Upon the accompanying request of the bookkeepers Christiaan Heideman and Jan Vincent, for obtaining relief from the tax imposed on them on account of the Storax Liquida mentioned in our respectful letter of the 2nd of March last, we take the liberty of a favorable disposition, on which the petitioners base their request, agreeing in all parts with the truth. Notwithstanding that the Director, already four days ago, has continuously caused to insist upon permission for the shipping of the last goods for the ship Middelburg, or properly speaking that the chopping or stamping of the same, which is a sign thereof, might proceed quickly, since the weather in this season of the year is not to be trusted, yet this only took effect yesterday afternoon, whereby we have finally been enabled to dispatch its officers from here at present, its cargo consisting of the following, as for Batavia. From Souratta the 28th of April 1756: From Souratta the 20th of April A:o 1756. Concerning the ships. The first undersigned, having due to tempestuous weather only received their boats and sloops on board on the 5th, weighed anchor on the same day and left this roadstead, and the three last-mentioned vessels arrived safely at Dendarajapoer on the 8th ultimo. Having received on the 27th of July last a letter addressed to us from Bombay by Captain Lieutenant Hendrik Swart on the 12th prior, communicating that the rudder of the vessel under his command, 't Huijs ten Duijnen, had broken on the 27th of June at the estimated northern latitude of 15 degrees and 34 minutes in a heavy storm, which he had already encountered at 6 degrees and which had stayed with him until the 2nd of July; and the mainmast having sustained a large transverse fracture four feet above the upper deck, and having moreover developed two severe leaks through which the water rushed into the powder magazine like a sluice, without it being possible to remedy this because of the terribly high seas, the officers found themselves compelled to put into the harbor of Bombay, where, having been provided with the necessary items, as we have understood, they continued their journey to Karreek in the month of October. The ship Lapienenburg, as evidenced by our resolution of the 29th of October of the preceding year, was detained by us to serve for the trade in Bassein as long as there remained any hope of being able to resume it; and what obstacles were encountered after the arrival of the present Director in an early dispatch of that vessel and her two aforementioned traveling companions, which we pursued with the utmost zeal and by all possible ways and means, has already been reported to Your Noble Excellencies in such detail in the previously cited separate letter from the two first undersigned that a repetition thereof here seems superfluous. For which reason we shall, regarding that matter, only report the measures previously taken in relation to that vessel, consisting in the fact that at the mentioned session of the 12th of November, being somewhat alarmed by the conduct displayed for some time by the Regents with respect to us, of which further mention will be made in the proper place, and considering the great embarrassment for cash to pay off their troops, under which both the Castle and City Governors labored, the fear in which they were that the blockade of the city would be converted into a formal siege, and the considerable quantity of return goods we had on hand, which could easily kindle greed, prudence was judged to demand, and it was therefore resolved, to ship off as much of these as would be at all possible as quickly as possible. And since the three vessels present in the roadstead still had their ballast, which was to be transshipped from Marienbosch, Luxemburg, and Lapienenburg, and as it was also not deemed safe to allow the copper, iron, etc., which was intended to be kept here, to be brought ashore under those circumstances of the time; but the danger of a siege having decreased considerably in the latter part of that month through the news received from the Deccan, it was approved at the session of the 1st of December to have a portion of the transshipped copper brought ashore, as was thereupon carried out. For fear of drawing Your Noble Excellencies' esteemed attention away from weightier subjects for too long, we shall not enter into a detailed account of some domestic and other orders conforming with the regulations concerning the ships, which can be seen in detail in our resolutions of the 29th of October, 10th of November, 15th and 18th of December of the past year, and 5th of January of this year, of which we only deem it necessary to mention here that we have provided the requested necessities for the ships Luxemburg, Lapienenburg, and Marienbosch, apart from the pitch requisitioned for the first two mentioned vessels, of which there was no stock, and among these to Lapienenburg two bronze culverins from the ship Bloemendaal, because the two pieces of cannon placed in the cabin of that vessel, according to the testimony of our Master of Equippage, were so short that they could not possibly be used without greatly damaging the stern of the ship; and to Marienbosch the necessary catjang for the voyage, since it had not been provided with it at the main seat of the Indies, and Captain de Veijs, in our opinion not unjustly, maintained that he could not do without that provision for the crew. Being examined in the month of July last by commissioned seafaring experts as to what equipment, artillery, and other goods necessarily had to be furnished to them instead of unserviceable ones or otherwise, a detailed report in this regard was submitted to our session of the 26th of the aforementioned month, which was entered by resolution of that date; and after resumption of which we resolved to have the necessary repairs and supplies to the same, apart from the small vessel Batavia regarding which Your Noble Excellencies' authorization was first awaited, carried out with a frugal hand, as has also substantially occurred so far as we have been able to verify; for which reason we resolved at the session of the 27th of January to pass the same, amounting to a sum of ƒ10921:1:-, subject to the approval of Your Noble Excellencies, in consideration of the heavy and continuous voyages as well as the frequent damages sustained by the vessels and their rigging in the preceding financial year, as with us [illegible]

From Souratta the 20th April Anno 1756. on account of that which for the sums in the text [illegible] in mocha from the Radja and the Company's Broker, on account of the great famine that arose there due to a two-year lack of rain, the same having returned on the 25th of November with Cotton, and on the 26th of February in the company of the Battila belonging there, De voorn, sent thither again, with the merchandise planned for that Office according to the demand of the Servants, together with a bale of silk, for which the Radja had requested transport from us, so they are expected back from there any day now, in case the last-mentioned vessel could be spared there, regarding which we have demanded a report from the servants. — The smalschip the Jonge Susanna made three voyages to Brootchia in the months of December and January to fetch returns, the first voyage in the company of the war Galbet De waaksaamheid and the Battila, and the second and third with the said Galbet and the decked Horrij the Lastdrager, after which, at the request of the city Governor and the Brokers, it was employed to convoy some vessels belonging to them destined for sindi: with which it, having departed from this roadstead in the company of the Jonge Iacob, that small Vessel is also expected within a few days. Meanwhile, in March, the Lastdrager and the also decked Horrij the uijtwinner were sent again to Brootchia to fetch returns, in Company of the waaksaamheid, the small Galbet De sultanpoerse Coelie, and the open Horrij, De Broodzot, with some chartered vessels under their Escort destined for Tamboeser to fetch Cotton, all of which returned hither at the same time, except for a large chartered Horrij with Cotton belonging to the brokers, which, drawing rather much water, ran aground in the river of the last-mentioned place at high tide and had to be partly unloaded before it could be refloated, for the fetching of which, along with the further Cotton and some merchandise of the brokers that were at Tamboeser, upon receiving news that the Governor of Cambait, Noerdij Moemetchan, had taken that place, which belongs to the Marhetties, by surprise, two Horrijs chartered by the Brokers were sent thither again on the 22nd of the same month under Convoy of both Galbets and the Company's three Horrijs, all armed as well as possible, which at the same time en passant also escorted three chartered Horrijs to Brootchia to load Cotton, and were ordered on the return voyage to remain lying off the Brootchia river, except for the Lastdrager and the uijtwinner, which went inside to fetch a cargo of returns for India and to escort the Horrijs with Cotton to the outside, from where the small combined fleet must return hither. — The repair, or rather the renewal, of the smalschip Batavia was completed these days, and it has been done so firmly and strongly that the Company, barring unexpected accidents, will be able to have service from it for at least another eight years or so, which also demonstrates that in preferring the repair of that vessel over its disposal and the construction of a new one in its stead, to which one would not have dared to proceed without Your High Noblenesses' explicit authorization, the best course was chosen, although this does not agree with the opinion of the commissioners appointed to the inspection of this vessel, on which we relied in our letter of the 22nd of May of the past year. In continuation of what was communicated in our respectful letter of the 25th of April last with regard to two chartered Horrijs taken near Diu on the voyage to Zetsmandui, we first report that at our session of the 10th of March 1755, having considered that those vessels were leased to us under the explicit condition that the Company would have them convoyed on the outward and return voyage and secure and protect them against all accidents from pirates, without which condition, both on account of the danger of the fairway and the peril of the pirates, even in the Gulf of Kutch, no vessels were to be obtained, we decided to have the one that was captured by the Sangaase Pirates ransomed by the Mandvi Factors for the lowest price possible, and to have the other, which was overpowered by the Sultanpore Coolies but recaptured by the vessels of Siedie Saban, redeemed here, which latter also succeeded for a sum of ƒ1050:—:-; but all efforts made by the Mandvi servants to obtain restitution of the first having proved fruitless, the Owner, with the knowledge and consent of the retired Director, Mr. De Roth, attempted this by another route, and finally achieved his objective in the autumn for a sum of ƒ2250:—, which we therefore, at the session of the 26th of February last, decided to have paid by the Factor to the native employed for that purpose, to be charged, as well as the said ƒ1050:-, to the merchandise expenses account; — Regarding the delivered Cargoes, our decision of the 20th of September of the past year presents itself first, regarding the writing off of the shortages on the delivered cargo of the ship Bloemendaal in Mocha, being only 3 percent on the powder sugar, 3 7/8 percent on the Cloves, and 4½ percent on the Nutmegs, provided that the Supercargoes would properly take the Oath of Purgation regarding the spices, which was subsequently carried out as appears from what is noted in our resolutions of the 18th of December and the 24th of this month. At the first-mentioned session, a report of findings also having been submitted concerning the cargo delivered here from the said Vessel, it was disposed of in accordance with the tenor of the Regulation, and consequently understood to charge to the account of the officers the deficit found of 9 12 per Cent on the sappanwood and 14 per cent on the Gum Myrrh above the permitted write-offs, and in contrast to credit them with the amount of the same on the iron and spelter, for which they had accounted for the full weight. At the Council Session of the 15th of December, disposing of the along with some unloaded goods from Lapienenburg, it was approved to pass the deficits on the spices amounting to: Marienbosch on the Cloves 7 per Cent on the Nutmegs 10 ditto Luxenburg on the Cloves 6 5/8 ditto on the Nutmegs 8 ditto Lapienenburg on the Cloves 5¼ ditto on the Nutmegs 9 3/8 ditto provided that the officers took the customary Oath of Purge, which was duly performed, as shown by what was noted at our resolution of the 7th of March last; furthermore to charge to the account of the officers of Marienbosch for ½ per 100 on the lead and those of Luxenburg for 1¼ per Cent on the steel, found to be short in excess of what may be validated according to the Regulation; in contrast, to credit them for the lesser amount of the deficits on various goods than the permitted write-offs; to write off four barrels of anker beer with Marienbosch, and four barrels of swan beer with Luxenburg, brought in sour and spoiled as appears from notarial declarations included among the annexes sent with this; furthermore to reconcile in the books 5 pieces of red cloth in a case No. 6 received with Marienbosch, found instead of five pieces of black; to sell at public auction, in order to prevent further decay, three pieces of Dutch velvet and two pieces of cloth with Luxenburg, along with three pieces of cloth with Lapienenburg, brought in very wrinkled, stained, and damaged by moth, being unsuitable for gifts; for the rest, the domestic pitch from Marienbosch and Luxemburg was transshipped into Lapienenburg and remained there, as at present it can by no means be sold here for its cost, and in the Warehouses there is no room to store such voluminous goods; and whereas on the Invoice of Lapienenburg were listed 1079 lb of ordinary white benzoin in 12 packages, and the officers had indeed delivered that number of packages, but with 959½ lb of black Benzoin, besides two loose pieces of white weighing 17 lb, it was resolved to demand from Captain Lieutenant Zielkens a written explanation regarding this, which having arrived at our session of the 5th of January, we judged the same to be satisfactory, and consequently decided to let that matter rest there pending Your High Excellencies' further disposition, but in the meantime to charge to the officers' account the deficit found in excess of what may be validated according to the Regulation at retail purchase price. On the Japanese bar copper transshipped from Marienbosch and Luxemburg into Lapienenburg, having been found 1/8 per Cent short upon delivery, we, on a finding thereof submitted at our session of the 10th of February last, decided only to validate in accordance with the regulation 1/16 per Cent for deficit between board and shore, as well as to charge the officers for the remaining 1/16 per Cent at retail purchase price, and in contrast to credit for 1/16 per Cent scarce for underweight, between board and shore on the Japanese plate copper, which was fully delivered. The cinnamon will not sell there. As for the cinnamon, the servants report that the fixed price could not be obtained, even if the same were good, far from being able to realize it for the parcel on hand there, which having been in the small vessel Batavia when the same was so bumped in a heavy storm in the spring of 1755 that it cracked and became full of water, it has lost much of its strength through becoming wet. The candied ginger is also as yet unsold, and already turning to syrup, and it has therefore become necessary to authorize the servants to sell the same for whatever it will fetch, pursuant to the resolution taken to that effect on the 20th of this month. Since our previous communication, another 244 bales have come in, so that only 206 are now lacking in total from the contingent of this main factory, which we hope will be completely delivered before the departure of the last ship. In view of the exorbitant prices that were demanded at the Ahmedabad factory continuously last year, as appears from our resolutions of the 22nd of September and 10th of October, for the chintzes, cotton patolas, tapekankanias, as well as the baftas, or blue and white cloths, it was resolved at the last-mentioned session to desist finally from placing a contract there, whereby only 20 bales in total have fallen to this factory, which have been completely fulfilled; it was nevertheless judged fair and consequently agreed to relieve the merchants of 96 corgies of their linen which they had had made in advance in the hope that a contract would be made, since they were offered at tolerable prices, namely: those of 18 wita or 1440 threads at rupees 147 1/2 or f 221:5:— per corgie 16 ditto 1200 ditto 110: —: 165: —: — ditto 153: 15. —. ditto as well as to contract for the dressing at rupees 7:— or f 10:10: per corgie. The factory at Cutch Mandvi was allotted the procurement of 1500 pcs. of Naginapats and 1000 pcs. of baftas, 24 long and 1 1/3 cubits wide, ample and scant, and 2000 pcs. of chebasses of various sorts, for the first of which the servants informed us by letters of the 8th of July that f 162:3:— per corgie was demanded, or about 7 1/2 per cent more than in the year 1753, just as the baftas were demanded at f 158:14: or about 27 1/2 per cent more expensive than was paid for them at that time; but since those cloths were also very difficult to obtain here, we thought it best to authorize the servants to enter into a contract at the lowest prices that could be negotiated; however, the considerable rise in the price of cotton was, according to the servants' advices of the 15th of December, the reason why they were not even able to succeed at the said prices, but were obliged to pay f 166:10: for the Naginapats and f 162 for the baftas, being another 2 5/8 and 2 1/8 per cent more. [illegible] linens, established under the adjacent conditions to spend [illegible] more at ƒ 204: 15 per candy, which we, being unable to obtain them cheaper elsewhere, have had to accept, as well as for the same reasons the prices of the Chelasses, being ƒ 148:10:- and ƒ 115:10:- per corgie, or 3¾ r:m and 4 r:m per cent more expensive than Anno 1753, when they stood at only ƒ 113:2:- and ƒ 1:—:8:-. Notwithstanding these high prices, the factors, upon examining the said linens in the district of Wouwa Vegger situated across the gulf—where they are actually manufactured, and which has a separate raja and does not depend on that of Kutch—found the same mostly fully 10 per cent below the samples, because the broker Jawerchand had them manufactured according to other samples than those of the Company, apparently in the hope of nevertheless being able to slip them into the hands of, or force them upon, the servants for the stipulated prices, whereby very few were found acceptable. This being reported to us by the advices of the servants, [illegible] and moreover, the broker insisting against the servants that the goods were sound and could not be brought to a refund of the advance money, to a sum of ƒ 37500, except by means of constraint; we, in consideration that it is much easier in matters of such a nature as this to speak of coercive measures than to point out and embark upon suitable ways thereto, in a country where the Company has no jurisdiction and the broker has incomparably more credit than the factors themselves, have deemed it no less serviceable and consequently resolved to authorize the servants to accept all the delivered pieces this time for a proportionate price, in order thus to settle with him and further to provide this ministry with an account regarding the means of redress that the condition of time and affairs might demand and be practicable, so as no longer to be the dupes against the deceitful tricks of that faithless banian, who has been conspicuous for some time, both to us and to them, though one has had to continue him as broker for lack of an individual able to replace him and to frustrate the intrigues that he would certainly set in motion upon his dismissal to thwart the Company's trade in every respect, upon which an answer is still awaited while drafting this. The linens received from Broach having been successively examined by us, they were found to be very sound, except for a very few that were nevertheless still passable, and we communicated our remarks concerning them to the servants. We have for some time considered holding a new tender, but since the suppliers have already been heard murmuring about the impossibility, given the current dearness of cotton, of undertaking the supply without a considerable increase in prices, we judged it best for the present to show no eagerness in that regard, but to temporize a little longer, and meanwhile to demand from Ahmedabad, Kutch Mandvi, and Broach a memorial of the prices of the linens demanded by the Company that can be manufactured there, in order subsequently to govern oneself in making the distribution. Regarding Your High Excellencies' demand for cotton for the head settlement of the Indies, [illegible] of which was required for the full loading of the [illegible], under the condition to buy quietly at market price, so as not to drive it up higher, as almost always happens when a formal tender is made; pursuant to which decision there were secretly purchased and dispatched with that vessel 203½ candies of cotton at ƒ 204: 15:- per candy of 690 lb, or ƒ 29:13:8 per cent. Yet because one cannot obtain large quantities in that manner without it becoming known, which produces a far more disadvantageous effect, and the hope we had of obtaining part of the required 3000 bales at Broach disappeared upon the receipt of a letter from the factors stating that everything that had been obtainable there had already been bought up in small parcels by the English alongside the Company's brokers and suppliers for ƒ 195:- per candy, so that nothing more of those goods was to be had for money, since the severe drought, through want of rain, had caused the new crop to burn entirely in the field; we were obliged in January last to resolve to conclude a contract here with the Company's brokers at the aforesaid high price of ƒ 204:15:— per candy, without specifying the quantity, to which they were absolutely not to be moved out of fear of not being able to supply more than one thousand bales, and provided that this wool would be fetched on the Company's behalf, at no expense to them, from Broach and Jambusar, or from such other seaport in the gulf as they should specify. At Kutch Mandvi we had resolved on the 26th of July last to contract for one thousand bales at the reasonable price of ƒ 127: 10 per candy excluding expenses, to deliver 700 in October and the remainder in the following month; but the servants were not able to engage more than 350 bales, or thereabouts, at that price, of which only 315 have come in, as the cotton in that vicinity also became daily dearer and scarcer due to the absence of rain; on which account the factors had resolved to take a good quantity that the broker had procured at Anjar, and of which he did not yet [illegible]. The radix putchuk (being a product of the province of Sind) the English, through their servants residing there, have caused to be bought up nearly all that was to be had and principally sent a small vessel thither to collect the same, whereby this year little or nothing has been brought from there, and consequently fruitless efforts have been made to obtain the demanded quantities for Japan and Malacca, as fresh and sound as in previous years, and one had to make do with what could be procured, which nevertheless is entirely merchantable, and only costs f96:— per hundred lb, or f44:12:-, being barely 34 per cent less than in the last preceding supply; and the catechu for the Fatherland and Japan, which also differs more or less in quality from the previous, yet no better could be obtained, costs f34:- per hundred lb, being 7 stivers 8 pennings, or upwards of one per cent below the last paid price. Furthermore, we have in our session of the 16th June last past passed for write-off a specification of Extraordinary expenses incurred on the occasion of the transport of the returns brought from Brootchia in the previous month, during an unexpected rainstorm, amounting to ƒ 63:6:3. From Souratta, the 28th of April, Anno 1756 and for that, assigned to the moedi ƒ 6000:-. and the people being extremely offended and aggrieved by it, being deprived, through the construction of the revetment, as the natives in general, but especially the Heathens, had been accustomed from ancient times to wash there, and their priests had their interest in it; thus we deemed it necessary to satisfy the Regents in that regard, in order that they, in case of refusal, might not seize upon a pretext from it to halt the entire work, to the pleasure of our English friends, who, ever since the same was first resumed, have, so to speak, moved Heaven and earth to put a spoke in the wheel; for which enlargement we resolved, at the session of the 17th of November, upon a petition submitted by the moedi, and for reasons stated at large therein, to assign him a further 6000 Guilders, holding ourselves assured that it cost him amply that much, just as we also resolved, at the session of the 27th of January, upon another petition of the same, which is incorporated therein, to grant him, as some compensation for the extraordinary expenses which he had been obliged to incur during the blockade of the city by the Marhetties in order not markedly to delay the work or bring it to a total standstill, a further 7500:- Guilders, since the stone and lime which the Government had forced him to supply for the construction of a new city hall or Dherbaar could by no means be included in the contract, of which he had given timely notice, without our having dared to oppose it for fear of becoming subject to new cavils; and the extra expenses incurred for building materials during the blockade of the city likewise merited reflection, seeing that the moedi, having purchased a sufficient stock thereof at the place where they were best and most easily obtained, and being prevented by the aforesaid encirclement from bringing them inside as he needed them, could have abandoned the work until that obstacle should have been cleared out of the way; but being pressed to make haste with it, as was done for weighty reasons, and having had for that purpose, with prior knowledge, to procure other materials at exorbitant prices, one could not, without the uttermost unreasonableness and without extinguishing all inclination and zeal for the Company's service, pretend that such had to pass under the Contract. The first undersigned, having been extremely struck by the high total of that work and dissatisfied with the general reasons which he found dispersed here and there among the secretarial papers, as in his understanding they indeed demonstrate that the costs of all constructions and carpentry in this country must run incomparably higher than elsewhere in India, yes, possibly in the whole world, but yet not so clearly that someone who is not in loco, or who, like him, has only just arrived from abroad, can convince himself that the contractor has indeed gained no great profits from it, so that not the least doubt remains whether it might not have been possible to bargain more closely; and considering furthermore the necessity of reassuring the Noble Honourable Lords Principals and Your High Honours that regarding a work of such importance as the construction of the New Lodge, on which, as far as can be gathered from the cost of the revetment, such capital sums will have to be expended, they are served with the requisite fidelity and frugality, he commissioned two members of our assembly, namely the merchant Sweers de Landas and junior merchant Ruperti, to investigate as closely as possible how the sums granted to the moedi for completing the revetment, making the stairs and the new pier, along with the renewal of the old one, were spent, etc., and to provide a report in writing regarding their findings; whereupon the same was duly and with the required exactitude carried out by them, as appears from the report and specification forwarded for Your High Honours' esteemed inspection among the annexes hereof, which shed a clear light on the matter, and to which we take the liberty of referring in order to avoid a useless extension. However apprehensive we are about taking any steps in this regard without special and explicit qualification from Your High Honours, we nevertheless judged it to conflict too greatly with your esteemed intention to let the work come to a complete standstill, since we currently have permission from the Regents for the repair, completion, and making habitable of the stone house on the north-eastern abutment and the construction of a similar one on the south-western one; and therefore, upon a report from the commissioned members of our assembly, Kellij and Falck, that the moedi could not be induced to undertake the former for less than twelve thousand, and the latter under 20850 Guilders, including both the necessary outbuildings that are not mentioned in the Perwanna, after fruitless attempts had been made to persuade him to some reduction, it was resolved to conclude a contract with him regarding the former, but to suspend the latter until we shall be fortified with Your High Honours' esteemed approval, as the newly filled-up ground on which the same is to stand will indeed take about a year to settle. Defective, unsuitable and Concerning the defective, unsuitable, and spoiled goods found in the respective administrations, it was disposed of at our session of the last of March last according to the order, as is noted in the margin thereof for each item, while that which must be sent to the Head Office when opportunity serves, shall be forwarded on a following occasion, and among them 2981 lb of mite-eaten nutmegs in 15 bags, weighed and sealed by commissioners. The Trade and Pay Books of this Office for the year 1754/5 are sent herewith and on the following occasion, and, as appears from our resolution of the 20th of this month, were, according to the orders of the year 1753, first properly inspected by express commissioners, namely the former by the merchants Zellij and Sweers, and the latter by the junior merchants van Ebbenhorst and Wargaren, after having first been properly confronted with the debtors and creditors of the former, and subsequently revised in Council, and found without any errors worthy of note; and we have at our session of the 26th of March last, after resumption of a submitted demonstration by the Honorable Secunde as Trade Bookkeeper, whereby it appeared that the general profits amount to a considerable capital of ƒ 876508: 8: 8, or ƒ 244054: 8. more than the year 1753/4, and the general expenses to ƒ 582400: 12: 8, or ƒ 379744: 14:— more than in the previous year, so that these latter being deducted from the profits, there still remains pure a surplus profit of ƒ 294107: 16:—, as this and the other can be seen in more detail below.
