From Souratta, the 25th of April, Anno 1755 755 From Souratta, the 25th of April, Anno 1755. and bitterly complained about by Captain Marchis, who was then in the roads, whereupon, at the proposal of the first-signed, it was unanimously deemed proper to refer this matter to this Council of Justice, in order to act therein as required; it being simultaneously understood that the customary instruction for the commanders of the ships lying in these roads shall be amplified with an article whereby the chief surgeon of a single ship shall not be permitted to go ashore as long as loading or discharging is taking place, but whenever there are two or more ships together, one must always keep watch steadily for 8 days in the roads, and then be relieved by another, on pain of arbitrary corrections according to the exigencies of the case. Except for the above-related cases, there is nothing further to report regarding this assembly, other than that the Warehouse Master Sweers de Landas and Secretary Ruperti remained sureties in the sum of ro/a 10,000:- or f 15,000 for Cashier Ebbenhoost, as well as for a sum of ro/a 10,000 or f 500:— in favor of the provisional First Sworn Clerk Wenkink in the capacity of sequester. Regarding the Assembly of Justice there would also be nothing to mention, were it not that the case of the aforementioned Chief Surgeon Iohannes Ruyterswaard had provided this body with some business, he having been condemned, for neglect of his duty and obstinate insubordination to orders, as an example to others, to a fine of three months' wages pro fisco, and banished to the ship without being allowed to come ashore here again for any reason whatsoever, as may further appear to Your High Nobilities, if you please, from the judicial papers enclosed in original under No 17. For the rest, Captain-Lieutenants Govert van Welle and Hendrik Booms have, before two commissioned members from this body, taken the oath of purgation regarding the spices brought by Voorburg and Nieuw Nieuwerkerk, as appears from the original certificate annexed hereto under No 35. Concerning the servants, we must request Your High Nobilities' favorable approval of the appointment of Johan Hendrik Mauw of Lubeek as provisional assistant, he having been lent to private trade for a long time and taken back into the Company's service at his request, also drawn to the clerical service due to a lack of clerks, at f 16:— per month; for the rest, very few and minor changes have been made, not worthy of occupying Your High Nobilities' attention, wherefore we take the liberty on this matter to refer to the accompanying copy from the act book under No 15; only adding that, on the good testimony of Captain Marchies, we have appointed the third surgeon Lucas Iohannes Iaspersz: of Bloemendaal to be employed as such in this Directorate for lack of assistant surgeons, just as we have also placed the third surgeon of the ship De Drie Papegaijen, Hendrik Hetteling of Amsterdam, upon the hooker De Jonge Jacob. The boatswain's mate of Nieuw Nieuwerkerk, Nicolaas Berg of Stokholm, promoted by us provisionally and without formal act to third mate at the request of Captain-Lieutenant Booms, in place of the third mate Van den Helm who died here, we have first subjected to the usual examination, as appears from the accompanying certificate under No [illegible], leaving his confirmation and the wages to be earned referred to Your High Nobilities, to whom we have the honor under No 25, according to the new regulation regarding the promotion of servants, to present a petition from the bookkeeper and second warehouse master Jan Jacob Fles, requesting his release from this Directorate. Although the garrison, as we stated in the beginning, was recently reinforced with 25 men from the headquarters, it nevertheless finds itself still below the number of last year, actually consisting of only 109 heads in total, as may appear to Your High Nobilities from the accompanying brief strength report sub No 38. The daily increasing pirates, however, make this article necessary for this Directorate and oblige us to arm the Company's vessels more and more, merely to secure them between Souratta and the roads. Deceased since the last of March 1754 until the same date recently passed are 13 persons, namely 4 from the maritime service, and among them the boatswain Hans Christiaan Huysman, who unfortunately drowned, the remaining 9 being military of this garrison, and among them likewise one drowned. Deserters we have had, notwithstanding that the cartel has subsisted until now, since the ultimate of November, Anno passato, until the ultimate of March recently past, 13 from the garrison alone, not without great suspicion that they are being debauched by secret crimps, although we also will not deny that among them are several who were sent to us from the Mallabaar, and who have repeatedly given proof of their mutinous and untamed nature, and thus also easily incited the others to desertion. Whatever pains we took to discover their hiding place, or the route they might have taken, it was nonetheless impossible to do so. We succeeded better regarding 2 sailors who had run away from their vessels and to the English; since we immediately reclaimed them, got them back, and sent them on board; but another from the vessel de Drie Papegaijen escaped and was sent to Bombaij before we were informed of the place where he was concealed. Since the departure of the ship Luxemburg, we have accepted no deserters into the Company's service, but sent to Batavia with the said vessel 3 Portuguese soldiers who, as appears from what was noted in our resolution of the 8th of January, arrived with us so late that we could make no mention of them in the letter, their names having merely been written by the pay bookkeeper at the back of the ship's muster roll. The letters of safe conduct or Parwanas granted by the Amed-abaad regents Sempatram and Sewokram could not protect the Caffila from various extortions, as every Pandit of the places situated along the route has his own separate jurisdiction without one depending on the other; wherefore we shall endeavor to obtain, as well from the prince Nanna himself as from his brother, General Ragoe Bawa, who is expected at Amed-abaad, a general order to all Pandits, in order that the Honorable Company's trade may not henceforth be hindered by such exactions. And since from the transmitted invoice of the aforesaid returns it appeared that the servants had charged the packing of the bales higher than what was once and for all permitted for it by Your High Nobilities, we have validated for them no more than the fixed amount, and had the invoice adjusted here on that footing by the trade bookkeeper. Furthermore, the second in command there, Ellinkhuijsen, duly received the handover from the departing chief Huijsvoorn, and on the 16th of February transferred it in turn to the junior merchant Bellon, who was sent thither, having departed from here on the 28th of January with the vessels via Jamboeser. We also sent with him the recently appointed provisional assistant, Jacobus Vermeulen, alongside the third surgeon Lucas Johannes Jaspersz, taken from Bloemendaal, to render their service there; expected back from there is the assistant Andries Suling, to whom, on account of the ample expiration of his time, we have granted his discharge to Batavia. From Surat, 25 April Anno 1755. seek to gain esteem and trust from a very credulous native population, and regarding the virtues attributed to it bear much resemblance to the Aurum potabile or drinkable gold, and the Lapis Philosophorum or philosopher's stone, with which quacks and pretended gold makers in Europe lull the simple-minded to sleep, it was resolved in our session of the 14th of this month to write back to the Ahmedabad servants that they shall make the mentioned Governor understand this in the most appropriate manner, the first-named having also answered him directly in those terms, as Your High Honours may, if you please, see in more detail both in the latest incoming and outgoing Ahmedabad letters and in the translations transmitted herewith in copy. At the same time we deemed it in the master's interest to have some presents offered to the mentioned General, which we sent to the servants for that purpose, as it is highly necessary for the promotion of the Honourable Company's interests in the Maratha lands in every respect to win over this prominent chief to our interests as well, whose credit and authority has a great influence on affairs in general and on those of Ahmedabad in particular. At Broach, where the collection is continued with all diligence and good success, the provisional chief van Jeger, after having deferred his first visit to Governor Gertallebchan for some time on account of his illness and daily diminishing hope of recovery, had the weakness to allow himself to be persuaded by merchant Huijsvoorn passing through there to visit that dying ruler together with his second and the mentioned Huijsvoorn, and on that occasion to present to him, although in articulo mortis, the customary Nazirs or sighting offerings usual at a first visit. We believed that the thoughtless irregularity of this conduct should not be attributed so much to the mentioned chief, who is not yet experienced enough in such matters, as to the lax compliance of the second, Heideman, who could and should have known better, and consequently the reimbursement of these expenses has been imposed upon him; all the more because, the mentioned Governor having died shortly thereafter, similar Nazirs had to be given anew to his successor, and it is not fair that the Honourable Company should bear the damage of uselessly squandered gifts. Since then, we have also had some presents to the amount of f 790:9:- offered through the mentioned chief to the new Governor and the other city rulers according to annual custom, as we judged this necessary and not excessive on account of the current collection there and for facilitating it, and we now humbly await Your High Honours' favorable approval thereof. The death of the above-mentioned Governor Gertallebechan, which was accompanied by great suspicion of administered poison, almost caused a war at Broach and would have harmed the collection not a little, for having left a minor son named Mirza Hozem Alij and appointed him as his successor, under the title of his deputy Mirza Hassem Rezah, Hamet Beek, nephew of the previously deceased Governor Neek Alemchan, who had already shown some discontent at the time and was therefore chased from the Darbar and the city of Broach by Gertallebehan, seemed to want to make some moves again to put himself in possession of that Government. A dispute which the neighboring Raja of Pipli raised against the new government at the same time, on the occasion of his Diwan or intendant having fled to Broach with a good sum of money and an elephant and placed himself under the Governor's protection, seemed to favor his intention. Consequently he sought assistance on all sides and solicited the Surat rulers to support him, but only obtained permission to recruit soldiers here at his own expense. The Broach government, somewhat apprehensive about the outcome of affairs, found it good under those circumstances to address the Honourable Company, and the Governor wrote a very friendly letter to the first-named, in which he referred to two others written by him and his deputy to merchant Huijsvoorn, containing a request for two armed ghurabs for assistance, against payment and only for a short time. The factory Ketsmandui has finally this year yielded the fruits that had already been expected last year, for the state of the Company's affairs there, which had for a time been reported so doubtful and uncertain by the servants, having suddenly taken a favorable turn, to which the appointment of the junior merchant Sanderus as head of Amedabaad seems to have contributed much, not only gave us great hope for a speedy and liquid conveyance, but it was also written to us that we could send the vessels, as no hindrance was to be caused to the shipment of the returns, although the disturbances between the Radja and the Crown Prince had at that time not yet ceased. Pursuant to these long-desired advices, we have received from there the returns of previous years, consisting of linens, cotton, and alum, as well as the recently collected cotton yarns, by the ship Bloemendaal, accompanied by the hooker De Jonge Iacob and the smalschip Batavia, to which were also joined at Mandu the Company's battila De Voorn and a privately rented horij. We had sent along from here two large open private horrijs, more suitable for loading cotton bales than those of the Honorable Company, which moreover we could not spare in the unloading of the spices, etc.; but these having fallen behind at night during hard weather off Dui on the outward voyage, had the misfortune on the following day of one being taken by the Walreesche or Sangansche, and the other by the Sultanpoerse pirates, though the latter was retaken by the vessels of Sidtij Iaban; by which incident the Mandu servants were forced also to charter the battila and the aforementioned horrij, notwithstanding which some unpressed bales of cotton remained behind at Mondera, because the servants of the Crown Prince refused under various pretexts to let them follow. The above-mentioned ship and vessels were in no small danger in the Mandu roadstead due to a sudden storm, and even suffered some damage, as has previously been detailed more circumstantially, but have finally returned safely with their cargo, bringing along the junior merchant Sanderus, who upon his arrival, in addition to the Mandu trade books of Anno 1753/4, delivered to us a copy of his conveyance dated the 14th of February, and rupees 16000:- in good bills of exchange; but since it appeared to us from the said conveyance that a substantial sum in cash was still outstanding at that factory, in order not to leave those funds lying there without interest, we ordered the servants likewise to send the same over by bill of exchange at the earliest opportunity, with instructions to continue doing so each time as soon as there should be just rupees 5000:- or 7500 florins in the cash-box: the more so because the servants themselves complained that, on account of the poor accommodation, they felt very burdened with the Company's cash-box, which previously, as they said, had rested under the broker Jaweertjent, and we shall continue to insist on the maintenance of this arrangement to prevent all inconveniences, as long as no further collection is made at that factory. The returns brought from there without invoice we had received in the presence of special commissioners, and likewise had the trade books examined and properly corrected, as we have had the honor to report in more detail above, it appearing from the same that at Mandui in the past financial year a sum of 77623 florins 16 stuivers was still profited. In view of the provisionally restored peace in the Kutch realm, we have again sent various merchandise thither with Bloemendaal and the vessels, of which the spices and a lot of sugar became wet during the mishap that befell the smalschip Batavia and were afterward dried; wherefore we ordered the servants nevertheless to sell the spices for not less than the fixed prices, just as all the nutmegs have already been disposed of for rupees 220 3/8 or 330 florins 16 stuivers per 100 lb, and to send the cinnamon back hither if it should be spoiled and unvendible, we having also received 10 bags of worm-eaten nutmegs from there. And whereas the English seem to be in earnest about coming to trade in the Kutch realm, and especially to relieve themselves there of a portion of their sugar lying at Bombay, as they have requested permission for this from the Radja and obtained it upon paying 7½ percent toll, we have again shipped 263 canassers with the hooker De Jonge Jacob, which the said vessel, returning from Sindij whither it was sent as convoy, will deliver at Mandui, in order by that supply to make our competitors lose the desire to bring more of that sweet stuff. From Surat the 25th of April Anno 1755 have given him handsome presents, and secondly, because he seems to demand such as a right, in compensation for the 2½ per cent which the broker claims was verbally promised in gifts over and above upon the granting of the Parwana against 2½ per cent toll. Because of the bad and cramped housing of the servants, we have permitted them to rent another house next door for 20 mamoodies or ƒ 10:—:— per month, and increased the rent of their old dwelling, upon some repairs, to 23 mamoodies or ƒ 6: 10:—, as well as approved for write-off a manufactured iron anchor setting for the battela, to the amount of ƒ 45: 10:—, praying for the rest Your Right Honourable's approval on all our proceedings in this. Of Agra there is nothing to say, except that, according to private letters, of the Honourable Company's lodge there, shortly nothing more will remain than the bare name and the empty plot. At Bassein, the Company's affairs stand more favourably than ever, although no further business could be done there for the present; regarding the prices obtained there, it should also be noted that since the goods were weighed out and delivered on board, everything is net money, and that had one been obliged to have everything brought ashore oneself and weighed there, such would have burdened the trade with at least 9 to 10 per cent charges, the toll being farmed out as everywhere, and the Governor himself being obliged to pay about 7800 rupees or ƒ 31700:— for the import to the toll-gatherer. The nutmegs also had to be garbled there, as the Governor, avoiding the great quantity, otherwise would not accept them. That the manufactured goods sent were not also sold but brought back happened by chance, since upon opening the cases, precisely the first two were found to be very damaged, for which reason, in order not to preoccupy the native with a bad impression against our manufactures, it was thought fit not to proceed with the opening of the remaining cases, thinking that the entire lot was in the same condition; which, however, upon inspection here was found to be otherwise. Shankaraji Pant, who has anew assured the first signatory of his friendship through the commissioner Kroonenberg and repeated such by private letter, adding that one could consider Bassein as one's own, is uncommonly pleased with the said commissioner, whom he distinguishes in every way, but is very much incensed against the English by the prohibition of all communication of trade with Bassein on pain of banishment, by the confiscation of about 45000 rupees from a Bassein vessel which Shankaraji had come from Bombay, and by the accusation that he had taken money from the Dutch to take their side; wherefore he is also resolved to betake himself in person to the prince Nana to see what prerogatives he will be able to obtain for the Honourable Company, in which case we have permitted the commissioner to accompany him to Court. But that which furthermore has given the death blow to the credit of the British, both in Bassein and at Court, is that Leskerchan, Governor of Aurangabad, being one of the principal Sayyids or priests of all Hindustan and in great esteem with Nana, wishing to make a pilgrimage to Muhammad's Tomb, requested the said prince to provide him to that end with a ship to sail therewith to Mocha. The latter, considering that the English were accustomed to sail heavily to Mocha each year, had such proposed to them, and the British, according to their usual bad policies, offered a small vessel for the said transport and demanded 30000 rupees for the freight. Since they were not at all satisfied with this, Shankaraji made all the above known to our commissioner, adding that a great pleasure would be done to the prince if the said Sayyid could go to Mocha with a Company's ship, inquiring at the same time how much one would claim for the transport of that gentleman with his retinue and baggage, under an initial offer of 40000 rupees for the voyage; whereto it was immediately answered that instead of one capable ship, one was ready to employ two for the transport of that gentleman and his suite, and that purely out of friendship, the Honourable Company seeking nothing else, and hers being for sale for no money. Our intention was, in case such was accepted, to have the ship Bloemendaal accompanied by the hooker De Jonge Jacob, the said gentleman with his principal servants being able to be placed on Bloemendaal and the rest of his retinue with the baggage on the hooker, and notwithstanding this, the ship could be freighted for the account of the Honourable Company; however, it remained at that, as Leskerchan, due to some obstacles that arose, ceased his voyage for this year. We have already had the honor to reply to the enclosed extracts from the Fatherland touching the matter of Souratta in our respectful letter of 4 January last; but of the extract from the memorandum of errors encountered in the pay books of the Honorable Company at the Chamber of Amsterdam, to be redressed and answered in the margin, we have had a copy delivered to the pay office here to serve in due time for observations, since answering it encumbers other offices. Regarding the received requisition of necessities for this Government, we have fulfilled the same, laden the goods in the ship Voorburg, and addressed them to the Mallabaar Ministry to be further attended to from there. We would indeed have had these necessities delivered at Tutucorijn by one of the ships; but since at this time of year it is difficult to get out of that bay again on account of the west winds, and this would considerably delay the voyage of such a vessel, and possibly be the cause that the same, as in Anno 1752 happened to the ship Lekkerland, would fall away onto Sumatra's west coast, we have found reasonable difficulty in doing so, and judged it better to have the requested goods delivered at Cochim, where the vessel Voorburg besides had to call, the ministers being able to forward the Ceylon requisition from there with the yacht being rebuilt. From Bengal, the long-missing original letter from the ministers, dated 26 November 1753, with the attached packet that had been brought there from Europe by the ship het Casteel van Tilburg for the Surat Directorate, along with the advices of that directorate, has finally come to hand via Malabar with the arrival of Voorburg. Concerning which we only take the liberty to remark that it appears from this that the homeland papers for Surat can be delivered much more quickly and securely if they are sent directly from the motherland to Ceylon than when they are sent via Bengal. Malabar; The ship Voorburg has brought us a letter and the advices from the Ministers of that Commandment, along with two heavy coir cables, one of which was rejected as unfit according to the written report of Captains Verdoes and Marchies, and has been sent back again with this vessel; also on that occasion 17 Moorish seafarers arrived who had been removed at Galle from the ship de Spaarzaamheid and transferred from there to Cochin; but of the 25 European soldiers who had been planned by your High Nobilities for this Directorate, we have received no more than 12 men, among them one corporal, the others having been removed at Cochin, and as many discharged men from that Commandment given in their place, whom we nevertheless—both for that reason and because daily experience teaches us that there are no more undisciplined and mutinous people than those coming from Cochin—have thought proper to leave on the aforementioned vessel to proceed with it to Batavia. We have acted likewise with regard to the discharged men who were placed at Cochin on the ship Nieuw Nieuwerkerk, instead of an equal number of the men sent from Batavia, of whom they likewise left us no more than one corporal and 13 privates. For the rest, we have complied with the latest received requisition of necessities for Malabar, except for the indigo seed, which is not obtainable here at present; however, the cloths requested by the ministers for 2 to 3 years and not yet supplied, except for the bunting, have been excused in their letter of the 20th of January; we are sending them again by this shipping opportunity a requisition for coir ropes in kind, the fulfillment of which we likewise expect. From Persia, we have received via Malabar by Nieuw Nieuwerkerk a letter dated at Kharg in Fort Mosselstein, being the first letter that has come to our hands from the merchant Kniphausen in 2 years, serving only to excuse the detention of two Surat ships that were destined for Basra and provided with the Company's passes, without communicating the least to us further concerning the state of affairs there, both in political and in mercantile matters. The remainder regarding the matter of Persia, as far as occasion was given to us for it by the dispatch of the ship De Drie Papegaijen, we have had the honor to treat in our humble letter of the 27th of March, of which the duplicate accompanies this. On the 18th of April, by the private small vessel de Liefde returning from Persia, we received for forwarding a letter for your High Nobilities from the Kharg Ministers, along with another from the Gamron Resident Schoonderwoert, both of which we have the honor to transmit herewith. 229. From Souratta, 25 April Anno 1755: From Souratta, 25 April 1755. namely to enter both items in our books under a separate heading to the debit of the Company's Gamron. Due to the unbelievable slowness of the natives, the ship Bloemendaal was unable to undertake the voyage to Mocha before the 6th of this month, and besides the freight goods, we have loaded into that vessel for the account of the Honourable Company 100,000 lb of spelter, 10,000 lb of iron, 600 canassers of powdered sugar, 65 chests of cloves, 13 chests of nutmeg, and 2 suckers of mace, and have also provided Captain Marchis with scales and weights to weigh out those goods, along with mark weights for the Spanish reals or imperial thalers, and tola weights for the gold. And since experience has shown that not all captains are necessarily good merchants, and moreover the Mocha trade also requires a particular knowledge that can only be acquired through experience; noting also that for the aforesaid reason it is very necessary, especially as henceforth a ship is to be sent from here to Mocha annually, that this Directorship should have a person who could each time be employed with some confidence as second supercargo for that trade; we have therefore, considering all the above, thought it not amiss to assign the junior merchant Philip Wargaren, who is here out of employment, to Captain Marchies in the aforesaid capacity, so that by paying attention to the knowledge of the latter he might benefit in the Mocha trade, being able on this voyage to profit much from the known ability of the first supercargo, and to become capable, in the absence of such an able Mocha merchant as the said Captain, of rendering good service to the Honourable Company in that trade, and even of instructing other less experienced ship commanders in it in the future. To that end, we have ordered Captain Marchies to act communicatively with the said Wargaaren in everything concerning the Mocha commissions, to give him full disclosure of all matters and the necessary instruction, and to keep nothing concerning them hidden from him, which he has also agreed to do. In order also to encourage the zeal of that trainee all the more, we have divided the usual 5 per cent, allocating 3 thereof to the Captain as first, and 2 to Wargaaren as second supercargo, and we hope that Your High Excellencies will be pleased to approve favourably of these our arrangements, in favor of the salutary purpose we envisioned therein. Following last year's custom, we have again made a requisition of 20,000 lb of myrrh, first sort, 50,000 lb of olibanum, and 30,000 lb of liquid storax for China, provided those gums can be obtained for reasonable prices, and also did not fail to recommend to the supercargoes that they shall strive to obtain as much gold as shall ever be possible, since the trading of ducats here is completely impracticable and gold is currently at a very high price, and also to do their best to collect, if not all that the Honourable Company still has to claim from the Royal Chamber and certain private individuals, at least a portion thereof in reduction of those debts. The good expectation we have of the outcome of the Mocha voyage is not a little increased by our competitors, who have freighted no ship thither this year, which has also moved the Honourable Company's brokers to send the small native vessel de Emmoedij on freight thither as well. On that occasion, they requested of us a European employee who would sail with the same as titular Captain, and we have lent them the assistant Iohan George Keiser with suspension of salary. The English currently make a rather poor figure here, and are held in little esteem by the Regents. Whether the Council of Bombay has attributed this decline to the peaceful conduct of Mr. Crommelin, who has resided here as Chief since Anno 1752, or for other reasons as yet unknown, the said gentleman has been recalled and in his place has been sent hither Mr. Ellis, who was for some time Chief at Bassoura. The latter having taken over the authority of the first-mentioned and given formal notice thereof to the first-signed through Secretary Erskine, was in turn complimented by Secretary Ruperti, on which occasion Mr. Ellis expressed the desire he had to maintain and increase the friendship between both nations. Subsequently, we paid him the first visit in a body, which he, together with his Council members, returned to the first-signed a few days later. However, how sincere the aforesaid expressions are has already appeared in more than one instance: for a sailor from the Drie Papegaijen having retired to the English lodge and being demanded by the fiscal in the name of the first-signed, he answered that he had already sent him to Bombay because he had claimed not to be in actual service of the Honourable Company, but that he would have that deserter returned and surrendered, which, however, has failed to happen to this day. From Souratta, the 25th of April, Anno 1755: and having been flogged there before the capstan for another offense, Mr. Ellis, upon learning of this, complained about it and claimed that it was a violation of the Cartel, also seizing that opportunity to declare that he no longer considered himself bound to return any deserter: in which state the matters still remain. It is certain that the affair of Bassijn weighs so heavily on the hearts of the British, although they do not wish to show it, that their minds seem completely troubled by it, and that we must consider such steps not only as ordinary effects of their innate malice and jealousy, but as arising particularly from the ill humor into which we have thrown them by the aforementioned enterprise. Of the same nature is also the step they have taken to avenge themselves on the Sourat regents for the permission which they, notwithstanding all the intrigues employed, have granted us for the erection of a new factory in Jengie-bander. For they have not only refused to grant passes to the Moorish ships destined for the Red Sea and the Gulf of Persia, but have even devised a scheme to force those ships, with their returns consisting primarily of gold, silver, and pearls, to bring them to Bombay instead of Souratta; but from these mistaken politics of our competitors, we predict much good for the Honorable Company's interests, since the merchants, informed of this intention, will not entrust their cash and precious goods to native vessels, but will rather store them in the Company's bottoms at Mocha, whereby its return freight will considerably increase. There is also nothing that the British do not set in motion to hinder our establishment at Bassyn, as may be evident to Your High Noble Worships from the secret letter and its enclosures; but in vain, for although they flatter themselves that they will obtain this by virtue of the assistance at sea which they are currently giving to the prince Nanna against their erstwhile friend Tollaadjie Angria, we have, however, reason to think that they are very much mistaken, and will find in the end that the statecraft they have employed is more disadvantageous to no one than to themselves. Another consequence of their sensitivity towards us is undoubtedly their arrival at Ketsmandui, where they have obtained permission to trade upon payment of 7½ per cent toll; but we endeavor to spoil their appetite for this by a new reinforcement of sugar which we recently sent thither, and to reawaken their emulation by extending the Company's trade as far as Sindij. The Portuguese view with great anxiety and grief the progress of the Marrhetties both by water and by land against Tollaadje Angria, especially the conjunction of the English and Bassijn naval armadas, and it is reported that they have sent two well-armed frigates to the relief of the Angria, declaring that they do not wish to have so mighty a prince as Nanna as their neighbor. It causes much speculation to see two European nations entangled in that dispute, the one for and the other against a renowned and powerful pirate, although no one can censure the statecraft of the Portuguese, since the daily increasing power of the Marrhetties not only makes their old project of retaking Bassijn ever less practicable, but must also reasonably make them fear for Daman, and cause great unrest even in Goa, whereas, on the contrary, they have nothing to fear on that score from the Angria. The Swedes are expected again at Souratta this year; wherefore we most humbly request Your High Noble Worships to assist us in a timely manner with one or two ships and with the same to fulfill the greatest part of our demand for copper. With the Moorish regents we currently live in good harmony, as Your High Noble Worships have been able to judge from what has been said before. The solemn visit of Sidij Havis Massoetchan, of which we made mention in our humble letter of the 4th of January, finally took place on the 18th of March in the Honorable Company's garden Zorgvrij, he having arrived by land and departed again by water, being saluted each time with 19 rounds from the narrow-ship De Jonge Susanna lying in the river, along with 3 volleys of musketry, both from a detachment of Grenadiers and from the Corps of Buginese, and gifts were also given to him and to the principal members of his retinue according to custom. During this visit, which lasted more than 2 hours, he showed himself uncommonly friendly and talkative towards everyone; and he returned again to the city expressing much pleasure. Regarding the Governor of Bassein, we have nothing to report except that his armadas, joined with those of the English, have already gained some advantages over those of Tollaadje Angria and, among other things, about 2 months ago captured a vessel laden with all kinds of provisions for the Viceroy of Goa. The Bilimora pirate is currently keeping reasonably quiet, and little is heard of his exploits; but on the other hand, the Sultanpur robbers are multiplying daily and becoming increasingly bold, so much so that even Sidi Havis Massoetchan, unable to tolerate this any longer, requested us to have one of the Company's armed vessels cruise against them together with his own, which was also done by one of the gallivats for 10 days, without however achieving anything, since that riffraff, as soon as they sense trouble, retreat into their robber's den where one cannot easily reach them without making a landing; in January, when our convoy departed for Kutch Mandvi, they captured one of the stray private horis, which however was taken back from them by the vessels of Sidi Saban and brought into Jafrabad, the restitution of which was subsequently promised to us by Sidi Havis Massoetchan, and it is expected here daily. Kanhoji, or the younger Angria, finds himself in very precarious circumstances; for having become embroiled in war with the neighboring prince of Danda Rajpuri and having requested assistance from the Marathas, the latter came to his aid and turned back his enemies, but at the same time made themselves masters of several castles, which he will not easily be able to recover from their hands. The Sevajee people or Marathas are currently in a formal war with the elder or Tullaadjie Angria, whom they are attacking on land with an army of 40,000 men while the Bassein fleet and an English fleet operate on the seaward side; they have already made great progress and captured several castles, including one in which the aforementioned robber had secured his finest treasures, to which the English contributed the most by throwing in bombs. Time will have to tell how this will end further, since the approaching bad monsoon will soon compel the fleets to return to their harbors, as well as how Prince Nana will regard the protection that the Portuguese are giving to the Angria. From Souratta dated 25 April in the year 1755. the 110 packs of prepared linens and 1 small pack of Patholen made ready were about to depart on their journey to Jamboeser, and secondly that this had actually taken place that morning, there being annexed thereto the list of numbers of the packs, together with in the latter a repeated request for a new relief of ro/a 10000: or ƒ15000:- for the progress of the work; the Lord Commander at the same time giving to understand that, since it appeared from said writings that the chief Huijsvoorn has behaved very arbitrarily in this matter and, after the requested delay, without awaiting the further approval of this assembly, which was communicated to him under the 17th of this month, departed de facto on his journey with the goods, without first making transfer to his second Ellinkhuijsen as he was at the same time ordered, and consequently, instead of coming hither on this occasion, will be obliged to return again to Amed-abaad, His Honour had judged that, matters being as they are, no other measures were to be taken in this regard than to take advantage of the present spring tide, and to send vessels to Jamboeser to collect the returns brought there, just as the smalschip Batavia along with the Horrijs de lastdraager and the uijtwinner and the war galvat de sultanpoerse koelij had actually departed thither on the 27th of this month; all the above having at the same time been made known to the chief Huijsvoorn by a missive sent along with them, and he having been earnestly recommended to dispatch the vessels with all possible speed, so that they, still before the expiration of this spring tide, upon returning might call at Brootchia, in order also to bring hither the goods lying ready there, as was likewise written to the second factor there on the 26th of this month; with all of which the members, after having thanked the lord commander for the communications and the precautions taken in this matter, unanimously concurred. — Subsequently, the Lord Director produced a letter from the Amed-abaad chief Huijsvoorn, under date Iamboeser the 26th November, whereby he gives notice of his arrival there, as well as of his negotiations with Madosien, eldest son, and Basporaseet, proxy of the Banyan Hama Retting, concerning the tolls, for which they claimed 4 per cent, namely 2 for import and 2 for export duties, pretending that they thus still favoured the Honourable Company with 2 per cent, since the English and Portuguese paid 3 per cent import and just as much export charges and they had to account for those monies to the prince Nanna Sawaij; and since they seemed to conform neither to the prerogatives granted to the Honourable Company by the royal farmans, nor to the written assurances of the Amed-abaad Governors Sempatram and Sewokram, but said flatly that the latter have no command over them, said Huijsvoorn requests to be strengthened speedily in this regard with the necessary orders, as fearing that they might not allow the goods to be shipped off without payment of the demanded toll, he judging, however, that the slightest order from Nanna Sawaij will be sufficient to cause the tolls paid in excess to be refunded to the Honourable Company, and that possibly a stern letter from here to those of Tamboeser will cause them to abandon their claim in part. Whereupon His Honour declared to have replied the day before yesterday, that however much the claimed 4 per cent seemed exorbitant for mere passage, the goods nevertheless could not remain lying at Jamboeser until one obtained the necessary orders in that regard from Nanna himself, for which reason he was authorized to pay what he could not bargain down, and to ship off the returns quickly, and attempts would be made in the future to have what was paid reimbursed in whole or in part by those who have extorted it from the Honourable Company in the name of the said prince; with orders to do his best once more to negotiate some reduction, and as soon as the goods are shipped off, to return again to Amed-abaad, and there await further orders for his departure. For which action and trouble taken the members thanked the Lord Commander and jointly acquiesced therein. — There was also brought to the reading a letter from the Ketsmandui Residents Sanderus and Blauwkamer, dated zets-Busch the 14th November, and addressed solely to the Lord Director, along with the secunde, containing a request for the dispatch of vessels to collect the returns, as being unable to think that any hindrance will be brought thereto by the Raja, since the same had shown himself very affable towards them the day before the writing of that letter; as well as for orders as to how they shall have to conduct themselves in case the Prince should happen to prevent the shipment at Mondera, since his affairs still remain just as confused; said residents at the same time giving notice that the Bookkeeper Vincent was sent with the Batilla to Naauwa-negger to collect the returns lying there, and in the meantime the secunde Hen van Buts to Mandui, also that Sanderus had now progressed so far regarding the final settlement with the broker that he hoped to be fully able to make transfer within a short time; sending alongside this a modest requisition of medicines and requesting writing materials, this sudden and entirely unexpected change in the Honourable Company's affairs at those offices, after the most recent preceding letters of the Residents were still filled with so many difficulties that seemed almost insurmountable. 2

From Souratta under date 25 April Anno 1755. having been filled, appearing no less wondrous than agreeable, it was decided to profit therefrom and to have the returns collected as soon as the ship Bloemendaal with Marienbosch shall have returned from Bassijn. A letter from Brootchia was also read, written by the second factor Heijdeman on the 20th of this month, wherein he reports that at present at the spring of the full moon 16 to 20 packs of linens, together with 100 to 120 bales of cotton yarns, will be ready for collection, there being then already 9 packs and 50 bales bound. His Honour at the same time announced that in reply to him, under date of the 27th of this month, it had been written back that the vessels sent to Jamboeser should call at Brootchia on their return in order to take along in passing the returns lying ready, and that if the spring tide had ebbed so far that they could not sail up the river in front of the city, he would have to transport the goods down to Barboet in good time with small vessels. Also sent to him were 6 bills of exchange, amounting together to the requested sum of ro/a 25000 or ƒ37500:—: as an advance on the new contracting at that place, which the members unanimously approve. After which was read another letter from the said factor dated the 20th of this month, reporting the receipt and acceptance of the aforesaid bills of exchange and that there actually lay ready for shipment 15 packs of linens together with 138 bales of cotton yarns, and that before the arrival of the vessels some more of the latter were to be bound, upon which no further decision was taken. Furthermore, the Lord Commander made known that, considering the considerable collection currently being made in Brootchia, more servants are required at that office to observe and perform everything properly, which the provisional head and the second factor alone are not capable of managing as required, His Honour had thought, on the occasion of the departure of the vessels via Tamboeser, to send another clerk thither, and none of those here being spareable, had for this purpose taken into clerical service the ordinary seaman Josua Hen of Amsterdam, stationed in this Directorate, after having first had him display his handwriting, and sent him thither with the vessels. All members fully agreed with the necessity thereof and unanimously consented to the aforesaid appointment, as the said Hen is an individual against whose conduct nothing can be said and from whom the Honourable Company may in time expect good service; it being decided at the same time to date his commission from the day of his appointment, provided he serves out his current term of contract for his present running wages of ƒ 7:-: per month. After prayers were offered, the Lord Commander made known that the city Governor Safderchan had, since the month of October, repeatedly made requests that His Honour, with the entire council, would pay him a ceremonial visit and thus give a public token that the reconciliation since the last dispute was sincere; that this had been declined from time to time until now under all kinds of civil pretexts, but that the said Nawab was now pressing for it more strongly than ever, and even made it clearly understood that some resentment must still remain among the Dutch since they raised so many difficulties about coming to him; that for the Honourable Company's interests it could not be otherwise than very harmful to let such a sentiment take root through a longer refusal, and that it therefore seemed necessary to condescend to the Nawab's desire, and to try to profit as far as possible from his seemingly favourable disposition; presenting therefore for consideration whether this should not be put into effect as soon as possible, since one would eventually have to come to it anyway if one did not wish to fall out anew with the said Governor, the more so because he had already taken so many steps and his credit depended upon it. Finally it was approved to insert here a continuation of the extortions of the Regents, since what was noted down concerning this in the resolutions of the 7th of September last, consisting of this, that they have extorted from the Ketteries merchants Sahabram ro/a 30000 or ƒ45000, Migraas ro/a 5000 or ƒ75000, and Moeltsjent Taraatsjent ro/a 7000 or ƒ10500; from the Banya merchants Laaldas Persoetendas ro/a 5000 or ƒ7500, and Laaldas Tricomdas ro/a 15000 or ƒ22500; furthermore from the joint brokers of the Mocha trade, at the expense of their principals, because they had sent all the silver and gold that recently came from Mocha to Bombaij, also ro/a 15000 or ƒ22500; item from the Boras merchant Keriembhaij Taaswaij ro/a 10000 or ƒ15600; besides also ro/a 10000 or ƒ15000 from a Boras priest and merchant named Mia Hamza, who first sat imprisoned for a long time in the durbar where he was beaten many times with bamboos, and all kinds of ill treatment were inflicted on him, they having first demanded ro/a 60000 or ƒ90000 from him, which however were subsequently reduced to ro/a 10000 or ƒ15000, he having had to collect and pay this sum, because he stubbornly persisted in saying he had no money, under the escort of some peons of the Governor house to house by way of a collection among other merchants of his caste; so that the aforesaid extortions, besides a good number of lesser ones from ro/a 500 to 2000, which taken together also make up a considerable amount, come to mount to ro/a 97000 or ƒ4550; which continuous acts of violence have been the cause that about 100 of the wealthiest Boras merchants, who conducted the principal trade to Mocha, have retired from Souratta; several well-to-do Ketteries merchants having also, for the same reasons, quietly absented themselves from the city, among whom the most prominent are Laatsjent, Hardotraaij Leegraads, Harpersaat, Tsjennerwaan, Fattesjent Ramtsjent, Debidas Laatsjent and the two brothers Herriam and Tejuwen Cossaaltjent; what increases the decay of trade here even more, is that the Souratta merchants have lost more than 2¼ or 75 per cent on the goods they sent this year to Iedda, not counting the equipment and freight, and that in Mocha 17 Boras merchants have failed for about ro/a 80000 or ƒ120000; as well as that in the months of September and October near 70, both merchants and money changers, have gone bankrupt in Aureng-abaad, through which the merchants there, as well as here and elsewhere, have lost about 15 million rupees. Thereafter was read a letter from the Amed-abaad chief Huysvoorn dated in the village of Tenkaria 7 Cosses or about 3 small miles from Iamboeser on the first of this month, making known that on that day the goods had been loaded into the vessels and these dispatched, and the tolls had been reduced from 2 to 1½ per Cent, he being about to return to Amedabaad at the first opportunity, and to send over the required Account together with the invoice of the Expenses, there being furthermore annexed to this letter the Bills of Lading from which it appeared that in the Horrij de uijtwinner 54, and in the lastdraager were loaded 56 Bales of Linens in assortment, and in the former also a Parcel of silk Patholen, which were also collectively well delivered and handed over. From Surat under date 25 April 1755: on the same a further bill of exchange of ro/a 25000 or ƒ 42500:- could be drawn, without needing to have any difficulty regarding the remaining monies; That the crates with manufactures had been opened in the presence of Captain Marchies and Captain Lieutenant De Nijs alongside other commissioners, but were found to be so poor that he had not dared to display them, intending only to take some of the best from them and leave the rest in the ship. That he, having sold the cargo of Marianbosch on the same terms as that of Bloemendaal, was also about to begin with the unshipping of the goods from that vessel, and as soon as he had obtained orders concerning the nutmegs, would send over the delivered cargo, the Commissioner having also sent alongside this a requisition of such merchandise as the Governor desired for the coming year, with the request that the same might remain secret, and reporting for the rest: that the English plenipotentiary had departed very discontented from Bassein, and all the intrigues employed by the British to obstruct the Company's trade there had for now been foiled, which had also irritated them to such an extent that no merchant was allowed to come from Bombay to Bassein anymore, unless he wished to quit the first-mentioned place entirely, the rumor running however that they were about to send two commissioners to Hanna, but that the success of this commission was doubted since the son of Sankradje, who resided at court and had much influence there, had written to his father that the prince Hanna was well pleased with the arrival of the Dutch at Bassein. The cheerful news of this desired success thus far prompted the assembly to thank the Lord Ruler for that communication, and at the same time to congratulate him thereon, as being a sure harbinger of more and greater advantages that the Honorable Company had to expect from this in the future, all the more because one had also already been informed through other channels that the prince Nanna had openly declared that he would favor the Dutch in order to maintain their commerce in spite of all who might be vexed by it, since they were the first who showed a sincere intention to make his lands flourish. From Souratta under date 25 April A:o 1755 caravan that has departed from Amed-abaad in 14 years, and referring for the rest to the aforementioned account regarding the necessity to obtain the required Perwannas for the road from the prince Nanna Sawaij as well as from General Damagie and his son Seaji Rauw. Furthermore, the said servants make known that all the 16 and 18 wiesas, along with the Guinees and salempoeris, were expected to arrive by the 15th of the current month, and that of the 18 wiesas, including those already sent, 3400 pieces had already been purchased at the bazaar, requesting clarifications whether they should proceed with the procurement of these latter, in which case they would again require a supply of 10 to 15000 ropijen; but that the Patholen could not be ready before the 15th or end of February next, according to the contract made with the suppliers upon the tendering; further requesting the outgoing chief Huijsvoorn, on account of the bad state of his health, for permission to make the transfer to the second in command Ellinkhuijsen, and to come over hither, as he is destitute of both an assistant surgeon and medicines. Whereupon, after mature consideration of all the above, it was resolved to pass the aforementioned 2 accounts, and to solicit the necessary Perwannas for the caravan when the occasion arises, the Director making known that, in order not to bring the work to a standstill and to prevent the desertion of the workers, his Honour had meanwhile written back to the servants to proceed with the collection of the 18 viesa, having also sent them the necessary bills of exchange for that purpose, but that they are very displeased with the slow progress of the Patholen, and even more so with an alleged contract entered into for that purpose with the suppliers, of which they had never spoken before, and that they are accordingly ordered to make all possible haste therewith; furthermore, the outgoing chief Huijsvoorn was ordered, because of the bad state of his health and because the ad interim chief Bellon was not yet present, to make the transfer to the second in command Ellinkhuijsen, and as soon as everything should be taken care of, to give notice thereof, whereupon they would then further determine his departure, and send the vessels again to Tamboeser to convey him from there together with the returns that had been made ready; with which the members agreed, it being furthermore approved to insert here for consideration the account that was transmitted. — Account of what occurred on the road with the caravan from Amed-abaad to Jamboeser and the reaching of the village of Tenkaria, which lies 7 Cossen further down, drawn up by the merchant and outgoing chief of Amed-abaad Marten Huijsvoorn, to the Honourable Johan de Roth, Director, and the Council at Souratta.
