from this Table Bay on 2 May prior of the Ceylon return ship De Hercules; return to aforementioned False Bay of the return ship 't Hercules. But now we must state to our regret that that vessel, after having been away from here for about six weeks, returned to False Bay on the 10th of the past month of July. 6 Come. And. From Cape of Good Hope, May 1750. Come; whereupon an inquiry having been made into the circumstances of this incident, and likewise whether any negligence had been committed in this regard by the officers of that keel, it appeared from the outcome thereof that the said officers were not to blame for it, and that this was to be attributed solely, on the one hand, to the headwinds and storm from the north-westerly direction which overtook that vessel the day after its departure from this roadstead and, having remained with it almost constantly, drove it back below this cape as far as the Agulhas Reef; and on the other hand to the breaking below water of its rudder and the sustaining of other damage to its rigging, so that the said ship's officers, in order to be properly repaired of the one and the other, were obliged to enter the frequently cited False Bay, as all this is further evident from the reports accompanying herewith in copy of the seamen who served in the examination of this matter, as well as from the declaration made by the officers of this ship De Hercules.
