In the Lord's Most Holy name, His Honour opened this session by speaking initially about the dangerous conjuncture of times currently being experienced; and presented in this regard particularly the discord that had resided for some time between the Nabab Sebderchan and the Cidio Havis Masoetchan, and had now reached such a point that these two mighty parties were making all preparations against each other to cause their enmity, conducted in secret for so long, to burst out into an open rupture, which one had to fear, not without reason, was about to happen at any moment, since powder and lead had already been distributed to the warriors on both sides, and everything had been prepared to attack one another. On the part of Governor Sebderchan, matters were only being delayed in order first to bring inside the 10,000 Sewase warriors promised to him, since the said Nabab had stipulated for them in a secret contract made with the Sewas General Batjetrouw, for the foundling named Sieda, Bauwa, or Ballerauw, and the said General has also promised to assist him therewith as speedily as possible; with the intention of attacking the Sidie Havis Masoetchan and, if possible, overpowering him as well as the Castle, with a further declaration that these already promised troops were actually on the march, and a large portion had already approached close to Souratta, and therefore it was to be feared, not without reason, that this rupture would drag in its wake a considerable bloodbath, From Souratta, dated 16 December 1753. Consequently, it was also necessary that all possible precautions be taken on our part, and particularly that we should reserve for ourselves to embrace neutrality to the utmost of our power, give neither of the two parties cause for offense, much less subject ourselves to the fickle fate of war, but rather to be on our guard, in the event of general robbery and should we also be assaulted in such an event, to be able to protect the Company's money and goods. Upon this proposition by the Director, the Council was of the opinion that neutrality would in any case be the most advantageous for the Company, in so far as we, once that fire had started, would be able to maintain that useful point according to our wish, and instead of that not be forced very inopportunely to choose a side, as in the year 1732; but that one should try, with God's help, to arrange matters so as to remain by ourselves, and to preserve the Company's cash and merchandise. This was then unanimously resolved, and it was established to leave the arrangements regarding this to the good management of the Director. Thereafter, further discussion took place and the members were asked their opinion as to what they deemed better: whether, as soon as this revolution began, to close off the Lodge all around, as was done in the year 1748, or rather to leave the roads open to everyone, as we had now done in the most recently passed war. This point, regarding which there was much to be said for and against, having been taken into careful consideration, it was first taken into account that, if we were to close off the entrances and one of the two parties, being engaged in battle, wanted to pass this way at all costs and force the garrison, we would then be compelled either to repel them by force or to let them through. In the first case, we would immediately be declared their enemies by such a party and assaulted, and in the second case, or upon letting them through, we might indeed be regarded as their friends, but on the contrary as enemies by the other party; along with a justified complaint on their part that, having relied on our declared neutrality, they had now experienced the contrary by our giving their opponents the opportunity and opening the way to surprise and damage them in an unexpected manner; with yet other inconveniences that could arise from a closure; whereas,

From Souratta, dated 16 December 1753. if one, on the contrary, left the road open and gave everyone their freedom, no one could come forward with such an action, nor did we need to subject ourselves to this or that beyond taking care of our own interests; therefore, after mature deliberation on this matter, it was resolved, in order to avoid all offenses as far as possible, to leave the passages open everywhere, the more so because the Lodge is defensible enough to be able to ward off a roving band of scoundrels who might intend nothing other than to commit robbery in passing. Following this, in continuation of what had been presented, it was further taken into consideration whether, if this upheaval were to have consequences, one should not determine that not only would the gates be closed and the supply of grain prevented from the outside by the sewvas, but all the shops inside the city would also be closed, and it would then be impossible to obtain any provisions for the maintenance of the garrison as well as other servants, together with native soldiers, and even less firewood; thus the Lord Director submitted for consideration whether it would not be of the highest necessity to provide quietly for provisions for 300 heads and 6 months, in order to make good use thereof in the direst need when nothing more for maintenance can be obtained, since one had to consider it certain that this revolution, which was principally aimed at capturing the Siedie Masoetchan in person and also the Castle, would not cease so easily, but will be of long duration, in so far as it is not settled in one stroke with the cutlass in fist, as the saying goes. The Council was of the opinion on this point that this precaution had to be taken of necessity, if one did not wish to see in such a case that our own servants, through starvation, would come into opposition, indeed, proceed to extremities that would be entirely disagreeable to us and would have very detrimental consequences; thus it was then resolved, in fulfillment of what was necessary, to leave the management thereof to the Lord Director, also, if necessary and matters being disposed thereto, in order to offer the necessary resistance against unexpected assault, regarding which we could be as little certain as others, to recruit as many native soldiers as shall be required, although no reliance can be placed on them: which the Lord Commander accepted with the assurance not to proceed thereto except in the direst necessity, to spare the Company expense. Having spoken in passing here before regarding the embracing of neutrality, as a continuation thereof it was further taken into consideration the consequences that one would see from this rupture, in so far as the requested 10 to 12000 Sewase troops, who were already on the march, were admitted by Governor Sebderchan and drawn around his Durbar, and consequently then also because of the vicinity behind and virtually all around the Lodge would become occupied, and accordingly we also had to foresee and count upon that an unruly housekeeping would inevitably be kept by those people and that they would act no less arrogantly, even though we live in good harmony with their master, yet quite easily some disturbances could arise through the actions of the common people, indeed, go so far that one could very suddenly even get into actual hostilities with the Governor, the more so if the whim should plague him to seek an opportunity to get the Dutch on his side by force, in order to assist him with arms: thus the Lord Director submitted to the members for consideration what one should best take in hand in such a case, although contrary to expectation, since the difficulty of proceeding thereto was far too great with respect to the Castle, because the Lodge, being no further than a generous musket shot from it, lies completely open and exposed to that fortress, so as to be shot into a heap of rubble in a short time, being in itself old and dilapidated, and which would undoubtedly also follow as soon as the least movement were made by us to assist the Nabab, and then also no one would be able to endure in or near it, but would have to take flight altogether, without having any other rendezvous for us nor an opportunity to be able to store the master's cash and merchandise; and in case

From Souratta, dated 16th December 1753, had taken by Madam the Princess, also posited as certain that everything could indeed be executed and justice and law administered in the name of a person (though a minor) to whom loyalty had been sworn, since everything had to be performed on behalf of and in the name of the Hereditary Stadtholdership, which dignity the Prince actually held, and Madam the Princess, as stated, only governed in the name of and on behalf of the young Prince, from which it then followed that all addresses had to be directed to the young Prince, for although his minority did not yet permit him to undertake the administration of affairs himself, this nevertheless did not prevent law and justice from being administered in the name of His Highness as the holder of the dignity, and not being named as such in the papers. And regarding the order of Their High Mightinesses mentioned in the said extract, some members were of the opinion that it did not extend further than the naming of Her Royal Highness in papers and matters of the state and concerning justice, because it was expressly specified in the oath, and consequently the order remained confined thereto, judging that otherwise such would have been ordered generally and not specifically. Having discussed this for some time further, but their opinions being unable to be reconciled, the Lord Commander proposed to request further elucidation thereon from Their High Mightinesses, so that in the course of time no further mistake should be made in so delicate and important a matter. From Souratta, dated 16 December 1753 From Souratta, dated 16 December 1753. the fear thereby conceived by the merchants of a general robbery, as well as the approaching Sewase troops, had rendered them unable to send anything, nor did they have the least hope that these troubles would cease, but rather might erupt into a harmful revolution, wherefore they had also requested that a period of three months be granted to them for the payment of the aforementioned goods; this matter having been discussed and subsequently taken into consideration, that it was better to relinquish them than to retain them, since abundant merchandise was to be expected again with the upcoming ships; it was then unanimously resolved to relinquish the same and to grant them the deferred payment of three months. Right Honorable, Commanding Sir, The undersigned, the Company's brokers Roederam Ruydas and Mantserge Gorsedje, inform Your Honor with all due respect that from the 5th of February of this year until the present date, being fully six and a half months, they have purchased merchandise from the Honorable Company to a very considerable capital amounting to ropias 1,163,655, and have successively paid toward the contracted entries to be settled in the main treasury by the end of August an amount of ropias 814,255, besides an approved deferred payment of ropias 241,551 13/4 also under the end of August, which was brought into the treasury in cash, amounting to ropias 1,055,786 2/4. And as the sum of ropias 220,000 is still lacking from the said capital, we very politely request that we may be granted the time of two and a half months to discharge that amount, in consideration of the misfortune that the rainy season began at least half a month earlier than expected and persisted unceasingly with continuous driving rain for a full month, whereby the transport of merchandise in all directions suddenly came to a standstill, whereas one had otherwise hoped that in that interval most of the outside merchants would have departed by the overland route from here to their localities with their required goods. Furthermore, the threatened outbreak of a bloody war between the Nawab Safdar Khan and Sidi Masud Khan contributed extraordinarily to a decline in trade, because everyone was more intent on securing their money and goods than on trading. All these inconveniences have consequently caused the undersigned to be left with a good portion of merchandise stored in the Company's warehouses, still unweighed, to a capital of ropias 366,800. And since the Honorable Company already holds so much more in its power than the amount of our debt, we live in the hope and expectation that this our respectful and also reasonable request will be most favorably granted. The undersigned Commissioners overseeing the construction of a new stone revetment along the river side of the Honorable Company wharf in Sengie Bander respectfully serve Your Right Honorable Worships with this report: that between the start of that work and the halting of the same by the Moorish Government, various goods have run in their booklets which through use and long lying in the warehouses and sheds have become completely spoiled and rotted, yea even unfit for any further service; likewise 589 moedas 45 small baskets of coarse lime to an amount of ro/a 4126 3/4, which according to the report of several master masons is completely no longer usable and has become powerless through long lying in the sheds, and regarding which we humbly beseech Your Right Honorable Worship that a decision may be made on how to act therewith. 279 From Souratta, the 16th of December 1753 From Souratta, the 16th of December 1753 as he needed some money in order to marry off his two youngest daughters properly, regarding which, for the sake of the reasonableness of this man as well as in consideration of the services he had rendered to the Honorable Company on some occasions, no objection was made, but he was granted permission to receive the next four years' house rent in advance, all the more since there is not the slightest likelihood that the Honorable Company will vacate from there within that time. Subsequently, His Honor proposed that it was now becoming time to dispose of the post of second merchant of the subordinate office of Brootchia, which was declared vacant by the Resolution of the 31st of March last; declaring at the same time that the bookkeeper Christiaan Heydeman had offered his services for this, against whose person and conduct there being nothing to say, His Honor put to the vote whether one should confer this upon him. The members having no reasons to declare themselves against him, the said Heydeman was unanimously appointed second merchant of Brootchia, and he will have to depart with the vessels that will be sent thither as soon as the cotton yarn is ready, and the second merchant currently there, Carel Hen, after the transfer is completed, is to return hither with the same; His Honor having noted on this occasion that a bill of exchange amounting to Ro/a 1000 had been remitted to Brootchia for the payment of the rent of the lodge and other annual and daily expenses. Further, there was brought to the table the request of the Commissariat to obtain a fixed regulation for the office at Mandur, according to which the officials residing there may conduct themselves. It was therefore unanimously resolved to appoint such a person as chief there, and respectfully to inform Their High Excellencies concerning the situation and advantage of that place in our outgoing letter, as well as to demonstrate the necessity why, in accordance with their order, no bookkeeper could be sent thither, in the hope that those high rulers will be pleased most graciously to approve this our action, and make Ketsmandugj a permanent residency. This having been established beforehand, His Honour declared this post vacant, whereupon the junior merchant and secretary of policy Willem Blaaukamer immediately offered his services for it. This request having been considered by the Director, and no one having any objection to his person, he was unanimously appointed as chief of Hetimandus, and his post of secretary of policy having thereby fallen vacant, the junior merchant out of employment here, Otto Hendrik Ruperts, requested to be allowed to fill the same. This was likewise granted to him unanimously, so that both persons were congratulated on their acquired posts, subject to the further and favorable approval of Their High Excellencies the Lords of the High Indian Government, and in the hope of obtaining the same most graciously. The first-named, after having made the transfer to his successor, shall have to depart thither with the vessels that are to be dispatched to Mandus in the coming month of October with a small cargo. Upon the request and the cited reason of necessity presented by the junior merchant and acting Manduien Commissary Johannes Sanderus to have a second person at Mandui under equal accountability, in order to accept and pack the returns at Nauwa Negger, where they are mostly collected, His Honour asked the members whether they did not also judge it necessary to place a person there as second under equal accountability. This being unanimously so judged, it was taken into consideration whom one should choose for this, and after much deliberation, the former second factor from Brootchia, Carel Hen, came into consideration, he being a man who has some knowledge of linen and is proficient in the Moorish language. For this reason he was consistently appointed to the post of second at Manduis, to sail thither with the first departing vessels alongside the chief. However, the request made by the Senior Surgeon Hendrik van den Casteele at Manday to be relieved from there and to repatriate, as well as that of the Corporal Christiaan Logeman, who was employed there by the Commissary Sanderus for clerical work, to be promoted to Assistant, could by no means be granted to the petitioners as yet. The reason being that the first-named, now having some experience there, is capable of rendering greater services than others who are new, in addition to the fact that there is no one to send thither, and that place, being far distant, cannot possibly exist without an assistant surgeon. For this reason he will have to continue there for another year. And regarding Corporal Logeman, his request could likewise not be condescended to at present. Thus, for the time being, their requests were declined, with the understanding that in due time reflection will be made upon them according to their merits. And crossing over to Domes, one must steer somewhat more southerly than before, or directly toward the large round tree standing on the shore or in Biempoer near the Temple, retaining then not less than 10 to 9 feet of water; from Domes between the sea banks there is virtually no difference compared to the previous year, only a small washed-up shoal, a cable's length from the high bank, or from the said large tree WSW 1/2 S and from the Domes well W by S. As regards the North Sea banks, I have perceived little or no change therein, except that they have decreased rather than increased, since we found by sounding that when we had the Tower of Sualij to the NNE and the large tree on Biempoer to the ENE by E, being then close under Sualy, we still had 7 1/2 fathoms on sandy bottom; thus it is certain that the North Sea banks have greatly decreased.
