This will, in time, make good on the one hand the loss that would be sustained by the abolition of the toll gates, and balance it against the advantage that the free export of rice will bring to the lease of import and export duties, which will then certainly increase in value and further encourage prospective bidders. Although in this regard it should still be taken into consideration that preference ought to be given to the regents in case they might be inclined to be the leaseholders themselves, provided that they also administer the lease themselves and do not, according to their usual custom, transfer or sub-lease it again to the Chinese, who generally know much better how to find their profit therein and therefore, in the hope of good fortune, also bid higher for the lease than others who are not so adept at it; whereas in such a case it would be more plausible to concede that lease directly to the latter in order to be less harsh on the merchant, since otherwise one might very easily give cause for extortions, because the regent and his deputy, both finding their interest enclosed therein, might not find it so difficult to make use of it to line their purses. Regarding the requisition of gun carriages and truck carriages, we take the liberty to elucidate to Your High Nobilities that it was made solely with the intention to use those machines only in the field, for which purpose they can be made just as well and stronger, especially the wheels, at the main place of the Indies than here, to withstand all the violence that they must endure from the dragging of the cannon through rocky and mountainous roads and valleys; for those which are needed here and elsewhere inside the fortifications on the town ramparts and batteries have already been constructed for a long time by contracting according to the intention of Your High Nobilities, whose much respected orders not to grant passes to vessels to places in the Strait of Malacca as far as the corner of Sincapoura, except directly to Malacca in order to be provided there with a new pass to the place of their destination, we will cautiously take care not to transgress anymore, although it occurred unwittingly, for which we respectfully ask pardon; having for that reason, in order to remain constantly attentive thereto, resolved to issue extracts of various orders in the aforementioned letter of the 10th of June last to the fiscal, the syahbandar, and the secretary, likewise to the residents of the subordinate stations, and also, to be published and posted at this main place, we have sent a copy of Your High Nobilities' edict concerning free navigation and trade, with an extract from your resolutions of the 16th of May of this year, serving for the interpretation of what was resolved in the Council of India at the session of the 18th of December of the past year regarding the prohibition against the private transport of sugar from Batavia, Bantam, this Coast, and Cheribon; likewise another extract of that same date containing an order that upon finding shortages on delivered cargoes, the invoices of calculation are immediately to be transmitted and a distinct mention always made thereof in the letters, so that the Company comes to suffer no damage through their omission; and a ditto of the 7th of the same month determining the sale price of fine Ceylon cinnamon, pepper, and Japanese bar copper; as well as handed over to the deacons of this Coast town the extract resolution of the 29th of March concerning the instruction in navigation of the boys maintained by them; and to both fiscals here and in the Eastern Quarter the extract of the 13th of May aforesaid regarding the exclusion of the words in death sentences that the bodies of the executed shall be dragged along the streets as a deterrent to others, which the judicial council at Sourabaija had very improperly used; and the death sentences against Jntje Boeijang Malay, Sie Moeloet Javanese, and Sie Mamoet Balinese, which one after obtaining the approval of Your High Nobilities has instructed to carry into execution in the ordinary manner. We request that the expenses which that keel incurred during its presence on this coast, to the amount of ƒ 401:14:8, may be passed in our books for write-off. Meanwhile, proceeding to the dutiful answer to Your Right Honourables' always respected missives of the 12th, 15th, and 16th of the preceding month, which we had the honour to receive on the 28th and 29th following, both by the ordinary ferryman and by the ship Arnestein, we ask in all deference pardon for the manifold informalities that were discovered in the recently transmitted criminal trial documents, which we shall try to avoid and prevent in the future through strict observance of Your Right Honourables' very wise instructions with regard to the handling of civil and criminal cases coming before the roll of the Council of Justice. Meanwhile, deeming itself grateful for the clarification and light shed thereon, the Council immediately released from their detention the soldier Carel Larossier and burgher Dirk Reijneken, the former after preceding proclamation of the letters of pardon granted to him, and the latter under bail and sub poena confessi et convicti. They shall proceed with the execution of the delinquents whose sentences Your Right Honourables have been pleased to approve as soon as possible, or a week from today. We have, by extract of Your Right Honourables' missive of the 15th of August, placed before the eyes of the fiscal officer and secretary of Justice, as well as the servants of Surakarta, Japara, and Rembang, their gross errors and ordered them to beware of them in the future in order to avoid Your Right Honourables' justified resentment over their inattention. On the ultimate of the same month, there was introduced, both into this body and the Council of Policy, the elected chief administrator Mr. Carel Godin, who will take over the administration and thus enter upon his duties in the next few days. From Java's North-East Coast, the 21st of October 1754 To have the vessel return directly as soon as possible with at least 350 or more lasts of that crop, of which they have informed us that the regents had almost fulfilled their contingent of 1000 lasts, and that a quantity would still remain in that region to be purchased by private parties. On which foundation, awaiting Your High Excellencies' honored approval, they were authorized to purchase an unspecified quantity at 36 guilders per last, provided that the common people would not thereby be deprived of the highly necessary food and the export would not be obstructed, to which they had to pay attention. But now having received contrary orders from Your High Excellencies, no use will be made of this authorization, except in case of failure of the remaining places to contribute their share to at least 4000 lasts. With relation to which article, we have the honor to inform Your High Excellencies that the first signatory, during the session of the 4th ultimo, took it upon himself, after the altered arrangement concerning the procurement of 400 to 500 lasts of rice annually, to draw up a distribution proportionally for each place and to present it to Your High Excellencies with the upcoming sowing season, since time is now too far advanced to deliberate on the necessary matters with the regents, at which time everything can also be settled better. Meanwhile, we consider ourselves most grateful for the favorable reflection Your Excellencies were pleased to make on our minor considerations regarding this subject as well as the abolition of the so much hated tollgates, in place of which we find tolerably instituted the increase of the sea toll on all articles of trade mentioned in the revered dispatch of the 5th or 6th of the past month and the recently received conditions according to which Your High Excellencies have approved to hold the lease here on the upcoming ultimo December. However, to make immediate use of this and to come to an agreement with the leaseholders concerning the rebate they should enjoy for the remaining months of this year, in order to see the effect thereof in this current eastern monsoon through a seemingly more willing export of products to Batavia—since all supply and conveyance from the beaches to the uplands and vice versa would then be free and open—would entail many difficulties. Partly because time will run on at least until ultimo November before the leaseholders have all appeared here together, and partly because the ninth or last term of the current month of the lease period has already commenced, and also the largest part of their lease monies has already been paid to the Company by many leaseholders, which would then have to be refunded to them. Besides that this would otherwise cause much trouble for the subordinate offices, whereto the paid lease monies have already been accounted for and consequently have also already been entered into the books. Therefore, in order to prevent all difficulties that are foreseen therein, we have thought it best rather to leave the tollgates as they presently are until the upcoming lease auction, when everyone will be better able to govern themselves accordingly during the reading of the conditions, since they might perhaps demand an excessive rebate, as is evident from the head of the Chinese at Paccalongang, Tan Tjanko, to whom Your High Excellencies, pursuant to what was written by dispatch of ultimo May past, granted for 3 years the continuation of the leases of Paccalongang.
