Wherefore we assure Your Right Honourables, in order to proceed in this matter with the greatest accuracy and to be able with peace of mind to formulate the considerations on the one and the other, that the aforesaid requirement will be fulfilled as far as possible by the second undersigned after ocular inspection taken and a careful examination of affairs, which cannot be carried out more conveniently and with greater success than during the making of the upcoming inspection tour. While in the meantime, concerning the means for the eradication of the long-established smuggling and robber nests of Zeffing and Rarakit, we shall, according to Your Right Honourables' orders, correspond with the ministers of Banda, who have already provided us with their written considerations and the means that should be employed thereto, in order then, following a joint consultation, to put into effect the most suitable and certain measures beneficial thereto. And since for the expeditions that will be unavoidable in this matter, sufficient chaloups and lesser vessels are required, of which this government is utterly destitute, just as we have even been compelled to purchase a pattjallang merely to carry out the cruising duties, wherefore we respectfully request that the required vessels may be supplied. Remaining as yet somewhat confirmed in those thoughts, although I received further news that the fellow commissioner, Sergeant Jan Joseph te Tourbe, has faithfully engaged a native mate from a burgher vessel and appointed him as commander on his transport vessel, in order to be able to continue the ordered commission. From Surat, 14 May 1757. been, to thwart in the very least those whom Your Excellencies have been pleased to entrust with the administration thereof; wishing, on the contrary, nothing more than that they could dispose of their entire cargo of sugar, as we are glutted with that commodity here, and, even if there were merchants in the city who were inclined and able to purchase the same for ready money and dared to do so, it would be greatly doubted whether it would be advisable for the service and interest of the Company to sell that sweet stuff to them at such low prices as Your Excellencies' qualification entails, because the brokers, as shown by our general resolution of the 26th of last month transmitted in extract, still having so large a remainder as they could dispose of in a year and a half, which they purchased at much higher prices, would thereby suffer considerable loss and be deterred from paying such reasonable prices for the Company's goods as they have done hitherto, if not indeed causing their ruin, concerning which they would have all the more reason to complain, since in the spring of 1756, as appears from our secret letter to Your Excellencies of 2 March of the same year, a condition of the sale was that we would intercede most strongly with Your Excellencies that no more than three or at most four thousand canassers should be sent hither this year. Upon receipt of Your Excellencies' aforesaid respected letter, we instructed the brokers to sound out the regents, as if on their own initiative, regarding what they would demand for permission to build a complete lodge with an enclosing wall, warehouses, and all further buildings necessary to accommodate the Company's entire establishment and all its servants. But they replied that if they were not permitted to act point-blank, but had to sound out the regents with the requisite caution by way of conversation, it was not possible for them to provide any definitive answer in that regard within any number of months on which any reliance could be placed; the more so since, when they had first mentioned a single word about an enclosing wall in the time of the previous Director, this had immediately caused so much suspicion and apprehension among the regents that the entire negotiation concerning the stone revetment and the two houses on the wharf had very nearly fallen through as a result. Consequently, it was necessary to persuade them first, one by one, that if we were ever to resist them—even though, notwithstanding that the wharf is completely commanded from the castle and all buildings standing upon it could very easily be shot down by the same if they had even mediocre artillerymen, they were nonetheless more or less apprehensive—very little could be achieved with that enclosing wall, since it is, after all, in their power to determine its thickness and to have supervision kept so that it is not made heavier. Thus, it is as yet impossible for us to make any estimate in that regard on a solid foundation, other than that permission for the completion of that work will far from be obtainable for the fixed sum of 50,000 rupees stipulated by Your Excellencies' resolution of 27 October 1752. For this reason, we also judge it best for the present to postpone sounding out the indigenous architects whom we would have to employ regarding the sum for which they would dare to undertake the construction of the lodge, which could not occur so secretly that the regents would not get wind of it and thereby be led to believe that we were positively determined to complete that work, whatever the cost, according to which they would then take their measures. Souratta, 14 May 1757 To reserve separately, so that the less might leak out of it, we shall now, in continuation of that matter, state that His Highness on that occasion not only recommended giving us notice thereof so that we might in time provide for the safeguarding of the Company's goods in the event of an attack occurring, but also delivered a letter to the undersigned Director, in which His Highness merely mentioned that he believed he had reason to prepare for a defensive war on account of the powerful enemies he had brought upon himself for our sake. Wherewith he has not yet let the matter rest, on the contrary causing the servants on four distinct occasions in a single day to be requested to assist him with 10 to 12,000 Ropijen, under the promise that he would have that sum refunded in Souratta by the Castle Governor Tidre Amet Chan (who, as we are informed on good authority, is somewhat slow in making remittances to his master), and pretending to be in great need of that money to place himself in a state of defence against the Marhettas, who according to the general rumours were expected to arrive at any moment; and upon their declaration that they could not do so prior to obtaining the necessary orders from us, he replied that he considered it would then be too late, since in the meantime they could be underway, and that all of this occurred solely because of the Dutch, adding that if the factors were not pleased to assist him, he would find himself compelled to comply with the desire of the Company's enviers, and that our people might then look for a safe retreat, and in any case that they should not think of remaining longer at Radjapoer for trade if they could provide him no help in such occurrences, whilst he was increasingly getting into tight straits for our sake, etc. Having deliberated on this at our session of 3 March, as appears from the secret Resolution of that date, we have resolved expressly to authorise our deputies for the war expedition, if they find affairs at Radjapoer still in that critical state and our factors in danger of having their lease definitively terminated by the prince, or the Company's effects in danger of being plundered by the Marhettas, if necessary to remove both goods and servants from there and to send them directly and immediately hither with the ship Schoon, in case it should have arrived there; but failing this, to distribute the goods among the vessels and return hither with them without undertaking any military actions. While, before proceeding thereto, I take the liberty to inform Your High Excellencies that our cruising vessels completed that route in the same manner as reported in my humble letter of 2 May, but intercepted no smugglers or illicit traders, without the commanders, after examination of their kept daily registers, being found guilty of any neglect of duty, nor likewise those of the bark De Leeuw, which on its return from Ternate through the Buton passage to this place, at the entrance of that strait, encountered only two vessels that the commander suspected were smugglers, because upon first firing blank cartridges at them and then with live shot, they ran ashore and onto the beach; without them, for lack of a boat, it having been lost on the voyage, being able to be overtaken. After which that pilot sailed further cruising into the great bay before Buton and tarried there three days, yet upon his return reported nothing other than that he was supplied with necessities by the inhabitants for ready cash and, at his request, presented with an old canoe by the king; and also that he had spotted few vessels there, and could obtain no permission to go far from the beach, much less up to the castle, these people complaining greatly of being wronged by the Company, as they called it, of Maccassar. Meanwhile, concerning the cruising, I shall not fail, upon the discovery of any rovers, to govern myself strictly according to the revered order of Your High Excellencies contained in your separate resolution of 23 December of the past year. And after this dutiful notification, to proceed to the treatment of what has passed regarding the court and King of Boni, who, as far as I can discern, remains completely devoted to the Honorable Company and its interests, and upon whom to that extent reliance can indeed be placed, for the reason that the safety of His Highness's person as well as the maintenance of his authority over the Bonians necessarily requires it. His Highness, at my request, immediately sent an envoy to Bonerate and Kalao to hand over all the Saleyerese subjects residing there to our people; I have also now finally settled with that prince the claim of some of his subjects to the village of Teko and the arable lands situated thereby, as mentioned more broadly in our humble letter of 20 October 1751, by assigning to those people at Ujung Lowe, also belonging under Bulukumba, some villages for dwelling and sufficient fields for planting. Furthermore, the disputes between the Company's subjects situated at Werd in the Southern Provinces and their neighbors, the Bonians of Wattantanaija, have been cleared up by a boundary demarcation; and further, we have conversed with this court and king in good intelligence under prudent observation, as this is contained in general in my separate daily register and in the further dealings with the various allies. From Makassar, the 18th of October 1757. offered a present to the amount of 313 guilders, 2 stuivers, 8 penningen concerning the King of Soping. The latter, having been granted access, came to me in the Company garden on the 4th of June, accompanied by three high court dignitaries of Soping who had come expressly from their country to their Datu to request His Highness to be pleased to betake himself to Soping in order to be present at the erection of a Salassa or royal house, since according to their country's laws this could not take place except in the presence of their prince. He requested my consent in this matter. This compliment was politely answered by me, and my counter-request for a few days' delay, so that I might let my thoughts dwell on this without hindrance, was fully approved and agreed to. It being my intention to consult first on this matter with the King of Boni, who was then just diverting himself with the hunt in the Zouratse, and without whose prior knowledge this Soping request seemed to me to have been made, as I was also confirmed upon the return of His Highness of Boni. When I had Junior Merchant Voll ask that prince his sentiment regarding that departure, he had me answered that this brother of his would nevertheless never come into agreement with him, requesting me, if I let the Datu of Soping depart, to strictly forbid him from meddling in any matters with the allies and especially with Wadjo, while his further arguments on this matter sufficiently indicated that the departure of the Datu of Soping, if not evil, at least did not promise much good. Whereupon I informed the aforementioned Datu through the chief interpreter that I fully agreed to his request to depart for Soping, as it is not the custom to refuse such to allies without highly urgent reasons, but that I submitted for His Highness's consideration whether it might not be best to postpone his journey until his brother the King of Boni, according to his intention, also departed for the interior. Which I nevertheless left to his own discretion, requesting only that before His Highness's departure he would first come to hold a conference with me in the Castle on this and that matter, which the aforesaid prince politely accepted, as well as to consult with his brother on the one thing and the other. Which, having taken place subsequently, had the effect that up to the present day no preparation has yet been made for his departure. The Court of Gowa has, since my last, when the King of Tallo again stayed there more than before, become so divided that it is currently very difficult to negotiate with, the aforementioned Regent, alongside Karaeng Laukajene and Karaeng Bervanging, the three principal court dignitaries, remaining directly opposed against all equity as well as against the entire contents of the contracts and the good intentions of the well-meaning Makassarese. Added to this is that the latter, though the stronger party, are too deeply seized by fear of the Tallo prince to actively counter his evil intrigues and proceedings, so that he, the Regent, in all cases always predominates there. This prince having once again permitted foreign vessels from Pasir and other places without the Company's passes to freely navigate the river of Gowa, and even so protected their skippers against our equitable demands at the court that they, instead of being handed over into our hands according to the tenor of the contracts, were acquitted for a fine of 24 rixdollars. Furthermore, also acting in contravention of the contracts, he has levied a duty on the export of masonry bricks baked around Gowa, and had such collected from our residents and subjects; moreover, he has connivingly allowed the bazaar on Lampon Java, situated at the mouth of the river of Gowa, not only to multiply with all sorts of rabble who entice our Europeans as well as subjects thither, but also to be made into a veritable smuggling nest where smugglers without passes, unloading their goods by night and at unseasonable hours, also transport the same overland into our kampongs, to the great detriment of the import revenues, in order to sell them here from hand to hand. Nor has he, Karaeng Tallo, hesitated to order eight freemen, Makassarese subjects, away from before our Shahbandar's office under threat of the kris to proceed to Gowa, and to demand from those people, under pretext of a royal right, half of their catch of trepang, to the great disadvantage of our inhabitants, since those fishermen annually borrow money from our Chinese residents on their catch under condition of delivering the same upon their return for a certain agreed price. From Maccassar, 18 October 1757. had complaints made at this court in modest yet significant terms, but after great debates occurred among them over this, no satisfaction was received other than that they distorted the matter regarding the export of stones, as appears further from their answer inserted into our aforementioned Resolution of the 15th and from what is noted in the separate daily register under 9 July last, to which, to avoid prolixity, I respectfully refer. We have considered their answer (although, according to Maccassar custom, incomprehensible in some respects) on the same day and resolved to make our opinion and desire clear to that court through the ordinary commissioners, demanding that it be delivered in writing, as was also done on the 18th thereafter according to the tenor of the Memorial, a copy of which is respectfully attached as an annex hereto. To this we have received no answer to date, because in drafting it they cannot agree among themselves, and I thus suspect that they (relying on the Company's clemency) will let it slide, notwithstanding that I have been assured from good authority that the ill-disposed are quite fearful, and that the well-intentioned Maccassars had been longing for the Honourable Company's rights to be supported with somewhat more forceful means. Regarding which I am somewhat confirmed by the sufficient satisfaction recently rendered to the Honourable Company by Caraeeng Tello concerning the removal of one of the Company's subjects from Galison, which occurred without the prior knowledge of myself or the regent there, as reported more fully in the separate daily register under the 1st of this month. Although it is quite evident from the present constitution of that court (where the King is a child) that the first ministers there continue to cling to their old, deep-rooted machinations, I may nevertheless assure Your High Excellencies (at least so it still appears to me) that this court, through division and impotence, is entirely incapable, and may long not be in a position, to undertake any hostile action against the Company: especially when one does justice to them regarding their legitimate claims, observes their actions closely, and occasionally shows that one pays heed to them. The ordinary Puasa gift, to the amount of ƒ 99:11:8, which was offered with greetings by the commissioned members of this court, was also gratefully accepted. On 10 May, the Queen of Tanete had a letter delivered by Her Highness's envoys containing a lamentation about a certain Malay named Intje Saboeton who, according to what was stated therein, had carried off a Luwu princess, Her Highness's niece, from Luwu, married her, and brought her here to the island of Saboeton; requesting me to avert this insult to her house and to procure Her Highness sufficient satisfaction in this regard. On their request, I let these envoys depart again the next day, with orders to inform Her Highness with my kind greetings that I would answer the same missive as soon as possible, and that the princess could meanwhile rest assured that I would look after her honor and well-being in all respects. 213 Maccassar, 18 October 1757 From Maccasser, 18 October 1757. look forward to with longing, intending upon arrival to use all my powers to thwart this design, as from this departure I can foresee nothing other than bad consequences, especially for Boni, against whom Her Highness remains possessed of a spiteful temper, of whose feared consequences I gave a report to Your Right Honourables in my humble letter of 15 October of the past year towards the end. Of Loewoe and Bouton, since my last respectful dispatch, I have learned nothing of substance worthy of Your Right Honourables' respected attention, and of Mandhar only to report that the maradjas of Balinipa and Madjene have again fallen into discord and are causing each other all possible damage, and that this is the reason why they will not dispatch their envoys to India's capital, whereof the four lesser maradjas through their envoys gave notice to the King of Boni and this one to me. I sent back those messengers with a letter signed by me and Boni's King, whereby those rulers were urged to mutual peace and charged to fulfill their promises forthwith, and shortly thereafter had this urged by our envoys, who, not having returned yet, make me fear that those rulers will not fulfill their pledges this year. Concerning the invasion of the Balinese on Allas on the island of Sumbauwa, I have been informed that this caused the Sumbawanese not much concern and is merely reprisals by the Balinese on account of insults done to their people and vessels by the inhabitants of Sumbauwa. And concerning the Johorese pirates, that they cruise yearly during the west monsoon along the northern beaches of this island towards Manggarai, Solor, and thereabouts until the month of April, when this scum cross over to Bonerate, Kalaotoa, and the islands lying around there, further taking their route cruising south of Saleijer along the Postillons to Allas, and from there set their course westwards, robbing without distinction of nation all vessels that they can catch up with under sail and overpower. Of the rulers of this island there is nothing to report that merits Your Right Honourables' attention. I only add here with respect that the kings of Bima and Dompu, according to the old custom, have also dispatched their envoys to compliment the humble undersigned. With which, according to custom, I cross over to the island of Saleijer, from where, through a letter from the resident Ravensberg dated 6 June and received on the 11th following, it was understood that the resident of Bonto Banga was in such disagreement with his subjects that they unanimously desired another king who would not treat them so harshly, the aforementioned resident requesting at the same time his relief as soon as possible, on the grounds of possessing none of the qualities that were required in a resident of Saleijer. This missive was followed shortly thereafter by a second and third letter dated the 23rd and 15th following, accompanied by a letter of grievance from the collective galarangs, a daily register, and an extract of a resolution taken in a combined native assembly there, showing that the complaints of the subjects of Bonto Banga had already come before the resident on 16 May and were submitted in writing on the 23rd of that month, and answered by the Regent. Yet, it appeared very late that this good care of ours regarding the protection of the regent of Bonto Bango, and because of some feared violence on the part of the subjects, had been entirely unnecessary; as well as that we in all this were rather quite misled by the resident, or rather assistant Karseboom, when the commissioner Tinne, by letter of the 10th of July, informed us of the true state of affairs, principally amounting to this: that the complaints of the subjects were not only well-founded, but themselves of such a nature that they were intolerable, and contained rather much more than had been stated in the previous writing; furthermore, that this deep-rooted evil treatment by the regent at Bonto Bango towards his subordinates, as well as the protection of his Buginese following over them, had taken its origin from the insolence of the resident Ravenberg, from whom none of the complaining subjects had ever been able to obtain any hearing or comfort, all of these remaining unalterably steadfast in their supplication to be delivered from the tyranny of their regent, without any intention of pursuing their desire by arms. All of which we, having maturely considered in meeting on the 15th of July, took a secret resolution to instruct Commissioner Tinne to lure the regent of Bonto Bango to come up to this Castle, if possible at the very earliest, and otherwise in the latter part of October, together with the other regents. October 1757 From Maccassar the 28th of other regents, but that he, the commissioner, meanwhile should recommend to the regent in our name to leave the subjects their rights and privileges intact, and to refrain from all extortion; as well as to permit the Boniers nothing of that which belongs to the subjects alone; all of which was presented to him, Bonto Bango, by our commissioner in a friendly manner, but his vindictive designs by no means allowed him this, yes, on the contrary, he kicked back more and more in such a way that he would listen to no order or good advice; which causing Tinne some concern, he requested by missive of the 12th of August our further orders in this matter, upon which we on the 15th thereof took a secret resolution to instruct the commissioner to recommend and advise Raja Bonto Bango on our behalf, after having put the regency in good order, to come up to this Castle as soon as possible, and at the same time to flatter him with the hope that the agitated minds of his subjects would quiet down somewhat in his absence; that if he, the regent, sought to drag out this departure and kept quiet, then to observe his doings and that of his son-in-law Aroe Pantjana closely, to treat them with all friendliness and keep them under prudent observation, meanwhile informing us each time of the situation there; furthermore, that if any hostility were commenced by this regent, it should then be brought about that he, in a combined meeting of the joint regents, be dismissed as a disturber of the public peace and declared stripped of his dignity.
