409 Souratta, the 16th December 1753 From Souratta, the 16th December 1753. while the first-mentioned vessel, due to a heavy sea and sudden squall, was torn from its bower and sheet anchor at the same time and shortly thereafter also from its best bower anchor, and having come adrift, was forced to keep to the north, having dropped its last anchor north of Swalij in 6 fathoms of water, which also, by God's goodness, preserved the ship; however, the foresail, the mizzen topsail, and foretopmast staysails were blown out of their bolt-ropes, the mainsail and the spanker were also torn and severely damaged, and a quantity of cordage went overboard, without further notable damage, except that the longboat with four men was torn away from the stern of that vessel by the same sea that tore the ship from its first-mentioned two anchors, without it having yet been possible to discover where that vessel and the men have ended up; His Honorable Worship adding thereto that the ship De Liefde had indeed safely returned to the roads on the 7th of this month and was immediately provided with new anchors and ropes, but that it might nevertheless well happen, as had been seen before, that the storm might resume again at the next spring tide, for which reason His Honorable Worship had thought fit to unload the specie laden in the said vessel for the time being and have it brought ashore. For which communication, as well as the trouble taken and precautions exercised in this matter, the assembled Members thanked the Master. Subsequently was read a requisition made by Captain Willem Marchis on behalf of 411. Honorable Worshipful, Commanding Lord! The heavy hurricane which blew so violently here in the roads on the night of the 5th and 6th of this month of November, having also caused some loss to the Honorable Company's ship Bloemendaal, as appears from the declaration submitted thereof, the undersigned Sea Captain therefore requests that he may be granted the following necessities for its repair, namely: (say:) a piece heavy anchor 1. — a rope 6. — six lines 3. — three hawsers 1. — a flagpole 1. — a new boat with all its accessories. Likewise was read a requisition submitted by Captain Joachim Outjes for the purpose of obtaining several necessities for the ship De Liefde, also caused by the above-mentioned hurricane, wherefore it was resolved to satisfy the same likewise as far as one is able to do so, and here also to grant it place in its full extent. The undersigned Captain of the Honorable Company's ship De Liefde very respectfully requests that there may be supplied to him, for the service of the said vessel, the following 413. The vessel Bloemendaal, being destined according to the Resolution of the 18th of October last to convoy De Liefde to Cochin, it was put to the vote whether it would not be expedient and agreeable to the Honorable Company to load therein at least 400 bales of cotton for the Malabar trade, which proposal was approved in general, because it is said that raw cotton is currently at a good price there, and consequently still promises a reasonable profit. From Souratta, the 16th of xbr 1753 From Souratta, the 16th of xbr 1753 Their High Nobilities having, by their revered letter of the 31st of July last, ordered the sending of a good quantity of butter in well-preserved bladders, even if it were up to 5000 lb, and in the requisition received at the same time this number being extended to 35000 lb, it has been judged, after mature consideration of this considerable difference, that the latter is a clerical error, and therefore resolved to adhere to the order expressed in the aforementioned letter; but since the city has for some time been besieged by the Jewase peoples, and the meager supply of provisions cannot provide replenishment, whereby everything is equally scarce and expensive, it was at the same time decided to postpone the dispatch of the aforementioned quantity of butter until a further and better occasion. Whereas, since the cotton yarns produced at Ketsmandui far surpass those of Souratta and other places in quality and fineness, and a good lot of these is to be sent under the tethouren as samples to the Fatherland, it was deemed proper to send one bale of each sort of the Manduise yarns to the Batavian capital to serve as samples, in order to let Their High Nobilities themselves judge their quality. Because also, due to the excessive increase demanded by the suppliers for the Niguamassen, it was judged best this year to refrain from contracting for the same, and only a number of 2000 ps or 100 Corgs of coarse ditto at Mandur 417. From Souratta, the 16th of xbre 1753 From Souratta, the 16th of xbr 1753 have been contracted for the Mallabaar requisition, since, on account of their so considerably increased price, one dared not have a larger quantity made, and one was at first minded for that reason to leave the Batavian requisition of 180 Corgs unfulfilled; it was nevertheless understood, upon further consideration that the shortage of that commodity at the capital will probably be great, to send the packs currently in stock for Cochim to Batavia instead of to the Mallabaar, in order thereby, if not entirely then at least as far as possible, to satisfy the requisition of Their High Nobilities, and in due time to have others made again for the aforementioned Commandment. Subsequently, the outgoing Administrator, Director and Chief Administrator Jan Dabbe! 421 From Souratta, 16 December 1753 From Souratta, 16 December 1753 Considering that this directorate is almost entirely devoid of such timber with which one could assist a Company ship in case of distress caused by any sustained damage to masts, topmasts, and yards (as could very easily have happened during the recent storm), and an opportunity now presenting itself to purchase a piece of timber suitable for a mizzen or a mast for one of the small vessels assigned to this directorate, as well as two other pieces for ship yards or gaffs or booms for the said vessels, together for the sum of 1000 rupees, it was submitted for consideration whether one ought not to resolve to do so. And it was agreed to acquire the said three timbers for 1000 rupees for the Honourable Company in order to have something in stock in the event of unexpected accidents, all the more because the ministers of Malacca have positively written that it was impossible for them to send any timber hither with the Chinese vessel in accordance with the orders of their High Excellencies. The garrison here having been considerably augmented for some time, and according to appearances being likely to be reinforced even further, and no more than one chief surgeon being assigned to this directorate, the Honourable Director proposed whether one ought not, following the example of Bengal and several other places, to take a second chief surgeon ashore for the hospital, since a single person could not properly attend to the sick, especially in 423 From Souratta, 16 December 1753 From Souratta, 16 December 1753 in the bad monsoon, and should he himself become indisposed or bedridden, the sick would be destitute of help and would have to be abandoned to the ignorance of the native physicians. All of which having been maturely considered, the joint members were of the same opinion, all the more because the sick often lie far apart, nay even nearly a mile from each other, whenever some of them happen to be simultaneously in the lodge, in the hospital, at the shipyard, and on the vessels, it being impossible for one man to attend properly to them all at once. For which reason it was unanimously resolved to take ashore a second chief surgeon, for which post, upon testimony of his competence, there was proposed and appointed the chief surgeon of the ship Bloemendaal, Reijnier Bonschut of Amsterdam, to perform his service ashore in that capacity henceforth. Thereafter, the trade books of this directorate were reviewed, together with an account statement formed upon them, as the same was found at this main station and the subordinate offices as of the end of August of the past year, from which it appears that the profits realized in the past fiscal year amount to ƒ1057994:8, and the general charges and expenses amount to ƒ136672:8:8, being ƒ7275:17:8 more than in the fiscal year 175½, so that after deducting everything there is still a net profit of a substantial capital of ƒ847119:9:—, and in contrast to the said fiscal year, the most recent one yields ƒ238755:18 more, as can be seen in greater detail from the following document. and Short

The ship De Liefde still lacking some officers, among others a second mate, it was, upon the request and the good testimony of Captain Joachim Outjes, that the gunner's mate of that vessel named Jochem Vels, from Stettin, as having the required capability, was promoted, subject to the approval of Their High Nobles, to the aforesaid capacity with the accompanying salary of ƒ32:- per month, and on the same conditions the boatswain's mate Hendrik Heers, from [illegible], was also appointed to boatswain's yeoman at ƒ20:- per month, and it was approved to grant them a provisional certificate thereof. As it was also agreed to do, upon the proposal of Captain Willem Marchit, concerning the following persons advanced by him on the vessel Bloemendaal; namely the boatswain's yeoman's mate Jacob Breeders from Lubeck as boatswain's mate, the provost Carel Fredrik Hietvelt, from Stockholm, as boatswain's yeoman's mate, the sailor Pieter Anthonij, from Waasbergen, as quartermaster, the sailor Hendrik Schif from [illegible] as steward's mate, and the sailor Jan Schoerts from Makkum, as provost. This having been done, a specification transmitted by the bookkeeper and second factor of Brootchia of such expenses as were incurred by them on his journey from Surat thither, amounting to Pa/o 34:-, was reviewed, and as there was nothing to object to therein, the same was approved and passed for entry; also, since the Honorable Company's treasury in Brootchia had fallen empty down to Pa/o 119 3/4 as of the end of October last, it was resolved upon his request to provide him with a bill of exchange of Pa/o 1000:- for meeting daily expenditures. Upon resumption of the specification recently received from Helsman Dui, it being noted that the Commissioner Johannes Landerus includes therein Rs. 39 36/64 for provisions supplied to the vessels, this entry was found to be very improper, and it was understood that the aforesaid sum should be paid back into the treasury by the Master of Equipage here, as he had already accounted for it in his submitted specification. Likewise, the expenses of Rs. 160: 1/14 submitted by the said Sanderus for his journey to the court were disapproved, as these ought to be met from the Pa/o 300 per month allotted to him, unless some extraordinary nazars or presentation gifts were included therein. Since the repeatedly mentioned Sanderus, together with the elected head Willem Blaaukamer, also complain by missive of the 19th of this month that the canassers last sent to them are in very poor condition and cause fear of a great shortfall in weight, as well as about the poor quality of the powder sugar itself, it was deemed proper, before answering thereto, to let the warehouse master provide a report on how he shipped that parcel. According to the same letter, the cotton press at Anjaar having become unusable through the breaking of the beam, it was decided to authorize them to have a new beam made for it as soon as feasible, and also to send them two good beams along with the missing weight by the first opportunity, and furthermore to approve the dealings of Sanderus, and especially the dispatch of trade merchandise to Mondera, Anjaar, and also on trial to Nauwanegger, as well as the sale of the elephant tusks for Pa/o 140 per 100 lb on bills of exchange to be settled here after 4 months, subject to deduction of the ordinary rebate. All present The outgoing Lord Director having transferred the main treasury to the incoming Lord Director on the last day of the past month of November, after prayers were said, he today handed over all administrations of this directorship to the same with a short address, presenting him with the keys thereof, which were accepted by the latter His Honour with an answer fitting the occasion, and subsequently handed over again to the respective administrators, accompanied by a kindly exhortation for each in his department to faithfully discharge his duty as a brave and honour-loving servant; the outgoing Lord Director reserving nothing more for himself until his impending departure from the shore other than the command over the military and the receiving of the reports, in such a manner, however, that these latter, in so far as they concern the administration, must be made to the incoming Lord Director. And since it has appeared from the handover of the Honourable Company's treasury that the remainder residing in the same amounts to 443,353 5/16 rupees, it was proposed by the outgoing Lord Director, in order to comply with the order of their High Mightinesses regarding the withholding of unnecessary cash, to set aside an additional sum for the said capital city, besides the 100,000:— rupees already packed and destined for Batavia; all the more because, owing to the troubles at the Mughal Court, there was as yet no occasion 443 From Surat, 16 December 1753 From Surat, 16 December 1753 having looked out for a place where the same could lie safely, and would not run so much danger or suffer from the strong drainage currents, but could find none better or more convenient than right across from the garden named Zorgvrij, situated near the village of Attuwa and belonging to the outgoing Lord Director; and whereas His Honour, on account of his impending departure, intends to dispose of it for the sum of 10,000:— rupees clear money, and there is also great reason to fear that it might fall into the hands of the English, who would even be willing to give more than the said price for it, all the more since their Company's garden was entirely ruined in the last war, and they would gladly have a piece of land situated somewhat further from the Castle and the Sidis' wharf, yet situated on the river, in which case they would never permit the Honourable Company's vessels to winter there during the bad monsoon: it was therefore proposed in the meeting to purchase that garden with its appurtenances and dependencies for the Honourable Company, subject to the favourable approval of their High Mightinesses, in order to secure it once and for all; whereto, after mature consideration of all circumstances, it was unanimously resolved, under the express condition, however, that should it not please their High Mightinesses to grant their consent to this acquisition, His Honour shall at all times count back into the Honourable Company's treasury the purchase money received, and take back ownership of the said garden. 445 From Souratta, 16 December 1753 From Souratta, 16 December 1753 After this, the Lord Director made it known that there were weightier reasons that made the re-establishment on the old footing of the trading post of Amed-Abaad, which had been abandoned since the year 1744, necessary, which was expected to encounter all the less difficulty on the part of the regents because the sewas Governor of that place appeared very desirous that the servants of the Honourable Company should again occupy the lodge there, and also showed himself inclined to be helpful to them in their trade, moreover everything in the said city and its surroundings was presently quiet and peaceful, but that for this re-establishment a person was needed who was somewhat experienced in commerce and the local language, and accustomed to dealing with the native inhabitants: that His Honour therefore judged no one to be closer or better capable for this than the merchant and Fiscal Marten Huysvoorn, being the third person of this Directorate, and having had the opportunity through his stay at Brootchia to acquire the requisite knowledge, and thus had the presumption in his favour, were it not that he had delivered a request to His said Honour tending toward his relief from this Directorate, with a request to send the same also to Their High Excellencies. 455 From Souratta, 16 December 1753 From Souratta, 16 December 1753 This paper having been closely examined and checked, nothing excessive was found therein, and consequently it was deemed proper to pass it, the more so because this year all the vessels had to be tarred and painted. At the auction of the unsaleable remnant goods held in the month of June of this year, the Chinese quicksilver, vermilion, and eaglewood, as well as the Baros camphor and amber, were left unsold because less than half of the purchase price was bid for them. Therefore, the Commander proposed to put these remnants up for sale once more by public auction and to let them go for whatever they might fetch, in order to finally clear the warehouses of them, since there was after all no likelihood that they would ever be disposed of for a reasonable price, let alone at cost price, as they had been charged far too high. Moreover, the Honourable Company had already borne the interest on this dead capital for long enough, which would only increase further with more delay, while on the contrary these goods, especially the Baros camphor, were subject to daily loss. All of which having been well considered, all members agreed with the proposal made, and it was understood that the above-mentioned remnants, which had hitherto remained unsaleable, should be ceded to the highest bidder. The head surgeon of the ship Bloemendaal having been taken ashore in accordance with the resolution of the 26th of the preceding month, it was taken into consideration that that 457 From Souratta, 16 December 1753 From Souratta, 16 December 1753 vessel was not due to return to Batavia so soon, and in the meantime could not sail without a head surgeon, wherefore it would be necessary to provide it with another, for which the first under-surgeon of the ship De Liefde, Johan Christoph Sthor, came into consideration, of whose ability good testimony was given. This having been inquired into and the matter being found so, it was resolved, subject to the approval of Their Right Honourables, to appoint him as head surgeon at f36 per month, to serve in that capacity on the ship Bloemendaal, and to grant him a provisional commission for this. Upon the request of Captain Willem Marchis and the other officers of the last-mentioned ship to be allowed to sell their permitted lasts of sugar among and at the same time as those of the Honourable Company, and to receive the proceeds thereof from the treasury after deduction of charges, this was granted to them following the example of previous years. Lastly, a petition was read from the bookkeeper Hendrik Kroonenbergh, first sworn clerk at the secretariat here, requesting his release from this Directorate, which was granted to him upon the expiration of his term. Whereas the present Bugis [illegible] of the Mallabaar were only sent here provisionally until such time as they would be replaced by European militia, and the Mallabaar Ministry also repeatedly insists in letters on their return, and they presently have a reasonable garrison, besides the Bugis, and more are expected with the Batavia ships, it was put to the question whether the Bugis Corps consisting of 38 heads should not be placed on that vessel to reinforce the ship de Liefde, in order to be in a better state of defense in case of an encounter with the Angrian naval force, to sail over with it to Cochim: to which was unanimously resolved, as well as to reinforce the vessel Bloemendaal for that same purpose with all the Topasses belonging to or around Cochim, being 32 men strong, to remain there. The proceedings being thus far completed, the outgoing and incoming directors, along with the Members of the Council, proceeded to a gathering where the open commission of the last-mentioned His Esteemed was read aloud to the people by the secretary with a clear voice, and further in all respects the same ceremonial was observed that had previously been observed on similar solemn occasions, the day being spent in feasts and merriment. From Souratta, the 16th of December 1753. according to the best experience I have acquired, I have respectfully sought hereby to comply, referring nevertheless regarding many matters to the left-behind memoir of the Honorable former Director of Sourat, Jan Schreuder, because it is extensively described therein, and thus I could supply nothing else than a duplicate account of matters, with which I believe Their High Excellencies, as well as Your Honor, would be just as little served. Therefore I shall proceed to speak only briefly of what occurred during my administration and what the current course of affairs within this directorate is, and therefore initially begin with what was performed within Souratta. In peaceful times, this is an exceptionally flourishing merchant city, which generates a great turnover of all kinds of trade goods, through the strong demand for them from all quarters, and also regarding transport to the upper countries, though compared to earlier times it cannot be brought into comparison, and is declining more and more, because peace has now for some time been entirely banished. For during my tenure of administration I experienced therein nothing other than a continuous revolution of war movements, indeed, spending the time of fully eleven months with the anxiety of having to observe that the English, joined with the Governor Mia Atjent, who commanded both the castle and the city, bore arms with extraordinary boldness against the Siedie Havis Maroeschan and his allies, and for themselves, to the great detriment of the interests of the Honorable Company, trade goods and 473 From Souratta, the 16th of December 1753. From Souratta, the 16th of December 1753. and the general public, took full possession of the King's Castle, throwing into it not only 600 warriors, but also an extraordinary amount of ammunition and provisions, and thereby causing no small devastation through the throwing of bombs, carcasses, etc. Indeed, so much so that it appeared as if Souratta, at least for a large part, was about to be reduced to ashes. We did not anticipate much good from these rigorous beginnings, and the British would also have used their utmost efforts to bring us disadvantage; but the good harmony that I maintained with the native chiefs on both sides prevented them from doing so, and principally the Castle Governor Mia Atjent, who would not tolerate the slightest hostilities being committed against us, notwithstanding that they strongly insisted on burning our warehouse standing near the castle, in which there were still many merchandise, under the pretext that the enemies were hiding behind it and causing much harm, yet he would not agree to let such happen. This also resulted in our remaining unmolested and the Company's affairs taking their course according to wish. Indeed, in all these disturbances I still had the good fortune to realize a substantial sum of f940,948:10:8 in profit for the Honorable Company, though I believe that if Your Honor had viewed matters from close by, you would have deemed this utterly impossible. This, however, was bitterly envied by the British, and they certainly sought an opportunity, had it been possible for them, to prevent it; but I forestalled them in all cases, and I assure Your Honor that they persist in that good inclination to this very day, which will likely last as long as the name of Englishman resides in Souratta; for if they can play the Honorable Company a trick, they will not fail to carry it out with pleasure, and they still work daily to our detriment with the regents, who in themselves are very inconstant and not at all keeping their word, but self-interested. Therefore, the movements and conduct of the British must always be kept well in view, for see, our business is a sharp thorn in their side, and because I intend to speak further of this under the subject concerning that nation, I shall leave this odious subject and proceed to the customs and in what manner our affairs are conducted here. Now, when the entire unloading has taken place, the toll thereon, amounting to 2½ percent according to the invoice, is paid in goods for all the lots; however, the custom remains that no merchandise in the lot may be weighed out except with prior notice to the rulers, who send a native toll writer to the custom-house to record the quantity being weighed out alongside our commissioners. This is done because, after everything has been weighed out, they check further to see whether the declaration agrees. The same applies to the export of return goods: when these have been baled and stored in the tents on the Meydaan, or the plain before the Castle, and prepared for shipment, a memorandum thereof is submitted to the toll collector according to the usual method. That is, at a price lower than the Honorable Company's purchase costs, which amounts to a tacit profit for the Honorable Company, and in the case of an extra shipment comes to quite a neat little sum. For these and other reasons, such as the moderation and civility shown to us in business matters, the ordinary annual gift is presented. There was also once an extraordinary gift, but that has fallen into disuse because one obtains nothing to oblige them with, and from that arises the reproach of which more will be said hereafter under the subject of the Rulers. Having now said regarding this abandoned office all that is required to be brought to Your Esteemed Honors' attention, I must yet set down here for elucidation that, insofar as Their Excellencies the Lords of the High Indian Government wish to continue with their latest secret demand, the re-establishment of that office will be utmost necessary, because nearly all the fine linens required therein are made of better quality at Amed-abaad, and are also washed and bleached better than they are produced here; over and above the fact that one is not capable of procuring such quantities here, of which we have had the honor to inform Their Excellencies by secret letter of the 15th of August/September last, and also to make a proposal in such case to re-establish the aforementioned office on the same footing as it was previously: and because the time required to await the aforementioned orders would cause much detriment to the desire of Their Excellencies as stated regarding the collection, the necessity thereof having been considered, it was unanimously resolved provisionally to re-establish and regulate the office of Amed-abaad on the old footing, and for that purpose the merchant and fiscal Marten Huysvoorn has already been appointed as head, and as second the purveyor Pieter Ellinkhuijsen. The remaining arrangements will follow upon his departure, and I wish to hope and pray that Heaven will grant its blessing to this enterprise; and what is most useful to collect there I have already stated. The papers that were obtained for the new establishment I have already handed over to Your Esteemed Honors. The prerogatives of this office are, according to the King's firmans, to pay no customs duties on imported and exported goods; however, a small acknowledgment fee is paid, as the papers will show, as well as on what footing our stay there is maintained; also that the regents, when the goods have arrived here, grant a certificate of their receipt, which the servants must present to the custom-house there; and should this not happen before the expiration or end of a year, the regents may demand toll on the transported goods on the pretext that they were transported for private account and not for the Honorable Company, and also not brought to Souratta, so that this must be watched and attended to. Brootchia, there is stationed an under-merchant as head, and a bookkeeper as second, without further staff, and they perform nothing else there than to advance the shipment of return goods, which are collected and traded by natives. They have for their monthly expenses a fixed allowance totaling 200 rupees, also for the shipping charges 1½ percent, and the broker half a rupee per bale that is shipped; since he, because the collection is carried out there by the proxies of the suppliers here, receives no brokerage, a gratuity has been granted to him, which continues in this manner as yet. The cause of this expensive purchase has indeed principally had its source in a bad calculation that everyone made, that the Honorable Company would well need two to three thousand bales, and they would then set the market according to their liking, all the more because from our side not the least movement toward its purchase was made, without counting on the new factory Ketsmanduwie, nor being able to imagine that I had secretly made a contract through a third hand, buyers who present themselves for trade are still at an excessive price of 100 ro/a the Candijl, which is unheard of, and before selling it, one came to receive from the said factory 574, and from the last-cited place 234; together 808. I have always observed that selling the porcelain at public auction yields considerably more profit than by private sale, and I have acted similarly with the velvets and silk fabrics, also granting the bidders or buyers the discount of 3½ percent just as on the goods sold by private sale. The reasons for this are that the Turkish merchants, who trade the most in that specified merchandise, do not appear in person at the auctions, but send their brokers. When no discount or rebate is granted, those people receive nothing, so it remains all the same to them whether the goods are sold or not; but when drawing a rebate, they receive two rupees from the granted 3½ for their share as brokers, which advance animates those people to such an extent that each one wishes to be the foremost to become master of the lots, and that greed then causes the Honorable Company to obtain pleasant prices for those goods. However, in so far as one, through accidents or otherwise, cannot be assured that Kutch-Mandvi will deliver the same in time, one then buys a thousand bales here, though only in the utmost emergency, because one must prefer the Mandvi cotton above the Broach cotton on account of its extraordinary quality and purity, since the latter is infested with seeds or kapas, yes, indeed so extraordinarily that 20 pounds of seeds are mixed in per hundred pounds; they also place several handfuls of those seeds and large stones in the heart of the bale to make up the weight, to which close attention must be paid upon acceptance; also that 725 lb of cotton is delivered for one candy. I have already informed Their High Excellencies of this inability by secret dispatch of the 15th September of this year, and moreover also assured them that as soon as this fire of war should be extinguished, the order was to be executed with all promptness, for which I hope opportunity may shortly favor Your Honors.
