No. 7. From Souratta the 2nd of March 1756. From Souratta the 2nd of March A:o 1756. The departing Director, Mr. De Roth, has written and the annexes thereto, both of these being attached in copy, the said Kronenberg returned here on the 15th of January, and consequently no progress was made this year, making it impossible for this year to pursue the navigation and trade thither. However, in our meeting of the 10th of February, deliberating on the tenor of Your High Noblenesses' aforesaid formal reply of the 9th of October 1755, we resolved not to let ourselves be rebuffed by these machinations and obstructions of our competitors, but to seek another way to accommodate the Deccan merchants; since from Your High Noblenesses' recommendations regarding that subject we believed we might and must deduce that this accords much better with your honored intention toward the expansion of the Company's commerce, following the example of the past year, than if one were strictly or literally to bind oneself to the simultaneously established rule that one should send nothing in that direction that could be sold with profit in Souratta. Whereby we feared, in our consideration on that matter, that our trade in those parts would perish entirely; for the manufactures make up almost the only goods that are not in demand in Souratta, but are so in the Deccan; it being well understood, however, that all other articles of trade required for the Deccan can indeed also be sold in Souratta, but not at such prices as in the Deccan, nor in such quantities as one can otherwise realize together in this city and around that region, because the merchants, especially in the present state of affairs with respect to the government, will not come from there to Souratta for other articles of trade, except only those which they cannot obtain, or cannot obtain in sufficient quantities, in the neighborhood, namely at Bombay from our competitors, who now exert all their capabilities to accommodate the merchants and, were it possible, to bind them to themselves in such a manner that they would look to no other marketplace. The obstacles we have encountered in achieving our aforesaid objective; our efforts exerted to remove the same and the success thereof, together with the measures devised to provide Ceylon nevertheless with rice if possible, we shall, with Your High Noblenesses' permission, to avoid the confusion or repetitions caused by a divided description, reserve for the separate letter of the first two undersigned, wherein the same is to be treated in detail. Although the livelihood granted to the Company's servants by Your High Noblenesses' respected Resolution of the 17th of August 1745 was by no means taken too generously for the achievement of the intended salutary purpose, namely that the servants would not only be able to find their daily bread according to their respective qualities, but also lay something aside for old age in a country like Souratta—of which one can say with more foundation than of many other offices that there, due to its intrinsic nature, the work is much more troublesome and vexatious, the climate less favorable, and the pleasantness small, and we therefore would have wished to be allowed to continue enjoying it in the long run—we shall nevertheless dutifully let the new regulation, which Your High Noblenesses have certainly for weighty reasons been pleased to devise in that regard, serve for our guidance and observance. We console ourselves that Your High Noblenesses, expecting of us with reason that we will serve the Company in our entrusted posts with no less loyalty and honesty than has been done by so many worthy servants before an attempt was made to secure this more closely through the introduction of a Purgatory Oath, have at the same time been pleased to liberate the servants from further performance thereof; for which token of the trust that you are pleased to place in us, we deem ourselves obliged to include our expressions of gratitude herein, according to the resolution of the 5th of October last. The compensation for the piece of black whole baftas found short in a pack traded on Amboina in the year 1749, we have, to the same amount, resolved to have compensated solely by the commissioners for the unpacking, since the warehouse master at the time, Rijser, died in the year 1751 and his estate has already been remitted to Europe, so that we did not dare to take it upon ourselves to have his share written off. For our negligence in providing the necessary report concerning the elephant tusks and the tortoiseshell, we humbly apologize and have the honor to present to Your High Noblenesses the required demonstration of the import, the calculation, and the yield among the annexes hereto. want de manufacturen maaken bij na d' eenigste wharen uijt welke in souratta niet, maar in het Dhekkanse wel gewild is; welverstaande egter dat alle andere articulen van negotie die voor 't Dhekkanse nodig zijn, wel te souratta mede kunnen werden omgeset, maar niet teegens zulke prijsen als in dhekkanse, nog ook in zodanige quantiteiten als men anders in deese stad en om dien oord te samen kan te gelde maaken, ter zake de kooplieden spetiaal in de teegenwoordige gesteldheid van zaken met opzigt tot de regeeringe, van daar niet in souratta zullen koomen om andere articuls van Negotie, als alleen die welke zij niet, of niet in genoegsame quantiteiten als in de buurt, namentlijk te Bombaij bij onse competiteuren, bekomen kunnen, die nu al hunne bequaamheden besteden om de kooplieden te gerieven en ware het mogelijk in diervoegen aan zig te verbinden dat zij naar geen andere marktplaats omzagen. — oere in e an tenen de Hinderpalen die w in de bereiking van ons voorsz: oogmerk hebben ontmoet; From Souratta the 2nd of March Anno 1756. [illegible] to re-establish, if one could have succeeded in procuring the coarse cloths demanded by Your Right Honourables' respected secret missive of the 4th of February Anno 1753; but having engaged the former brokers of that office, Girderdas Doosje and Mietalaal, for that purpose, the same by no means succeeded according to wish. Meanwhile the dearness of cotton, of which the price had already in the spring of 1753 risen to 130 rupees the candy, or 28 guilders 5 stivers per 100 lb, gradually increasing, caused the linens in Souratta to rise to such an extent that the suppliers on average demanded an increase of 10 per cent. This was finally, late in June after much effort expended, reduced by half, yet only on some assortments, while one had to abandon the others entirely. For these reasons it was deemed most advantageous for the Company formally to re-establish the aforesaid office, since it was foreseen not only that the suppliers, being by no means at a loss with their cloths, would not easily retreat from the once agreed increase of 9 per cent, but also that the price of the linens, still being on the rise, would certainly go higher still as soon as one were to speak of a new contract. However, being not ignorant of the orders on that subject, we would not have failed to await Your Right Honourables' permission prior to taking that step, if it could have arrived here in time to achieve the intended purpose. But since, even if granted immediately, it could not have been here before the end of November, and consequently far too late to supply the demand for that year, at least for the Fatherland, it was judged better to proceed therewith, subject to Your Right Honourables' approval, than to neglect the Company's interests through an excessive scrupulousness to take something upon oneself. Which we hope all the more will not displease Your Right Honourables, since the outcome has shown only too well that one was not mistaken in this; as the prices of the cloths in May 1754, when one wished to contract the delivery according to the Batavia requisition, had become dearer by another 2½ per cent above the previous year's and thus together 21½ per cent, and the suppliers could not be induced to deliver the same at a lower price. Whereby one was compelled to abandon purchasing solely in Souratta, and considered oneself fortunate to have an office at Amed-abaad; since otherwise one would not have been in a position to fulfill anything of importance on the requisition. It will perhaps be thought, Right Honourable Sirs, that this is but a temporary advantage, which is not of such importance as to warrant deliberately restoring an office for it and thus increasing the administrative apparatus. But let it be permitted to us to say that experience has taught the contrary, since the offices at Amed-abaad and Brootchia have since, as far as the linen trade is concerned, served as a bridle for the Souratta suppliers, who, seeing that one can if necessary manage without them, have become much more pliable. Not to mention that the brokers, in the present constitution of affairs—namely, that in all of Souratta not a single merchant is to be found any longer who dares to purchase directly from the Company any quantity of merchandise worthy of the name—would, if we had no other places where we could monetize the Company's merchandise, soon lay down the law to us entirely regarding prices. In addition to this, Brootchia was never closed down, but the resident factor, Sauderus, had only been sent on a mission to Ketsmandui without ceasing to be factor or so-called head of Brootchia. Thus this office, through the subsequent provisional appointment of another factor at a time when one dared not leave it to the second alone, cannot be said to have been established anew. Just as such can be seen from our resolution of the 19th of October 1754, as well as from a statement to be found among the annexes hereof of the purchase prices of the linens negotiated at Souratta, Amed-abaad, and Brootchia for the requisition of Anno 1754: that the Brootchia assortments there cost from 9¼ to 23, and the Amed-abaad ones at that office from 9 5/8 to 21 7/8 per cent less than here; that the charges of Brootchia amount to only 3 7/8, and the Amed-abaad ones with the duties and export charges 11 per cent; as well as that the freight or transport wages, with respect to the Brootchia ones, make no difference, since the Company anyway must pay 1½ per cent for that upon contracting here and nevertheless has the same fetched from there with its own vessels. Wherewith we hope to have satisfied Your Right Honourables' honoured request in this regard. That at Ketsmandui not only 25 per cent, but even considerably more, was earned over and above freights and all other charges, can be clearly deduced from the following statement of the differences in the sales prices in the financial years 1751 to 1755 between Ketsmandui and the main office. So that the profits, in case one had had the same quantities of those goods on hand and had sold them, would on average certainly have amounted to 189 percent net, whereas on the other hand there was sold 36264 lb Northern refined copper and 38269 3/8 lb Hungarian copper, yet the same gives only a profit of 22 1/8 and 24½ percent, while the Japanese yields an advance of over two capitals. The charges of the subordinate offices, Right Honourable Sirs, are not determined indiscriminately at ƒ 450, but pro rata according to the condition of the places; the volume of the trade that is conducted there; the apparatus that is required for it, and other differing circumstances, which make it impossible to put the same on an equal footing without, so to speak, taking a guess, allocating too much to one and too little to the other. Thus one has allocated to Brootchia only ƒ300: - and to Amed-abaad as well as Ketsmandui each 450 guilders per month by our resolution of the 24th of January 1753, 15th of May and 20th of December 1754, but this only for ordinary daily expenses occurring there locally, and not for travel expenses up and down and all other disbursements howsoever named, since extraordinary cases may occur, which unavoidably drag extraordinary expenses in their wake, which one cannot, without the utmost hardship, demand that the servants bear themselves, and it is therefore also conceivable that Your Right Cloves - - - - Percent . . . . . . . . . . . - -- . The gifts presented to the aforesaid Hanna had, as appears from the secret papers of that time, the objective of trade in the Deccan, but not the free passage of the Amed-abaad cafila, like those destined for his brother Ragoe Bauwa and which the factors of Amed-abaad were ordered, if occasion arose, to convert into cash; in the past spring, by virtue of Your Right Excellencies' resolution of the 8th of October 1743, we shall not fail to be guided in the future for our information; and likewise Gamron, according to Your Right Excellencies' order at the first ship's opportunity, not only to charge for the deficit found and the amount overcharged on the cargo brought from there by the ship De drie Papegaijen, but also the amount of the unsettled bills of exchange in question, although we apprehend that the departing Resident Schoonderwoert will have already left there. From Souratta, the 2nd of March 1756. to prevent, so it appears that one has to make do with the hooker the Jonge Iacob, which vessel in this Directorate is so necessary to make the Company respected by the numerous small pirates, that it were to be wished one had another such vessel at hand in order to be able to provide the necessary convoy to the merchants who transport the trade goods here and there with the Company's passes, and thus to encourage them to expand their commerce more and more to such places where the Company itself does not trade; the small vessels, the Jonge Susanna, which is still in a tolerable condition, and Batavia, to the necessary repair of which we, in view of Your High Excellencies' esteemed authorization to keep two small vessels, have judged at the session of the 10th of February to proceed without further delay, so that the same may not be entirely lost; the large and small galbat, which for the same reason as the Jonge Iacob are absolutely necessary; the battila De Vooren hailing from Ketsmandui; the two covered horrijs that we have ashore; one open one, which can serve only for bringing water on board, discharging equipment and provision goods, and bringing empty casks ashore; and a third covered hoorij, which is absolutely necessary to carry on with proper speed the discharging and loading of the ships, in which matter the contrariness, quibbling, and tergiversations of the regents have greatly stood in our way this year in particular, and which we therefore still request permission to build, so that there will then be only ten vessels in total, or only two, namely the hooker and the battila, more than is permitted by the memorandum on management, and not one above the number that is necessarily required here in the present constitution of time and affairs. We humbly request that Your High Excellencies please be persuaded that we have too vivid a sense of the respect and obedience that we owe you, to wish to attempt anything in the least that we know beforehand does not square with Your High Excellencies' honored intentions, and that we therefore, even though at present there was nothing to fear from Angria, would not have presumed to have the necessities required for Malabar ordered at Cochin, if we had thought that the prohibition against allowing any ships to touch at that coast also included such a vessel as carried the necessities for that Commandment; but now seeing that such is Your High Excellencies' positive desire, we shall regulate ourselves strictly accordingly. Instead of the receipt required by Your High Excellencies, which might have been passed by the ship's officers to the quartermaster who commanded the vessel in which the missing 42 bales of cotton, belonging to the cargo of the ship de Liefde, were loaded, which the warehouse master swears never to have had or seen, he having submitted to us a request together with a declaration executed by Sea Captain Marchies at his requisition under offer of oath, stating that he, at the requisition of the former Director Pecock and with the consent of Sea Captain Outjes, who signed the bill of lading not as usual on land, but on board upon presentation by Chief Administrator Drabbe and Fiscal Kellij, having taken over the bales in question into the ship Bloemendaal in order to transport the same again at Cochin to the Liefde, properly performed this at the latter place and has fully proven this at the place of Your High Excellencies' residence by handing over the original receipt from the first lieutenant of that vessel to the first upper merchant of the Castle, we could not refuse his request for a recommendation to Your High Excellencies, to the end that it may graciously please you to release him from compensation for the same, as it is thereby exceedingly evident that the petitioner can by no means be judged liable for the loss of those bales. Regarding the matter of the warehouses, namely that the same remained for our account and the goods still had to be stored where they were stored before, we take the liberty to remonstrate to Your High Excellencies that previously the cloths were not stored, but were left with the contractors during the rainy season and were accepted for packing only shortly before the departure of the ships, whereby the suppliers had the opportunity to dispose of these cloths, contracted for the Company and procured with its money, as they pleased, delivering as much thereof to the Company and as much to its competitors as agreed with their interest and fancy; to prevent which, as has already been mentioned in our formal letter of the 25th of April of last year, we proceeded to our resolution, approved by Your High Excellencies, to leave nothing with the contractors, of which the renting of a suitable storage place has been a necessary consequence, since the Company has no other warehouse. From Souratta the 2nd of March 1756. the deficit on the Storax liquida anno 1751. to do nothing without special order and qualification had and has no space anywhere to store the same, therefore we, being compelled to choose one of these two matters, namely to let the suppliers spoil the cloths made for the Company as before, or to continue renting the one warehouse that was rented only as being sufficient for the projected use, judged the latter preferable, and therefore until further orders from Your High Noblenesses deemed it right, the more so because the upper floor must be used for a pay office, as the little house on the Company's wharf, where the pay office was previously kept, has been appropriated for a powder magazine and thus can be used for nothing else, the old powder cellar having already been unusable for some years, and therefore by Resolution of the 12th of June 1753 it was decided to make a new one in the lodge. The perwanna of the city and Castle Governor, of which Your High Noblenesses make mention in your honored reply, and which was sent over in copy on the 26th of April 1755 with several other translations per the ship Nieuw Nieuwerkerk under No 8, does not extend to the further construction and completion of a new lodge, with its appurtenances and dependencies, but solely and exclusively to the completion of the stone revetment along the river and to the construction of two houses upon or behind the two large piers after the fashion of the stone house that stands on the north-east side, but the walls of which are cracked from bottom to top in several places. And since the Regents are so unreasonable that for the present they have not even wished to consent to the laying of a tiled roof on the new gallery which, apart from uprights and beams, is made of bamboos and mats, yes, even long opposed the laying of a new jetty as not being specially expressed in the perwanna without a further expenditure, it is easy to imagine that, without a further expenditure, they will not permit a single stone more to be laid than they have granted; wherefore, and since we fear together with Your High Noblenesses that the Honorable, Highly Esteemed Gentlemen Majores, having no vivid idea of the greed of the Moorish government, which knows neither measure nor bounds, nor of the exorbitant dearness of building materials in this country, will be very displeased about the capital sums that have already been expended on that work and will have to be expended still further to complete the same, prudence therefore requires us to cover ourselves as much as possible against Their Honorable, Highly Esteemed displeasures and the bitter fruits which the same, taking root, might in time produce for us, by not taking the least step herein without special orders and qualification from our superiors; we humbly pray that Your High Noblenesses will not view this as the effect of an ill-placed timidity, but kindly indulge our humble request to be supported by Your High Noblenesses' honored approval as to how much we may ultimately spend on the construction of a new Lodge, both with the Government and otherwise; while we furthermore, in order to be acknowledged in all cases as entirely free from negligence or omission of a timely warning, find ourselves necessitated to make bold to represent to Your High Noblenesses, with respect to your revered command that the repairs to the Company's old rented dwellings, or so-called Lodge, must therefore forever be excused, that little stone or wood having been used on those dilapidated buildings in the last two years, it is to be feared that accidents will yet occur through collapse if one completely withdraws one's hand from them, as we, not daring to do otherwise, shall do until further orders. The findings recently sent over by Your High Excellencies regarding the trade books of this Directorship of the year 1752/3 having been handed over to the Head Administrator Drabbe, pursuant to our resolution of the first of February, to serve for a report as to who should be incumbent for the reimbursement of the charged f 831:3 for the [illegible], he submitted on the 10th thereafter a detailed report in this regard, demonstrating that most of the positions of that writing are flawed, and that the alleged excessive charges for vessel expenses, house rents, hospital expenses, and servant wages, infractions of the Regulation on write-offs, and discovered errors, having been properly examined, amount to nothing; of which we will not state the particulars in this letter to avoid a tedious prolixity, but in the hope of approval merely cite that, after consideration thereof in our session of the 10th of February, we resolved to have the calculated commission on the Surat goods, which in the year 1753 were brought back from the Red Sea and taken back by the suppliers for cost price, disbursed by the collective servants who participated therein, although the bringing back of those goods was not caused by their expensiveness or defectiveness, but rather by the low market which the Company, as well as all other merchant posts, encountered at Mocha; but to allow all the further items of the aforementioned erroneous findings, for reasons cited at length in our resolution of the aforementioned date, to be entered into the trade books and to remain running until Your High Excellencies' honored further disposition, on an account of charged taxes to be formed. The wages of the under-merchant Sanderus we have, in accordance with Your High Excellencies' honored order, caused to be suspended from the 1st of September 1754, or the day that the vessels with which he was ordered to come hither departed from Kutch Mandvi without him, and at the same time excused him from the Political Council, until such time as tidings will be received here of Your High Excellencies' disposition on his justification accompanying this, which we request may be viewed with a favorable eye and from the best side, since he has not only acquired a complete local knowledge through his many years' presence in this Directorship, but also possesses the required linguistic proficiency and further talents to be employed with fruit in all commissions relating to the native, of which subjects there is as little abundance here as elsewhere. Since Your High Excellencies have positively been pleased to reject our request to be allowed to retain two chief surgeons here, we shall not importune Your High Excellencies with further remonstrances on that subject, trusting that Your High Excellencies will nonetheless by no means take it amiss that we retain the chief surgeon Reinier Bouschut here only so long until the chief surgeon of the Directorship, Jan Matthias Valk, who has been bedridden since the month of June 1755, becomes able again to perform his duties properly or, by paying nature's toll, makes room for him, which, on account of his deteriorated constitution, will possibly not last much longer, although while drafting this he is up and about again. We acknowledge that this erroneous proposition that no disadvantageous consequences will be drawn therefrom to the detriment of trade. But since the expansion of trade requires not only a knowledge of commerce, but also in particular an assiduous attentiveness, we could easily deceive ourselves in that hope, if we were to build it upon, and calculate it according to, the attentiveness of the ministers on the matter of the unpopularity of certain goods that have been kept in the warehouses ever since the year 1747, and with which they had requested of your honors to be allowed to ease their hand somewhat, although according to the report of the former Director Schreuder, apart from some packages of mace, not the slightest remaining merchandise was left to his successor, indeed the ministers even claimed that since the end of August 1750 nothing more had remained in the warehouses, but everything had been sold out, including the unsaleable goods, and they had therefore also made a new requisition for those unwanted articles, which certainly denotes a gross mistake and unforgivable inattention, for which your honors have rightly and earnestly reproached the ministers. From Souratta the 2nd of March 1756. bound to leave for information, in answer to the esteemed missive of the 1755, has been respectfully represented. not contradict, and shall satisfy those of Mallabaar, in order to obtain a good quantity of gold ducats, of which one had only been able to obtain at Souratta an amount of ƒ30415:5:— at 4 5/8 ro/a each, of the weight of 9¼ waal per piece, had seen fit to negotiate bills of exchange here for one hundred thousand Rupees upon sufficient merchants in Mocha in order that the same be repaid there in gold Ducats; namely for one hundred ro/a 26½ heavy gold Ducats, we believe that this does not suit the interest of the company, for if one exchanges a Ducat at Souratta for Mallabaar at 4¼ to 4 3/8 ro/a, then such a Ducat comes to cost ƒ6: 10:- to ƒ6: 16. but on the occasion of such an exchange contract the Ducat costs slightly less than 4 ro/a or ƒ6:-, but besides the fact that it then lies interest-free for that period of 6 months, there also appeared beyond that to be little prospect that in the future more such bills of exchange could be obtained, since the merchants pretend to have found no profit therein, whereas on the contrary when a ducat is sent from the fatherland to Mallabaar at ƒ5:5: and is exchanged there at ƒ6: 10:— the same yields a profit of circa 24 7/8 percent, and therefore we judge that it aligns with the interest of the company that the Ducats for Mallabaar henceforth be sent from the fatherland, and that the Sourat ministers send their rupees as usual to Bengal, to which end Your Honors shall have the Mallabaar Ministers submit yearly a distinct specification of how many Ducats they judge they must have and for what purpose besides the Pepper, whereupon Your Honors can then demand these from us on their usual money requisition, having to attach a copy of that specification as an annex behind it. The trade between China and Souratta and vice versa having already been finally and absolutely settled herebefore concerning the matter of China, we do not find it necessary to mention anything further in this regard. With respect to the trade in Hetsmandui, just as we can also as yet say nothing regarding the trade in Zetsmandui, seeing that the same had not succeeded through the neglect of the Commissioners and was therefore also left for their account; but as it will very likely go here just as with other undertaken trades, we recommend to Your Honors that above all no expenses be incurred for the establishing of a new Residency there or otherwise, unless one is beforehand assured of a good success and its continuation. The complaints which occur to us continually, and now again by the letters of the ministers to Your Honors dated 11 April 1752, about the bad quality of the medicines annoy us greatly, and therefore it is highly necessary that the required provisions be made by Your Honors to prevent the same, and in case Your Honors shall find that the ministers, owing to the poor quality of those which they received from Batavia, had to purchase the medicines from the English at an excessive price, shall Souratte 3rd Volume 26

From Souratta the 2nd of March anno 1756. that for the speculation of foreign trade and the compendium of the [illegible], though there was also among them a good letter, as had been reflected upon after departure, could be obtained through many years of experience; your Right Honourables will be able to judge for yourselves whether the Secunde Drabbe is a connoisseur, when he reflects that he has been in the cloth hall at Houglij, excessively high price, you will have to make them compensate the same, and charge it to the account of the person whose post it is to take care that sound medicines are dispatched to the branch offices, just as we must recommend to you that care be taken that no goods, particularly with regard to their colours, are sent off as presents other than those which one can present to princes; for if one must sell these as unfit for gifts at the outer branch offices, such always results in great loss. The perpetrators are, notwithstanding all [illegible]. That the current books, protocols, and second copies of this Directorate had gone missing, and notwithstanding all effort made, as well as premiums placed upon the perpetrators thereof and upon each book in order to regain possession of the same, remained missing, leads us to think that the same have apparently fallen into the hands of the English through one or other of the Company's servants, playing a bad trick through the misplacing of the first clerk, which would serve our competitors; meanwhile we flatter ourselves that by means of these premiums and further conceivable ways and means, which the officials shall have used and put to work continuously, the perpetrator or perpetrators will indeed have been found, and if the books are not recovered, the same will at least have received their condign punishment for it. That your Honours have suspended your already granted authorization to the officials for the construction of a vessel to serve as a convoy for the vessels on the Surat roadstead after the date, until further information regarding the size, model, artillery, etc. should be given, we judge to have been done very prudently, as we also know not otherwise than that such is always required by your Honours; the distinction that presents itself to you in this lies solely in the fact that, whereas that information always otherwise precedes, the same in this matter followed after the date of the granted authorization, which might cause some prejudice if the officials had made use of the granted authorization somewhat hastily. If the knowledge of linens can be gained through attendance and one's own execution of duties, your Right Honourables will even be able to judge if the same pleases to reflect that during the period of 14 years he had been assigned to various sorts, and for 10 years that he held the chief guardianship of the Patna factory, these linens have passed through his hands; not grounded upon an imagination of necessity, it was done only to henceforth be freed from the lower yield than the costs, bought and found to be sound; however, the present administration does not wish to deny that it had better remain open as a poorly digested matter, and would the head administrator, in case he thereon, as well under the resumption of that [illegible] on another footing. [illegible] you can give communication to all the Company's ministers and servants throughout all the Indies, if deemed necessary, since they have been advised often enough and warned about it, so that each may prevent his own damage and our indignation. Limiting ourselves for the present only, both regarding a few considerations and orders of yours contained in your letters of 21 August 1752 to the ministers of this Government, as well as regarding this and that point which occurred to us in the ministers' direct letters written and dated to us 10 November 1752, and consequently with respect to your aforesaid considerations and orders we put forward that, just as it is certainly an article of the utmost importance for the Company that on the one hand the offices are well provided with the cash that is necessary for the maintenance of trade, so also on the other hand care must be taken that the offices do not keep too large balances of cash on hand, and in order that both could be complied with at Tutucorijn, you have done well to order the ministers that in the upcoming Tutucorijn money requisition it must be made known how much is required for each assortment of linens, both for the fatherland and the Indian trade, likewise for the purchase of pepper, so that you could govern yourselves accordingly in the sending of cash; but insofar as this might not take place uniformly regarding all the offices in the Indies, we trust that you will make a uniform and general practice of this everywhere. In the sale of the remaining merchandise on hand and brought in later, one has succeeded toward the end of the past month to such an extent and at such prices. Per the ship Lapienenburg [illegible] Whereas in our respectful recent letter was communicated the refusal of the captains of Marienbosch and Luxemburg to sign their expense accounts for reasons that more fresh meat was charged than was actually delivered, an explanation in writing was demanded in this regard from the purser Guse, which having been submitted to our assembly of the 5th of January last, we have resolved, to prevent such unfounded complaints, to permit that the fresh meat shall henceforth be delivered to the crews by the pound at market price on shore, while the aforementioned written explanation goes meanwhile for Your High Nobilities' esteemed inspection, in copy herewith, regarding which we take the liberty to refer to it for the rest. The finding of the unloaded cargo of the bearer of this, the ship Visvliet, having been submitted on the 26th of February last, we have, subject to the approval of Your High Nobilities, decided to allow the excesses on the takalie, zieriata loder, and hartoekie, not being known in the regulation on write-offs, at 2 percent outside of one third thereof between ship and shore, according to the fourth article of the same; item, to the warehouse master one percent on lots delivered within the year, and on the others also two percent, as well as with respect to the articles to be found in the regulation, to act according to its tenor. Furthermore, according to our resolution of the 10th of February, some requested necessities have been provided for the use of that vessel, item Lapienenburg, Middelburg, and 't Huys te Boede, among which there is nothing that requires a special citation in this, except only the boat of the lost ship Bloemendaal, which has been given to 't Huys te Boede instead of the boat of that vessel, which, according to the statement provided by the ship's officers, was smashed to pieces at Cochin; and a heavy hawser which was provided to Middelburg at the request of Captain Swanenburg. While minuting this, news was received here that the English have captured Gheriah, the principal seat of Tooladjee Angria, and have taken his wife and two sons prisoner, so that very little is lacking for a complete subjugation of his country; but whether the possession thereof will not soon become an apple of discord between that nation and the Sawant prince Nana, time must tell. We have the honor to present to Your High Noblenesses herewith the duplicate of our formal letter of the 27th of the month just passed, dispatched the following day per the former Director, Mr. De Roth, whose transport vessel, 't Huys te Boede, left the roadstead only today, with ship and crew in good condition. High Noble, Most Honorable, Widely-Ruling Gentlemen, After there had also been issued to the same, at the special request of the said former Director, two months of provisions, so that, in case it should happen, contrary to our wishes, that it encountered an uncommonly long voyage, just as Voorburg did in the past year, it would not be forced by a shortage of provisions to put into one of the ports of the west coast of Sumatra. For this purpose, and because of the large number of passengers crossing on that vessel, it was also provided with thirty leggers of drinking water above the ordinary quantity. The Sea Captain Willem Marchis having seen fit to betake himself to the English lodge instead of to his assigned vessel, 't Huys te Boede, and subsequently to write to the Director such a letter, an authentic copy of which is annexed hereto, wherein he indicates among other things that he would have proceeded to Batavia to prove his innocence regarding the loss of the ship Bloemendaal, but that, bearing with him the original sin of being a foreigner, he could not but have manifold enemies, which made him fear the consequences of the misfortune that had befallen him and determined him to evade them, just as if his own rapid advancement and the manifold favors that he has successively enjoyed in the Company's service—no less than if he had been a born Dutchman—did not serve him as guarantees that capacity, zeal, and vigilance in the service virtually naturalize a foreigner among us, at least to such an extent that the aversion and jealousy of certain private individuals cannot harm him so long as he continues properly to live up to the opinions that have been formed of him. Thus, we have deemed it necessary to give Your High Noblenesses notice herewith of his said unexpected flight, the original of his letter to be handed over to the fiscal in order to proceed against him in such manner as Your High Noblenesses' resolutions of the 20th of August 1753 and the 5th of November 1754 dictate. Meanwhile, the first undersigned hopes that Your High Noblenesses will please reflect that, since our decision to let the matter rest here with the inquiry held by the Fiscaal into the cause of the wrecking of Bloemendaal was taken before his arrival, and thus that matter, as far as this administration is concerned, had already been finally settled before he entered into the governance, he had no grounds to secure the person of the said Marchis by arrest or otherwise without running the risk of seeing a troublesome action for injury brought against him in due time, as nothing of the intention of the said Marchis to frustrate all further inquest by his flight was leaked before its execution, just as not only the undersigned, man for man on their word of honor, but also all those who were present here, can testify.
