25. From Cape of Good Hope, the 16th January 1758. Per the ships De Gouverneur Generaal and Jerusalem. Bearer of this to accompany the secret signal flags for the year [illegible] Batavia To as aforesaid: From our last respectful letters dated the 11th and 13th of this current month of January, which we had the honor to address to Your Honorable Greatness, copies of which are attached hereto, dispatched with the ship de Jager that departed from here on the latter mentioned date, we shall take the liberty to refer thereto, and let this serve at present as conveyance for the above-mentioned ships, the Gouverneur Generaal and Jerusalem, in which vessels the following has been shipped from here, namely: In the Gouverneur Generaal: 30 leaguers of ordinary Cape wine 50 lb of apricot jelly In Jerusalem: 20 leaguers of wine 50 lb of the aforesaid preserves As appears more fully from the bills of lading and invoices accompanying this; while this is further accompanied by the copies of deeds of a few persons who have been promoted by us on the bearer of this, subject to further approval by Your Honorable Greatness; together with such account as has been provided by the superior and warrant officers of the frequently-mentioned vessel, the Gouverneur Generaal, concerning the incident they had at latitude 45 degrees 46 minutes with two English warships, to which we likewise take the liberty to refer. We also have the honor to forward again to Your Honorable Greatness two sealed notes containing the secret signal flags that will be displayed here from the Lion's Head and Lion's Rump during the coming year 1759, alongside two ditto on the same subject for the island of Ceylon; with regard to the latter mentioned, we respectfully request that Your Honorable Greatness be so good as to cause them to reach their proper address. And herewith concluding this, after having commended Your Honorable Greatness's precious persons, together with the weighty concerns of the Honorable Company, into the protection of the Almighty, we remain with due respect, Beneath stood: Right Honorable Great and Respected, Well-born Lord, and Noble Lord. Original dispatch sent by the Honorable Commissioner Joan Gideon Loten together with the Honorable Governor R.k Tulbagh alongside the Council of this place to his most-mentioned Excellency and the Noble Lords Councillors aforesaid. No. 2. Two authentic copies of dispatches written by and to the same as just mentioned, with the ship de Jager that recently departed from here, dated the 11th and 13th of this current month of January. No. 3. Ditto sealed notes for Batavia containing the secret signal flags that will be displayed from the Lion's Head and Lion's Rump, as well as in Simon's Bay, during the coming year for the reassurance of the return ships. No. 4. Ditto ditto on the same subject for the island of Ceylon. No. 5. Bill of lading invoices of the wines that have been shipped here for Batavia in these two vessels now departing, the Gouverneur Generaal and Jerusalem. No. 6. Duplicate ditto of what departed with the above-mentioned ship de Jager. No. 7. Authentic copy of the report of committee members from the Council of Justice here, who tasted the aforementioned wines and found them in good condition. No. 8. Copies of our latest respectful letters dated the 1st and 13th of this current month of January, which we have had the honor to direct to Your Honorable Grandities with the ship De Jager that departed from here on the latter-mentioned date, being enclosed herewith, we shall take the liberty to refer to them and let this present letter serve to accompany the above-mentioned ships, De Gouverneur Generaal and Jerusalem, in which hulls the following has been shipped from here, namely: In De Gouverneur Generaal: 30 leagers of ordinary Cape wine 50 lb apricot jelly In Jerusalem: 20 leagers of wine 50 lb of the aforesaid preserves As will appear more fully from the accompanying bills of lading and invoices; while this is further accompanied by copies of the appointments of a few persons who have been promoted by us on the carrier of this, subject to the further approval of Your Honorable Grandities; as well as of such report as has been given to the Governor-General by the senior and junior officers of the aforementioned vessel regarding the incident they had at latitude 45 degrees 46 minutes with two English warships, to which we also take the liberty to refer. We also have the honor to forward again to Your Honorable Grandities two closed letters containing the secret signal flags that will be displayed from the Lion's Head and Lion's Rump here during the coming year 1759, together with two of the same on the same subject for the island of Ceylon, in respect of which latter we respectfully request that Your Honorable Grandities may have the goodness to cause them to reach their proper destination. We take the liberty to address this present letter solely to Your Honorable Grandities to give notice that late yesterday evening, with the help of a fresh west wind, which until now has delayed the carriers of this from proceeding on their voyage, the ship De Hercules, mentioned in our respectful writing of the 11th of this month, has safely arrived in this roadstead, with only 8 dead and 16 sick, and the ship itself also in very good condition. As soon as it has been unloaded of the goods shipped therein for this government, we shall not fail to let this vessel proceed on its voyage again without any delay from here to Your Honorable Grandities' principal seat. Wherewith concluding this, we commend Your Honorable Grandities' most esteemed persons, together with the important interests of the Honorable Company, to the protection of the Almighty, and remain with due respect. Bill of lading invoice of such wheat and other products of this land as have been shipped herein to the bearer hereof for Batavia. No. 4. Receipt for what has been unloaded from the same in return. No. 5. A packet under open seal concerning the pay ledger of the ship 't Casteel van Tilburg. No. 6. Expense account of what that vessel has received at this place. We take the liberty of addressing this solely to your Right Honorable Excellencies, to accompany the above-mentioned ship 't Casteel van Tilburg, which, having received its dispatches today, consequently lies ready to sail to proceed on its voyage to Batavia with the first favorable wind, the following goods having been shipped into the same at this place, namely: 146 lasts of wheat 2 ditto yellow peas 1 aam pickled artichokes 2 calabashes with dried young broad beans 6500 pounds of fat as further appears from the accompanying bill of lading invoice; while this is furthermore also accompanied by the copy of our latest respectful letter which we had the honor to address to your Right Honorable Excellencies under date of the 16th of this current month of December per the ship Nieuw Nieuwerkerk, which, because of the contrary winds that have blown since, has not yet been able to leave this roadstead. With which concluding this, after having commended your Right Honorable Excellencies' very esteemed persons along with the weighty interests of the Honorable Company to the protection of the Almighty, we remain with due respect. Safe arrival in the Fatherland of the respective return ships of the preceding year. Nothing has yet been heard of De Naarstigheid. After the ships Nieuw Nieuwerkerk and 't Casteel van Tilburgh, accompanied by our respectful letters accompanying this in copy dated the 16th and 24th of December last, had continued their voyage from here to your Right Honorable Excellencies' capital on the 29th ditto thereafter, the following outward-bound ships of the Honorable Company subsequently arrived safely again at this roadstead on the dates below, namely: 1758. 3 January: De Gouverneur Generaal with 6 dead, 4 sick. Ditto: Jerusalem with 7 ditto, 10 ditto. Having departed from Goeree on the 7th of October past. 5 ditto: Zuijdbeveland with 34 dead, 34 sick, which set sail from before Rammekens on the 18th of the aforementioned month of October, in company with the Hercules, from which it was separated on the 22nd ditto thereafter. Of which vessels the first two mentioned are to be dismissed from here again on the 16th of this month; we shall furthermore not fail, as soon as Zuijdbeveland shall have been unloaded of the goods laden therein for this Government, to let it proceed on its voyage as well without the slightest loss of time; meanwhile, we cannot refrain from dutifully bringing to the notice of your Right Honorable Excellencies that the Honorable Directors of the Chamber of Rotterdam, by their esteemed letters of the 30th of September past, have kindly deigned to communicate to us that the respective Batavian, Ceylonese, and Chinese return ships of the preceding year, God be praised, had all successively arrived safely at their destined ports, as furthermore of the Bengali return vessels, the ship Visvliet, according to the report of the authorities of Zuijd Beveland, has likewise arrived in Zeeland, and Scholtenburg with 't Huijs ten Donk in the Straits, as well as Buytensorg in the North Sea, were all three hailed in good condition by the aforesaid ships De Gouverneur Generaal and Jerusalem; but, on the other hand, having received not the least news of their consort De Naarstigheid, which was not here, this makes us therefore not a little worried for that vessel. Also, at the times to be mentioned hereafter, the following have appeared at this Government in desirable condition, through your Right Honorable Excellencies: Batavia. To as aforementioned.

And furthermore, with the mentioned ship the Vrouwe Petronella Maria, there arrived here in very good health the undersigned Ordinary Councillor of the Indies as well as Admiral and Commander-in-Chief of the Return Fleet, Joan Gideon Loten, who, having been duly received according to custom, will further be publicly presented next Saturday the 14th of this month as Commissioner over this Government, and pursuant to what was ordered in your Right Honourable esteemed letter of the 29th of the frequently mentioned month of October, will also be recognized and respected as such during his presence here; just as we shall also not fail dutifully to comply with the further matters laid down in the said letter, both regarding the provision made concerning the dispatch of butter to Batavia and the employment of the prescribed seal on the deeds of promotions on the outward-bound ships, item the permission granted to the burgher Gerrit de Bruijn for sending to the Netherlands the tea resting here in the care of his proxies, which in like manner shall also be done with the orders relating to this government contained in the enclosures that we had the honour to receive alongside the frequently mentioned letter. The bearer of this, the ship De Jager, now lying completely ready to sail in order to set course for Batavia with the first favourable wind, we shall therefore let this serve as an escort to the said vessel, in which 50 leaguers of ordinary Cape wine have been shipped here, as appears more fully from the bill of lading and invoice drawn up for this purpose and sent herewith; while for the rest we still find ourselves obliged to bring to your Right Honourable's attention that, since the assistant Daniel Bartholomeus Fruter, who was posted on this vessel, was granted permission by the Most Honourable Lords Seventeen to remain here, we have appointed in his place as assistant the gunner's mate Volkert Ian Bauerman of Embden, and that in conformity with the resolution of the Noble Directors of the Zeeland Chamber, as your Right Honourable will be able to see in more detail from the authentic copy of the minute accompanying this, together with the apostille on the request presented by the aforesaid Bauerman to the said Lords Directors. From Cape of Good Hope, the 3rd of February 1758. Your Right Honourable Lordships, the delivery of salted meat to the deceased and 26 invalids has been duly carried out. We have also safely received Your Right Honourable Lordships' esteemed letter of the 15th of November of the past year, in receipt and reply to which letters directed hither we shall have the honour to rescribe that we shall not fail henceforth, when transferring wine or brandy, to have the leagers calculated at no higher than 360 cans. However, this matter having been taken into serious consideration in the Council of Policy on the 31st of the aforesaid month of January, it was noted that whereas the excessive spillage and deficiencies occurring in the great quantity of wines taken in, as well as shipped and issued, had to be made good and borne solely by the cellar master out of the calculation of the leagers at 408 cans, as was demonstrated at large to Your Right Honourable Lordships in the reply to the findings on the trade books of this government for the years 1752/3; consequently, it became an absolute impossibility for the said official, when constantly issuing the leagers at 360 cans, to make good the aforesaid considerable spillage and the further frequent harmful accidents of leakage and otherwise, as well as the long storage of the wines in the Company's cellar, whereby the same are subject to great diminution. We have therefore, pursuant to the authority granted hereto by Your Right Honourable Lordships, allowed the said cellar master 10 per cent on the annual remaining balances of the wines, as well as arrack and brandy, at the closing of the books on the ultimate of August; which indemnification having been made as economically as possible, we therefore hope that Your Right Honourable Lordships will be pleased to approve of it. The orders concerning the issue of salted beef to the ships shall be dutifully followed. Nor shall we in any way fail to continue to issue from the beef salted here no more to each ship than is required for a three months' consumption of the crew stationed thereon, just as this has already been done in compliance with what was directed therein since the receipt of Your Right Honourable Lordships' esteemed letter dated the 28th of October 1755. While it will also, if you please, appear from our respectful letter of the 8th of February of the said year that in the contracting out of the aforesaid supplies, the contractors bound themselves primarily to guarantee that the meat would remain good for the duration of three months. The ordered remittance of the cash balance of ƒ240000 cannot be spared. But regarding the remittance of the cash balance of ƒ240000 lying here, ordered by Your Right Honourable Lordships, we find ourselves obliged to report with respect that on the ultimate of December last, there being a balance of the amount of 45903 5/8 rixdollars in the Company's small cash treasury, since that time warrants have already been drawn for the delivery of wheat and rye into the Company's warehouse amounting to more than this money; so that after payment thereof, nothing remains in hand except the aforesaid sum of ƒ240000. And the expenditure in this government, taking one year with another, amounting to well over 100000 rixdollars more than the receipts, if one does not include therein the moneys placed into the Company's treasury by assignment, upon whose amount not the least reliance can be placed, Your Right Honourable Lordships will easily be pleased to infer from all this the impossibility of being able to spare the aforesaid capital of ƒ240000 in any way. As on the contrary we may perhaps even be obliged, if no assignments of importance come in during the meantime, to make a demand for cash for this government from the Fatherland in the coming year, if not sooner; and this all the sooner, since at present no cash at all is to be found at either the Orphan Chamber or the Deaconry, and very little among private individuals, to be able to take the same on interest for the benefit of the Honourable Company, as has occasionally been done previously in case of necessity. The consigned goods and letters of insurance brought here with the aforementioned ship Noord Nieuwland have, in conformity with the transmitted note, been distributed among the other ships specified therein. We shall furthermore not fail, in pursuance of what was ordered in Your Right Honourable Lordships' circular missive dated the 27th of October past, to have the firearms of the soldiers noted on the outgoing invoices when dispatching them from here to Batavia. Meanwhile, we have the honour most respectfully to thank Your Right Honourable Lordships for the goods and provisions which you have had the goodness to send hither per the Amelisweert; which vessel will be returned as quickly as possible loaded with lard. Furthermore, we find ourselves obliged to inform Your Right Honorable Grand Worships that with the French frigate L'Hermione, which arrived here from Mauritius on the 6th of December last, there have also arrived two French passengers of distinction named De Maissain and Colé, by whom the undersigned Governor was very urgently requested to be allowed to cross further to Europe on one of the Honorable Company's return ships. It was then deemed best to leave the decision on this deferred until the arrival of the first undersigned Commissioner. Upon his appearance at this place, the said Frenchmen having renewed their request, and the same having thereupon been brought forward by His Honor in the Political Council meeting of the 10th of January last, and it also having been alleged in that respect that shortly before his departure from Batavia in the Council of India, an attendant or someone who had some business for the English Admiral Watson had been allowed to cross on one of the Company's ships, and on that occasion it was also generally spoken of that such transports, being difficult to avoid, should also not be refused to the French, considering the neutrality observed by us; for which reason one could not well with any propriety turn down the aforesaid request of the mentioned gentlemen De Maissain and Colé; we have, in consideration thereof, as well as that the said passage was also requested in a very obliging manner by the Governor of the cited island of Mauritius, Mr. Magon, in a letter accompanying this to the undersigned Governor here, and that moreover it would be an extremely hard matter for the repeatedly mentioned gentlemen De Maissain and Colé to have to return from here back to Mauritius, therefore had to resolve to permit the same to cross to the Netherlands on one of the return ships lying at the roadstead, upon payment of the ordinary transport and board money. However, in order to prevent this in the future as much as possible, the aforementioned Mr. Magon was once again most seriously requested by the undersigned Governor not to send any persons from Mauritius hither in the future to cross to Europe with the Company's ships, just as Your Right Honorable Grand Worships will be able to inspect more closely from the copy of the said letter also accompanying this, if it pleases you. We also have the honor dutifully to inform Your Right Honorable Grand Worships that the undersigned Commissioner, taking into consideration that because through the death of Reverend Arnoldus Mauritius Meijering the pulpit in the Land van Waveren has become deprived of a permanent teacher, which church, being still noticeably in arrears, incurred no small expense to have one of the respective ministers collected monthly from both here at the Cape and the other churches situated in the countryside to come preach to its congregation; he, on that account, with the favorable indulgence of Your Right Honorable Grand Worships, deemed it necessary provisionally to employ Reverend Remmerus Harders, who arrived with the ship De Jager, to observe the church service in the aforesaid church of the Land van Waveren until such time as the minister who was requested from the fatherland in the letter of this government of the 4th of May last shall have arrived here. Furthermore, the day before yesterday, the first of this month, the Bengal return ship De Hoop arrived at this roadstead in a desirable condition, namely with three sick persons, which ship, having set sail from the Ganges on the 22nd of November of the past year in company of Cattendijken, parted from the said vessel two days thereafter, or the 24th ditto; while it has also been reported to us by the officers of the said ship De Hoop that on the 25th of December last at the South Latitude of 6 degrees and longitude of 105 degrees 21 minutes they hailed the Ceylon return ship Ruijteveld, which departed alone from Punto Gale on the 16th of the aforesaid month of November; for which reason we hope to be able to see the said keel as well as Cattendijken appear here shortly, also in good condition.

By the ship d'Hercules Having had the honor, with the ship Zuijd Beveland that set sail from here on the 5th of this current month of February, to address to your Right Honorable Worships our latest letters of the 3rd of the same month, annexed hereto in copy, we shall take the liberty to refer to their contents, and, after having advised your Right Honorable Worships that the Bengal return ship Cattendijke mentioned therein arrived here since on the 6th of the present month, likewise in very good condition with only 3 dead and 10 sick, further let this serve as escort for the ship d' Hercules, with which we have the honor to forward the following to your Right Honorable Worships, namely: 55 1/7 lasts of wheat 85 lb fine garden seeds 70 lb coarse ditto 25 lb canary seed 50 lb candied apricots 25 lb ditto plums 200 pieces reed pens 200 whole dried ditto 20 lb apples 57/5394 lb flat rushes 2100 lb fat As appears more fully from the bill of lading and invoice drawn up for this and sent herewith, which is accompanied by the copies of the deeds of the persons who have been promoted by us on this vessel subject to the further approval of your Right Honorable Worships, as well as a small invoice for 13 pieces of whole comb sheaves, which were loaded in the fatherland in the said vessel among other goods for this government, but could not be found in it here; we respectfully request that, should they appear at Batavia, they may be sent back here. Besides which your Right Honorable, from the extracts enclosed herewith from our resolutions adopted under the dates 22 November and 13 December of the preceding year, will also be pleased to observe that after disposition made concerning the general statement of expenses, the aforesaid trade and wage books, together with the report of the repeatedly mentioned commissioners appointed for their examination, having been carefully reviewed in the Council of Policy in conformity with your Right Honorable's honored order, it has appeared from the same that in the said trade books not only do all items of expenses and other write-offs agree with the warrants granted on their account, but also that no write-offs have been made outside of these, as well as that the wage books were also kept in the required form according to the orders of the Honorable Company, the payments properly distributed to its servants, and the charges thereof written off in the trade books in such manner as was specifically shown in the aforesaid report, and finally that by the wage bookkeeper as curator ad lites regarding the inventorying, selling, and booking of the estates of the Honorable Company's servants, as well as counting into the treasury the entire amount thereof to the sum of 544:18:— rixdollars or ƒ1306„-10„—, everything was handled entirely in conformity with your Right Honorable's honored orders. Martha Verbeek, widow of the late skipper Dignus de Vlaming, together with the children of the deceased burgher Jan Verbeek, which persons, having been heard on this matter before the Fiscal, have demonstrated that the estate of their aforementioned brother and uncle has not been brought to liquidity to date, but on the contrary, for a large part still rests in Bengal under the administration of the Dispenser and invoice-holder Pieter Johan Ribaut, and the assistant Beems, as substitutes of the last remaining executor of the testament of the aforementioned Verbeek, the Merchant Auguste Tabutau, so that they also assumed with certainty that, because regarding the ordered reimbursements from the estate of the repeatedly mentioned Verbeek a similar written instruction had been sent to the ministry in Bengal, that matter would have already been concluded there; furthermore adding that, as they, the heirs, were completely unable to produce what they trusted might be charged to the relief of the aforementioned assessment in favor of the estate of the repeatedly mentioned Verbeek, and that this could only be done by the aforementioned authorized representatives, having had some knowledge of the deceased's administration, they therefore most humbly requested that the collection of the repeatedly mentioned reimbursement might be deferred until they should have received some report from Bengal regarding this; which request, in consideration of the equity inherent therein, we having taken the liberty to grant to them, we therefore hope that Your Noble Grand Reverences will also, for those reasons, be pleased to approve. Concerning which, it being taken into consideration in our meetings of the 21st of this month of March that the crates in which the porcelain was packed were taken over closed by the ship's officers, and were delivered again here as such according to the gross weight; that also the ullage on the arrack does not exceed the permitted write-offs; and likewise that the broken teak planks and staves can still be employed in the service of the Honorable Company, either for repairing ships or otherwise; we have therefore, subject to Your Noble Grand Reverences' esteemed favor, taken the liberty to pass all of this, along with the rotten gunnies and broken floor tiles—since the former will also still be useful here or there for the use of the Honorable Company, and the breaking of the latter cannot be attributed to the ship's officers—and to have it written off in the trade books of this Government. The bearer of this, the ship Middelburg, bringing the letter from the Gentlemen Seventeen dated 29th October of last year. The ship De Zeelesij, from which it was separated on the 4th of January following. 20th of April Osdorp with 64 dead and 50 sick. That likewise having put to sea out of Texel on the 30th of the aforementioned month of December, it was separated on the 7th of January thereafter from the ships Bosch en Hoven, Giessenburg, and Rijnswoude, which had departed in its company; we have furthermore been informed by the officers of the aforesaid ship Middelburg, who reported that on the 20th of February they had hailed the ship Lycochton and learned from its officers that having lain at the island of St. Jago from the 1st to the 8th of that month of February for refreshment, the ships Langewijk, Vlietlust, and Giessenburg had meanwhile also arrived there on the 4th, 6th, and 7th of the same; that the cited ship Lycochton had already had 17 dead and 40 sick at that time, and that the crews of the other ships that arrived at St. Jago were likewise in no favorable condition, so that the aforementioned vessels are now awaited with all the more longing. Meanwhile, we have the honor to present herewith to Your Noble Grand Right Reverences an authentic copy of the highly esteemed letter from their Nobles, the High and Mighty Gentlemen Seventeen, dated 29th October of last year, which was brought to us by the repeatedly mentioned ship Middelburg; from which Your Noble Grand Right Reverences may, among other things, kindly observe that the aforementioned Gentlemen Majores have been pleased to authorize us, in conformity with the request made to them, to write off in the petty cash and trade books of this government the entry of 191 7/8 Rixdollars, which has run under cash in the Company's petty cash ledger under the name of outstanding loans, as well as the sum of 8485.6.- guilders, which has stood in the trade ledger as a remaining amount for supplied materials and building tools, and merely to carry them inside the line.
