From Souratta, the 16th of December 1753 26 chests brought with the Admiraal de Ruyter io No. 100 Eden And after completion of garbling are found good lb 3789 lb 3576 1/8 damaged by mites 48 lb 3797 7/8 thus it appears that there is an overweight of 1 1/60 per cent or lb 5 1/8 Giving the 3 parcels an overweight of 1 1/64 per cent or lb 378 3/16. Furthermore were read two submitted memoranda of the warehouse keeper, containing the calculation of the underweights or percentage, allowed to him on the Batavian and Chinese merchandise weighed out in the past book-year, by the received general Regulation of the 15th of August 1752, as well as by several resolutions of the Political Council here; which having been found in the required order, it was agreed to let the amount of both be paid to him from the Honorable Company's Treasury, under deduction of the just previously mentioned 14000 pieces of false Pearls from China, and to insert this Memorandum Memorandum of such calculated underweights as by the general Regulation received this year from Batavia and by the successive Political Council resolutions here have been granted to the Warehouse Keeper to be deducted, on the merchandise to be mentioned below, which in the last book-year 1752/1753 were successively weighed out, as follows turn over

The affairs of trade having been brought thus far that the permitted percentages for the servants could be calculated, the Lord Director laid before the Council the ordinary distribution made into the classes over a capital amounting to Ro/a 54869 3/64 together with a memorandum showing from where that capital had been derived, and the said documents were reviewed, and it was thereupon agreed to let the distribution take place conformable to the said statement, provided that beforehand the customary oath of faithful administration and conduct of the master's affairs was taken by the Lord Director and the other members of the Council as well as by the junior administrators, as was also done during this session; and furthermore agreed to give notice of the resolution taken to the senior Factor of Broach Johannes Santerus, presently on commission at Ketsmanduis, as also to the resident Bookkeeper there Jan Vincent and the Broach Second Carel Hen, in order to send over the required certificates for the purpose of obtaining their portions. A memorandum of such merchandise as he was unable to sell at Mocha, with the expenses incurred thereon. Invoice of such cash and goods as are laden on the return of said vessel for the account of the Honorable Company. An expense account charged to the ship De Liefde during its stay at the Mocha roadstead, and finally. An account of the tolls paid for the export of the cash taken along on freight from there. Honorable, Respected, and Worshipful Commander, It was on the 4th of the past month of April that I had the honor, being provided with all necessities, to receive my dispatch from Your Honor, and on the 6th thereof I left this roadstead in the company of two Moorish ships and undertook my voyage to Mocha, where on 14 May past, without having had any encounter worthy of mention, I arrived, finding lying there at the roadstead the Honorable Company's ship De Hoop, commanded by Captain Wargijn, besides 4 English, 1 French, and one Portuguese ship, as well as several native ghurabs and other vessels. The following day, being 15 May, I made my arrival known to the Governor of the town through an officer, and went ashore in person the next day, being received by him with much cordiality, and at the same time promised that I would enjoy all assistance. That the sale of the piece goods given to me was so uncommonly poor originates not only from the arrival of the multitude of ships and the consequent importation of an extraordinary quantity of piece goods in assortment, but principally that the English Company's ship already in the beginning bartered its entire cargo below value and below custom for coffee, whereby all at once the market became ruined; added to which the Hindu merchants, who this year brought more than usual, indeed up to the number of 25 vessels to the market at Mocha, in order merely to get cash in hand, sold off their goods by the ell, so that most merchants were obliged to store their merchandise in warehouses, and, as I have already noted, entrust them to others for sale. I have also, in accordance with Your Honor's esteemed orders, exerted all my power to persuade the Governor to desist from taking the well-known 7 percent toll from the merchants who bought goods from the Honorable Company, but this met with no success whatever, as that ruler answered me that such was taken not only from the Netherlanders, but from all European nations to whom they sold their goods, and that this was also registered in the King's books; thus in this matter I was as little able to succeed as in obtaining anything toward the deduction of the royal debt, since the Governor, when I pressed him strongly for the payment thereof, replied to me that as soon as one exhibited the original bond of debt to him, and he could see how much that sum still amounted to, and therewith inclined...

From Surat, the 16th of December 1753 was inclined to purchase a shipload of coffee, and that he would not fail then to pay off this debt; and although I proposed to him that provisionally the customs duty on the merchandise to be sold might serve to reduce this debt, he had no ear for this either, but excused himself on account of the bad trade currently experienced and the small revenues caused thereby. The same is the case with the debt of Hassem Jessoes and Cassein Tsabelti, since those people are in such a deplorable state that they do not even possess the means for their necessary subsistence, so that in my opinion, Honorable Sir, the Honorable Company will obtain little of these funds. To obtain money on freight I have made every possible effort, and took in hand the means prescribed to me by Your Honor to facilitate this, but this likewise did not turn out as wished, since the bad trade was the principal cause thereof, whereby most merchants were forced to leave their goods unsold at Mocha, and thus had almost no cash for transport; however, in proportion to other nations I have no cause to complain, since they, compared to earlier times, also brought back little or no specie. I would not have failed, in accordance with Your Honor's given order, to exchange so many gold ducats at the prices prescribed to me, or to have the same serve as payment for the merchandise sold, but this point could not be carried out, partly because the Jeddah traders, from whence that specie must be brought, had not yet arrived upon my departure from Mocha, and partly because the Kathmandu merchants exchanged all this coin that was still to be had at Mocha for 4¼, 4 1/16, and 4½ rupees per ducat, and thus far above the price set for me by Your Honor. The purchase requested by Your Honor of the mocha, olibanum, and liquid storax, I could not possibly effectuate, since the mocha was very scarce on account of the internal troubles, and our people had bought the same for 9 Spanish reals and 4 cabiers per frasel of 28 lb, thus far above the price set by Your Honor; and the olibanum and liquid storax, due to the non-arrival of the Jeddah traders from whence these requested gums must come, were not to be had at all. As regards what Your Honor ordered concerning the receipt of the Spanish reals, I could make no change herein, and had to receive the same not according to the Surat tola weight, but according to the custom of the country. 355 Surat, the 16th of December 1753 From Surat, the 16th of December 1753 Subsequently, a report was read from two specially commissioned Council Members, who witnessed the weighing with the Honorable Company's Tola weight of the 8,090 Spanish reals or Imperial dollars and 55 cabires brought along recently from Mocha by Captain Joachim Outjes, and found an underweight of 100 reals and 11 cabires, or 1¼ percent short; but who, upon the presentation of a declaration given by the first supercargo over the trade in the Red Sea, stating that this coin is accounted for at Batavia and in the books according to the mark weight, found upon re-weighing with that weight that it agreed well, as further appears from both documents inserted here. To the Honorable, Respected Johannes Pecock, Director and Supreme Commander of this Directorate. Honorable, Respected, Sovereign Lord. Pursuant to Your Honor's esteemed verbal order, we, the undersigned political Council Members, in the presence of the Honorable Jan Drabbe, Second and Head Administrator, and the Honorable, Valiant Sea Captain Joachim Outjes, proceeded to the Honorable Company's main money treasury, and there witnessed the weighing by the money changer Narendas Laaldas, using the Honorable Company's calibrated Surat Tola weight, of the Spanish reals or Imperial dollars brought along from Mocha by the said Captain on the ship De Liefde, 8,090:53 in 16 bags of 500 each and a remainder of 90:55 cabires, which contained 19,227¼ tolas of 32 waal or 7,990:44 Spanish reals of 77 waal; thus an underweight would have been found here on the cited Spanish reals of 100 Spanish reals or Imperial dollars and 11 cabires, or rather 1¼ percent short. Whereupon the said Captain showed us an attestation, which we examined, from the first supercargo over the trade in the Red Sea, Gerrit Zeeman, from which it appeared that the Spanish reals or the Imperial dollars are accounted for or accepted at Batavia and in the books at no more than one hundred and seventeen marks and one ounce per thousand such reals. Whereupon we weighed the same anew with the mark weight and found it to agree well therewith. Their High Nobles, under transmission of the aforesaid report and further papers pertaining to that matter, to render a proper account thereof at the first opportunity, and at the same time to make a request that it may please them, for further elucidation, to cause an inspection to be made in the books of the burgher and merchant Bernardus Sonsermans at Batavia, having been the authorized agent of the said van der Laar, to see whether the listed goods were also received by him at that time for the account of the more-named van der Laar. Thereupon was resumed a report submitted by the Honorable Head Administrator Jan Drabbe concerning the defective goods found in various administrations as of the end of August of the current year; which it was deemed fit, according to custom here, to insert, with the disposition made in the margin for each item. To the Honorable, Respectable, Valiant Johannes Pecock, Director and Supreme Commander of this Directorate. Honorable, Respectable, Noble Lord, The inspections made by the express deputies of the subordinate administrations, together with the reports delivered by them thereof, having been exactly reviewed and checked against the trade books by the undersigned Head Administrator; the same accordingly serves hereby as a respectful notice that the following goods were found in the administrations to be named, with the defects noted therewith; namely: With the Warehouse Master To be sold at public auction: 52 3/4 ells of black velvet, faded into mouse-gray. 50 ells of gold-yellow cloth, with some stains inside. 462 pieces of quill pens, so damaged by the worm that they are of no further use. 4 1/2 pieces of old sail, entirely unserviceable. To write off to Profit and Loss: 246.5 small handspike beams, 8 pairs of 4-lb. pincers, and 73 lb. of nails. Finally, they reviewed a finding of the surpluses and deficits, which, upon the inventory taken on the ultimate of August last in the administration of the Warehouse Master, were found to be: 4 lb. cloves, 2 lb. nutmegs, 1 lb. mace, 4 lb. cinnamon, 340 lb. powdered sugar, 100 candy of sugar. All of which was approved, being surpluses, to be entered into the books in favor of the Profit account. It was resolved, on the other hand, to have the following deficits compensated: In the administration of the Equipage Master: 161.5 teak boards of 1 to 1.5 inches, 103 lb. of steel. However, the following goods, having drifted away during the last extraordinarily strong runoff through no one's fault, according to the declarations provided thereof, are to be written off in the books, namely: 1 fore-yard, recently purchased, 2 Batavia anchor stocks, and 1 topsail yard of the burned vessel De Speelman. From Surat, the 16th of December 1753 From Surat, the 16th of December 1753 in order, notwithstanding our neutrality, to undertake something to seize such a rich prey, which we would not be in a position to avert, even if we, as honor- and duty-loving servants, sacrificed everything for its protection according to the resolution taken to that end; whether the utmost prudence in this matter would not require that in such uncertainty, one should at least attempt to save a portion of the funds, while there was still an opportunity to do so, by securing them in the Company's vessel De Liefde lying here in the roads, the more so because one was obliged, according to high orders, to set aside Ro/ 200,000:— for Malabar, to which could also be added such a sum for Batavia as should be deemed appropriate. The members having been convened by the Honorable Director and having appeared, His Honor communicated the arrival of the ship Bloemendaal here in the roads, as well as the reported arrival on the same of the Honorable Johan de Roth as Director-elect of this direction, as a letter written by His Honor the latter stated, after the reading of which it was agreed to send the members of this meeting, namely the Merchant and Fiscal Marten Huysvoorn, the Junior Merchant and Warehouse Master Jan Anthonij Sweers de Landas, the Junior Merchant and Cashier David Kellij, and the Junior Merchant and provisional Secretary Otto Hendrik Ruperti, immediately with the small vessels and other craft on board the ship Bloemendaal to fetch the Director-elect from there, while the Honorable outgoing Director took it upon himself to have everything prepared ashore in the meantime for a stately reception of His Honor. From Souratta, the 16th of December 1753 From Souratta, the 16th of December 1753 not only concerning the misfortune that befell the above-mentioned ship, but also regarding the forcing and plundering of the money chests, as well as the abandonment of the ship and the skipper, and the failure to make the necessary efforts to retrieve and save the remaining crew from the wreck, the repeatedly mentioned Pieter De Bakker, as well as the 20 common sailors and soldiers saved with him, should be examined closely. Whereupon, the aforementioned report having been read and everything maturely considered, it was approved to instruct the Merchant and Fiscal Marten Huysvoorn to investigate this matter earnestly in the proposed manner and to submit a written report of his findings as soon as possible, so that a further decision may then be taken thereon, as well as regarding the search for and recovery of the sunken specie and the artillery, and the necessary measures for that purpose planned in time. The well-mentioned Lord Director also produced a dispatch of the 3rd of this current month, written by the Portuguese Captain Pristro Pereira Coutinho to his Honour from Daman, making known that, by order of the Captain General of Mozambique, Francisco de Mello de Castro, he had brought with him from there a soldier from the aforementioned wrecked ship Bredenhof, and handed him over to the naval Captain Pedro de Costa Bonicho to deliver him here, as has also been effected by the latter, who commands the Portuguese frigate Malaija which recently arrived in this roadstead. The first-mentioned Captain thereby also gave to know that there were still 111 Europeans in Mozambique who were saved from the aforementioned vessel, requesting that the necessary orders be given for their retrieval and transport hither. Thereupon it being put to the question whether, in compliance with this reasonable request, one ought not to consider an expedient to retrieve the above-mentioned unfortunate crew members from Mozambique, and thus preserve them for the service of the Honourable Company, as well as on that occasion to attempt to search for the specie and artillery cast overboard, since, as is said above, the chief mate Pieter de Bakker, both verbally and in his report, gives hope that these can be found and fished up again, so that, if possible, such a considerable capital may be restored to the Honourable Company; it was thereupon provisionally resolved that one should endeavour, by finding an appropriate means, to put this into effect in due time. After this, they proceeded to the reading of the orders contained in Their High Noble Lordships' venerated dispatch dated the ultimate of July last, or accompanying the same, and firstly that, in view of the fall in prices of raw linens in Europe, one shall desist from further collection of coarse cloths here, and cease the progress thereof insofar as it has not yet been done; it was resolved to have no more linens of the countermanded assortment manufactured until further orders, but to send those already collected and accepted pursuant to the requisition, and to have the necessary orders dispatched in that regard to the subordinate offices. Likewise, it was resolved most obediently to conform to the respected order of Their High Noble Lordships of the 11th of May of this year to surrender 100 lb of bar iron henceforth for no less than f 17:—, and to endeavour to sell that metal for a higher, but not for a lower price. As also dutifully to follow, and cause to be followed, as far as possible, all further orders newly given or renewed by the High Indian Government, and to that end also to cause the necessary extracts to be delivered to those whom it concerns. The Lord Commander finally informed the meeting that the vessels destined for Ketsiandus and laden with the required merchandise had left the Souratta roads on the 11th of this month, having departed with them the junior merchant and elected chief of that new trading post, Willem Blaaukamer, together with the assistant Walter Scholten, whom His Honor, at the request of the said Blaaukamer and due to awareness of its necessity, had seen fit to send with him to perform the clerical work; also that the following day, or the 12th, the small vessel Batavia, with the horij De Lastdrager and the war galivat De Suttanpoerse Coelij, had set sail for Brootchia for the transport of the provisional bookkeeper and new second factor Christiaan Heydeman with his family, the first-named being expected back with a cargo of kapok, cotton yarns, linens, etc., and the latter with the bookkeeper and former second of Brootchia, but now appointed second of Ketsiandus, Carel Hen. His Right Honor also announced that the gunner Christiaan Ritz, of Dantzig, who had been loaned to the private trade, had returned from it and entered into the Honorable Company's service again, to perform his duty henceforth in the same capacity on the ship De Liefde and to sail with it to Batavia. Right Honorable, commanding Lord and Gentlemen, Pursuant to Your Right Honors' highly respected orders, by resolution of the 18th of October last, the undersigned fiscal has, by interrogatory, meticulously heard, examined, and questioned the chief mate of the wrecked ship Bredenhof, Pieter de Bakker, along with 17 common crew members who arrived here with him per the Swedish ship De Prins Carel, as well as a soldier who was brought here from Mozambique with a Portuguese frigate, on such points as he has the honor to present respectfully to Your Right Honors herewith; and could learn nothing else from those crew members than that, on the 6th of June of this year at half past five in the morning, without having previously seen or noticed any surf, due to calm and heavy currents at the north latitude of 17 degrees and 10 minutes, they became stuck between the rocks; that they subsequently used all means to get the vessel afloat again, but seeing no chance of this, the second mate with the barge and boat, which they had put out for that purpose, was driven by the heavy surf from his kedge anchor to the nearest shore, and coming on board again a few days later, a resolution was taken in the ship's council to let the chief mate Bakker or the captain go over into the boat; that the crew then would not permit the captain to leave the vessel, but did permit the chief mate, who was dragged into it through the surf with a lead-line; that shortly thereafter the weather became very tempestuous and the surf came through so strongly, causing the boat to be driven from its kedge anchor and lost from sight of the wreck, and finally, after much hardship, came on board again a few days later; that the chief mate indeed attempted to rescue the captain and other crew members, but that the heavy weather made this impossible; and finally that they could state with no certainty by whom the money chests had been forced open or despoiled, nor by whom the five pieces of bar silver, which they found in the boat, had been placed into it; but indeed that these, along with a silver pocket watch and a pair of gold breeches buckles, were taken from the chief mate Bakker by the princes of the islands of Mohilla and Johanna. And whereas the answers given by the common crew to the questions of the undersigned do not in any way contradict those of the aforesaid chief mate, but fully corroborate what he has submitted in his defense, the undersigned is of the opinion, as long as there is no further information or indications against him, that no errors exist in his conduct.

Hoping hereby to have fulfilled the intention of Your Honorable Worships to satisfaction, the undersigned remains with high esteem, beneath stood, Honorable Worshipful, Commanding Lord and Lords, lower, Your Honorable Worships' obedient and faithful servant, was signed, Huysvoorn, in the margin, Souratta the 3rd of November Anno 1753. After resumption of these documents, it was approved to accept the above report as sufficient in so far, but nevertheless to order the said Fiscal to properly re-examine the aforementioned interrogatories under presentation of oath, in order to be sent with the annexes to Their High Mightinesses. It was also agreed to readmit the said crew members together anew into the Honorable Company's service, each in the same capacity which he previously held, and seeing that the ship de Liefde is short of hands, to place the same on that vessel to reinforce the crew, with the exception of the chief mate Pieter de Bakker and two men of his choosing, who he considered to have the most and best knowledge of what occurred, who will be retained here to be employed in due time to search for and point out again the sunken cash funds. On that occasion, the matter of fishing up the cash chests of Bredenhof thrown overboard came again on the carpet, and deliberation having been held over the measures that ought to be devised to that end, it was, after having previously established to take a chance, in order to attempt, if not all, at least to recover a part of what was lost, submitted for consideration, whether one should hire a native vessel for that purpose, or rather use one of the Company's own vessels, and what kind, for that expedition; the decision falling, after much exchange of arguments, that it would be disadvantageous for the Company in all respects to hire a vessel, since one would have to pay a substantial sum for it, while it still remained uncertain whether one would find so much again as to make good those expenses; and that, the Honorable Company having vessels at hand that are capable of it, or can easily be made so, it would be unjustifiable to reject that means, although the most natural and easiest, the more so since Their High Mightinesses having recently ordered to employ one of the smalschepen for the voyage to Persia, and the rigging therefore necessarily serving to be altered, one can in the meantime make use thereof for the proposed purpose. Furthermore, the smalschip de Jonge Susanna was chosen for this purpose, and it was resolved to have the same adapted to carry a boom sail instead of a gaff sail, in order, as soon as the monsoon will be suitable for it, to send the same from here directly to Mozambique, to take on board all such crew saved from the ship Bredenhof as will still be found there, in order subsequently to seek out the place where the said vessel ran fast and remained among the rocks, and to leave nothing unexamined there for fishing up again the aforementioned cash funds. Serving to that end, the second mate Arij Fransz, appointed to this direction, will hold the command, and it will be earnestly recommended to the accompanying chief mate Pieter de Bakker not to interfere with the command, but only to assist the said Commander with his good counsel and advice, whenever he shall require or need it. A terrible hurricane, never more violent in the memory of men, accompanied by hailstones, torrential rain, thunder and lightning, having arisen against all expectation on the evening of the 5th of this month, and having blown through the entire night, whereby an unspeakable damage has occurred in this roadstead, and among others the Sea Armada of Bassein almost entirely ruined, the Swedish ship blown three times from its anchors, and barely saved, an English gallivat in the roadstead, and the largest ghurab of the Sidi in the river, about 3 miles from the sea, capsized, also a considerable number of vessels stranded, shattered and sunken, and more than 1000 people drowned and perished, the Lord Commander made known to the assembly, that this terrible tempest also struck the Honorable Company's ships de Liefde and Bloemendaal lying in the roadstead in such a manner, that the last-mentioned, due to a Bassein gallivat coming before its bow and sinking behind it, lost its sheet cable and anchor, also all the running rigging of the mizzen and mizzen topsail, besides the flagstaff, its boat being smashed to pieces by the aforementioned gallivat, also of two men who were therein, one miserably perished, while
