Makassar, dated 2 May 1757 ...until after the paddy harvest so as to cause no hindrance to the cultivation of the lands, which was approved by His Highness, but not a similar case done to his people by order of the Queen of Tanette (arising solely from an old grievance that this princess has conceived against Boni's King), and on whose settlement His Highness insisted so strongly that it was to be feared, if he were not upheld in this regard, that this matter would result in evil consequences. However, under promise of sending the chief interpreter Mulder (to whom these fields were known) to Segeri to investigate those differences, I kept these complaints pending until Tanette's Queen appeared before me in the Castle together with family on 16 November, and being anticipated by me regarding these disputes, of which she complained that Boni's Tomilalang or state councillor had sent her an emissary to demand some paddy fields, which, so Her Highness alleged, had already been cultivated by her grandfather's order; to this I answered that princess that Boni's King had already spoken to me about it, and that it seemed best to me to avert all such disputes as much as possible according to right and equity, and that for such a purpose I would send the chief interpreter to Segeri to investigate to whom the fields in question belonged for planting. When, according to custom, he paid his New Year's compliments in the Company's garden together with the entire court, he also brought along a certain Palembang Pangeran named Poetar, with his wife and very small retinue, who arrived a few days ago at Bantualacq, and introduced him to me and the council with the request that we would recognize him as such. Thereupon, after friendly thanks for the maintenance of the old custom between Boni and the Honorable Company, I declared that I would hold and regard this person as the one whom the King had introduced to him, to wit: as long as those rulers maintained the contents of the dearly sworn contracts concluded between the Honorable Company and Boni, and particularly that of the Bannaia Sanctuary, which both the King and the presented Tomakadang Etana avowed and promised. Furthermore, His Highness communicated to me that this person purported to be a son of Sultan Anom, who had been murdered by his brother Sultan Mahomet Badaroeding, who had usurped the government of that country; that about four years ago, he had been deposed and driven away by this Sultan, his uncle; that he had therefore fled to Borneo and stayed there until a few weeks ago, when he took his refuge hither to the King of Boni, to whom his wife was somewhat related. I politely refused them this, adding the reasons that I had learned from good sources that the Balinese had already been dislodged from Allas, that I had already long since sent orders to the resident of Bima to assist those of Sumbawa with powder and lead, and that therefore their care as well as the granting of passes would only be in vain. They showed themselves satisfied with the Company's messenger in this regard and sent him back with a polite compliment. The letter of Your Right Noblenesses addressed to the King of Makassar is an answer to that of Caraëng Madjamang, formerly regent of Goach. Those of Sabu sent us in the month of January a sailor named Hendrik Jansz van Rijversak, who had become separated with the boat from the stern of the ship Blijdorp, and after having spent the duration of twenty-one days at sea without any food, came ashore thereabouts and was well received. I sent this prince a small gift for this, along with a letter of thanks, with the request to deliver the boat to the vessel that we sent thither a few days ago to fetch it. From Sumbawa received report on 19 November of the past year that the Balinese had arrived at the western part of that island near Allas with about 200 vessels and that those people had made an incursion there, which, as I subsequently learned, occurred in order to carry off by force to their native country a large portion of the Balinese who had settled there. This ruler has some dispute with the one of Tambora over a number of subjects; and since they both appeal to the laws of their lands, I have recommended the settlement of these disputes to the incoming resident, there at the assembly of the allies across the water. Among the Saleyer regents, those of Gantarang and Bonto Boris submitted their disputes to me, consisting in the claim of the first-mentioned to a tract of land that has already been awarded four times to the latter, and most recently indeed by Mr. Smout, who, in order to avert such unlawful demands in the future, established a fine of 200 rixdollars, to be paid by the one who brought that dispute up again. Memoir on the treatment of the state and the interest of the Honourable Company at its respective offices, to serve for deliberation in the Council of India: Being not entirely unjustly called the key to the East, it would undoubtedly have fallen and remained under the sole dominion of the King of Gowa or the Makassarese, had the Company not positioned itself as an arbiter and entered into an alliance with the King of Bone and others, which after very great expenses tipped the balance to our side, and can now well be maintained in that state if neutrality is observed... 65 From Makassar, dated 2 May 1757. And likewise the resolution under Amboina regarding the public auction and the interim private sales, etc. ...as long as the present King of Bone lives and the Queen of Tanete remains faithful to the Company, one will well be able to prevent all ruptures between the Celebes princes and the Honourable Company, especially when our garrison shall be regulated as will be further indicated here. The profits which a moderate quantity of desired piece-goods can yield will, under the recollection of the Lord's blessing, certainly reach a sum of ƒ40000, if the ordinary demands can be met. But regarding the shop, I find myself obliged to note that opening it here is no more advantageous than public sale by auction, as was also found to be the case in the past year after a trial was made. For here there have always been wholesale buyers who from time immemorial have accommodated our subjects and allies living far and wide, either with goods previously purchased from the shop, or by auction in later times. Added to this is that the piece-goods rise or fall monthly, depending on whether shipping to this or that place is closed or open due to the monsoon. For this reason, I am of the opinion that one ought to continue with the monthly auction at this place, yet not by packs as in former times, but by corges or even smaller parcels as currently put up for bidding, however with... Makassar, dated 2 May 1753. ...observed, the Bone people, bold from the alliance, were restrained from doing petty insults to the proud Makassarese, which is the sole service for which one maintains a governor there with a considerable garrison of 800 men, which was deemed necessary; for otherwise, neither trade, nor revenue, nor the reported great vigilance against the smuggling of eastern fine spices is of such importance as to make the Company bear such heavy burdens, although even now the profits can serve to discharge the same, which a moderate quantity of Guinees and Salempoeris in sorts, ordinary blue and plain bethilles and bethilles cangan, cassas, eamans, and chintzes can yield, if one sets up the shop again as was remarked before.

On this account it is respectfully noted that the minister sought his salary in comparison with only an extraordinary teacher at Batavia; that the members of the political council and the chief surgeon of the Castle, if they have no dwelling, should be granted house rent; and that for medicament cloth etc. something more should be provided, or that linen and arrack might be supplied to him from the Company’s warehouse and pantry at cost price. Extraordinary charges for banquets given to the native dignitaries and for the servants sent on commission, required: ƒ 3500. Thus the general burdens of this government would amount to a sum of over ƒ175000— yearly. Which cannot be reduced or set lower without prejudice to the Company's service and interests. Against this, the profits, if the ordinary demands can be met (notwithstanding the profit account has been diminished by fully ƒ24000 due to the previously established advance on wages), could still be brought to well over ƒ100000. And thus this government would remain an expense item of only a little over ƒ75000, which in comparison to the proposed 55 years in the fundamental description of Maccassar by the Honorable Extraordinary Councillor Adriaan De Rijs, differs by circa ƒ70000 annually to the good. Without there being anything yet to practice, aside from agriculture and the trade in linens, that with hope of success could be advantageous to this post, except for a frugal administration, which, regardless of this instruction, I shall observe with all possible care. Savings will be made on the hired slaves, who henceforth will have to be dispensed with. The expenses for chaloups have gone entirely out of bounds; a memorandum concerning what is needed annually and ought to be provided, annexed hereto, will enable the administration to economize on this without hesitation, and as above, the board money and rations mentioned below among others shall not be allowed to exceed ƒ8000. Can G to all the aforementioned settled places concerning the further to be And furthermore to put them as well as the beneficiaries on account, if it can conveniently be done, according to the resolution in the Council of Policy here dated 28 January 1754. Board money and rations of the common military and sailors having remained on the old footing for reasons mentioned therein, and this cannot be arranged otherwise without danger of bad consequences. The calculation of the salaries on the adjoining footing will be observed; this too will be accomplished with all possible exactitude. Under Java, as to order the ministers and servants at all the respective outer offices by a circular letter to show in their letters to this government the profits and expenses, directly confronted against this determination, under a serious warning that those who exceed this regulation without giving sufficient reasons will be made to compensate the loss. In this it shall therefore be the earnest endeavor of the ministers to apply all attention toward further economy, so that they may properly promote it annually, as has already been ordered, to resume in Council a statement of profits and expenses in comparison with this statement, stating the reasons for the decrease and increase, and if the latter has occurred contrary to expectations, how to reduce it, in order thus to leave both to this government. Furthermore, to recommend to the ministers at Ternaten and Maccassar the above, a copy provided, a copy that to the east the general board money is to be brought as a subsidy to the salary account of the recipients, if feasible. And everywhere at the western offices of India, an accurate survey and measurement must be conducted by the resident officer of artillery or other capable persons stationed there, of all the cannon and shot present there, so that everything is gauged and the caliber made known, whereby one will be in a position to regulate matters properly. To which end also from here to the eastern governments, as well as the nearby Java and other smaller offices, some capable artillerymen will be sent around. If all of this were now known accurately to the exact dimension and caliber, it would require little effort to regulate the cannon and shot properly. But since this is not yet properly gauged even here at Batavia, an accurate survey and measurement ought to take place across all of India, even if it were necessary to send a capable artilleryman or two around. Therefore, in the hope of favorable approval, I had that redoubt altered to 2 points which command it all around, and placed within it: 10 pieces iron 3-pounders, on carriages that were on hand here. In the Pagger Buuren at Pantjana: 4 pieces iron 6-pounders, besides 2 pieces 2-pounders belonging to the Queen. At Boelecomba and Bonthain: 16 pieces iron 6-pounders. Makassar under date 2 May 1757. that with regard to this memorandum and the remarks and representations made thereon, further to order everywhere, which has also been done with respect to the replenishment of the handguns up to 1000 pieces, along with the accompanying cutlasses, sword knots, cartridge boxes, etc. It being approved by the resolutions on the honored memorandum dated 6 February of the past year to humbly request Their High Noble Honors that the 187 pieces of muskets loaned at various times to several princes on this Celebes might be written off for the reasons mentioned therein. The vessels on hand here consist of: 1 bark, De Leeuw 1 ditto, De Herderin 2 pantchiallangs, De Triton and Verlegentheijt 5 scows, and 1 boat, which are fully sufficient. With regard to the extraordinary cruising, it has been approved and decreed to have the same take place until the end of April in the Bay of Soriang, targeting the Wajo and Mandar linen and opium smugglers, and then to let them head to the opposite coast in order to cruise around the entire island of Sumbawa, and to discover whether any foreign ships are staying there, provided they must arrange to be back here by the end of June; while the commander of the bark De Leeuw had already been given orders to inspect the Strait of Buton on his return from Ternate for the aforementioned purpose, and to quietly ascertain what might be going on there.
