Our humble letter dated 27 March last, sent per the ship De Drie Papegaijen, we hope will have had a good delivery prior to the arrival of this letter; the duplicate is accompanying herewith with the vessel Nieuw Nieuwerkerk, which, pursuant to the resolution taken in our session of the 7th of this month, conveys the available return cargo for India directly to Batavia, as we have decided, because of the lateness of the season, to retain that destined for the Fatherland. This last-named vessel arrived here on 26 February after the ship Voorburg had dropped anchor in these roads on the 17th prior, bringing along two small boxes of papers from Cochim, as well as from Ceylon, Coromandel, and Bengal, and furthermore no more than 12 men of the 25 military personnel sent, as the remainder were retained at Cochim and exchanged for an equal number of discharged men, which latter are likewise proceeding as such via the Malabar to the Headquarters; we resolved on 10 March to dispatch this vessel in the company of Nieuw Nieuwerkerk, and to have delivered by the same at Cochim whatever could be fulfilled by us on the Demand of the ministers of that Commandery, as well as on the Ceylon Petition; with regard to the military personnel destined for this Directorship on Nieuw Nieuwerkerk, they have acted in the Malabar in the aforementioned manner as well, sending us no more than 14 men thereof, the exchanged discharged men from that Commandery also crossing over to Batavia on this vessel. Month handed over to the Honorable Senior Merchant and Secunde, in order to justify himself regarding the linens sent and sold at public auction in Batavia, which were contracted by the former Director Pecock and the said Secunde Drabbe pursuant to a secret requisition, and according to custom purchased by the latter on the bazaar, without any competition from any of the other council members. His defense accompanies this under No. 16, and we hope that it may be found satisfactory, as well as the report submitted by the Merchant and Fiscal Kellij regarding the commissions entrusted to him concerning the engagement of Persians and Arabs into the service, a copy of which is enclosed herewith under No. 19, especially beseeching, with regard to the former, Your High Nobilities' customary kindness, so that we may constantly have reason to thank you, as we do in the most humble manner for the precious cargo of Nieuw Nieuwerkerk, and what was sent by the Voorburg, as well as for the favorable communication of the dispatches written to the Malabar under the 8th of October last. The ships Marienbosch and Luxemburg having sailed from here on the 6th of January, provided with Your High Nobilities' separate instructions dated the 20th of August 1754, we received on the 28th of February the pleasant news that the first-named vessel had arrived at Cochim on the 19th of January, while the latter pursued her voyage to Gale. The ships requiring dunnage, and we having a great lack of planks, and furthermore finding neither space nor merchants for the sappanwood, we deemed it best to leave the same in the vessels that brought it, to serve for the aforementioned purpose. Regarding Your High Nobilities' honored order concerning the anchoring of ships in these roads, contained in your resolution of the 13th of August last, we have delivered a copy to the ship's officers who were not provided with it. Also, pursuant to your respected order by dispatch of the 9th of October last, well over 81½ lasts of salt were discharged into the ship De Drie Papegaijen, the Voorburg also having received 177½ lasts of the same as ballast; but due to a shortage of this salt, we were unable to accommodate Nieuw Nieuwerkerk with it. The vessels stationed within this Directorship having continuously found their employment during this navigable monsoon, concerning which, besides what has already been mentioned before, we take the liberty humbly to refer among others to the resolutions of the 30th of November, the 4th and 14th of December, the 8th and 30th of January, the 16th and 28th of February, the 26th of March, and the 7th of April. Three of the said vessels, alongside the ship Bloemendaal, ran no small danger at the Manduise roads due to an unexpectedly arisen storm that lasted several days, the hooker De Jonge Jacob as well as the ship Bloemendaal having lost two cables, and the batilla De Voorn an anchor; also the smalschip Batavia, due to the heavy rolling at the unloading place, bumped so severely that it cracked, and they were forced to cut holes into it in order quickly to get out the cargo that had become wet, consisting of spices, sugar, and steel. The first three suffered no other damage, but the smalschip, which has been made tight again, had furthermore to be provided with a new gaff, a new cable rope of 9 inches, three messenger lines for running rigging, as well as other provisions and gunpowder; yet today we have reason to thank Heaven that it remained at that, since in that same storm a multitude of native vessels were torn from their anchors and driven away. The smalschip De Jonge Susanna, around the same time before the river of Jamboeser, lost its boat with all its gear, because of which we were forced to have a new one made, costing, together with what was supplied for it from the Honorable Company's stock, ƒ523:3:8, which we hope Your High Nobilities will favorably be pleased to pass, as well as ƒ49654:—:— which we paid to the Honorable Company's Moodij Mannik Dada for the hull of the hooker De Jonge Jacob and whatever else belongs to it, and ƒ19024:9:8 which its rigging, etc., cost both in cash and out of stock, so that this vessel, its boat counted therein, comes to cost ƒ68678:9:8. It did somewhat trouble us that the specifications submitted by the Moodij exceeded the previously delivered estimate by well over ƒ12000, but against that it was also taken into consideration the extraordinary high price of timber, which was not spared on this vessel, the same being, according to the testimony of all experts, made uncommonly solid and strong, and the best wood employed for it; furthermore, also maintained in such a manner that, barring unforeseen inconveniences and accidents, the Honorable Company may have good service from it for many years. From Surat, 25 April Anno 1755. which at first glance, especially in comparison with previous years, appeared to us quite excessive, we could not, notwithstanding the verbal demonstrations and protestations of the skipper and equipage supervisor Ian Warnar Falck, resolve to pass the same except on the condition that he should provide a written report explaining the causes of that remarkable increase in expenses, and that if these did not appear satisfactory to Your Right Honourables, he would have to pay back into the treasury the excess drawn on these specifications; we have the honour to present the aforesaid report herewith to Your Right Honourables under No. 23. Now returning to the ship Bloemendaal, we must add to what has already been said that its uncommonly weak crew forced us to reinforce the same for the Mandvi voyage with a squad of Moorish sailors and to place the Bugis corps on that vessel in order to be in a state of defense in any event, just as we also provided the other vessels that likewise went to Mandvi with a suitable number of European military personnel for that purpose. For the better securing both of Bloemendaal and of the hoeker De Jonge Iacob at the Mandvi roadstead, we also sent thither the second mate stationed here, Arij Fransz, who has visited the said roadstead multiple times, and ordered Captain Marchis to improve, through accurate observations, the defective small chart with which one has had to manage for so long. This vessel, having departed on 16 January with the craft for Mandvi, carrying an assorted cargo specified in our resolution of the 8th prior, endured, as has been said, a hard blow at the aforesaid roadstead, and safely returned here on 25 February, fully laden with cotton; it was immediately discharged and prepared for the Mocha voyage. To that end, and in order not to hire a larger number of Moors, we again reinforced its crew with some European men from the ships De Drie Papegaijen, Voorburg, and Nieuw Nieuwerkerk, specifically as many as each of those vessels could easily spare; and on the 6th of this month, Bloemendaal set sail for Mocha, laden with 65 chests of cloves, 13 chests of nutmeg, 2 suckers of mace, 600 canassers of powdered sugar, 10,000 lb of iron, 100,000 lb of spelter on account of the Honourable Company, and for the remainder with freight goods. We intentionally caused the ship De Drie Papegaijen to wait that long, because of the danger of the Angria, in order to depart in company with the Mocha traders and sail together for part of the way. But this salutary objective, primarily aimed at the greater safety of the vessel De Drie Papegaijen, seems to have been frustrated by the precipitate departure of Captain Bastiaan Verdoes, notwithstanding that we had given him, besides a copy of Your Right Honourables' separate instructions for the Surat traders, additional specific orders regarding that matter; thus we only wish that this departure may have no bad consequences. As far as Bloemendaal is concerned, there is little to fear for it, as it has sailed in the company of 2 other capable, well-armed, and well-manned ships belonging to the Chellabi brothers, Turkish merchants here, besides another well-manned small ship named De Emmoedij. Furthermore, we have the honour humbly to present to Your Right Honourables under No. 28 all the indents of necessities that were submitted to us this year by the ship authorities of various vessels, of which only that which is cited with a line has been fulfilled; regarding which we only have to remark that we refused to supply firewood on behalf of the Honourable Company to the ship authorities, although it is a necessary item, because we saw from their expense accounts that they had been provided with it at Batavia for the entire voyages. The delivered cargoes of the ships furnish us with little of note, except only that on the submitted findings we have disposed in accordance with the latest orders and charged the deficiently found porcelains back to the Comptroller General, as appears from our resolution of 2 January, where this matter, in so far as it concerns the Batavia cargo of the ships Bloemendaal, Marienbosch, and Luxemburg, is treated at length; at the first opportunity our dispositions on the delivered cargoes of De Drie Papegaijen, Voorburg, and Nieuw Nieuwerkerk will also follow, of which we meanwhile enclose the findings with the accompanying declarations in copy under No. 32, 33, and 34; and with respect to the brought-in Gombroon cargo, we also respectfully report that in our session of 30 January it was understood to have the 439 lb of asafoetida found in excess of the second sort, instead of the first sort, transferred in the books, and its cost, alongside the 31 lb of first sort and 109 lb of second sort of that gum overcharged, as well as 72 lb of flowers of sulphur and 39 lb of rhapontic roots, item all further losses that happen to fall upon this cargo, as we have already touched upon in our humble latest of 27 March last, to be debited to the Gombroon factory until further orders from Your Right Honourables, and therefore to have a separate head opened for that factory in the trade books of this Directorate.

That the sale of merchandise in a year which in more than one respect has been as fatal as the last past fiscal year has still yielded so much must be attributed more to the blessing of Heaven upon the Company's interests than to anything else; for that in a year in which the fear of a rupture was so great, the dread of the extortions of the Regents so legitimate, the extortions of money so considerable, the bankruptcies so frequent, and the resulting discredit and daily increasing lack of money so general, on no more than two shiploads and a few remainders a net sum was still gained of ƒ538281:8:8: or 150 per cent broadly, must appear more astonishing to someone who knows the conditions of Souratta than that in quieter and more opulent times, such as the immediately preceding fiscal year 175 2/3 was, on 3 shiploads and a parcel of remainders a considerable capital in net profits was obtained of ƒ867471:17: or 246½ per cent broadly. We must advise Your Right Noblenesses to our regret that although the brokers have bought the cinnamon, that fragrant bark nevertheless remains unsold, without them selling an ounce of it, and this solely, as they say, because of the increased price. It is likewise the case with the imported pepper, since the English bring that grain clean and well winnowed from Malabar and currently sell it here for 25 rupees or ƒ37:15:—, from which 7½ percent for rebate, tare, and brokerage must still be deducted; which will show Your Right Noblenesses the impossibility of disposing of that grain in the future at the fixed price, wherefore we also most humbly request to be excused from it, just as the brokers also insist regarding Japanese copper in plates, requesting bars instead, since the minting of pice is under way again and all the Japanese copper that is sold here was solely used for that purpose, it is much more advantageous and convenient to use bar copper rather than plate copper, as the latter must first be melted down into bars, which cannot happen without considerable loss. Among the number of unwanted commodities is also the orpiment, which, notwithstanding all efforts made, we have not been able to make change hands to this day. On the 22nd of January we sold at public auction the remaining drinks and other provisions that were in the Company's pantry, together with the manufactured goods brought by the Marienbosch and Luxemburg and returned from Bassein, likewise the two horses from Gamron, auctioned and sold for the sum of 4846 23/32 rupees or ƒ 7276:3:8; in which respect it should be noted, however, that only a portion of the said manufactured goods was sold at a moderately acceptable profit, as many of them were badly damaged, with the remainder, consisting of sound and undamaged goods, held back for a further and better opportunity, which we now believe to have found, since the Maratha General Raghu Pandit, brother of the prince Nana, who hitherto has remained near Delhi with an army consisting of 80,000 horsemen, 150,000 foot soldiers, and 350 elephants, is about to take up quarters in Ahmedabad on account of the approaching rainy season, whither he is actually on the march; wherefore, judging that we should take advantage of this situation, we have resolved to load in the Company's vessels that go to Jambusar to collect the Ahmedabad returns, besides all the manufactured goods on hand, 5000 lb of cloves, 2000 lb of nutmeg, 1 suckel of mace, 100 bales of cinnamon, and as much powdered sugar as can be loaded, to be unloaded at Jambusar, received, and transported further by carts to Ahmedabad. If this trial succeeds, we could repeat the same operations in the future when occasion arises, in order to recover the expenses of that factory therefrom. The porcelain brought from Batavia we sold, following the example of previous years, publicly on the 8th of the past month to the highest bidder, and made a pleasing profit thereon, except on the red, which did not draw at all; however, the total amount of this auction cannot be drawn up until all the porcelain has been counted and sounded for the merchant. To conclude this article we will further report that of the spices recently sent to Ketsmandui all the nutmegs have already been disposed of for ro/a 220 13/32. or ƒ 330: 16: per 100 lb. Concerning the collection of return goods we had the honor to entertain Your High Noblenesses in our humble letter of the 4th of January and we further refer in that regard to the answered homeland and Indian demands which accompany this and the former in duplicate. From this it will appear that the collection is proceeding according to wish as we also hope to have the goods ready in good time, before all those destined pro Patria receiving meanwhile Your High Noblenesses per the vessel Nieuw Nieuwerkerk 190 packages . . . bales and 6 cases for India. But whereas we have repeatedly experienced that the suppliers when the prices of linens in general rise or when some private opportunity arises to negotiate more money for the cloths than for which they deliver them to the Honorable Company make use of those occasions to the prejudice of the collection and sell to others the linens which have been manufactured for the Honorable Company, and which out of lack of space one is forced to leave with them during the entire rainy season, we therefore resolved in our session of the 8th of January to rent one or two more good warehouses in order during the bad monsoon not only to store therein the homeland return goods that must stay over but also the gradually incoming Indian return goods and no longer let anything that is acceptable remain with the suppliers in order thus to prevent the aforesaid illicit trade as much as possible. Also the latest order of Your High Noblenesses regarding the inspection and acceptance of the linens is presently exactly observed with not only the entire Council of Policy attending each time at the inspection of the cloths, but all the return goods coming from the outer sub-factories are also examined collectively in the Honorable Company's tent and compared with the samples. We have finally received all the return goods of the previous year from Ketsmandui this year, consisting of 62676 lb alum, 55 packages of Neggers linens and 1123 bales of Anjar kapok as well as 20872½ lb of recently collected cotton yarns, but for the present no further collection is being done at that sub-factory we expecting from there only some bales of cotton, which have remained behind at Mondera. Notwithstanding that from time to time we have strongly urged in our letters to the residents of Amed-abaad the completion of the silk patolas still remaining in arrears on the previous year's contract, they are to our regret not yet ready, as the suppliers proceed therewith so reluctantly that one can see clearly enough that they lack the willingness or the workmen, which latter they presently pretend. The new contracting at the sub-factory of Amed-abaad not having been done on account of the abrupt departure of the merchant Huijsvoorn there one was forced to summon the brokers Mietalaal and Telliktjent hither already in January since one did not dare to let a matter of that importance depend upon the secunde Ellinkhuijsen alone. They both appeared here, and after having been in discussion with the first-mentioned several times, departed again fruitlessly because they tuned the strings so high and remained so stubborn on their position that one could not come to an agreement with them, they having promised however, that after their return to Amed-abaad they would examine the matters closely once more and then state the prices further. In the meantime, in order not to be misled by their procrastinations, we have already transferred several articles of the Amed-abaad apportionment to that of Souratta to be fulfilled by the Honorable Company's suppliers here who have also willingly accepted this; since then the said brokers have come to more reasonable thoughts and have abandoned their enormous pretensions, so that we are actually in negotiation with them to conclude the contract, with which we also hope to have done before the end of this month, whereupon the collection at Amed-abaad as well as here and at Brootchia will get underway again whereby we hope to be in a position to fulfill the demands Pro Patria and India. The demands for merchandise and provisions which we intended to send with Marienbosch, and also noted as sent in our respectful letter of the 4th of January we enclose herewith today, and take the liberty to refer to what we then as well as herein under the rubric of sale of trade goods have already said on this matter. The entries and write-offs, both at this main office and at the subordinate offices, have been made in accordance with the successive resolutions taken under the dates of 2 and 30 January, 10 and 26 March, and 7 April, concerning the first two and the last the arrived ship cargoes. By that of the 26th of March, we received 2 horses that were presented to the first-mentioned by Governor Safderchan and the Subah of Sindij; and since by that of the 10th of the same month another case exists wherein we are in need of a copy of the Regulation of anno 1681, namely the specifications of the expenses for the journeys of the Junior Merchant Bellon as interim head of Amed-abaad, we once again most humbly request to be accommodated therewith. The state of this Directorship as it was as of the end of August last will, if it pleases Your High Noble Lordships, appear from the following brief statement, formed from our trade books of the past financial year 1753/4, of which a more extensive version, with the reasons and motives serving thereto, is enclosed herewith under No. 51. But the financial year 1753/4 has been in more than one respect very fatal for this Directorship: The loss of the two richly laden ships the Wimmenum and the Vreede, which were destined hither from Batavia; the consequent cancellation of the voyage of the vessel Bloemendaal to Mocha; the lack of Heathen weddings throughout the entire Hindoustan Empire; the extortions of the local regents against well-to-do inhabitants; the considerable and numerous bankruptcies and languishing trade arising therefrom and from the damage suffered at sea; the constant fear of a bloody rupture between the City and Castle Governors; and finally, not to speak of other circumstances, the increased expenses to a sum of ƒ65983:10:— in contrast to the financial year 1752/3, are all items that have highly prejudiced our profit account. The received bills of exchange from ketsmandui from which the following is subtracted; as from contracting to which, since then up to the ultimate of March last, has been added the necessary supplies to the Honourable Company's vessels the Liefde and Bloemendaal, principally on the occasion of the also on in November 1753 the Extraordinary Repair of the Honourable Company's vessels, the re-establishment of the Office Amed-abaad, the country's ship-paid, also Extraordinarily paid off and debited salaries, item the increase of the Servants within this Directorship, and thereby caused more rations, House Rents, Hospital expenses, etcetera, and finally the provided provisions and monthly pay to a Corps of Buginese Military have principally contributed. From Souratta the 25th of April Anno 1755. deputy Ali Nawaaschan, subsequently from Governor Safderchan, and recently from Sidij Havis Masoetchan, collected by the first undersigned, as well as sent to Prince Nanna and his brother Ragoe Pandet, to the Governor of Bassijn, to the Regents of Brootchia and Amed-abaad, as also to the Radja of Kets. Concerning the defective, unusable, and spoiled goods, according to the annual custom, a report has been drawn up by the second and Chief Administrator from the reports of the inventory of the various administrations as of the last of August, reviewed in our session of the 10th of March, and disposed of therein according to order as is noted in the margin of that document next to each article; that which must be sent to the Headquarters is now being shipped with the vessel Nieuw Nieuwerkerk, as well as 10719 lb of mite-eaten nutmegs in 54 bags, which have been properly weighed and packed by the delegates, just as we have already shipped 10 such bags with 1294 lb of the same nutmegs via the vessel De Drie Papegaijen. Carpentry and repairs thereof we have already reported via the vessel Marienbosch; we only have to add in that respect that this account in the financial year 1753/4 amounts to a sum of ƒ3308:6:8 less than the year before; as also that the appropriating of the new gunpowder magazine at the shipyard cost ro/a 150: or ƒ225: and the raising of a piece of the surrounding wall next to it, and its demolition on account of the armed pretension of the Regents in September last, followed by the erection of a bamboo fence in its place, cost ro/a 1470 1/32 or ƒ2205:8:8; furthermore, The old lodge remains always in the same dilapidated state, and in the current year nothing has been spent on it yet, whereas on the other hand, concerning the construction of a new lodge and the work of the stone revetment along the river, through the assistance of Alij Nawaaschan, deputy of Safderchan, and of the Honorable Company's brokers, it has finally been brought so far that the Regents already in the month of December last consented to the completion of the said revetment for the Honorable Company's ground, as well as the repairing and making habitable of the stone house standing on the Northeast pier, and the placing of another such on the Southwest pier. However, the undersigned having learned from experience how little reliance can be placed on words, the first undersigned always insisted on formal and solemn parwanas, which they made him hope for with such strong promises that from that time on he quietly made preparations to be able to set to work as soon as the matter should be fully settled. In the meantime the negotiation with the Regents was continued, they consenting that the terrain near the so-called Poepen Baijert also be revetted with stone instead of wood, and that another sufficient pier be laid at the end, and they demanding as an absolute condition that the Honorable Company, for the convenience of the public and to mitigate the opposition of the Poepen, should have a freestone staircase made at the river just outside the shipyard on the public road and directly opposite the last-mentioned pier; to which article they lent their hand all the more willingly, because such a staircase will not only necessarily make the work of the revetment much more sufficient and resistant against the force of the water, but also, being immediately adjacent to one of the gates at the shipyard, will be of great convenience in the unloading and loading of the Company's vessels and thereby save a third gate and unloading place in the revetment itself. Subsequently, it was approved, if this work should come to fruition, to have it completed by contract; and the Honorable Company's moody Mannik Dada having made an estimate according to which, both for the completion of the revetment already begun and for that of the Poepen Baijert alongside the pier and the staircase, at least ro/as 150000 or ƒ25000: - would be required, this seemed at first somewhat large; but considering that the previous costs amounted to ro/a 86000:- or ƒ129000, and one could count not much more than a third as being accomplished, the incomplete masonry being much damaged by time and the heavy drainage, and having to be partially broken down again if one wishes to make something sound of it, so that one had to figure that little less than two thirds of the revetment begun was still to be made, and by far the most difficult part, since the ground at the Southwest end has been completely washed away, everything must be founded in the water, and the river becomes deeper and deeper toward that side; besides another piece of revetment of about 40 feet that will nevertheless have to be laid at the Southwest pier on account of a creek that the water has formed there, and the revetment of the Poepen Baijert, 86 feet long, alongside the new pier and the staircase, as well as the filling with earth and rubble everywhere behind the revetment for which not a little will be required, as also two new sufficient protruding jetties for the two unloading gates in the revetment; as well as, having regard to the further circumstances, namely that a good portion of that sum had to be spent on the Maratha Grasias and Kolis, from or through whose land one had to obtain the supply, both of cut and burned stone and lime; the aforesaid sum was by no means found exorbitant, and the work was contracted out to the moody for that amount. Thus far matters had progressed when yet a full month elapsed before one could obtain the written and sealed permission from the town and castle governors. But the first signatory, not being content therewith and desiring that the town regents should give the Honorable Company a satisfaction as striking as the affront had been which they had done to it in September last with the violent pulling down of a small piece of the curtain wall and the digging up of the foundations laid in the time of the former Lord Director, has finally, although with much effort, persuaded them to a step of which there is no precedent. Pursuant then to what was agreed thereupon, Alij Naawaaschan, deputy of the town governor, and the Castle Governor Sidij Havis Massoetchan in person, each separately presented themselves on the 11th February last with great state at the Honorable Company's wharf, being received by the Council members Kellij and Falk and each saluted with 19 shots from the artillery, and having met each other there and inspected everything, solemnly declared to a multitude of bystanders whom the novelty of the occasion had drawn thither, that their will and desire was that the work that had stood still for so long should be proceeded with again, without anyone whosoever he might be presuming to disturb or hinder the same, and that they gave all workmen freedom and full permission to let themselves be employed thereto in the service of the Honorable Company, without fearing anything; the said regents subsequently returning to the town under the firing of the cannon from the wharf. Since everything was in readiness, the work was finally begun the day thereafter or the 12th, with over 800 workmen, whose number has since increased noticeably according as they were needed, and not only has the revetment at the Poepen Baijert besides the new cofferdam at that end been nearly completed and the great revetment raised to the required height as far as foundations lay, but also a third of the remaining work was diked in and the foundations continued there, a part also having already been bricked up to above water level. For the more peaceful progress of this work, the regents have stationed some of their own servants and peons there, as well to encourage the workmen as to prevent anyone, before all the sayyids and priests, both Moorish and Gentile, who have almost all opposed it, from doing any hindrance thereto. A few days after the aforesaid ceremonies, the brokers delivered the original petitions which they had submitted to obtain the progress of the work, confirmed with the handwritten marginal note of Alij Nawaaschan and the seal of the Sidi, to the first signatory; your Right Honorables being able, if it please you, to see the translation thereof in the translations enclosed under No 8. It is certain that the resumption of this work, discontinued for so long, will make the glory of the Honorable Company, which our competitors in these regions constantly seek to tarnish through all kinds of sinister intrigues, shine out all the more splendidly to the confusion of its enviers; and as we flatter ourselves to have followed in this the venerated intention both of the Lords Majors and of your Right Honorables to the best of our ability, so we also beseech with a humble confidence their favorable approbation on all that has been done and performed by us in this difficult matter, and now proceed to: The honest livelihood: pursuant to our promise in our respectful letter of the 4th January, we have caused a new price current to be drawn up by the Master of the Equippage and Dispensiers and closely reviewed the same in our meeting, and found it to correspond with the circumstances of times and affairs, the dearness of the timber works being primarily caused by the daily increasing robbers, whereby the woodcutters are obliged to provide themselves with good convoy at heavy expense; subsequently we have resolved to accept the offer of the aforesaid administrators for a round year starting the first of January, having at the same time abolished and revoked again the 5 percent previously granted to them on the purchase of necessities; all in expectation of having satisfied your Right Honorables' intention in this. Since he had not transferred the factory to the second-in-command Ellinkhuijsen before his departure with the caravan to Tamboeser, it was natural that he should return to Amed-abaad to effect this. He was also ordered to do so, with the instruction that when this was accomplished, he should give notice thereof and await our further orders for his departure. Our intention in this was to summon together with him to Tamboeser a substantial consignment of linens that had remained behind at Amed-abaad due to his hasty and arbitrary conduct in November, in addition to whatever might have been gathered since, whither the junior merchant destined ad interim in his place was then to be sent.

From Souratta the 25th of April 1755. would have sent junior merchant Bellon with the vessels in order that he could proceed thither with the retinue that had come from Amed-abaad, and the aforementioned Huijsvoorn would cross over by water with the returns so as to spare the Honorable Company double and unnecessary travel expenses. But far from complying with the above-mentioned order, the repeatedly mentioned Huijsvoorn, after transferring his duties to his second-in-command, saw fit, under all kinds of frivolous pretexts, not only to quit his trading post privata auctoritate and to come hither by land via Jamboeser and Brootchia, from which his premeditated intention becomes abundantly clear, but also left behind around 7000 pieces of collected linens; which conduct, combined with what happened previously, shows more and more that the aforementioned Huijsvoorn acted entirely arbitrarily and according to his own caprices, without the least respect for the Surat Ministry, but on the contrary to the visible contempt thereof and vilification of authority, as well as the complete destruction of all subordination in this matter. Thus the first signatory, in order to nip the evil in the bud and not to authorize such lapses by any examples, deemed himself obliged to show his sensitivity about this openly and provisionally forbade showing the aforementioned Huijsvoorn the customary military honors. Subsequently, this matter having been brought into our council, they not only conformed unanimously thereto, but furthermore, on the proposal of the first signatory, also resolved to suspend the mentioned Huijsvoorn from sitting and voting in the Council, since it is fair that such a one who seems not to acknowledge the lawful government and authority should also have no seat in Council. In the same situation is presently also the junior merchant Johannes Sanderus, though for very diverse reasons, because having recently arrived from Ketsmandui on the ship Bloemendaal, he, according to successively made resolutions, still has to account for several points that are charged to him, in particular regarding the matter of the bills of exchange and the unnecessary retention of superfluous cash, the failure to request the vessels in time last year, whereby most returns had to lie over at Ketsmandui for a full year during which the Honorable Company was deprived thereof, and finally the postponement for more than a full year of the transfer to his replacement, the junior merchant Blauwkamer; all of which points give rise to no small suspicion. Thus it was unanimously approved to charge him with formally accounting for all these matters, and in the meantime to grant him no seat in Council nor allow military honors until he shall have fully cleared himself. We have also commissioned Council members Kellij and Ruperti to inspect and examine his trade books brought along, who submitted their report in copy herewith under No. 21, containing six points that they considered should be redressed, which being also found so in Council, was disposed of as we deemed proper and is noted in the margin. Furthermore, we inspected the brought-along Mandui returns in body, and had the cotton yarns sorted anew for the account of the servants, as well as the linens, of which one lot was rejected entirely, the mentioned Sanderus having further signed for their quality, length, and width, as well as for the weight of the cotton. We flatter ourselves that Your Right Honorables will not interpret unfavorably our rightful zeal displayed in both above-recounted cases, nor what occurred regarding the chief surgeon of the ship De Drie Papegaijen, named Johannes Ruijterswaard, whom, because of his marked, obstinate disobedience, we deemed necessary to hand over to the Court of Justice here as an example to others, to proceed against him according to the findings of the case, the circumstance being as follows: The ship Bloemendaal lying loading, and the ships Voorburg and Nieuw Nieuwerkerk being discharging, it was verbally represented to the first signatory by some of the ship officers that on such occasions it was very necessary that a chief surgeon of the ships lying in the roads should always keep watch on board, since in unloading and loading accidents very often happened that could not be entrusted to under-surgeons, and which needed such prompt assistance that there was no time to fetch a chief surgeon from the shore, for which sometimes 2 to 3 days were required, and the patient meanwhile, through such neglect, fell into great danger, as one already had an example thereof. The first signatory, not knowing that all the chief surgeons were ashore and finding the Honorable Company's service interested therein, immediately ordered that one of the chief surgeons should permanently remain in the roads, they being able, in the presence of several ships, to relieve each other every 8 days; and to make a beginning thereof, he ordered on the spot the above-named chief surgeon of the ship De Drie Papegaijen, being the first in turn, to proceed on board for that purpose and not to leave his post before one of his mates came to relieve him. Nevertheless, the same came quietly ashore again up to two times against the repeatedly reiterated explicit order. In the meantime, it having occurred that two sailors, one on Bloemendaal and the other on Voorburg, severely injured themselves by falling, they fell into mortal danger for lack of assistance.

But far from complying with the above-mentioned order, the repeatedly mentioned Huijsvoorn, after completing the transfer to his Second, saw fit under all kinds of frivolous pretexts not only to quit his office by his own authority and to come hither by land via Jamboeser and Brootchia, from which his premeditated intention becomes abundantly clear, but also left behind about 7000 pieces of collected linens. Which conduct, added to what occurred previously, demonstrating more and more that the aforementioned Huijsvoorn, without the least respect for the Surat Ministry, but on the contrary to the visible contempt of the same and slighting of authority as well as the complete destruction of all subordination, has in this matter proceeded entirely arbitrarily and according to his own caprices; thus the first undersigned, in order to check the evil in the beginning and to authorize no such steps by example, deemed himself obliged to show his sensitivity concerning this openly, and provisionally forbade showing the aforementioned Huijsvoorn the customary military honours. Subsequently, this matter having been brought before our meeting, not only did one unanimously conform thereto, but in addition, upon the proposal of the first undersigned, it was also resolved to suspend the aforementioned Huijsvoorn from seat and vote in Council, since it is fair that such a person who appears not to recognize the lawful government and authority should also have no sessions in Council. In the same situation junior merchant Johannes Sanderus also presently finds himself, though for very different reasons, for having recently arrived with the ship Bloemendaal from Ketsmandui, being still obliged, according to consecutively adopted resolutions, to account for various points charged against him, particularly regarding the matter of the bills of exchange and the unnecessary retention of superfluous cash, the failure to request the vessels timely enough in the past year, whereby most returns had to remain over at Ketsmandui for a whole year, during which the Honourable Company was deprived of them; and finally the postponement for more than a full year of the transfer to his successor, junior merchant Blauwkamer, all of which articles give rise to no small suspicions, it was unanimously approved to charge him to formally account for all these things, and meanwhile to grant him no session in Council, nor to allow him military honours until he shall have fully cleared himself. We have also commissioned Council members Kellij and Ruperti to inspect and examine his business account books brought along, who submitted their report thereon in copy herewith under No. 21, containing six points which they judged ought to be redressed, which also being found so in Council, was disposed of as we deemed proper and is noted in the margin.
