Under escort of these humble and very submissive letters, we take the liberty of returning to Your High Right Honourables the ship Roosenburg, laden at the office of Japara with 170000 lb. or 50 coyangs of rice, 500 pieces of mill planks 5 inches thick, 100 pieces of house beams, 200 pieces of half gun-carriage brackets 17 feet long, 12 inches wide, and 3 inches thick, and 1506 canassers or 628786 lb. of powdered sugar calculated gross, and after deduction of the tare of 36 lb. for each canasser, 574570 lb. net, yielding all together a sum of ƒ 47473:11:-. We beg Your High Right Honourables' favorable permission for the write-off of this amount and an expense account amounting to ƒ 1647:12:8, and at the same time that it may not be unfavorably received that we had to let that vessel proceed on its voyage without being further fully laden with timber, rice, or sugar, on the grounds that we did not dare detain the same for the sugar which is still being dried, and besides that, as it could load no timber, we could not have any other products put in to fill it at the aforesaid or any of the other offices, because at the first-mentioned there are no other products in stock except timber, and at the Western offices other ships are already taking in cargo, which we hope will shortly also be richly laden with products.

From Java's East Coast, the 25th of November 1752. until Your High Nobilities shall return; at least we shall leave nothing undone to comply with this, nor shall we fail to dispatch successively the sugar being collected; meanwhile, as the joint suppliers of that sweetness have come greatly to complain to the Lord Governor as well as to us, not only about the excessive tare of more than 36 lb per canasser deducted from them, although including their packaging they weigh no more than 5 to 26 lb, but also that the Japara Resident Kloekhoff on his own authority had deducted from them the 11813 lb of sugar imposed on him for reimbursement pursuant to what was decided in the Council of India on the 17th of July by Your High Nobilities, under the pretext that the aforesaid quantity had to be reimbursed and compensated to the Company not by him, but by the aforementioned suppliers; thus we take the liberty, by order of the said Lord Governor, who completely disapproves of the latter illicit act, to give Your High Nobilities dutiful notice of both matters, and at the same time humbly to beseech that it may please Your High Nobilities through your great goodness to have the entire parcel of sugar weighed there in the presence of impartial express commissioners to settle the disputes that have arisen over its delivery, since the joint suppliers absolutely insist that, notwithstanding the deducted tare, that sweetness was furthermore weighed in generously and amply by the said Resident. Meanwhile we hope that Your High Nobilities will not be pleased to impute this conduct to us, as we had no part nor share in it, and we furthermore very humbly plead—since in the opinion of the Lord Governor the round Spanish dollar can certainly be issued here at 64 stuivers apiece, and we are besides in need of cash both for the purchase of products and for the payment of the troops—that it may graciously please Your High Nobilities to accommodate us with the cash, medicines, and goods, together with the seals mentioned in the enclosed requisitions, while, after offering respectful thanks for the 20000 rixdollars in dubbeltjes sent to us, we take the liberty to subscribe ourselves with deep reverence in all submissiveness, underneath stood: Your High Nobilities' entirely submissive, very obedient and bounden servants, was signed: J. While we furthermore have the honor humbly to request Your High Excellencies that it may please the same to have the deceased Lieutenant and commander of the ship Knappenhoff, Fredrin Alex, charged on his pay account for such goods as, according to the report of the specially appointed commissioners inserted in our Resolution of the 18th of the past month, were found to be missing against the inventory upon the handover of that vessel to the chief mate of the ship Leckerland, Pieter Andreas Lindholm, who was subrogated to him, and to whom we, subject to the approval of Your High Excellencies, have again conferred the command on account of the good testimonies given of him. Regarding the garrison expenses and board expenses that have run excessively high, as well as the rations in the year 1749/50 at the offices mentioned in Your High Excellencies' honored letter of the 5th of December last, we hope shortly to have the honor to be able to supply satisfactory reasons, as soon as the necessary explanations shall have been received from those places. However, although we can easily deduce for ourselves that those debit entries will have been principally caused by the greater number of military personnel whom one had to maintain there in that financial year because of the disturbances, we have nevertheless ordered the heads of those offices to exert their utmost endeavors to reduce all those burdens by half and more, as well as to observe all frugality regarding expenditures, of whatever nature they may be, just as it is and remains our aim through this, were it possible, to give the state of Java a favorable appearance in the trade books, in order to avoid Your High Excellencies' rightful displeasure, into which we now, to our deep regret, must see ourselves fallen again through the failure to send the trade books of the year 1750/51 on time. Petition of the Surabaya and the regents of Passourouang and Bangil for remission of payment of their lease moneys, etc. It grieves us greatly that, despite all serious admonitions, we must still await those books and are unable to compile the statement of accounts of the entire Coast to accompany ours and dispatch it to Your High Nobilities, as well as the answered demand or accurate statement of the products shipped in anno passato, because we must still await the latter document from Tagal and other outer offices, although it has been demanded, without being able to fathom the reason for it. But since an explanation in writing has also been demanded from the negligent residents regarding this, we hope to discover it best upon the arrival of those papers, and we shall then, with the pleasure of Your High Nobilities, have to take such a resolution against those found guilty as will be deemed serviceful to eliminate such negligence in the future. Meanwhile, we shall no longer count the payment to the Susuhunan under the charges, but deduct it from the revenue, in conformity with the venerated order of Your High Nobilities, which we also hope to have complied with, just as we have forbidden the Japara resident from incurring any expenses of importance on the sawmill without special prior knowledge and order, and with the execution of the further commands contained in Your High Nobilities' dispatches cited above and not mentioned here. [illegible] the two last-mentioned petitioners six months, as well as exempting them for that period from their contingent in rice that they otherwise had to deliver, although we nevertheless leave such to the much wiser judgment of Your Right Excellencies, to whom we furthermore cannot fail in duty to report that we, having seen that Major Rheener, during his presence at this office, neither [illegible] the resolutions of the council nor signed the letters departing from here, demanded reasons and an answer from him and the chief regarding that indifferent attitude, as we are unable to understand on what grounds it can be founded, in order that, in case any incongruity might have crept in, we may have the opportunity to remove it properly out of the way. Apart from the aforementioned, we have nothing to report with respect to the East Hook, where everything thus far remains in a tolerable condition; and Sourabaija itself, although it is said that Mancoeboemi's faction is causing some commotion east of Djipan or in that direction, is so far at peace, except that some still roaming mantris of the deposed regent Sittja Nagara, together with the followers of the regent of Malang, now and then cause a stir around Bassourouang, Bangil, and Lamongang and must be checked by the people of Sourabaija, for which reason the rice delivery in those places has not yet been able to make proper progress; nor with respect to any of the other offices, both to the east and the west, where everything is at peace and people everywhere are busy carrying on with agriculture. The collection of the lease moneys from the respective shahbandaries situated eastwards as far as Touban and westwards as far as Lossarie for the current fourth term has so far caused little trouble, notwithstanding that these troublesome conditions of the times have caused trade to come to a standstill everywhere to such an extent that those who until now have been able to support themselves from that otherwise so profitable trade are now forced, for lack of the necessary livelihood, to take up another trade. For which reason several Chinese, assisted by their officers and the principal sugar-mill owners, recently came to address us with a request that, in view of the aforesaid, they might again be granted the use of the following mills, which have been standing idle since the year 1749, namely: Meutor, situated in the district of Samarang. Brambatan and Godong Dowo, in the district of Japara. Krebit, Djabidjo-do, and Majong, in the district of Coedus. Soember, Mankoean, Badoug, and Djapen, in the district of Pattij. However, since a fixed limit regarding the number of these machines in the aforesaid year was established by Your Right Noblenesses according to your highly honored missives of the 25th of April and the 30th of December of the same year, we initially turned down the petitioners. Yet, upon their persistent requests, we undertook to submit this request most respectfully to Your Right Noblenesses, all the more because the privileged sugar mills in the past year produced no more than a quantity of merely 5305 piculs, and their owners have given us the assurance not only that such a favorable license would not be disadvantageous to them, but that it would be advantageous to the Company, since all the sugarcane growing far and wide, which cannot be brought to their mills without great effort and expense, could otherwise not be ground to good use. Consequently, we shall await Your Right Noblenesses' favorable decision regarding this matter. And meanwhile proceeding to the servants: we take the liberty, after the first undersigned has expressed his humble gratitude to Your Right Noblenesses for the continuation in his governorship, and the last for his confirmation in the secretariat, as well as the Captain of the Chinese Nation, Oeij Tjeurong, for the promotion to that capacity, to respectfully inform you hereby that since our last formal reply was sent, the following military personnel have passed away: Captains Jan Phillip Herleijn and Dirk Ferdinand van Aar, Lieutenant of the Dragoons Francois Braillard, as well as Cornet Sebastiaan Valepage, and Ensigns Jan Andreas Vrijbergen, Jean Baptist Dirksen, and Otto Matthijs Wild, as well as the Train Master Christiaan Meute; and that we have assigned the function of the last-named Train Master to the Junior Merchant Matthijs Frederix Hemsing in the pay office, considering not only that he can be employed therein without hindrance, but also because he already performed that service during the last campaign. Meanwhile, as the Major of the Corps of Dragoons, Jan Diederik Hoff, on account of his infirm condition and the resulting inability to perform that service, comes to request his release to the Netherlands by the enclosed petition to Your Right Noblenesses, and in such an impending change the necessary resulting arrangements among the officers of that Corps, as well as the Infantry, can suffer no delay, we take the liberty in all respect to submit herewith 17 petitions, requesting: In the first, the senior Captain of the Corps of Dragoons, Jan Jurgen Feber, to be permitted to advance to Major of the same Corps in place of the departing Major Hoff; the senior Lieutenant of the said Corps, Christiaen Frederix Adolph van Haijn, who has administered the company of the fallen Captain Wouthier for so long, to obtain the capacity of Captain of the very same company; the Lieutenants Jan Jacob Steenmulder and Dirk Willem Blanken for the vacant company of Captain Abrahams; and the Surgeon Major Casper Christoffel Jahn upon vacancy for the company of Captain Feber. With respectful reference to our humble letter of the end of last month, we now have the honor, under cover of this letter, to return to Your High Noblenesses the ship Sijbecarspel, which has been laden at the residency Qualladamax with timber to the amount of ƒ2419:4:—: for the write-off of which we implore Your High Noblenesses' high license, as well as for that which has been furnished to that vessel both at that office and at this main office to the debit of ƒ1196:11:—, with which we now take the liberty to send up, for the esteemed disposition of Your High Noblenesses, the seven Madurese by name Soemanagara, Wadjing Kana, Aria De Coesoema, Radeen Baskara, Wiera Lasana, Maas Moela and Wieracara, who were all mentioned in our humble letter of the 31 August last, and of whom the first six were condemned to be banished for life and the last for eight years to such place as Your High Noblenesses shall see fit, by the Court of Justice of this government on the 14 June prior, being accompanied by a certain orphan girl named Cornelia Cuel, also mentioned in our above-mentioned dispatch, in order to be placed, at the pleasure of Your High Noblenesses, for the period of twelve years in the spinning house so that she may earn her livelihood therein with her hands, according to the verdict of your above-mentioned judicial council dated 19 April of the past year, which we have already had the honor to dispatch under date of 31 August following among the further papers to Your High Noblenesses, upon whose high approval we have placed in command of the bringer of this dispatch the Captain of the Marines Hendrik Smit Jansz, in place of the master Christiaan Albertsz, whom, on account of his offensive and scandalous behavior, regarding which we have demanded an accounting from him, we agreed in the session of the 2 February last to relieve from that vessel to prevent all disasters that were to be feared from his bad treatment of the common crew, and also for the present to retain of the same the two mates Jacobus le Febri and Nicolaas Hoedemaaker, because the master appeals to attestations to be granted by them for his discharge, wherefore the command of that vessel could not well be entrusted to anyone else than the above-mentioned Smit, who nevertheless has been subject to many corruptions in the train, and for which reason we respectfully request that it may benevolently please Your High Noblenesses to confirm him therein, retaining his present rank of Captain, while in the meantime we have the honor to subscribe ourselves with deep veneration in all loyalty and submission below Your High Noblenesses' entirely humble, very obedient and duty-bound servants.
