From Souratta, the 16th of December 1753. From Souratta, the 16th of December 1753 is held together. I shall not delay myself to speak of its condition, as it is a well-known matter, but refer to the cited detailed report, and therefore move on to speak about: The construction of a new lodge in Iengie-bander: Regarding that, because matters have taken a completely different turn since the time of its planning, I have also, for my own reassurance, requested a true and simple opinion from the members of this Council, to submit to me how and in what manner they presently find the site upon which the choice fell for the construction of a new lodge in Jengie=bander to be situated for that purpose under these present circumstances of the times. I obtained this advice in full, and they are all principally of the opinion that the opportunity for the construction of a new lodge on that site is presently not suitable; because the times and affairs since its selection, as stated, have entirely changed their complexion, and it is thereby made impossible to undertake anything thereon for the present, now that one has against oneself the Castle, or the Sidi with his formidable shipyard and the naval fleet lying before it. These are also the reasons why the execution of the orders given by Their High Mightinesses by secret missive of the 6th of January last could not proceed, as the beginning thereof would have been followed by nothing other than total ruin for the Company's interests. Which I believe Your Honorable, during the brief time of your presence here, will also have experienced: that the present circumstances of the times were not constituted to expose such an extraordinarily profitable trading post, through the undertaking and execution of such a reckless, indeed presently impossible matter, to an irreparable recovery; as the advice of all the members impartially proves and demonstrates that nothing can be undertaken at that location outside in the Company's garden against the power of the Castle except with the consequence of losing body, life, and the Company's entire prosperity. And therefore, Honorable Sir, I believe it to be most useful and proper, as it cannot be otherwise, that so long as the times and affairs take no change for the better, or until another better opportunity presents itself for it, the construction of a new lodge in Sengrie-Bander be entirely abandoned. For I hold it as certain that as long as the old Sidi is the possessor of the Castle and remains so confidential with the English, he will never consent to it, above and beyond that it is very easy to believe that, not counting the Sidi, it is viewed with favorable eyes by no one that we should be the only ones established in such an eminent position; and to stir up that jealousy more and more, our friends have not failed to instill in everyone, from small to great, that our intentions to build a formal Castle there will have very detrimental consequences, and thus many bad ideas are formed thereof. And to clear those out of the way will still require some time, and for that reason I believe the best and most advantageous means will be to continue quietly in that state in which one presently finds oneself, until an answer regarding one thing and another shall have been obtained from Their High Mightinesses the Lords of the High Indian Government; the more so since one has no cause to complain about the progress and good condition of our affairs, and they will now become even more respectable since it has pleased the said Their High Mightinesses to reinforce the garrison to be somewhat more formidable to the natives; which was also necessary and always my wish, because in any case it constitutes a great prestige. For and over the construction of the revetment etc., there have been appointed as commissioners the second and head administrator Jan Drabbe and the merchant and fiscal Marten Huijsvoorn, who keep separate booklets thereof and have also incorporated them into the trade books of this Directorate. There still remains on the aforementioned revetment an amount of 8931 3/16 rupees outstanding, of which the receipts are in the hands of the said commissioners, consisting mostly of materials to be appropriated for the same, and these will necessarily have to remain running as such until a beginning can be made again with the work, as the capital has been advanced for it. On the last of August, subject to the approval of Their High Mightinesses, we wrote off a quantity of lime and other trifles, as appears from the booklets; the condition of the revetment and the unfinished house being extensively described in the submitted report, to which I will refer myself. They always meddle with the government and are great lovers of stirring up discord among them, thereby establishing their credit. In the recent, or not yet entirely ceased, unrest, they have been quite active, even being the conductors of the party that went to the durbar, though fruitlessly. For those two old foxes, seeing that the game was at its peak, united and both swore loyalty to each other on the Quran. Yet this is not the first time, though in these present circumstances it was very necessary in order to keep the Sewas out of the city, since their scheming was visibly perilous in every way. It is true they occupy the city, but that will, I hope, also have ceased before the closing of this letter. Together with the Sewa peoples, I have entirely drifted away from the English, to say further concerning them that they are very harmful friends, and make an extraordinary commotion to hinder our work outside, indeed, were it possible, to even have what stands there pulled down. Your Honour may accept this as the truth, and therefore their schemes must always be kept under watch. It is said that this point is the essential reason why no lasting friendship can be maintained; for when one believes through paying a visit that the same has been brought to permanence, then enmity is closest at hand. There is presently being built, so it is said, a ship for the Governor of Bengal, with a keel of 110 feet. Since then, the ship Bloemendaal has returned to us together with the Buginese sent from Cochin, also bringing the sad news of the burning of our two ships, Wimmenum and de Vreede, along with the capture of a third, 667 Souratta, the 16th of April 1754 From Souratta, the 16th of April 1754. caused by the bark Jaccatra de Liefde and Bloemendaal intended to have named Jaccatra, by the combined large and small Angrias, near the harbour of Geria: to be seen more extensively from the reports attached hereto under No. 24. This utterly grievous blow has touched our hearts deeply, although the fame of the Dutch has been glorified thereby; all nations bear unanimous witness that our people from the ships Wimmenum and de Vreede fought bravely. This disaster, this heavy blow, is partly to be ascribed to the commanders of the bark Jaccatra, because the said bark went to lie before the harbour of Geria, separated from the other two ships, cannonading, braving and provoking the Angria, who came to avenge this insult in person, and also immediately took the said bark, inquiring of the crew regarding the quantity of the men and munitions of war with which the two remaining ships were provided. Subsequently, encouraged by this success, he attacked the other two ships, whose sad fate has been mentioned before. Since then we have received word, see No. 25, that there were 22 men from the two ships with the Angria, and 50 men from the bark Jaccatra, which has obligated us to make an application through the agents of our Broker to ransom them from their cruel slavery. The ships de Liefde and Bloemendaal were the ones aimed at, because the Angrias had been made to believe that they contained four million rupees. This puts us entirely out of a position to decide anything positive, and obliges us to write to the aforementioned Sanderus and Blankamer to specify to us in positive terms what packages, bales, etc., were on hand, in order to guide ourselves in sending vessels; and in any case, upon receipt of our letter, to send the money from the sale of the goods securely by bill of exchange without any delay. And instead of complying with this immediately, they give as their reason in their letter from Ketsmandus dated 28th of February last, that money is still lacking to pay for the goods that are remaining, which consequently were prepared and gathered in less than a month. And in order to gain time, the aforementioned Residents are pleased to let the time slip away, which puts us out of a position to send our vessels thither, because they have been sent to Brootchia to collect the return goods lying in readiness, and the returns from Helsmandus cannot be returned until mid-May, quite apart from the risk of having to winter there at great expense to the Honorable Company, because according to their own letter the goods are not packed nor yet baled; and for collecting unpressed kapok, as it is too voluminous, we have no holds that are large enough. Last year the private ship de Liefde was hired to collect cotton for Persia, so that we are forced to wait to have the returns collected until all the goods at Ketsmandus are properly pressed and baled. We have to that end ordered the junior merchant Sanderus to go in person to Nauwa-Negger and put the goods in readiness there. Sale of Merchandise The goods brought by the ships Bloemendaal and the Drie Pappegayen have yielded pleasant profits amounting to f 560,80:— or Rs. 207: r:m. If the previous troubles had not prevented the export of the goods, and the resulting glut both in the Honorable Company's warehouses and in the entire city, several hundred more profit might have been obtained. The necessity of a strong garrison has given rise to arrangements in the warehouses to the very last, although sold to them, and as they come to demand them, the same are delivered to them, when they come of their own accord and pay daily to the money-changer, who in turn transfers it into the Honorable Company's treasury, settling everything at once by the end of August with 50,000: 7¾, even though the warehouses remain crammed with goods; for through their great extended association there is great security for the Honorable Company, because the interested parties constantly watch over its interests, as their own preservation is tied to this. If this could now be supported from our side by a garrison of 300 men, there would be no more fear of violence from the grandees. And in order to be somewhat secured to the best of our ability against a sudden attack in these threatening troubled times, we have resolved to take a company of Pattanders into service on the old footing, costing 309 guilders per month; see resolution dated the 11th January. Likewise, see resolution of the 22nd December and 11th January, concerning various soldiers who had served two or three years past their term, it was decided to grant the surplus of pay due to them, since otherwise they could not by any means be persuaded to enter into a new engagement. A start has also been made with the contracting for purchases at Ahmedabad. The prices of the contracted goods are as follows: The Ponnebegetje, the corgie of 18 wiesas: 192¼ Dorogesjes, the corgie of 16 wiesas: 141 1/8 Patwoiesas, the corgie of 8 wiesas: 70 3/14 Salempoeris: 63 1/4 Guinees: 150¼ The Surat contracting has not yet been able to take place, because the suppliers firmly persist in their demands and, on some types of linens, also claim the 9 percent increase that was granted to them last year, demanding for the other varieties 18 percent more than was paid for them on the last occasion. The first-signed has not failed to take all conceivable pains in this regard, but in vain. The elected chief Marten Huysvoorn departed on 7 February last and arrived on 1 March. Pursuant to our resolution of 5 February last, the necessary gifts were sent along for that office, as well as for the office of Broach, amounting to ƒ 5536:7:— purchase price and ƒ 6510:8:4 selling price for the first, and ƒ 607:13:8 purchase price and ƒ 1407:13:— selling price for the second, the proper measure not having been exceeded in this, but less being sent than in previous years. We still live in the hope that the office of Ahmedabad, where a start has been made with the contracting as mentioned before, will still partially make up for this deficiency and make the suppliers change their tune when they see that we can manage without them, this being the only way to make them abandon their enormous demand, in which no correction could ever be hoped for if one were to satisfy them this year as well. Trade with China seems unlikely to yield anything this year, since the ship Toornvliet has not yet appeared from Cochin China, whereas a French private ship from Canton arrived 10 to 12 days ago, which belongs to a merchant of that nation in this city and brought, among other things, a large quantity of spelter. From Surat, 16 April 1754 From Surat, 16 April 1754 and Willem Marchis, as appears from the report made thereof and accompanying this under No. 29, and appointed in that capacity on the ship De Drie Papegaaien. The soldiers whose closed accounts are to be found under No. 61 have also been discharged. We would have wished to be able to discharge all the soldiers sent from Cochin; more unwilling people, more inclined to desertion, and more mutinous soldiers cannot be found, without exception, on account of their continuous drunkenness and riot-making, through which they corrupt the good ones. Recently seven of them ran off inland at the same time, and although the Director set a reward of 25 rupees on each, to be paid to whoever brings them back, the Marathas did not wish to release them except under promise of pardon. This caused us to resolve to write to the heads of the places that we promised not to harm the said deserters, but our letters arrived too late; the deserters had gone further inland. Our intention was to send them to Batavia at the first opportunity, to be at the disposal of Your High Excellencies. We have entered into a convention with the English to mutually return deserters, through which we are freed from continual desertion. The English Chief, Mr. Crommelin, alongside those of the French and Portuguese nations, have paid their visits to the undersigned Director. The performance of the Fiscal's office, during the absence of Fiscal Marten Huysvoorn who has gone as provisional chief to Ahmedabad, having been assigned provisionally to the Pay Bookkeeper Jan Pieter Ohdem under the supervision of the Director, since there was no Under-merchant out of employment at hand; just as the office of dispenser is also provisionally taken care of by the Bookkeeper Anthon Sigfried Gothold Guse instead of the Bookkeeper and Dispenser Pieter Ellinkhuysen, who likewise has departed as second to Ahmedabad. On the other hand, the Assistant Daniel Wouter Hendrik van Ramskrammer, being very well able to be spared, has been lent to the private shipping for a while with suspension of salary. As to deserters, in the space of 4 months, that is from the end of November 1753 until the end of March of this year, one has had 19 individuals, namely 12 from the militia and 7 sailors from the ships lying here in the roads, the Drie Pappegayen and Bloemendaal, 4 of the latter having fled softly with a boat from on board. On the other hand, there has crossed over to us from the English 1 Swiss soldier, who continues in our garrison, 1 gunner and pyrotechnician who is assigned as gunner's mate on the ship Bloemendaal, and from the French corps of Aurangabad 3 native Englishmen who have been taken into service as soldiers and stationed on the Drie Pappegayen. From Surat, the 16th of April 1754 By resolution of the 3rd of April, it was agreed to provide three months of provisions to the ships Bloemendaal and Drie Papegaaien, according to custom, except for the sugar, the cost of which would come too high for the Honorable Company, and in place of that 45 Rupees was provided, according to the Regulation of Batavia. Upon the arrival in Surat of the undersigned Director and while passing the Sidi's Wharf, the aforementioned Sidi first saluted the Director, which salute, being contrary to custom, gave the Director pause. After the opening of the secret papers, these thoughts increased, and after some time had passed, it was revealed that the Sidi was fully aware of what had been attempted to be kept as a secret. The Director made every effort to discover who the informant was, but in vain. Today these matters are so public that the Director considered it necessary to advise Your High Nobilities of them in the general letter. After peace was concluded, Governor Safdar Khan made every imaginable effort to make his party as strong as was ever possible. The Sidi, observing him, kept quiet, but armed himself from afar so that, if necessity required it, he could obtain as many men as he needed in a short time from Bharuch, having made a contract to that end. From Surat, the 16th of April 1754 Safdar Khan, unaware of this, worked daily with the English and also sent a request to the Director for a qualified commissioner who was fluent in the Moorish language. For this commission the Honorable Fiscal Marten Huysvoorn was sent, who reported to the undersigned that Safdar Khan complained about the broker Mancherji, who had promised powder and lead and other munitions of war. And on the 18th of February, Safdar Khan sent his deputy and favorite Faris Khan to the house of the undersigned. This Faris Khan informed the Director that Governor Safdar Khan now expected the Dutch Company to fulfill its promises and help capture the Castle, and that the Governor of Bombay had bound himself to this in writing. The Director excused himself in the best manner, saying that he had no power for such a great undertaking, and that besides it would be a foolish act to provoke the Sidi, who in less than six hours could shoot the Dutch lodge to a heap of ruins. "Well," said Faris Khan, "your power joined with the English alongside ours can make this matter succeed." I replied that the English were duping Safdar Khan, as their entire force consisted of thirty native Christians, and that they currently had their hands so full against the Angre that nothing was to be expected from that side. "Well," Faris Khan continued, "when now the city is in fire and flames, you will indeed be forced to choose sides." From Surat, the 16th of April 1754 I replied that I would then deliberate with my Council members on what ought to be done. Faris Khan, affected by this, pressed this matter to the utmost, saying, "Will you then not obey your orders?" For their intention is to set Surat on fire and flames through discord and strife, and along this way to make Bombay great, whereas the Honorable Company has no other intention than to make Surat great through an opulent trade. The English, French, and Portuguese directors accepted the commission, but the undersigned refused the same unless the Siddi himself should make a request to that effect. The aforementioned chiefs also took trouble in vain, for the Siddi would not even hear them. On the contrary, the Siddi sent me his valet and confidant, inquiring after my health. I had at that time already been in the garden for some days, which caused the servant to say: Surat is in an uproar, everything is armed, and the Dutch Director enjoys himself with his good friends. I had it represented to the Siddi that the Dutch had reinstated Governor Safdar Khan of Tatta as governor in the city, and that it would appear very strange to the Honorable Company if he, the Siddi, should make himself master of his person; that I expected from his generosity that he would put all revenge aside and, as a wise man, consider my reasons. Whereupon the Siddi answered: I have esteem for the Dutch Director; speak, what do you have to propose? The brokers served notice that their commission consisted of this, which I submitted to the consideration of the Siddi: the English have formally declared for Safdar Khan and promised their help with all their might; they have no power, consequently they dupe Safdar Khan and seek nothing other than confusion, in order on the first occasion, when they have their hands free, joined with the Basseiner, to bring Mia Atchund onto the stage, whereupon it will be difficult to offer resistance against such a formidable power; the English nevertheless do not mean Mia Atchund well, but have no other objective than the ruin of Surat in order to make Bombay great, even though that should cost them 10 lakh. From Surat, 16 April 1754 The Dutch Company will likewise not like to see harm done to Safdar Khan, since they consider him as their creature; therefore it would be best that both governors be friends, in order to be in a position with combined power to avert the impending danger; this was his own interest, that of Surat, and of the Dutch Company. Whereupon the Siddi answered: what trust can I have in Safdar Khan, who continually undertakes to murder me and my children? If the Director gives me his word of honor never to assist Safdar Khan in his detestable undertakings, I will, for his sake, not only spare the life of my cruel enemy, but even leave him in his state and possession. Captain Joachim Outjes proposed to supplement the remainder of the gunpowder still on board the Liefde with 1000 lb. from the Honorable Company's stock here. To this, the assembled members showed themselves all the more willing, because a considerable capital of around Ro 350,000 in cash specie, besides the merchandise, being laden in the said vessel, it appeared irresponsible to them to expose the same to any accident of the aforesaid nature through a misplaced frugality, and consequently they unanimously resolved to have 1000 lb. of gunpowder provided to it for defense. Thereafter, two petitions were reviewed, submitted by the junior merchant and cashier David Kellij, and the bookkeeper and dispenser, as well as provisional second of Amed-abaad Pieter Ellinkhuysen, to be sent to Their High Excellencies. The first contained a request to be favorably considered in the event of a promotion in this Directorate, should Their High Excellencies come to approve the provisional appointment of the merchant and fiscal Marten Huysvoorn as head of Amed-abaad; and the second tending to obtain the rank of junior merchant, which had always been attached to the office of second of Amed-abaad. It was agreed to accept both of these papers and to send them to Batavia, as well as to recommend the petitioners to Their High Excellencies in the outgoing Company dispatch. A petition was also read from the bookkeeper and sworn clerk at the secretariat here, Jan van der Does, requesting, since the bookkeeper and First Clerk Hendrik Kroonenberg had requested and obtained his relief to the principal place, to be favored with the office of First Clerk vacating thereby. And it was approved, in consideration of the questionable state of health in which the petitioner finds himself, to suspend the decision regarding this matter until his recovery, as he is currently bedridden and very weak, and cannot perform the said service besides. Since a considerable quantity of large hewn stones was already brought into stock in the years 1749 and 1750 for the completion of the stone revetment along the river, of which, due to the cessation of that work, the largest part has remained lying on the other side of the river, and one has been obliged not only to pay rent or site fees to the owner of the land for it, but also to maintain special guards and overseers there, which nevertheless could not prevent the late Sadhi Havis Massoetchan, in the last war against the English, from having a portion thereof taken away and employed for his purposes; it was therefore taken into consideration whether it would not be expedient to gather together the said stones, which lie scattered along the river from the village of Raathie to opposite Attuwa, and to store them in the Honorable Company's yard, so as no longer to burden the account of the stone revetment with the aforesaid expenses, which would otherwise inevitably have to continue if one did not wish to see the capital decrease from time to time, both by the subsidence of the stones into the ground in the rainy season and during heavy drainage, as well as by the use that the natives would not fail to make of them if they were left abandoned and at the discretion of anyone. The outgoing Lord Commander at the same time presented an expense estimate drawn up by the Moodi Mannik Dada, amounting to Rops 449, for what the coolie, horri, and cahaar wages for the transport of the stones to the Honorable Company's yard would cost. All of which having been maturely considered, the decision finally fell to this: that in view of the great uncertainty as to whether, or when, opportunity would be found to resume the work of the revetment, it would in all cases be better and more profitable for the Honorable Company to advance the aforesaid funds once, and thereby secure the remaining stones, rather than to incur continued annual expenses and yet have to expect at any hour that it will please one or other of the Regents to make himself master thereof in part or entirely. Wherefore it was unanimously resolved to allow the aforesaid transport to take place for the stated sum of Rops 449, and to demand the execution thereof from the above-mentioned Moodi Mannik Dada. From Souratta, the 16th of April 1754 From Souratta, the 16th of April 1754 to discharge, and that a beginning had already been made therewith by the vessels of the Honorable Company. His Honor also communicated that strong complaints were being made from all sides by the merchants regarding the excessively low tare fixed for the canassers, which were generally found to weigh 40 lb instead of 28, and thus 12 lb more than was charged to them, they at the same time insisting upon a reasonable redress regarding this item; for which reason the Lord Commander submitted for consideration whether one ought to make respectful representations concerning this to Their High Excellencies in the next letter. Which vote passed in the affirmative, because the losses that the merchants suffer thereby on the entire intake of a full year constitute a considerable object, and must inevitably cause a notable reduction in the prices otherwise to be stipulated for the sugar. It having been resolved by resolution of the 26th of November last to send the narrow ship De Jonge Susanna to Mozambique to collect the saved crew members of the wrecked vessel Bredenhof residing there, and subsequently to search for the Honorable Company's cash thrown overboard, to which end the said narrow ship was to be re-rigged, and fitted with a boom instead of a gaff, with the sail belonging thereto; the Lord Commander declared that he had spoken further on that matter with persons understanding the same, and in particular had questioned in detail the chief mate Pieter de Bakker who had come hither from the said ship, who were collectively of the opinion that it would be unnecessary to change the sail and rigging of the said narrow ship, as it could easily make that voyage with its present rigging, provided only that it were additionally supplied with a suit of sails and a spare gaff. His Honor therefore submitted for consideration whether one ought not to rescind as much from the aforementioned resolution, in order to avoid all needless expenses. All which having been maturely considered, it was unanimously resolved to provide the narrow ship De Jonge Susanna, without any change in its rigging, with a set of new sails and a spare gaff, as well as with the necessary provisions for 6 months; also to increase the native sailors serving thereon up to 16 heads; and further to put the said vessel in readiness and have it depart as soon as possible. There being granted to the chief mate Pieter de Bakker, who will cross over therewith, an advance payment of two months' wages, and four months' wages in arrears to the commanding second mate Arij Fransz, together with the required provisions and cabin necessities from the Honorable Company's dispensary, whether the same are in stock or must be purchased for that purpose. It was also agreed to write to the Captain General of Mozambique, Francisco de Mello de Castro, and to thank him in the friendliest manner for the kindness shown to the salvaged crew members of Breedenhof, and to request him to provide all further required assistance to the small vessel proceeding thither; as well as to instruct the commander by instruction, on his return journey from Mozambique hither, or whenever it shall be most convenient, to call at the island of Ansuanij or Juana, in order to reclaim the boat of the aforesaid wrecked vessel left there by the chief mate Pieter de Bakker, and if possible also bring it hither, to which end the bond executed concerning it shall also be handed to him. The ship Bloemendaal having been designated by resolution of the 18th of October last to make the voyage to Mocha, His Honor submitted for consideration whether, as was done in the past year, one should lease the hold to the merchants, or rather let that keel sail on freight.
