With the ship Spaenderswout, which until now had to remain in this roadstead, we take the liberty, on account of their offensive and licentious conduct, to send at Your Right Honourables' respected disposal the Ensign Martin Edurosa and Willem Getelschap, as being harmful subjects here on the Coast from whom nothing good is to be expected; remaining furthermore with much veneration, in all faithfulness and submissiveness, was subscribed: Your Right Honourables' totally obedient, very submissive, and dutiful servants. The vessel mentioned in the margin, having arrived here in the middle of the recently past month of March via the main office of Samarang, has been laden with 80 koyangs of salt and such timbers as were available here and calculated at such prices as Your Right Honourables, if it pleases you, will be able to see from the accompanying bill of lading invoice to the amount of ƒ3928:8:—. To which is also attached an expense account in duplicate of what was unavoidably furnished at the urgent request of the ship's officers, both for repairs of three pieces of gun carriages, etc., as well as for one month's travel rations for the crew, also to the amount of ƒ74:5:—, subject to Your Right Honourables' kind approval; with which that keel, under God's guidance, continues its journey directly thither to Your Right Honourables today, also taking in tow two 77. Having successively been honored with Your Right Honorabilities' ever-respected letters, both circular and common, of 12 October and 31 December of the past year, as well as 19 February, 11, 12, 20, and 22 March of this year, we shall, in fulfillment of our respectful promise by letter of the 11th of this month, have the honor to dutifully reply thereto, insofar as many points may not yet have been answered. And thus first informing Your Right Honorabilities, in the expectation that the ships Haerlem, Jerusalem, Kerkwijk, returned ships Peijlswaerd, Nieuwstad, Knappenhoff, De Hoop, Woitkensdorp, Dieshoek, Spaenderswout, Baersande, Rotterdam, Straalen, and Rhoon may have appeared at the Indies' main seat before the receipt of this letter, that to collect a cargo of products—after having previously been sent to the East Hook for the same purpose and having returned from there empty—the employment of three other ships, the ship Scheijbeek to Rembang, Cattendyk to Sourabaija, the Appelboom to Tagal, and Noord Nieuwland to Cheribon has been dispatched by us. And the resident at Grissee, Louis Phijll, was emphatically recommended to make known in his letters henceforth the amounts of the expense accounts, so that due to this omission they will not need to be searched for or looked up, even though they were sent over. On account of which, besides several invoices of accounting and of what was transported by those bottoms to the amount of 53,640 florins, 7 stuivers, and 8 penningen, there are appended here concerning what was expended on the same and several other vessels 31 expense accounts amounting together to 6,707 florins, 14 stuivers, and 8 penningen, of which we request that deduction may be validated to us by Your Right Honorabilities. On whose petition we have ordered the Rembang resident Coertsz with the preparation of fourteen mud barges, and furthermore have the honor to annex hereto in copy a letter from the Tagal resident Carel Gustaaff Falk, dated 20 March past, containing his defense regarding the 449 beams shipped in the ship Dieshoek out of a parcel of 649 pieces, which were found unfit for any useful purpose, and the reason for which is partly attributed by him to the haste that was taken in the felling itself.

From Java's East Coast, the 24th of April 1754. 93 From Java's East Coast, the 24th of April 1755: the high calculation of the dispatched beams and their expenses etcetera had to be used because of the late shifted time that could only be started with it after the latest revolution, which in time made the shipment of the beams turn out somewhat worse than before, all the more because the forester and his Javanese chiefs could not exercise the required supervision over it, and on the other hand because the Brebes timber forest does not yield such good, intact, and straight beams as the forests of the settlements situated to the east, as the same is covered with no other than short, bad, and crooked trees, which besides are coarse in grain and chalky in the heart; the Junior Merchant Banhardus Lehman having, as former resident of Qualladamak at the time the ship Knappenhoff was laden there, likewise pointed out in writing at our session of the 6th of March, firstly, that the difference in the calculation of the beams of 20 feet loaded into that vessel, being 4 florins and 11 stivers more expensive than those that were to be sent from Japara with the ship Eyndhoeff, and which were not to be estimated higher than 1 florin and 5 stivers apiece, originates from the fact that those timbers had already lain by the river of Qualladamak for more than 12 months and several years before the Chinese revolt, and upon the re-establishment of that settlement, whose trade books had been lost during the troubles at that time, were entered so high into the newly formed books by the commissioners that they could not be written off for any other than that same price in order to balance the trade books; furthermore, that the expenses for the same came to mount to 16 florins per hundred and ran up so high because many beams, which were not even recorded in the books and yet were loaded into the Company's vessels, had to be recovered up to five feet deep out of the swamp and brought onto dry land again so as not to let them sink, for which a larger number of laborers than ordinary was required, and was also employed in the loading of eleven ships that were present almost at the same time at that settlement in the year 1752, due to the weakness of the ships' own crew; item, that the beams were sawn through under authorization of this Council, because Your Right Excellencies' order of the 25th of December of the same year also prescribes to fully load the ships above all, and that this could not have happened without sawing them through, for the reason that some of their holds, having just taken in one and a half tiers of beams of 30 to 35 feet, could take no more of that length due to the absence of a cargo port, as can be seen more fully from that document itself, which is attached hereto; and meanwhile, to prevent all irregularities regarding the calculation of the timbers, we have dispatched to the subordinate residencies an extract from Your Right Excellencies' most revered missive of the 19th of February, determining both their prices and their sorts, with orders to the residents to adjust and rewrite the timbers still running on their books according to their sorts, so that in the future no other measure or size shall be known and sent than that specified in the just cited missive, and the calculation thereof shall take place on an equal footing; and shortly, pursuant to the tenor of Your Right Excellencies' extract resolution of the 13th and 18th of December last, there shall also everywhere by placard be prohibited the private import and sale of the cloths specified in the first-mentioned, the export of sugar, and the import onto this Coast of Benzoin and Camphor Baros; item, the import and sale of all woolen manufactures, whether by private contract or by auction, that have been manufactured outside the Netherlands, just as we have already caused Your Right Excellencies' placard of the ultimate of December last to be affixed, whereby the Holland gold ducats, milled around the edge and stamped with the word Djawa, are declared current. 95

From Java's East Coast, the 24th of April 1754 of the trade books will take note of the delay further pay books to affix and to hand over to Lieutenant Colonel van Ossenberg as head of the militia the authentic copy extract from the general resolutions of the 23rd of August and 16th of October concerning the clothing regulations and the dismissal of the three pikemen previously permitted to the dragoon corps, with a copy of the military orders decreed in the Council of India under date of the 27th of December last, which likewise are to be sent to the outer offices; alongside the extracts from Your Noble Lordships' most respected resolutions of the 30th of October, to record no other coin species than guilders, stuivers, and pennings in the Company's papers, and of the 4th, 14th, and 20th of December, directing how to punish ship officers who fail to take proper care of the small plants or crops given into their charge, and in what manner the servants earning under 40 guilders a month must continue on the pay books, and the prices of merchandise must be stated in the papers; item of the 30th of the same month, increasing the prices of fine cinnamon from 60 to 120 stuivers the pound, with the amplification of the order concerning the keeping and examination of the trade and pay books, with relation to which first part we shall not fail in due time to observe Your Noble Lordships' resolution of the 7th of March last to have the general books of this government kept henceforth by the chief administrator and those of the main office by the first warehouse keeper; whilst concerning the latter, we take the liberty of presenting to Your Noble Lordships a written explanation on behalf of its keeper, the junior merchant Mattijs Fredrik Stemsing, serving to discharge him regarding why those books of the years 1751/1752 and 1752/1753 have not yet been dispatched towards Batavia, seeing that the delay in them is solely caused by the fact that the payment of earned monthly wages could seldom or never take place on time, because one was destitute of the cash required for that purpose, which now and then, on multiple occasions, to prevent many disasters, was furnished by the former Governor out of his own pocket, as is shown and indicated more fully by that document and our resolution of the 13th of March, to which we therefore refer in order to avoid a duplicate account, with the humble request that Your Noble Lordships, reflecting upon this, out of a special grace, may be pleased for this once to exempt the said bookkeeper from the condemnation to a fine of six months' pay for the benefit of the naval academy, since he is now dispatching the books of the year 1751/1752 and will apply himself, according to our further order of the 11th of this month, to also be able to send those of the year 1752/1753 by the end of August next. Regents of that, and the state as of the last of February: An amount of rds 2169:15:— belongs to them, which being deducted from the aforesaid capital shows that this Chamber is still purely ahead by rds 1677:19:—, or compared to the past year, when it showed a balance in favor of rds 1581, now more by rds 766:29:—. The funds of the Poor, on the other hand, since the closing of the books in the past year when they totaled rds 10800:13:3, have fallen behind by rds 277:10:13, because the revenues only amounted to rds 1979:47:— and the unavoidable expenses on the other hand to rds 2157:4:3; so that at the closing of the accounts as of the aforesaid last of February, their total capital, both in real estate and desperate debts, was found to be no greater than rds 10623:2:6. Which, from two members of this Council, have now passed into the administration of the deacons, for the reason that to them properly belongs, by virtue of their office, the supervision over the said funds according to the general church order. The accounts of the Estate Masters present a more favorable view, since their chamber funds as of the last of February of the past year totaled rds 18484:34:—; since then, through revenues exceeding expenses to the amount of rds 1239:32:—, up to the closing of the books as of the last of February of this year, they have increased to rds 41724:18:—, of which various estates are entitled to rds 10150:41:—, and thus the remainder in interest money amounts to rds 1573:25:—. The Home for the Aged remains in the same manner as in the past year in arrears to the Company for the capital borrowed from it in the year 1748, which was rds 15000:—, in the amount of rds 10471:—; or after deduction of the cash in hand as of the last of February to the amount of rds 304:30:8, now rds 131:28:— more, because the cash was then ahead by rds 436:10:8, and consequently remained in arrears rds 10034:29:8, as is more circumstantially shown by our resolution of 6 March last. On which day, as outside regent of this hospital and supervisor of the orphans, Captain Gerrit van Santen was discharged at his request, and in the first-mentioned post was replaced by the Senior Surgeon of the Company's hospital, Johan Christoffel Helmer, and in the latter by the Junior Merchant Pieter Blacquiere; the respective bodies having been subject to no other change, nor has anything notable occurred in the Council of Justice or Police since the latest report. Wherefore, having come to the servants, we take the liberty to submit to Your Excellencies the urgent request of the Junior Merchant and Resident of Juana, Pieter Meerman, to be graciously relieved of the timber raft charged back to him to this government and imposed on him for reimbursement at the cost of f 2433:15:8, which, according to the declaration thereof sent to this Council in the year 1751 by the juragan Jevoo Soeto and associates dated 2 November of that year, was captured by pirates between Cheribon and Indramayu, and regarding which he has already presented petitions to the same end in our meeting of 9 May 1753, but upon which it was resolved to refer him directly to Your Excellencies, since it was judged that we were not competent to cancel the said charge without your special permission, notwithstanding that Your Excellencies have decreed once and for all that we should obey as a permanent order the arrangement made in that regard in the year 1751, namely that the residents should henceforth be relieved of the reimbursement of rafts lost through obvious and unavoidable misfortunes as far as the cost of the timber works is concerned, except for the incidental expenses, which must remain for their account. The dried cow and buffalo hides for Ceylon, which were also mentioned in our just cited letter as to be purchased for the same by the Surakarta Commandant Abrahams and Administrator Duurveld, are to be dispatched within a few days with the ship Scheijbeek, expected from Rembang via Joana. With this ship we have also, at his request, granted permission to Ruijsch to depart with his family for Batavia, in order to answer for the fact that on his own authority he allowed the sloop De Zwaluw, with which he was destined to proceed via Makassar to Amboina to await employment, to sail from Japara without embarking upon it, to the wonder of his journey, since it is not apparent that there would not have been found dry shelter on it, both for himself and for the Junior Merchant Carel Willem Soderberg after repairs were made, although under pretext of the contrary he pretends not to have dared to undertake the journey with it and risk himself. Also, the pantchiallang of the Surabaya burgher Broen has not appeared here thus far, notwithstanding that there is information that the same passed the latitude of Tegal twelve days ago, which places us and the subordinate stations in no small embarrassment regarding the stamps, which are almost all consumed and used up. Wherefore we pray that our recent requisition for them may be fulfilled anew, lest some accident or other maritime disaster may perchance have befallen that burgher (which God forbid), as not the least is heard of him. Whereas by the Council of Justice of this Government under date of the 2nd of this month the following have been sentenced to death: The soldier Robbert van Brouwershaven and the Moor Aban Delde for sodomy; the former to be strangled until dead and cast into the sea in a sack, and the latter to be burned alive with fire and the burned body cast into the sea. The soldier Jan Hendrik Ernst for wilful desertion to the rebel Mangkubumi, and the Chinese Oei Watho for bribery to commit the murder perpetrated upon his uncle, the Chinese Bey Tjonko, to be punished at the gallows with the rope around the neck until death ensues. The Javanese Wongso Drio, Bappa Boena, and Troeno for murder committed: by the first upon the just mentioned Chinese Bey Tjonko, by the second upon a Javanese girl, and by the third upon his own pregnant wife and father-in-law, as well as for wounding his nephew, to be broken on the wheel from below upwards, the first two with and the last without the stroke of mercy. And to be punished with a bullet over the head and subsequently to be sent to such place as your Right Excellencies shall determine: the soldier Carel Larossier for manslaughter committed mostly in self-defense upon the soldier Willem Goedhard. The burgher Dirk Reijneke, of whom a petition to obtain a gracious pardon is annexed hereto, for his unlawful second marriage, which is dissolved and annulled, to be whipped and banished to such place as shall please your Right Excellencies, with confiscation of his property. The Buginese Soekoer, accused of killing the Buginese merchant Intje Samat, to be whipped and for five years, and the Blambangan Carim, for doing away with the Javanese Wiero, without there seeming to have been premeditation, also to be whipped, branded, and chained in irons for life in order to serve at the public works; all with the costs and charges of justice. Regarding the sale of the merchandise, of which a purchase amount of f 5225: 13: 8 has been turned over in daily sales from the warehouses in three months, from the first of March to the end of May last, with an advance of 64 1/4 per cent, we constantly endeavor to satisfy Your Right Honourables' desire to dispose of the manufactured goods in a larger quantity; however, few buyers present themselves for this, notwithstanding all reductions of which a trial is being made in order to preserve them as much as possible from decay and to relieve us of that lot which currently still lies in the warehouses at the expense of this government, whose books of 1752/3 the administrator Duurveld declared at our session of the 18th of June last that he would have ready for dispatch by the middle of September at the latest, and the pay bookkeeper Hemsing his by the end of August; and therefore we immediately allowed the last-named to enjoy Your Right Honourables' favor by exempting him from the fine imposed upon him of six months' salary for the benefit of the naval academy; but on the other hand, we have left to the account of the junior merchant Blacquiere the consequences that are to be expected for him from the non-dispatch of the former native military books firstly, and of those of the year 1752/3 at the aforesaid time, also because the reasons he says he supplied to His Right Honour regarding their delay seem to have found no acceptance; and not being authorized to counter Your Right Honourables' wise measures, the first undersigned has on that day taken upon himself to inform Your Right Honourables in separate letters concerning the still outstanding Chachas and Calangers monies, and to supply the requested account of the Prince with his considerations thereupon; for that reason we shall make no mention of that article in this letter, but respectfully inform Your Right Honourables that the purchase of cloths, in the manner described in the aforesaid cited letter, has been assigned to the draper Hemsing and the resident of Tegal, Falk, with orders to search for and have them manufactured among the inhabitants of Banyumas, the Bagelen, and Kedu, as we believe that they will be best and most swiftly obtained there, in order to provide Your Right Honourables with them gradually for the Netherlands and Persia.
